BRENTWOOD Local residents will soon have another supermarket option. Grocery Outlet is expected to open shop in a soon-to-be constructed 18,304-squarefoot building east of Brentwood Boulevard and south of East Sand Creek Road. The Brentwood Planning Commission recently approved the design of the project, and because the project is consistent with area zoning regulations and the city’s general plan, the way is now clear. “We think we have a good project here, and I think it will bring value to Brentwood,” said Jenna Markley, a representative of BRR

DISCOVERY BAY The fate of the community center pool was laid to rest at last week’s Community Services District (CSD) Board meeting, following a unanimous vote to complete refurbishment of the existing pool and extend its length. The board voted to follow staff’s recommendation to complete refurbishments, lengthen the pool from 70 to 75 feet and cap the project’s cost at $452,000. The unanimous vote came on the heels of multiple public comments decrying the length of time the project has been delayed and the costs already associated with it. During the meeting, project manager Mike Yeraka described the various efforts made to keep costs low. CSD Board Member Kevin Graves asked Yeraka why he was getting additional quotes for some of the concrete work. Yeraka explained that he thought he could get better prices, but would not go with any contractors who would charge more. “We do have hard numbers, but we feel we can do better than those hard numbers by getting additional quotes,” said Yeraka. Of the project’s budget, Yeraka noted $92,000 was spent in fiscal year 2019, and the remaining $362,000 will be spent before the current fiscal year ends in June of 2021. The LUHSD Board in a unanimous 5-0 vote last week, agreed to proceed with the every-other-day hybrid model contingent on the COVID-19 school reopening guidelines. “Our goal is to balance the potential health risk of the COVID-19 virus with the other health and academic concerns of our school community,” said Eric Volta, LUHSD superintendent in a recent statement. “In reopening the schools, we will be using the various safety guidance docu-

Worldly and otherworldly history at Union Cemetery by Tony Kukulich Staff Writer

REGIONAL The early history of Union Cemetery has all of the makings of a great horror movie, and a new book by local historian and author Carol Jensen will make it easier for visitors to uncover that history. “The cemetery has asked the East Contra Costa Historical Society (ECCHS) to revise the 2003 self-guided tour book,” said Jensen. “We started off with Kathy Leighton’s original document, and we expanded it. It’s going to be in color. It’s going to not just be pictures of the deceased, but it will include their headstone, or something that they were particularly known for.” The new edition is expanded to 66 pages and, according to Jensen, incorporates more history than one might expect in a walking tour guide. That prompted a title change to “Historic Union Cemetery.” It is currently available for preorder at Amazon and is expected to be sold at both Union Cemetery and the ECCHS. Marsh Creek Road and Byron Highway. But that location had a couple of problems. The first was it was located close to the Excelsior

School, and parents were concerned that students on the building’s second floor could see burials that took place during school hours. The second issue was more serious. The ground on which the cemetery was located was prone to flooding. The cemetery was underwater for much of each rainy season, making winter funerals all but impossible. Seeking a solution to the swamped graves, Colburn Preston sold four acres of his property for $400, specifying that the land was to be used exclusively as a cemetery. Union Cemetery came into existence on Nov. 1, 1878. “There was some talk that someone was buried here earlier,” said Patricia Howard, co-manager of Byron-Brentwood-Knightsen Union Cemetery District (BBKUCD). “They weren’t sure if it was an actual burial or if the headstone was brought over from another cemetery. I like to think that they were here before everybody else.” Immediately after the purchase of the Preston property, seven bodies previously see Cemetery page 19

