It was a team effort – a text-book emergency response – when a small float plane crashed into the ocean west of Davis Bay just before 1pm on July 30. The privately-owned plane sank, but a nearby tugboat dropped its tow and picked three men out of the water, all of them reported to be okay. A hovercraft then transported the three to the beach at Davis Bay where they were met by police, firemen and ambulance crews. The crash is being investigated by Transport Canada. Housing costs deter police of�icers The cost of living on the Sunshine Coast is too high for some RCMP of�icers who have an option not to come here. RCMP Detachment Commander S/Sgt. Poppy Hallam told Gibsons councilors in a committee of the whole meeting July 23 the detachment has a number of vacancies that it is having dif�iculty �illing. “I had three experienced police of�icers show interest in coming to the Coast. Within two weeks, all three declined. With housing prices and rents what they are, these of�icers could not �inancially make it work for their families. That is a resourcing challenge for us,” said S/Sgt. Hallam. A graph on the RCMP website shows a constable’s salary starting at $53,144 a year, rising to $86,110 after about three years. With other emergency service providers also experiencing recruiting problems related to housing costs, there is a trickle-down effect on RCMP workloads, she said. Of�icers wait with people that they have brought to the hospital

for medical attention until they are admitted or released. If there is a long wait, due to staf�ing shortages in the emergency ward or mental health unit, those of�icers cannot attend to other calls. Mayor Bill Beamish noted that the SCRD Board has requested that the federal government look at providing an allowance to of�icers residing on the Coast to offset higher housing costs. Such allowances are provided to federal employees working in northern Canada and resort areas where the cost of living is higher than the national average. Meanwhile, S/Sgt. Hallam told the Gibsons councilors – preparing for public information meetings on the School Rd. supportive housing project – that it is too early to gauge the impact of increased services for the homeless on community safety in Sechelt. In her view, having more secure areas with trained staff, video surveillance and other services for homeless individuals is an improvement in Sechelt. “We were

responding to numerous complaints around violence directed at people who were living outside,” said S/Sgt. Hallam. She reported that the area around St. Hilda’s in Sechelt had been particularly bad, but that these calls have begun to taper off. When asked if the increased housing spaces have attracted new homeless people to the area, she said “there certainly are some new faces in town”. To access Sechelt’s recently built supportive housing apartments, individuals need to be Coast residents for one year. When people with long term connections to the Coast move away and then return, they may be ineligible for supportive housing until they re-establish residency. Some individuals also bring along partners who have never lived on the Coast. If their partner is ineligible for supportive housing, they may choose, as a couple, to stay in RainCity’s temporary shelter facility or outside. Connie Jordison

The plan – and hope – for a new hospice A four-bed hospice with family support space, built for future expansion to eight beds and located with the proposed Silverstone seniors facility is the goal of the Sunshine Coast Hospice Society. The Sunshine Coast Regional Hospital District (SCRHD) Board supports the project in principle. On July 25, it asked staff for a report on administrative and funding details needed to allow the SCRHD to provide �inancial support at the board’s Oct. 17 meeting. Society representatives, Donna Shugar, Denis Fafard and Jacqui Scott updated the board on its plans to double the number of hospice beds on the Coast. The society has reviewed construction costs for similar hospices in Squamish and Powell River. It estimates the cost of its proposed project at four to �ive million dollars. Money to build it needs to be raised locally, through the SCRHD and community fundraising. The pro-

vincincial government does not provide capital funding for hospice facilities. If it is built, Vancouver Coastal Health (VCH) has committed to fund operation of the new hospice in conjunction with the Silverstone facility. As Silverstone will be operated by Trellis Seniors Care, a VCH contractor and private company, society volunteers will not be able to provide services in the new hospice. Should the area be unable to raise funds for the new home to serve residents nearing the end of their lives, VCH and its contractor Trellis have committed to provide two hospice beds in the Silverstone facility. No family support space would be included. VCH and Trellis are currently negotiating a land lease to locate the Silverstone project on shíshálh Nation land in Wilson Creek. The society believes constructing a new hospice in conjunction with Silverstone

