Canada and BC renew water monitoring agreement

“BCYP is education and community service in action,” says Ambrose Yung, Premier for the upcoming year. “We’re after young people who want to learn more about our system of government, make lifelong friends, and take part in projects that benefit our province’s youth.”

Yung added, “We’re asking community leaders, elected officials, and others to think about young people who’d be great members of this organization and make sure those youth are aware of this opportunity.”

Nominees must be between 16 and 21 years of age; residents of BC for the past year; able to commit to a year’s worth of service; and interested in learning more about how our democratic system works.

Agreement ensures province has access to monitoring system, provides for shared operating costs.

The governments of Canada and British Columbia have renewed their water quantity monitoring agreement, the Honourable Leona Aglukkaq, Minister of the Environment, Minister of the Canadian Northern Economic Development Agency and Minister for the Arctic Council and BC Environment Minister Mary Polak announced on the occasion of World/BC Rivers Day. The Memorandum of Agreement for Water Quantity Surveys ensures the ongoing collection, processing, publication and distribution of water quantity data in BC. “Almost every sector of Canada’s economy needs accurate information about water supply for economic and social development and to ensure environmental sustainability,” said Minister Aglukkaq. “Renewing this agreement reinforces our joint commitment to understanding and managing water availability in British Columbia.”

The BC Youth Parliament (BCYP) is inviting community and youth leaders to nominate exceptional young people to take part in this year’s planning session in Victoria. During the week between Boxing Day and New Year’s, 95 young men and women, ages 16 to 21, will attend the parliament to debate and vote on the organization’s proposed activities and issues of local, national and international importance. All members sit as independents, and are free to vote according to their conscience on a variety of important service projects that will benefit the youth of the province, and discus how best to put those plans in place. Nominations must be received no later than October 23.

Editorial Opinion Moving out of the shadows This past week, the Sunshine Coast hosted an outstanding conference, part of the Naturally Autistic International Achievement Awards. From the opening ceremonies on October 1, through the workshops, mini arts festival, awards ceremony and final gala dinner dance Coast residents had the privilege of sharing the excitement as members of the global autistic community took steps – in the supportive shelter of our own community – to move out of the shadows and into the light of acceptance.

On October 4, both communities met at Raven’s Cry Theatre to honour achievements both personal and corporate, as well as leadership and innovation. MLA Nicholas Simons, who has attended three of the four annual awards ceremonies, lauded the organizers who grew the event from a one-day presentation to a full convention dedicated to providing cutting-edge information about the realities and treatment of autism. As author Donna Williams noted, achievement comes in many forms, and there are many very accomplished people on the autistic spectrum. That evening proved the truth of Williams’ remarks, as awards were delivered to brilliant dancers, artists, musicians, writers and innovators from around the world. As Gibsons Mayor Wayne Rowe said, each of the nominees “inspired others to move out of the shadows.”

Autism casts a long shadow of ignorance, prejudice, and isolation – ignorance of the nature of the disability, and isolation for many of those who have difficulty surmounting its symptoms (which are as individual as the human mind).

There are other shadows – long, deep and equally dark – in our community, as the Hon. Steven Point reminded us at Capilano University and ElderCollege’s Clifford Smith Memorial Lecture last month.

In the dark days of colonialism, Point said, “there was an idea that the Indians needed to be away from us for the safety of the settlers – to open the land for development and to allow for the spread of Christianity.” First Nations people who had been employed as longshoremen, loggers and fishermen were segregated in isolated settlements, cut off from opportunities for education, social and economic advancement in the developing society. The residential school system (“a terrible, terrible legacy for Canada”) further gutted the communities. Children returned to their villages after a six or eight year absence at school to find their families gone, unable to speak their own language, and afraid to participate in their own culture. Attachment disorder, abandonment issues, and depression led many residential school survivors into a multi-generational sojourn in the shadows of illiteracy and underachievement.

