Editorial Opinion A better world Clean air, water and soil to grow food are necessities of life. So are diverse plant and animal populations. But as the human population continues to increase, animal numbers are falling. There’s a strong correlation. A comprehensive report from the World Wildlife Federation and the Zoological Society of London found that wild animal populations dropped by 58 per cent between 1970 and 2012, and will likely reach a 67 per cent drop by 2020 if nothing is done to prevent the decline. The report points to human activity as the main cause. Habitat degradation and destruction, hunting and overfishing, the illegal wildlife trade, invasive species, disease, pollution and climate change are causing an extinction crisis unlike any since dinosaurs disappeared 65 million years ago. Humans will feel the impacts, the study notes: “Living systems keep the air breathable and water drinkable, and provide nutritious food. To continue to perform these vital services they need to retain their complexity, diversity and resilience.” The report points out that, beyond the crisis’ immediate and direct causes, our mindsets and systems are at the root of the problem. The outdated notions of gross domestic product and unlimited growth on a finite planet, short-term political and business thinking, externalization of social and ecological costs, rampant consumerism, and a failure to understand the connections between actions and consequences and between living systems have put us on an unsustainable course, pushing planetary processes beyond safe boundaries. To address this, we must find ways to live sustainably, especially regarding energy and food. Rapid renewable energy development and shifting from fossil fuels to clean sources are crucial. So are consuming less animal protein — especially in high-income countries — and reducing waste along the food chain. To a large extent, conserving energy and consuming less of everything will determine whether we succeed or not. And while overconsumption, especially among the world’s most well-off, is a key factor in the breakdown of natural systems, overpopulation can’t be ignored. The best ways to address the population problem are to improve women’s rights and provide greater access to birth control and education. Slowing or stopping species extinctions and other humancaused crises are monumental challenges. But we’ve risen to meet major challenges before. The challenges may be huge, but a better world is possible. The alternative is to watch as animals and plants go extinct, water becomes scarce, weather hits more extreme, conflicts over land and resources increase, and life becomes more difficult for people everywhere. Letters to the Editor – Opinions Camel track Sadly, a short while ago a cyclist was struck and injured near Wakefield Road on our illustrious highway. It's a dark, treacherous part of the road which is, (surprise) typical of the entire highway from Langdale to Egmont. Our highway is a glorified camel track. There are entire sections of it that have no verge at all, no sidewalks nor any safe area for anyone; even in a car it’s darn frightening. I am not a road cyclist on the Coast because it is too hazardous. "Ride to work week" is a cruel joke. There are areas where cyclists are forced to ride on the road mixed in with vehicles of all sizes nominally doing 60 km/hr but frequently much faster. This results in vehicles swerving around pedestrians and cyclists or crowding out the cyclists as they try to get by. The part that is in the District is the worst part of all. Selma Park? West Sechelt? One obstruction anywhere west of Robert's Creek or east of Halfmoon Bay and it all stops. Good luck if there is ever a disaster like a fire, flood or earthquake. Any evening you will see people walking out of town headed for home and many times you will see them clinging to the bush or a ditch as they try to avoid annihilation, just to get home after work. This really isn't good enough. I put this recent sad injury and any others that occur squarely in the laps of our council. Instead of wasting time arguing about this development or that development, get on with fixing the real problems. There is no downside to this except political will and the cost. Even if there was a commitment to im-

prove a kilometre each year, that would be better than nothing. If you want some more of my tax money, convince me it will actually go towards some real improvements. Start cooperating with district staff, save some severance pay and spend it on things that matter. Ken Dibnah, Wakefield Beach

Don’t build it (re: “Fixed link numbers”, letters, the Local, Dec.8) H. Lindhagen's letter regarding fixed-linked fuel and emission reductions presents conclusions based on old data not updated since he first published it in 2009. For instance, coast ferry utilization is 56.7 per cent or 205 cars per sailing, not Lindhagen's 161. As well, the government estimates an Anvil Island link at 50km, not 40km. Running the revised numbers, assuming Lindhagen's optimistic 9 litres/100km estimate, potential fuel savings are at best 2.4 miliion litres per year, not 4.2 million. However, noting all the fuelthirsty pickups, minivans, SUVs and RVs on the ferry, and assuming the new discretionary travel a link introduces, savings drop to well below two million litres. Conversely, the new 60 million kilometres of vehicle travel represents between $3million and $10million in tires, batteries, mufflers, and junked cars alone, annually. In any case, fuel pollution reduction-based arguments are selectively dubious and rather secondary. Taken to its illogical conclusion, should the government spend quadrillions to reduce national fuel consumption by 50 per cent? Here is a simple counter proposal. Don't build a link.