Teacher honored for intervention program by Dawnmarie Fehr Correspondent

BRENTWOOD School teacher Karen Eaton was recently selected by the American Literacy Corporation to receive the Outstanding Contributions to Literacy award for the 2019-20 school year. Eaton — a second-grade teacher at Mary Casey Black Elementary School (MCB) in Brentwood — has worked in the classroom and as a teacher instructional coach since 2002. Her work on an intervention program for struggling readers earned her this recognition, which included a $500 grant to MCB for schoolwide literacy purposes. “I am honored and flattered that I was a recipient of this award and so grateful for the money they were able to give to Mary Casey Black,” Eaton said. “With that money, we were able to purchase 150 new books for our library . . . We didn’t have a lot for second- and third-grade books, so that allows us to really get those books in the hands of kids, even now, during distance learning.” Eaton grew up in her mother’s classroom, surrounded by a family of educators. Her brother is Dr. Dana Eaton, Brentwood Union School District superintendent. Eaton said she knew from a young age she would pursue teaching as a career, with the goal of making a positive impact on children’s lives. Eaton has spent her nearly two decades in education

working to increase student achievement in her classroom and the district. Michael Bowen, director of curriculum and instruction, is one of Eaton’s former supervisors. He said her contribution to the district’s literacy achievements are widely appreciated. “Karen is an amazing educator whose impact is far-reaching throughout the Brentwood school district,” Bowen said. “In her roles as a teacher-leader and a teacher on special assignment, she has been instrumental in so many aspects of our reading program, including the design of reading fundamentals, instructional routines, reading assessments and professional development focused on improving outcomes for students in English language arts.”

This year marks Eaton’s return to the classroom since working as an instructional coach for the past several years. With her own class to shepherd, Eaton is once again enjoying making those personal relationships with students and families. MCB Principal Maria Gonzalez said Eaton is an asset to her class and the district. “Ms. Eaton is a superior educator who possesses a strong background in literacy acquisition and the development of teachers,” Gonzalez said. “Ms. Eaton has never wavered on her commitment to provide our students with an equitable education and works endlessly to ensure that they have the tools to succeed. City budget OK despite pandemic by Kyle Szymanski Staff Writer

BRENTWOOD Pandemic-induced impacts to the city’s budget don’t appear to be as severe as expected — at least for now. City officials recently announced that a projected $1 million fiscal year 2019-20 deficit didn’t materialize, and a cumulative $1.4 million surplus is forecasted for fiscal years 2020-21 and 2021-22. “It was better news than what we originally anticipated,” said Mayor Bob Taylor. Projected COVID-19 hits to the city’s fiscal year 2020-21 and 2021-22 property and sales tax revenue — two of the city’s largest general fund income sources — aren’t expected to live up to projections, according to Christine Andrews, assistant director of finance and information systems. The recently announced 2020-21 assessed valuation — the dollar value assigned to a property to measure applicable taxes — came in 2% higher than projections, Andrews said. Andrews continued to state that 202122 city projections of a 5% property value dip don’t appear to match up with city consultant projections of a 2.5% jump in valuation. He reported the county will announce official 2021-22 figures in January. “Despite the potential for future rental evictions or foreclosures, this appears exceedingly unlikely to occur in a significant manner before values are set in January,”

Andrews said. “This projected increase in assessed valuation is responsible for the vast majority of the budget improvements.” On the sales tax front, fiscal year 202021 sales tax figures, originally estimated to dip 7%, are now expected to decrease by only 3.5% and then rise 2% in fiscal year 2021-22. Other taxes, such as those from business licenses, gas and hotels, also haven’t decreased as much as anticipated. The city has seen significant expenditure savings, due in part to reduced parks and recreation activities, in addition to reducing other spending to essential supplies and services, Andrews explained. “Although the long-term impacts on the economy are far from clear, several revenue assumptions in the budget are more conservative than the recent data supports,” Andrews said. Going forward, city officials noted that they intend to budget conservatively to account for more unpredictable pandemicinduced financial challenges. A number of previously delayed projects shelved earlier this year in anticipation of COVID-19 budget jolts will continue to be delayed for the time being, including increasing the city’s police department by five positions and adding restrooms and pickleball courts to select city parks. Beyond fiscal year 2021-22, the city is projecting it will need to dip into its budget stabilization fund – comprised of past general-fund savings – for $1 million a year for eight