During his tenure as BC’s Lieutenant-Governor, Point (a member of the Sto:lo Nation) launched a literacy program, working with the Rotary Clubs to deliver books to remote BC settlements. Five years later, “the barriers are coming down,” Point reported. Rotary and other community supporters donated whole libraries to the project, literacy among all ages is improving, students are staying in school longer and once again, “Canadians are helping Canadians” to move out of the shadows of ignorance and prejudice.

Enlightenment. It just feels right.

Letter of the week Bat-less on the Coast I finally caught up on my reading of The Local tonight and was struck by the irony of Bryan Carson’s letter (Sept. 19), wondering about the dearth of bats this year (I too noticed), below letters from Bette Chadwick and Larry Muss-

er regarding implementation of fees for those of us who choose not to have Smart Meters installed. I googled “bats - Smart Meters” on a whim and found an interesting YouTube video by a woman in California who noticed her 10 year old beehive was no more since her Smart Me-

ter was installed. Food for thought. Just because we can’t see it doesn’t mean the effects aren’t there. Ironic too, as the Minister of Agriculture, Pat Pimm, proclaimed September 21-28 as ‘Organic Week.’ I have always understood that pollination was essential for successful gardening, or-

ganic or not, and that bats control pests e.g. mosquitoes and are super sensitive to stimuli the average person isn’t aware of. Is there a connection that this year, after a massive installation of Smart Meters, Mr. Carson and I both noticed an absence of bats?

Small business, big vision October is Small Business Month. We would like to take this opportunity to acknowledge the impact our entrepreneurs have on our community and our economy. of Gibsons. There are over 100 small businesses in the area, many of them homebased. These provide more jobs than the other four combined, and the business owners are working in interesting ways to add value through innovative partnerships, research and product development.

We are very proud to host companies like Hapi Foods, manufacturers of the Skinny B and Holy Crap cereals. Their products are shipped around the world. Sandfire Scientific makes precision glass instruments for science and industry – again, a world-calibre product.

Coastal Craft fabricate yachts and working vessels in a dry-dock perched in the Gibsons Industrial Park. These companies started small, but with a big vision. As they achieve

one milestone, they envision the next – and so they grow, and our community with them.

The Chamber Board is made up of small business owners who envision a stronger economic future for our Town. This means developing the tools to grow our small businesses and an environment in which entrepreneurs can achieve their biggest dreams through education and through working to encourage infrastructure providers to enhance our services here on the Coast. In the most recent advance, we were thrilled that fibre-optic technology will soon be available in Gibsons and as far up the Coast as West Sechelt.

Our internet-based businesses, many of which are home-based as well, will now enjoy superior service

and speed, and be able to compete globally quite comfortably.

The Town has partnered with the Chamber and our Regional partners in Elphinstone and West Howe Sound to promote the area and provide up to date information to those interested in starting a new business, or growing an existing one.

Council has also been benefitting from the advice of an Economic Development Committee who have been drafting an Economic Development Framework that will help us focus our efforts, continuing to make Gibsons a vibrant, welcoming community with an outstanding quality of life and plentiful cultural and economic opportunities.

Scorpions move to first place The U15 Scorpions played at home against the North Van Fury, in a battle for first place in the league.

Moments into the game, Bradley Huddlestone set up Duncan Armstrong for the Scorpions first goal. As the Fury started to pressure, Scorpions defenders Keegan Inkster, Cole Cooney, Philip Fogarty and Liam Rankin relied on their speed, strength and ball skills to turn the attackers away. Wingers Finn Rogers, Ben Luporini and Jordan Dunk used their work ethic to assist the defenders and the attackers as the game shifted up and down the field. Jordan Kammerle, being checked by two defenders, got a pass through to Quintin Towert, who was robbed by the Fury keeper. Scorpions goalie Keeran Peel, stopped all the Fury attempts in the first half, which ended with the Scorpions in a 1- Nil lead.