will be the best and most economical approach. To start construction, it needs to have commitments for 70 per cent of the construction costs. “The creation of a home for hospice will touch the lives of every individual in our community either directly or indirectly and we believe that this is an essential investment in health care,” said Shugar. The demand for hospice services is increasing nation-wide. According to society research, 80 per cent of individuals say they want to die at home. Only 20 per cent do. Currently the Society has two hospice rooms and a family room at Shorncliffe intermediate care facility. These are slated to close when the Silverstone facility comes online. If the new hospice can be funded, the two beds promised by VCH in the Silverstone facility would then be available for general seniors’ care. Connie Jordison

How to SPOT fake news With new funding from the Digital Citizen Initiative of the Department of Canadian Heritage, News Media Canada has announced plans to launch an educational program to empower Canadians in the �ight against fake news. SPOT Fake News Online will provide a simple tool to help Canadians of all ages critically assess online news and information by asking four critical questions when reading information online: • S: Is this a credible Source? • P: is the Perspective biased? • O: are Other sources reporting the same story? • T: is the story Timely? “We know that 65 per cent of Canadians are worried about false information being used as a weapon,” said John Hinds, president and CEO of News Media Canada. “And as we head into an election this fall, we know that fake news is an especially pressing issue.” “Access to accurate, diverse and relevant news is crucial to our democracy,” said Pablo Rodriguez, minister of Canadian Heritage and Multiculturalism, when announcing the funding being provided to News Media Canada and other citizen-focused activities. “In response to the increase in disinformation published online and through social media, our government has made it a priority to help equip citizens with the tools and skills needed to critically assess online information.” The multi-faceted and bilingual SPOT Fake News Online program will launch this fall, and will include educational video content, a new microsite, a national PR campaign and a comprehensive print and digital newspaper advertising campaign in News Media Canada’s member newspapers. News Media Canada is the national association of the Canadian news media industry, with members in every province and territory. “There is an urgent need to ensure that all Canadians can critically assess what they’re reading and watching online. We’re thankful to the Canadian government for recognizing this need, and proud to be launching a tangible tool through our SPOT Fake News Online campaign to help build citizens’ critical thinking, preparedness and increase resiliency to disinformation,” concludes Hinds. Funding for this new initiative is part of a $7-million allocation that was announced in January of this year. All programs being funded by Canadian Heritage promote civic, news and digital media literacy to help citizens become resilient against online harms. Canadian Heritage will also invest $19.4 million over four years in a new Digital Citizen Research Program to help Canadians understand online disinformation and its impact on Canadian society, and to build the evidence base that will be used to identify possible actions and future policy-making in this space. Gibsons chosen for government pot shop The BC Liquor Distribution Branch (BCLDB) has applied to locate a cannabis retail operation in Sunnycrest Mall on Gibsons Way. The application was received by the Town of Gibsons on June 27. When advised of the application at the July 23 committee of the whole meeting, council members expressed concerns about the proximity of the location to public schools. BCLDB currently operates a liquor store in that mall. The application is being processed by staff. Referrals to impacted agencies are to be sent out shortly. The next scheduled opportunity for the application to come before the Town’s planning committee would be at the Sept. 17 meeting. Lesley-Anne Staats, director of planning, noted that the application includes com-

ment letters from merchants who operate in proximity to a provincial cannabis store in Kamloops. That outlet is in a strip mall. The District of Sechelt, meanwhile, hosted a public hearing on July 24 about proposed amendments to its zoning bylaw to regulate cannabis growing, production and retailing. About a dozen members of the public attended. The majority of the public comments were related to the proposed restrictions surrounding cultivation and production on Agricultural Reserve Lands (ALR). Speakers said that much of Sechelt’s ALR lands are not suitable for growing crops that require more fertile and arable soils, making cannabis a potential economic opportunity for these property owners. Concerns were also voiced

