REGIONAL East County residents may soon see a long-awaited increase in firefighting and rescue resources after the Contra Costa County Fire Protection District (Con Fire) Board of Directors approved a resolution to annex the East Contra Costa Fire Protection District (ECCFPD). Con Fire’s board, which is composed of the county’s board of supervisors, unanimously approved the resolution Tuesday, Sept. 14. The ECCFPD Board of Directors is expected to take up the issue during a special meeting that is, as of press time, scheduled for Thursday, Sept. 16. The ECCFPD resolution is widely expected to pass. “Overall it’s going to provide better firefighter safety, and better protection and coverage to the

community with additional services to the communities,” said Gil Guerrero, ECCFPD battalion chief and vice president of Local 1230, the United Professional Firefighters of Contra Costa County. “That’s what it was all about. On the Brentwood

and Oakley side, this is a huge, huge victory for them. We’re going to have services like truck companies, hand crews, hazardous materials (crews), helicopters, dozers – all the things that we don’t have will instantly become part of the service model for

Discovery Bay appoints new general manager by Dawnmarie Fehr Correspondent

Discovery Bay Assistant General Manager Dina Breitstein will become the town’s general manager on Oct. 3. The town’s Community Services District (CSD) Board made the appointment during its regular meeting held Wednesday evening directly after the board accepted the resignation of the town’s current general manager, Mike Davies. “I am really excited,” said Breitstein of her appointment. “There’s nothing like starting out someplace and then being able to lead the helm. It’s such an honor. I have a great staff behind me and I am looking forward to all

the challenges that are coming.” Breitstein started with the town in 2011 as the finance manager. She was promoted to assistant general manager in 2019 and has since gained experience in every facet of Discovery Bay’s management. “I have done everything you can possibly do with the town,” she said. “Whether it’s water and wastewater, utility billing, parks and recreation, communications, I’ve been a part of it all.” Breitstein also noted she intends to look ahead, continuing the town’s tradition of long-term planning to secure the future for Discovery Bay residents. Businesses require proof of COVID test or vaccine REGIONAL A new Contra Costa County health order announced this week requires patrons of restaurants, gyms and other indoor businesses to show either proof that they are fully vaccinated or a negative COVID-19 test result from within the previous three days. The order, effective Sept. 22, applies to businesses in which people remove face coverings to eat or drink indoors, such as restaurants, bars and entertainment venues, and to gyms and other indoor fitness facilities, including yoga and dance studios, where patrons breathe more heavily when they are exercising. The order also includes a requirement for workers in indoor areas of these businesses to show proof of full vaccination against COVID-19 by Nov. 1, or get tested weekly. The mandate comes as Contra Costa has endured a severe spike in COVID-19 cases and hospitalizations this summer due to the increasing prevalence of the highly infectious Delta variant of the virus and the number of unvaccinated residents, according to Contra Costa County Health Department officials. New Oakley schools superintendent discusses challenges by Dawnmarie Fehr Correspondent

OAKLEY As Jeff Palmquist settles into his new position as Oakley Union Elementary School District Superintendent, he said his biggest challenge is keeping everyone safe while leading the district through the COVID-19 pandemic and the attendant restrictions such as staff shortages. “The big plans and projects are surely to come soon,” he said. “Right now, the priority is to build relationships and really listen to our internal and external stakeholders.” . The OUESD Board of Trustees unanimously appointed Palmquist as the district’s new leader on Aug. 4. Palmquist’s salary will be $195,000. Palmquist’s first day was Aug. 22, and he said things are going well, despite COVID-19-related restrictions. “Of course, we are working through all of the things brought on by the pandemic, but our students and staff are amazing,” said Palmquist. “We have an excellent team, a supportive board and wonderful people in our community. We have had to lean on each other, but the support is there.” “I am excited and honored to have been chosen as the new superintendent of Oakley Union and look forward to working collaboratively with the school board, staff, students, parents and community,” Palmquist said.

