The Transportation Safety Board on Jan. 9 released its report into the July 5 crash of a Cherokee Piper 140 in a ravine just after taking off on a sight-seeing flight from Sechelt airport. The pilot was killed but three other family members walked out. The TSB said the crash was not attributable to any single factor, but said issues contributing to its loss of power included the fact that it was at or near maximum gross weight and that it may have encountered turbulence and downdrafts over Chapman Creek. Persephone gets licence approval

Persephone Brewing Company applied to the Sunshine Coast Regional District (SCRD) to be able to change the liquor licencing for its Stewart Road site in January, 2018. It took a year for the requests to be processed and reviewed. It took SCRD directors a matter of hours to approve them.

Staff recommendations for a variance, covenant and support for Persephone’s liquor licence amendments were approved at the Jan. 10 SCRD planning and development committee meeting and approved by the board that evening.

Persephone can now finalize the requirements to offer patrons increased serving sizes, more products, live music and events. Approvals are still needed for Vancouver Coastal Health and the BC Liquor and Cannabis Regula-

The SCRD allowed summer operations for both liquor service areas between 10am and 9pm. Summer is defined as from the Victoria Day to Thanksgiving weekends. Operating hours were restricted to between 11am and 7pm for the rest of the year, with an exception for New Year’s Eve. Music is to be allowed in both areas between noon and 6pm yearround. Sechelt closes road in Seawatch The District of Sechelt ordered the closure of a portion of Seawatch Lane on Jan. 9, following the discovery of new sinkholes in the troubled subdivision.

And the district also activated an emergency designation on Jan. 11 that could allow it, and affected residents, to access emergency resources from the provincial government.

The latest round of concerns related to ground and sub-surface stability in the West Porpoise Bay neighbourhood began on Dec. 26.

The district became aware of a large sinkhole on private property near Seawatch Lane. The sinkhole was about 400 cubic meters in size. It was backfilled by the property owner at the direction of their geotechnical engineer.

On Jan. 9, Thurber Engineering advised Sechelt to close the Seawatch Lane to all vehicle access west of 6649 Seawatch Lane. Thurber Engineering was at the site on Jan. 10 and advised the closure stay in effect until a more thorough assessment can be completed. A drill rig

and borehole team are required to do this work. They projected this should happen

by Jan. 17, if equipment is available and can be brought to the site.

Council members met with area residents on Jan. 10.

Vehicle access to a number of residences remains blocked. The fire department and police are able to respond to emergencies by proceeding without vehicles past the road closure. BC Ambulance Service personnel will not proceed past the barricades. Utility companies have been informed of the closures.

Sechelt Mayor Darnelda Siegers stated, “It is unfortunate the situation has come to this. As this is a matter of public safety, we did not make this decision lightly and we understand the inconvenience this causes the affected families. We hope, by continuing to share our engineering reports with the residents, this will allow them to make decisions on their best course of actions.”

The District of Sechelt has committed to continue to

hire professional engineers to monitor the roads. It will make those engineer’s reports available directly to the Seawatch residents by email.

They will be made public through the Sechelt.ca.

Development of the Seawatch subdivision was approved in 2006. In June 2012, a sinkhole appeared and required a temporary closure of Seawatch Lane. In February 2015, another large sinkhole damaged a residence in the subdivision. At approximately the same time, Gale Avenue North was undermined. There was further deterioration in the condition of Gale Avenue North in early 2018. A portion of this road remains closed to vehicle traffic. In September 2018, another sinkhole appeared on one of the undeveloped lots in the subdivision.

Legal action has been taken by the owners of two area residences against the District, the developer, contractors, engineers, real estate agents and home warranty providers. The action is scheduled to go to trial in March, 2020. Connie Jordison

The closure of Seawatch Lane has left a number of residents without vehicle access to their homes. It is closed pending further assessment, following the discovery of another sinkhole.

New �ire chief positions approved The Roberts Creek and Halfmoon Bay Volunteer Fire Departments are poised to get full-time paid fire chief positions in coming years.

This was the only one of 45 recommendations in the recently completed Sunshine Coast Regional District’s (SCRD) Fire Services Strategic Plan that the committee agreed to move forward with.

