It was National Girls Learning Code Day and two dozen girls aged 8 to 12, were concentrating on the task Nov. 12 at Capilano University in Sechelt. Writing code refers to creating the sequence of instructions that gets a computer to perform a task, and it is a job that has been dominated by males. In this case, the girls used a programing language called Scratch, with help from volunteers who work in the tech industry. In the centre are Nardeen Ibrahim (with the flower) and her mother Rita Rihani. The sold-out workshop was sponsored the SCTechHub.ca, Capilano U, and the Community Resource Centre. Editorial Opinion Oil spill response In July, a pipeline leak near Maidstone, Saskatchewan, spilled about 250,000 litres of diluted oil sands bitumen into the North Saskatchewan River, killing wildlife and compromising drinking water for nearby communities, including Prince Albert. It was one of 11 spills in the province over the previous year. In October, a tugboat pulling an empty fuel barge ran aground near Bella Bella on the Great Bear Rainforest coastline, spilling diesel into the water. Stormy weather caused some of the containment booms to break. Shellfish operations and clam beds were put at risk and wildlife contaminated. Governments and industry promoting fossil fuel infrastructure often talk about “world class” spill response. It’s one of the conditions BC’s government has imposed for approval of new oil pipelines. But we’re either not there or the term has little meaning. “This ‘world-class marine response’ did not happen here in Bella Bella,” Heiltsuk Chief Councillor Marilyn Slett told Metro News. If authorities have this much trouble responding to a relatively minor spill from a tugboat, how can they expect to adequately deal with a spill from a pipeline or a tanker full of diluted bitumen? The simple and disturbing truth is that it’s impossible to adequately clean up a large oil spill. A 2015 report commissioned by the City of Vancouver and the TsleilWaututh and Tsawout First Nations concluded that “collecting and removing oil from the sea surface is a challenging, timesensitive, and often ineffective process, even under the most favourable conditions.” What the oil and gas industry touts as “world class spill response” boils down to four methods: booms, skimmers, burning and chemical dispersants. An article at Smithsonian. com notes, “For small spills these technologies can sometimes make a difference, but only in sheltered waters. None has ever been effective in containing large spills.” Booms don’t work well in rough or icy waters, as was clear at the Bella Bella spill; skimmers merely clean the surface and often not effectively; burning causes pollution and greenhouse gas emissions; and dispersants just spread contaminants around, when they work at all. Spills and disasters illustrate the immediate negative impacts of our overreliance on fossil fuels. Climate change shows we can’t continue to burn coal, oil and gas, that we have to leave much of it in the ground. If we get on with it, we may still have time to manage the transition without catastrophic consequences. But the longer we delay, the more difficult it will become. David Suzuki

Re: BC Liberals go-ahead announcement for Woodfibre LNG Terminal. LNG is a fossil fuel, generally derived by fracking processes. While we are at the dawn of a worldwide renewable energy revolution, the BC Liberals with the support of the NDP, have shown they continue to promote last century’s fossil fuel industries. LNG is NOT clean. This fact has been confirmed by an overwhelming majority of scientists studying LNG and fracking. It may burn cleaner than coal, however, one must take into account the entire extraction process when determining the effects on our climate. During the fracking process CH4 (methane gas) seeps out and enters the atmosphere. These leaks are commonly called “fugitive emissions”. David Hughes, one of the nation’s foremost energy experts, calculates that if BC’s LNG is delivered to China, it would actually be 27 per cent worse than burning coal over a 20-year timeframe. Environment Canada requires greenhouse gas reporting programs for large facilities only. Provincial regulators (Ministry of Environment) set industry requirements and regulations for greenhouse gas emissions, however, these do not typically include small facilities which makes up the majority of current operations. Fostering a renewable energy industry can bring freedom for individuals to generate their own energy and reduce reliance on large industries. There is no way to continue to increase fossil fuel production and reduce climate emissions. It is mathematically impossible. Kim Darwin, Green Party candidate, Powell River Sunshine Coast