“Public education has certainly had its challenges over the past year and a half, but I know that Oakley will continue to come together and take care of our students.” Palmquist succeeded Greg Hetrick, who retired this summer after serving as the district’s superintendent for five years. OUESD board President Lynell Fuller acknowledged Hetrick’s service, saying he would be missed. “While we are very excited about our future, I want to take this opportunity to acknowledge the extraordinary leadership Mr. Hetrick has provided to (the district) and our entire community over his tenure and especially during this unprecedented time,” said Fuller. “His dedication to Oakley Unified School District, the educators and the children we serve is unmatched.” This will be Palmquist’s 25th year in education, and his titles have included teacher, principal and assistant superintendent. As assistant superintendent of secondary education at Lodi Unified School District, he helped create innovative programming for high school students and oversaw the district’s middle school, high school and alternative school programs, as well as the Child Welfare and Attendance Department. Palmquist also served as an adjunct professor at the Teachers College of San Joaquin. Fuller said she was glad to have an excellent field of candidates during the selection process and feels Palmquist is the right fit for the district. “Although many qualified candidates applied, the board felt that Mr. Palmquist’s experience, leadership

ANTIOCH The city of Antioch is preparing to say goodbye to another community leader as City Manager Ron Bernal has announced his intention to retire at the end of the year. Bernal has been involved in Antioch’s municipal government since 1998 when he joined the city as the assistant city engineer. He was appointed assistant city manager in 2016 before being unanimously voted into the role of city manager in March of 2017 after his predecessor, Steve Duran, was fired by the Antioch City Council. “I’m living proof that opportunity lives in Antioch. I’m proud to call Antioch my home and want to see it continue to be a place where everyone can live a life of

purpose and opportunity in peace, safety and community,” Bernal said of his tenure. “If I could do it all over again, I’d choose Antioch.” Bernal is the second Antioch leader to announce their departure. Recently, Police Chief Tammany Brooks said he will relocate to Boise, Idaho in the coming weeks. Other Antioch civic leaders were vocal in their congratulations to Bernal in the wake of his announcement. “Ron is an impeccable human being, filled with compassion, understanding, and love. This has been demonstrated time after time in his relentless support and desire to house our unhoused neighbors, provide Antioch youth with new paths filled with opportunity and much, much more,” Antioch Mayor Lamar Thorpe said in a statement. “Ron has been a friend, confidant and advisor. While Ron will be missed in his capacity as city manager, he and his wife will continue to be Antioch residents and neighbors to many of us.” Attempts to reach Bernal about his plans for retirement were not returned as of press time.

And it is especially important to reduce the risk of mosquitoes in late summer and early fall because this is the time of year when we typically see the largest number of human cases of (the virus). The risk of (the virus) does not truly diminish until nights become chilly.” According to the Centers for Disease Control and Prevention, Environmental Protection Agency, (EPA)-registered insect repellents have been proven safe and effective when used as directed. The Contra Costa Mosquito and Vector Control District recommends using EPA-registered insect repellents with one of the following active ingredients: DEET, Picaridin or Oil of Lemon Eucalyptus. Contra Costa Mosquito and Vector Control District officials remind all insect repellent users to follow the instructions on product labels. Contra Costa County residents are encouraged to report dead birds by phone at 877- WNV-BIRD (968-2473). Over the years, I have written a lot of articles for the Brentwood Press. My goal in writing these articles has been to cover more estate planning issues. However, I realize some of you may be new to my articles. I often meet with clients who admit they were too embarrassed to ask: “What is a revocable living trust and why do I need one?” And my favorite question is: “Why did my parents not have a trust?” These are excellent questions! First, your parents may not have had a trust, but rather had a simple will. Several decades ago, this was fine. After their passing, their will was probated and the assets were distributed to their beneficiaries. However, today the process of probating a will in court has become extremely time consuming and expensive. Second, what is a Revocable Living Trust (RLT)? An RLT is a legal instrument that serves two important purposes: 1) the RLT controls how your assets are used and managed if you experience a period of incapacity prior to death; and 2) the RLT indicates how your assets will be distributed following your death without court supervision. RLTs are called “living” because they are created and funded (i.e. your assets are transferred to your trust) while you are alive. RLTs are “revocable” because you may amend or revoke it at any time prior to your incapacity or death. Your RLT can be amended at any time to update the terms. You should review the terms of your trust regularly and should consider amending the terms following a

