REGIONAL The East Contra Costa Fire Protection District (ECCFPD) recently received more than $24,000 from the state after legislators allocated $100 million for special districts that either lost revenue or incurred unanticipated expenses as a result of the ongoing COVID-19 pandemic. “COVID-19 has impacted us all and your fire district is not immune,” said ECCFPD Fire Chief Brian Helmick. “The additional cost in answering the calls for service has been significant. We’re extremely grateful for this support.” Contra Costa County received $3,329,435 from the state’s Special District COVID-19 Relief Fund. The fire district applied for $125,000, but was ultimately awarded $24,296, said Steve Aubert, ECCFPD fire marshal and public information officer. Among other special districts in the county that received allocations from the relief fund were the: Pleasant Hill Recreation and Park District ($1,314,137); Central Costa County Sanitation District ($996,177); Kensington Police Protection and Community Services District ($387,210); RodeoHercules Fire Protection District

New COVID-19 mask mandates imposed County: Wear a face covering in all indoor places REGIONAL Big increases in the recent number of COVID-19 cases and hospitalizations have prompted county health officials to now require wearing a face mask in all public indoor places without exceptions for certain indoor settings starting Wednesday, Dec. 29. Previously, fully vaccinated public speakers and performers, and fully vaccinated groups of 100 or fewer people were allowed to remove their face coverings under certain conditions. The new order requires all people in Contra Costa, regardless of vaccination status, to wear a face mask in all public indoor settings. The first case of the Omicron variant was identified in the county on Dec. 18, and since then case rates and hospitalizations have significantly increased, county officials said. The average number of daily new COVID-19 cases has increased 149% over the last week and hospitalizations have risen 31%. Many other Bay Area counties already require everyone to wear a mask in all indoor public settings, county officials said.

“The Omicron variant is very contagious, and we now know that anyone, regardless of vaccination status, can spread this variant to other people,” said Dr. Ori Tzvieli, Contra Costa County deputy health officer. “We anticipate the case rate and hospitalization numbers to increase over the coming weeks. To reduce spread, cases and hospitalizations, we all need to wear masks anytime we are in an indoor public setting.” Because cases and hospitalizations involve both unvaccinated and fully vaccinated people, county health officials urge everyone to get vaccinated and boosted as soon as they are able. COVID-19 vaccines, including booster doses, continue to offer the most effective protection against hospitalization and death from all variants of COVID-19 circulating in the county, officials said. No-cost vaccinations and boosters are also available through county public clinics by calling 1-833829-2626. County to require COVID-19 booster or frequent testing for select employees Contra Costa County health officials now require county first respond-

ers and workers in homeless shelters to verify they have received a booster dose of the COVID-19 vaccine or have tested weekly for the virus through a PCR or antigen test, according to a county news release. This requirement, which takes effect on Jan. 10, applies to county law enforcement officers, firefighters and emergency medical personnel who work in or may respond to emergency calls at high-risk facilities such as hospitals, jails, nursing or congregate care facilities, as well as all workers in homeless shelters. It also applies to non-emergency ambulance workers who provide medical transport for such facilities. “The Omicron variant is much more infectious than previous strains of COVID-19,” said Dr. Chris Farnitano, Contra Costa County health officer. “Boosting is necessary for the best protection from Omicron infection and transmission. Our hospitals are at risk of being overwhelmed if a large number of our most vulnerable residents get sick. Our goal is to ramp up the protection around places where there is an elevated risk of exposure, and people who are at high risk of serious illness if they become infected.” The order requires applicable workers to test weekly for COVID-19 and provide the results to their employers, or if fully vaccinated, provide

proof that they have received a booster dose of COVID-19 vaccine within one month of becoming eligible. Employers are required to keep vaccination records for these employees. Anyone 16 or older is eligible for a booster dose six months after they become fully vaccinated with the Pfizer or Moderna vaccines, or two months after they receive a dose of the Johnson & Johnson (Janssen) vaccine. On Dec. 22, California added a similar statewide requirement for healthcare workers, home care workers and employees of congregate care, jails and prisons.Omicron is already the dominant strain of COVID-19 in the U.S., health officials have said. The average daily number of newly detected COVID-19 cases in the county is 313, a trend expected to continue and potentially accelerate throughout California this winter, according to the release. Contra Costa identified the county’s first patients infected by this variant last week -- two of the three initial cases were fully vaccinated, but none of them had received booster doses. About 36% of Contra Costa residents age 16 and older have gotten a booster dose, which reduces risk of infection from the Omicron variant and dramatically reduces risk of serious illness, hospitalization or death from all variants of COVID-19, county records show.

