SUNSHINE COAST HOUSING SUPPLY ‘the missing middle’

A

grassroots community movement is looking to create more homes for working people on the Coast. On March 7th, the Sunshine Coast Workforce Housing Initiative (SCWHI) introduced itself to a group of about 70 individuals who had gathered at the Seaside Centre to learn more and see how they might be able to help. They were met with a concise, business-oriented analysis of the problems created by a lack of housing for workers and a suggested approach to addressing it. More than just talk, SCWHI had already raised $30,000 to start the work. These funds came from a private donation from SCWHI Chairperson David Reed and four Coast-based organizations. The initiative was also able to lever $10,000 in seed funding from New Commons Development, an off-Coast non-profit real estate developer that builds and preserves affordable housing. The volunteer SCWHI Board wanted to grow that starting budget. It called for financial support from the business sector and the community at large. By the close of its launch evening, SCWHI had met its goal of growing the start-up ‘kitty’ to over $50,000. Matt Thomson, housing consultant and long-time driving force in the Sunshine Coast Affordable Housing Society, was excited to see a workforce housing event that involved local employers. In his view, raising awareness of the area’s housing needs was a positive step. “When our Society completed the Coast’s housing needs assessment in 2014, young families and people entering the workforce were identified as two of the top groups in need of more affordable housing options,” said Thomson. He was hopeful that the gathering would bring various parties impacted by the housing shortage together to problem solve and invest in solutions. In opening the meeting, Reed outlined how the impacts of the high cost of our area’s housing came into focus for him. He was building a home and encountered delays related to availability of trades workers, such as carpenters and electricians. When he asked why building contractors could not find more staff, he was repeatedly told even with trades workers earning mid-range incomes, it was local housing

costs that made it hard to recruit and retain skilled workers. Other local employers at the event chimed in with similar concerns. Many offer starting wages in the $15 to $20 per hour range. Yet they still have problems hiring and keeping the employees they need, as workers face housing costs on the Coast that are higher than in other areas of the country. As in most communities, housing on the Coast falls within a range of price-points. On one side of the scale is market housing, both rented and owned. Costs to secure this type of housing have increased substantially over the past few years. In 2018, the ‘average’ home in Sechelt is assessed at over $630,000. According to mortgage broker Kim Darwin, who spoke at the event, recently introduced rules regarding qualifying incomes mean that mortgage applicants need an annual household income of $100,000 to obtain $500,000 in home financing, with 5% down ($25,000) and no other debt. The Sunshine Coast Homes & Decor Magazine (SCHDM) followed up and spoke with Kim. She said the present qualifying rate for insured mortgages is 5.34%, which is the bank benchmark rate, also known as the ‘stress test’. At the other end of the housing range are options for those who need assistance to maintain a place to live. Examples include seniors’ facilities, housing for people with special needs, temporary homeless shelters and housing stock operated for people on restricted incomes. To be able to access these social housing options, a person must fit into one of these targeted groups. Between those two ends of the housing spectrum lies what Thomson labels affordable or workforce housing. Affordable is a relative term. In his presentation, he gauged it as where a family pays no more than thirty to thirty-five per cent of its take home income for accommodation costs. Paying for basic utilities as well as a rent or a mortgage are considered as part of these costs. On the Coast, average annual incomes for singles are around $27,000. Average two income families earn gross pay in the mid-$60,000 per year range. Thirty per cent of those income levels is too high to be considered social housing but too low to break into the market housing sector