divorce, marriage, death of a beneficiary or a significant change in your financial situation. After funding your trust, you still have complete control and ownership over your trust assets. You can sell, gift or encumber all trust property. Assets in an RLT are treated the same as direct ownership of property for income tax purposes. There are no additional taxes, tax returns or any necessity for separate taxpayer identification. Today, seniors are living longer than ever before. With medical advances, doctors are able to keep our bodies alive longer. Sadly, seniors sometimes “outlive” their minds. If you experience a period of incapacity, your RLT will indicate how your assets are to be managed during this time without court supervision. Your RLT will also indicate how you wish to be cared for. While the RLT is the foundation to a good estate plan, you also need several other critical documents including: power of attorney, advance health care directive, and HIPAA authorization. REGIONAL The Contra Costa Mosquito and Vector Control District confirmed that more groups of mosquitoes have tested positive for West Nile virus in Contra Costa County. The mosquitoes were collected from traps on Holland Tract and an agricultural area east of Brentwood. The findings mean that one dead bird and seven groups of mosquitoes have now tested positive for West Nile virus this year in Contra Costa County, officials said. Certain birds carry the virus. Mosquitoes can become infected by biting an infected bird, then spreading the virus by biting another bird or person. Seventy-three people have been diagnosed with West Nile virus in Contra Costa County since 2005. Two people died from the disease in 2006. To reduce the risk of transmission of the virus, the district recommends that Contra Costa County residents report dead birds, as they are often the first sign of a virus outbreak in a particular location. The district also urges county residents to dump out any amount of standing water to reduce the risk of attracting mosquitoes. “Mosquitoes develop from egg to biting adult in water, even small amounts of water,” said Steve Schutz, scientific program manager. “That’s why it is very important for Contra Costa County residents

While most of the country has four seasons, California has five: fall, winter, spring, summer and wildfire. As the wildfire season has run its course in 2021, it has, at least perceptually, felt as if the fires are worse than they have ever been. The numerous wildfires that have spread throughout the state have had substantial impacts on the lives of most Californians. Recognizing that wildfires not only have an immediate damaging effect on the environment and the lives of people living in it but also a lasting impact on livelihoods, a local business decided to do its part in wildfire relief. Coastal Wilderness, which was started in early 2019 by former web designer Chris Da Sie, has always tried to give back to the community and environment in its sales and production. Using fabrics that are environmentally friendly, giving at least 1% of all of sales to environmental efforts, and donating funds toward community causes, Coastal Wilderness is an East Contra Costa County

Through efforts of California residents, the wildfire relief fund was able to raise over half a million dollars, showcasing the ways in which the state is capable of unifying itself in the face of adversity. “Over 536,000 people were affected by the fires last year, and so the fund went towards helping those people as much as they could,” Da Sie said as he talked about the importance of post-wildfire relief. While wildfires are destructive enough when they are active, the aftermath of wildfire season is equally important to recognize, as hundreds of thousands of individuals must start their lives over from scratch after a fire. Many lose their homes, jobs and livelihoods throughout wildfire season, and even post-wildfire, need community support. Annual Delta Waterway Cleanup set for Saturday BETHEL ISLAND Environmentally minded residents of East County have an opportunity to help make the Delta a little better. The annual Delta Waterway Cleanup will take place Saturday, Sept. 18 from 9 a.m. to noon. The Delta Protection Commission (DPC) sponsors this event, and has similar ones scheduled in each of the five counties that adjoin the Sacramento San-Joaquin Delta. In Contra Costa County, volunteers will focus their efforts on Bethel Island. The Delta cleanup is part of California’s Coastal Cleanup Day, the state’s largest annual volunteer event. The Delta supports a wide variety of plant and animal species, and is an important stopover point for birds during migratory flights along the Pacific Flyway. Additionally, approximately 27 million Californians rely

