Sechelt prepares for referendum vote as next step

L

oan Authorization Bylaw No. 532, 2014 has been approved by the Inspector of Municipalities and Sechelt confirms that it will be proceeding to a referendum on a new funding option for the community’s wastewater treatment facility.

The bylaw received three readings at the CounMarch 2012and was then cil meeting of January 15,29,2014 submitted to the Inspector of Municipalities for review and approval as required by legislation.

The funding option being put to referendum includes a non-repayable grant of up to $1 mil-

lion and borrowing of up to $7.4 million from the Federation of Canadian Municipalities Green Municipalities Fund (GMF). The loan would be repayable over 10 years at a fixed and favorable interest rate of 2.25 per cent.

Early in 2013, Sechelt Council confirmed a plan to pay for construction of the wastewater treatment facility. The option of accessing a long-term loan from the GMF was offered to the District in October, 2013. As the GMF funding option includes a loan repayable over a 10-year period, the assent of the electors

Sunshine Coast-based Coast Car Co-op (CCC) will officially launch on March 1, 2014, Executive Director Johan Stroman announced this week. The not-for-profit organization has received widespread support throughout the Sunshine Coast community. Starting with 45 members and two vehicles – a 2013 Toyota Prius C (hybrid car) and a new Dodge Grand Caravan (family van), CCC expects to add a third vehicle by May 1. Through a roaming agreement with Vancouverbased Modo The Car Coop, CCC members will have access to more than 300 vehicles in the Lower Mainland, including a new multi-passenger vehicle that will be placed in Horseshoe Bay to coincide with the launch.

A special free public event celebrating the launch will be held Saturday, March 1 at Gibsons Public Market at 11a.m. A short ceremony, followed by light snacks and displays will provide members and interested public with more information and ways to share

their own thoughts on local transportation.

“The community support has been exceptional,” said Stroman. “We are committed to providing the Sunshine Coast with a more affordable, convenient and greener option for transportation, and they have responded with huge support.

The model of a carsharing organization fits perfectly with the culture of the Coast. It provides access to a range of vehicles for those that normally bike, bus or walk, and it augments onecar households for when they need that second vehicle. As our membership increases on the coast, we will grow from three cars up to 10 or more here in the next three years.”

To join, Coast Car Coop members pay a one-time fully refundable membership fee of $400 ($750 for a couple), and a $25 registration fee. Then they only pay for usage: $5 per hour, plus $0.45/km for the first 50km ($0.25/km for additional trip kilometers).

Cost of gas, insurance, maintenance and roadside assistance are included.

Ferry Coalition presents petitions, letters to Premier District of Sechelt memo 1206

A BC Ferry Coalition delegation from the Lower Sunshine Coast held a press conference on Tuesday, February 4, at 10:30 a.m., on the steps of Canada Place Trade and Convention Centre to draw attention to the increasing damage being done to coastal Feb. 6, 2014 communities by BC Ferries’ service cuts and fare increases. Following the press conference the delegation delivered hundreds of personalized letters, addressed to Premier Christy Clark, to the Vancouver Cabinet offices at the World Trade Centre, Suite 740 – 999 Canada Place.

The letters were collected in conjunction with the BC Ferry Coalition’s Tell the Premier: Stop the Cuts and Listen to the People rallies held on January 18 along the Lower Sunshine Coast Highway. The seven Coast rallies, along with others held in Powell River and on Gabriola Island, attracted some 2,200 coastal residents who came out to express their outrage at the proposed BC Ferries service cuts and fare increases scheduled to take effect on April 1.

The Coalition claims that, since the BC Ferries’ current corporate model

was put in place, inflation in BC has increased by just 14.7 per cent over 10½ years while, depending on the route, ferry fares have increased by 50 per cent to 93 per cent, or three to six times the rate of inflation.

Jim Cleghorn, ViceChair of the BC Ferry Coalition noted “Coastal British Columbians do not take issue with being taxed for our fair share of the provincial highways budget, but we do take issue with being double-dipped by also having to pay an increasingly disproportionate share of the cost of BC Ferries.”

ICET report confirms young adults key to region’s economic success combination of both.

“It’s not surprising that more than one-quarter of all 20-24 year olds leave the ICET region,” said ICET Chair and Duncan Mayor Phil Kent. “It’s also not uncommon across Canada.

