It was a close call on the morning of Aug. 26, when someone set fire to this pickup on the Forest Service Road about a half kilometre past the end of Mason Rd. When the Sechelt fire department arrived around 7:30am, the fire had already moved several feet into the adjacent forest. “It was a bit of a dangerous situation,” said Sechelt Fire Chief Trevor Pike. The RCMP are investigating to determine whether the 1989 Chevy S10 was used in a crime, but a spokesman said it had not been reported stolen. The spot where it was torched is on the way to the scene of the Old Sechelt Mine forest fire that caused widespread damage and a death in 2015. The burning truck was discovered – and first called in – by Ken Legge, who was on his way in from his home at Carlson Point. During the 2015 fire, Legge was among a group who had to leave their homes on 10 minutes notice, evacuated for their own safety. KEN LEGGE PHOTO

The 48-year-old was last seen Monday, Aug. 19, when he launched a kayak at Roberts Creek pier. There was an extensive air, ground and water search, with family members going door-to-door at waterfront properties. The kayak was found by visitors to Powell River on Thursday who did not report it until seeing news coverage of the search. Then on Sunday the body was found, and family members posted this message on Facebook: “Our Jesse was found and with broken hearts we announce that this is a time of loss. There are no words for all of your help.” RCMP PHOTO

Wife charged with murder On August 21, just before 9pm, the Sunshine Coast RCMP received a call from neighbours of 79-year-old Max Fischer, found dead in his residence in the 10900-block of Sunshine Coast Highway near Halfmoon Bay. Emergency responders found suspicious injuries on Mr. Fischer and his death was deemed a homicide. An arrest was quickly made in relation to Mr. Fischer’s death. The Integrated Homicide Investigation Team (IHIT) was

deployed to Sechelt to take conduct of the investigation. Investigators quickly determined that this was an isolated incident and there was no risk to public safety. Mr. Fischer’s family was notified of his death and victim services was engaged to provide support. On August 22, Mr. Fischer’s 54-year-old wife, Karin Fischer, was charged with second degree murder for his death. They are both German citizens.

Karin Fischer was to appear before a judge in B.C. Provincial Court on August 23. Back to school for drivers With the school year about to start back up, the Canada Safety Council would like to take this opportunity to remind motorists across Canada to adjust their driving habits accordingly. “Patience, extra attentiveness and situational knowledge go a long way toward keeping our roads safe for everyone,” said Gareth Jones, president of the Canada Safety Council. “It’s our responsibility as conscientious road users to make sure that nobody is unnecessarily put in harm’s way.” Especially in the context of young children, it’s not always easy to predict their behaviours. A child who is running to catch their bus may dart out in traffic unexpectedly, which makes defensive driving absolutely crucial. Drive at an appropriate speed, be aware of the child’s presence and be prepared to stop suddenly. The same holds true for school buses themselves. It is against the law to pass a school bus when its red signal lights are flashing. This is true regardless of the direction in which you are coming, although exception is made for oncoming traffic on a median-divided highway. If you notice a school bus approaching, do a quick scan of the area to see if there are any children waiting nearby, and be prepared to stop if the bus’s signal lights come on. A school bus is also required to stop at all railway crossings, so be on the lookout for these and prepare accordingly. Transportation of children by school bus is one of the most effective and safest methods of travel, but many students take an alternate mode of transit. Whether they’re arriving to school by bicycle, by foot, by public transportation or by being driven in a family vehicle, patience and vigilance continue to be essential. Be mindful of the potential for an increased presence of vulnerable road users, especially at crosswalks, on the roadways and in school zones. By being aware of your surroundings, you allow yourself the necessary time to react if they behave unpredictably. As with most road safety-related topics, it’s through patience and constant attention to our surroundings that we’re best able to do our part in keeping roads safe across the country. I plan to send last week’s cover picture, “A Bird on a Wire” – with its Hydro truck, wires overhead, and displaced office workers wandering aimlessly around in the distance – to several of my friends in major cities. I think they would be interested to know what makes front page news in our sleepy little village. It would perhaps have been more interesting, however, if the dramatic inset of the dead bird held by the fastidious hand had been maybe four times bigger, so we could have seen more clearly and realistically what an electrocuted seagull looks like. Driver error caused ferry crash The Queen of Surrey’s March 26 crash into the dock at Langdale – which trapped 285 people on board for about 10 hours – was the result of “procedural” errors by the two officers on the bridge. Darren Johnston, executive director of fleet operations for BC Ferries, told the Local Aug. 26 that an internal investigation showed the ferry was mechanically sound. “The pre-arrival sequence, the checklist, was not followed,” Johnston said. There were two errors: the ferry was travelling at a speed of over 4 knots, instead of the required 1-2 knots for docking, and the angle of the approach was wrong. Johnston said BC Ferries has now added a third officer