Once again the proclearcut people who support continued destruction of Elphinstone Forest are attempting to spread confusion among the general public. They again suggest this destruction is providing local jobs, while ignoring the fact that the export of raw logs is at an all time high. All trees cut in BC should be processed in BC, providing thousands of jobs. Then they suggest that parks may limit public access. The fact is that parks should be protected areas where forests and fresh water are protected and motorized vehicles should not be allowed, except in rare cases of emergency. Motorized recreational vehicles are noisy, destructive, polluting vehicles which should not be allowed in a forest. The noise alone from these vehicles destroys the peace and tranquility provided by a natural forest. No one knows what the effect of this noise is on wildlife. They further confuse the issue by stating that there are already lots of parks. This is nonsense. They do this by considering every soccer field, baseball diamond, golf course and small ravine as a park, then they lump the Sunshine Coast in with a large area to the North East which includes Garibaldi park. The actual total area of parks on the Sunshine Coast is about three per cent or less. BC has “world class” natural forests Every year new scientific reports come out showing the value of an old forest for mitigating climate change and improving the physical and mental health of humans. We should be protecting this amazing asset instead of destroying it for short term financial gain for a very few people. Rick O’Neill, Roberts Creek

The Coast is an oasis. Due to the ferry system and the inadequate road system, we have significant barriers to entry that many island residents would envy. We are poised on the top of a wave of growth that will transform the Sunshine Coast for all time and it is entirely within our power to direct how that will look. The Coast needs a huge expansion to the water system to eliminate rationing. We need an expansion of the sewer system. We need an adequate highway to link both ferry terminals and to get the goods trucks, logging trucks, commuters and vacationers out of our residential neighbourhoods. We need bicycle and pedestrian access. The construction that will inevitably change (some say ruin) our Coast will need roads to support the material handling. We need to figure out how to get waves of traffic through Sechelt without ruining the village. We need a better system of rapid transport to head off the daily chaos and noise of thousands of cars migrating to the city and back. Then and only then should we consider building a fixed link. We need to stop all talk of a bridge and think seriously about reservoirs and highways, then we'll get back to you. Ken Dibnah, Wakefield Beach

value the look of the whole neighbourhood they are in. In all my years as a resident of Gibsons I have never seen such a lousy job on our roads. I am told that the rain will wash away the excess gravel supposedly. How can the engineer continue these repairs after seeing the overall look of these roads? I hear that the “George” and the “Market” get proper asphalt roads; why for them and not us? Please tell me the town will not continue using this substandard method and that the whole town gets the same quality of road work. If we cannot afford proper roads then where are we wasting money? Are we becoming Mexico? Five Star hotels on the water with third-world roads up the hill? Please reconsider our road repairs until they can be done properly within budget. Gibsons Recycling property sold The land that houses the Gibsons Recycling Depot has been sold, as owners Buddy Boyd and Barb Hetherington move towards a new role. For the time-being, there will be no change in the depot’s operation as it will continue operate with a new landlord. The sale is scheduled to close Nov. 24 and is going to a local buyer who is happy to maintain the status quo. Boyd said he will honour his recycling contract with the SCRD, which runs through 2017. “I turned down offshore

money that would have bought this whole thing and shut it down,” Boyd told the Local. The two-acre property on Venture Way in Gibsons had been listed at $1.1 million. Boyd said the recycling services he provides are “grossly underfunded” and that he and his partner have been subsidizing it. That could have changed when the tender for the Gibsons green dump came up a few months ago, Boyd said, but the Town of Gibsons and

the SCRD decided to continue operating it themselves, bypassing the benefits of “one stop drop”. “Barb and I are environmentalists…We are going to move into activism.” Knowledge of a pending sale prompted a sustainability consultant, Erich Schwartz, to lead an effort to raise money to buy the depot and operate it as a community asset. He has been talking to various community groups and local governments, and now is inviting community members to an

information session about the project on Wed. Nov. 23 from 6 to 8 pm at Persephone Brewing. Boyd said such a development is still possible, though it would be up to the new landlord. Schwartz said recycling would be at the heart of the operation "because it keeps a steady stream of people coming through the door. Margins

are not great on recycling, but there is a margin on refurbishing and repairing." His vision is to create an artisan village that would include activities such as carpentry, bicycle repair, and electronics repair. He points to Wayne Harjula of Mellon Glass, who is already making and selling embossed mugs using glass bottles brought in for recycling.

