Machinery has been working on the water-front site of the George Hotel in Gibsons harbour, prompting many to wonder whether construction on the controversial project was beginning. But owner Klaus Fuerniss says they are “just cleaning it up to make it look a bit better”. One opponent of the development said a worker at the site reported finding water bubbling up at one spot, possibly from an aquifer, but Fuerniss said that is “totally inaccurate”. Back in March, when the courts dismissed a challenge to permits issued to the George, Fuerniss issued a statement saying the court ruling cleared the way so “we can prepare for the start of construction.” But when asked by the Local Aug. 7 when construction might start, Fuerniss said he had “no comment.” CARI MILLER PHOTO

Poverty on the Coast

The top three concerns identified by residents as perpetuating poverty on the Coast are the lack of affordable housing, low wages and pension income and a lack of affordable child care.

The concerns are listed in a summary – made public

by SC Community Services Society – of a meeting attended by 75 people at Roberts Creek Hall in March, as part of the provincial government’s Poverty Reduction Strategy.

Housing was a common theme identified by nearly all participants. While housing is a concern for many on the Coast, the lack of affordable homes is particularly challenging for vulnerable groups such as young families, single

parents, seniors and youth.

Another major concern highlighted was the disparity between the basic cost of living (food, transportation, utilities, child care and healthcare) and working wages that fall far too short of a living wage, identified as $19.25 an hour for a single person on the Coast.

Participants also highlighted the challenges around mental health and addiction and being able to get out of the cycle of poverty, with stigma being underscored as a significant barrier.

Suggestions from participants included raising the minimum wage to the local living wage, increasing welfare and disability benefits,

and creating more opportunities for skills and job training.

In addition, participants suggested creating a ‘taking care of our own’ strategy on the Coast for basic needs such as food, clothing, shelter etc. and having more community gardens on crown land, donated land and ALR land to increase food security here.

Recommendations around mental health and well-being included having an advocate available to assist people who are struggling and doing more to educate Coast providers, employers and others on the need to treat people with mental health and addictions issues with dignity and respect.

Sechelt and the rising sea The threat of sea level rise (SLR) is mentioned in Sechelt’s parks and open space master plan, but it does not make the top 10 priorities.

The plan, prepared for presentation to the Aug. 1 committee of the whole, says that sea level rise “combined with increasing extreme storm events will produce challenges for the existing foreshore environments in Sechelt,” particularly for the Trail Bay and Davis Bay waterfronts.

The plan was commissioned by the District of Sechelt to “generate a cohesive vision and coordinated approach for future improvements and investments”, and identified the need to “support and develop policy for SLR adaptation for Sechelt’s parks and open space systems.”

The references to SLR are based on BC’s established guidelines which project an ocean rise of a half metre by

2050 and one metre by 2100.

However, an organization of climate scientists and journalists in the U.S., called Climate Central, says the potential for sea level rise is greater than previously thought and that seas could rise two metres this century.

And an online mapping tool (seeing.climatecentral. org) indicates that a two-metre rise could cover parts of the highway to Whitaker Road in Davis Bay and parts

Equine escape On August 5, police attended a complaint of horses running loose on Reed Road near Stewart Road, Gibsons. Four horses were located grazing on a lawn in the 600 block of Woodland Avenue and several neighbours assisted in wrangling the horses. After a fruitless search for the owners, police located a likely home for the horses on Esperanza Road and the animals were safely walked to and secured inside the yard.

Private care problems BC Seniors Advocate, Isobel Mackenzie, has released a report that compared hospitalization rates for residents of contracted long-term care facilities (both not- for- profits and private companies) with residents from publicly operated care facilities.

“After careful review of multi-year data, a consistent pattern emerges that shows a demonstrably greater use of the emergency department and hospital beds by residents from contracted long-term care facilities versus residents from publicly-run facilities, and a stunning 54-per-cent greater likelihood that you will die in the hospital if you live in a contracted care facility versus a publicly operated facility,” said Mackenzie.

The report draws on data from Canadian Institute for Health Information’s (CIHI) National Ambulatory Care Reporting System (NACRS) and the Discharge Abstract Database (DAD) from 24 hospitals in BC linked to 212 residential care facilities. The data demonstrate that, compared to care homes operated directly by the health authority, residents who live in care home that is operated by a contracted provider are: • 32 per cent more likely to be sent to the emergency department • 34 per cent more likely to be hospitalized • their length of stay in hospital is 32 per cent longer • their chance of not returning to the care home and converting to an alternative level of care (ALC) patient is 47 per cent higher • 54 per cent more likely to die in the hospital “At every turn whether it is the decision to call the ambulance, the decision to admit the resident as in-patient, the decision on when or if to discharge the resident back to the care facility we see the contracted care facilities persistently failing relative to the health authority operated facilities,” said Mackenzie.

