Car wash denied water exemption, will have to close during Stage 3 Questions about industrial water use in times of drought were raised by SCRD directors at the infrastructure services committee meeting on June 21. The first agenda item was a request from the Splash ‘n Shine Carwash in Sechelt for an exemption from Stage 3 water restriction. Stage 3, which applies during "acute" water supply conditions, bans a number of outdoor water uses including washing cars. In June 2017, the SCRD board removed commercial exemptions for those

restrictions. Splash ‘n Shine proposed to take conservation measures during Stage 3 which would reduce their water use by about 31 per cent. However, according to SCRD staff, they currently use approximately 20,000 litres of water per day, making them one of the largest commercial water users in the regional water system. The item was brought to the committee for discussion by Sechelt Mayor and SCRD Chair Bruce Milne. Milne asked the committee wheth-

The case for carbon taxes One of the world’s best-known climate scientists is discouraged that almost 40 years of study and warnings haven’t convinced humanity to adequately address the climate crisis. But James Hansen understands why we’ve stalled. “As long as fossil fuels seem to be the cheapest energy to the public, they’ll keep using them,” Hansen recently told Bob McDonald of CBC Radio’s “Quirks and Quarks”. “We’re up against an industry that would prefer to just continue to do things the way that they have been because they’re making a lot of money.” His solution: Ensure the price of fossil fuels factors in the costs to society. (Hansen is a former NASA scientist and now director of Columbia University Earth Institute’s climate science, awareness and solutions program.) How do we ensure the price of fossil fuels includes the costs of pollution, environmental degradation and climate disruption? The simplest way, as Hansen and most scientists, economists and energy experts know, is to put a price on carbon emissions. Pricing carbon, through a carbon tax or cap-and-trade system, has proven to be effective. Sweden implemented a carbon tax in 1991. Even though the price has risen steadily — from about C$37 per tonne of CO2 in 1991 to $170 in 2018 — the country’s carbon dioxide emissions have decreased by 26 per cent, without negatively affecting the economy, even as the population grew. It works, as at least 46 countries with carbon pricing policies are learning. A carbon tax is the simplest method to price carbon, although some opponents cringe at the word “tax.” It’s a fee, often rising annually, levied on fossil fuel production, distribution and use based on the amount of carbon pollution emitted. By making fossil fuel use more expensive — reflecting more accurately its societal costs — governments can encourage conservation, efficiency and cleaner alternatives. Under a cap-and-trade system, a government caps the amount of greenhouse gas emissions an industry can emit or that can be emitted overall in the economy. Governments auction allowances, generating revenue to invest in the clean economy. Companies that exceed their limits can buy allowances from companies that remain below the cap, or bid for them in the auction. With either system, the more someone pollutes, the more they pay. Most people in Canada know climate change is an urgent, human-caused problem that must be addressed. Recent polling shows almost 80 per cent agree with the idea of carbon pricing, and more than 80 per cent already live in jurisdictions with some form of it. Hansen believes a price on carbon might save civilization, giving new meaning to the expression, “Taxes are what we pay for a civilized society.” David Suzuki

Letters to the Editor – Opinions Thrilled (Re “Community forest evaluation”, the Local, June 21) I am utterly thrilled and excited that at long last Sechelt Mayor Milne and council will re-evaluate the community forest. For far too many years the Sunshine Coast Community Forest has been ignoring the communities’ requests and needs, and has been run as a purely logging company. Transparency has also been a big issue. On many occasions, the SCCF has announced money donated to community projects without informing the public as to what percentage of the profits have been donated, not showing a true picture. Insensitive

Recently, numerous volunteer directors of the Sunshine Coast Community Forest (SCCF) have resigned and the annual general meeting has been mysteriously “postponed”. Clearly there has been some meddling by the Sechelt Mayor and Council (Sechelt owns and controls the SCCF). In 2014, Mayor Milne promised to be fully open and transparent and to not hold any “closed meetings” of council. So why has Milne failed to offer any explanations about his actions surrounding the SCCF to the public in recent council meetings? Is it because, in 2014, he accepted a large portion of his campaign contributions from key supporters of Elphinstone Logging Focus (ELF), the self-appointed critic of the Community Forest? The SCCF has been hugely beneficial for the entire Sunshine Coast. It has created jobs in a core Coast

industry and complied with all regulations. It has withstood resistance by a few, that the Courts have said was unacceptable and even illegal. And SCCF has made substantial financial contributions to community projects from Egmont to Port Mellon. But all of this apparently hasn’t been enough for this Mayor who stripped the SCCF directors of most of their authority to distribute surplus amounts to the community. Instead, the Mayor and his Council have taken control – presumably, they want the recognition and photo ops. Our community depends on volunteers for so many important parts of our life on the Coast. It’s extraordinarily insensitive of this arrogant Mayor and his compliant Council to drive away many long serving directors for their own unstated agenda. Laura Davis, Roberts Creek