to the bridge, responsible for cross-checking and verifying position and speed during docking. The incident cost $2.4 mil-

lion in repairs to the ship and dock, which was covered by insurance. Johnston would not say if anybody faced disciplinary action. Staff

Trouble at Horseshoe Bay terminal Around 4:30pm on Aug. 20 police vehicles along with ambulances and fire trucks arrived at Horseshoe Bay terminal to address a vehicle crash. Cst. Kevin Goodmurphy of the West Vancouver Police said the department has concluded its investigation into the death of the man who was driving the vehicle that crashed through and into two other vehicles. Goodmurphy reported that no one was in the vehicles that were struck and there were no passengers in

the vehicle that caused the crash. The driver had apparenty suffered a “medical” incident, according to ferry staff. The collision meant a 20-minute delay for the 5:30pm Queen of Coquitlam sailing from Horseshoe Bay to Langdale, and delays for late afternoon sailings to Bowen Island. Earlier that day, the 2:25pm sailing of BC Ferries’ Queen of Surrey from Horseshoe Bay to Langdale was delayed by 35 minutes

due to a police incident involving a suspected impaired driver. A white Ford pickup on the 1:15pm sailing from Langdale was detained on the upper car deck after other passengers were offloaded when the ship docked at Horseshoe Bay just before 2pm. Like humans, dogs can feel stressed. Stress is a state of mental or emotional strain resulting from demanding circumstances (stressors) which send the body into a state of freeze, fidget, flight and/or fight responses. Immediate physiological changes during fight or flight response in a dog can include an increase in shedding, hair standing on end, panting, salivation and pupil dilation. The heart rate goes up and there is an increase in blood to the muscles and in muscle tension. Memory and cognition is affected (which is why stressed dogs have a hard time learning). There is a decrease in pain perception and appetite (stressed dogs will not take a treat). If stress is chronic, it can have long-lasting negative effects on the dog. These effects can include an impaired immune system, delayed healing, inflammatory bowel disease, dermatologic issues, progression of behavior disorders and, ultimately, a shortened lifespan. Owners can help their dog avoid stress by training their dogs for events that might be stressful. Some dogs are stressed by having their ears treated or nails trimmed. Often this happens when the dog has not been given a positive association with the activity or they have had a bad or painful experience.

Owners who spend time working with the dog who does not like having his ears examined or cleaned, by touching the ears will change the dog’s perception of the event. Starting slowly by simply having the ear wash bottle out and giving him a treat and by touching the ears and giving a good treat and then building up to having the ears washed (for example) makes treatments much less stressful for the dog. Vet visits can be stressful and they don’t have to be. Ask your vet office when it’s convenient to take your dog in and just get a treat. While you are there, place a treat on the weigh scale and teach your dog to get on and take the treat (similar to a “go to the mat “exercise). Some dogs are really stressed by the presence of

unfamiliar dogs so keeping the stressed dog at a comfortable distance from an unfamiliar dog and providing something rewarding to the worried dog is a good first step in working through his or her stress. Owners who know their dog will be having surgery (for example a spay) can help make recovery easier by conditioning their dog to wear the Elizabethan collar before the surgery. Holding a treat in front of the collar so that the dog puts their head through to get the treat (and is given the treat) makes putting on the collar rewarding for the dog. Stress is a normal part of life but we can help our dogs avoid excess stress through reward training and management.