The second half was action packed. Duncan was tripped in front of the Fury net, resulting in a penalty shot for the Scorpions, which Everett August converted into a goal. The Fury did not back down, and responded with two goals. Everett set up the Scorpions third goal of the game, crossing the ball to

The Fury responded again tying the game at 3. The Scorpions determined to move into first place, pressured hard, which resulted in a string of scoring chances from Justin Fodchuk, Everett, and Liam. Finally, the man of the match, Duncan, cracked a huge shot from 30 yards out, that landed in the top corner of the Fury net.

The Scorpions won 4-3, and are tied with the Fury for first in the league.

U15 Boys Blue Thunder battle Greens Both teams came out strong in the first half. Blue Thunder’s Rowan Wildwood and Fergus Shields were very quick at pursuing the ball,

tough with defenders and kept up with the opposition.

Jericho Craigan at midfield for Green did some great passing and came very close to scoring a few times. His team mates Taran Persson in defense and Gavin Lynagh at forward made some masterful solid plays. During the second half Tristan Tidder went through a number of Thunder’s defenders and made a very skillful goal.

Thunder’s Virgil Perkins responded with an awesome goal. Green’s Tahj Wagner showed amazing speed and did not stop the pressure throughout the entire game.

Thunder’s goalie, Griffin Shields, made some good saves during the last half.

Sunshine Coast residents are once again leading the way in the innovation and promotion of arts and culture in Canada. John Weston, Member of Parliament for West Vancouver—Sunshine Coast—Sea to Sky Country, announced recently that, through the Local Arts and Heritage Festivals Program, the Government of Canada will provide funding of over $48,000 to support two festivals happening on the Sunshine Coast, The Sechelt Arts Festival ( $12,200) and the Sechelt Written Arts Festival ($36,000).

“The Sunshine Coast Festival of the Written Arts is Canada’s longest-running literary festival with a man-

date to present Canadian writers. We thank the Government of Canada through the Department of Canadian Heritage, Canada Arts Presentation Fund, for its ongoing commitment to creating opportunities for artists and communities to engage in meaningful ways and for its ongoing support of the Festival,” said Jane Davidson of the Sechelt Written Arts Festival.

A fireplace can be a focal point, a source of home heating and just a nice place to which to retire when the weather is cold. Preparing the fireplace for use and maintaining it properly are the keys to a safe season.

Rare rhododendron collections gifted to Botanical Garden Two unexpected and generous donations of mature, rare and prized rhododendrons were recently offered to the Sunshine Coast Botanical Gardens, which is now scrambling for volunteers to help with the delicate tasks of transporting and planting over six dozen large specimens. Both collections promise beauty, tranquility and botanical interest, while also representing the ongoing legacy of two remarkable rhododendron experts.

The Alleyne Cook collection, developed by Alleyne and Barbara Cook of North Vancouver, includes 24 mature rhododendrons including such rare species as purple R. polylepis, pink R. vellereum, pink/white R. fictolacteum and deep red R.barbatum. Cook’s expertise is, to quote Steve Whysall of the Vancouver Sun, “well-known to local garden groups and widely valued. He has been awarded the gold medal by the American Rhododendron Society for his years of work with and promotion of rhododendrons.”

The Caron Gardens collection, developed by Ron and Carla Knight, is familiar to anyone who has visited their beautiful gardens in Pender Harbour. The collection of 30 to 40 rhododendrons features species and high-quality hybrids from around the world, includ-

Work on the project will commence and be completed in phases, with the most immediate phase being the land preparation and relocation of the Cook rhododendrons in fall of this year. The Caron collection will be relocated in the fall of 2014.

• Always keep flammables such as kitchen towels or cooking oils away from the stove.

• Keep your appliances serviced and wipe off any accidental spills from your stovetop. Never cook on a dirty surface.

• Keep pot handles turned towards the back of the stove to limit chances of someone walking by and knocking it over.

• Never leave anything on the burner unattended.

If you have to leave for a few moments make sure you turn off the element you are using.

• Never leave the house with any food in the oven or on the stovetop.

