Delta salinity barrier to stay in 2022 Without it, water unusable for ag needs
The California’s Department of Water Resources has announced it will keep in place the West False River salinity barrier until November of next year.

REGIONAL In response to continuing drought conditions, California’s Department of Water Resources (DWR) announced that it will keep the West False River salinity barrier in place until November 2022. Construction of the rock barrier was completed in June, and the emergency permit issued by the State Water Resources Control Board (SWRCB) originally required its removal by Nov. 30, 2021. “Once the Delta gets salty, it renders it not useful for all beneficial uses,” said Jacob McQuirk, operations and maintenance manager for DWR. “That’s interior agriculture. That’s folks like the Contra Costa Water District that rely on it to fill

The Brentwood Chamber of Commerce is gearing up to bring back its annual Hometown Halloween Trick-or-Treating event in-person and on foot. After transitioning last year’s event to a drive-through – complete with candy chutes handing out contactless treats – the chamber is thrilled to welcome East County back to the traditional event. Hometown Halloween is free and open to the public. Trick-or-treating will take place from 5 to 8 p.m. on Saturday, Oct. 30 in downtown Brentwood. Oak Street will be shut down from the Brentwood Library to First Street, and First Street will be closed from Oak Street to Chestnut Street. Signups are available online. “I am super excited for this event to come back to the way it’s always been all these years, and I look forward to seeing all the families out there, celebrating, having fun, getting candy, and watching a movie afterward in the park,” said Brentwood Chamber of Commerce board member Adam Martinez. “It’s going to be
an amazing event.” Martinez, who owns Handy Dads Construction, said he and his fellow event organizers were relieved not to have the restrictions in place that hampered their planning last Halloween. This year, the streets in downtown Brentwood will be closed and attendees will be welcome to walk up to booths decorated and sponsored by local businesses for free trick-or-treating.
Yolanda Gonzalez co-owns Digger’s Diner in Brentwood. Her booth won first place at last year’s event for best decor and she said she is bringing her A-game again this year. She said she participates as a way to thank the community for supporting her the last three years since she and her sister took over the diner. “We are involved because we get so much love and support from the community,” Gonzalez said. “Now that we are in a position to give back, we want to do that to say ‘thank you’ for all the love and support through the years. This event is good, quality family fun in downtown Brentwood and we love it and can’t wait to see everyone there.” Families looking for a special Hometown Halloween meal can check the Chamber website for restaurants all over town featuring specials before and after the event. Martinez said the Chamber is encouraging eateries outside of downtown to participate, since the area will be crowded for trick-or-treating and the movie in the park. “Some downtown spots, like Sip ‘n Scoop will be offering specials, as are others, and those restaurants are all featured on our website,” Martinez said. “We are expecting people from all over East County, so they can stop wherever they want, get a bite to eat and then head downtown.” To view a video, visit www.thepress.net/ multimedia

Early morning gunfire in Brentwood under investigation by Jake Menez Staff Writer
BRENTWOOD Police are investigating a report of shots fired on Barrington Court on the morning of Oct. 18 at 5:20 a.m. “When officers arrived on scene they located several expended shell casings, confirming a firearm had been discharged but as of this writing we’ve received no reports of anyone being in-
jured,” Lt. Walter O’Grodnick said via email at 11:54 a.m on Oct. 18. “Two unoccupied parked vehicles on the court were struck by gunfire.” Police did not release what kind of gun was used. Police are attempting to determine a motive, and they encourage any potential witnesses to contact the department at 925-809-7911. Callers may choose to remain anonymous.

Antioch police make animal abuse arrest by Jake Menez, Staff Writer
ANTIOCH A man was arrested on suspicion of animal abuse in Antioch on Oct. 4 after police responded to reports of a man behind Target kicking a dog. “This morning, we got a very disturbing call of a male beating a puppy behind Target on Lone Tree Way,” the department said on its Facebook page on Oct. 4. “Our concerned caller was not only witnessing the incident, but also filmed it while calling us.” The man was arrested based on the information provided by the witness. His identity, age and residence were not made available as the case is still under investigation. The dog, a 10-week-old pit bull mix puppy named River, was taken in by Antioch Animal Services where she was outfitted with a cast on her right front leg to treat a broken bone in her toe. She is expected to make a full recovery. The following day, Oct. 5, one of the officers from the Antioch police department took River home as a foster animal, with intent to adopt. “My wife saw the post about her online,” Officer Bill Whitaker said. “We took the kids to see her and it seemed like a good fit for the family.”