that the rules included in the proposed bylaw could make it dif�icult for local growers who currently operate in the black or grey market to transition to legal entrepreneurs. One of these individuals introduced himself as a “long time grower – �irst time speaker”, which drew laughter from the audience. The impact of increased demands on the area’s water supply, as well as concerns about waste disposal and pesticide use from cannabis operations were voiced. Councillor Tomalso Lamb. who was in attendance before the hearing was called to order, did not participate. He identi�ied that he could be perceived to be in a con�lict of interest position, given that he owns lands in the district that could be used by cannabis companies. Connie Jordison

New corporate of�icer for SCRD The Sunshine Coast Regional District (SCRD) is pleased to announce the appointment of Sherry Reid as the new SCRD Corporate Of�icer, after serving six years as the deputy corporate of�icer. Prior to joining the SCRD, Sherry’s work in the non-pro�it sector included managing public education and alliance building programs for the British Columbia Environmental Network. She also developed and directed education programs for BC Spaces for Nature, a provincial conservation organization. In 2012, she was contracted by the Town of Gibsons to co-lead an economic development feasibility study for the production of street festivals in Gibsons Landing. At the beginning of 2013, Sherry joined the SCRD where she has since served as the deputy corporate of�icer and has been appointed

deputy chief election of�icer for the last two local elections. “We are delighted that Sherry has accepted this challenging and critically import-

No one likes change. We dig in our heels and drag along. Nooo. So why would they change Creek Daze, that blissful spacey day celebrating joy, music, food, and hi-jinks? Creek Daze is the annual community celebration in Roberts Creek, scheduled for Saturday August 10. And Creek Daze is indeed changing this year. It’s changing location – from the Mandala to the Roberts Creek School. It’s changing focus – from lowkey music and milling about to a “Country Fair” with dunk tank, petting zoo, bouncy castle, fun swing ride, obstacle course etc., all at a toonie or so a pop. But in a way, it is go-

ing back to its roots. The Daze started with the Roberts Creek Community Association in a bind about keeping the Roberts Creek Hall up. A group of Creekers brainstormed about what to do and came up with the name – Creek Daze – and many of the events that continue even with this year’s changes (and some that don’t). There will still be a Higgeldy-Piggeldy parade. In 1978, it was led by a guy on a tractor. This year’s will start at Krause Road at 11am. There will be stilt walkers, and candy �loss, lots of great food, music, the amazing book sale at the library. But it seems the brilliant satirical

Mr. Roberts Creek contest has faded into history. And as far as I know there are no crazy baseball games planned. The 1978 Creek Daze was successful. They were able to build the new foundation on the Hall. And Creek Daze kept going for 41 years. It has been held at Flume Beach, behind the Gumboot, in Cliff Gilker Park, and down by the pier. In 1994 there was a Gumboot painting contest. In 2004, it rained. This year’s revamped Creek Daze is also motivated by a need to raise money – to build a new roof for the Hall. Olympic Gibsons and Sechelt basketball teams took part in the 4th Annual Daniel Kingsbury Basketball Tourney. The Sechelt Ravens (Destiny Wallbaum, Dustin Archer, Mike Brooks, Brandon Lacey and Chris Walker) played against the Gibsons Grizzles (Sam Fitzgerald, Amber Maher, Bruce Stuart, Wes Harrison and Amanda Boghean). Both teams played a half hour game with great passing, shooting and fun. All the athletes had positive comments about their experiences at the tournament and Pat Stuart said it was a wonderful opportunity for community inclusion. Organizer Vicki Dobbyn commented that her cousin had a developmental disability and she has watched Special O on the Coast over the years. After their game, everyone received medals and t-shirts to commemorate their participation. On Saturday July 20, the Global Day of Inclusion, Spe-

cial Olympics joined forces with Tim Hortons all across Canada. The Sechelt and Gibsons locations both were abuzz with athletes, family, friends and strangers rubbing elbows with each other and munching on a deliciously special donut designed by 26-year-old Canadian Special O athlete Tori Ranson. Wanda Monosky, owner of the Sechelt location, learned about Special Olympics through her kids’ schools. She felt proud to be a platform to get the word out, let people know how serious we are as athletes and how hard we work day to day. She hopes “that Special O will want to do this every year; it’s a lot of fun.” We are glad Wanda is a supporter of inclusion, especially when she let us help make the donuts. Thank you so much Wanda. Sunshine Coast Regional District Chair and Area B Director