He would like to work with a university to create a mini-lab to experiment with materials, and has been talking to the Maker community about bringing in 3D printers which would use recycled plastic to create new objects. Mayor’s Message Bruce Milne Mayor, District of Sechelt

Almost exactly two years ago, on Nov. 15, 2014, your current Council was elected to office. It was a tough election, but the mandate and direction were clear: put our local government house in order and scale back the perceived agenda of wanton spending and change. Putting our house in order has been challenging – much more challenging than expected. There have been setbacks and delays, although the direction and objectives have not changed. Council has continued to move in measured and methodical ways to build an effective and responsive local government organization. Fundamental to a ‘house

in order’ is a sustainable budget with predictable revenues to match all expenditures. I will be the first to admit that Council’s efforts to manage the budget – in particular the long term 5-10 year budget – have been thwarted in many ways. Getting a reliable, consistent ‘picture’ of the budget proved difficult in 2015 and 2016. The snapshots provided have been blurry, frequently changing and thus less reliable than what is needed as a foundation for accurate budget setting. With new Senior Managers in place, and fresh eyes to examine long established patterns, the 2017 Budget process is providing a much clearer focus on our financial situation. It is not a pretty picture. Sechelt is clearly underfunding our annual activities and not providing for our community’s future

needs. Our Senior Management Team, all with significant experience in other local governments, are very concerned that Sechelt has not established financial plans for future reserves, infrastructure maintenance or annual operations. The clearest example of underfunding is to compare our revenue from property taxes and fees – the only revenue sources we can control – to our annual expenses for standard, routine services. Simply ‘keeping the lights on’, with current staff and operations as expected, costs approximately $14 million. Property taxes and fees currently bring in only $9.65 million. The shortfall of over $4 million is patched over every year with the use of reserves, a search for grants, variable revenues and oneoff revenue sources . Years of austerity and political fear of

tax increases have left Sechelt financially anorexic. If we have avoided tax increases for years – even reducing taxes for our commercial properties – why not continue the same practice? Can we kick the can a little

I am pleased to be elected as the SCRD Board Chair for 2017. With a provincial election coming next May, it is important that SCRD staff and board approach the present provincial government to get as many local government requests supported or completed quickly, and we will be doing so. Last week a contingent of seniors came before the SCRD board to get support for community meetings in each rural area. Their request was for the directors in each area to arrange a local meeting for people to discuss senior health concerns and needs for the future. They felt they were not communicated with before a recent decision for a seniors residence on the Coast was made. The Seniors Group organizers would design a survey and then collect the information from the community meetings and submit it to Vancouver Coast-

The SCRD staff and directors appreciate the time and efforts that local area volunteers put in to assist their communities. These volunteers give up time over a year to attend meetings in order to assist staff to complete an OCP. Each area has an official community plan that indicates zoning and accepted planning for that area. You can find the OCP for your area on the SCRD website. After surveying their users to get suggestions and ideas, Gibsons and Sechelt library boards and staff are making

Area D Roberts Creek splits their funding between the two libraries. Two areas, Roberts Creek and Pender Harbour, also fund a reading room. Both libraries get some operational funding from the provincial government. The library associations in both Canada and the United States suggest a dollar number for funding libraries, which is around $42 per person living in the funding area. Please help your local library with their renovations by giving a donation. Please check with your local library staffs to find out all the services you get for your tax dollars. SCRD will study short-term rentals The SCRD has decided to re-open the issue of shortterm rentals, following a request by the Sunshine Coast Affordable Housing Society to act to protect local housing stock. Presenting to the Nov.10 planning committee meeting, Matt Thomson of the Affordable Housing Society stated: "There is a rental crisis on the Coast right now. Vacancy rates are low and although rental rents have stabilized in the last few months as the Vancouver market has cooled, we're still seeing pretty high rents across the board." The crisis, says Thomson, has been exacerbated by the removal of rental housing stock from the market. “As a housing planner,

