Seniors’ residence proposal criticized at the public hearing on April 12 on rezoning and amending the official Community Plan for the Clayton Lands development, which would be known as Wesbrooke by the Sea. Four of the speakers were critical of the proposal, two were positive and one stated no preference.

There was no dispute that the project’s 116 units—with a mix of assisted and supportive care—will help meet the needs of the Sunshine Coast’s aging demographic. But there are concerns about the building’s 16.8-metre height and the amount of vehicle traffic the residences

The annual Day of Mourning on April 28 will commemorate 122 BC workers who died last year as a result of their jobs, including local logger John Phare. Phare, aged 60, was killed by a falling tree July 5, 2015 while helping to fight the Old Sechelt Mine wildfire. A public ceremony will be held Thursday, April 28 at 11am in Dougall Park, 516 Gower Point Rd., in Gibsons. There will be presentations by Ron Norgaard, of the Sunshine Coast Labour Council, and Mark Benoit, an occupational safety worker with WorkSafeBC. In 2015, there were a total

122 work-related deaths in BC; 72 were caused by occupational disease primarily resulting from exposure to asbestos decades ago, and 50 resulted from traumatic injuries. The Canadian Labour Congress created and held the first National Day of Mourning ceremony on April 28, 1984, making Canada the first country to formally commemorate workers killed in the workplace. Today, Day of Mourning ceremonies take place around the world and and will be marked by more than 25 ceremonies in B.C. Staff

Letters to the Editor – Opinions Fear mongering Having attended the April 6 Council meeting, we came away very disappointed in the manipulation of information by Mayor Milne regarding the capacity of and future upgrades required to the Water Resource Centre. We felt this was fear mongering at it’s worst with misrepresentation of information based on ridiculous projections of Sechelt growth. It was with ‘glee’ that the Mayor relished in the “bombshell” of the need to spend $22 million within the next five years on our system. (see YouTube) The Urban Systems report clearly states that this expenditure would be as a result of an additional 5,900 household hookups (14,000 people) to the system by 2035. Mayor Milne has already made clear that he will not endorse the new SSC development being included in these hookups even though staff recommended it and SSC are prepared to pay the cost. This leaves 5,900 hookups which could include existing homes in Davis Bay, Selma

Park, West Sechelt etc… but that would require significant funding to build the infrastructure before they could hookup. Is this in the fiveyear budget? The remainder of hookups would be new construction, which in turn would be paying DCC’s (Development Cost Charges) to the District to offset the cost. Speaking of DCC’s, what has happened to the new DCC bylaw update, which was on Council's Agenda for May/ June 2015? The District is losing a significant amount of revenue from developers if this hasn’t been completed. A further projection by Urban Systems of $3.3 million to upgrade the outfall into the ocean from WRC would seem unnecessary if we utilized the outstanding reclaimed water now available to us for landscape purposes, as was the intention. Enough with the fear mongering, taxpayers deserve unbiased, honest governance. For refugees I would like to express my thanks to everyone who attended the April 15 screening of the documentary “Salam Neighbor” in Sechelt. Donations at the door totaled $737, with $150 more paid online. I plan to give this money to the Syrian Refugee Sponsorship Committee and several other groups on the Lower Sunshine Coast working to bring

Syrian refugee families to our community. " All the World's a Stage puts a fresh spin on some of the Bard's most iconic comedies and dramas without sacrificing his magnificent poetry. Sechelt faces ‘large-scale threats:’ Muller Some Sechelt municipal councillors are sounding the alarm over the District’s financial situation as they prepare to give final approval to the 2016 budget. “[There are potentially] $40 million dollars in capital requirements over the next five years that we need to consider,” Councillor Noel Muller noted at the April 13 meeting of Council. “Additionally we have an operating budget that is $3.8 million over our annual revenue.” The operating budget forecasts about $14.3 million in revenues, but about $18.2 million in expenditures. The capital budget’s expenditures total $2.9 million in 2016. “Currently, all capital spending is coming from reserves, grants or borrowing,” Muller added. “We have a debt saturation, which means that without a referendum, Sechelt cannot borrow any more money to debt service over $500,000 a year, which is not very much—not enough, at least, to consider what’s in front of us.” Muller called the potential expenditures, “large-scale threats to our financial position that will take years to fix.” Councillor Jim Wright also found little to celebrate. “It’s what I would call a status quo budget, which means we are really doing very little different,” Wright said. “The current financial situation

that this District finds itself in, we need to work a whole lot smarter and a whole lot more efficient.” Wright called the budget “a disappointment, at best.” Mayor Bruce Milne said he shared to some degree the councillors’ concerns, and criticized the practice of putting a portion of property tax revenues into general reserves rather than allocating it toward named expenses. “My position is, if you don’t know in April where you want to spend the money, you shouldn’t be spending that money,” Milne said. “The only way to control your impulses as a council that spends based on community