The plan was received at the SCRD planning and development committee’s Jan. 10 meeting. After being reassured that the volunteer bases of the organizations would have input into the hiring decisions, the committee supported making the changes when the current department leaders complete their terms.

The report estimates that the changes to the chief positions would cost about $34,000 per year more for each department.

These funds would come from taxation within the impacted areas.

The 177-page plan was developed by consulting firm Dave Mitchell & Associates.

It reviews the current operations of the SCRD’s volunteer fire departments. These include Egmont and District, Halfmoon Bay, Roberts Creek and Gibsons and District.

Fire departments in the Pender Harbour and Sechelt areas are run under separate authorities.

The plan noted that in 2017 the SCRD departments responded to 575 events.

That number is projected to double in the next 10 years. All departments are responding to calls that are more complex and that involve more than fire suppression. Calls to assist at motor vehicle accidents, hazard material incidents and with medical events and rescues were all cited as increasing.

The document also looks at planning needed to address future challenges anticipated for the four departments.

Recommendations focusing on the legal structure of the region’s fire services, volunteer recruitment and retention, finances and budgeting practices and mutual aid agreements are also part of

the plan.

The committee recommended that the staff incorporate the remaining recommendations of the plan into the three-year service plans for each impacted department.

The committee put off taking action on a plan recommendation that the SCRD’s Emergency Program Services position be changed into a Manager of Protective Services. The change would have increased responsibilities for oversight of the SCRD’s fire services, in addition to managing the region’s emergency programs. Issues arose when area representative for Sechelt, Darnelda Siegers pointed out that as her area does not contribute to the SCRD’s fire services function, it would not be allowed to vote. As Sechelt is part of and funds the emergency services function, it would be impacted by any changes to that program. The committee agreed and deferred consideration of this change until the plan is referred to the other local governments. Connie Jordison

Come clean on pollution The latest BC carbon pollution data, quietly released in December, show that provincial emissions were higher in 2016 than in 2015. Sierra Club BC is warning that despite rhetoric about climate action, this means BC’s climate pollution increased in five of the six years between 2011 and 2016.

In 2016, provincial emissions increased by 1.5 per cent compared to 2015 and were only 2.9 per cent below the baseline reporting year of 2007. In light of economic growth and lack of new climate action, it can be anticipated that emissions will likely not have been reduced through 2017 and 2018 (for which data is not yet available).

“This latest data makes the recent CleanBC plan announced in December all the more important and urgent,” said Jens Wieting, senior forest and climate campaigner with Sierra Club BC. “Yet the government didn’t say a word about the ongoing growth of BC’s emissions, as shared in data posted on the government’s website later that same day.

“The BC government promised accountability as part of their climate strategy. Accountability begins with a real effort to share pollution information with the public. It should not be the task of Sierra Club BC to send out a press release about the fact that BC’s emissions continue to go up,” said Wieting. “The province has shown leadership with CleanBC, outlining how some of the needed emission reductions can be achieved. We need the same leadership when it comes to informing British Columbians about the inconvenient truth that our pollution continues to grow at a time when the province is still cheering on new fracked gas infrastructure.

“British Columbians deserve to know that we have a growing pollution problem. By leaving the public in the dark, the government isn’t providing any accountability for what has and hasn’t worked in the past when it comes to reducing our climate pollution. The recent data shows the absurdity of going ahead with new fracked LNG projects and pipelines at a time when the climate emergency requires rapid cuts to climate pollution.”

To meet BC’s 2030 provincial climate pollution reduction target, BC’s annual climate pollution must be reduced by about 24 million tonnes – from roughly 62 million tonnes today to roughly 38 million tonnes in 2030. This will require an average reduction of two million tonnes, or more than three per cent per year, for each of the next 12 years.

However, the Pembina Institute estimates that if LNG Canada in Kitimat and its Coastal GasLink pipeline are fully built, additional emissions will be roughly nine million tonnes, equivalent to 4.5 years of the needed reduction in the next 12 years.

Letters to the Editor – Opinions Sharpen your pencils (Sent to Sechelt council and copied to the Local) A few brief comments about the budget: Why is “planning application fee revenue” shown as a cost? Surely revenue is revenue?

My assessment is up $100,000 despite the market having dropped this fall.