Young people from smaller communities move to major urban centres to pursue studies, to work or simply to spread their wings.”

The study also showed that while ICET-region youth often left home to head to Vancouver or Victoria, many also went east to Alberta, likely attracted by plentiful and high-paying oil-and-gas jobs.

Kent acknowledges that young adults leave their home communities for many reasons, but some will return after gaining education and experience elsewhere. They may decide that raising their own families is more desirable in a smaller community, housing is more affordable or they simply miss the lifestyle and the family and friends they left behind.

SCRD wraps budget discussions, anticipates 5.2 per cent tax boost The Sunshine Coast Regional District (SCRD) has wrapped up round one of budget meetings with a tax increase of 5.2 per cent over the 2013 budget year.

“The round-one numbers are very preliminary,” says Tina Perreault, SCRD Treasurer. “Year-end surpluses and deficits have not yet been finalized.”

The SCRD has three rounds of budget review, with the first round typically considering a wide range of projects and costs based on priorities. Some projects approved during round one include improvements in public transit ($44,000 for implementation of the Transit Future Plan), recreation facilities ($350,000 for capital maintenance and equipment replacement at Pender Pool), community parks ($57,250 for island trail maintenance and parks hut replacement), bike and walking paths ($370,000 gas tax revenue devoted to improvements), the Gibsons and District Fire Department, water departments and solid waste.

Other projects include the continuation of the Affordable Housing Committee, a development cost charge review for regional water,

and a series of energy savings projects to reduce BC Hydro costs.

“The Board is committed to delivering programs and services that are efficient, effective, and aligned with the priorities of residents and as captured within the Strategic Plan while keeping taxation as low as possible,” says Garry Nohr, SCRD Board Chair. “This year’s budget has been especially challenging with many essential projects still to be addressed.”

Major projects still awaiting Board decision include curbside recycling for Areas B and D, improvements at the Gibsons and District Aquatic Facility and landfill revenue shortfalls. These items will be brought forward to the round two budget meetings scheduled for February 18 and 19 at the SCRD Board Room, 1975 Field Road in Sechelt.

“Public input and feedback during budget meetings are very important,” says Perreault. “We urge citizens to add their voice to the decision making process and attend our meetings.”

“That’s why the Island Coastal Economic Trust exists,” he explained. “We provide financial support for economic infrastructure investments that lead to job creation. New jobs and new industries mean that our young people can see a future for themselves, right here on the Island.”

The report, written by Vann Struth Consulting, highlights the trend of people moving into the region in their early 30s, and the opportunity for ICET and communities to continue to build the foundations that allow people to live here and stay here for the long term.

Kent noted that industry, educational institutions, and governments should continue to work together to identify the concrete economic development activities that support young adults staying in the region to work and raise a family.

The study showed that while the ICET region had the greatest net out-migration of youth, the general patterns were consistent

across British Columbia.

Given ICET’s close proximity to the major urban centres of Victoria and Vancouver, it’s perhaps not surprising. The explanation, however, doesn’t negate the need for action according to ICET. While the Island Coastal Economic Trust’s focus is on economic development through financial support of ‘economic infrastructure’ projects, the Trust’s Board also pays attention

An economic analysis prepared for the Island Coastal Economic Trust (ICET) confirms what most residents already know: young adults are leaving the region, presenting a new challenge for employers and the economy as a whole.

The retention and attraction of youth is an issue in much of rural Canada.

Young people are critical for long-term community sustainability because they provide the next generation of workers and consumers, they contribute immeasurably to community spirit and vitality, and they eventually raise families and bring up the next generation.

However, one bright spot noted by the report is the increase in the number of people in their early 30s, some as young as late 20s, who are moving into the ICET region. This represents roughly half the number of people who left in their early 20s. While there is no way to quantify whether these are returning residents, or entirely new migrants, the report suggests that the inflow is a

“We know that outdoor recreation opportunities and modern amenities are important ‘lifestyle’ considerations for many young people when they’re thinking about leaving home or moving to a new location,” said ICET CEO Line Robert. “We’ve supported the development of transportation infrastructure, hiking trails and marine tourism projects that are

aimed at an external tourism market, but which also provide great quality of life enhancement for residents.

We know that those types of investments will also help to attract the younger demographic that we are seeing in many of our communities now.”