Public participation is a key component of good local government decision making. It has been a priority for the SCRD for a number of years and continues to be the case for the current Board of directors. A number of local governments have adopted guidelines for engaging the public in governance and decision making. Such guidelines often consist of two basic components: a framework and a toolkit. In 2013, the Board adopted a policy document titled Citizen Engagement Framework to guide public participation processes and ensure consistency across the organization. The Framework was revised in 2017 and a toolkit was developed that same year. The SCRD has an important role, both as a decision-maker for how the community is planned and evolves but also as a provider of services and programs. Whether it be the investment in parks and recreation, land-use decisions, or budgeting, many of the decisions made today will also impact the lives of future generations living on the Sunshine Coast. It is important for local government actions to be informed by the people they affect. By sharing information more freely and engaging citizens and stakeholders earlier in decision-making processes, communities are reaping the bene�it of more voices, diversity of ideas and ultimately broader community understanding of the complexity of the issues being addressed. The Water Dialogues that were held in early June were a great setting for open discussion and diverse feedback opportunities. About 350 residents were engaged over the three events – an impressive turnout. I am of the �irm belief that the lessons learned and trust built over those three days reached a successful outcome in public engagement. As the Board and staff anticipate and respond to the needs of the community, it is important to provide a multitude of avenues for sharing information, receiving feedback, and encouraging dialogue. Notes from the Upper Mainland Nicholas Simons MLA, Powell River and Sunshine Coast

July has been eventful with ful�illing MLA duties at two Select Standing Committee meetings (Children and Youth and Finance and Government Services) and meeting constituents in both Powell River and Sechelt of�ices, as well as out at various community events. The memorial for shíshálh Nation’s former Chief Stan Dixon was very well attended by those paying respect for his hard work and achievements on behalf of both the shíshálh Nation and the entire Sunshine Coast. Powell River welcomed Premier John Horgan heartily at the Logger Sports, a great community event that attracts a large crowd. The annual Big Bike Race went through Powell River and communities on the lower Sunshine Coast and this year there were 600 cross-country bike riders enjoying the trails and roadways in our constituency. Active transportation (cycling, walking, paddling, skating, a human-powered alternative to driving a vehicle) has become an option for many people commuting to and from work on the Sunshine Coast. The BC government has an-

nounced their commitment to preserving old-growth trees, with a one-hectare grove around them. A two-person panel will be travelling the province this fall to consult with First Nations, stakeholders and community members. In the meantime, the BC Government continues to invest in early learning and childcare by creating new spaces for schools, community centers and non-pro�it organizations across BC. The BC Government announced its regulation and insurance policy for ride hailing early this summer, and by this fall companies can apply to enter the market. In a recent survey, more than 223,000 people shared their views on whether Daylight Savings should continue. A summary report will share the outcomes of the survey. You are invited to share

your views on proposed new actions to reduce single-use plastics, such as water bottles and plastic bags. Too often these items are polluting our water and roadways. To access this survey: cleanbc.ca/ plastics I have been continuing to work on the transportation challenges for the Sunshine Coast, meeting with the Minister to discuss a local connecting bus to Powell River, BC transit, and highway improvements. As we move forward into another eventful month on the Sunshine Coast, at a time when garden harvests are fruitful, there is a lot to be grateful for living on the Sunshine Coast. Most of all, I am proud to live and work in a community where inclusion, diversity and celebration are wellknown qualities of the Sunshine Coast. Happy Pride!

