Oakley starts Water tender overturns move to new voting process by Kyle Szymanski Staff Writer

OAKLEY City leaders recently launched the process to change how future city councilmembers will be selected. The switch will replace the current at-large election process with a system in which councilmembers are elected by a district that each would represent. The change is in response to threats of a lawsuit from a Southern California-based attorney alleging that Oakley’s current voting system violates the California Voting Rights Act (CVRA) by fostering an arrangement that makes the Latino vote disproportionate. The CVRA, signed into law in 2002, bans at-large election methods that impair a protected class’s ability to elect its sesee District page 26

OAKLEY Police Chief Dean Capelletti has been placed on paid administrative leave, Oakley City Attorney Derek Cole confirmed this week, but city officials aren’t divulging why. “I can confirm Chief Capelletti is on administrative leave,” Cole said Monday. “I can’t provide any other information at this time.” Oakley Mayor Sue Higgins and city councilmembers both referred inquiries back to Cole when reached this week. “I do not have anything to share and was only informed four minutes before our last meeting on districting,” Higgins said Tuesday. “It is actively being investigated and I have no further information.” Capelletti joined the department in September 2020 with 18 years in law enforcement, having previously served as a captain of the La Habra Police Department in Southern California. Capelletti, a Bay Area native, said in an earlier interview with The Press that his wife had stumbled across the Oakley police chief job opening. Firefighter hospitalized with minor Woman,74, injuries after fire truck overturns dies after One East Contra Costa Fire Protection District firefighter was hospitalized with minor injuries after the water tender he was driving en route to a vegetation fire overturned on West Cypress Road in Oakley around 1:30 p.m. Tuesday, Sept. 7. Steve Aubert, fire marshal with East Contra Costa Fire Protection District, said the solo unidentified firefighter in the rig at the time of the incident suffered minor injuries and was transported by ambulance to John Muir Medical Center in Walnut Creek for further evaluation. He’s expected to make a full recovery. A hazardous materials response team was dispatched to the accident scene to clean up an undisclosed amount of diesel fuel that leaked from the water tender onto the street. Oakley police are investigating the cause of the incident. The water tender was enroute to a fire that burned a half-acre and two abandoned

being struck by golf cart DISCOVERY BAY A 74-year-old Discovery Bay woman died after she was accidently run over by her 8-year-old grandson operating a golf cart on Sept. 5. California Highway Patrol officials said in a news release the woman was helping her grandson back out of the garage at 450 Discovery Bay Blvd, when the grandson accelerated the golf cart at full speed in reverse, striking and killing the woman at about 10:35 p.m. The woman, who has not been identified, was pronounced dead at the scene, the CHP said. “This is a tragic and sad incident for all individuals involved,” the CHP said in the release.

BRENTWOOD Hundreds of Brentwood residents gathered at Veterans Park last weekend to honor the lives of the 13 U.S. military service members killed in a suicide bombing at Hamid Karzai International Airport in Kabul, Afghanistan in late August. Residents, police officers and Heritage High School’s Jr. ROTC students joined the procession that marched down part of Balfour Road from the park. Vehicles with the fallen soldiers’ names on the windshield followed closely behind those who led the procession. The 13 have been identified as: • Marines Corps Staff Sgt. Darin T. residents can put politics aside to show military men and women that they are supported no matter what. While people left after the initial line up near Veterans Park, others lined up on the street or even walked with the procession down Balfour Road. “I’m here today to show my support for the fallen warriors, even as law enforcement, it’s good to see a lot of first responders, it’s good to see the support from the community,” said one of the procession watchers. “Community-orientated stuff is really important to have.” As many moved down the street, tears could be seen flowing down the faces of nearby onlookers. Event organizers said it was heartwarming to see the support that the Brentwood community has for its servicemen and women. The events at Kabul and the war overall have left families dealing with loss of life, and it speaks volumes to see that these soldiers and their families are supported in this community, they said. “I didn’t think that everyone was going to support the troops the way they did,” Hauck said. “It shows that we still care. We care about humanity and our service members. 3 arrested in Antioch jewelry store robbery ANTIOCH Three suspects were arrested Sept. 3 after police say they robbed Antioch’s Ron’s Jewelers and led law enforcement authorities on a pursuit throughout the East Bay. The unidentified males — ages 28, 30 and 32 years — are alleged to have robbed Ron’s Jewelers shortly before 2:15 p.m. Friday, Sept. 3. They led multiple East Bay law enforcement agencies on a vehicle and, later, foot chase that ended with one being detained in a Richmond backyard. Two others were apprehended on Interstate 80, near University Avenue in Berkeley, authorities said. The trio is suspected of making off with $80,000 to $90,000 in jewelry after breaking into the business premises. One is believed to have used a hammer to smash open the display cases, authorities said. The three then fled the store, but arriving officers quickly obtained the suspect’s vehicle description and license plate and broadcast the information to law enforcement agencies. Pittsburg police officers located the car, which was traveling westbound on Highway 4, but the driver failed to yield and a pursuit ensued. At one point, the suspect vehicle briefly stopped in the city of Richmond