Mind your smoke Gathering around a campfire with friends and family, roasting marshmallows while watching the flames dance. A harmless, social activity and the best part of summer, right? Not quite. The smoke is far from harmless and, much like hearing bass without the rest of the music, being subjected to it without consent and the benefit of the warmth is anti-social. As you re-position yourself around the blaze to avoid the smoke, think of the person downwind who has had to close their windows yet again an attempt to keep it out. A futile gesture as the particles are actually so fine that they can infiltrate the tiniest cracks. Wood smoke is a contributing factor in heart and lung diseases, and can

worsen asthma, emphysema, and Chronic Obstructive Pulmonary Disease (COPD). The tiny particles, which are 25 times smaller in diameter than a human hair, can also enter the bloodstream and affect the brain both in terms of behavioural disorders and stunted cognitive development in children and dementia progression in adults. In addition to all the toxins found in much greater concentration from wood burning than from cigarettes, salt-laden driftwood also releases carcinogenic dioxins and furans during combustion. If you feel you must have that beach fire (which is not permitted within the Town of Gibsons) please get as far away from homes and other groups as possible and set up below the high tide mark. Ideally wait until after sunset, when an offshore breeze will take the smoke out over the water. Bring your own seasoned wood (with less than 20 per cent moisture content) and a large bucket to douse the embers with seawater when done. Nara Brenchley, Sunshine Coast Clean Air Society

In our hearts I would like to express my deepest thanks to everyone involved in the fundraiser for my husband Frank McElroy, held at the Roberts Creek Legion on June 15. That includes all those who donated items for the raffle, such as the Gumboot Restaurant and the Rogue Festival, and contributed to the 50/50 draw. These events raised $1,008 while another $1,150 came in as donations. Many thanks to all of you for your generosity, kindness, and support, especially those who attended the event and visited with Frank. Your chats with him gave him such energy, he ended up staying for three hours, which was astounding. That, alone, made the whole evening for me. The ongoing love and care we’ve received from our community in response to Frank’s palliative condition remains a remarkable gift. We can’t thank you enough. Paramedics check over a Roberts Creek woman, who broke an ankle and a wrist when she fell into the creek on June 19. The 57-year-old woman was attempting to climb up a ravine wall when she fell back into the creek, unable to move. After two hours in the water, the woman was winched up by eight Roberts Creek fire fighters. She was still in the hospital a week later. ED LANDS PHOTO

Cyclist killed by recycling truck On June 22 at approximately 3:30 pm in Sechelt, an 84-year-old male cyclist was struck by a recycling truck and unfortunately did not survive the collision. The recycling truck and the cyclist were travelling the same direction, north on Hwy 101, when the truck driver turned right onto Wharf Avenue. The cyclist who was riding beside the truck was hit by the truck as

it turned. The driver, who is cooperating with the investigation, called 911 immediately. Emergency Health Services were on scene quickly and the male was transported to Sechelt Hospital where he succumbed to his injuries. “Our deepest condolences go out to all those affected, and their families,” said Matt Paden, director of operations for Waste Management. “We are working with the Sun-

shine Coast RCMP and would also like to extend our deepest gratitude to the first responders who assisted at the scene.” Alcohol and speed were not a factor in the collision. Sunshine Coast Traffic Services, Integrated Collision Reconstruction and Commercial Vehicle Safety and Enforcement all attended and the investigation is ongoing. Submitted by RCMP

An Update on BC Ferries’ Langdale Terminal Redevelopment Plan Hello Sunshine Coast Residents, I am jumping back into the Langdale Terminal Redevelopment project and can see we’re on track on our overhead walkway construction schedule. However, I need to report we are delayed on Phase 2 of community engagement regarding the new terminal building. In May, the project went through an internal review and approval process, and we are taking some time to consider additional concept options before bringing them to you. This delays Phase 2 engagement but gives us the additional opportunity to review community feedback and safety considerations. We want to be sure we develop a plan that is in line with what we heard from you. I will let you know once I have more details on the new engagement schedule. The Sunshine Coast Regional District’s (SCRD’s) process for rezoning the Langdale terminal continues. Our application successfully passed through two key milestones in March, and the third reading of the zoning amendment was moved and carried by the SCRD Board of Directors on March 22. We expect the last step, finalizing an access agreement with the District, to be completed in the upcoming months. This is great news and helps keep the project moving ahead.