The BC Government avoids $2Billion to $2.5Billion in debt. Direct the debt service savings ($30million to $70million annually) to Langdale ferry non-peak sailing subsidization. Depending on interest rates, and how the rebate affects utilization, the subsidy might be well upwards of $40 per round trip. (In the best case, the government could actually afford to pay people to ride the ferry.) Ferry utilization and revenue will grow. Spare capacity exists, so nearterm net new costs are zero. Service levels will improve. Net new government spending is $0. The Coast will grow organically. Everybody wins. Unless a link happens to be better for you... Alan Donenfeld, Gibsons

Hire locally I have read the news about employees leaving the Sechelt and Sunshine Coast Districts and find it troubling. The cost of terminating and rehiring people is an expense paid by our taxes. Statements such as “reflecting on my values, vision and priorities I have decided to return back” indicates a BIG problem. The hiring of new people from cities also brings up questions – why are we not hiring locally? There are a lot of people who commute every day who would surely be qualified and happy to give up the daily commute. Bringing people in from large cities and out of province might very well be why they come and then leave, unable perhaps to adapt to small town living and politics. We want people to buy locally so why do we not hire locally? My next concern has to do with statements put out by both districts. Mayor Milne is suspecting

“a challenging workplace and reviewing the role of council” while CAO Loveys indicates that the “board is supportive and personally recognizes their efforts and leadership”. Really? Our local politicians support the existing terminations, resignations and hiring of people from off the Coast? As a resident who supports buying locally, pays taxes to both Sechelt and the SCRD I have some serious concerns about this. What have these turnarounds cost in terms of severance, hiring expenses and relocation – a million dollars, maybe more? What could this money have been used for – increasing our water supply, a new hot tub or maybe curbside recycling? The local governments are working on budgets with what appears to be a hefty increase to our taxes next year. I think it’s time for local residents to ask their political representatives what is going on and how much it is costing us. Roman Smythe, Sechelt

More money for the market Supporters of the Gibsons Public Market gathered on Dec.10 in the uncompleted public market building for a funding announcement by Pamela Goldsmith-Jones, Member of Parliament. Goldsmith-Jones congratulated the Market on receiving $360,725 in grant funding through the Canada 150 Community Infrastructure Program. This money will go toward development of the Nicholas Sonntag Marine Education Centre, and the multi-purpose meeting space. Despite substantial support from all levels of government and the public, the Public Market, originally budgeted at $3 million, is struggling with delays and cost overruns. A recent real estate boom on the Sunshine Coast has created a shortage of skilled labour and escalated building costs. The 14,000-square-foot Market was originally scheduled to open in November, but is now projecting a "soft" opening date of January for the bistro and meeting space, and March for the market vendors and commercial kitchen. The Marine Education Centre is scheduled to open in June. Organizers say that the space is now 85 per cent leased. The project has almost $3.2 million in committed funds, but needs at least another $400,000, which organizers hope to raise from

individual and corporate donors. They are also trying to cut costs. On Dec. 6 Gibsons Public Market President Pam Robertson appeared before the Town of Gibsons to request that the Town refund approximately $50,000 in development charges. "Construction costs on the coast have just sky-rocketed this year," said Robertson. "A part of that cost-overrun that we're experiencing relates to the services from the Town of Gibsons that we have paid for." Robertson noted that the

market's overall construction costs are still about $70/square foot lower than comparable buildings on the coast due to the generosity of local trades and suppliers, and support from volunteers. Mayor Wayne Rowe recommended that the Market send a memo to the Town outlining their request, so that it could be considered. "Apart from the CT-scan at the hospital I've never seen a community get behind a project to this extent," said Rowe. "It's very exciting to see it within striking distance." Donna McMahon

