Craigan to stay put despite report Shíshálh Chief Calvin Craigan admits he’s made a few mistakes but says that, despite an upcoming report that he expects will lead to renewed calls for his resignation, he will not quit and will likely stand for re-election next year.

“I admitted mistakes with the credit card,” Craigan told the Local. “I went on a trip to Calgary. I had my own credit card with me but for some reason I used the band credit card. I made arrangements for the band to be reimbursed through my pay schedule.

There was no intent. It was just a stupid mistake.”

He said if there are other credit card issues, they’re minor and he’ll pay it back.

“There’s no intent of stealing or robbing my own people.

I would do this job for nothing.”

The chief agreed to an interview with the Local Sept.

30 in advance of a report by a North Vancouver law firm, to be distributed to shíshálh First Nation members as soon as next week.

The report was originally expected to take a month to

complete and answer seven questions posed by a group of his opponents within the band who had literally locked out the First Nation’s government, chaining the doors to its administration building for a week in early May. Now, five months later, and growing to “70 questions,” said Craigan, the report is to be released.

He said a majority of the questions were very personal, and “ridiculous.”

“Regardless of what [the report] says, I’ll be in a good place. I don’t have any inhibi-

In a way, I’m really happy that it happened,” he said. “I think what this report will do is put this small group of people in a place where they should be exposed.”

Craigan said the group included Ben Pierre, Sr., whose son Ben Pierre, Jr., had earlier been dismissed from the Band Council. The elder Pierre did not respond to the Local’s request for comment.

The Chief said other allegations included nepotism in the hiring of his son and other friends, although band hiring is done by an independent board with which he’s never interfered. He also was

accused of meeting with government and corporate officials without permission.

“Who am I supposed to call and get permission? I am the chief, the spokesman for the band. If a [government] minister calls and wants to have a coffee with me, I’m there.

I have to be there,” Craigan said. “They elected me to do that very function.”

The chief said he believes the problems within the band come from a fear of change, but also ultimately stem from unresolved psychological issues related to the intrusion of European culture into native life. Craigan said he was in intensive counselling him-

self for years, a healing process he believes many band members could benefit from.

He said he hadn’t decided formally on running for chief in the election next March, but feels “it’s inevitable,” and added that if others disagree with him, they should stand for election themselves.

Whether or not he runs, Craigan said, he plans to make a more thorough personal statement later about the cost of the recent dissension within the band.

“I would not want to see another leader go through what I’ve gone through. It shouldn’t happen.”

This truck was stuck overnight at the waterfront end of Ocean Ave. in Sechelt after the drinking driver failed in his attempt to turn around. Another driver from the same company drove it away Sept. 29. DUANE BURNETT PHOTO Shortly before 11pm on September 28, Sunshine Coast RCMP were called to Ocean Avenue at Windward Lane in Sechelt, where a semi-truck pulling a tankertrailer became stuck in a jack-knifed position. Some concerned citizens saw what was happening and took away the driver’s keys to prevent him from being able to drive any further. When police spoke with the driver of the truck, the officer noted an odour of liquor on his breath. The driver provided a breath sample into a roadside screening device, which

registered a fail reading. The 52 year-old male driver from Coquitlam was subsequently detained for an impaired driving investigation and taken to the Sechelt RCMP detachment, where further breath testing indicated that the male had blood alcohol levels in excess of the legal limit. The male received a driving prohibition and was released on a Promise to Appear in court.

“While any impaired driver poses a danger on our roadways, the risk increases significantly when an impaired driver is behind the wheel of

such a massive vehicle,” said Cst Harrison Mohr with Sunshine Coast RCMP. “It is very fortunate that no one was injured in this case. We would like to thank the members of the public who intervened to ensure that the driver could not try to drive any further.”

Although it was initially believed that the tanker would remain stuck until a heavy-duty tow truck could attend on September 30, another driver from the trucking company arrived on September 29 and was able to free the truck and drive it away. Submitted by RCMP

Rain eases water restrictions

AirBnB listings could risk penalties The owners of homes listed on short-term vacation rental websites would be wise to check local zoning and/or licencing bylaws to avoid costly fines, or even prosecution.

Hundreds of Coast accommodations can be found online at services like AirBnB, VRBO, HomeAway, HomeStay, Craigslist and others, but their legality depends on local regulations.

Zoning in Gibsons allows most homeowners to rent all or part of their residences short term—if they’re licensed. Bylaw Enforcement Officer Sue Booth says she goes on online regularly to check out new listings to try to determine if they have business licences.

“They’re not all easily identifiable,” Booth said. “We started writing to the ones we could identify… telling people we consider it a business and that they should come in and get a business licence.”

Booth said most homeowners either get the licence or drop the listing. If they don’t, she can issue a $200 ticket, and that can add up.

“Our business bylaw classifies each day as a new offence, so you could issue

that ticket every day they’re open,” said Booth.