on the Delta for at least a portion of their drinking water. This event enables residents to help clean up streams, lakes and waterways to protect not only the Delta but also the oceans. “Debris that gets picked up along our waterways is debris that won’t get swept out to sea where it harms our oceans and wildlife – not to mention cleanups improve our own Delta beaches, parks. and recreation and nature areas,” said Stacy Hayden, DPC information officer. The meeting point for East County volunteers is Delta Coves’ Island Camp located at 130 West Wind Place, Bethel Island. Interested volunteers can register online at http:// delta.ca.gov/cleanup. The DPC offers these tips for volunteers: • If interacting with members outside your household, make sure to wear face masks and remain 6 feet apart.

• Wear gloves. • Volunteers should wear closed-toe shoes at all times - no bare feet or flip-flops. • Wear clothing and sunblock for protection from the sun. • Don’t touch or pick up dead animals or attempt to move injured animals. • Volunteers should never pick up syringes, needles or any hazardous objects. • Always stay together by working in teams of at least two. • Be cautious and aware of sensitive habitat areas (e.g. wildlife nesting areas). • Be cautious near the water. • Avoid overexertion, sunburn, heat exhaustion and dehydration. Bring and drink water. • Do not lift anything too heavy – when in doubt, don’t try.

OAKLEY Like many organizations, the staff at Big Break Regional Shoreline is making adjustments on the fly to ensure that important programs continue despite evolving challenges presented by the COVID-19 pandemic. The annual All Abilities Day at the park in Oakley will be an in-person event this year, albeit with a few minor tweaks. Among the more noticeable changes, the event will take place over two days, Sept. 17 and 18. “Big Break has been leading All Abilities Day programs for the past several years,” said Pia Loft, acting supervising naturalist at Big Break. “This year we’re doing it in a different format because of COVID-19. We can only do 50 participants at a time. Registration is required so we can control the flow of events.” September is Coastal Cleanup Month in California, and Saturday, Sept. 18 is Coastal Cleanup Day. The theme of this year’s All Abilities Day at Big Break will coincide with those events. “This year, we’re going to focus on marine debris – what it does, how it harms the environment and what are the many ways that we can help,” Loft said. Programs will begin hourly from 10 a.m. to 1 p.m., and will last about two hours. Participants are not required to stay for the entire session if they are unable to. The first half of the program will be held outside the visitor center. It will feature activities to help attendees understand what marine debris is and how different types of marine debris harm oceans and lakes differently.

I’ll cover several topics in this article: Eviction update, inventory update and general market trends. EVICTION MORATORIUM UPDATE: President Biden and the CDC have tried to issue several extensions to the nationwide eviction moratorium. The Supreme Court has rebuffed them each time. As of August 26, 2021, there is no nationwide eviction moratorium. However, California still has an eviction moratorium through Sept 30, 2021 for those tenants impacted by COVID. Landlords can apply for funds for lost rent during this period. INVENTORY UPDATE: Inventory had been steadily increasing the last few months all over. More and more sellers were coming on the market trying to take advantage of these sky-high prices. Right about the same time, some buyers decided to stop looking, so pending’s dipped. Over the past few weeks, I’m seeing more buyer activity again and not as many new listings coming on, so inventory has dropped again. We are still at VERY low levels of homes for sale historically.