The report highlights that contracted facilities care for less frail and complex residents than public facilities yet they send more residents to the hospital. The report adjusted for resident complexity as well as funded hours of care and the same pattern held, higher hospitalization for residents of private care homes and much higher rates of death in the hospital.

Private care facilities, on average, pay lower wages than public facilities. Only 54 out of 184 private care facilities pay the top wages and benefits of the master collective agreement. The report highlights that lower wages could result in less experienced staff and/or more staff turnover as care aides will leave for a position in a facility paying higher wages.

These factors could contribute to staff who are less confident in their practice and more likely to send a resident to the hospital. Constantly changing staff could also be problematic as continuity of care in nursing homes is proven to link with better health outcomes including lower rates of hospitalization.

Letters to the Editor – Opinions Public vs private (Addressed to the shíshálh Council, and copied to the Local) Protect Public Health Care - Sunshine Coast (PPHC-SC) is a grassroots coalition opposed to the privatization of residential care. We formed in Sept., 2016 after Vancouver Coastal Health announced that Totem Lodge and Shorncliffe would be closed and replaced with a private, for-profit facility run by Trellis Senior Services. We have successfully completed a 10,000-signature petition drive, and continue to enjoy great support for our campaign to defend quality public care.

Our research has shown that the loss of publicly funded and operated residential care would have serious consequences for our community. Reduced staffing levels increase profits, and many studies confirm that, in general, private centres provide inferior care compared to public ones.

Trellis, in particular, has been cited for serious violations at one of its facilities.

The company also has a history of flipping contracts, and of selling its facilities – standard practice in the private care sector.

Under privatization, workers at Totem Lodge and Shorncliffe would be laid off. Those rehired would lose their benefits and pension fund, at significant cost to the economic well-being of the greater community.

Health Minister Adrian Dix has confirmed that the province is in discussion with the Sechelt Indian Band to locate a new facility on shíshálh Nations lands in Wilson Creek. We are delighted by the prospect of Band involvement but we urge you to advocate on behalf of a publicly built and operated facility. Our seniors, and our commu-

nity, deserve more than a for-profit operator.

Best and brightest The possibility that all elected representatives on the SCRD board will be new following the Oct. 20 election is deeply concerning.

I have a request for everyone up and down the Coast: if you know someone you think would be a good candidate, please talk to them.

Encourage them, promise to work for them, do what it takes to give them the confidence to run. Don’t be shy – all of us need to be convinced that we’ll be a good candidate. (I know I needed lots of encouragement.)

And all candidates deserve to know that they will have strong support from their community.

By definition, the paid staff of any government follow the directions determined by their elected officials. Unfortunately, when such elected people are new, weak or inconsistent, it makes the jobs of the staff very difficult, which often results in little if any progress being made.

Also, for those who say things like “I can’t run for office, it could hurt my business”, I challenge you to think how your business will be impacted by having less than the best possible leaders. And for those who say, “Not this time”, when will be the right time?

Serving in public office is a high calling – and worthy of our best and brightest.

Let’s all get behind such people – for the good of our community.

Finally, if it helps, I am very happy to meet with anyone who is considering running. I’m sure other former elected officials will be happy to help, as well.

Eco-terrorists The Economist of July 21 had an article about ports in the Horn of Africa.

Bab Al-Mandab Strait, which connects the Indian Ocean via the Gulf of Aden to the Red Sea, (which leads to the Mediterranean via the Suez Canal) is only 16 miles wide yet transports 4.8 million barrels of oil daily. That is twice what we currently export from Vancouver in a month and is about five times the proposed daily export from Vancouver if the pipeline expansion is completed.

Yet here we are in Canada with eco-terrorists objecting to one tanker per day in Georgia Strait which is from 12-36 miles wide. Duh. Gordon Politeski, Halfmoon Bay

Don’t burn the slash (Addressed to the Managed Forest Council, and copied to the Local) On the Surespan (AJB Investments) lands in the Chapman Creek drinking watershed there are, as a result of the company’s clearcut logging, 40-plus slash piles left behind on both the east and west sides of the valley.

