Public hearing for School Road supportive housing rescheduled The public hearing for the proposed supportive housing development on the former Gibsons RCMP detachment site has been rescheduled for a second time. It is now slated for Thursday, Oct. 17 at 6pm at the Gibsons Legion. The hearing is set to re-

ceive public input on amending Gibson’s Official Community Plan and the zoning of the property to allow BC Housing to build a 40-unit facility to house people at risk of homelessness on the site. At its Oct. 1 meeting, Gibsons council sent the design

concept for the development back to the project proponent. In review of the development permit for the project, council members said they felt the building that is being proposed still looks like a big box. In its application for the

permit, BC Housing had made changes to building colors and window trim as well as adding faux balconies to its design. These amendments were made in response to Town and community input received over the past few months. BC Housing said that including natural wood highlights or a rooftop deck, as had been suggested, was not possible due to the bud-

get and the structural limitations of the prefabricated units that will form the development. In response, council is asking that items like an overhead entry way cover and First Nations artwork, featuring local wood, be considered to make the building look less institutional. Council also expressed displeasure with the quality of the renderings that were

The Town of Gibsons is taking a consultative approach to developing its 2019-2022 Strategic Plan. At a public dialogue session held Sept. 30, Mayor Bill Beamish said Gibsons is taking time to discuss a draft with residents before finalizing what will become one of the municipality’s key guiding documents. He acknowledged that other Coast local governments have already put similar plans in place. More than three dozen members of the public attended the event. The majority of this group remained in their chairs through the two-and-a-half-hour session. About two thirds of those gathered spoke out, with most calling for the plan to

state that action on climate change will be considered in every decision the Town makes. Gibsons’ draft plan includes improving public communication, smart growth, and regional cooperation with plans adopted by the District of Sechelt and the SCRD. The issues of affordable housing and adapting to a changing climate round out the core objectives in the draft, which can be viewed on the Town’s website. Mayor Beamish committed to take the input received into consideration and to bring an updated draft back to the community before council considers adoption. At the event, Beamish announced that Councillor

provided in the application, with Mayor Bill Beamish stating he could not tell from the submission whether the building was red or brown. Councillor David Croal asked staff to request that material samples be provided so that the community would have the opportunity to see exactly what building cladding would be used. Connie Jordison

David Croal would be taking over the Town seat on the SCRD board for the upcoming year. Mayor Beamish has been the Town’s SCRD board director since November 2018, with Croal serving as his alternate. Beamish said he wants to spend more time focusing on Gibsons-based issues in 2020. Live-streaming of Town council meetings is one way the Town’s elected representatives plan to use to improve communication with residents. At the dialogue, Town representatives agreed to amend the draft plan to reflect live-streaming rather than televising of meetings. A number of attendees commented that many citizens no longer subscribe to broadcast television services and rely on digital streams for news and entertainment programing. Since 2016, the Alliance of Gibsons Businesses has recorded a number of Town council meetings and posted these on its YouTube channel, with the permission of the council. Beamish said council hopes to host one more dialogue session during 2019. The date is yet to be determined. Connie Jordison

Sechelt council considered, at its Oct. 2 meeting, the district’s proposed new “S” logo, which has prompted some controversy. When it came to a vote, the logo was rejected; it was a tie 3-3 vote, which means it was defeated. Councillors Brenda Rowe, Janice Kuester and Alton Toth said they preferred the district’s current logo, what Rowe called “our bacon and eggs logo”. Holy Crap company sold Ten years ago, Corin Mullins and her late husband Brian sold their first bag of Holy Crap cereal at the Sechelt Farmers’ & Artisans’ Market. Corin formulated the tasty cereal to address Brian’s food allergies. The launch coincided with rising interest in clean eating and allergy-free foods. Since then, the cereal was featured on CBC’s Dragons’ Den, made its way across the globe, and served on the International Space Station. “It has been an extraordinary journey encountering many wonderful people along the way,” says Mullins. Over the past year, Mullins has met with a few companies that share her values as candidates to take over the helm. She is satisfied that she has found that company and sold the business. The new company president, Donna Reddy took over in mid-August. Reddy has a proven record with nine other national natural health products. Mullins is thrilled Holy Crap will benefit from Reddy’s expertise. Mullins is involved in the transition to the new man-

