In 2016, the average residential tax rates decreased by

Ferry performance well below average A frustrated passenger says BC Ferries’ boast of a 90-per-cent on-time performance rate is blatantly erroneous when it comes to the Landgale-Horseshoe Bay route, where the company’s unpublished statistics show that often, fewer than 50 per cent of ferries are on time at peak periods.

Christopher Cleator, of Vancouver, said he has travelled to the Coast almost every weekend for the last 10 years as a walk-on passenger from Horseshoe Bay, and that clearly BC Ferries’ claims of punctuality clearly do not apply here.

“BC Ferries' website states that their on-time performance for 2015 is 90.8 per cent for sailings departing within 10 minutes of the scheduled departure time.

This is the only statistic they provide to the public with regard to their on-time performance, and is obviously a very broad stat averaging all sailings across their entire fleet for the whole year,” Cleator said in an email to the Local March 21.

Exasperated with the lack

of details, Cleator filed a freedom-of-information request with BC Ferries for 2015 statistics for the Langdale route, which the company provided willingly. The numbers tell a story familiar to regular weekend ferry travellers to and from the Coast.

“The 2015 average ontime performance for Route 3 [Langdale-Horseshoe Bay] on Saturday, Sunday and Monday was 75 per cent, already well below the fleet average,” Cleator said.

He found that after 4:30 pm, the average on-time performance for Sunday and holiday Monday evenings in 2015 dropped to 41 per cent.

In March, April and November of that year, 100 per cent of Sunday evening sailings departed late.

“Any other company— airplanes, buses, trains—if anybody had that kind of ontime performance, there’d be people getting fired,” Cleator told the Local in an interview.

“That’s still more ferries leaving late than leave on time [on Sundays]. That’s terrible, from a transportation perspective,” Cleator said.

“They’re advertising themselves as a kind of vacation cruise line. Cruise lines can’t get away with that kind of on-time performance. It’s expected that if that’s happening, you fix it.”

When contacted by the Local about Cleator’s findings, Jakob Knaus, a long-time member Southern Sunshine Coast Ferry Advisory Committee, said there were a number of factors contributing to the poor performance on Route 3. These include the aging Queen of Surrey and Queen of Coquitlam, which, “are in the last quarter of their commercial lifespan and their speed is getting slower.”

Knaus also said changes could be made to berth location at Langdale terminal to allow straight-in and straight-out access for the vessels.

“This would save up to 10 minutes per roundtrip and would help to minimize the delays,” Knaus said.

A request for comment from BC Ferries was not responded to by press time.

This April is auto crime enforcement month in BC and the Integrated Municipal Provincial Auto Crime Team (IMPACT), the Province of British Columbia and Insurance Corporation of British Columbia (ICBC) are encouraging vehicle owners to help protect their property and “Don’t leave your keys for Thieves”.

"Our roads and our communities are safer as a result of the outstanding work of the men and women of IMPACT, and I am thankful for their efforts," said Minister of Public Safety and Solicitor General Mike Morris. "We all need to do our part to help IMPACT and other police agencies build on the gains we've made in reducing auto crime over the past decade. Remember our call to action - don't leave your keys for thieves!”

IMPACTS’s data shows a two-per-cent decrease in auto theft over the past year after the first increase in 10 years in 2014.

“With changes in technology, thieves now need keys or fobs to steal newer model vehicles. Unfortunately many people leave these in their vehicles,” said RCMP Superintendent Brendan Fitzpatrick on behalf of IMPACT. “We need to remind the public that even if items are not visible, car thieves will find them once they break in. We are seeing this particularly with valet keys, house keys and building fobs, hence our theme this year of 'Don’t leave your keys for thieves'.”

