Space historian will explain the Hubble telescope and what it taught us

The president of the Royal Astronomical Society of Canada, Chris Gainor, is one of two speakers who will address the local astronomy club on Oct. 12, 7:30pm, at

the Arts Centre in Sechelt.

Gainor is an historian specializing in the history of space flight and aeronautics.

He has five published books, and is the editor of “Quest:

The History of Spaceflight Quarterly”.

Gainor’s topic will be the history of the Hubble space telescope. The Hubble space telescope was launched 28

years ago. After overcoming problems caused by a defective main mirror, Hubble has made discoveries that have revolutionized our view of the universe we live in. This

talk will cover the history of the Hubble based on a history book the Gainor is writing for NASA. The second speaker is Sarah Savić Kallesøe, a Simon Chris Gainor.

Fraser University undergraduate student involved with the research and public outreach affairs for the Trottier Observatory since its inception in 2015. As the first student with training and access to the observatory, Kallesøe has led imaging projects, astronomy workshops, and data collection sessions. In 2017, Kallesøe was invited to conduct research with the graduate student observational astrophysics group at the Niels Bohr Physics Institute, University of Copenhagen, where she was the youngest member and the only Canadian accepted. Her research was conducted at the Nordic Optical Telescope in La Palma of the Spanish Canary Islands and focused on quasar identification and classification of novel supernovae. The results of this project were published in the Astronomer’s Telegram and included in the NASA Astrophysics Database.

Sechelt candidates explore housing Candidates for Sechelt council took on housing – or rather the shortage of housing – Oct. 2 in an all-candidates meeting organized around that theme by the Sunshine Coast Community Services Society in the Sechelt Band Hall.

Incumbent Mayor Bruce Milne admitted the previous four years have been a struggle, but said council has been working to improve the housing issue. He agreed that Airbnb’s should be regulated as they are “another example of what happens when you turn residential housing into an investment vehicle.”

Many of the candidates said they were in favour of asking the provincial government to impose the foreign buyers tax in Sechelt, and said they would consider changing a bylaw that requires Sechelt residents to occupy their homes for a minimum of nine months a year in order to have a sec-

ondary suite.

But Milne disagreed with abolishing the nine-month habitation clause since it would have the effect of turning a property into a duplex lot, and possibly an “investment vehicle”. He said council should be “cautious” when requesting a foreign buyers tax in Sechelt.

Councillor Darnelda Siegers, who is running for mayor, said she would bring a streamlined approval process for development that will allow for innovative housing options like laneway homes to be built. She also said updating zoning bylaws is a possible solution.

“I believe the district has a significant role to play in ensuring we have sufficient and appropriate affordable housing; we need to be proactive rather than reactive,” said Siegers.

Mayoral candidate Allan Holt said he was in favour of controlling of Airbnb’s and

possibly removing the ninemonth habitation requirement for secondary suites.

Incumbent Councillor Darren Inkster, running for reelection, said: “Saying the district of Sechelt is not interested in affordable housing is false, especially when I and others are at the table,” He also mentioned success stories of developments that included affordable housing, like the Lions’ Greenecourt apartments and Habitat for Humanity housing.

Council candidate Matt McLean wants the district to hire a housing specialist for a two year pilot project.

“Housing is not something that should be dealt with at the side of someone’s desk, it should be a focus,” McLean said.

Gibsons candidates favour land trust Two of the candidates for Gibsons council – Bill Beamish running for mayor and Suzanne Senger running for councillor – agree that Gibsons should form a land trust to provide affordable housing.

The statements came Oct. 4 at housing-focused all-candidates meeting in the Gibsons Public Market organized by the Sunshine Coast Community Services Society (SCCS).

Most of the candidates favoured establishing regulations for B&Bs. And Councillor Stafford Lumley, running for reelection, said a study of that is already underway.

“So we’re looking at several other communities, that would somewhat mimic Gibsons, we’re not going to reinvent the wheel or ban these business altogether. Tourism is also a part of our economy, but we do need affordable housing,” Lumley said.