agement team over the next three months and has further agreed to remain a mentor on a consulting basis following completion of the transition. “I am especially pleased the new company will continue producing Holy Crap at the existing facility in Gibsons with the same team providing the consistent quality our customers have come to

expect,” says Mullins. Local businessman, Dino Sita, has been added to the management team and brings his extensive food industry experience to the operations. “I look forward to maintaining the many friendships that formed while running the company,” says Mullins. Submitted

Prepare for bullies Bullying continues to be a serious problem in Canada. On the heels of this year’s return to school, children across the country have started getting back into their routines, spending their days with friends and classmates. But unfortunately, a lot of our nation’s youth also find themselves spending time with bullies and aggressors. October 17 - 23 is National School Safety Week and this year, the Canada Safety Council’s message is simple: there can be no tolerance for bullying. Whether you’re a student, an educator, a parent or a caregiver, we all have a duty to keep children safe. According to the Promoting Relationships & Eliminating Violence Network (PREVNet), a network of researchers and organizations shedding a light on bullying prevention, 75 per cent of people say they have been affected by bullying. This can take shape either as a victim, a bystander or an aggressor. Be on the lookout for signs of your child being bullied. These are numerous and varied, but can include: heightened anxiety, low self-esteem and excessive self-deprecation, low performance in school, visible injuries, irritability, unhappiness, withdrawal from activities they once enjoyed, isolation and fear of going to school. Conversely, you should also look for signs that your child may be a bully. These signs can include: aggression, manipulative behavior, unexplained money or items and a minimal concern for others’ feelings. Your role in the bullying discussion is simple, yet crucial, and begins long before your child is put in a situation where bullying may arise. Open a conversation with your child and make it clear that bullying is not acceptable and will not be tolerated. Let them know you will always be prepared to listen and be their advocate. If your child is being bullied, they won’t always be open to discussing it unless they know they can trust you. Additionally, many children will not report cyber-bullying incidents to their parents for fear that their phone or computer will be confiscated or restricted. Make it clear that this will not be the case if such a situation arises. If your child tells you that they are being bullied, document the bullying as best as you can. Keep text messages, emails and any other examples that demonstrate the inappropriate behavior. Report the bullying to the proper authorities – either school administrators or police, depending on the severity. Monitor progress in managing to the desired change and be vigilant in follow-up to ensure that the bully behavior stops. Bullying can escalate quickly and your intervention can make a difference in your child’s quality of life, both in the short- and long-term. Submitted by Canada Safety Council

Feeling powerless I appeared as a delegation before the SCRD board on Sept. 18 in opposition to proposed amendments to a zoning bylaw and the Official Community Plan (OCP) in order to subdivide a twoacre lot. I delivered 45-plus signatures from residents of Roberts Creek who rely on the OCP, and who are in opposition to the change in our semi-rural community. These signatures represent long-time Roberts Creek residents, some of whom have modified building plans on their own lots in cooperation with the OCP, because they believe in working together to preserve the rural nature of our community. These signatures represent Creekers who are in opposition not only to this subdivision, but to the process of piecemeal bylaw change in Roberts