You still can’t water your lawn, but you can now wash your car. The Sunshine Coast Regional District (SCRD) announced on Aug. 27 an immediate return to Stage 2 water conservation regulations for most of the Coast, after two months of the tighter Stage 3 rules. Thanks to community diligence in conserving water and the several rain events since early July, Edwards and Chapman lake levels are now suitable to support Stage 2 water conservation regulations. The long-range forecast calls for a continuation of the current summer temperatures through at least the second half of September. Despite this expected continuation of the current summer weather, it is not anticipated that a return to Stage 3 water conservation regulations would be required this year if the current water conservation efforts by the community continues. Thank you for adhering to Stage 2 water conservation regulations. Staff will continue to monitor and respond to unforeseen changes in the supply and demand situation and will revise the water conservation regulations stage accordingly. Filling swimming pools, spas, garden ponds, or fountains is permitted. The return to Stage 2 water conservation regulations applies to all SCRD water users south of Pender Harbour. All those on the Pender Harbour water system remain at Stage 1 until further notice. Submitted

Federal funds for the Coast Retiring Liberal MP Pamela Goldsmith Jones represented the federal government on Aug. 27 in making an infrastructure funding announcement that brought almost $3milion to the four local governments on the Coast. The announcement, in West Vancouver, was for the first of two installments of Gas Tax Fund revenue for the 2019-20 fiscal year, plus a socalled “top up” announced in the last federal budget. The Sunshine Coast Regional District received a total of $1,342,429, Sechelt got $950,804, Gibsons received $500,142 and the total for the Sechelt Indian Government District was $175,566. On Aug. 15, at a funding announcement for the Granthams Landing Community Hall, Goldsmith Jones said: “Working with the community on the Sunshine Coast has been so rewarding. The infrastructure grants that have been applied for to date throughout my term have all been successful.” As the MP for West Van-

couver–Sunshine Coast–Sea to Sky Country, Goldsmith Jones previously announced that she will not be seeking re-election in the October 21 federal election. The Liberals have not yet announced a candidate for this riding. The MP continues to support the Prime Minister and the responsibility he has taken in relation to the SNC Lavalin affair. She also supports the work of MP Jody Wilson-Raybould and was part of an effort to see if there was a way for that MP to stay in the Liberal caucus. Wilson-Raybould resigned over the treatment she received related to the SNC Lavalin situation. She is running in the upcoming election as an Independent in the riding of Vancouver Granville. “I don’t see anything wrong with disagreement within a political party. I have also deviated from the party line and voted against our government on the issue of open net pen fish farms. I think Jody should be able to say what she thinks,” said Goldsmith Jones. Both vessels are hazards to navigation, the public and pose a potential risk to the environment if, and when, they begin breaking apart due to age or foul weather influences. The priority is to prevent the release of debris and other pollutants in their salvage. “Residents of Pender Harbour have been telling us for years that the proliferation of derelict vessels in our harbour is a serious concern” said PHARA President Alan Stewart. “The process of getting the funding and the right to remove these first two vessels has been a long and complicated one, and we are looking forward to the successful completion of this project with the Freedom Diving Systems team”