We’ll also have binoculars so we can look at the animals that live above water like river otters, birds and turtles. There will also be story time in the amphitheater about marine debris. We have several books about how trash ends up in the water.” In deference to the pandemic, all of the events will be held outside, and hand sanitizer will be available at each station. Wearing a face mask will be recommended, and masks will be available for visitors. “We’ll be encouraging people to wear their masks,” Loft said. “We did a campfire program last month, and everybody wore their masks because it was a family event. Even if they weren’t required, everyone was very willing. That’s really nice. When it’s family oriented, people are willing to wear masks outside.” This event is free to the public. To register, participants can email bigbreakvisit@ebparks.org and provide their name; the date and time they plan to attend; the group size and contact information. Alternatively, visitors can call 510-544-3050 to make reservations. Walk-in registrations may be available if a particular time slot has fewer than 50 registered attendees, but reservations are highly recommended. OAKLEY As summer has reached its end and the fall season has begun, East Contra Costa County residents can look forward to upcoming festivals. One specific event is the Heart of Oakley Festival on Saturday, Sept. 25, at Civic Center Plaza where one can see vendors, watch performers and enjoy food and drink with family and friends. “The name ‘the Heart of Oakley’ came about in the planning stages of the event back in 2013,” said Lindsey Bruno, recreation manager for the city of Oakley. “(The name came about) as organizers planned on highlighting local vendors, cultural performers and the vineyards that are all part of what makes Oakley unique and makes Oakley a place for families in the heart of the Delta.” The festival, which goes from 11 a.m. to 5 p.m., showcases the talent and culture of Oakley, inviting those who live in and out of the city to participate. While it’s just a one-day event, it took months to plan for the festival. “We typically begin preparing for this event several months in advance,” said Bruno. “This year was a shorter time frame as we had to wait until the middle of June to see what state and county regulations would allow.” Monitoring state COVID-19 guidelines, the city was able to make things work to get the festival up and running. The festival is outdoors, so masks will not be required. “At this time, there is not a mask requirement for outdoor events of this size and nature,” Bruno said. “However, we will have masks and sanitizer available throughout the festival for guests.” Despite masks not being required, Bruno said the standard could change. With Liberty trailing 7-0 late in the first half against visiting Campolindo, and the team’s offense sputtering, Lions quarterback Nate Bell took the game in his hands and ran with the opportunity. Bell’s 61-yard scamper late in the first half and his 2-yard run early in the fourth quarter — both ending in touchdowns — accounted for all the Lions’ scoring in a 13-7 win to open the Honor Bowl at Liberty High School. The event, which featured four games over two days, was used by the nonprofit Honor Group as a venue to educate students, coaches and the community about serving in the military, while raising money for injured, ill and wounded veterans. The game kicked off with a moving pregame ceremony that featured Discovery Bay resident Kevin Graves, president and founder of the nonprofit Some Gave All – The Joey Graves Foundation, placing the dog tags worn by his fallen son around a Fallen Soldier Battle Cross at midfield. “To win a game at this event is great,” said Bell, who carried the ball 13 times for 135 yards in addition to completing six of 19 passes for 79 yards in the win. “Nobody likes losing. It’s great to come out and win, especially in a game like this.”

The Lions took control with a 12-play, 52-yard early fourth-quarter drive that culminated in Bell’s 2-yard run to put Liberty on top 13-7 after a missed extra-point attempt. Liberty defensive end Frankie Cruz scooped up Campolindo’s fumble on the ensuing kickoff, but the Lions turned the ball over on downs, giving Campolindo another opportunity to crawl back into the game. The Cougars 11-play over 7-minute drive, however, stalled inside the Lions 20yard line when Weaver’s fourth-down pass sailed out of bounds with just over two minutes to play. Heritage struggles in Honor Bowl game loss By Michael Dixon Staff Writer