The slash piles will be burned at some point in the near future emitting toxic particles into the airshed.

I have concerns about the unknown impacts to drinking water quality from the burning of this amount of slash directly in our watershed. I’m requesting the Managed Forest Council to investigate and come up with a solution to avoid your member company from causing an adverse impact to our Regional District’s drinking water.

My position is that a certain percentage of falling ash will eventually land in Chapman Creek which will arrive at the Regional Dis-

trict’s water filtration plant downstream. Presumably, the plant can filter out ash; to what degree is unknown.

Even if the filters remove all of the ash and other falling brunt particles, this will lead to higher maintenance costs to the RD and taxpayers.

The source of the ash and particles landing in the water needs to be restricted to zero. This can only be achieved by either trucking out the slash plies or chipping the debris on site.

In addition, all of this dried out material sitting exposed in our community drinking watershed poses a fire hazard. If a fire starts in a nearby stand of trees it can quickly move across exposed ground using whatever material is left behind as fuel and could reach any number of these large slash piles causing a wildfire fire to spread in the drinking watershed. This is not responsible management of a logging operation considering the context of being in a sensitive area like a community drinking watershed.

Based on the above legitimate concerns, will you speak with Surespan and come up with a plan for all of this leftover slash – one that does not include slash pile burning?

Congratulations to the District of Sechelt on the completion of renovations to Rockwood Lodge, located in the beautiful Rockwood Gardens overlooking Sechelt. It was a privilege to attend the opening ceremony in May alongside Mayor Milne, archivist Ann Watson and Michelle Morton representing Nicholas Simons. Ann shared with us the very interesting history of the lodge which was built in 1935 to serve tourists who came in by steam ship.

It’s easy to forget in these idyllic summer months that not everyone has access to the basic creature comforts that most of us take for granted.

You may have seen in recent reports by local media, for example, that a group of homeless people have been camping at the Town of Gibsons’ Parks yard for the past few weeks.

Homelessness within our Town’s boundaries became a more visible issue in January, prompting the set-up of a cold weather shelter, which remained open until the end of March and provided refuge for

The renovation to the ground level of the lodge is stunning and accommodates the Sechelt archives which ran out of a room at the library. The main floor has high ceilings and is a welcoming, open gallery space for local artists.

A visit to the gardens always evokes memories of the Sunshine Coast Festival of the Written Arts, a signature annual event for the Sunshine Coast. Founded in 1983 by Betty Keller and members of the SunCoast Writers Forge, this year the festival cele-

brates its 36th year. The vision of the founders was to produce an annual literary festival featuring Canadian writers exclusively, which is going strong.

During the festival, Rockwood Lodge itself provides an intimate space for writers to gather. The Big Tent is where people have an opportunity to meet writers and buy their books.

Over the years, we have all had the opportunity to meet CBC personalities and elected officials mingling with the best of Canadian literary fiction and non-fiction talent. It’s always fun to pick out Senator Pat Carney seated in her usual spot. This year I would like to take note of the loss to us of

Richard Wagamese. I love his books, and his appearance at the festival was a window into the personal, public and political challenges he and Canadians grapple with. The inscription he wrote to me in “One Native Life” scratched out his name Richard Wagamese and replaced it with “Not my name.” In the inscription to me, he wrote “To Pam, not Mrs Harper.” He brought a sense of humour that certainly helped us to connect better, and try harder, to know one another. His writing, like the festival itself, lives on.

I am so looking forward to attending this year’s festival, to reconnecting with friends and to enjoying the ambience of this wonderful place. Heri-

Now, we are working to address the situation of the folks camping at the Parks Yard by installing a port-apotty at the site, conducting regular inspections to ensure the property remains clean, and working to connect the camp residents with relevant resources available through organizations such as Vancouver Coastal Health, RainCity Housing, the faith community and the RCMP. Additionally, for the longterm, Council and staff have been working to advance a number of affordable housing projects within Gibsons, which could help alleviate some of the tremendous pressure we are seeing around the availability of reasonably priced housing, including rentals.

Most recently, Council passed a bylaw allowing the closure of a portion of Harmony Lane, so that the resulting lot may be used for a small affordable housing development. The project will be led by the Sunshine Coast Affordable Housing Society (SCAHS), which has been approved to lease the site for 99 years and to build a single-family dwelling with a secondary suite and garden suite on the property.