Editorial Opinion Occupying before there was Occupy As The Local prepared to go to press on Tuesday morning, a horde of angry Coast residents disembarked from the Queen of Coquitlam, bound for Canada Place Trade and Convention Centre where they expected to confront Premier Christie Clark and protest the recently-proposed round of ferry fare hikes and service cuts.

Clark doesn’t know what she’s up against.

The protesters – members and supporters of the Ferry Coalition – are mainly seniors who cut their teeth during the last seismic social shift of the 1960s and 70s. This was the generation that laid down the pattern of protest for civil rights, gender equality, ethnic respect and tolerance for sexual preference. With sitins and marches, they occupied long before Occupy.

The grey crusaders for our marine highway bring a wealth of life experience garnered since the days of the sit-in. Media-savvy, educated and articulate, they’ve rallied support through social online networking (which they embraced) and in-your-face public demonstrations (which they brought forward from their 1960s experience). The recent homegrown protest along Highway 101 that gathered letters and signatures drew national attention and its culmination, Tuesday’s protest and presentation, should attract the cameras as well. One hopes that Ms Clark can withstand the silver tide that is about to wash over her in full view of the nation.

This group will not be charmed by a pixie smile and platitudes. This group is fighting for something fundamental – the maintenance of affordable access to the rest of the province. If Whistler (with a year-round population that’s just a fraction of the Coast’s) is provided with access via a fully-subsidized highway, why can’t the rapidly-growing Sunshine Coast?

In the 1976 movie Network, in which the late Peter Finch played a network news anchor, he galvanized his audience to open their windows and shout “I’m mad as hell and I’m not gonna take it any more!” The phrase branded a generation. They’re still mad as hell.

And they’re still not gonna take it any more.

Letters to the Editor – Opinions Letter of the Week Editor’s Note: The following letter was sent to Mayor and Council of the Town of Gibsons and copied to The Local for publication.

Town needs economic driver I have lived in and around Gibsons all of my life and am a descendant of some of the first outside settlers to arrive here in the late 1800s. I have seen Gibsons grow, in my lifetime, from a sleepy little hamlet, home to mostly loggers, fishermen and millworkers, to a more diverse community. This diversity has given much in terms of flavour and colour to an already beautiful gem on BC’s west coast. As our town has grown over the years, there have been many changes – some positive additions that have increased the quality of life for the residents, others that have had little effect or detracted from the overall experience of living here.

The one constant central concern in our community has been the need for rational, well-planned economic development.

Lacking this, there are those of us who, still, have been fortunate enough to remain and raise our families here. But as the population of our village, then town, increased, the lack of meaningful opportunity drove most of my contemporaries to find their fortune elsewhere. There needs to be economic drivers that stimulate the growth to provide employment opportunities in the community and generate, for other local businesses, the customers who will leave positive impact as they explore our small piece of paradise.

I believe it is well past the

time for Gibsons to have such an economic driver.

I have been to many industry conventions and witnessed their positive effects on local businesses, which generate tax revenue sorely needed by local government to support programs and infrastructure.

There are ways to attract business and development, one being by example.

The George would provide much needed revitalization of lower Gibsons and provide such an example, attracting other groups with investment capital to enhance the Town’s potential. This is an opportunity we cannot afford to ignore. Gibsons is here, you cannot pull up the drawbridge.

There are those who oppose this development proposal and while I respect their opposition I do not share it. I clearly remember the Gibsons Bay area in the 1960s, most of it being a tidal flat with open sewers running to the sea. The homes were, for a large part, ramshackle and subject to tidal flooding every winter. A sewage system built in the 1970s addressed that problem but over time the old houses disappeared not to be replaced and a large part of our bay area became an unruly blackberry patch.

I have seen the plans and as I noted previously, I am in support of the development bein put forward by Mr. Klaus Fuerniss.

Support our activists and athletes Thank you to The Local Editor for giving many of us the opportunity to air our concerns.

As many have noticed , there is a great deal of local frustration being directed at BC ferries. This frustration is not new but what appears to be new is the size of the protests.

Historically, local government leaders and knowledgeable hard-working locals have warned BC Ferries not to raise fares too quickly and to be mindful of what costs should actually be borne by the Langdale run users. I would suggest that continuing to support this escalation in pricing without nary a whimper is unwise. Thank goodness, some local leaders and activists have said enough is enough. These people need your support, your prayers and your strength as this will be a long fight against a monolith.