years to cover expected general fund deficits. An additional $600,000 per year for those eight years will be leveraged to continually increase the general fund’s 30% reserve as expenses increase, city officials said. The current $17.2 million budget stabilization fund will still have an estimated $4.8 million at the end of the eight-year period, according to city documents. “There is a lack of long-term visibility to the ultimate economic impacts of the pandemic,” Andrews said. “Staff will continue to monitor the budget, collect the most current data available and report regularly to the city council, as long as the economic effects

of the pandemic persist.” City Councilmember Claudette Staton applauded the city’s pandemic-affected budget management. “I thank the staff for paying attention to what is really going on in the market and being frugal with the people’s money,” she said. Updated budget projections are expected to be brought back in January as part of the city’s mid-year budget process. City staff will propose any necessary adjustments to the 2020-21 operating budget at that time. Halloween is almost here, and to prevent this holiday from becoming a scary one for you and your pets, it’s important to consider common items and activities that can be dangerous to your furry friends. The holiday will undoubtedly look different this year due to COVID-19, and Halloween activities will vary vastly between communities. Some areas may have somewhat normal celebrations, and some cities have already banned such activities as trick-or-treating to help keep residents safe. Regardless, candy and costumes will most likely be involved. Here are some basic precautions for pet owners to keep pets safe and happy on All Hallow’s Eve: Candy is for kids, not dogs and cats. Chocolate can be very toxic to our furry friends. Candy containing xylitol (artificial sweetener) can also be dangerous. Pets should be kept inside during Halloween if trick-or-treating is happening in your community. Use caution when answering the door so your cat doesn’t dart outside. If the extra door knocking or doorbell ringing stresses out your pets, put them in a quiet room away from the noise. Make sure your pets have current ID tags and that microchip info is cur-

rent. Most people have spent more time at home this year than at any time in the past due to the COVID crisis. Before 2020, many people viewed their home only as a place to sleep, but they did most of their “living” elsewhere. For years we have been seeing a move away from big, sprawling homes in the suburbs as buyers wanted small, lowmaintenance homes or condos on small lots near where they work. That’s turned 180 degrees now. Homeowners are now viewing their home as where they meet all their needs – work, school, entertainment, exercise, play, etc. They want bigger homes away from the big population centers. This change is fueling two big shifts in real estate. The first is people moving out of urban centers and moving to suburban or rural areas. They are looking for bigger homes on bigger lots (to get space from your neighbors) with more creature comforts like a home office, workout room, larger entertainment areas plus bigger yards with pool, spa, BBQ island, sport court, etc. Since it’s been hard to “go to the park,” people

are looking to make parks in their own backyards. High-speed internet is a must. The second big shift is the huge spike in home renovations. Homeowners who like their general location are taking steps to make their home meet more of their needs. Adding on rooms (home office and home gym are the hot requests), home theater packages, adding outdoor entertainment options, or just the regular upgrades like counters, flooring, appliances, etc. Even before COVID hit, California was loosening the rules regarding Accessory Dwelling Units (ADU) to help ease the housing crisis. These are also booming for those who need a home office but can’t add on to their house for some reason, or like the idea of having more separation between their work and home life. OBITUARY Jeffrey Lee Parks

Oct. 15, 1963 – Oct. 19, 2020 It is with deep sadness that we share the untimely passing of lifelong Brentwood resident, Jeffrey “Jeff” Lee Parks. Jeff was born in Long Beach, California, to parents Robert and Linda Parks on October 15, 1963. Jeff, his parents and his younger brother Michael “Britt” Parks moved to Brentwood a few years later and have remained in town to this day. Jeff attended Brentwood Elementary, Garin Elementary and Edna Hill Middle School, where his father served as the vice principal and basketball coach. Jeff began playing competitive basketball in junior high and continued to do so when he went to Liberty High School. While