INVENTORY UPDATE
For the past 20+ years, every few days I make a note of how many homes there are for sale. I also track the number of homes going pending. You know, the basic supply and demand factors. After rising the past few months, the number of homes for sale is declining again. I’ll look specifically at Brentwood in this article. For perspective, the highest number of homes for sale in Brentwood I ever recorded was 655 homes back in June of 2007. Before 2021, the lowest I had ever recorded was 42 homes for sale in February of 2013. But in January of this year, several times we got down as low as 36-38 homes for sale, a new low since I’ve been tracking this number. (It’s important to note that the overall number of homes in Brentwood is higher than back in 2013, so our inventory as a percentage of existing homes is much smaller than in 2013.) Inventory started to rise to about 70 through July. Then in August it made a pretty rapid ascent to just over 100 homes

Individuals who have received a COVID-19 vaccine are still eligible to donate blood and platelets, although knowing the name of the manufacturer of the vaccine they receive is important in determining blood donation eligibility. As the nation returns to in-person workplaces and schools amid a surge in COVID-19 cases, the American Red Cross faces an emergency blood and platelet shortage, according to the organization. Donor turnout has reached the lowest levels of the year, decreasing by about 10% since August. Those who are eligible to donate are urged to do so now to help overcome this current shortage, the organization said in a news release. “Throughout the pandemic, we have experienced challenges collecting blood for patients from blood drive cancellations to surging hospital demand. Now with decreased blood donor turnout, our Red Cross blood supply has dropped to the lowest it has been at this time of year since 2015,” said Chris Hrouda, president of Red Cross Biomedical Services. Blood product distributions to hospitals have remained strong, significantly outpacing blood donations in recent weeks, officials said. The Red Cross needs to collect 10,000 additional blood products each week over the next month to overcome the current shortage and meet the needs of patients in hospitals across the country. The Red Cross has had less than a day’s supply of certain blood types in recent weeks. The supply of types O positive and O negative blood, the most needed blood types by hospitals, dropped to less than a half-day supply at times over the last month

“Get in line” for U.S. citizenship? That’s not possible. Here’s why Congress must act now. On July 4, 1980, my parents arrived in the United States as undocumented immigrants. My dad was from Nicaragua and was studying in Guatemala where he met my mom at university. When the revolution in Nicaragua occurred, this forced my grandparents to uest flee to Guatemala. comment Out of resources, my parents could no longer continue their studies and were forced to make the decision to come to the United States. After years of struggles here in the U.S., they became eligible for asylum and decided to stay. Millions of immigrants here in California are like my parents; they came here fleeing war and seeking economic stability. These are issues created by the “intervention” of past U.S. diplomatic actions. But unlike my mom and dad, these survivors are forced to live in the shadows. Sadly, my family’s story would be impossible today. More than 2 million undocumented people in our state make major contributions to the economy, with little to no benefits received. With the current hurdles in the way, they have no path to legalize their status. That’s why we need Democrats and potential Republican allies to keep pushing for a version of the Budget Reconciliation bill that will create a legal pathway for essential undocumented workers and still pass muster with the Senate Parliamentarian. We cannot give up the fight yet. After gaining legal status, my parents made the most of American opportunity. My father took a job in the X-ray department at the UCSF Medical Center, where he routinely assisted patients from