Rental rates for the three units are expected to be set at approximately 25 per cent below market value.

The Town is also working to secure the old RCMP property at 749 School Road under the “Surplus Federal Real Property for Homelessness Initiative”, and to advance an affordable housing project on a three-

acre parcel off the Charman Creek Lands.

A recent World Cafe on the Charman Creek proposal was well attended, and sparked a productive conversation around how concerns from residents in nearby neighborhoods could be addressed through planning and design.

An upcoming design charrette will help flesh out some of those ideas.

It’s gratifying to see the various community efforts being made to alleviate our housing challenges. The Town of Gibsons is already well-known for its seaside beauty, smalltown charm and progressive asset management strategies.

Let’s also be recognized for our compassionate treatment of those who are the most vulnerable among us.

Real estate sales decline Real estate sales have dropped significantly on the Sunshine Coast, but prices are remaining firm.

Detached home sales, for the three-month period May to July, fell from 235 a year ago to 173 this year, a drop of 26.4 per cent, according to information compiled by the Real Estate Board of Greater Vancouver. Sales of attached properties on the Coast this year were 29, down 25.6 per

cent, and apartment sales totaled 14 during the three months, down 51.7 per cent.

The drop in sales on the Coast lags behind the average for the whole region (Lower Mainland to Whistler). Over the three-month period, for example, detached home sales were down 39 per cent from a year earlier.

The composite benchmark price on the Sunshine Coast in July stood at $625,900 –

down a mere 0.7 per cent from the previous month, but still up 10.3 per cent from a year ago and still up 65.5 per cent from three years ago.

According to real estate analysts, we likely won’t see a significant drop in detached home prices yet, but may see a drop in townhouse and apartment prices due to the high ratio of those homes on the market compared with sales. Cari Miller

Art Review Anna Nobile Freelance Creative Writer, Arts & Culture

The Sunshine Coast Festival of the Written Arts celebrates its 36th year with another line up of stellar Canadian authors and storytellers including 2017 Giller Prize winner Michael Redhill, 2017 Rogers Writers’ Trust Fiction Prize winner David Chariandy, and a special event honouring celebrated First Nations author Richard Wagamese, whose novel Starlight, is being published posthumously. On Saturday, Aug. 18 at 9am Sunshine Coast actor Janet Hodgkinson will give readings from Starlight and host Kathryn Gretsinger will be in conversation with poet Philip Kevin Paul and fiction writer Carleigh Baker about Wagamese’s influence and legacy. Baker is also participating in the New Voices event on Sunday which highlights first time published authors.

Baker is of Cree-Métis

and Icelandic descent, and her debut short story collection, Bad Endings, won the 2017 City of Vancouver Book Award and was a finalist for both the 2017 Rogers Writers’ Trust Award and the Bill Duthie Booksellers Choice Award (BC Book Prizes). Currently in the midst of completing her Masters in Creative Writing at UBC, Bad Endings was published before she started school. “I always thought a Masters was something you did when you were a bit older, a bit further along,” explains Baker of the chronology of her accomplishments. Bad Endings took Baker seven years to write as she carefully considered what she wanted to say and how she wanted to say it. The result is a collection of fifteen well-written short stories that feature characters that are familiar, but not exactly who they appear to be. At difficult times in their lives, Baker’s characters might be forgiven for the questionable decisions they make that lead to some rather unfortunate endings. Coming out of a divorce and in therapy while

In her role as a book reviewer for publications like The Globe and Mail and The Literary Review of Canada, Baker has already read Wagamese’s Starlight and looks forward to being part of the Saturday morning panel. “I felt this book took the step of encouraging inclusivity and advocating a respect for, and understanding of, the land and what that can teach us,” says Baker. “Sharing that knowledge is one of the best things that we can do for ourselves and each other.”

Station 14 crew has been busy with increased water recreation enthusiasts and boaters in the Gibsons area.

After a two-year absence, the Sunshine Coast astronomy club is bringing the popular Astronomy in the Park program back to Porpoise Bay Provincial Park in Sechelt on Sat. Aug. 11, 1-11:30pm. There will be club telescopes and displays.

Weather permitting.

The first “star” of the day will be the sun, and with the club’s safe solar telescopes, participants will be able to look for fiery prominences and sun-spots.