Why isn’t my tax increase – which would occur naturally with an assessment increase and is ALREADY 12-ish per cent – included in this scenario? Is your proposed increase on top of that increase and why is it not addressed? Are you actually asking me for a 24-per-cent increase?

Why don’t you charge sufficient development costs to cover the costs of development? It costs millions to expand sewer/water and roads for extensive developments that puts a lot of money into the hands of developers and, yes workers; obviously the resulting “expanded tax base” is a bogus reason as the rest of us are paying more than four times the inflation rate. Time to stop all development until you get your “house” in order.

Which brings up the water supply. Why is there a $10 million “road realignment and sewer expansion” when there is inadequate water supply? Septic works just fine and the cost is entirely borne by the homeowner. Your priorities are out of order.

The salary projections for the new workers are ridiculous – why not hire a teenager or a part-timer for minimum wage as the facilities coordinator?

Please sharpen your pencils and take another look; 24 per cent is outrageous.

Highway history

(Addressed to Transportation Minister Claire Trevena, and copied to the Local) You have said that over the past 10 years safety on Highway 101 has improved.

Is that really true?

Did you research ICBC claims, RCMP files and Capilano Roads to make this determination or did you listen to staff who remain from the Liberal government and who for 16 years also claimed the Sunshine Coast didn’t need any improvements?

It’s strange that in 1974, the BC government found that we needed a bypass and surveyed and designed it. In the 1990s, half the bypass was built. Now the population has doubled, and so has the traffic, but you say we still don’t need it.

In 2006, it was decided by the Ministry of Transportation that we didn’t need so many lanes going through upper Gibsons, so they were reduced. I supposed technically that’s safer because no one can even move during the time when a ferry has just arrived. The highway traffic can sit for 20 minutes waiting for one car to turn left. Everyone is safe because no one can move.

In the last couple of years two community groups have formed their own traffic safety committees due to their concerns over highway safety; one wonders why, if safety has improved.

I have personally witnessed the despair of a family of bike riders who were so frightened by the lack of shoulders and endless traffic that they had to be helped off the highway.

The first thing that needs to be done on the Sunshine Coast is to improve the highway we already have.

Instead of building a new one we need some improvements such as turning lanes at intersections, widening shoulders for bikes, pedestrians, and vehicles, reduc-

ing curves that have taken lives, increasing sight distance at stop signs, widening pullouts for buses and, yes, completing the bypass to Gibsons.

Happy New Year, Sechelt! Your Council is going like gangbusters and getting things done. We have made some changes to the committee structure and we are starting work on our 2019 budget.

Our committee structure was changed. The Public Works, Parks and Environment Committee, the Planning & Community Development Committee and the Finance, Culture and Economic Development Committee have been cancelled to allow for greater efficiencies and to allow Council to tackle some important projects with your input. They have been replaced with regular Committee of the Whole

meetings which will be held every second Wednesday at 3 pm.

We have also added four new Select Committees: 1. Airport Development 2. Harbour expansion and development 3. Downtown revitalization 4. Water Resources Once terms of reference have been established for these committees we will seek volunteers to serve on them.

You may have heard, we are also working on the 2019 budget. Staff reviewed the current services we provide and what it costs to offer them and developed the 2019-2023 Financial Plan in accordance with Provincial regulations. That plan is posted to our website with a host of other information. We are now looking for input from our citizens so Council can consider what is important to you before we finalize the budget. Are there services we

don’t offer that we should?

We have a number of important capital projects planned for next year as well.

Much of our capital plan is financed through grants, reserves (our savings, development cost charges and loans).

Potential projects for next year include: public works equipment, trail improvements, a dog park, Hackett Park outdoor stage, a Public Works and Parks building, IT maintenance, and sewer and road works. Take a look at the full list in the Financial Plan document. It provides the list of projects, the costs and how they will be funded.

We have an exciting year ahead and I look forward to hearing from you.

The District of Sechelt has selected Waste Management as the successful proponent for curbside solid waste collection in Sechelt.

Single family homes currently receive curbside garbage and recycling pick-up and residents in Davis Bay have additional curbside organics pick-up. The following service improvements will be implemented in 2019: • New critter proof waste and organics bins – both

35 US gallons in size • New recycling bins 65 US gallons in size • Multifamily residences will receive all solid waste services • Kitchen organics and yard waste pick up services will be added District-wide The cost per household for curbside waste services in 2018 was $216. The rate for 2019 has not yet been established but will be confirmed as part of the 2019 budget

process.