Municipal staff members across the Coast don’t usually have time to check websites, so are largely dependent on neighbourhood complaints to notify of potential offenders.

In Sechelt, operating a short-term rental without a valid licence can cost a property-owner a $300 fine, with the penalty for subsequent offences rising to as much as $1,000.

Director of Planning Andre Isakov noted that Sechelt also has zoning restrictions: “A ‘short term residential rental’… is allowed only in zones R-1, R-2, R-3,” with a $100 fine for violations, Isakov told the Local.

The SCRD does not issue business licences, but it does have zoning bylaws for shortterm rentals. In R-1 zones, for instance, a property must be at least 2,000 square metres (0.5 acres) to rent out to short-term visitors or vacationers.

“Tickets for zoning bylaw infractions are $100,” said Angie Legault, the SCRD’s Senior Manager of Administration & Legislative Services.

“Voluntary compliance is always the goal; however in

some circumstances legal action may be the only remedy.”

The regional district could go to court to pursue an injunction against a chronic offender or even seek prosecution, with a $2,000 maximum fine upon conviction.

With hundreds of listings, it would seem likely that the proliferation of vacation rentals has taken some homes off the long-term rental market, but it’s hard to say, according to Gibsons’ Director of Planning, Andre Boel.

“The more relevant influence is the real estate market in general: when it was ‘cold’ there was ample supply of suites and homes for rent.

When the market turned hot this year, the rental supply plummeted,” Boel said.

“Rents are now substantially higher in a very tight rental market.”

Boel added that for many homeowners, there’s a big upside to vacation renting, and one that helps spread the revenues from visitors around.

“For some homeowners, the AirBnB option improves their personal affordability by providing additional income. Also, bringing in more tourists does support our local economy.” Rik Jespersen

Effective immediately (Oct. 4), and until further notice, the Sunshine Coast Regional District (SCRD) has declared a return to Stage 1 outdoor water use restrictions for all households and businesses on SCRD water.

The recent rains have replenished the reservoirs to support Stage 1 restrictions. Outdoor water use restrictions will continue until Chapman Lake is fully replenished.

Editorial Opinion Against ageism October 1 was the United Nations-declared “International Day of the Older Person.” The theme this year is ageism, a prejudice that the UN describes as the most socially-normalized form of discrimination worldwide.

If you think this prejudice doesn’t apply to you, at some point it has or it will. It may be subtle, such as expressing surprise that 80-year-old Aunt Dorothy is still driving and going to the gym, or commenting “isn’t that sweet” when describing someone going on a date at the age of 85. Think if we talked about the achievements of others in such patronizing ways: “He’s so successful for a black man.” “What a remarkable achievement, considering she is a woman.” etc.

In September, I met with my 30-member Council of Advisors, a highly diverse and engaged group of seniors who help guide the work of my office. Vigorous debate erupted around the tables about financial abuse and the line between a person’s obligation for due diligence, which does not end at age 65, and the need to protect the truly vulnerable.

It’s important to remember that all people of sound mind in our society are entitled to the right of self-determination. This is true for the 30-year-old climbing Mount Everest and should be equally true of the 92-yearold climbing stairs up to the bedroom they have slept in for 60 years. Both activities have risk associated with them, but we are inherently much better at accepting the 30-year-old’s decision and may be impressed by their bravery and stamina, as opposed to stunned by the 92-year-old’s cavalier recklessness. Many who are 92 are perfectly capable of understanding that they may fall and fracture a hip, but they accept that risk because what they have chosen to value more highly is to sleep in their own bedroom.

Seniors are not a problem to be solved, a cost curve to be “bent,” or victims simply by virtue of age. Wikipedia has one definition for ageism, but ironically quite a different one for the word “senior,” a term defined as “a person of higher rank or standing than another, especially by virtue of longer service.” So just like the Vice President of a company would listen attentively to the wishes of the “Senior” Vice President of the company, let us citizens listen a little more closely to the aspirations of the “senior” citizens of our society.

Letters to the Editor – Opinions Heaven on earth I imagine most folks who live on the Sunshine Coast have thought at one time or another, "I’m living in heaven". Well, we wish to report a first hand encounter with a whole host of angels on Friday, September 23.

Returning from a leisurely road trip to Powell River, our car went out of control on the winding road south of Madeira Park and we found ourselves tipped into a ditch, in shock, with unknown injuries and unable to exit the vehicle. We had hardly collected our awareness before the angels started descending. From the offduty paramedic who immediately attended us and stayed with us throughout, offering calm, expert advice and considerate updates about the progress of our rescue, to the reassuring comments from a man who offered to be a witness, to the woman who jumped in to direct traffic, to the respectful, coordinated consultation between fire department members and medics to confirm and swiftly execute a plan for our extraction, to the ambulance medics who expertly attended us with reassuring humour, and finally to the ER staff who, with a full ward, thoroughly and efficiently screened us before declaring us good to go – to all of you, we send our deepest appreciation and gratitude. And to others who stepped out of the flow of their day simply to show concern and offer support, our thanks.