around the globe. My mother worked in the Financial District of San Francisco supporting global trade and commerce. My family rented in San Francisco and lived normal lives. Our family supported our local church and routinely volunteered in outreach efforts in our local prisons. I didn’t have to worry about much, because my parents were such hard workers and provided my brother and I everything we needed. I acknowledge that this is a privilege that most immigrant households don’t have. After high school, I studied computer information technology and graduated with honors from Heald College and later studied business at Arizona State University where I also graduated with honors. I worked for Fortune 500 companies in various capacities before becoming a community organizer. My faith in God and hope for change drive what I do. Today, I’m the Program Director at Village Community Resource Center in Brentwood. We help vulnerable immigrant communities access food, healthcare and language education. Our clients come to us for help, but if one hand is outstretched, the other is always picking up a hammer. Everyone we serve gives back: volunteering in our center, helping at local schools, and providing support in the community. For instance, the families who take advantage of our free after-school program often help to pack the lunches at our weekly food distribution. This is on top of the already essential work many of our clients already do. Undocumented residents in our district harvest produce on Brentwood farms, are frontline workers at retail and restaurant locations and care for patients in Brentwood hospitals, clinics, and homes. Demand for workers across all these industries is incredibly high. Yet too many of the people currently filling these roles are at risk for deportation. That’s unfair to them, their families, and to their employers, but it’s also a missed opportunity for all of us. One recent study found that a legal pathway for essential undocumented immigrants, Dreamers and Temporary Protected Status holders, would boost our country’s Gross Domestic Product by $1.5 trillion and create 400,800 new jobs over 10 years. This is a benefit to everyone! I’m so grateful that my parents were able to become legal residents and later citizens in the U.S. Not only was I able to get a good education here, but I also met my wonderful wife and found a meaningful way to give back to my community. With real security in this county, millions of undocumented people would be able to that and much more. Please urge Congress not to give up on the Budget Reconciliation bill. Eric Strauss
May 23, 1931 – Sept. 8, 2021 Dr. Eric Strauss of Palo Alto, California passed away suddenly on September 8th at the age of 90. Born in Berlin, Germany in 1931 to William and Anna Strauss, Eric and his parents left their home and immigrated to the U.S. in 1939 to escape Nazi persecution. His four grandparents, who remained in Germany, tragically lost their lives during the Holocaust. Upon his family’s arrival at Ellis Island aboard the SS Volendam, Eric, who spoke virtually no English at that time, worked to acclimate by quickly embracing the educational opportunities that America offered. He earned admission to storied Stuyvesant High School, received his undergraduate degree in Psychology from Yale University, and graduated with his medical degree from the Columbia University College of Physicians and Surgeons. During his residency at Bellevue Hospital, Eric met nurse Nancy Klatt, and their courtship led to marriage in New York City in 1960. After finishing his medical training as a urologist, Eric served his new country in the U.S. Army as a doctor at San Francisco’s Letterman General Hospital. When his military service was completed, Eric and Nancy decided that their permanent home would remain in California, where Eric could enjoy, year round, the sun he cherished so much. He worked for two years with Stanford University at the Veterans Administration Hospital in Palo Alto. Then, in 1966, Eric chose to focus on clinical medicine, joining the Palo Alto Medical Clinic where he practiced for the next 37 years. He ultimately returned to the VA system, working in both Livermore and Palo Alto, to close out his illustrious career. All told, Eric practiced urology for 51 years until his retirement at age 81. An “old school” physician, Eric was dedicated, thorough and generous with his time; he
took great pride in his work and cared deeply about the well-being of his patients. In addition to his lifelong love of medicine, Eric never passed up a game of bridge or a chance to pursue gold master points, was a San Francisco Symphony season ticket holder for nearly 60 years, and was a dedicated cover-to-cover reader of the New York Times. Eric and Nancy were married for 61 years until her passing in May of 2021. He is survived by his three sons and their spouses (all who live in Brentwood); Ralph and Debbie, Jonathan and Lori, and Roger and Karen, his daughter Ellen Knepp, his brother Franklin Strauss and sisters-inlaw Merle Strauss and Carolyn Parker, his twelve grandchildren, and his two greatgrandchildren. Eric believed that an active, engaged mind keeps you young, and he remained our respected patriarch until his last day. Eric will always be remembered for the tremendous influence and lasting impact he had on his family, his patients, and his friends. He will be missed more than words can say. Burial will be at Oak Hill Memorial Park in San Jose, CA in a private family ceremony. So long for now G-Pa; thanks for teaching us that wearing red keeps you young, it’s not about the food, and love is always the default.