Beer bandits On December 7, a theft was reported at a business in the 7800 block of Fawn Road, Halfmoon Bay, after the male suspect grabbed a 15-pack of beer and walked out without paying. Police are looking into the possibility that the theft on December 7th and this break and enter are related. At a Committee of the Whole meeting on Dec. 6, the Town of Gibsons was asked to write a letter supporting the nomination of Howe Sound as a UNESCO Biosphere Region. Ruth Simons, Executive Director of the Future of Howe Sound Society, presented the case for the designation, describing it as "accreditation for an area demonstrating excellence in sustainable development and practice." She noted that no new level of law will be created by the designation. The goals are "aspirational." "There's ongoing education and research in a biosphere reserve," said Simons.

New mobile home park proposed Despite having been approved seven years ago, a subdivision plan in Elphinstone will have to go to public hearing before it can proceed because it has been revised. The project, proposed by Larry Penonzek, is the re-development of a gravel pit and concrete production facility located at the end of Fitchett Road, an industrial facility located in what has become a residential neighbourhood. Penonzek's original subdivision plan, first proposed in 2007 and subsequently approved in 2009, was for 19 bare land strata lots on the north end of the site, and 60 mobile home spaces on the south. The revised plan

increases the number of mobile homes spaces to 64, for a total of 83 housing units. The 11-hectare property backs onto Chaster Creek ravine and Penonzek intends to dedicate 30 per cent of the property to creation of a new park along the creek. However he requested that the SCRD drop the requirement to provide $15,000 towards construction of a pedestrian bridge, citing the lack of a suitable location. SCRD staff noted that connectivity across the ravine is a high priority in Elphinstone's Official Community Plan, but Area E Director Lorne Lewis supported Penonzek. to put a bridge," said Lewis, citing steep and unstable slopes. Lewis expressed his support for the affordable housing being created. "I know a lot of people have been waiting for this in the community because there's a real absence of mobile home sites." This will be the first new mobile home park to be created on the Sunshine Coast in years. Most of the existing parks date back to the 1970s. In his presentation to the SCRD board, Penonzek noted that the SCRD's new policy on Development Cost Charges has added $220,000 to the cost of the project. He felt that it was unfair to charge the same amount for a small mobile home pad as for a large private lot because they do not require the same level of service. "If you needed to put in a development cost charge for a mobile home pad maybe it should have been a percentage, not the entire same cost as an acreage is charged," said Penonzek. The SCRD recognizes the lesser cost of serving mobile home parks by giving pad occupants discounts on their annual water and garbage collection fees. Donna McMahon

I recently attended a workshop for chairs and mayors that was designed as a checkin for elected officials after two years into this term. One of the major discussions was about retaining staff and the costs of not doing so. The SCRD Strategic Plan, completed two years ago at the start of the present term, prioritizes effective recruiting, retaining, and recognition of staff and volunteers. Recruiting in some communities is extremely challenging, as I learned last weekend at the workshop; the Sunshine Coast does better than some districts but still has difficulty recruiting managers. For example, after the retirement of one SCRD manager, it took a year to get an interview session with three qualified candidates. To help avoid this kind of situ-

ation, the SCRD now trains present staff to take on added responsibility in middle or upper management. When in-house training is not possible, the SCRD has no choice but to advertise for qualified managers. For managerial positions advertisements are placed locally and across Canada. In most cases, local governments work hard to retain staff, but as employees gain more experience and training, they have to be adequately compensated, or other districts with larger tax bases, and paying higher wages, will attract these qualified people. In SCRD’s case we are trying to retain our employees by making sure that they feel valued. It was with pleasure that I signed long-term certificates for many staff who had five, 10, and 15 years with the regional district. As I write these articles and talk to people on the Coast, I am constantly informing them how the SCRD functions, and I soon find that