demand is to put that money away into specific reserves.” Chief Administrative Officer Tim Palmer told Council that the District’s new Director of Finance, Douglas Stewart, was to start work on April 18, and that Palmer expected Stewart would be having, “a thorough discussion” on 2017 expenditures, “well in advance of 2017.” Milne then warned that there would be, “extensive fiscal realignment in the next two years, and our work will be to prepare the community for that.” The budget passed second and third readings 5-1, with Wright opposing on both votes. A local government budget needs to go beyond lists of revenues, operating expenses and capital projects. It needs to be supported by a plan for how those transactions will help meet the community’s strategic goals. Although Earth Day is being celebrated on the Sunshine Coast April 24, the official Earth Day is April 22. And April 22 marks the anniversary of the birth of the modern environmental movement in 1970. The height of counterculture in the United States, 1970 brought the death of Jimi Hendrix, the last Beatles album, and Simon & Garfunkel’s “Bridge Over Troubled Water.” War raged in Vietnam and students nationwide overwhelmingly opposed it. At the time, Americans were slurping leaded gas through massive V8 sedans. Industry belched out smoke and sludge with little fear of legal consequences or bad press. Air pollution was com-

monly accepted as the smell of prosperity. “Environment” was a word that appeared more often in spelling bees than on the evening news. The idea for a national day to focus on the environment came to Earth Day founder Gaylord Nelson, then a U.S. Senator from Wisconsin, after witnessing the ravages of the 1969 massive oil spill in Santa Barbara. Inspired by the student anti-war movement, he realized that if he could infuse that energy with an emerging public consciousness about air and water pollution, it would force environmental protection onto the national political agenda. Senator Nelson announced the idea for a “national teach-in on the environment”. April 22, falling

between spring break and final exams, was selected as the date. Earth Day 1970 achieved a rare political alignment, enlisting support from Republicans and Democrats, rich and poor, city slickers and farmers, tycoons and labour leaders. By the end of that year, the first Earth Day had led to the creation of the U.S. Environmental Protection Agency and the passage of the Clean Air, Clean Water, and Endangered Species Acts. Earth Day is now the largest secular observance in the world, celebrated by more than a billion people every year, and a day of action that changes human behaviour and provokes policy changes. As the earth around us wakes up from its Winter dormancy, we Sunshine Coasters are reminded of how fortunate we are to live in such a spectacular natural setting. Gardeners of every skill level can find a bounty of resources at the library to inspire and assist with their plans. Our gardening collection is extensive, and includes every topic from pruning trees to composting to permaculture. On Saturday, May 7 we will have Master Gardener Maureen Bodie at the library from 11am-2:00pm to answer any questions you may have about the green world: a plant sale will take place at the same time in our foyer. On another green note, in honour of Earth Day, the library will be presenting a free screening of Director Avi Lewis’ This Changes Everything based on the international non-fiction bestseller book by Naomi Klein on Wednesday, April 27 from 6-8pm. The film builds on Klein’s most controversial and exciting idea: that we can seize the existential crisis of climate change to transform our failed economic system into something radically better. Seating is limited for this screening, and will be on a first come/ first served basis. The vibrancy of Spring will also be celebrated with some exciting upcoming author events. April is National Poetry Month, and poets Marion Quednau and Heidi Marian will be offering their poetry inspired by this year’s theme The Road: “Perhaps this morning, you walked to work. Maybe you drove. Maybe you took a bus to school, maybe you stayed home, on the road to recovery. You travelled today, certainly from point A to point B through a map of your choosing…”. The event is on Thur., April 21 at 6:30pm. Chief Feschuk, a director on the SCRD board from SIB, was one of the two leaders, the other from the Kamloops Band, who put this case forward and travelled Canada to get the support of all the other Community and Partnership Coordinator. bands. The gala was a successful event and now proponents say they only need an interview with Federal Minister Bennett to negotiate an agreement. Like constituents in the Granthams Landing area, who are fundraising for a renovation to their community hall, the people of Halfmoon Bay are taking on the task of building a new hall at Coopers Green. Their first gala is on April 23 at the Rockwater Resort; this will lead to further fundraising events in

order to complete the hall by the end of 2017. Congratulations go to the organizers in both communities who have demonstrated impressive public spirit to take on these initiatives. The SCRD staff and board members initiated the first of many public engagement processes at Eric Cardinal Hall, with meetings held over two days to gain input on Persephone brewing. A good turnout of people not only from Area F but from other areas of the Coast gave