Car confusion There has been some discussion in the last few months about problems with four-way stops. Unfortunately, the ICBC is partially responsible for the confusion. The “learn to drive smart” manual spells out the rules: Rule at opposing two-way stops: If one driver is going straight through and the other is turning left, then the vehicle going straight has the right-of-way. This rule applies regardless of which vehicle arrives at the intersection first, unless the vehicle turning left has already initiated the maneuver when the opposing vehicle comes to a stop. Clearcut – no confusion. Rule at four-way-stops: Hopefully most drivers are clear that when adjacent vehicles arrive at the same time, the vehicle on the right has the right-of-way, and otherwise the vehicle arriving first has the rightof-way. With respect to opposing vehicles, the rule fails to maintain consistency with the two-way stop

rule. If two opposing vehicles arrive at the intersection of a four-way stop at about the same time, a vehicle turning left is obliged to yield to the vehicle going straight through, just as at opposing two-way stops. Otherwise the vehicle arriving first has the right-ofway. But note the significant difference from the rule for the same scenario at a two-way-stop, where the vehicle turning left is required to yield to the vehicle going straight, not only if it arrives at the same time, but even if it arrives first but is unable to turn immediately due to other traffic. In fact, this particular inconsistency may be responsible for some accidents at intersections controlled by stop signs. The ICBC should eliminate this potential source of confusion by making the rule the same for opposing vehicles regardless of whether it’s a two-way or four-way stop. That is to say, either give the rightof-way at a two-way stop to the vehicle arriving first regardless of who’s turning or not turning (with the same rule as at four-way stops should they arrive at the same time) or duplicate the current rule for opposing vehicles at two-way stops and apply that to four-way stops as well. It took three hours for an Airspan helicopter to pick up 47 “megabags” of trash off Gower Beach on Saturday, Oct. 5. Most of the trash was styrofoam from broken docks, which had been gathered over the summer by volunteers organized by the Elphinstone Community Association (ECA). On Saturday, it was search and rescue volunteers who hooked up the bags to the helicopter, which transferred them to Dolphin Marine barges. Conservative Party candidate Gabrielle Loren works in North Vancouver and moved there earlier this year after spending over 50 years as a resident of West Vancouver. She was born in Germany and immigrated with her family as a child. She became Canadian through what she calls a fortunate mishap. Her family was destined for New York, but their ship was redirected to Halifax. Feeling grateful for what her adopted country has provided for her family, she wants to give back as a Member of Parliament. “As an immigrant, small business person and financial educator there are so many things that I have dealt with in my life. I want to use my experiences to make Canada a better place,” said Loren. A semi-retired chartered accountant who built her own successful practice, Loren already gives back by teaching financial literacy. This includes a course for grade nine students on how much it costs to live and run a household. She often finds the lack of knowledge that some young people have about how personal finance works surprising, and frightening. Her teaching also gives her insight into how current taxation policies impact the lives of her students. “To deal with the cost of liv-

Support for new legislation that he viewed as critical to this riding was a motivating factor in Patrick Weiler’s decision to run as a Liberal candidate in the 2019 federal election. “The Liberals passed a new environmental assessment process and strong laws to protect fisheries and fish habitat. These both encountered resistance in the Senate. Seeing the Liberal government stand firm in spite of this opposition proved to me how serious the party was on these issues. This was a team that I wanted to be a part of,” said Weiler. Weiler is a Lower Mainland-based lawyer, who has worked in policy development for more than 10 years. He currently lives in the Ambleside area of West Vancouver after having spent his formative years in his family’s homes in Sechelt and in West Vancouver. He has studied and worked internationally, in Sweden, Shanghai, and Slovakia. “I have always seen myself as very value-aligned with the Liberal party. The party’s focus on making life more affordable and working for all Canadians is something that appeals to me and is within what I think government should be doing,” said Weiler. Commenting on his party’s record and future plans on environmental issues, he said “The Liberal government has

I want to work with the different levels of government to develop comprehensive affordability initiatives that meet the needs of Canadians, especially in the area of housing,” said Loren. She was attracted to the federal Conservative Party by its fiscal policy, which she says is aimed at transitioning our economy toward green