Council candidate Aleria Ladwig said the Town of Gibsons should look at re-

viewing the parking lot bylaw. “Right now our parking bylaw is quite outdated and requires two parking stalls per unit. This isn’t really a sustainable system from a greenhouse gas emission perspective, nor is it a good policy for densification,” said Ladwig.

Council candidate Carol Doyle says she would call on the SCRD to open up land around Gibsons for develop-

ment.

SCCS executive director Catherine Leach said the hope was that the election campaign would be a good time to make some progress on housing. “There was a sense that there might be an opportunity with elections looming to move this issue forward and engage with local conversations about what we could do to address this issue.” Evan Hagedorn

Who is qualified for office?

Last week we explored some public misperceptions and we busted a few myths that folks may have about the mayor, council and municipal staff regarding their commensurate roles. Council members do not oversee the filling of pot holes nor does the mayor constantly monitor the cleanliness of the town drinking water. Such tasks are performed by trained, competent, and highly skilled municipal staff who have been hired to do so. Communities run smoother when mayor and council have clear understanding of their governance and stewardship role. We’ve touched on expectations of mayor and council roles but what about expectations for individual candidates who seek to garner your vote? As we approach local government elections, what are some of the qualities and attributes that one should look for in a local leader?

Team player: A healthy governing body understands that they must be able to work together. Being a team player is one of the most crucial qualities any great candidate should possess. A candidate must be able to demonstrate respect for staff, citizens, due process, and established practices. Being inclusive, open-minded, and emotionally mature, while demonstrating a willingness to better understand the relationship between elected officials and town staff is already a winner in my books. A worthy candidate knows that their team members were elected by the public in the same manner as how they had been elected. This does not mean you have to like each other or appease one another. It means working together in an atmosphere of mutual respect and understanding. Good relationships and sound policy serve your community; spite or pandering seldom does.

Approachable: How would you feel if you championed an electoral candidate but then never heard from them once they got into local office? Leadership means listening carefully to others with a desire to understand concerns, ideas or perspectives. Elected officials are expected to be accessible to the community through meetings, events, phone, and email. Commitment to clear, diverse, and regular communication with the community is key.

Critical thinkers: Contrary to the memes being passed around on social media, candidates also need to possess critical thinking skills. They must be willing to do their homework and be prepared to participate by researching and reading background materials prior to attending any sort of meeting, session, or committee. Critical thinking also means having the maturity to recognize that sometimes additional input or expertise is needed to make a better-informed decision. A candidate ought to possess sound financial acumen. If they are unable to evaluate budgets, comprehend the long-term taxation and budget consequences of financial proposals and decisions, or if they cannot balance personal interest for a project with long-term financial risks and consequences, then seeking a position within local government doesn’t make much sense.

Those running for local government positions are human, just like you and me. Their intention to serve their community is noble. However, being a good leader is not just about one’s opinion or stance on an issue. It is about vital attributes, and qualities that contribute to the shortterm and long-term wellbeing of the community now and into the future.

Letters to the Editor – Opinions Not about water (Re: Milne is “good for the economy”, the Local, Sept.

27) Sechelt Mayor Bruce Milne’s campaign kickoff assertion that “rural directors connected to the Chapman water system voted consistently against moving forward” on motions involving water storage and supply, may suit his political ends.

However, the public record will show that all SCRD Rural Area Directors voted in favour of Phases 1 and 2 of the Groundwater Study, the Reservoir Feasibility Study, and proceeding with Chapman Supply Expansion, with the one exception being Director Lewis’ opposition to the latter project.

This is not a letter about water. It is a letter about the need for elected officials to work together to solve the Coast’s challenges. There can be much finger-pointing at this point in the election cycle. Finger-pointing without regard for documented fact should raise significant questions in voters’ minds.