at Liberty, Jeff enjoyed golf, hanging out with his friends and “chasing girls.” After high school, Jeff left for Chico State to play basketball. He decided to return home and work for the The Orin Allen Youth Rehabilitation Facility (Byron Boys’ Ranch) as a counselor, where he remained a dedicated employee for 27 years until his retirement. Jeff was known for his kind heart and his ability to make friends everywhere he went. He could spend hours watching ESPN, and he loved Red Vines and classic rock. He was a loving man who cared deeply for his family and friends, and we will miss him dearly. Though we are incredibly saddened by this loss, we’re also hopeful that Jeff

has found peace and love in the arms of his deceased father and his deceased son, Evan Parks. Jeff is survived by his daughters, Hannah Best (Cameron) and Nicole Sturges (Brad), as well as his two grandchildren Bailey and Hayden Sturges. He also leaves behind his mother, Linda Parks, his brother Britt Parks (Michelle), and his niece, Sierra Parks. He will be deeply missed by a large extended family and lifelong friends from Brentwood, Byron and beyond. The family will be hosting an intimate service on Nov. 1. In lieu of flowers, please consider doing something kind for a stranger in Jeff’s honor, as that’s what he would have wanted.

Seventh annual Turkey Trot goes virtual by Kyle Szymanski Staff Writer

The COVID-19 pandemic is forcing the Brentwood Turkey Trot For Schools to go virtual. The seventh annual event will use the RaceJoy app and runner creativity to carry out the Thanksgiving tradition. Participants will have a two-week window, beginning Nov. 12, to complete a 5K race with the app, wherever they choose. “A lot of races right now are doing the same thing,” said Phillp Rodriguez, a race co-chair. “It’s just the optics of us being a school district group and teachers. We aren’t even going to school. Trying to organize an in-person race, gathering about 2,000 people, is not going to happen with the county.” The holiday staple, which launched in 2014, has routinely been held in person at The Streets of Brentwood, but the COVID-19 pandemic forced race organizers

to pursue a different route. The event will continue to benefit area school athletic programs, with proceeds divided equally between the Liberty Union High School and Brentwood

Union school districts. “It will be what it is,” Rodriguez said. “We can’t control it, but we are happy to at least keep the date. It’s the best we can do.”

The wildly popular event was capped at 2,000 participants last year, and would possibly have grown to as many as 2,500 runners this year, if not for the pandemic, Rodriguez said. Record-breaking participation doesn’t appear to be lined up yet, but nothing can dash the spirit of the event, he added. All participants will receive a finisher’s medal, a race T-shirt and a face mask during a pickup event in early December. Rodriguez noted that although proceeds are expected to be lower, it won’t affect the immediate operation of area athletic programs. “No one is going to lose anything other than added money they can use to get more things on the campus,” he said. Registration is $15 for ages 4 through 11 and $20 for ages 12 and older. Runners age 3 and under can participate but do not need to sign up. Former BVAL football stars turning heads Two former Bay Valley Athletic League football standouts, now both playing for Mountain West Conference squads, wasted no time turning heads during their college season debuts last Saturday. Ronnie Rivers The 2017 Freedom graduate, now a senior running back at Fresno State, shot out of the gate with 124 all-purpose yards, including 79 on the ground and one touchdown; eight through the air and 37 on punt returns. In the process, he scored his 29th career-rushing touchdown, moving past his dad, Ron Rivers, for career touchdowns. The younger Rivers is currently tied for fourth most touchdowns in program history. Rivers’ 7-yard first-quarter scamper put the Bulldogs up 7-0, but the squad ended up falling 34-19 to Hawaii to open up its shortened eight-game season. “It felt like we started off hot; we had the hot hand, but turnovers killed us,” he said after the game. “We have to be better next game, come out and keep fighting until the last minute.” Rivers, a second team All-Mountain West selection last season, has rushed for 2,201 yards and 29 touchdowns and hauled in 796 receiving yards and seven more touchdowns in three full seasons and one game thus far. Fresno State was slated to play Colorado State on Oct. 29. Results of that game were not available as of press time. Trump is no patriot