School teachers awarded grants The California Retired Teachers Association Diablo Vista Division recently awarded $150 grants to 16 teachers from school districts in Contra Costa County, including four from East County, to use in their classrooms. The grants were awarded based on clearly stated educational goals for projects that would enhance student learning. The East County winners included: Patricia Calderon-Cuevas (Jack London Elementary School in Antioch for kindergarten through second-grade books for students with autism; Louise Colbert (Excelsior Middle in Byron) for printing and binding for student-written novels; Heather Dimaggio (Loma Vista High School in Brentwood) for owl pellets, cow eyes and squid for science; Suzi Redman (Brentwood Elementary School in Brentwood for books with stories of heritage and diverse characters. CalRTA Diablo Vista has awarded teacher grants annually. Teachers who wanted to be considered had to submit an application along with a one-page summary of the project the grant would help fund. The criteria for winning projects included defined educational goals, creativity and enthusiasm for the project. Ninety applications were submitted in November. Projects that were supported ranged from funding for power tools for a women’s engineering club to math and reading manipulatives to art and music supplies to books that are culturally and ethnically diverse. Liberty Adult Education classes

Bookkeeping/Accounting – This course, running on Thursdays from 6 to 9 p.m. Jan. 13 through March 10, covers terms, concepts, and applications of a double-entry accounting system for a service business. Students learn to deal effectively with the chart of accounts, assets, liabilities and equity accounts, as well as to apply basic rules of generally accepted accounting principles. This is the first class of a 3-part series. The cost is $140, plus textbook. QuickBooks Online – Level 1 and 2. This class runs on Tuesday 6 to 8:30 p.m. from Jan. 18 through March 8. The cost is $105, plus textbook and flash drive. Level 1 is an instructor-led class, and in Level 2, you will work independently with instructor support. In Level 1, you will learn how to customize the company settings, set up customers and vendors, record bank deposits, and reconcile bank and credit card accounts. In Level 2, you will learn more advanced functions such as managing inventory, working with balance sheet accounts and budgets, creating reports using class and location tracking and payroll. Car show raises funds for Liberty Auto Shop Program Traditions Rod and Custom, a Brentwood custom vehicle and restoration shop, recently held a car show to benefit the Liberty High School Auto Shop Program, the only such program in the Liberty Union High School District. The event raised over $3,000 for the program, auto shop program teacher Jonathan Dorr said. “The students in the club were very grateful for the donations to their program,” Dorr said. “They will use the money to fund future projects in the shop. Red Cross encourages blood donations amid shortage As holiday celebrations continue, the Red Cross says concern is rising for the nation’s blood supply. The nonprofit says it has dipped to alarming levels and could force hospitals to hold off on essential blood and platelet transfusions for patients. Historically low blood supply levels not seen in more than a decade persist for the American Red Cross, which supplies about 40% of the nation’s blood. The ongoing decline comes at a time of year when donations typically fall. Holiday get-togethers, school breaks and winter weather often lead to lower donor turnout, potentially further compounding the problem.

Potential donors are urged to schedule an appointment now by using the Red Cross Blood Donor app, visiting RedCrossBlood. org or calling 1-800-RED CROSS (1-800-7332767). If there is not an immediate opportunity available to donate, donors are asked to make an appointment in the days and weeks ahead to ensure the Red Cross can replenish and then maintain a sufficient blood supply. Those who come to give blood, platelets or plasma in January will automatically be entered for a chance to win a getaway to the Super Bowl. Antioch Bridge toll to rise by $1 to $7 on Saturday Price also increases for other stateowned spans The cost to cross the Antioch Bridge will increase by $1 to $7 starting Saturday, Jan. 1. The price to cross all five other Bay Area, state-owned bridges also will rise by $1 to $7, according to the Bay Area Toll Authority. The increase does not apply to the Golden Gate Bridge, which is owned by the Golden Gate Bridge, Highway and Transportation District. Vehicles with three or more axles, such as big rig trucks, also will pay the extra $1. The price increase stems from Senate Bill 595 that was passed in 2017 and Regional Measure 3 passed by state voters a year later. This is the second of three toll increases; the first one was in 2019 and the third is scheduled for 2025. According to the Bay Area Toll Authority, when the plan was proposed, analysts said the gradual $3 increase would raise $4.5 billion over a 30-year period to: • improve public transportation on the bridges • ease traffic congestion • help pay for seismic retrofitting • help expand public infrastructure and transit