While last year’s water polo season was much shorter than normal, it did leave the Liberty High School girls team with some significant shoes to fill. Namely, a trio of four-year varsity players who were all major contributors in the water had to be replaced. The Lions have done that. Heading into a game against Heritage on Wednesday, Oct. 20, Liberty was 10-7 overall with a 3-0 mark in Bay Valley Athletic League play and -- according to Maxpreps.com -- was ranked No. 7 in the North Coast Section (NCS). There have been key contributors along the way. The leadership role has been assumed by senior captain Avery Venables. Fellow senior Kayla Glaser has been Liberty’s primary goalkeeper. Her height and long arms make her a presence in the net. Sophomore Athena Ayers has been one of the main offensive weapons and, according to coach Jack Doria, her presence can be felt even without scoring a goal. “She’s one of those players that can change how a defense approaches your team,” Doria said. “It’s always good to have a player like that on your squad.” The season didn’t start well for the Liberty, who lost its opener 13-3 to a strong Las Lomas team. The Lions did respond with a win but continued to alternate between wins

and losses. On Friday, Sept. 17, Liberty lost its first game at a tournament, 12-5, to Clovis North to fall to 2-3 on the season. That was the Lions’ last loss for a while. Liberty defeated Alameda 6-2 later that day, then swept two games against Lincoln (8-5) and Dixon (3-1) to move to 5-3. The Lions got their BVAL schedule going with a 16-2 win over Deer Valley
and a 21-1 victory against Pittsburg. In between, Liberty defeated College Park 6-4. “We’ve come really far as a team together -- we’ve also bonded as a team,” Venables said. “We started off not so well but really learned each other’s strengths and weaknesses.” In particular, the win over College Park and a 10-7 win over Del Oro on Sat-
urday, Oct. 16 helped the Lions realize that they could be a dangerous team. “Those were good games and good teams that we beat,” Ayers said. “They were strong.” One of the advantages that this season has brought is relative normalcy. Last see Lions page 13
Patriots cross country team performs ‘exceptionally well’ in NCS preview by Michael Dixon Correspondent
Cross country’s North Coast Section will not take place until Nov. 20. But runners on Heritage and Liberty’s cross country teams got a solid preview of what that race could be like at the Mariner XC Invitational on Saturday, Oct. 16. The event at Hayward High School was run on the same 5K trail that the NCS Championships will be held next month. Heritage had three medalists on the boys side, with seniors Dominic DePiero (15:37.7) and James Woolery (15:46.2) finishing 10th and 12th, respectively, and junior Caden Coleman (17:21.2) finishing 50th. Liberty junior Dylan Baptista (16:12.0) came in 18th. “Obviously when we start the season, the goal is to try to send a full varsity team to state,” Heritage coach Robert Miller said. “That’s always our goal. As things start to shake out in the season, you really start to see whether it can come to fruition.” “That’s the course they’re going to run for NCS,” Miller added. “James and Dominic look like the two most promising athletes that have a chance of making it to state.” In the girls race, the top local finishers were Liberty ju-
nior Rylee Guinn (19:32.7) and sophomore Sarah Redman (19.35), who came in 26th and 28th, respectively. Senior Kiran McWilliams (20:05.5) also finished in the Top 50, coming in 41st, while her teammate, junior Karyss Mendes, (20:32.1) just missed the top 50, finishing 51st. Heritage freshman Kylie Wisely (19:46.2) was 34th. Junior Valeria Espinoza (21:05.2) was 58th. Both set personal records for the 3.1-mile distance. There are some stark differences between this season and last. Every high school sport in California was jammed into the late-winter-to-spring window because of COVID-19. Cross country is no different. One area where the cross country teams were different is that they were among the first wave of sports to begin. After the season was moved back from the fall, to December and then even the beginning of January, little notice was given that there would be a season. “A week before the start of the season, they said, ‘OK, it’s a go’ and we had to cram three months worth of season into about two months,” Miller said. “Then we didn’t have a lot of transition between track and cross country. A good part was that everyone was in shape. The bad is that it was a long year.” The meets this year have been scheduled more as they see Patriots page 13