Another group that will need your support is our Olympic athletes going to Sochi. Cheer for them and pray, hope, that they do well, hit personal bests on the largest stage, and make their home towns proud. I, for one, will be hoping and praying that they are safe.

I know that our Olympic athletes will make us all proud, but I am very concerned about their safety: innocent targets of angry Chechens, or spillover Middle Eastern Jihadist politics. I have mentioned Sochi security before in a letter to the editor and my tune has not changed.

That’s business I see a number of letters to the editor implying that the economic viability of The George is the public´s business. It is not – any more than it was with London Drugs. Nor should anyone have asked about my viability when I opened a business. Well, except me. And my accountant. That´s what free enterprise is all about.

Risk. The people spending the millions of dollars to do this have probably done some feasibility studies. It’s their money to lose and we only gain from it in the form of jobs, taxes and some much needed revitalization. If The George were to not succeed the banks would take over, not the Town, it would go up for sale and someone would come along and pay thirtyfive cents on the dollar for it and suddenly it’s a hotel again. That´s business.

Busy month for Agriculture Critic Notes from the Upper Mainland Nicholas Simons MLA, Powell River and Sunshine Coast

One of my first acts as Agriculture Critic in 2014 was to attend and participate in the State and Rural Leaders (SARL) Summit in Oklahoma City, Oklahoma during the first week of January. Unfortunately my flight was cancelled.

I was very disappointed I couldn’t be there, but I’ve been invited back next year.

SARL brings together legislators from states and provinces throughout North America to attend some or part of the Summit. I’d planned to attend a session called “Farm to School, Prison and Beyond” which dealt with the issue of localizing food production and distribution, and was presented by Julie Vanneste who works as the Sustainability Coordinator for the State of

Washington’s Department of Corrections. Other sessions dealt with legislation around invasive species, the governance of water, responses to severe weather, and issues facing first responders in rural areas. We heard from the Minister of Lands, Steve Thomson, who brought greetings from Minister of Agriculture Pat Pimm, who is recovering from cancer surgery, then from the 4H Club (Head, Heart, Hands and Health), which was celebrating its 100th anniversary; from Lydia Ryall, operator of Cropthorne Farms in Delta and winner of the BC/Yu-

kon Outstanding Young Farmer Award; and of course, from Her Honour the Lieutenant Governor, rancher Judith Guichon.

While the hearings into the Site C dam were taking place I took the opportunity to visit Fort St. John.

Such an important decision with the Provincial interest at stake, I was disappointed and perturbed at the fact that hearings were only taking place in the north. The project has potentially huge implications on the cost of our power, the future of farmland, the importance of respecting First Nations’ heritage and traditional lands, and impact on wildlife, just to name a few areas of concern. The unabashed attitude of the current government towards the Agricultural Land Commission and Reserve makes many wonder if the playing field is being politically tilted towards oil and gas development to the detriment of preserving land for future generations’ agricultural needs.

Readers may be well into the celebration of the Lunar New Year, a highlight of which is the Annual Asian New Year Celebration, marked February 8 this year in the West Van part of the riding, thanks to the efforts of 70 or more volunteers with whom I work to create this festival of music, dance, and great cuisine.

That same community spirit filled the room January 14, when over 75 community leaders met in Britannia Beach to discuss the future of Howe Sound.

Participants included MLAs Jordan Sturdy and Nicholas Simons, representatives from half a dozen local governments, and other members of the public. The fourhour meeting led to three conclusions.

Firstly, it’s clearer than ever that we need a longterm plan that will embrace aspects of tourism, other industry, and the environment to ensure that decision-makers balance competing interests in an informed manner with a multi-generational perspective. The importance of

such a plan in our riding is obvious, given the vital nature of Howe Sound to so many of our constituents, not to mention the tourists and visitors who flock to our area. The process involved in creating such a long-term plan may sound intimidating, but I take confidence, given the keen interest from such a broad cross-section of our area’s community leaders.

The other issues that preoccupied participants were ferries and abandoned vessels. While ferries are not a matter of Federal jurisdiction, I am aware of their critical importance to the lives of Coast residents. I have

ensured the Federal Minister of Transport is aware of current circumstances; she and local Coast leaders are keen to get together, if only by phone, so she can be thoroughly briefed.