Freedom Diving Systems Ltd (FDS) is a commercial diving and salvage company based in Gibsons. In January 2019, PHARA received $9,995 for the assessment of the two vessels, which was carried out by MacKenzie Sea Services, Ltd. Freedom Diving Systems produced a site assessment report, quote and salvage strategy in February. Under Transport Canada’s Abandoned Boats Program, PHARA has received a funding commitment of $75,675, to cover 75 per cent of the $84,551 removal costs. The balance of the costs will be covered through contributions of labour from PHARA board members, PHARA funds, and fundraising by PHARA, including a grant-inaid from the Sunshine Coast Regional District. New oil recycling facility for Gibsons BC Used Oil Management Association (BCUOMA), a not-for-profit group dedicated to the collection and recycling of lubricating oil, oil filters, oil containers, antifreeze and antifreeze containers in BC, has announced that Kenmac Auto Parts, 1046 Gibsons Way, Gibsons, has upgraded their used oil recycling facility. This new facility will provide the res-

idents of Gibsons, and in the surrounding areas, with an easy, free and eco-friendly way to dispose of their used oil and antifreeze materials. The Return Collection Facility (RCF) infrastructure grant that Kenmac Auto Parts received from BCUOMA provided them with a modified sea container to facilitate the responsible collection and management of used oil, anti-

freeze, filters and containers. “Kenmac Auto Parts has done a great job in upgrading their used oil recycling infrastructure to ensure that their customers have a free, easy and convenient facility to dispose of their used oil and antifreeze materials,” said David Lawes, executive director, BC Used Oil Management Association. “They are a forward thinking organization,

Two decades of drag race history With the Sunshine Coast Drag Racing Association (SCDRA) 20th anniversary race rescheduled for Saturday, Sept. 7 at the Sechelt Airport, the club’s first president, Wayne Taylor, looks back at two decades of the club he founded with the late Ted Meldrum and a group of local drag racing enthusiasts. Taylor spreads his half dozen or so scrap books over the dining room table showing the chronological and pictorial history of the SCDRA. Flipping through the pages he points to several faded articles along with a number of “letters to the editor”. Some letters were supportive and others not so complimentary of the sport, the drag racing

community and its participants. He gestures to one letter where a concerned citizen suggested the thought of the airport being used as a drag strip was as silly as highway 101 being shut down to accommodate a tennis tournament or the ferry dock being closed for a fishing derby. Another resident considered drag racing to be one of the neighbourhood annoyances just like the SPCA, gun club and the fish plant. Taylor emphasizes it was the incredible support of the Sechelt council that ensured drag racing would become a reality. It’s been 20 years but he agrees with the local paper which reported the coun-

cil meeting on that July 7 in 1999 to be very feisty. At that meeting, council had decided the Sechelt Airport should be shared. According to Taylor, there was a lot of misinformation out there at the time but 20 years of drag racing at the Sechelt Airport has proven to be a net benefit to the Sunshine Coast. Taylor still loves drag racing but hasn’t participated for many years. He’ll be at the Sept. 7 race providing words of encouragement to the volunteers, walking in the pits and reminiscing with those who’ve been around for a while. Submitted by Richard Austin

This quirky production thoroughly engages, delivering thrills with a side dish of laughs. It is the tale of Halla, a middle-aged choir leader living a secret life as

an environmental activist waging a one-woman war on the local aluminum industry. Operating mostly solo in her heroic and elaborate quests, her actions soon put her at serious odds with the authorities. Just as she learns that her long-term plan of adopting a child is about to be fulfilled, she realizes that her dream could be jeopardized by her activism. Director Benedikt Erlingsson is able to lift the dark, comedic nature of the film with touches of warmth, wit and wisdom. His use of a live band and an acapella trio (Like a Greek Chorus) to accompany Halla in almost every scene has both a comedic and disquieting effect. Halla played by Halldóra Geirharðsdóttir drives