many do not understand the training and experience that most staff require to manage the programs of the local government. This year SCRD introduced community dialogues, in which managers explain the areas that they are in charge of. These dialogues provide opportunities for constituents to speak to the managers of each function in the regional district and to attach a face to each member of the managerial team. The feedback from the community has been mainly positive, and useful for our managers. To function at its most effective, the SCRD needs volunteers, and continues to recognize these people on an ongoing basis. Having volunteers from the community assists the SCRD board and staff to keep in tune with the needs of the community. Merry Christmas to you all and a successful 2017. Federal funding to tell Sechelt stories The Sechelt Arts Festival Committee, producers, and partners are pleased to announce the award of a Canada 150 Fund grant from the Department of Canadian Heritage. The $96,700 grant will support a special community project aligned with the Sechelt Arts Festival in celebration of the Canada 150 Anniversary in 2017. “s-yìyaya: Our Families. Our Stories”, will be a community legacy-building project capturing our community forbearers’ stories. It will inspire and engage community youth and build on existing reconciliation work between our First Nations and settler communities. The project will bring together a diverse group of youth, artists, musicians, and elders from around the Sunshine Coast to deepen our community connections and collaboration through the arts. Supported by several Sunshine Coast community partners, including members of the shíshálh Nation, School District 46, local archivists and elder care facilities, our coast youth, including alternative schools, First Nations and French language students, will gather stories of family life through the most recent 150 years of Sunshine Coast history. Beginning in early 2017, area students will be asked to interpret the stories they collect through their chosen medium such as visual art, music, video, and written word. The story-making process will come together under the direction of professional local artists and producers in a multi-genre live stage performance during the 2017 Sechelt Arts Festival, October 1222. The project will also leave a written and visual legacy. In addition, it will help build

appreciation for our multicultural community, show us how the past has helped shape the present, and enable students to gain a better understanding and empathy for working together in the future. In its fourteenth year, The Sechelt Arts Festival provides accessible arts programming to Coast residents and visitors in a professionally

produced ten-day event. The Festival supports and encourages the local artistic community by providing myriad workshops, performances, and presentation opportunities, embracing arts and culture through dance, music, theatre, spoken word, visual art, multi-media, and heritage events. Discover Dakota Ridge! Visiting Dakota Ridge is an amazing way to enjoy all that fresh snow has to offer right here on the Sunshine Coast. While the weather may be foggy or rainy at sea level, a trip up the mountain to this winter wonderland promises sunshine and snow fun for the whole family during the winter months. The SCRD operates Dakota Ridge Winter Recreational Area for access to snowshoe trails and cross country skiing in the winter months on the Sunshine Coast. With 20 kilometres of cross country skiing trails and 7 kilometres of snowshoes trails, beautiful views of the North Shore mountains, Mount Elphinstone and the Salish Sea are visible on a clear day. Dakota Ridge is a user pay system with onsite facilities that include a sledding area, a warming hut with wood stove and an outhouse.

Location and Access

The Dakota Ridge forest service access road is located at the end of Field Road in Wilson Creek on the Sunshine Coast. The main parking lot is located at the trailhead, 14 kilometres up the access road. It is plowed on a regular basis, however, winter conditions should be expected on the road. Due to the nature of the road, access is restricted to four-wheel drive vehicles with chains. A Dakota Ridge trail map is available a www.scrd.ca/Dakota-Ridge.

Volunteering

This month the library held its annual Library Volunteer Celebration. Each year this event is an opportunity for Library staff to pamper and thank our volunteers. The Library has always relied upon the talent and skills of volunteers to help make the library run smoothly; their presence adds a special atmosphere to the Library and staff are grateful for their contributions. Library volunteers are all ages from teens to seniors and perform a variety of tasks, everything from shelving, processing and repairing books, magazines, DVDs and audio books to facilitating language, knitting or writing groups and helping with youth and children’s programming. In the summer the Library runs a youth volunteer program. Volunteers receive training on how to supervise, help and encourage children at the Summer Reading Club. This past summer 16 youth participated and contributed 130 hours of volunteer time. Volunteers