The current conversation around a fixed link proves the saying true that history repeats itself. If we change “Fixed Link” to “Road to Squamish” and look through the Museum’s newspaper archives we find that the conversation goes back 60 years. It starts in 1958 in a “Coast News” editorial: “The road to Squamish has become important to the Roberts Creek Community Association and its executive has sought and obtained support from other organizations in the area to get the road built…leave Vancouver by car and motor around Howe Sound and be on to Gibsons and Sechelt without having to get out.” Blackball Ferries was in service from Horseshoe Bay to Langdale at the time. Phil Gaglardi, the Social Credit Highways Minister in 1959, did not support the idea of a road to Squamish, saying that “the area will have to wait a considerable time before the road to Squa-

Fans of violin and fiddle music will be treated to a rare Coast performance by premier Canadian player Anne Lindsay on Saturday, Nov. 19. Lindsay’s 40-year career began with classical training, but she gradually moved into other genres including pop, folk, rock, jazz, Celtic, and Klezmer. “I’m a very open player,” admits the talented Lindsay. “I also had really open-minded teachers that allowed me to explore different styles.” She’s played with the likes of James Taylor and Roger Daltry. When Robert Plant and Jimmy Page of Led Zepplin fame wanted to play “Kashmir” with classical strings, Lindsay performed with them in Toronto and Buffalo, NY. When Blue Rodeo needed a violinist, they called on Lindsay, who now performs with them regularly. “I’ve been so lucky to have all these amazing opportunities,” says Lindsay. Remaining open to opportunities had Lindsay learning to play nyckelharpa, the indigenous fiddle of Sweden that features four bowed strings and 12 sympathetic ones, often produc-

ing an otherworldly sound. She learned to play it for the stage adaptation of The Lord of The Rings. “When you’re already a mature artist, to go back to square one and learn an instrument from scratch was a fantastic experience.” Lindsay has also built a solid solo career with four CDs to her credit. Her second album, News From Up The Street, co-produced by Oliver Schroer, won two Canadian Folk Music Awards for Solo Instrumentalist of The Year and Producer of the Year, as well as Jazz Violinist of The Year at the National Jazz Awards. Her latest CD, Soloworks, was recorded in Timothy Eaton Church in Toronto, where Lindsay had sung in the choir as a girl. The album is an exploration of genres born of a time when Lindsay “Found myself in a solo place and having to reflect and regroup and get comfortable in that space.” Lea Kirstein, the new music teacher working with local players Bad to the Bow, invited Lindsay to the Coast and she will be working with the young fiddlers in workshops before they take the stage as her opening act. “I love coming to do workshops like this because I can show kids different styles,” says Lindsay. “I think that’s so important for young players. [To] stay open and equip yourself with the skill set to diversify.” Along with her

On Nov. 13, police attended a multiple vehicle incident at the Earls Cove Ferry Terminal in Egmont, after a motorist, who was asked to back up a ramp, reversed too far and struck the vehicle behind him. The motorist then put his vehicle back in drive and struck the vehicle in front of him. Fortunately, no serious injuries were reported and damage to the other vehicles was minor. Police are requesting the driver undergo a driver's licence medical review. The matter has been referred to ICBC.

The owner of one of the vehicles advised that he had been under his vehicle attempting to unlock the transmission, and when he succeeded, the vehicle, which was parked on an incline, rolled forward over his legs, down a hill and into the back of a parked vehicle. An occupant inside the parked vehicle did not sustain any serious injuries. The pedestrian was taken to hospital for his injuries and was issued a Notice and Order to have his vehicle inspected at a Designated Inspection Facility. The matter has been referred to ICBC.