Editor: Gordon Lyster got it all wrong. I am a Vietnam veteran, and my son is a veteran as well. The treatment of vets under the Trump administration has been abysmal. Don’t listen to the liar in the White House; look at actual data and statistics. And listen to those of us who have to deal with the VA. I have voted in every election since 1968. All of them. I have voted for Democrats, Republicans, The Green Party and Libertarians. I have never in my life seen a less patriotic president. He lies, he cheats on his taxes, he screws the government into paying outrageous prices for government employees that he forces to stay in his hotels, which he should have divested when he was inaugurated. He practices nepotism he makes up stupid childish nicknames for members of the United States Congress. He belittles and denigrates athletes and fans who exercise their first amendment rights to demonstrate their positions. He hugs the flag on stage. That does not make him a patriot; it makes him a third rate failed real estate hustler TV pitchman. In his almost four years, he has proposed and passed zero landmark legislation. She told me that position was not her passion. Wastewater is her passion! I thought it unusual at the time, but as I got to know her better, I found her passion for wastewater comes with knowledge about how sanitary districts do, and should, operate. She understands the importance of good oversight by the board. She understands fiscal management and planning for the future as our community

While the Ironhouse Sanitary District Board is not charged with the approval of development, they need to be prepared for these changes and ensure our wastewater system is able to handle it. Angela has 11 years experience in the wastewater industry. She is educated on working on boards and committees. NOTICE INVITING BIDS 1. Bid Submission. The City of Brentwood (“City”) will accept sealed bids for its WATER EMERGENCY BACK-UP GENERATORS, CIP Project No. 562-56409 (“Project”), by or before Tuesday, November 17, 2020 at 2:00 p.m. at Brentwood City Hall, 150 City Park Way, Brentwood, California, 94513. The bids will be publicly opened and read aloud in the Council Chambers. 2. Project Information. 2.1 Location and Description. The Project locations are 2222 Elkins Way; 2663 Presidio Dr; 2767 St. Andrews Dr; 1290 Fairview Ave; 20 Summerset Dr; and 2201 Elkins Way. The work to be done consists of furnishing all labor, materials, equipment, and services for installing new permanent emergency generators and automatic transfer switches, including ATS and associated electrical auxiliaries; all trenching and backfilling; all piping; all paving; all structural facilities, all site work and grading; and all miscellaneous work as shown, specified or required for a complete, operational installation. 2.2 Time for Completion. The Project must be completed within 250 working days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about January 19, 2021, but the anticipated start date is provided solely for convenience and is neither certain nor binding. 2.3 Estimated Cost. The estimated construction cost is $1,820,000. 3. License and Registration Requirements. 3.1 License. This Project requires a valid California contractor’s license for the following classification(s): Class “A” or combination of Class “C” Specialty Contractor’s License(s). 3.2 DIR Registration. City may not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder is registered with the California Department of Industrial Relations (“DIR”) to perform public work pursuant to Labor Code § 1725.5, subject to limited legal exceptions. 4. Contract Documents. Bidders must request and obtain an electronic copy of the Contract Documents directly from the City of Brentwood (at no charge) by completing and submitting the “Document Request Form” located on the City’s website at https://www.brentwoodca.gov/gov/pw/ cip/pw_projects_out_to_bid.asp. The City may reject a bid submitted by a bidder that did not obtain the Contract Documents from the City as required. 5. Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier’s or certified check made payable to the City of Brentwood, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that within ten days after City issues the Notice of Award, the successful bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and any other submittals required by the Contract Documents and as specified in the Notice of Award. 6. Prevailing Wage Requirements. 6.1 General. Pursuant to California Labor Code § 1720 et seq., this Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. 6.2 Rates. These prevailing rates are on file with the City and are available online at http://www.dir.ca.gov/DLSR. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. 6.3 Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code § 1771.4. 7. Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price, as further specified in the Contract Documents. 8. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code § 22300. 9. Subcontractor List. Each Subcontractor must be registered with the DIR to perform work on public projects. Remembering bygone Halloweens Thank God fall is here. With all the current chaos shaking us to our core, it helps to have something you can still cling to for comfort – besides pie. I think everyone’s favorite season is fall, but I get going on the decorating early. Some might say too early. I had all my boxes of Hangin’ in faux fall foliage and orange mini lights here out of our storage shed on September 1. OK, I admit it, I was sweating. I think it was 97 degrees, but the smell of cinnamon pinecones came wafting out of the boxes and kept me Vicki focused on the job at McKenna hand. I even switch out my artwork on the walls with seasonally appropriate pictures. Goodbye tulips and summer beachscapes. Hello autumn trees and pumpkins. I discovered a great website called freeart.com. Don’t ask me how they do it, but you can literally order 10 4x6 prints of ANYTHING for just a small