“It’s important we don’t let our guard down to protect ourselves from auto crime. Thieves are looking for opportunities to steal or break into your vehicle, so keep your keys secure at all times, lock your vehicle and remove valuables. We’ll continue to invest in auto crime prevention because less crime benefits everyone and helps control claims costs and keep rates as low as possible,” said Steve Yendall, Vice President of Insurance and Driver Licensing at ICBC. Letters to the Editor – Opinions Don’t swallow

(Re “Stop water meters”, the Local, March 24) The Langdale residents J.E. Hudder & F. Mostrovich have some of the right ideas concerning the unwarranted metering of water. Anyone who tells you there is a shortage of water on the southern Sunshine Coast couldn’t be more mistaken. What there is a shortage of is access to the plentiful sources of water. The SCRD’s most recent information session held last month in Sechelt’s Trail Bay Mall was a new approach where finding broken water mains was used as a reason for water meters. What we need the elected directors of the SCRD to do is to focus on accessing the millions and millions of gallons of water that is available all year round…even in what they would have you believe is a drought period. Don’t swallow the nonsense about water shortages.

(Re letter from Roger Legassé on the Commons vote on the Boycott-Divest-Sanction (BDS) campaign against Israel, the Local, March 24) Roger Legassé urges our new MP to support the BDS movement. If she has any commonsense and decency, she will continue to oppose it for being the wrong-headed vicious anti-Semitic left wing claptrap that it is.

He compares Israel to South Africa in a vain attempt to vilify the former by comparing his so-called “oppression of Palestinians” to apartheid. He makes no attempt to explain just how Palestinians are being oppressed by Israel, which if course is no surprise since they are not.

If the Palestinians are being oppressed by anyone or anything, it is the neighbouring Arab countries and organizations such as Hamas, Hezbollah and the PLO with the re-

fusal to recognize Israel as a legitimate beacon of democracy and human rights within the region. He then further weakens his anti Israel diatribe by quoting Naomi Klein and condescendingly grouping her with Desmond Tutu and Nelson Mandela. This is an insult to two fine gentlemen. Why anyone would want to use Naomi Klein for support is a mystery. She has consistently, in her writings and actions, shown herself to be mostly devoid of any real understanding of the world and human nature and she promotes a totally unrealistic left wing agenda with a hypocrisy that is monumental in scale.

Mr. Legassé sets himself up as something of an expert since he “travelled to the Middle East as a teenager”. He clearly paid no attention then and pays no attention now to the real situation in that region. It is, of course, not convenient to admit that Arabs in Israel have more rights and freedoms than Arabs do in neighbouring countries and are subject to a rule of law more akin to our own instead of the disgusting practices of Sharia law.

I could translate BDS to what it really is but that would not be printable in this newspaper, so I will content myself with congratulating our “rookie” (more condescension from Mr. Legassé) MP with her opposition to a movement that is hypocrisy writ large.

As a teenager I, too, travelled to the Middle East, including Israel, Palestine, and Egypt, 40 years ago. I returned several times, most recently in 2005. While I admit that my information is not current, I can assure your readership that comparisons between Israel and South Africa are specious. Many parties, with competing agendas,

share the blame for the situation.

(As an aside, I never met Desmond Tutu, nor read (much) Naomi Klein, but I did recently learn how Nelson Mandela sent troops across the border into neighbouring Lesotho in 1998 to secure Johannesburg's water supplies.

Leaders must necessarily act belligerently when their populations' security is threatened; Nobel winners, Palestinians, and Israelis alike.)

With regards to BDS, a casual acquaintance recently stated his support of the movement on Facebook.

When I asked him what products he intended to boycott, he indicated he had no intention to boycott anything himself, nor did he even know what Israeli products might be available in Gibsons or elsewhere, and that his was more of a philosophical stance.

Am I alone in my weariness of people who tell everyone what they should or shouldn't do, and who further demand that our federal government make decisions that affect us all, in order to support their particular minority-held views?

Am I the only one fed up with those among the former who don't even bother to take any sort of tangible action of their own in support of their precious beliefs?

Roger, by all means, boycott away. And please keep us posted on your progress.

Your actions may speak louder than your words.

It's always illuminating (and sad) to realize that racism and bigotry are alive and well in small communities such as ours. Anti-Semitism, in particular, manages to find its way to the Coast in the form of an extreme fixation by some who are intent on vilifying or 'boycotting' anything to do with the one Jew-

ish state – Israel.