Abandoned boat money The Pender Harbour and Area Residents Association has been given $75,675 in federal funding for the “removal of two boats in Gerrans Bay”. The money was part of $1.2 million for removal of boats in four BC communities, announced July 25 by the Transport Ministry. The announcements came on the eve of the

coming-into-force of the “Wrecked, Abandoned or Hazardous Vessels Act” on July 30, which makes it illegal to abandon boats and increases vessel owner liability, and strengthens the government’s response in cases where owners do not behave responsibly in disposing of their vessels at the end of their useful life. An Update on BC Ferries’ Langdale Terminal Redevelopment Plan

What’s happening now at the terminal

Coast Regional District (SCRD) and it is now under review. You may have noticed some equipment at the terminal during the first week of July that we used to conduct additional testing in various areas at the terminal, as part of the Development Permit process. The project team is now working on finalzing the Building Permit application for the full scope of the project, which we expect to submit to the SCRD shortly.

Hello Sunshine Coast Residents, You may have noticed activity at Langdale as we continue to move forward with the Terminal Development project. This month’s update focuses on some prelimary work happening at the terminal and the results of last month’s shoreline cleanup.

The project team has refocused on developing the detailed wayfinding signage design and the final landscaping elements throughout the new terminal, which will incorporate the feedback we heard from our previous engagement sessions. The use of natural drought-resistant plants and trees is top-of-mind to ensure a healthy, resilient and cost effective landscape plan. We’re also aiming to retain some of the trees for landscape restoration following construction of the terminal building. Trucks and equipment at the terminal in July to do additional testing required as part of the Development Permit process.

We continue to plan for construction and how we can reduce construction impacts. We know parking is a concern and are

currently looking at ways to optimize our construction phases to maintain as much parking capacity as possible during the construction period. We will update you once we have more details.

Shoreline Cleanup Results In my last update I mentioned the Great Canadian Shoreline Cleanup, an annual event where hundreds of BC Ferries’ employees from across the province participate to help keep our beaches clean. On July 8, the team at Langdale, which included BC Ferries employees and representatives from the Nicholas Sonntag Marine Education Centre, volunteered to clean one kilometre of shoreline next to the terminal. They collected and removed 33 kilograms of garbage from the beach, including a sleeping bag wrapped in barbwire. As I mentioned last month, we are still targeting construction at the terminal to begin in the Fall, pending approval from the British Columbia Ferries Commissioner. We are moving the approvals process along as efficiently as we can and will update you when it’s complete.

Writers and readers will once again be �locking to Rockwood Pavilion August 15-18 as the Sunshine Coast Festival of the Written Arts brings over 20 talented and celebrated Canadian authors to Sechelt. Vancouver-based writer Chelene Knight has been called “one of the storytellers we need most right now” and she will be bringing her “hybrid” writing style to the Festival Saturday, August 17 when she appears with fellow author and artist Chantal Gibson. Knight has been writing since Grade 1 or 2 “�illing up notebooks with a lot of really bad poetry,” she laughs. Knight attended the SFU Writers Studio twice – “I loved it that much” – in 2013 to work on her poetry and then again in 2016 to work on �iction. Her �irst book, Braided Skin (2015), is a collection of poems that examines themes of race, ethnicity, and poverty. “But the poetry itself is very narrative,” says Knight. “I’m always looking to tell a story whether it’s through poetry or an actual story format.” Her most recent book, Dear Current Occupant, is billed as a memoir but Knight sees it a hybrid, as it incorporates poetry, prose and photography. Knight, along with her brother, was raised by their single mother, growing up in dif�icult circumstances that saw the family re-locating over 30 times during the 1980s and ‘90s. “A lot of times it had to do with �inances,” explains Knight. “The rent wasn’t paid, or my mom was struggling with a current boyfriend, so issues of safety. [There were] a lot of the quick moves. You had to �igure out what you wanted to