and one of the passengers—later found to be carrying a backpack that contained a large amount of jewelry — fled from the car on foot. He was arrested in a Richmond backyard. The California Highway Patrol pursued the suspect vehicle—later found to be carrying the two outstanding suspects—before it was involved in a collision on Interstate 80 near University Avenue in Berkeley. Those two suspects fled the collision scene, but were tracked down by CHP, Hercules and San Pablo officers. All three suspects were booked into the Martinez Detention Facility on numerous charges that include conspiracy, robbery, burglary and evading arrest, police said. No injuries were reported in the incident. “The Antioch Police Department and the victims in this case would like to thank all the involved law enforcement agencies for their assistance during this incident,” said Antioch Police Sgt. The suspected drunken driver, 18-year-old Knightsen resident Colby Sharver driving a 2002 Subaru Impreza, is believed to have struck the pair in the area of 8321 Byron Highway around 11:15 p.m, the California Highway Patrol said in a news release.

The Contra Costa County Coroner’s Office identified the victims as 18-year-old Kassandra Sepulveda and 16-year-old Luis Esparza. They were attending a nearby party prior to the incident, according to the East Contra Costa Fire Protection District. Agency: City of Brentwood When it comes to parks and recreation, the city of Brentwood has a dedicated team. One of those team members is Olivia Alvarez, who has worked for the city for two decades, overseeing the operations of the Brentwood Senior Activity Center, among other things. “I also oversee the collaborations, operations and program services; that’s all my responsibility,” said Alvarez. “I’m also in charge of overseeing the selection for the Starry Night Concert Series bands, so I manage the band selection and contracts and all that stuff, and I’m part of our department’s committee to put on special events community-wide.” Alvarez spends part of her time directly working with the city’s senior population, and the other part overseeing operations behind the scenes. She said she works hard to make the senior center the “one-stop shop” it is for all types of activities and services. Since COVID-19 shut things down in early 2020, the senior center was closed, then used by the county as a COVID-19 testing and vaccination site. Those services recently moved elsewhere,

and Alvarez is now working on reopening the senior center to its specific audience. “That’s been my main focus right now, just reestablishing all the connections to all the service providPhoto by Dawnmarie Fehr ers and trying to get everything back in line,” she said. “One of our main focuses at the senior center moving forward will be to provide services in an equitable manner. I want to bring more diversity and equity to our center. By translating a lot of our information, I’m hoping to reach populations who have been disenfranchised because of language, cultural and socioeconomic barriers.” Alvarez is from San Francisco. During college, she studied abroad in Mexico City for three years and graduated from San Francisco State University with a major in health sciences and a minor in community organizing. When she isn’t working, she enjoys spending time with her husband and two sons, traveling, swimming and dancing.

Deer Ridge landscape improvements approved The city of Brentwood announced Aug. 25 that the lighting and landscape district related to the Deer Ridge landscape improvements has been approved by voters by a margin of 345 to 136. About 480 of the 1,058 ballots mailed were returned, according to city officials. The approval appears to clear the way for Deer Ridge property owners to fund landscaping improvements and the ensuing maintenance of 14 golf course frontage areas that fell into disrepair when the nearby golf club closed in 2019. The improvements could include new shrubs, groundcover, trees and irrigation on parkway strips between sidewalks and curbs at nine locations, including Mountain View Drive, Foothill Drive, Pebble Beach Drive and St. Andrews Drive. Other improvements would be the installation of decorative pavers and retainment of existing mature trees