Lions from page 12 season was not only played in the spring but compacted into just a little more than one month. The longer season and its normal fall placement have given the Lions more chances to play. Everyone on the team -- especially the seniors -- appreciates that. “It’s good -- last season was kind of different,” Glaser said. “This season, we’ve had a lot more opportunities and we got to experience a lot more.” “It’s really nice to have a full season and be able to enjoy it without limitations,” Venables added. “Being able to have tournaments again and bond with the team.” With those extra opportunities to play, the Lions have lofty -- yet achievable -- team goals. The first one is to win the BVAL Championship. Regardless of the result of Wednesday’s game with Heritage,

Normally, the beginning of a cross country season takes place during the warmer time of the year, with the long runs generally getting easier throughout the season with the weather getting cooler. That’s been the case this year. Last year, it was completely the opposite. Cross country athletes are nearing the end of what has been a grueling stretch of time with few breaks, especially for those athletes who also participated in track. But

the BVAL champion who will get the automatic spot in the NCS Tournament will be the winner of the BVAL Tournament at the end of the year, which will most likely come down to Heritage and Liberty. From there, the goal is to go on a deep run in NCS, which means beating some of the toughest teams in Northern California. But Doria says this group is capable of doing that. “This group has done a remarkable job to fill in the gaps of a team that was really strong last year,” he said. “This team struggled at the beginning of the year finding its identity. They decided that their identity was a team that was going to work harder than any team they knew of, a team that would put in the work to be better. They were going to play good defense and execute game plans. And they’ve done it.” To comment, visit www.thepress.net
while the end is near, there are some big meets ahead. Runners from Heritage and Liberty will meet again at least two more times this year. The Lions will host the Patriots in a dual meet on Wednesday, Nov. 3. The following Wednesday, the BVAL Championship will be held at Contra Loma. From there, the qualified teams and runners will again go to Hayward High School on Saturday, Nov. 20, for the NCS Meet. 2021,” McQuirk wrote in a letter dated Sept. 24 addressed to the U.S. Army Corps of Engineers. “However, based on current drought conditions, it is imperative that the barrier remain in place to protect water quality. The requested delay to complete removal of the barrier by November 30, 2022 is necessary to provide continued protection of the beneficial uses of water in the Central and South Delta during the ongoing, severe drought.” The barrier is located 0.4 mile east of the confluence of the San Joaquin and West False rivers between Jersey and Bradford islands. It has a trapezoidal shape and is 800 feet long with a 200-foot-wide base. The top of the barrier is 12 feet wide. Boat traffic is completely blocked by the barrier in its present design. An SWRCB report completed in response to DWR’s emergency request to install the barrier earlier this year stated, “During drought conditions, the release of water stored in upstream reservoirs may be insufficient to repel salinity moving upstream from San Francisco Bay. According to DWR’s analyses, without the protection of the drought salinity barrier, saltwater intrusions could render Delta water unusable for agricultural needs, reduce habitat value for aquatic species and affect roughly 25 million Californians who rely on the export of this water for personal use. Installation of the temporary rock barrier at West False River would limit salinity intrusion into the Central and South Delta and would potentially conserve water for a variety of uses system wide.” McQuirk said that since its installation the barrier has been functioning well as a mechanism to keep saltwater from intruding into the Delta’s interior – a job that is usually accomplished by the release of fresh water stored in upstream reservoirs like Lake Oroville. But critically low water levels in those reservoirs means less water is available for release. Without efforts to block the intrusion of saltwater, it would make its way into the South Delta by way of the Old River and eventually reach the State Water Project pumps near Tracy. “In order for the conveyance system to work, it requires the release of fresh water,” McQuirk said. “You’ve