and their parents appreciate the leadership and community service opportunity this program provides for youth. The Library Board also consists of dedicated volunteers that oversee the operation of the Library and set its strategic direction, interpreting the needs of the community to develop and maintain viable Library services. If you are interested in learning more about volunteering at the Library drop by and ask Library staff for more information. Painting donated to Sechelt A recent donation to the District of Sechelt’s Public Art Collection is now on display in the Sechelt Public Library. “Night Forest”, 1962 by the late Don Jarvis was generously gifted to the District of Sechelt this year by local arts supporters and philanthropists Bill and Heather Beamish. “The District of Sechelt is pleased to receive the donation of this painting by Don Jarvis,” said Siobhan Smith, the Arts, Culture and Communications Coordinator for Sechelt, “’Night Forrest’ is an excellent example of the powerful and abstracted depictions of the coastal rainforest that Jarvis was known for, and we are honored to add this painting to our collection.” “Night Forest” is the second work by Jarvis in the public art collection, his painting “Inscape – Night Forest”, 1996 was purchased by the District of Sechelt in 2009. Born in Vancouver, Donald (Don) Jarvis was an artist and teacher who made a significant impact on the West Coast arts community. After studying under artists B.C. Binning, Jack Shadbolt, and Hans Hofmann, Jarvis had his first solo exhibition at the Vancouver Art Gallery

found the tip of a foam Nerf dart lodged in his intestine,” says BC SPCA Sunshine Coast Branch manager Cindy Krapiec. “He’s recovering beautifully and is being such a good patient.” An unprecedented number of animals requiring medical help have come into the branch this year, Krapiec says, from blockages to amputations, and from allergies to overall neglect. “It’s been a challenging year for our little branch, so we are seeking the public’s help and support to help us make ends meet,” she says. “We just want Piper to have another chance to live out the rest of his nine lives in a loving, forever home – where he hopefully won’t have any access to the foamy toys and objects he seems to love to eat.” When Piper has finished recovering from his surgery, he will be available for adoption. A non-profit organization, the BC SPCA relies primarily on public donations to carry out its life-saving work helping the province’s most vulnerable animals. Exploring the housing options On Thursday, Dec. 8, Sechelt Sustainable Community (SSC Properties Ltd.) hosted a workshop and community discussion at the Sechelt Band Hall aimed at bringing cost-efficient housing to Sechelt and the Sunshine Coast. The expert panel included representatives from the Sunshine Coast Affordable Housing Society, Habitat for Humanity Sunshine Coast, Roberts Creek Co-Housing and SSC Properties. Four short presentations were followed by an open panel discussion based on questions from the audience. Todd McGowan of SSC Properties opened the program by pointing out that the key objective is to select specific solutions from vari-

ous immediately buildable designs. He explained that SSC has several areas in their community development plan for affordable housing and that housing in virtually every part of the 420-acre site in East Porpoise Bay could be cost-efficient. Matt Thomson of the Sunshine Coast Affordable Housing Society gave an overview of the housing needs “spectrum” that extends from emergency shelters through transitional and supportive housing to “affordable” and market rental and ownership. In his estimation, “core [affordable] housing need is projected to climb to over 1,000 renter households on the Sunshine Coast by 2021”. The impact of the Habitat for Humanity Sunshine Coast

program was summarized by Chair Laurie Vance. Habitat focuses on breaking the cycle of poverty by making home ownership attainable. The local chapter has already created a home in Gibsons, a duplex in Sechelt and has a 14-unit village in Wilson Creek in progress. Through the Habitat program eligible young families receive interest-free mortgages indexed to their household income in exchange for 500 hours of volunteer work. Gary Kent of Roberts Creek provided an overview of the Roberts Creek Co-Housing project and shared a short video presentation. Though not specifically designed to be inexpensive, the benefits of providing common spaces, a workshop, meals and other

elements of the “sharing economy” help to reduce living costs. Werner Hofstätter of SSC Properties presented four examples of innovative, costefficient and highly liveable solutions that are already being constructed elsewhere (these were some of the responses received by SSC to their recent request for expressions of interest in costefficient housing solutions.) Hofstätter said that the cost of land, for example, is determined not only by the size and location, but also by the rules and regulations that dictate the level of servicing and the extent to which the land can be used. Based on these examples, he advised the audience that target pricing (includ-

As well, construction of these types of housing options could begin immediately, as soon as the necessary approvals are in place.