in tree wells on four other small isolated parkway strips, between sidewalks and curbs at Grey Hawk Court, Spanish Bay Court, Spanish Bay Drive and Pacific Grove Court, and renovation of the existing entry monument, decorative lighting and fountains at Balfour Road and Foothill Boulevard. Deer Ridge property owners are likely to be charged up to $89.82 annually for 10 years to fund the infrastructure and landscape improvements, in addition to ongoing maintenance fees. After that initial 10-year period, the yearly assessments would dip to an estimated $31 to cover ongoing maintenance costs alone. The final action items to form the lighting and landscape district are expected to appear on the City Council’s Sept. 14 meeting agenda. I get calls from buyers now and then saying they’ve written several offers with their agent and they want to fire them and use me because they are sure their agent is “doing something wrong...” I’ll ask them if their agent is not telling them about properties, not returning calls, not available to show properties, etc. Usually that’s not the case so I tell them their agent seems to be doing a good job for them. It’s just tough when inventory is low like it is now and the best homes often attract multiple offers. Price is obviously a big concern, and the higher the better. There are some sellers who really care about who is moving into their home, so the buyer’s “story” matters, but for most sellers, the bottom line is the main concern. Although if the highest price offer is getting a loan, and the price is higher than recent comps, there may be an appraisal problem. It takes a compassionate heart and listening ear to understand the needs of one’s community. Village Community Resource Center (VCRC), which provides afterschool academics, health clinics, counseling services, parent peer support groups and preventive mental health well-being practices, not only comprehends this notion, but actively engages in it through their community outreach and aid. At the beginning of June 2020, VCRC started a food distribution program to help the rising need for food. “We didn’t plan on doing this,” explained Jose Rizo, the program director for VCRC. “Other than summer food distributions, this was entirely community driven. We reached out to participants in our program, and they said food scarcity was a resounding need that came up.” Recognizing that problem locally, VCRC knew that action was necessary. However, due to the size of the center, they faced a problem of lack of storage. But White Pony Express, which works with the VCRC grant provider, Impact Diablo Valley, was able to resolve this issue. “When we reached out to Impact Diablo Valley, letting them know where the

Tessa from page 7 storytelling, but you have to disclaim that this is not true.” Dodds, a Brentwood resident since 1996, has a background in special education, and she teaches at Garin Elementary School in Brentwood. She has always written for her own enjoyment, and in 2002 her writing caught the attention of Rick Lemyre, co-founder and former managing editor of the Brentwood Press. That encounter led to a recurring humor and satire column that Dodds wrote for the newspaper for six years, and that experience garnered her a National Newspaper Association award for best humor column. For more than 20 years, Dodds and Gomez discussed collaborating on a book. The pair met while they both had children in kindergarten. Along with several other mothers, a tight-knit group of friends developed, and they called themselves the Wolf Pack. While Tessa was originally envisioned by Dodds as a mouse, she was transformed early in the process. “Our friendship has remained close throughout all these years,” Dodd said of Gomez. “When we decided to collaborate on this book, we said, ‘Hey, let’s pay homage to our wolf pack and have Tessa be a wolf cub. That’s an inside tribute to a friendship that has lasted for decades. To do this adventure with a valued and trusted friend has been an amazing experience.” Once the decision was made to illustrate Tessa as a wolf cub, the real work started for Gomez. Working entirely on paper, the development of the book’s visual aspects took the better part of a year.