Members of the Sunshine Coast and the Fraser Valley Equestrian Clubs will gather at 1496 Lockyer Road in Roberts Creek on October 19 for the season’s colourful Opening Hunt. Men in traditional red coats, or ‘pinks,’ and women riders in traditional black astride beautifully-groomed horses with braided manes partake of the traditional ‘stirrup cup’ before the departing trumpet sounds at 10:30

The spectators’ picnic lunch is every bit as traditional a part of the Annual Hunt as the ride itself. While some participants park on Lockyer and bring in their tables, chairs, and picnic

paraphernalia, others follow the ‘tailgate’ method. Either way, this is not an occasion for paper plates and buckets of deli potato salad.

Tailgaters compete for the best presentation as well as the most elegant menu.

Truck beds or car trunks are draped with fine linens, floral arrangements in china or crystal vases, candles, silverware, china, and – above all – the food.

Expect to find at least one

beautifully-prepared English Trifle, dripping with sherry and custard. Then there’s the fruitcake, butter tarts, carrot cake, sandwiches of beef with Branston pickle, cucumber, watercress, or smoked salmon set out on tiered cake plates or china platters; Scotch eggs; cold sliced meats; tureens of soup or stew; and batterypowered crock pots filled with hot meats. The tailgate picnic is actually a potluck, with spectators wandering around, meeting friends and making new acquaintances as they sample each other’s offerings. “I hadn’t realized,” said one spectator, “that this event is all about the food.”

With a prize bottle of champagne for the best-presented picnic lunch, and the aromas from the riders’ roast beef lunch wafting from a nearby tent, the event is indeed all about the food.

A healthy start is the best start

This National School Safety Week, from October 17 to 23, the Canada Safety Council recognizes that schools are communities of children. Children who are mindful of health and safety can have significant influence among their peers, and help to foster healthy school communities.

Children’s lifelong value systems are significantly shaped by the role models in their lives. That is why we encourage parents, guardians and educators to emulate healthy lifestyles for their school-aged children.

A healthy lifestyle includes getting enough exercise, eating balanced and nutritious meals, and developing healthy relationships.

Exercise: There are many benefits of regular exercise. Along with better fitness and strength, active kids often do better in school and socially by having fun playing with friends and learning new skills. Active children tend to be happier with better self-confidence than their sedentary counterparts.

Canadian and World Health Organization guidelines indicate that children and youth need 60 minutes of moderate-to-vigorous exercise every day. Moderate intensity exercises include bike riding, playground activities and skating. Examples of more vigorous exercises are swimming and running.

Unfortunately, most Canadian kids are not active enough. Data from the most recent Canadian Health Measures Survey (CHMS) indicates that only seven per cent of kids attain this level of activity. What’s more concerning, half of children and youth do not get even five minutes of vigorous activity on at least one day a week.

Inactivity has many consequences, including obesity. Obesity has been linked with many chronic diseases, including hypertension, type 2 diabetes, cardiovascular disease, osteoarthritis and certain types of cancer.

Close to one third (31.5 per cent) of five to 17 year-olds, an estimated 1.6 million Canadians, are classified as overweight (19.8 per cent) or obese (11.7 per cent), according to the CHMS.

Obese children are more likely than their healthyweight counterparts to become obese adults, making childhood obesity a significant public health concern.

Incorporating more exercise into a child’s routine can be as easy as going for a walk after supper and stopping at a neighbourhood park to play. Limit recreational screen time to no more than two hours a day and use active transportation such as walking or cycling whenever possible, rather than taking the car or the bus. It’s better for the environment and for your health!

Nutrition: Various studies indicate than more than four out of 10 Canadian children skip breakfast or do not eat breakfast every day. Skipping breakfast negatively impacts a child’s ability to succeed in school, and is a factor in challenges with problem-solving, shortterm memory and lack of focus and attention.

Eating breakfast improves attention, problem-solving skills, math and logical reasoning. Consistently eating breakfast also combats obesity, hyperactivity and depression in children. Make

eating breakfast a priority!