The critical race theory debate

Editor: Critical Race Theory is more than simply a purely academic point of view; it’s an ideology fundamentally involved in the project of social transformation. Critical Race Theory does not explain racism; it uses it to promote its agenda. We as Americans (of all colors and ethnic groups) have failed to live by the words stated in the Declaration of Independence: “We hold these truths to be self-evident, that all men are are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness.” When I was in high school, we were required to take a civics class. Contrary to what last week’s opinion article stated, our text did not erase “the hundreds of years of bloodshed, colonialism and imperialist philosophy that created “the land of the free.” We were, in fact, shocked to learn that some of the founding fathers owned slaves. We were, however, happy to learn that Benjamin Franklin, after clearly understanding what the documents they signed had declared, gave up his slaves and became a staunch abolitionist. I firmly believe that if we follow what the great Rev. Martin Luther King Jr. fought and died for —”an America where children will not be judged by the color of their skin but by the content of their character,” we could solve most of the racial tensions. As a Mexican-American, I experienced anti-Mexican prejudice in the early 1940s. I attended a segregated school, was not allowed to swim in the public pool, and in the theater, we had a section away from the “whites.” But after the war, our uncles, cousins and friends protested peacefully, stood before city councils, gained support from many in the white community, that all changed. No name calling, no victims versus oppressors, no whites versus browns, just humans working together to right an injustice. We can do it my friends, we don’t need a social revolution. Wrestling returns; locals shine by Michael Dixon Correspondent

Liberty High School has long held the tradition of hosting major wrestling tournaments during the winter break. That tradition was missed last year because of the ongoing COVID-19 pandemic. This year, though, it returned. The boys were on the mats on Monday, Dec. 27 and Tuesday, Dec. 28 for the Lou Bronzon Invitational while the girls partook in the Brittany David Invitational on Dec. 28. It was a full event. Liberty coach Alex Encarnacion-Strand said that when he last checked, 86 schools participated in the boys event while 66 were in the girls tournament. There was a computer issue early on the first day, which caused minor delays. But otherwise, the tournament went smoothly. “We didn’t have any major issues where we had to miss hours of the day,” Encarnacion-Strand said. “We started pretty slow and finished pretty good. Today (Tuesday) we had no hiccups, which is good. It gets a little confusing running a boys and girls tournament simultaneously with one person.” Encarnacion-Strand credited the many assistants, calling them “a huge piece of this puzzle, regardless of whether they think it or not.” The Lions wrestlers also did well in their hometown event, with three taking first place. Junior Anthony Anderson took first place in the boys event at 120 pounds. Junior Sophia Yurkovich and senior Sam Calkins both joined Anderson in the winner’s circle, taking first place in the girls

son but lost in the final match. The tournament not being held last year caused her to wait a little longer for her to get another shot at the title. That made her win extra satisfying. Yurkovich also loved having the tournament back. “Home tournaments are always my favorite,” she said. “It’s a little less intimidating than going out of town. I’m really

proud of the team. We have a small girls team this year and I feel like just getting out there and seeing them on the mat makes me really proud of them. I’m glad girls wrestling has come as far as it has in the past couple of years.” Calkins won the Junior Nationals see Wrestling page 11

Panthers soccer team starts season strong by Michael Dixon Correspondent

Antioch High School’s boys soccer team struggled during the abbreviated season last year, going 1-7-1. But in the Panthers’ return this season, things have gone a lot better. Antioch started its season with shutout wins in the first two games, defeating De Anza 1-0 and Livermore 5-0. After dropping to 2-2 with losses to Maria Carillo and Monte Vista, the Panthers roared back. They defeated College Park 2-1, then posted consecutive 3-0 victories, the first over Granada and the second over California High School. With that, when the Panthers resume their schedule, they’ll do so with a 5-2 record. “The 2021-22 Antioch Panther Varsity Boys Soccer team is extremely focused and ready to perform at the highest levels,” Antioch coach Conrad Diaz said. “Physical and mental discipline is the key to our success. The California High School game was a confirmation of our progression. Senior Panther keeper Daniel Gonzalez stopped the California late penalty kick. We play as one team, not as individuals.” Several individuals have stood out in the early going. Senior captain and midfielder Avelardo Florentino has

had a hand -- or foot -- in most of his team’s goals. He’s scored eight goals and assisted on three others. Not only is he the leading scorer on his team but he leads all Bay Valley Athletic League players in scoring and is tied for the North Coast Section lead. Junior striker Alvaro Pincon Jr. is second on Antioch with eight goals. Junior winger Christian Leon, meanwhile, has used his improved speed and endurance to his advantage, scoring a goal and a team high four assists on the season. The Panthers are also strong defensively, where they don’t lack experience. Diaz lauded senior midfielders Demain De La Vega and Alan Sanchez for their “exceptional ball mastery and physical strength.” Playing in front of Gonzalez is an experienced defensive lineup that Diaz said “will be a challenge for the rest of the BVAL attackers.” That defense includes seniors Jayson Avila, Sebastian Ruiz and Alexis Sanchez as well as junior Kevin Dominguez. The Panthers’ next game will be a 7 p.m. road game against Concord on Tuesday, Jan. 4. That will be Antioch’s

final game before league play begins. Once BVAL play begins, Diaz expects a lot of good competition. “Any team can defeat any team on any given day,” the coach said. The Panthers will begin BVAL play on Wednesday, Jan. 12 with a road game against Freedom. Their first home game in league play will be on Friday, Jan. 14 against Deer Valley. From there, the BVAL schedule will continue until the season finale at Pittsburg on Friday, Feb. 11, with the Panthers games taking place on every intervening Wednesday and Friday. All BVAL games start at 6 p.m. Despite the strong start, the Panthers don’t have a specific target in mind as far as wins and losses, or placement in the league. “The level of instilled dedication and work ethics is the only expectation,” Diaz said. “Currently we are at an optimum team unity.” That said, the Panthers do have goals. “We want a team 4.0 GPA,” he said. To work hard and have fun. The dream is real.”