A water plan I would like to thank all the candidates who presented at the SCCA-sponsored meeting Oct. 1. It seems that everyone agrees that something must be done (about water) soon, but whether due to lack of

time or lack of ideas, few specifics were supplied. So here is a plan: First, the long-term solution must account for population growth, climate change, cost and a host of other details that can only be defined by a careful assessment of the available options. If the council has not already commissioned such a study this should be done as quickly as possible.

Second, for household gardens a program similar to the toilet rebate should be offered for rainwater collection systems. This could be done at the new council’s first meeting and be in place for next year.

Third, for commercial farms a subsidy for increasing water storage or wells.

Or even delivering truckloads of non-potable water could be an option.

Stage 4 is irritating and ridiculous in a rainforest, but spending millions on a poorly planned fix is also unacceptable.

Aquifer Mapping Study

by Waterline Resources that concluded there was enough potable (ie drinking) water for 10,000 people assuming 73 per cent of the population obtain water from Town wells. When recommending adding Area 3 water to the Gibsons aquifer, the Town’s staff report said it’s “likely the aquifer can sustain 7,300”. Think of it as 7,300 people with drinking water on Stage 4 watering restrictions.

Instead of managing our water based on drinking water, our Town should have a long-term water management plan showing how many people the aquifer can support assuming normal use by residents, visitors and businesses. It’s a basic requirement to making informed decisions on growth. We might only be able to support 5,000 people, assuming normal use, if we include the growth of businesses exporting aquifer water as in the production of beer/spirits and perhaps future cannabis growing operations.

The Town is spending $2.1 million to move Area 3 from SCRD water to the Gibsons aquifer despite the staff report’s warnings about “vulnerability with reliance on only one water source”. A water management plan should include spreading the risk of losing drinking water if the aquifer is contaminated. With cli-

...letters continued Time for a change We’re well into the election spin cycle now and about to be blown dry by the hot air from long-winded politicians. There’s a lot of talk going around about “stick to the facts” and “keep the change.” Let’s look at some of the facts.

Four years ago, we already had a well-developed water crisis detrimental to our quality of life. Today the crisis is chronic, deeplyrooted and significantly more severe. Everything we cultivate dies because our local government can’t solve in a decade what other municipalities have solved in a couple of years. Some laugh at “the rainforest community with no water.” It’s only funny if you don’t live here.

Four years ago, we had an affordable community.

We’re now one of the least affordable municipalities in Canada. Local government has more control over affordability than any other player and Sechelt’s has done most things wrong.

They’ve stifled development that would enhance affordability, embraced an abominably slow development approval process and missed many opportunities for senior government funding for affordable and social housing.

Municipal spending, along with taxes and fees, has risen well above inflation plus economic growth since 2014. My taxes are up 30 per cent. Meanwhile, based on their own website, the District spent 45 per cent ($2 million) of General Government Reserves. All the while services have deteriorated.

They can’t even get the small things right. Per capita funding for our struggling Sechelt library is significantly lower than most communities in BC. These are the facts. I don’t buy cherry-picked statistics or the evasive rhetoric of the election campaign. I don’t like where we’re headed.

The last thing we needs is to “keep the change” we’ve seen as our community deteriorates. What we really need is better governance and a change of political leadership.

Sechelt memories

Former Mayor Henderson said last week that he’s been finally moved to speak about our current mayor and council. I believe Mr. Henderson has been opposing and undermining this council by his proxies since he got evicted from office four years ago.

This election, Mr. Henderson’s successors give us nice sounding, generic roadside slogans, while Sechelt, I believe, gets sold out to fast-buck artists be-

cause we don’t read the fine print. It seems to me like Mr. Henderson’s successors see us a bunch of bumpkins who need to be hoodwinked every four years, so their insider friends can get advantageous zoning and subsidized infrastructure, as they get on with their OCP-busting, Surrey-ification of Sechelt.

Meanwhile, Mayor Milne talks of Sechelt as a “community”, not a thanksgiving turkey to be carved up for scraps, like dogs on a bone.

Regarding Mr. Henderson’s comments on our sewage plant, we read in the Vancouver Sun how his relocated plant will reach capacity sooner than Mr. Henderson’s council predicted.