Canada’s Food Guide offers age-appropriate guidelines for children on serving sizes and the number of servings needed daily from each of the four food group for healthy growth and development. The Food Guide and other resources are available at hc-sc.gc.ca Healthy Relationships: Most children have some involvement in bullying as they grow up, either as aggressors or as victims. It is estimated that 10 to 15 per cent of children repeatedly bully others, and 10 to 15 per cent of children are repeatedly bullied. Younger children in elementary and middle school are more likely to bully others than older children in high school, according to PREVNet, a Canadian network of researchers and organizations working together to stop bullying.

Bullying is relational problem that arises because of a power imbalance, and it can have profound impacts on children and youth. These include mental and physical health issues such as anxiety, depression and eating disorders, along with poorer grades in school. Children

do not grow out of bullying on their own. Bullying that begins in elementary school, without intervention, can escalate into cyber-bullying, dating aggression and sexual harassment in the teen years. Sadly, many instances of teen suicide are linked to bullying.

Parents and educators clearly have an important responsibility to support children and youth in developing social skills, respect for themselves and others, social responsibility and good citizenship.

Part of this process is helping children comprehend that their actions, words and choices leave a mark on those around them – for better or for worse. In other words, teach children to treat others the same way they themselves would want to be treated.

Bullying thrives in secrecy. Break the silence and talk about bullying.

If you child is being bullied, coaching and roleplaying can help him or her become more assertive; for example, role-play a bullying scenario where your child learns to confidently say “STOP” to the aggressive behaviour. Encourage your child to tell you or a teacher if he or she is being bullied. Make a safety plan so your child can avoid locations where bullying is more likely to occur. Tell your children they are valued and loved as often as you can.

If your child is a bully, establish that his or her behaviour is not acceptable.

Consistently apply appropriate consequences for bad behaviours – these will vary, depending on your child’s actions. Encourage empathy, for example, by teaching your child how to identify emotions of victimized characters in stories or movies. Give clear praise to your child when you see him or her exhibiting positive behaviours.

Perhaps the most important thing you can do is model good behaviours in your relationships. Children tend to reflect what they are exposed to.

The government of BC is reviewing speed limits on longer stretches of provincial highways between communities, and will be seeking input from the public as well as the Union of BC Municipalities, ICBC, police and other key stakeholders. Practical recommendations from this review and a strategy for implementation will be ready in early spring 2014.

Public input, along with information gathered through a technical review of provincial highways, will be considered to identify areas where speed-limit changes would be appropriate.

At the same time, government will be seeking public input as it reviews how to reduce the risk of wildlife-related crashes on rural provincial highways, and reviews how to best ensure the safe movement of slower vehicles.

“This review will build on the good work done on speed limits over the years by involving the public in the discussion,” said Minister of Transportation and Infrastructure Todd Stone.

“We want to ensure

those travelling on our highways can do so as safely and efficiently as possible, and we’re interested in what British Columbians have to say as our review of speed limits and other important safety issues moves forward.”

Public engagement is an important part of the speed-limit review, and British Columbians will be able to have their say on rural highway speed limits at public forums in communities around the province, as well as through social media and online feedback. Forums will be held in Kamloops, Chilliwack, Nanaimo, Prince George, Dawson Creek, Vancouver, Kelowna and Cranbrook starting in November, with additional communities added as necessary.

The initial technical review is already underway. This work includes an evaluation of the latest research from around the world, as well as specific characteristics of BC highways, such as travel speed, safety history and the volume and mix of traffic.

At a Council meeting scheduled for October 23, 2013, following Committee of the Whole at 1:00 pm the Municipal Council of the District of Sechelt intends to consider a resolution to provide assistance to Sechelt Innovations Ltd. (the “Company”) in accordance with a partnering agreement between the Company and the District pursuant to Section 21 of the Community Charter. The assistance will be in the form of a $300,000 cash payment to assist the Company in carrying out its obligations to seek out, identify and encourage sustainable economic development in the District.

It is anticipated that the Company will issue 300,000 Class A shares to the District in consideration of the payment.