their views on this social enterprise concept. All comments from the meetings will be summarized and put in a staff report to the board for a bylaw decision. Over the next month there will be more communication to the public on the new public engagement, advocacy, and advisory programs coming from SCRD staff and board. Please check the local papers and SCRD website for information on the emergency drought management plan and the installation of water

meters. If you have any questions or concerns, please contact SCRD staff for up-to-date, accurate information. The CAO and Chair of SCRD hope to have a meeting by the end of April with the Minister of Forests to talk about gaining more control in the watershed. Millennium Park at Madeira Park’s Government Wharf will be the site of the 15th annual April Tools Wooden Boat Challenge on April 30. The contestants’ boat-building task, not revealed until one hour before the beginning of construction, will be unique but doable, requiring a little

skill and a lot of imagination. One hour of planning will be followed by three hours of furious building, but not with any sissy power tools—hand tools and battery screw guns only. The adult builders will then get a breather while the teenagers race for the trophy,

followed by the considerably wetter Fun Race. Meanwhile there will be a whole bunch of free activities to entertain the little kids, topped by the everpopular mini-boat building. The adults will follow the teenagers onto the water. To register a team of up to four, contact Jackie at (604)

Turf-sur�ing boards could change golf Sechelt’s golf club has become the first in southwestern B.C. to offer players what could be the biggest gamechanger since the 1950’s introduction of the motorized cart—the golfboard. It’s basically an oversized, battery-operated skate-

board with large, inflated, turf-friendly tires and a front mount to hold a golf bag. Blue Ocean Golf Club General Manager Barrie McWha was introduced to the device at a recent golf trade show and said he saw the potential immediately. He quickly ordered

four of them, which are now at the club, ready for rental. “They say it’s ‘surfing the earth’ or ‘surfing the turf,’ and that’s just what it feels like,” said McWha. The boards also have the potential of speeding up the game, where a full round can

take four hours to play, even with a golf cart. “If we can get them out in the first foursome of the day, they’ll play 18 holes in two and a-half hours,” McWha added. “So that addresses the whole time issue with golf.” The only other places to offer golfboards in B.C. right now are Nk’Mip Golf Club in Oliver and Predator Ridge near Vernon, McWha said. Although it looks like something that only a 20- or

30-year-old would dare to try, that’s not the case, according to Mark Nielsen, GolfBoard’s Director of Sales in Canada. “The average age of golfboard users is 41, and more than one third are over 50,” Neilsen said. Like a skateboard, there’s no steering mechanism. The board’s front wheels change direction as the rider gently leans one way or the other. Golfers who want to rent a board must watch an eight-

minute how-to video, be quickly tested by staff and then they’re good to go, no safety equipment needed. And users only have to do the training once. Blue Ocean staff member Tom Sinclair said riding one took him just minutes to get the hang of. “I don’t skate, I don’t snowboard and I don’t skateboard. Still, for me it was pretty easy,” said the 50-something Sinclair. Rik Jespersen

Matthew Lovegrove plays the Artesia Coffee House on Friday, April 29 at the Sunshine Coast Arts Centre. Lovegrove, who some readers may know as the Manager of the Sunshine Coast Museum and Archives, is a musician at heart. He’s been making music and playing guitar since his teen years when his dad turned him onto folk music with his expansive collection of classic records that included Gordon Lightfoot and Neil Young. When Lovegrove found himself living in Kananaskis, he was inspired to create an album of songs that would capture the Rockies through music. “It was away to explore the landscape and the culture of the Rocky Mountains in song,” says Lovegrove. He put together a band called Woodland Telegraph and released Sings Revival Hymns, which was Canadian Album of the Year on the CBC Galaxie Folk/ Roots chart. The idea then came to Lovegrove to create a Canadian Landscape Triology in song. So when a little while later, Lovegrove found himself living in Lethbridge, he created From the Fields, an album about the prairies. “That really intrigued me,” says Lovegrove, about the process of writing landscape into music. “After the first album it was: how do I explore different places

in Canada through the songs that I write?” The album that completes the trilogy, Screendeath Summersong, explores an entirely different sort of landscape as Lovegrove explores our growing love affair with technology. Spending a lot of time on computers himself, he noticed how, more and more, people are connecting with a variety of screens and not directly with each other. “But we’re connected through Facebook and the internet,” contends Lovegrove. “It’s almost on a third realm,” he says. “It’s psychedelic and affects how we perceive the landscape. It’s like a mental landscape.” The challenge of exploring landscape in song is perhaps easier for a folk artist, especially one such as Lovegrove, who writes all his lyrics. “The lyrics are a huge piece so a lot of the songs are very geographical with references to the land and the land forms,” explains Lovegrove. “The political aspects of folk music also resonate with me. Folk music is relevant when it’s