technology and current economic realities. She describes herself as a conservative on fiscal issues and a progressive conservative on social ones. So far in the campaign, Loren believes that the environmental protection and climate change are the top issues for the riding and the country. “We all have an obligation to aggressively attack the problems, but we must do so in a way that has the support and buy-in of the community and each individual member,” said Loren. Green Party The Green Party’s Dana Taylor lives in the Gleneagles area of West Vancouver. He was born in Toronto, attended university in BC and has lived in the riding since 1987. Taylor studied political science and economics at university. He served on North Vancouver City council and ran as a provincial Green Party candidate in 2017. In his career, he worked closely with government on building trades training and regulation, and is now retired. As part of the Save Howe Sound Society, dating back almost 30 years, Taylor worked to help protect the riding’s ocean environment from pulp mill pollution. Taylor said that the climate change crisis is of concern to almost every riding resident that he has spoken with during this campaign. “The Green Party’s platform on addressing climate change is the most comprehensive and ambitious of any of the national parties. By 2030, our goal is to reduce carbon emissions by 60 per cent over 2005 levels. We would shelve all new fossil fuel projects going forward and transition to a greener economy,” said Taylor. He explained that the Greens would refocus the existing Canadian oil and gas industry to serve domestic demand, thereby eliminating the need to import fossil fuels.

He proudly points out that currently Canada has the lowest national debt to gross domestic product (GDP) ratio of developed countries. “As long as the GDP is growing in relation to our debt, we are going in the right direction” said Weiler. Voting on the Coast

Green candidate Dana Taylor. A guaranteed livable income program, revamping of the health care system, increasing Old Age Security payments and eligibility as well as rebuilding the national housing strategy are initiatives that Taylor and the Greens propose to address cost of living issues for Canadians. For housing, their plan is to create secure housing options by enabling more purpose build rental accommodation, cooperative and co-housing options. While housing is not a direct federal responsibility, Taylor sees a need for the national government to show leadership in this area.

In the focus on creating a “green economy”, Taylor says it is important that no workers get left behind should their job in a resource-based industry disappear. He points to the Green Party’s commitment to life-long learning through the elimination of tuition fees; the Green Party also has a plan to cancel student loan debts of over $10,000. When asked why voters should consider supporting the Green Party, Taylor said “Canadians cannot afford to wait until the next election to take actions to protect our future.” Connie Jordison

New Democratic Party Judith Wilson’s commitment to the Sunshine Coast and New Democratic Party (NDP) principles began in her youth. In 1967, a family vote resulted in her parents opting to invest in a vacation property in Tuwanek over a trip to Expo in Montreal. This was an early introduction to both the beauty of the Coast and the power of the democratic process for Wilson, a lawyer who practices family law. Through her studies, she gravitated toward the peace movement and social justice issues. Starting in the early 1970’s she worked on provincial NDP campaigns in the Lower Mainland; Wilson has since travelled the country working for the party while remaining proud to call Langdale and the Sunshine Coast home for over 20 years. “I see the NDP as being the carrier of progressive social values in the country” said Wilson. She is proud of the NDP’s role in the establishment of medicare, the Canada Pension Plan and employment insurance. She takes inspiration from the words of the late NDP leader Jack Layton which encouraged all to be loving, hopeful and optimistic to bring change to the world. Wilson feels the NDP has embraced the need for action

NDP candidate Judith Wilson. on climate change as effectively as any of the parties, while balancing that priority with a focus on expanding social programing. She believes that national pharmacare, dental and vision care coverage will never be introduced without an NDP government. In her view, the need for affordable housing has emerged as the key election issue in the riding. She said her party will fund the construction of 500,000 more affordable housing units nationally. In the interim, it is the NDP’s plan to intro-