The original Dusty Road site in Porpoise Bay would have been near Mr. Henderson’s residence, before he had it moved closer to town. Maybe he didn’t like the smell.

The circumstances of the plant’s relocation stink a little too.

Now Mr. Henderson and his associates push for more Porpoise Bay density and rezoning with their SSC. Their proposed development would have greatly benefited from proximity to the original Dusty Road plant site, with its greater capacity, and so cost the town less. Mr. Henderson seems to think Sechelt voters have no memories, or even brains. This election will show if he’s right.

Politics of sewage

It is all in the Municipal Auditor General’s report that did not find any rationale for the project, no business case, no bidding process and no contract for the Henderson Sewage Plant.

The treatment plant built in the wrong place in the dense center of town away from the mayor’s house when there was a perfect place that Sechelt had on industrial land for a larger sewage plant and future expansion.

The Auditor General’s report also talked about the conflict-of-interest and the lack of transparency with 26 resolutions at 12 meetings closed to the Sechelt public on the sewage plant, and there was no documentation from those meetings.

Darnelda Siegers was at those 12 meetings as Sechelt Councillor.

The auditor also reported that during this time the chief administrative officers, and 22 other staff members either left or were fired. The last mayor had no idea how to look at a small town and what it could afford in a sewage plant. You can’t buy a gold-plated Rolls Royce when you should be buying a Ford.

(Addressed to Gibsons council and copied to the Local) When I first heard the plan to build “affordable housing” in the Inglis Trail Forest, I was shocked and hoped there would be due process for public input in such a controversial and sensitive project.

But here we are less than a year later, with two public meetings, and both designed to limit input to favour the project. Having the design charette on Aug. 7, the height of tourist season, when many of us locals are too busy to do other than cope with our days, or are away on holidays, is not “early ongoing and effective public consultation with the community”. If this date was not chosen to limit input (13 people) then, at the very least, it is completely insensitive to the community. Also, where and when was this advertised?

We have lost Gospel Rock as it is “privately owned” and the Town cannot afford to buy it, we are told.

So here a forest owned by the Town, the only one we could save and the plan is to waste it on more housing?

This Town forest with its million-dollar trail between upper and lower Gibsons is so much more valuable as is, to tourists, locals, and the health of the community.

Affordable housing is a commendable goal, but not for this forest. Please reconsider this site, have a real conversation with the people and trust that together we can find a better solution.

A focus on squeezing out the last few drops of summer while getting kids ready for school meant that buying or selling a home wasn’t a top priority in September.

Families are returning to their routines and as such, I anticipate that October will be slightly busier than last month. I see two positives as we move further into fall.

When you’re selling, work with an agent who will price and market your home aggressively, both locally and out-of-market.

It is important to take your time and do your research when picking a Realtor as it is likely the largest financial transaction you be

involved in.

The second largest transaction is you will be involved in buying (or selling) a car.

While “Small Business Week” (which this year will

be recognized across Canada Oct. 15-19) may sound to some like one of the least exciting annual events we commemorate, there is actually a wealth of positive data to celebrate. In fact, small businesses are the primary driver of the economy and job

growth across Canada by far.

In British Columbia, small business accounts for 98 per cent of all businesses in the province (the highest ratio in all of Canada.) Together, these businesses generate 35 per cent of the province’s GDP, export 36 per cent of the

total value of goods and employ more than one million people.

While current Coast-specific statistics are hard to come by, it’s clear to anyone familiar with our economic landscape that, at least in terms of proportional representation, our small business numbers are similar to those of the province.

Consider for a moment the shops you frequent, the restaurants you eat at, the professional services you utilize. Chances are, you deal with the business owner directly in many cases or, at the very least, know who they are.

They are our friends, our neighbours and our associ-

ates. They’re also the ones employing our friends, our neighbours and our associates, supporting our local sports teams, events and charities, and consistently buying local goods and services, while investing their own capital to provide essential goods and services to our community.