Missed opportunities were the theme of the game when the Heritage High football team took on Clovis East in an afternoon game on Saturday, Sept. 11. The Patriots were penalized by more missed opportunities than their opponents. Heritage never led at any point of the game as the Patriots lost 35-14. “They were more physical than us all day long — on both sides of the ball,” Heritage coach Dave Fogelstrom said. “They controlled the line of scrimmage.” One of the game’s key missed opportunities came early in the third quarter. Clovis East led 14-7 at halftime and received the second half kickoff but didn’t move the ball well and — when faced with a 4th and 11 — lined up to punt. The Patriots jumped offsides before the snap, creating an odd bit of good fortune. While the five yards wasn’t enough for a first down, it was enough for the Clovis East coaching staff to send the offense back on the field to try to pick up the first down. The Heritage defense, though, stopped them, creating a turnover on downs and setting up the Patriots in Timberwolves territory. But they couldn’t take advantage of the good field position. When Clovis East got the ball back, they drove down the field and scored, opening up a 21-7 lead. From

that point on, the Heritage defense — which had generally played well in the first half — began to tire and the game got away from the Patriots. “I think we got a little bit gassed in the second half,” Fogelstrom said. “We had a great opportunity in the third quarter after we stopped them on that fourth down on a short field. We didn’t capitalize on it. They turned around and had a long drive after that. We just could never get in the game.” Despite the loss, the game wasn’t without its good moments for Heritage. Junior linebacker Cole Sunga intercepted a first-quarter pass to set the Patriots up with good field position. But for the Patriots, that was immediately followed by an interception from Heritage quarterback, sophomore Jacob Wasso. The Clovis East offense took over from there and drove for the game’s first score to open up a 7-0 lead. With the Timberwolves driving late in the first quarter, Patriots junior linebacker Jeremiah Ruffin intercepted a pass on the final play of the first quarter. That not only thwarted a potential Clovis East scoring drive but also set Heritage up for one of their own. Antioch High School alums make NFL debuts by Kaitlyn Gleeson Staff Writer

The 2021 NFL season has kicked off and Antioch is represented. This year, Antioch High School has two rookies in the NFL: Najee Harris with the Pittsburgh Steelers and Isaiah Dunn with the New York Jets. “It’s awesome,” said Brett Dudley, athletics director and assistant head football coach for Antioch High School. “It’s great for the kids. Both of them are wonderful human beings, have great moms and families. [They are] tremendously talented, but they both worked so hard to get to where they are now.” Harris was the 24th pick in the NFL draft on April 29, while Dunn signed with the Jets as an undrafted free agent. Neither could be reached as of press time. Harris, a 6-foot-2, 230-pound running back, finished his Antioch High School career as one of the area’s best ever, rushing for 7,948 yards and 94 touchdowns in four seasons. He averaged 9.5 yards a carry and 193.9 yards a game. He went on to the University of Alabama as one of the nation’s top prospects, and he continued to flourish, finishing his four-year college run as the school’s alltime leader in rushing yards (3,843), total yards (4,624), rushing touchdowns (46) and total touchdowns (57). The Timberwolves immediately answered from there, though, responding with a long touchdown drive to regain the lead, which they would hold throughout the remainder of the game. “We made a bunch of mistakes,” Fogelstrom said. “We threw some bad passes, dropped some passes, we were out of position at times. We did a lot of things that a young team does. We made a lot of rookie mistakes that I thought we’d gotten over after the Granada game. We’ve got to get back to the drawing board. That’s all you can do. Just try to step up and get better.” Rivers actually accounted for both Heritage touchdowns on the afternoon. In

addition to his rushing touchdown, he and Wasso also connected on a downfield pass that resulted in a 60-yard touchdown. The game against Clovis East marked an end to what’s been an unusual early season schedule for the Patriots, who have yet to play a traditional Friday night game. Heritage was set to open its season on the road against Dublin on Friday, Aug. 27 but that was rescheduled to Monday, Aug. 30 due to the poor air quality. In between the losses to Dublin and Clovis East was a win against Granada, which was also played on a Saturday. Heritage has also not played a game at their home field yet. The first of those will come on Friday, Sept. 17 against James Logan at 7 p.m. The Patriots will be looking

to improve to 2-2 while the 0-3 Colts will vie for their first win. Fogelstrom did not use the odd schedule as an excuse. While the loss to the Timberwolves was technically a neutral site game, the Patriots had a clear home-field advantage, as it was played at Liberty and kicked off at noon. “They had to take a three-and-a-half hour bus ride to get here -- we drove five minutes,” the coach said. “If anyone should have had the advantage, it should have been us. We just didn’t step up like we should have.” Saturday’s game was played at Liberty because it was part of the Norcal Honor Bowl — a high school football showcase event featuring four (originally five but moved to four when two teams had to