I do not use the word antiSemitism lightly, since some would argue that being antiIsrael is distinct from being anti-Semitic. However, it is puzzling why, in their eyes and minds, the recent ISIL murders in Brussels and Paris, the hundreds of thousands of deaths in Syria along with the millions of its displaced citizens fleeing for their lives, and the inter-racial strife, killings and bombings in so many Moslem countries can't even begin to hold a candle to the hatred these individuals feel towards the very existence of a small Jewish state – the country which is the only democracy in the region, has freedom of the press, and upholds human rights and freedom for all its citizens, be they male or female and Jew or Moslem.

Therefore, I can only conclude that this attitude is another form of anti-Semitism, plain and simple.

Mayor’s Message Bruce Milne Mayor, District of Sechelt

June 30 marks the District of Sechelt’s 30th Anniversary. On that date in 1986, the Inaugural Meeting of our first District Council was held.

Local electors had endorsed a referendum on May 3 of that year to expand the boundaries of the Village of Sechelt. At that time, there were approximately 3,000 electors in the impacted area, which included the Village, Selma Park, Davis Bay, Wilson Creek, Tuwanek, Sandy Hook, East and West Porpoise Bay and West Sechelt.

Letters Patent forming the District of Sechelt were issued May 15. The first District Council election was held June 21. Bud Koch, the last elected Mayor of the Village, was elected as Mayor of the new District. Graham Craig, Len Herder, Joyce Kolibas, Anne Langdon, Mike Shanks and Ken Short were elected as Aldermen.

One of those names remains very familiar to us - that of original Alderman, now Councillor, Mike Shanks, who continues as a member of our current Council. Over three decades, Mike has dedicated more than 20 years of service as a local government representative with seven different Sechelt Councils.

His continued electoral suc-

cess proves that his contribution is deeply valued by our community.

To help celebrate Sechelt’s anniversary, Council is making plans to recognize individuals who have made significant contributions to our community’s quality of life over the past 30 years.

There will be a public call for nominations released in the coming weeks.

Throughout 2016, the District will honour past accomplishments and focus on our ongoing commitment to work with our residents to strengthen our community.

On April 29 an Arbour Day Event will be hosted at Mission Point Park. Community groups and individuals are invited to take part in shoreline restoration activities.

Free guided walking tours will be hosted on Saturday, May 7 highlighting the art, history and architecture of our downtown. The public is invited to take part and learn about the interesting features of the area, as part of Sechelt’s first ‘Jane’s Walk’. The District is also thrilled to be working with the Sechelt Downtown Business Association and local volunteers to build Canada Day, 2016 into a dual celebration of the nation’s birthday and Sechelt’s anniversary.

a mural for the exterior of the washroom building at Rotary Friendship Park, (located in our downtown adjacent to the Trail Bay Pedestrian Pier), is planned. This location is significant, as 2016 also marks the 30th anniversary of self-governance for our neighbours, the shíshálh.

One of the goals of this project is to recognize both these milestones in a piece of public art.

Shooting Stars associated with the shower should be visible. In past years the Lyrids have averaged 10 per hour. The Moon will be 16 days old at the time of peak activity and being so close to the full moon will seriously limit viewing.

The Sunshine Coast Centre meeting will be at the Arts Centre in Sechelt on April 8 and will feature Dr. Catherine Johnson who is a Professor of Planetary Geophysics in the Department of Earth, Ocean and Atmospheric Sciences at University of British Columbia, Vancouver. Dr. Johnson’s research interests include the Magnetic fields of Mercury, Mars, Earth and the Moon, plus Lithospheric structure, and interior evolution of Venus, Lunar and Martian Seismicity and interior structure.

Most people are aware of how sensitive the nose of a dog is to scent. Today dogs are being used more and more for a wide variety of activities that involve scent detection.

At the Czech Republic Police Regional Headquarters, 10 specially trained police dogs have been able to distinguish the individual scents of identical and nonidentical twins even though each pair of twins tested lived in the same house and ate the same food as one another.