“Woman at War” with strength, defiance and humour in a physically demanding role. She also plays her New Age-y twin sister, Asa, a dubious partner in crime. The musical interludes and gorgeously filmed landscapes of rural Iceland help create a collage of experiences for the viewer. Is it a comedy, a drama or a thriller? “Woman at War” cleverly entertains while delivering a serious message which endures long after the credits roll. Silas White’s roots in indie rock Born-and-bred Sunshine Coaster Silas White is finally launching an album he recorded with his Toronto band Electric Fences 16 years ago, “Retroact 2001-2004”. Electric Fences were a post-punk indie rock band that played in small Toronto clubs with the likes of Great Lake Swimmers, Elliott Brood and Castlemusic. After White moved back to Pender Harbour and Gibsons in 2004, music gradually took a back seat to family and a local political career. “I’ve never given up on this album,” says White. “I’d fiddle with the mixing, sometimes with help from friends, every year or so, and eventually got it mastered and pressed on vinyl through the record label Kingfisher Bluez. But I’ve recently needed to reset my life. Playing music again has been integral to my recovery.” Electric Fences reformed with Andrew Bate (drums, formerly of Tube Radio and Robotic Horse, Mechanical Sun) and Calen Degnan (bass, Pretty Eyes for Captain America, Reasons to Live books and formerly the Shiny Diamonds). Degnan is also launching his Pretty Eyes for Captain American “Secret City” album (only eight months late) at the Electric Fences record release party at the Gumboot Café, Sat-

Seawatch residents launch lawsuits against Sechelt, BC and developer The owners of eight homes in the sinkhole-ridden “Seawatch” neighbourhood in Sechelt have commenced legal actions against the District of Sechelt, the Province of BC and others after being forced to leave their homes by an evacuation order and declaration of a state of local emergency made by the District in February of this year which have been extended on an ongoing basis until now. In eight separate actions filed on August 13, the owners claim that the Seawatch site was well known by the District to be prone to geotechnical hazards at the time the subdivision was approved in 2006. They allege that the District was negligent both in approving the development and, after its initial approval, allowing it to proceed after further problems repeatedly arose as the development progressed. Rod Goy, one of the affected owners and spokesperson for the group, says: “In our view, this site should never have been approved for development in the first place. From what we can tell, the District fumbled the ball in assessing the geotechnical risks and failed to follow even the requirements of its own Official Community Plan and Subdivision and Development Control Bylaw in granting a development permit and approving the subdivision”. The actions further allege that the geotechnical covenants registered at the time of subdivision, by the time the owners bought their homes in 2013 and 2014, conveyed a misleadingly benign impression of the geotechnical issues associated with the site, and that the District had a duty to warn prospective purchasers of the true nature and extent of issues that it knew of by that time. The legal actions all name the District of Sechelt, the Province of BC and Concordia Seawatch Ltd., the developer of the project, as defendants. The individual directors of Concordia, and the real estate agents who acted for the owners in buying their properties, are also named as defendants in some of the actions. According to Goy, “The fact that the residents of Seawatch now own homes we can’t use and that are essentially worthless appears to be the result of a series of errors made at multiple levels over many years. We hope to get to the bottom of what those errors were in our legal actions”. On February 15, 2019, the District of Sechelt declared a “state of local emergency” and issued an evacuation order requiring all residents in the neighbourhood to vacate their homes. The stated basis for the evacuation order was “due to immediate danger to life safety due to land subsidence and geotechnical instability”. The emergency declaration has been extended by the District, with the Province’s approval, on a weekly basis ever since. The owners

allege that the District and Province’s actions in “serially extending” the emergency declaration constitutes an “abuse of power” which has “deprived [them] of access to, and of possession, use and en-

joyment” of their homes. The owners of the eight homes are jointly represented by Jeff Scouten of Hakemi & Ridgedale LLP, a Vancouver law firm. In addition to the actions brought by these

owners, legal actions brought previously by the owners of four other homes, who are represented by other counsel, are also currently underway. The group’s lawyer, Scouten, says: “The residents affect-

ed by the District’s apparently perpetual emergency declaration are in an intolerable situation that no homeowner anywhere should ever have to endure. They have been put out of their homes with-

out any indication of what, if anything, the District or Province plan to do to address the supposed ‘emergency’ or when, if ever, they will be able to return. They have been left utterly in the dark”. Submitted