as a home buyer. In addition, finding a market-based family rental with basic utilities within that affordable range is difficult, if not impossible. There are multiple reasons for the current lack of workforce housing, which SCWHI calls the ‘missing middle’ in the Coast’s housing supply. Over the past twenty years, there have been few buildings constructed in our area aimed at the rental market. Private market housing values have been influenced by dramatic price increases in the Lower Mainland’s market. Growth of the home-based vacation rental industry has also reduced the availability of homes for rent to those who live and work in our community. “Whatever the cause, the problem is real and it will handicap the Coast for years to come if nothing is done about it,” said Reed. According to Chris Hergesheimer, a member of the SCWHI board and Program Manager of the Sunshine Coast Regional Economic Development Organization, “Diversity in housing options, which includes workforce housing, is essential for a healthy, sustainable community.” To address the lack of affordable workforce housing, SCWHI is now looking to partner with an established Coastbased non-profit to move the initiative forward. “These organizations have experience accessing funding and financing from governments or other agencies,” said Reed. Two of the most promising funding opportunities are the Province’s Building BC: Community Housing Fund and HousingHub programs. Within these programs are commitments to invest $1.9 billion in affordable housing projects. Program goals are to build more than 14,000 new affordable rental homes for low-to-moderate-income residents. The Province is making a $7 billion investment over 10 years to implement its larger housing affordability plan, which also includes programs for social housing. Local projects focused on those needs include supportive housing projects announced for both Gibsons and Sechelt. SCWHI is also on the look out for available properties on which to build. Once suitable affordable land is identified, the group will use the funds already raised to engage architects and planners to come up with housing concepts for the sites. From that it will come up with pro-forma designs. These will be presented to the different funding agencies to look for the financing needed to start making new workforce housing a reality.

Their aim is to build non-profit, multiple unit rental housing that will be available for rent to households who work locally. Unit rents will be affordable for people earning entry level incomes. Another key component of SCWHI’s plans is to have child care options created close to these homes. “The future of the Coast lies with the young. We have the potential to be the best community in BC, but we need young people to energize us. If younger workers are given the opportunity to build their lives here, develop their careers and increase their earnings, they will be able to make the move to market housing,” said Reed.

“...young families and people entering the workforce were identified as two of the top groups in need of more affordable housing options...” In researching how to make workforce housing development possible, the group reviewed the Whistler Housing Authority (WHA) model. The SCHDM spoke with Mike Vance, the former Director of Planning for the Resort Municipality of Whistler (and also formerly with Sechelt’s Planning Department). He explained that WHA was put in place by the municipality in 1997. Currently about half of the permanent residents of the municipality are housed in the over 2000 housing units managed through the Authority. As of 2018 approximately 1500 families remain on both WHA’s unit rental and purchase waitlists. Owned and operated at ‘arms-length’ by the local government, WHA is funded through works and service charges on land development and on fees charged to business that do not provide their own employee housing. It also has access to municipal land for its developments. “Whistler set a goal to have seventy-five per cent of the workforce residing within the municipality. It took the position that it needed to own and address the problems related to providing affordable housing for workers. To achieve that goal, Whistler opted for an organization that was staffed and had the sole function of delivering housing for locals,” said Vance. Whistler has an economic and employment market that is unique from that of the Coast. While the Housing Authority approach has been effective in that community, SCWHI sees a need for a different approach on the Coast. Our area has multiple local governments. This would make creating bylaws for regulating and funding a WHA-style housing initiative more complex. SCWHI’s appeal for support from both individuals and businesses in the community is continuing. ne’s home should be a place of comfort, relaxation and rejuvenation. When you shut the door it should feel like shutting out the hustle and bustle of the day’s events. Sometimes though, our house is our stress. Not knowing how to make your house work for your needs is frustrating. Enter “chrisp”, chris pallett interior design. The plan was to create a balance of comfort and sophistication and included: a personal colour scheme; repainting the whole interior; installing crown molding; upgrading the tile backsplash in the kitchen with an eye-catching geometric print that adds flair; an over-sized mirror used to bounce light around the dining/living area, expanding the space and bringing the outdoor reflection of the water in. Chris also upgraded the lighting throughout his home, adding functionality and creating distinct moods at different times of the day. Solar mesh blinds as well as top/down and bottom/up blinds were selected for ease of care all the while letting light in and maintaining privacy. ocated in beautiful Madeira Park on the Sunshine Coast and hosted in a collection of yurts, FibreWorks Studio & Gallery showcases the Fibre Arts – basketry, fibre, paper, textiles and wood created by local, national and international artists. FibreWorks was founded over a decade ago by the inspirational Yvonne Stowell. Yvonne had the vision, ability and passion to realize her goal of creating a destination for fibre enthusiasts from the Sunshine Coast and beyond. After ten wonderful years Yvonne chose to step away from the daily operations of Fibre Works in order to enjoy time with family and travel. FibreWorks is now under the direction of Alexis Bach. Her commitment is to ensure the yurts remain a community of supportive creativity for fibre arts on the Sunshine Coast where individuals can be inspired by and instructed in the myriad of expressions that fibre can take. We welcome you to join us at the yurts to enjoy the exhibits, workshops, ongoing and special events we host each year in our various spaces. The Gallery ~ A set of French doors draws you into our gallery that showcases the works of local through to international fibre artists in a series of exhibits from April to October. The bright, circular space reflects the energy and colour of the art displayed in the gallery and encourages visitors to explore images, textures and details. The Workshop ~ Provides educational opportunities in different mediums and techniques from Beginner to Master Courses led by professional artists. The workshop space will comfortably fit up to 10 students, allowing for quiet camaraderie with your fellow participants, ample space to create and quality attention and time from your instructor. The deck surrounding all of the yurts allows for a flow of activity, to gain access to our outdoor dye station, work in the sunshine, or just enjoy some fresh air. FibreWorks also provides complimentary morning snacks and a light lunch each day of instruction. …a Gardener’s Dream