A report published in 2016 discussed how police in France have used specially trained German and Belgian shepherds to help resolve criminal cases. The detection dogs undergo a two-year training program and then are able to establish whether an individual has been present at a crime scene. These dogs, who are part of the Division of the Technical and Scientific Police, have assisted in 522 criminal cases between 2003 and 2016 and have helped resolve 162 cases.

In 2015, the results of a study where a dog was trained to identify the presence of thyroid cancer in humans with an 88.2 per cent accuracy, were presented to

the Endocrine Society. The dog is a rescued male German Shepherd cross named “Frankie” who can detect whether patients have thyroid cancer or not through the scent of their urine samples. The study’s lead investigator David Bodenner, MD, PhD, from the University of Arkansas said that scent dogs could be used to detect cancer at early stages and assist in avoiding unnecessary surgery. He also said that the usual method of diagnosing thyroid cancer involves fineneedle aspiration and this is more invasive and only very slightly more accurate than the results obtained by “Frankie”.

“Elvis” who lives in Kansas has been trained to identify whether or not a female polar bear is pregnant and has a 97 per cent accuracy rate in his work. He does it by alerting to the presence of five proteins consistent with pregnancy out of 2,000 proteins in a bear’s feces.

Dogs’ sense of smell can be 10,000 times more sensitive than that of a humans and most dogs appear to enjoy using their sense of smell.

Scent detection for family dogs is gaining in popularity and it is a great way to tire a dog who never seems to tire. Tracking, search and scent discrimination are fun activities for dogs and for people and can be learned in class or by taking one of the many online courses now available.

During the late evening hours of March 27, a black SUV crashed through the fence near the conveyor belt in Sechelt, after the driver experienced an apparent steering failure. The driver was shaken up and was transported to hospital as a precautionary measure.

Some of you may know Giorgio Magnanensi, Artistic Director of Laboratorio Arts Society, as the designer

Inside a refugee camp The documentary "Salam Neighbor", created by two young filmmakers embedded in Jordan’s largest refugee camp, will screen Friday, April 15 in Sechelt.

This one-time-only screening will take place at 7:30pm at St. Hilda’s Anglican Church at 5838 Barnacle Street. Admission is by donation. The event is designed to help fund local groups bringing Syrian refugee families to the Lower Sunshine Coast and to educate the community about the issues facing Syrian refugees of all ages.

“We are thrilled to host

this important film as a catalyst for discussion, learning, and community action,” says St. Hilda’s rector Clarence Li. “We invite people to attend and donate generously.”

Event organizer Heather Conn felt so inspired by the film when she recently saw it in Vancouver, she wanted to bring it to the Sunshine Coast.

“It is excellent,” she says.

Rather than traditional compositions with standard notational scores, graphic scores use symbols and images to express sonic ideas.

Graphic scores have a long tradition and were often used to convey information to the performer about how a piece should be performed.

For Magnanensi, the workshop was a way to engage people in doing something they wouldn’t normally do. “I wanted to create something where people without musical training could gain access to music making and work with a great ensemble,” he

says. “It becomes a tool for people to gather around and think through sound and find ways to perform a set or improvise music.”

Workshop participants were given an 11 x 17 sheet of paper upon which to draw their score and Schutz and Spira worked with them to facilitate the visuals. “There is a synaesthetic quality between visual perception and sound perception,” says Magnanensi. “In theory, you can take an abstract painting and play it as graphic score.”

In order to give everyone a chance to hear their score, the musicians will be limiting themselves to playing a five to seven minute interpretation. Magnanensi agrees that graphic scores can be interpreted in different ways by different musicians. “Though there are certain figures and gestures that determine cer-

tain reactions,” he says. “They lend themselves to similar sounds.”

A second workshop on April 1 will see a talented 12 piece ensemble play the newly composed graphic scores for the first time. This workshop, at Roberts Creek Hall from 1-3pm and 3:306:30pm, is open to anyone who would like to observe this process. At the final performance on April 2, the graphic scores will be projected onto a screen while the ensemble plays them so audiences can see the images that inspired the music. “It’s an effort to bring people closer to sound,” says Magnanensi. “To get them to think in sound.”