This effort could be considered evidence of the extensive efforts to help people who are in need. For individuals looking to attend the food distribution program, it takes place Wednesdays from 2:30-4:30 p.m. at Village Community Resource Center on Village Drive. “We are still always looking for volunteers,” Rizo said. “They do need to be vaccinated. While it’s not a requirement, it’s for the safety of everyone involved.” Rizo also mentioned the ongoing effort to find people who would be willing to help the cause. Anyone interested in volunteering can reach out to Gloria Pantoja, the family resource specialist for the VCRC, at 925-325-2625. “Ultimately, all of this is for the good of the community,” Rizo concluded as he summed up VCRC’s goals. We had a lot of meetings in pencil before I went to ink. We had a series of meetings to check the development of the characters and the story. It took quite a long time to get Tessa to feel like a little personality. We went through a lot of paper. It takes some time.” Another book that Gomez illustrated, “What if Strawberries Had No Hats” by Cassaundra Brown, was published by Jensen. Gomez brought Dodds’ project to Jensen, who said she had no interest in publishing “another cute children’s story,” but saw its value beyond that. “This is really a child development tool,” Jensen said. “In fact, a good curriculum could be written for the classroom for this book to be the text. I am urging Carolyn to write that curriculum.” With Tessa’s story now for sale, the team is considering their next move. “We have pages of book ideas,” Dodds said. “Tessa absolutely can be launched into a series. There’s nothing that can’t be covered in terms of moral lessons or ethical lessons. We’ve also talked about other story ideas. I have a vault of manuscripts that we’re looking at and deciding what’s going to be next. Oakley native serves aboard USS Iwo Jima An Oakley native is serving aboard USS Iwo Jima, a U.S. Navy Wasp class amphibious assault ship. Petty Officer 3rd Class Benjamin Martin is a 2019 Freedom High School graduate. Today, Martin serves as a machinery repairman. Machinery repairmen use large machines such as lathes and mills to manufacture parts that the ship may need to make repairs. They fix pieces that may be damaged or worn out from routine use. Martin joined the Navy one year ago for the opportunities serving provides. “I joined the Navy to gain unique experiences and to provide for my family,” said Martin. According to Martin, the values required to succeed in the military are similar to those found in Oakley. “One thing that has really helped me succeed in the Navy that I learned back home is being around all kinds of people. Growing up in Northern California, it’s very diverse and there’s a lot of people who think very differently than you,” said Martin. “The same goes for the Navy.” Iwo Jima is the seventh Wasp-class amphibious assault ship and the second ship in the U.S. Navy to bear that name. The ship was named for the Battle of Iwo Jima of World War II. According to Navy officials, amphibious assault ships are designed to deliver U.S. Marines and their equipment where they are needed to support a variety of missions ranging from amphibious assaults to humanitarian relief efforts. Designed to be versatile, the ship has the option of simultaneously using helicopters, Harrier jets, and air-cushioned landing craft as well as conventional landing craft and assault vehicles in various combinations.

In order to determine the taxable estate of a deceased person (the decedent), it is necessary to consider the estate’s gross assets, less certain deductions. Gross estate assets typically include: All financial assets such as stocks, bonds, mutual funds, money market accounts, and bank accounts; Real estate, such as homes, rental properties, and land; Other tangible property, such as art and collectibles; Interests in certain property, including the decedent’s share of jointly owned assets; Life insurance benefits from policies that the decedent owned. The value assigned to estate assets is fair market value, rather than what the decedent paid for an item. Fair market value is defined by the Internal Revenue Service as “the price that property would sell for on the open market. It is the price that would be agreed on between a willing buyer and a willing seller, with neither being required to act, and both having reasonable knowledge of the relevant

facts.” Permissible deductions from the gross estate include: An unlimited deduction for transfers to a surviving spouse or for the support of a minor child; Debts of the estate; Funeral expenses; Legal and administrative fees; Charitable bequests; Losses during estate administration; Estate tax paid to states. College district selects new chief financial officer The Contra Costa Community College District (4CD) has selected Phyllis Carter as its next associate vice chancellorchief financial officer. Following a nationwide search that began in February, the 4CD governing board approved Carter’s contract at its Aug. 11 meeting. Carter will receive an annual salary of $220,000 and her contract will run through June of 2024. “Phyllis Carter’s varied background in higher education and outside industries provides her a fresh perspective and unique approach to the changing fiscal landscape we find ourselves in,” said Chancellor Bryan Reece. “We are excited to welcome her and look forward to her leadership.” Carter brings with her more than 30 years of experience leading education, nonprofit and corporate organizations to greater financial health, efficiency, and sustainability, district officials said. Among her previous positions, Carter has served as interim vice president of strategy, innovation and operations and chief operating officer at Samuel Merritt University; vice president and CFO of administration and finance at San Francisco State University; director of business and administrative services at Laney College; and chief financial and administrative officer at the Mathematical Sciences Research Institute, an international post-doctoral research organization located at the University of California, Berkeley. The value of youth expression through art Whether it be through fashion or hobbies, youth expression is essential to any teen in their quest for self-discovery. The members of Heritage High’s National Arts Honor Society use visual art as a form of self expression. Passion in the Heritage outh art community writer starts early. From a young age, teen artists find their inspiration through mentors and their imagination to create works of art. While art may seem like a hobby to most, teen artists dedicate time and commitment into their art. “I created art practically all my life, but seriously started in middle school,” said Karina Chen. “Although my school art teachers taught me some important skills, I found that I developed more of my art through online posts, and following and looking through other people’s artwork.” For many youth, art is a distraction from the stress of a busy world. Paired with a talent they love, art can be a form of relaxation. “I express my thoughts or opinions through more serious pieces; which I do very rarely. I mostly do art to make me feel good and de-stress,” said Danielle Leong. The freedom artists get from artistic expression is a unique contrast from social constraints many teens face. Miscues cost Lions in season-opening loss by Michael Dixon Correspondent