It only follows then, that supporting our local businesses is one of the most effective ways to support our town and our region as a whole.

Research shows that in BC, local businesses create more than double the economic impact of their chain competitors. For every $100 spent with a local business in

BC, $46 is re-circulated back into the province’s economy, compared to just $18 for multi-nationals.

This “local multiplier effect” means that spending more at local businesses is a key tool for creating more local jobs, and contributing to the overall growth and health of our communities.

Shíshálh get land, money and recognition

The agreement – announced Oct. 4 – is a commitment to working together to protect the environment, as well as promote economic opportunity and growth for the shíshálh Nation and the entire Sechelt region.

“This is a historic day, that our people have worked towards for generations. We have advanced every path to true reconciliation,” said Chief Warren Paull, shíshálh Nation. “Every step of the way we have sought that a proper foundation be set based on recognition of our governments, laws, and jurisdiction, a true government-to-government relationship, protection of culture and our natural environment, and real investments in economic growth. Today, that has been accomplished through a totally new type of agreement that will be to the enduring benefit of our Nation, and all who live in our Territory, for decades to come.”

This is the first major reconciliation agreement between this provincial government and a First Nation. It represents a progressive and collaborative approach to the implementation of shíshálh title and rights, and the United Nations Declaration on the Rights of Indigenous Peoples.

It also represents a new model that pushes past some of the obstacles that have been sources of delay and conflict in the past.

“The people of the shíshálh Nation have led with vision and courage to make transformative change for their community,” said Premier John Horgan. “Our government is proud to work with shíshálh Nation in a renewed government-to-government relationship, based on rights, reconciliation and respect.

It’s part of our commitment to advance reconciliation with Indigenous peoples and build a better future for everyone in BC.”

A key part of the agreement includes the establishment of a landmark government-to-government working relationship that will create new decision-making structures between the Province and shíshálh government. Other key components include land transfers, economic and socio-cultural investments, establishment of a land-use planning process and joint aspirational longterm commitments.

The agreement includes the transfer of three parcels of Crown land adjacent to existing shíshálh lands to be used for economic development purposes, including gravel extraction as well as for social and cultural purposes.

BC is providing approximately $36 million to support land purchases and implementation costs. Funding for implementation and forestry initiatives will be spread over the first five years of the agreement while both parties look ahead to how the agreement might evolve to encompass other types of land and

resource decisions.

The agreement formalizes the “Shared Decision Making Pilot Agreement” for forestry decisions and broadens the scope to include additional forms of land and resource decisions over time.

BC has been working with shíshálh to actively engage industry stakeholders and local governments about the agreement.

Said Ric Slaco, Interfor vice-president and chief forester: “We welcome, applaud and celebrate this milestone.

Over the years, the relationship between Interfor and shíshálh has transformed into one of true collaboration and partnership, but to truly build a prosperous and sustainable future together requires governments to step forward and build relationships based on recognition and respect of title and rights.

The agreement achieves this and will advance reconciliation and be positive for all citizens of shíshálh territory and support strong forestry partnerships.” Submitted

A big-selling voice “Gurrumul” is a portrait of the blind Indigenous artist Geoffrey Gurrumul Yunupingu, one of Australia’s most celebrated and important voices. Rolling Stone Magazine referred to Gurrumul as “Australia’s most important voice”; Sting, described his voice as that “of a higher being”.

The Sunshine Coast Arts Council presents the “Gurrumul” the documentary, Sunday, Oct. 14, 10:30am at the Arts Centre in Sechelt, suggested donation of $10.

Gurrumul found purpose and meaning through songs

and music inspired by his community and country on the remote Echo Island.

Singing in his native Yolngu language, he sold over half a million copies of his albums around the world, all the while continuing to call Echo Island his home.

The film “Gurrumul” was approved by its namesake three days before his death in 2017. It remains unchanged since that time. In Yolngu lore the name, image and voice of the recently departed is retired from public use. A rare exception has been made