We know the overhead walkway is important to travellers and we are working hard to put it into service as soon as possible. We decided to do the walkway first. The walkway will cross the shoreline from the east end of the current parking area to the Berth 1 pontoon. It will be covered and accessible for all customers.

We heard from more than 1,500 people and have posted a summary report at bcferries.com/about/hsbvision. The next step is to review the input and use it alongside business and operations objectives to create design concepts. We expect to be able to show details to the community later this Fall.

Many of us enjoy the warm weather of summer with our dogs but heat can easily become a hazard for a dog because dogs have few sweat glands and must pant to cool down.

Here are some tips for keeping your dog safe this summer: When hiking with your dog, take lots of water for the both of you and check that the hike is not too strenuous for the dog. Every year, dogs succumb to heatstroke when out hiking with their humans. Remember that sidewalks get hot and dogs are closer to the ground than we are and they can get much hotter

than we do, so check that the pavement isn’t too hot. The pads of the dog’s feet can also burn and blister on hot pavement. Monitor play closely in the heat. A young dog playing outside about mid-morning in England only survived heat stroke after intensive veterinary intervention. Never leave your dog in a vehicle in the heat. Know the symptoms of

heat stroke because heat stroke is always an emergency and requires immediate removal from the heat and immediate veterinary care. Symptoms include skin that is hot to the touch and increased panting and salivation. Often vomiting, diarrhea, loss of coordination, collapse, and unconsciousness follow. To avoid heat stroke, only exercise dogs when or where it is cool. Dogs should always have access to shade and to drinking water and should not be confined to an asphalt or concrete surface. Luckily there are lots of additional ways to help keep your dog cool. There are mats which, when filled with cold water, keep dogs cool when they lie on them. There are also specially made vests

which keep dogs cool and these items are readily available at our local pet supply stores. Invest in some Kongs or other food dispensing items, fill them with beef broth or yoghurt or other tasty fillings and freeze them so your dog can enjoy them

on a warm day. If your dog wears a muzzle, avoid using muzzles that inhibit the ability of the dog to pant. Basket muzzles that allow the dog to pant, drink, bark and take treats are the best. Have fun with your dogs, but keep them safe.

Our district has had great success with our District Student Leadership Team in increasing student engagement and student voice, and this year’s student trustee Pearl Deasey has been a fantastic ambassador for our district. We love to have parents engaged in their children’s schools. To affirm our commitment, we have solidified a DPAC (District Parents’ Advisory Council)/PAC (Parents’ Advisory Council) board policy to strengthen our commitment to supporting parents. We also have a Parent Engagement Committee comprised of parents and staff; their goal is to increase communication between homes and schools and help parents become more involved in their children’s education. SD46 integrates Indigenous learning throughout the district with our Aboriginal Education team. We are incredibly privileged to be living and learning in the unceded territory of two First Nations communities – Skwxwú7mesh and shíshálh – and we’ve had some amazing experiences with our aboriginal partners in the past few months. The Chekwelhp origin story pole carved by

Wes Nahanee (Chiaxsten) of the Skwxwú7mesh Nation was blessed and raised at Gibsons Elementary in April and more recently, the second welcome pole at Pender Harbour Elementary-Secondary was raised. Shíshálh master carver Arnold Jones (kwatamus) carved the pole at PHSS with students, staff and community members. These poles are incredible gifts to our school community and honour the traditions and future of this beautiful place in which we live. We now have solar panels on two more of our schools, Davis Bay and Pender Harbour. Not only will these panels help keep electricity costs lower and reduce greenhouse gas emissions, staff and students have been using them to learn more about math and science by integrating their use into the classroom. Congratulations to all of our graduates – thank you for calling us “home” and we wish you all the best for your next steps in your journeys. We wish all of our students, staff, families and community members a wonderful and safe summer. See you in September.