The District is also entering into an agreement with Recycle BC later this spring.

Recycle BC provides municipalities with a collection incentive and pay all the recycling processing costs. The cost savings realized from joining Recycle BC will offset the majority of the costs associated with expanding the organics, recycling and processing solid waste services.

Zipper Merge & Road Rage The zipper merge is the standard in many parts of the world and has been proven to be safer, faster, and fairer than the wait-in-a-long-line method favoured by Canadian drivers.

The well-known politeness of Canadians is actually detrimental to a smooth transition through a bottleneck. A 2004 study by the Virginia Transportation Research Council found that traffic that stays in motion tends to clear the obstacle quicker. When done correctly, a zipper merge reduces starts and stops and keeps traffic flowing which in turn, gets you home sooner.

A zipper merge is when drivers fully use both lanes and delay merging until they reach the obstruction that’s causing the bottleneck.

Canadian drivers consider this the automotive equivalent of cutting line and good manners dictate that they should merge into one long line and patiently wait their turn. Ironically, the most polite thing Canadians drivers can do when merging is to selfishly use that empty lane which in turn will keep

traffic moving.

On the Sunshine Coast, the location where implementing the zipper merge would be on the bypass that we all take when coming off the ferry. If we all did this, it would help to eliminate the long line of cars in one lane along with the aggravation we all feel when someone goes against the flow and drives up the empty lane to “push in”.

We have all felt aggravation or “road rage” at one time or another in traffic. It is more frequent in the summer months on the Coast when tourists flock to this beautiful part of the world.

Carfax Canada (www.carfax.ca) has the following tips to avoid feeling road rage on the Coast this summer:

Don’t aggravate others: You can’t expect others to follow the rules of the road if you don’t. Be courteous to other drivers and communicate your intentions. Use your signal lights, don’t tailgate, don’t putt around in the passing lane, don’t hog the lane and drive a steady, even speed.

Take your time: Whether you’re driving to work or taking a trip to the grocery store, don’t rush. Give yourself plenty of time by leaving early and having realistic expectations. If you’re running late, accept the fact that you’ll probably be late. You can’t make up time on the road and if you try to, you’ll only stress yourself out.

Take a break Brief breaks during the work day can dramatically improve one’s ability to focus on a task.

A 2011 study published in the journal Cognition found that brief mental breaks can improve focus on a prolonged task. The study’s authors tested participants’ ability to focus on a repetitive computerized task for 50 minutes under various conditions. The control group performed the task without breaks or diversions. The switch group and non-switch group memorized four digits before performing the task and were directed to respond if they saw one of the digits on the screen while performing the task.

Most participants’ performance declined considerably over the course of the 50-minute task. However, the performance of those in the switch group did not decline at all, as the two brief breaks to respond to the digits allowed them to maintain their focus throughout the experiment.

The researchers behind the study concluded that the switch group’s performance was steady because the brain is built to detect and respond to change, and its performance will actually suffer if it must maintain prolonged attention on a single task without taking a break.

Permit for S&M Sweet Shoppe

Gibsons council has approved a Temporary Use Permit for the S&M Sweet Shoppe provided that they tone down the signage and remove images of candy from the windows. CONNIE JORDISON PHOTO

S&M Sweet Shoppe was granted a one-year Temporary Use Permit (TUP) at the Gibsons council’s Jan. 8 meeting. The store, at 702 Gibsons Way, already has a town business licence. It sells edible medicinal cannabis products, including candies, baked goods, teas and oils, as well as dry cannabis.

Council added a condition that S&M work with town staff to adjust the appearance of the facility to make it less attractive to youth. This includes removing images of candy products from the windows. A colour scheme in more keeping with the character of the area is also to be discussed.

Store owners, Doug and Michelle Sikora, pleased with the decision, ordered new window coverings the day after the meeting. “We have also taken down some of the outdoor decorations. As for store operations, we are taking it one day at a time right now, but we hope to be able expand hours,” said Doug.