The Union Cemetery Association was formed to manage the facility, and 50 years later, the residents voted to create the BBKUCD. Oakley residents opted not to join the newly formed special district. At the time, a high percentage of Oakley residents were Roman Catholic, and Holy Cross Cemetery in Antioch was their preference for a final resting place. Over the years, the cemetery expanded to its current 10-acre size, and plans are in place to continue to add to the property. Among the roughly 3,300 people buried at Union Cemetery are several historical personalities, and interestingly, those names are tied to the

shipping fee. I went crazy. I have placed three orders already. I have created collages for every season with beautiful pictures of birds, reindeer, mugs of hot chocolate, sunflowers, snow covered trees. My favorite fall decorating project is my front door. I staple orange leaves and lights all around it with a golden wreath in the center. Hay bales, pumpkins and a wooden basket lay on its side with gourds and squash spilling out of it off to one corner. Sadly, last year I was so premature with my fall decorating that my two large, beautiful pumpkins rotted and collapsed before the middle of October. It was a huge mess. I had a hard time finding two pumpkins to replace them. I almost had to go faux! This year I waited until October to make my pumpkin purchase. I am not sure whom I am decorating for really. I know there may not be any trick-or-treaters this year, but to be honest, last year, pre-COVID, I only had one! My own kids are all adults, or close to it. Their trick-or-treating days are over, and last year they abandoned me for more exciting options. But old habits die hard, and I sat on a stool by the front door with a bowl of mini

Snicker bars on my lap, hoping I might get a few little witches, a Belle or a Batman. As I polished off the bowl myself, I reminisced about the days of Halloweens past. First, coming up with costume ideas for all five kids. This required an exhausting and expensive trip to Party City. Three girls and two boys meant I was scrambling in and out of dressing rooms trying not to lose anyone! The boys were easy. They would usually end up choosing a pricey, gruesome rubber mask and a black robe. Maybe a sword or an ax as a prop, but the girls were way more challenging. (That’s an understatement.) They should really have a couch and cocktails at Party City for the parents. Finally, Halloween night would arrive! We ate pizza and waited for it to get dark enough to head out. We would then corral our five kids into their Halloween outfits and pumpkin buckets and head out into the chilly night with our neighbors and their kids, flashlights in hand. One of our little neighbor friends, Kam would join our group. He was a frequent visitor at our house and was good friends with my two boys. He loved

Spiderman and wore the same Spiderman costume every year, for three years! Each year the sleeves got shorter and shorter. His pants were nearly up to his shins, but he loved Spiderman. He even had a hand-held webshooter that shot web-like strings out of it. Eventually he had no choice. He switched to a ninja costume, but I know Spiderman lives on in his heart. Back then, the streets were packed with other large groups of families, laughing and trying to keep up with their excited kids. Every house was lit up with lights and decorations. Now on Halloween night, our street is dark and deserted. I’m still not sure what happened to Halloween, but I sure miss it. Well our neighbors have moved away, and Halloween seems like just a fond memory now, but I will never stop setting up my Spooky Town, filling my home with too many pumpkin-scented candles and cinnamon pinecones. I will always have a bowl of miniature Snicker bars sitting on a stool next to the front door on Halloween night, with the hope that maybe, just maybe, a little Spiderman will come knocking at my door.