Bill Burnyeat, formerly of the MacMillan Planetarium, will be doing a presentation

at dusk. Afterwards our astronomers will have their telescopes in the park picnic area for viewing Venus, Jupiter, Saturn, Mars, while overhead the Perseid meteor shower takes place.

Remember to bring a flashlight with a red light to preserve night vision.

Flamenco: from Spain to Gibsons “Flamenco was always a part of a crazy subculture populated by gypsies and street musicians,” says Grainger. “Now it’s been infiltrated by random, passionate artists and wannabes from around the world.”

Lia Grainger is the lead dancer in Spain-based, Canadian flamenco music and dance ensemble Fin de Fiesta Flamenco. She’s spent the past year in Madrid, assembling the group’s new production, SALVAJE, featuring two dancers and live flamenco guitar, flute, singing and percussion. Fin de Fiesta is touring Canada this summer, and will be performing at the Heritage Playhouse in Gibsons on Saturday, Aug. 18 at 8pm.

Tickets are $22 advance or $25 at the door.

Though she was once an elite level basketball player and professional journalist, Grainger gave it all up and now lives in Madrid, Spain, where she studies flamenco dance four hours a day with some of the world’s most celebrated flamenco dancers.

We’re looking at ways the Sunshine Coast Community Forest (SCCF) can better represent the community’s needs and values over the coming years. Have your say on this important community resource.

THE ROOTS OF THE FOREST In the early 2000s applications for a community forest under a new provincial pilot project were unsuccessfully attempted by Community Futures and the Sunshine Coast Regional District. In 2003, the District of Sechelt took over the opportunity and resulted in one of the first Community Forest Tenure licence issued by the province.

WHAT IS A COMMUNITY FOREST? A community forest is an opportunity to manage a specified forest area within provincial Crown land and sustainably harvest the timber in a way that benefits the community’s shared values.

The area-based tenure is issued by the Ministry of Forests, Lands and Natural Resource Operations under the Forest Act to a community or society and overseen by a board of directors. The SCCF Community Forest Agreement is a 25 year permanent tenure.

A SHARED RESOURCE The challenge in managing a community forest is balancing the varied–and sometimes competing– community values and stakeholders needs. This includes recreation, environment, business, education and employment. Revenue, shared through legacy grants, should also balance these values and needs.

The District of Sechelt is asking local residents for ideas on how we can make the Sunshine Coast Community Forest better. What we hear from our diverse community will be provided in a report to Council to aid in decision making.

We invite you to learn more about the community forest and take one (or more) of the opportunties to share your thoughts on how aspects of the SCCF is operated. See Page 4 for a list of opportunities.

The SCCF is governed by a volunteer board of directors. Currently there are six members, with a variety of backgrounds and experiences. Anyone can apply, however appointments are made by District of Sechelt Council approval, based on SCCF Board recommendation.

Since 2014, almost $900,000 in Legacy Grants have supported Sunshine Coast projects.

Community capital projects benefiting numerous Sunshine Coast communities include the Davis Bay wharf ($100,000), Pender Harbour Legion renovations ($40,000), Sunshine Coast Arts Council art centre renovations ($51,000), and Gibsons Curling Club ice plant ($30,000). The District of Sechelt has received dividends totalling approximately $1.3 million, with $400,000 held by the District to fund a future community capital project.

In today’s connected world, organizations can reach a wide audience with information.

The SCCF has a wealth of information that benefits many residents, whether they are forest industry workers, environmentalists, legacy fund benefactors, or simply someone who enjoys access to recreation areas within the forest.

Is this a reasonable governance model?

Should the SCCF Board consider changes to member qualifications? How can the community become more involved?

Is the SCCF doing enough to inform, educate and consult with local residents on its operations? If not, what more should they do?

Are legacy funds distributed fairly? Should the SCCF Board consider broader projects for legacy fund support?

The Sunshine Coast Community Forest includes three areas (red boundaries) totalling 10,790 hectares (26,663 acres).

The SCCF has 20,000m3 annual allowable cut which translates to a harvest of approximately 30 to 40 hectares per year.

What we’ve heard so far Close to 100 local people came out to one of two World Café meetings held in July and shared their thoughts and ideas on the SCCF. Ideas heard will help form themes and questions as the engagement process moves forward.

Some of the themes we heard include: • More community education and involvement • Better environmental protections • Increase awareness and use of legacy funds • Job creation and leverage opportunities for local economic development Lots of ideas were generated at world café discussions held earlier in July