The reason that the water level goes up and down is the tide.” Reviewing data from the West False River tidal gauge from 2017, a wet year, DWR determined that even large amounts of precipitation had minimal effects on tidal heights. However, there have been issues associated with the barrier. Several of those problems are related to increased current velocities, particularly those flowing south out of Fishermans Cut. Fishermans Cut runs straight along a north-south line that separates Bradford Island and Webb Tract. David Gloski, a Bethel Island resident and engineer, noted that the increased current speed required the state to employ a more powerful ferry to serve both Bradford Island and Webb Tract when a similar barrier was constructed in 2015 in response to the drought. The increased current is also impacting Little Franks Tract, a 330-acre sunken island north of Bethel Island. It’s managed by the California Department of Parks and Recreation as part of the Franks Tract State Recreation Area. “The water comes flying down Fishermans Cut and impinges on the (Little Franks Tract) levees,” Gloski said. “It started a little opening in 2015, and it’s opened up even more now. State Parks doesn’t care if the levees go away. Even though (the levees) define their park and Franks Tract Futures project needs the levees, they seem to not care, although I’m trying to get them to care. So when the water comes flying through (Fishermans Cut) it’s trying to

get south and flow into our sloughs here.” As the current crosses the shallow water of Little Franks Tract, it picks up sediment that is subsequently deposited along the north shore of Bethel Island in Piper Slough. “When this opens up, it picks up all the silt and starts pouring it in here,” Gloski said. “There are some people here that can’t even put their hydrolifts down because we’re filing in with silt. All of the soil from Little Franks Tract is coming into our slough down here.” Recognizing that DWR will soon be moving tons of rock when the notch is opened in the barrier, Gloski has suggested that the material be used to stabilize the levees in Little Franks Tract, an idea that DWR is considering. However, the effort will require coordination with multiple agencies and the application for necessary permits. “DWR can’t just go dropping rocks wherever it wants willy-nilly,” Gloski said. When DWR requested emergency approval to install the barrier earlier this year, the agency was criticized by some for not having a fully vetted plan in place to respond to drought conditions, which are common in the state. Michael Brodsky, attorney for the Discovery Bay-based Save the California Delta Association, was one of those critics. “It’s really not an emergency in the sense that nobody’s surprised that there’s another dry year, and that this has to be done,” Brodsky said in June. “They should really have a long-term plan and do an environmental impact report and look at some alternatives so it’s a fully informed decision. Why is this coming as a surprise? Why can’t (DWR) plan this as a long-term project?” DWR is now engaged in an effort that will, if approved, allow the agency to install a rock barrier in West False River for up to two years, twice more in the next 10 years. Unlike the emergency approvals previously used by DWR, permits for these actions will require a California Environmental Quality Act (CEQA) study and allow for a period of public review and comment. Brentwood Police given $85,000 grant to help deter dangerous driving The Brentwood Police Department will roll out a police traffic services program through September of next year to deter dangerous and illegal driving that increases the risk of crashes. An $85,000 grant from the California Office of Traffic Safety will pay for additional enforcement measures, including: • DUI checkpoints and patrols specifically focused on suspected impaired drivers. • Enforcement operations focused on suspected distracted drivers in violation of California’s hands-free cellphone law. • Bicycle and pedestrian safety enforcement operations focused on driver behaviors that put vulnerable road users at risk. • Enforcement operations focused on top violations that cause crashes: speeding, failure to yield, stop sign and/or red-light running and improper turning or lane changes. • Community education presentations
on traffic safety issues such as distracted driving, DUI, speeding and bicycle and pedestrian safety. • Motorcycle safety campaigns focusing on reducing motorcycle rider violations and promoting safety. • Enforcement efforts with neighboring agencies. • Hosting child safety seat inspections. • Officer training and/or recertification focusing on standard field sobriety tests, advanced roadside impaired driving enforcement and drug recognition. “Impairment, speeding and other dangerous driving behaviors jeopardize the safety of other people on the road,” the Brentwood Police Department said in a statement. “This funding allows us to provide necessary traffic enforcement measures with the goal of reducing serious injury and fatal crashes on our roads, and continuing our efforts from the 2019 traffic safety campaign, ‘Obey the Sign or Pay the Fine’.