cancel) games. At the end of each game, the Honor Bowl awards two players per team, one for showing the most character and the other for being his team’s MVP. Rivers won the MVP while junior linebacker Brock Lombardi earned the character award. In addition to being a high school football showcase, the Honor Bowl helps veterans and teaches the football players from all participating schools about sacrifices made by military service members. “We were humbled that they chose us to play in this game, to represent the BVAL,” Fogelstrom said. The board’s approval will result in a request to the Local Agency Formation Commission (LAFCO) to annex the ECCFPD service area into Con Fire’s service area. The same request will dissolve the ECCFPD. It is expected that LAFCO will require approximately six months to complete those actions. Because the ECCFPD will be absorbed into Con Fire and will cease to exist, the action contemplated by Con Fire’s board is referred to as an annexation, though it has commonly been called a consolidation. District 3 Supervisor Diane Burgis, who cast her vote for annexation with an enthusiastic “Heck yes,” said that resolving fire service issues in East County has been a key issue for her even before her tenure as a county supervisor. “I do believe that this action helps stop any more Band-Aids from having to be figured out for East Contra Costa Fire,” Burgis said. “I also think this is a win for Contra Costa Fire because there will be a lot more teamwork happening in East Contra Costa County. This will protect the safety of our

firefighters. This will help enhance our ability to protect residents and the people who are served out in East Contra Costa County.” If annexation is approved by LAFCO, the first change likely to be noticeable to East County residents will be the staffing of a ladder company that is expected to operate out of ECCFPD’s Station 52 located on Balfour Road and John Muir Parkway. ECCFPD officials have previously announced that Station 55 will be fully staffed in early 2022 regardless of the outcome of the annexation effort. That station, located in Oakley’s Summer Lake neighborhood, was completed in 2019, but budget constraints prevented it from being made operational since its completion. Persistent funding challenges created by the peculiarities of Proposition 13 have plagued the ECCFPD since its formation in 2002. Several attempts to improve funding with tax measures have failed over the years. The resource shortfall resulted in the ECCFPD leaning heavily upon Con Fire. Auto-aid agreements between the two neigh-

boring agencies often result in crews crossing district lines to provide incident support. But data showed that Con Fire was sending crews to the ECCFPD at several times the rate that the ECCFPD was responding to Con Fire incidents. As call volumes increased in Con Fire’s service area, the level of aid Con Fire was providing to the ECCFPD became untenable. Steps to create auto-aid parity between the two agencies were made, but those efforts met with only limited success. “(Sept. 14) was another monumental day in the process of seeking annexation between the East Contra Contra and Contra Costa County Protection District,” said ECCFPD Fire Chief Brian Helmick during an interview Wednesday morning. “It’s one additional step that needed to be done. (Sept. 16), the East Contra Costa Fire Board will consider taking the same action. On the vaccine front, 74.8% of residents 12 and older are fully vaccinated in Brentwood, with Antioch at 67.6%, Oakley at 66.5% and Discovery Bay at 61.5%, according to county statistics. At least one East County restaurant owner said the vaccine mandate will be an adjustment.

“We don’t know what we are going to do at this point,” said Randy Tei, owner of Brentwood’s Zephyr Grill & Bar. “We are going to have to hire another staff member to check IDs and vaccine cards and test status.” For proof of vaccination, patrons must show photo ID and their vaccination record cards from the Centers for Disease Control and Prevention, or copies or pictures of their cards. Documentation from healthcare providers will also be accepted, as will digital COVID-19 vaccine records issued by the state of California. That’s a big project and a lot of focus will be on it. We just started construction at the end of July, so we are only in our first year and have a few years to go.” The town has not hired a new assistant general manager.