during the summer and entered the season as the top-ranked wrestler at her weight in not only California, but the entire country. Despite those accolades, she ranks winning at home as one of her favorite things. “It’s more special when you win at home,” she said. “It’s more special, more personal. The bigger tournaments are cool because you get rankings. But I like the hometown ones better. All your family and friends, the people you’ve grown up wrestling with come by and show their love.” While the Lions girls team was not big in numbers, it was big in production. Lib-

erty’s team consisted of only four wrestlers -- with three of them placing. In addition to Yurkovich and Calkins, senior Chloe Lira placed third at 150 pounds. That was good enough for a fourth-place finish. The boys finished ninth and also had three placers. Freshman Ryan Harper finished 7th at 106 pounds, while junior Ryan Harper did the same at 220 pounds. Liberty was the only Bay Valley Athletic League with first-place finishers, but plenty of other BVAL wrestlers finished well. Antioch High Antioch had seven wrestlers place. All three Antioch girls who participated placed, with Carmean Florean and Kiana Columbell finishing 6th at 106 and 143, respectively and Cora Rose Adams finishing 7th at 116. In the girls tournament, Pittsburg senior Leanna Rabuco finished second place at 116 pounds while Deer Valley sophomore Jazzlyn Wilder Eason was fifth place at 160

Freedom sophomore Joey Hannon finished sixth place at 113 pounds in the boys tournament. “I’m proud of everyone that can get into the medal rounds,” EncarnacionStrand said. “This tournament’s long. You wrestle essentially 10 matches in 2 days. We’re very proud of everyone.” “It makes it look pretty good when you have a bunch of teams -- even if they’re bringing one kid,” he added. “They’re putting faith in you that you’re going to run a good tournament. It ended up working pretty well. Next year, we’ll probably build on that and keep getting better.”

The identical demand letters, a copy of which was provided to The Press by the school board, listed 11 potential challenges to the district policy. These challenges included penal codes on child endangerment, education codes regarding physical restraints and the Nuremberg Code, a Holocaust-era code of medical ethics on human experimentation. Although the letter of demand argues that masks are a violation of personal liberties, this concern was previously addressed by the state in an Aug. 23 letter sent to school leaders by the California Department of Public Health. “Some argue that mandatory masking violates personal freedom of students and parents to decide whether to follow this precaution,” director of the California Dept. of Public Health Dr. Tomás J. Aragón wrote. “Courts, however, have long recognized limits to personal freedom when actions imperil the health and safety of others, particularly in school settings where the health and safety of children is at stake. Schools routinely enforce requirements on students designed to protect the broader school community, such as bans on carrying weapons on campus, prohibitions on bullying and even dress codes.” The form letter reads in part: “You have all the legal capabilities to make lawful and legal decisions to eliminate COVID mandates from the schools in your jurisdiction. Your inaction to eliminate this offending toxin is deemed to be complicit in illegal activities subject to assault and Child Endangerment.” Although the document presented at the Dec. 15 meeting alleged that the

school board was not acting in a “lawful and legal way,’ the school district’s attorney does not agree with this claim. Dana Eaton, superintendent of the Brentwood Unified School District, says the district’s stance remains the same as it was in August, in which the district deferred to a letter written by its attorney. “At this time, we recommend compliance with the [California Department of Public Health] guidance to avoid the potential for liability,” the letter reads in part. “The CDPH mask guidance is a legal mandate...California’s Emergency Services Act states that the governor may make orders to carry out the act, and that those orders ‘shall have the force and effect of law.’”

Newsom and our legislature for recognizing this and responding to our requests for partnership. Special districts make a difference throughout California and this

funding will make a difference in the communities special districts serve.” The State Office of the Controller distributed funds to each county’s auditor-controller on Dec. 15. The counties have 30 days from that date to distribute the money to the qualifying special districts. “The relief fund will pay us back for the expenses that we’ve been using,” Aubert explained. “That would include all the additional personal protective equipment that we’ve had to implement; the cleaning supplies and mechanisms and we’ve had a number of different people out due to COVID-19 exposures. That’s what it all goes back to is to try to offset all of those different costs that we’ve been incurring.”