In support of the TUP, council members stated that they were aware of people in the community that have been helped by S&M’s products. They also cited the presentation received at the meeting from area RCMP detachment commander, S/Sgt. Poppy Hallam. She updated council on Coast policing ac-

tivities, including impaired driving investigations. None of these investigations have involved cannabis impairment.

Six of about 25 people in attendance at the meeting spoke in support of the TUP. All asked council to be proactive in allowing the store to continue to serve the needs of clients. These included emotionally-charged testimonials from the store’s employees, customers, neighbours and Michelle Sikora. Council heard how the store’s products had helped individuals address pain and addiction to other substances.

Six written public comments were also considered by council. Three were supportive. Three opposed the permit. School District #46 stated opposition to the look of the store which is on a route that children use to travel to school.

Mayor Bill Beamish voted against issuing the TUP. He noted while some communities have forced the closure of all un-licenced cannabis retailers, Gibsons has taken the approach of working with those that are in the licence application process.

S&M has not applied to licence its dry cannabis sales.

Dry cannabis retail sales are legal with a licence from the provincial government.

Storefront sales of edible cannabis products, medicinal or recreational, are not currently legal. The federal government has announced plans for legalization of edibles for the recreational market in October, 2019 The Sikoras have not decided if they will apply for licencing to sell non-medical edibles should that become available. From what they have heard about the proposed regulations, they believe that their products will not qualify.

Doug Sikora stated the company plans to continue its focus on producing medicinal products. In the past year, they have donated over $30,000 of product to an outreach program in Vancouver working with individuals addicted to opioids.

S&M restricts sales of their products to those with a prescription or that provide a notarized document detailing their need for medicinal cannabis. Clients must also provide photo identification.

“One issue that is impacting our medical cannabis sales is that some doctors are not willing to provide prescriptions as they believe their patients can get the products they need now that recreational cannabis is legal. This is not true,” said Michelle.

Off the Page Off the Page play reading returns Feb. 3 with “Hey Doris!”, a play about a play.

Annie and her husband are actors who get cast in a two-hander just weeks after he has left her for a younger woman. When Annie decides she can’t go through with it, a character from the play comes to life (Doris) who coaches her and supports her through the process.

When the artistic director gets arrested for fraud and forgery and the show is faced with closure, a handsome biker appears and offers the biker clubhouse as a venue.

Taking its cue from all those wonderful movies and plays from the forties “Hey Doris!” is the story of a theatre and a woman that are both going down and find new life in unexpected places.

It was written by Susinn McFarlen, a professional actress who has spent a lifetime working on stages across the country. The reading takes place at the Heritage Playhouse, in Gibsons, at 1pm. Admission by donation.

of fruit leftover from their farms. Strawberries, blackberries, loganberries – you name it, there was a lot of fruit going to waste, and instead of letting it go bad, the farmers had an idea. Why don’t we get together and start a cannery to make jam?

The only problem was that none of the farmers had commercial canning experience.

One can easily imagine the farmers saying: “No matter, we’ll figure it out.” And with that do-it-yourself spirit, they started the Howe Sound Cooperative Canning Association, which was incorporated

As the recent stormy weather can often inspire us to stay nestled at home, cozy by the fire and sometimes isolated from our community, I thought I would share a great story of community building to warm your heart.

It all began around 1920 when local farmers in the Gibsons area had a problem.

At the end of every summer, there was always an excess

in 1921.

The first co-op president was Arthur Rhodes, while W.W. Winn was named treasurer, and directors included J. Kullander, H.B. Metcalfe and James Malyea, among others. Shares to become a member were sold for $25 each; the funds raised were then used in the construction of a small 16’ x 20’ building on Henry Road, and the purchase of canning equipment including four large copper kettles. In the co-op’s first year of production, they accomplished an amazing feat: their jam was awarded a

British Empire Trophy. Imagine the delight of Sunshine Coast residents knowing that their locally-made jam was an award-winner over in England.

For the next 30 years, the Howe Sound Cannery offered local employment for both cannery workers and berry pickers, helping to contribute to the growth of the local economy and the community.

Come down to the Museum this winter to explore our new feature exhibit on the cannery and learn about this homegrown success story. On exhibit are a num-

ber of artifacts including the scale that was used to weigh berries, a large thermometer used to test the temperature of the boiling jam, and the original copper kettles from the cannery. How sweet it is!