duce grants of up to $5,000 per year for tenants who are spending more than 30 per cent of their gross income on rent. Also in the area of affordability for everyday Canadians is the NDP’s drive to eliminate tuition for post-secondary education. To pay for progress on social programs, Wilson says the NDP will close tax loopholes for the ultra-rich Canadians and will look to properly tax incomes earned by Canadians from off-shore sources. People’s Party of Canada Robert (Doug) Bebb, looked at his watch, in jest, when asked about how long he has been involved in politics. As the riding’s People’s Party of Canada (PPC) candidate in the upcoming federal election, his association with the organization dates back six months. The PPC itself marked its first birthday in September. It formed electoral district associations in all of Canada’s 338 ridings. Bebb noted that about 315 candidates are running in the upcoming federal election under the PPC banner. Bebb grew up on the Lower Mainland and is a semi-retired mechanical engineer. His connections to Whistler, where he currently lives and the Sunshine Coast date back to the 1960’s. As a child, he spent time in his family’s cabin in Whistler and visiting his aunt’s home in Davis Bay. Personal freedom, responsibility, fairness and respect are the fundamental principles of the PPC’s and Bebb’s campaign platform. “Equal rights for all equates to special rights for none,” said Bebb. To help make life more affordable for Canadians, the PPC supports simplification of the income tax system and reduction of government red tape. “There would be no tax cuts until the budget is balanced. We do not want to have ridiculous levels of

debt left to our children,” said Bebb. Once that is accomplished, Bebb said the income tax system would be reduced to three tax brackets: no income tax on those earning less than $15,000 year; a 15-per-cent rate for Incomes over $15,000 but less than $100,000; and a 25-per-cent income tax rate on those with incomes of $100,000 or more. The PPC view of what has been dubbed the climate crisis is markedly different than the other parties. “There is no dispute that the climate is warming. Carbon dioxide

is only one of several greenhouse gases. There is no scientific consensus that it is the main cause of global warming. There’s a good chance that advocating for carbon emission reductions to combat global warming means we are barking up the wrong tree,” said Bebb. Bebb advocates changing Canadian immigration policies. He would like to see the level of immigration to Canada reduced to match current levels in European countries and the United States. After toiling in the fields all summer long, we know that a long, cold winter is just around the corner. In my opinion, there’s no better way to reward yourself for all that hard work than by throwing a massive party with food, drink, and family before the snow flies. Coming from Australia, the traditions of Thanksgiving and Halloween were new to me as we don’t celebrate them there. From my first Thanksgiving, however, I was sold and it instantly became my favourite holiday of the year. It is such a great holiday. Family and friends getting together for all the right reasons AND you get to eat turkey without the stress of buying presents.

Some historians believe that the first North American Thanksgiving was held in 1578 in what was to later become Newfoundland. If this is the case, it means that Canadian Thanksgiving predates the American celebration by some 43 years. Regardless of which country introduced the holiday to North America, harvest festivals of some shape or form have been celebrated for a long time. The Chinese, for example, have celebrated the fall harvest since the Shang dynasty, nearly a thousand years ago. Whatever their origins, harvest festivals like our Thanksgiving have many similarities. According to Wikipedia, eating, merriment, and romance are common features of harvest festivals all around the world. Halloween took a bit longer to grow on me. I didn’t get it until after I had kids and experienced their excitement at getting to dress up and go out trick-or-treating.