Football games are often not necessarily won by the team that makes the most good plays but can be lost by the team that makes the most costly mistakes. Unfortunately for Liberty’s football team, it found itself in the latter group in its season-opening game against Los Gatos on Friday, Sept. 3. As a result, the Lions lost 38-17. Liberty was the better team for much of the first half and led 17-7 late in the second quarter. But with just over a minute to go in the half, the Lions lined up to punt. But the snap was low, and when the Lions punter fielded the ball with a knee already on the ground, the play was dead and the Cats had the ball on the 28 yard line. They capitalized, scoring a touchdown three plays later and went into halftime with a manageable 17-14 deficit. Liberty coach Matt Hoefs had seen Los Gatos’ first game of the season, a 42-20 win over Monterey Trail. He knew that the Cats were likely to play a mistake-free game. So, following the error on the punt, when talking to the Lions at halftime, he preached the importance of not letting that mistake snowball. “Even going into half, we said, ‘You played a great half of football. Don’t let the mistakes start to pile up because they’re not going to make them,’” Hoefs said. Unfortunately for Liberty, the mistakes did pile up. As a result, the 17-14 halftime

Los Gatos received the second-half kickoff and tied the game with a field goal. Then, on the ensuing Lions possession, a pass from junior quarterback Nate Bell was deflected and intercepted. Two plays later, Los Gatos was in the end zone again, going up 24-17. The Lions were forced to punt on their next possession and the play ended up being essentially an instant replay of the first

botched punt attempt. Liberty’s punter dropped to a knee to field a low snap, causing the play to be whistled dead as soon as he caught the ball. The Cats again capitalized on the Lions’ miscue, scoring a touchdown to go up 31-17. The Liberty offense couldn’t get going again. Los Gatos added a fourth-quarter touchdown for the game’s final score. The two punting miscues and the interception all

gave the Cats possessions starting on the Liberty side of the field. The three touchdowns they scored on those ended up being the difference on the scoreboard. “We preached all week that this is about as well of a coached team and program as there is out there and you can’t make these little mistakes,” Hoefs said. “We made a few. It took the momentum and swung it in their favor. I think that was the difference in the end.” While the night didn’t end in the Lions’ favor, there were positives. Things looked bad early, when Liberty went three-and-out after receiving the opening kickoff and Los Gatos promptly opened up a 7-0 lead. But the Lions responded well, answering the touchdown immediately with one of their own when Bell found senior receiver Khiron Green for an 8-yard touchdown pass. Junior kicker Dylan Clark nailed a 35yard field goal to put Liberty up 10-7. Then, after the teams exchanged punts, Bell and sophomore receiver Ryan Mckendry connected on a 68-yard touchdown pass. “I thought Nate Bell did a lot to extend plays with his legs and I thought Ryan Mckendry, for a sophomore, had a really good first impression for his first game at receiver,” Hoefs said. “He had to have 100-plus yards. He looked good. There’s a lot of bright spots.” With the loss, the Lions are 0-1. Next up for Liberty is the Honor Bowl and a game against Campolindo. Initially, the Lions were see Liberty page 15

Heritage football team outlasts Granada in OT Heritage junior running back Devon Rivers had already carried the ball 30 times on a Saturday afternoon with temperatures in the high 90s. But with the game on the line in triple overtime, it made sense that everyone in the stadium was expecting him to touch the ball at least a couple more times. Instead, the Patriots slipped an inside handoff to senior fullback Tanner Smylie, who raced through the Granada defense for the goahead, 14-yard touchdown. The Heritage staff then used Rivers as a decoy once again on the two-point conversion, tossing the ball to him before he flipped it to junior Jeremiah Ruffin on a run-pass option reverse, and Ruffin carried the ball untouched into the end zone for an eight-point lead. As they did all game, the host Matadors (0-2) did not go down without a fight, reaching the end zone on their possession in the third overtime. Needing the two-point conversion to tie and extend the game even further, however, Granada saw its attempt dashed when Heritage junior linebacker Brock Lombardi blitzed through the line and rushed the pass attempt to cause an incompletion and secure a wild 36-34 victory for the Patriots (1-1). “We knew our young team had to grow up fast, but we also knew our returners had to lead