W

ith spring upon us, the many green thumbs of the Sunshine Coast are hard at work on their gardens. Whether you are an oldhand at mulching, seeding and growing, or you are new to the joys of working the ground, we can all use a little help sometimes. That’s where Lorraine Caple and her team at Tapestry Gardens come in. Caple has been designing, installing and maintaining gardens on the Sunshine Coast for almost 30 years. “Some clients don’t know much about gardening and just want to have a beautiful garden,” says Caple. “Then you have people who are gardeners and they just want assistance.” For Caple, it’s about mindfully listening to her clients. “We like to provide a really personal service,” she says. “We are about getting to know you as a client and providing you with what you want.”

When a job opportunity on the Coast presented itself, she moved here in 1990, just as the forest industry took a downturn. “I had to come up with a Plan B,” recalls Caple, who wanted to stay on the Coast after losing her job. “I fell into

1998 and completed the UBC Garden Design program in 2001. “I wanted to set myself apart by being knowledge-based,” says Caple. That philosophy extends to her staff as well. Two of her six field staff are certified Red Seal Landscape Horticulturists and one is working toward his certification. Caple herself is an ITA sponsor,

able to sign off on Red Seal documentation, thereby attracting dedicated, knowledgeable staff who see themselves as career gardeners. Tapestry Gardens provides a full range of services, from simple gardening chores to more complicated landscaping projects involving stonework walls and patios, building arbours, stairways and pathways, as well as creating water features. “We are a full service business so people don’t have to have several services,” says Caple. She likes to meet with clients in their space to discuss what their needs are, providing a free 30-minute consultation. One of the most common complaints she hears is, “I want to have a beautiful garden but I don’t want to be a slave to it.” Caple believes it’s possible to achieve that balance. “Some people want to work in the garden a little and some not at all. You have to problem-solve: How can we get it so you can manage it both physically and financially?” Last spring, Caple worked with someone who was on the verge of selling her house after the garden had become overgrown. Caple re-designed it to be more manageable and fit within her client’s lifestyle. “We got it to a place where she could enjoy it again,” says Caple.

“And she didn’t have to move.” Designing gardens to withstand increasing water restrictions and shortages is another issue facing Coast gardeners that Caple knows how to address. “I believe healthy soil is a healthy garden,” she says. “Rather than fertilize, we want to build the soil up so it has better nutrients and will retain water better. Sustainable and natural gardens also lead to low maintenance. They go hand-in-hand.” Because the weather on the Coast allows for almost year-round gardening, Tapestry Gardens operates 11 months a year. In fact, Caple has been actively growing her business for the last four years, and as part of her commitment to exceptional customer service, assigns the same lead gardener to a client in order to establish rapport and continuity. Though she enjoys being a business person, Caple hasn’t lost touch with why she got into gardening in the first place. “You’re always creating something,” she says. “It comes with designing a new garden, but also there’s an art to pruning something so that it’s beautiful and healthy.” Working with clients to produce an attractive and restful space is also one of her prime motivators. “I chose the name Tapestry Gardens because I believe a garden is something that evolves and happens, and is a tapestry of beautiful things that come together,” she says. “Gardens and nature nurture us.