take with you and what you wanted to leave behind.” Dear Current Occupant is imagined as a series of letters to the current occupants of Knight’s former homes. In poems, vignettes, and full-length essays, she recalls the details of her childhood: bullying at school; her mother’s �ierce protectiveness alongside her absences; wearing shoes to bed in case they had to leave in the middle of the night. At times the writing is fragmented, mirroring the way memory works, with only vague bits of remembrances. Other times, the scenes are clear, detailed, moving, and always meditating on the meaning of home. “I was looking at home in terms of a physical space,” says Knight. “But also, what it means to belong. What does it mean to feel at home?” In what is the literary equivalent of plein air painting, Knight stood outside her various former residences and wrote about them. “That’s when all the memories came back, the speci�ic details were there,” she says. “I wrote my book pretty much outside.” Dear Current Occupant won the 2018 City of Vancouver Book Award, an acknowledgement Knight �inds especially gratifying after her early

struggles. “For me that was the biggest honour,” she says. “This city saw me for the �irst time.” In addition, award-winning author David Chariandy who attended last year’s Festival, chose Knight as the inaugural 2019 Writers’ Trust Rising Star. “That was a shocker,” she says. As a rising star she has already spent two days in Toronto at professional and networking events; is spending two weeks at the Banff Centre for the Arts on a self-directed residency; and will be working one-on-one with Chariandy on her new novel. “It’s a massive, massive honour,” she says. Knight and Gibson, whose book How She Read was published by Halfmoon Bay publisher Caitlin Press, plan to “mix it up” by incorporating projected visuals into their readings. “I will have some of the slides behind me while reading,” says Knight. “Mirroring that process of standing outside the houses while writing.” The Sunshine Coast Festival of the Written Arts runs August 15 to 18 at Rockwood Centre in Sechelt. “Texem-ay” is an exhibition of works by three artists who live and work in the traditional territories of the shíshálh Nation. The Sunshine Coast Arts Council (SCAC) is delighted to be able to bring these artists together for the �irst time in an exhibition, August 8 – 18, at the Arts Centre in Sechelt. Although there are many things in common, a vital relationship to texem-ay, or red cedar, connect these artists whose practices reveal their reciprocity and respect for the

tree of life. Shyanne Waters, a member of shíshálh (Sechelt) Nation who also has Squamish, Sliammon (Coast Salish) and Kwakwaka’wakw ancestry, weaves intricate designs and patterns from her rich cultural background. Her medium is cedar. Shy has passionately woven red and yellow cedar for over 18 years and continues to explore her art with tenacity and enjoyment. The innovative patterns used by Shy’s cedar hats are popular and much of her work

in sought after for cultural ceremonies. Derek Georgeson is a member of the Homalco First Nation. His carving mentors are his cousins Bill Blaney and Darren Blaney of Homalco. His Aboriginal ancestry is from Homalco / Sliammon / Sechelt / Squamish / Morricetown. He has been carving since 2006, and currently resides on the Sunshine Coast. Levi Darrow Purjue is a self-taught artist who works with acrylic to develop complex images that combine Coast Salish forms with paintings of nature and its power. The SCAC acknowledges that we gather and work on the unceded ancestral lands of the Coast Salish people, and the traditional territories of the Sechelt (shíshálh) and Squamish (Sḵwx̱ wú7mesh) First Nations. We are grateful guests on this land, and seek to work from a place of respect and responsibility to this privilege. Submitted

Join shíshálh Nation weaver Jess Silvey at the Sunshine Coast Museum & Archives in Gibsons to learn the traditional techniques and cultural signi�icance of Coast Salish basket weaving. One-day workshops will be held from 10am - 4pm on Saturday, August 10 and Sunday, August 11. Silvey has collaborated with the museum since 2012 to offer workshops using traditional Coast Salish techniques such as cedar and wool weaving. Museum curator Matthew Lovegrove ex-