As we come to the end of June, we’d like to reflect back on a few of the things that happened over this school year. We have some incredible programs and initiatives in this district, all focused on engaging our students, staff and community in lifelong learning. We see more of our students out learning in the community and that is partly due to our Multi-Function Activity buses. Thanks to additional transportation funding from the province, we now are able to provide more support to schools for extended experiences. Our board has long been an advocate for student voice at the local and provincial level. This spring, we had strong support from trustees around the province to lobby the provincial government to embed student voice in the School Act, as well increase support and develop resources for school boards wanting to bring authentic student voice to the board table either through student trustees or student advisory

Fans of Simply Warehouse will be pleased to know that the spring pop up show is back, albeit with a new name, The Mix. Unable to secure exhibition space last year, the group has undergone some changes and now consists of artists Charly Mithrush, Donna Stewart and Lore Schmidts. Over the Canada Day long weekend they will be exhibiting new works at a new venue, Deluxe Landscaping in Sechelt. The new name represents the trio’s commitment to each other, to their work, and to exhibiting together. “We don’t have our sections,” says Schmidts, referring to how the artists display their work. “We’re all mixed up because [the works] show so well together. They complement each other. We have a similar palette [and] we are very mixed me-

dia.” Each an accomplished artist in their own right, The Mix are now making a name for themselves having already exhibited in Whistler, Squamish and Vancouver this year. Schmidts has been a working artist for 35 years, moving off the oil rigs of Alberta to pursue an art career in Vancouver. He put together a portfolio and started knocking on the doors of design and architectural firms letting them know he was available for commissions. “I think I hit 10 or 12 and before I knew it I had a 15-year-strong career, building clients by word of mouth.” Schmidts has done work for the Fairmont Chateau Whistler, Sun Peaks Resort, and the Wall Centre, to name just a few, and has worked around the world, including painting murals on a palace in the United Arab Emirates. Despite this success, he returned to school and graduated from Emily Carr University in 2000, crediting his experience there with giving

My artist colleague, Sandy Buck, and I are artists working with Deer Crossing the Art Farm and we have a very unconventional art exhibit on until July 8 at the Gibsons Public Art Gallery. How each era spoke to the spirit of the times and what art really means to culture. It wasn’t just about craft or skill. It was about a way of life.” Schmidts moved to Sechelt and has been focussing solely on his own art for the last 15 years. He is impressed by the quality and number of artists on the Coast and involving himself in the arts community here has led to many opportunities, The Mix being the most recent one. “I have a great deal of admiration for Donna and Charly’s work,” says Scmidts of his fellow exhibitors. “Donna’s sense of

space and colour and composition and her creativeness is outstanding. Charly blew me away the first time I saw her work. Councillor Doug Wright noted that his previous support for the operations centre had been "reluctant", and said he reconsidered after going back and looking at his election promise to spent tax dollars "carefully." "This is not a careful expenditure of money," said Wright. "We need to live with our taxpayers and we need to live within our means." Councillor Mike Shanks also had a change of heart, stating: "I don't deny the need for this, but that price to me is prohibitive." Darnelda Siegers was the sole councillor at the meeting to speak in favour of the project. Siegers pointed out that the building included space with a controlled environment to house the archives, and was set up to be an emergency centre with computer back-ups so that services could be run for the municipality in case of disaster. "My fear is that if we do

not start moving this forward, this building is going to keep increasing in cost," said Siegers, adding that it was "demoralizing" for staff not to have a proper facility. "Do I like the cost? No. But this is what the cost is at this point." Public works staff previous had facilities on Ebbtide Street, but they were displaced in 2012 to accommodate construction of the Water Resource Centre. A report from the director of engineering and operations, Darwyn Kutney, presented to the finance, culture and economic development committee on May 9 noted that staff have been working out of portable offices, and performing maintenance work in unheated, unventilated tents, with materials and equipment stored outside. "Year round, during all hours of the day and night in rain and snow, staff work on concrete floors in unheated canvas quonsets to perform

all vehicle maintenance to ensure our roads, trails, and parks are safe for the public," said the report. "Staff need a warm, safe place before and after they fulfill their duties, a place where they, along with the community can be proud of for many years to come." The motion at the June 20 meeting was defeated, with councillors Inkster, Muller, Shanks and Wright opposed. Councillor Alice Lutes was absent during the vote. Mayor Bruce Milne, who previously supported the project, said he was "a little surprised" at the decision, but he discouraged council from taking the issue to the public in a referendum during the upcoming elections because "then the election would be about the operations centre and not about the quality and character of the individuals you are voting on to serve on council."