us,” said Heritage coach Dave Fogelstrom. “Devon had a great game, but Tanner has been a twoway starter for us so we gave him a shot knowing they would be keying on Devon. Jeremiah is another returner, so we trusted him with the ball and he made the right decision to run it in.” Making the final big play of the game, Lombardi epitomized the effort of a Heritage team, which lost 21 of 24 starters from its team that went 4-2 in the spring. The junior was banged up on multiple occasions, but didn’t let it stop him from finishing the game strong. He also had the game-tying score in the fourth quarter for the Patriots, which ultimately forced overtime. “(Defensive coordinator) Arnold knew they were going to pass on the two-point conversion, so he sent Brock to break it up,” Fogelstrom said. “(Lombardi) is one tough, strong kid who we knew would give us everything he had to get there” The game was back-and-forth from the beginning. Heritage struck first when Rivers took a screen pass from Jacob Wasso and raced 36 yards for the score. going to take on Canyon Springs from North Las Vegas while Campolindo would have played Sutter Union earlier in the day. But on Friday morning, Sept. 3, the Honor Bowl announced on Twitter that both Canyon Springs and Sutter Union had to cancel due to “COVID and a tragic loss of life,” putting the disappointment of a loss in perspective. With both of their opponents having to cancel, Liberty and Campolindo were quickly slotted into a game against each other. It will be played on Friday, Sept. 10 at 7:30 p.m. “I think we kind of understand as a team now that we’ve got to take care of the little things during the week and make sure we have attention to detail with our game plans,” Hoefs said. “It translated into the second half when some attention to detail kind

of slipped through the cracks.” Another positive for Liberty in the loss to Los Gatos is just that the game was played at all. The Lions were initially set to begin their season against Bishop O’Dowd on Aug. 27 but that game was canceled due to poor air quality. So, the game against the Cats was not only Liberty’s first of the season, but -because COVID-19 forced the 2020 season to be played in the spring of 2021 -- it was the school’s first football game during the traditional fall season in nearly two full years. “Win, lose or draw, I’m happy we got this in,” Hoefs said. “All week I’ve been checking the AQI on my phone. The team went undefeated in the men’s senior pros division, earning them first place. West Coast squads return with wins With 12 goals for, and only two goals against, the young West Coast team was led by Brentwood native Payton Hoover. Liberty High School standouts Skyler Ingram, Gabriella Carlton and Gianna Ramirez played key roles in the team’s success, while goalkeeper Shae Spencer allowed only two goals throughout the tournament. The West Coast 05 Wildkatz made it to the finals in the U17 age group, finishing first in bracket play by tying the Ceres Earthquakes 2-2 and taking down Almaden FC 7-0 and San Jose Surf 2-1, but lost in the final to Sporting GA 2-0. Wildkatz midfielder Jadynn King (Liberty High School) was noted for outstanding play, and Freedom High school’s Carley Singleton scored goals and assists on offense in the U17 age group. United 2-0, Blues FC 3-2 and Roseville 4-0 and took home the championship winning 2-1 over Juventus. The Wicked players — Miranda Valle, Andrea Castillo, Francesca Pereira and Madison Herrera — were key players in the midfield, while Maria Rebolledo, Rylie Stiglich and Makenzie Hewison anchored the defense. Bailey Gualco and Anaya Shelton teamed up to create multiple goals and assists. The West Coast Katz 08 played at the same event but at the Ripon Sports Complex. Local youth soccer program West Coast Soccer Club has returned to the field again for competition after games and tournaments canceled by COVID-19. The West Coast Soccer Club returned to the field in a winning way. The club sent four of its girls teams to the local Surf Invitational Tournament at River Island Soccer Complex in Lathrop. All three Girls Academy League West Coast teams won their group play and went to the finals. “I’m really proud of our teams. It’s been a long time coming to be able to play in local tournaments and this event gives us a solid foundation to build on for our upcoming league play” said West Coast coach Troy Dayak. The Krossfire 06 girls took home the championship, defeating local Valley Surf 2-0, Peninsula Surf 3-0, Santa Rosa 4-0 and the SF Aftershock 3-2 in the final.