Finally, on the matter of abandoned vessels, I am working with Mayors and Councillors from the affected riding communities.

Building on my work with them over the past years, we will address a brief to the Minister of Transport on what might be done next.

As we enter the Year of the Horse, I am settled in the saddle, and look forward to riding with you in this New Year.

In large, heavy skillet or saucepan, sauté onion, garlic, green peppers and celery in olive oil until just softened.

Roberts Creek Elementary planting ‘Seeds of Collaboration’ Proposed garden on unused school property could be community teaching facility and an opportunity for students to get more ‘Vitamin O – Outside time.’

Approximately 50 people – including representatives of School District No. 46 (SD46), the SCRD, supportive community members, school staff and parents – filled the Roberts Creek Elementary School Library recently for a presentation by Dr. Leta Berchailo of Powell River, coordinator of the Discover Imaginate Grow Schoolyard (DIGS) garden project at James Thomson Elementary whereby the school and the community

collaborated to create a garden on the school grounds similar to the current proposal for Roberts Creek.

The proposed site of the garden is part of the school grounds, comprising .07 hectares (1/6 acre) sited outside of the fence, is not currently utilized. Betty Baxter, SD46 Board Chair, noted that the Trustees passed a motion three years ago stating that they would like to see this parcel developed as a garden. “We made it to yes – how (we get there) is more difficult.” An agreement whereby the community and the school may be sharing part of the grounds would be a first for SD46, which has not developed

Steinman created the series after working in restaurants and as a food journalist.

A 2013 survey from Fidelity Investments revealed the average baby boomer is on track to reach just 81 per cent of their retirement income needs for food, shelter and medical care. Men and women over 50 know that the sand in their earnings hourglass is running out, and those behind on retirement savings need to make the most of their earnings in the years ahead.

Examine all monthly and annual expenses to find ways to trim some fat, such as downsizing to a less expensive and more fuel-efficient vehicle, using public transit whenever possible, cancelling country club memberships in favor of golfing on more affordable public courses, or giving up that daily latte. Slashing spending won’t be easy, but doing so is the first step toward catching up on retirement savings.

If you have not been contributing the maximum amount to a retirement plan, start doing so.

your contributions.

Put more in traditional savings accounts.

Though it’s best to put as much money into tax-free savings accounts, if you are already maxing out your contributions it’s still good to sock away funds into a traditional account. The benefit here is the money you put into traditional savings accounts has already been taxed so you won’t incur any bills from the tax man once you begin to use that money down the road.

Postpone retirement.

A growing number of baby boomers have chosen this option while they build a more substantial retirement portfolio while decreasing the amount of time they’ll be relying on savings and investment income.

Latter-day lovers still say it with flowers Flowers can speak a language of their own For centuries, flowers, herbs and various plants have given much pleasure to people of all the nations, because their beauty has the unique ability to bring cheer when someone is ill or downhearted, their fragrances can be used to make lovely perfumes, delicate foliage can be used for certain medicines and foods, and pungent smells can bestir mood.

The Victorians gave them a language all their own called ‘floriography’ but long prior to that, many flowers and plants generations had traditional religious and symbolic meanings, and still do today.

For example, there were references given to flowers, herbs and plants in Biblical times, and during the Middle Ages herbs were believed by some to have magical powers and given a place of honor in the royal floral gardens.

History relates that during the reign of Queen Victoria (1837 – 1901), the language of flowers was as important to people as

being ‘well dressed.’ For example, the recognizable scent of a particular flower, plant or perhaps a scented handkerchief sent its own unique message. Flowers would convey messages of love or dislike depending upon which ones were given, their sizes, how they were held, or also grouped together. They had a silent meaning of their very own, and could ‘say’ what was not dared to be spoken.

Even the manner in which flowers were sent had a special meaning. A flower presented in an upright position represented a positive thought whereas one presented in the opposite direction had a negative

meaning. A person could say ‘yes’ by offering a flower with the right hand - the left hand ‘no.’

Dictionaries were written to explain this language to all, and were especially used by lovers.