A friend of mine who is prepping for his annual “All Hallows’ Eve” haunted house asked me recently about selling a “real” haunted house. When selling a haunted house, are sellers in BC required to disclose the alleged spiritual infestation? According the Real Estate Council of British Columbia’s website, when buyers and sellers are each represented by their own agent, the seller has no obligation at law to disclose a “stigma” that affects the property. Examples of these stigmas include a death in the property, that the property was robbed or vandalized, or that the house is claimed to be haunted. If the seller is asked specifically about otherworldly roommates, the RECBC’s Professional Standards Manual states sellers can answer the question directly or decline to answer and instruct the seller to conduct his or her own investigation. As with all real estate related matters, don’t be a pumpkin head – and talk to an industry professional like a realtor or a lawyer when you have questions. Big project in Wilson Creek, with housing and commercial space What benefits can one development bring to a community? In the case of the Evolve mixed multifamily residential and commercial proposal in Sechelt, the answer could be quite a few. Zoning amendment bylaws for this project received first reading at the Oct. 2 council meeting. Second reading and referral to a public hearing will be contingent on the developer and District of Sechelt agreeing on development details. Evolve’s proponents are looking to build 9,900 square meters of commercial space and 175 residential units. The location is a 28-acre site on the east side of Field Road, opposite Gun Club and Cameo Roads. Housing being planned for is apartments, townhouses and duplexes. The commercial portion is slated to be small scale retail and service spaces. The site is currently zoned for 20 live-work units and a public assembly use. As the additional development rights being sought are anticipated to increase the land’s value, staff recommended the developer be asked for affordable housing and community amenity contributions. The level of these contributions is to be determined by council. If Sechelt’s current approach of requesting a 20-per-cent affordable housing allotment, Evolve would be asked to construct 35 units. Staff are recommending that these be managed by a separate entity, such as the Coast’s Affordable Housing Society or Workforce Housing Society rather than the District. In the area of amenity contributions, the recommendation to council from staff is to request a $1.5 million cash contribution for downtown revitalization. In addition, staff suggested that a cash contribution be collected for a child care fund to create more child minding spaces within Sechelt or the Sunshine Coast. No recommendation on a dollar amount for this contribution was provided to council. The developers will also be asked to repair and upgrade Field Road from Highway 101 to the development site. Construction of a storm sewer capable of serving Field Road properties once all lots are developed will be required. Evolve would be eligible for development cost charge credits for this work. About 11 acres on the site would go to the District as parkland. Most of this land is along the east and south perimeters of the site and in riparian areas for Wilson Creek. At the meeting, Councillor Matt McLean asked that a neighbourhood playground be considered on the parkland. He stated this would help to address the lack of developed park facilities in this area. Evolve’s current plan is for Sechelt Indian Government District to provide sewer service to the development.

Mayor Darnelda Siegers stated that the District would require assurance that the agreement will proceed in advance of the bylaw going to public hearing. There is

no municipal sewer service in the development’s area. If the project had to treat its wastewater with an on-site system, staff have noted that the number of residential

units would need to be significantly reduced. Initial referral comments on the proposal were provided before the 2018 Water Demand Analysis was complet-

Artist Gordon Halloran’s film “Body of Light” started out as an exploration of healing and creativity after Halloran experienced a life-threatening illness. The process took two years; along the way, the filmmaker interviewed more than 45 healing practitioners – both traditional and alternative – on the Sunshine Coast and gathered deep insight into what it means to be whole.

The resulting film offers neither platitudes nor prescriptions. It is an experience of opening up to new ways of thinking about our personal relationships with our own bodies and with those who would help us live within them. Watching the film provokes deep and heartfelt responses. Viewers have called it “artistic and spiritual,” “a profound piece of art and hope,” “a journey from the heart.” One viewer concluded that “the realness of one small community where people speak from the depths of their hearts [will] give us a new perception of how we can move forward from a

more authentic place.” Halloran describes the film as an artist’s flight through the shadowy passages we must negotiate to explore the mystery of healing: its effect on our relationships with one another, with ourselves and, ultimately, with the world. “It’s a love letter to my community on the Sunshine Coast,” he says. “It’s also a tribute to living in the moment.” “Body of Light” will be screened twice during this year’s Art Crawl: Friday Oct. 18 at 1 pm at the Raven’s Cry in Sechelt, and Saturday Oct. 19 at 1 pm at the Gibson’s Heritage Playhouse. En-

trance is by donation at the door ($15 suggested). Halloran and his partner Caitlin Hicks are donating all of the proceeds of the two screenings to Sechelt Hospital Foundation in support of mental health services. “Body of Light” is a production of Fat Salmon Cinema (Executive Producer Lolly de Jonge; directed by Gordon Halloran with narrative voice over by Caitlin Hicks). The filmmakers will be present and audience members will be invited to participate in a discussion of the film following the screening. Submitted

before. The event is produced by Coaststreaming, a new multi-disciplinary arts collective run by seasoned Coast artists and event makers Mieke Jay and Steve Weave: “This art movement is something that we feel could really fly on the Coast, where we provide a venue and avenue to showcase the deep well of talent here, in a collaborative and experiential way.