From there, Granada scored the next 21 points, taking a 28-21 lead in the fourth quarter using time-consuming drives on the ground to wear down the Patriots’ defense and keep the ball away from Rivers and the Heritage offense. Three turnovers did not help the Heritage cause during the game. The Patriots tied the game with 6:55 remaining in regulation when Wasso connected with Lombardi on a play-action pass and Lombardi broke through two defenders to reach the end zone. Heritage then recovered an onside kick, with Rivers diving on the loose ball, but the potential game-winning drive ended with an interception inside the 5-yard line. The first two overtimes ended with a combined four missed field goals before both teams found the end zone in the third sequence, and the Heritage defense stood tall for the final play. Rivers finished the game with 30 carries for 169 yards, not including a 73-yard dash that was called back. In addition to the game-winning touchdown, Smylie added a key interception during the final quarter. We must honor the victims of the Sept. 11 attacks

Editor: Twenty years ago, on Sept. 11, 2001, terrorists attacked the U.S. using airplanes as their weapons, killing nearly 3,000 people. On this day, we remember those who lost their lives and for the bravery of our first responders. As Ahmadi Muslims, every year, in honor of those tragically killed that day, we arrange blood drives across the United States under the “Muslim For Life” campaign. The Muslims are told in the Holy Quran, “Whosoever killed a person [...] it shall be as if he had killed all mankind, and whoso gave life to one, it shall be as if he had given life to all mankind” (5:33) The Holy Prophet Muhammad said, “Even as this month, land and day of Pilgrimage are holy, so has God made the blood, property and honor of every human being sacred,” reaffirming the importance of all human life. Over 50,000 pints of blood have thus far been collected, saving up to 170,000 lives.

Editor: As we watch the efforts of our military and State Department’s 20-year effort in Afghanistan crumble under the weight of the current administration’s choices, we are forced to ask ourselves, ‘why?’ Why did we vacate our Air Force base before all of our people were out of the country? On what planet was that even an option on the table? Bagram Air Force base was easily the safest piece of land in all of Afghanistan. Our troops were ordered to leave the base. PERIOD. The only piece of land we could 100% defend, was left with

planes, weapons, ammunition, etc. in favor of defending an airport that is in the middle of an area we had no ability to defend, and no right to. Great call, Mr. President. Americans were told Afghanistan was not going to look like Vietnam. How did that go? Why? The total American troop count as of Aug 1, 2021 was 2,500. The last American life list was in February, 2020. Why? Because we trained the Afghan military to operate with air support and with aircraft providing intelligence. Then our president decided to FORCE the contractors responsible for maintenance and repair of those aircraft to leave the county. We asked a young military to fight our way, and then removed the possibility of its ability to utilize it. Good call, Mr. President. Joe Biden has spent the last year telling the world he was not Donald Trump. No question that is the case.

Wake up, America. Our leaders are telling us the biggest threat to our nation are people who come from the right side of our political aisle. It is not those people that are killing people in the streets of Kabul. The choices made by this administration will echo through the world for many years to come. We are watching people who helped us over the past 20 years die. Their family members die, their daughters forced to leave their schools. Forcing millions of Afghan people to live like they are in the 800s. Why? So President Biden could look good on the anniversary of 9/11? Life is worth more than a photo op. While I was watching the events on TV, our president was “on vacation”. Too bad the Taliban wasn’t. Good call, Mr. President. Paul Sprenkel Brentwood

lected candidates or influence an election outcome. Attorney Kevin Shenkman sent the city a letter threatening legal action if it did not voluntarily change its at-large election system. Shenkman represents the nonprofit Southwest Voter Registration Education Project — the nation’s largest and oldest nonpartisan Latino voter participation organization — which he says includes Oakley residents. “As of the 2010 census, Oakley had a population of 35,432,” said Shenkman. “This data shows that Latinos comprise 35% of the city’s population as of 2010, and likely a greater proportion today. However, Latinos have never been represented on the Oakley City Council in that proportion.…The contrast between the significant Latino proportion of the electorate and the historical underrepresentation of Latinos to be elected to the Oakley City Council is outwardly disturbing and fundamentally hostile towards participation from members of this protected class.” Shenkman specifically highlighted Latino candidate Dezi Pina’s failed 2016 and 2018 council election attempts, despite receiving significant support from the city’s Latino community. “These elections evidence vote dilution, which is directly attributable to the city’s unlawful at-large election system,” Shenkman’s letter states. Several other state entities, including the nearby cities of Antioch, Brentwood, Concord and Martinez, have voluntarily shifted from at-large to district-based elec-