Roses symbolized love, in general, but each variety and color had its own meaning. Lilies generally symbolized beauty, but it also has many varieties, thus many diversified meanings. Consider the quandary that could have developed if lovers used two different dictionaries with each possibly having its own connotation. There could, potentially, be some real misunderstandings!

Today, one may find it difficult to express their true feelings. One may wonder, ‘How do I say I love you?’ or ‘I want to be your friend’ or ‘You are special.’ Rather than writing a poem or song, a gift of flowers, with an accompanying card that explains their meaning, sends a clear and caring message. www.victorianbazzar.com

Of all the cars on this list, the earliest version of the Porsche 911 Turbo Carrera (otherwise known as the 930) is probably the one most capable of preventing the fulfillment of one’s automotive bucket list. Early 930s were somewhat diabolical cars with tires that were a bit too small and a turbocharger that lit up suddenly and with a vengeance. The turbo’s abrupt nature could make for scary driving at inopportune times (like the apex of a corner). But it’s the car’s ability to bite back that can make it so much fun and a genuine accomplishment to master.

Hybrid vehicles have never been more affordable and certainly well worth consideration, if you’re thinking about buying a new vehicle.

Tesla CEO Elon Musk recently equated hybrid vehicles to early amphibians that hopped out of the oceans, learned to survive on land and eventually disappeared.

Ironically, if the electric vehicle (EV) evolved in a similar way, Tesla (an exclusively EV company) wouldn’t exist right now and this would probably be in a vibrant Hybrid Age! Despite the early birth of production EV, hybrid (HEV) and now plugin hybrid electric vehicle (PHEV) sales continue to rise, new models continue to arrive and at least three all-new PHEVs are expected later this year.

A HEV functions just like, or similar to, a conventional gas-engine vehicle from a driver/owner perspective. It consumes substantially less fuel, especially in an urban environment, and a regenerative braking system can greatly extend the life of brake friction pads.

A PHEV increases the energy saving, money saving, and greenhouse gas reducing advantages by tapping into an electrical source and pulling relatively inexpensive electrical power off the main grid. It then uses this energy to go further on electrical power alone. How far depends primarily on the capacity (size) of its storage bat-

tery, but also on the drive system, the terrain and weather conditions and how the PHEV is driven.

Lugging around a bigger battery obviously increases the weight of a PHEV and it takes up either passenger cabin or more likely trunk cargo space. The latest lithium-ion battery packs are lighter and more compact, but the space sacrifice is something that a prospective owner must be willing to live with.

Hybrid owner feedback is generally very positive and the fuel savings can be substantial. That said, you generally pay a premium for this technology, but that gap is rapidly narrowing. Last year, GM slashed $5,000 off the price of its popular Chevrolet Volt, the best selling PHEV

on the market. While GM marketing promotes the Volt as an “extended range” electric vehicle, as its road wheels are always driven by an electric motor, it’s still classified as a PHEV. A small on-board gas engine generates electricity, when necessary.

The new Honda Accord Hybrid (a HEV) further blurs the differences between HEV and PHEV, as it uses the same two-motor powertrain used in the Accord Plug-in Hybrid (a PHEV edition that’s currently only sold in selected markets). At speeds under 80 km/h the road wheels are driven by an electric motor and its Atkinson cycle gas engine is only used to generate electrical power, when needed.

And if you’re caught going more than 60 km/h, you’ll pay $483.

Vehicle impoundment: Besides the violation ticket fine and driver risk premium, police can immediately impound your vehicle for seven days for those travelling 40 km or more over the posted speed limit.

This could escalate to 30 or 60 days for repeat offenders.

The owner is then required to pay the vehicle towing and storage fees to get their vehicle back.

Choosing HEV or PHEV boils-down to whether an owner can take full advantage of the plug-in electrical storage feature and normal driving commutes are within the electric-only speed Text and distance range of the PHEV. A low-speed urban driving commute allowing the PHEV to be charged at home overnight and topped-up again while at work, during the day, would be an ideal scenario.

While the popularity of hybrid vehicles continues to grow, barring a sudden spike in the price of oil/ gasoline, a meteoric rise in the popularity of alternatives to the old reliable gas engine vehicle is unlikely.

Then again, who knows what the future, or the next twist in evolution, will bring. Hybrid vehicles have never been more affordable and certainly well worth consideration, if you’re thinking about buying a new vehicle.