The key message was that providing cost-efficient housing under a market model is the only way to ensure widespread, uninterrupted access. As the Sunshine Coast Art Council’s 50th Anniversary year comes to a close, it’s fitting that it does so with an event that looks toward the future and celebrates young artists. December 17 will mark the recognition of some very talented youth in our community. “We believe that it is our mandate to support the community of the Sunshine Coast with their artistic endeavours and a large part of that is encouraging children and youth,” says Sheenah Main, Administrator for the Arts Council. “Whether it be in conjunction with Sunshine Coast schools for the Banner Project or whether it be work that’s created away from school as with the Young Artists Awards.” The Art Council’s annual Banner Project sees elementary school children from the Sunshine Coast submit designs for banners that will be displayed in Sechelt Civic Square some-

Two amazing young ladies will dance the role of Clara: Roxy Drewitz (her third appearance) and Jade Reid. Tip of the Week: Winter Solstice, nature’s New Year occurs, as usual, on December 21st. A way to gain a sneak preview of the coming year for us all is to look closely at the exact moment of Winter Solstice. So, looking at the chart cast for the exact moment of solstice, which translates as the literal second that the Sun enters Capricorn (the translation goes both ways), a word that can be used to summarize it is ‘carnival’. • On December 7, a Coast resident reported finding a piece of metal inside a baked good purchased at a business in the 900 block of Gibsons Way. The business has been advised and the file is still under investigation. • On December 12, staff at a business in the 900 block of Gibsons Way, Gibsons, tried to detain a suspect who was witnessed on several previous occasions stealing alcohol. The suspect was uncooperative and fled the premises on foot before police arrival. Police reviewed surveillance video footage of the suspect, who is described as a 16 or 17 year old male, taking sixpacks of alcohol and walking out of the store without paying for them. The matter has been referred to ICBC. • On December 11, police attended a two-vehicle incident in the 1300 block of Marine Drive, Gibsons, after the first vehicle came over the crest of the hill and lost control and slid down hill into the front end of the second vehicle. Both vehicle drivers were taken to hospital for assessment and treatment of minor injuries and both vehicles, which were obstructing traffic, were towed. Icy road conditions are believed to have been a factor. The matter has been referred to ICBC.

Shortbread Cookies

Almond Snowballs

This is a delicious tender drop shortbread, different from typical firm styles.

These fun little cookies are topped with candied red cherries and sliced almonds.

Ingredients

1 cup unsalted butter at room temperature ½ cup plus 2 Tbsp icing sugar ¼ cup cornstarch or rice flour 1 ½ cup all purpose flour ½ tsp salt 1 tsp vanilla extract *Chocolate nougat candy

Directions

Shortbread Cookies: 1. Preheat oven to 350 °F. Beat butter until light and fluffy. Sift in icing sugar and beat again until fluffy, scraping down sides of the bowl often. Sift in cornstarch or rice flour and blend in. Sift in all purpose flour and salt and mix until dough comes together (it will be soft). Stir in vanilla. 2. Spoon large teaspoonfuls of cookie dough (or use a small ice cream scoop) onto an un-greased cookie sheet, leaving 2 inches between cookies and bake for 18 to 20 minutes, until bottoms brown lightly. Remove from cookie sheet to cool. Chocolate Nougat Shortbread: 1. Prepare shortbread recipe as above and spoon onto an ungreased baking sheet. Press a triangle piece of chocolate nougat candy into the center of each cookie and bake for 18 to 20 minutes, until bottoms brown lightly. Recipe courtesy of foodnetwork.ca

Ingredients

2 egg whites 1 pinch coarse salt ⅓ cup sugar (eyeball it) 1 ½ cups (about 6 oz) shredded coconut 1 tsp almond extract (eyeball it) ¼ tsp grated or ground nutmeg 3 Tbsp all-purpose flour 9 candied red cherries, halved ¼ cup sliced almonds

Directions

1. Preheat oven to 350ºF. 2. In a mixing bowl, beat egg whites and salt to soft peaks, then add sugar and beat again until peaks are stiff. Beat in almond flavoring. Using a rubber spatula or wooden spoon, stir in half of the coconut. Sprinkle in the nutmeg and flour, stir, then fold in the remaining coconut. 3. Using a melon baller or other small scoop, or working with 2 spoons, form 9 “snowballs” a couple of inches apart on each of 2 cookie sheets. Bake snowballs 12 to 15 minutes, until lightly golden. Remove from oven and garnish each snowball with half a cherry and a couple of slivered almonds. Transfer to a rack or serving plate to cool. Recipe courtesy of foodnetwork.ca