tion systems after facing similar demands. Fighting the demands to change can be costly, Oakley City Attorney Derek Cole has said. The city of Santa Monica has spent upwards of $10 million in its challenge fighting similar demands, and the city of Santa Clara spent around $3.3 million in its unsuccessful bid to resist change. I n contrast, voluntarily c o nv e r t i n g to a districtbased system is expected to cost the city up to an estimated $50,000 in demographer and potentially other consultant fees. An additional $33,000 could be paid to reimburse the plaintiff for its documented attorney’s fees and costs, a state-driven cap aimed at giving cities a safe harbor from CVRA litigation. “Our chances of winning (a challenge in court) are pretty slim, so we kind of have a gun held to our head,” said Councilmember Aaron Meadows earlier this year. Councilmember Anissa Williams said she believes the switch will benefit city residents. “I believe in it, I think it gets people

The council recently held the first of several planned public meetings to carry out the process of dividing the city’s election map into four or five councilapproved areas, with future candidates elected by and representing the districts in which they live. The council hasn’t decided if the fifth council seat will be reserved for an at-large-elected mayor or a fifth district-based councilmember, which would relegate the mayor position to a rotation of councilmembers. Regardless, current councilmembers will serve out their terms, meaning Mayor Sue Higgins and Vice Mayor Randy Pope will be in office until at least 2022, with councilmembers Aaron Meadows, George Fuller and Williams retaining their s e a t s until at least 2024. Karin Mac Donald, principal consultant at Q2 Data & Research, who is guiding the city’s transition process, said it’s imperative that Oakley residents get involved in helping the council shape its future districts. “(Oakley residents) should participate, because you want to give your community a voice and make sure it has an equal access to the political process,” she said. Well, it happened because we totally mis-assessed, didn’t understand, and didn’t seem to have a whole lot of interest in people across the world from us who are different than us, who have different beliefs than us, and by ignoring them, they got away with murder, literally. Nineteen people brought the world to its knees . . . I’m very disappointed that people haven’t learned more about working together.” Brandstetter’s other cousin, Victor Wald, did not have the happy ending Hingson did. Wald was married to Brandstetter’s cousin, Becky Wald. Brandstetter said Becky became concerned when Wald did not return home from his job in one of the towers. Brandstetter called her that night to check in and to offer his prayers and good wishes. “Another day went by, and I got this survivor’s story in my email,” recalled Brandstetter. “It was written by a guy named Adam and it was his story of how he survived the events at the World Trade Center . . . he was in the stairwell and came upon this guy named Victor, and it sent chills up my spine.”

Brandstetter said Adam’s email described Victor as heavyset and out of breath, a description that matched Wald. Brandstetter sent the email to Becky’s brother, who then forwarded it to her. Becky read the email and began searching for Adam. “She tracked Adam down and went to his door and showed him a picture of her husband, Victor, and asked, ‘Is this the man?’ and Adam said it was,” said Brandstetter.

“She had two young daughters, so this helped them know Victor was in the building, and months later, they found his body in that stairwell on Thanksgiving morning. So on Thanksgiving, the good Lord sent that to Rebeca so she could live in peace.” Brandstetter said he did his best to help Becky after her husband’s death. He became close with one of Wald’s daughters, flying out that year to attend her Bat Mitzvah, and later, her wedding. Brandstetter also visited the 9/11 Memorial and Museum in New York City, and said he was moved to see Wald’s name on the memorial. As the survivors and descendants of the victims of the 9/11 attacks prepare for a landmark anniversary, Hingson said he is filled with many feelings, including gratitude. “I’m sad about what happened on Sept. 11,” he said. “But the other side of it is people ask if I feel survivor’s guilt . . . My answer is no, I don’t. I didn’t have control over whether I survived or not. I think the fact of the matter is I was given the opportunity to live, and it isn’t a question of whether I should be sad because I didn’t die and other people did. The real question is what I’m going to do with my life. I think that is what should be true of anyone who experiences an unexpected life change. You were able to survive it, so what are you going to do now that you have whatever you learned? What can you do to move forward?