I have heard that immediate caring attention can significantly mitigate the trauma of such events, and I believe it. Shaken though we were, we couldn’t help but feel the wonderment

of human decency, compassion, good humour and capacity manifesting in its fullest, all around us. Heaven on earth!

Not a done deal I attended both the VCH and the Trellis meetings in September for the proposed Silverstone Care Centre. I would like to say: Don’t panic - it’s not a done deal. The printed information distributed and sometimes the official verbal responses from each of those meetings would have the general public believe otherwise.

If VCH has a legally binding contract with Trellis that does not guarantee the approval of the required change to the (Sechelt) Official Community Plan [OCP] and the Zoning Bylaw, then changes to these bylaws will be discussed first in Planning and then Regular Council meetings, both open to the public, before proceeding to a required Public Hearing .

Also, I assume this development is based on usage of the Sechelt sewer system. There is already a long, overdue waiting list for that service and existing capacity is being investigated. This development would seem to be on the bottom of that list.

Referendum required I attended and participated in the meeting on electoral reform held in the Sechelt Band Hall on September 1 and have read with interest the subsequent articles and published letters pertaining to the proposed reform of our federal electoral system.

Our present system has

served for some 150 years, and it is certainly debatable whether it has served well or poorly. Surely we can do better than routinely producing majority governments that have garnered significantly less than 50 per cent of the popular vote nationally.

Would not some form of proportional representation serve our democracy better?

Our electoral system is far too important to leave its determination up to self-serving politicians and their hacks. Surely, in this matter, it is the duty of Parliament, aided by expert advice, to decide how many and which alternative electoral systems, including the status quo, will be proposed for the approval of electors. It is the inalienable right and duty of voters, hopefully putting aside petty political partisanship, to determine by means of a national referendum which system will be implemented.

Any suggestion that such a referendum would be too expensive and/or overly complex and too difficult to understand for too many voters would be nothing short of despicable arrogance and patronization on the part of such advocates.

Hourly sailings needed (Addressed to BC Ferries CEO Mike Corrigan and copied to the Local) As residents of the Sunshine Coast and frequent users of BCF we have watched the service levels steadily deteriorate to new lows in 2016. This year increased volumes of passengers have led to sailing waits, late ferries, and a full parking lot at Langdale. It seems that the ferries response has been to

micromanage the sailing schedules to the point of exhaustion with absolutely no improvement in service.

Now, when we want to visit our grandchildren in Vancouver, we arrive in Langdale at least an hour prior to sailing time. Of course we could reserve a spot for an extra $15 to $22, but even then we must still be at the dock 45 to 60 mins prior to the scheduled sailing time. Since the ferry has frequently been running 30 mins behind schedule we still have to be at the dock 75 to 90 mins before actual sailing time. Still we do have other options, we could plan to walk on – but hold it, the parking lot at Langdale is probably full and we would have to return home. What we desperately need is hourly sailings. Yes, it would require another ferry, but surely at a fraction of the cost of building a fixed link to the mainland.

Also, you could eliminate the PA announcement which thanks us for choosing BCF. As if we have a choice.

Notes from the Upper Mainland Nicholas Simons MLA, Powell River and Sunshine Coast

Entrusting the care of citizens who can no longer live in their own homes to big players in the for-profit longterm industry is all we can afford, according the soonto-be-departing Minister of Health, Terry Lake. That’s what he said to me when I met him in the hallway of the Legislature in Victoria recently and we talked about Premier Christy Clark’s plans to close two public long term care homes in Sechelt.

The Minister asked why

I was “fanning the flames of anger” around his government’s decision to close Shorncliffe Care Centre and Totem Lodge in favour of a new, slightly larger, for-profit care facility. I told him that hundreds of residents on the Sunshine Coast were angry – they are angry because they know what happens when the care for our vulnerable seniors is put in the hands of for-profit service providers.

So then I asked him what he thought about the front-page story in Powell River, where courageous community advocates demanded an end to care home food shortages, and called on the Premier to improve food quality in longterm care facilities.

The best the Minister could muster was to suggest

that I was exaggerating.

I told him that when I get calls from senior citizens in care facilities, it means they are truly upset. The Minister suggested that seniors only call their MLAs when their adult children put them up to it, and moved on to other appointments in the legislature.

All MLAs try their best to bring the concerns of their constituents to decision makers in Victoria and its troubling when those concerns are dismissed. Does the Premier really think that the people of the Sunshine Coast would pack community meetings if they were not genuinely concerned about the quality of care our loved ones are receiving?

Local athletes have been announced for the Special Olympic Provincial Games in Kamloops next July. For the next 10 months, they will be training EXTRA hard physically and mentally to be in top shape.

In aquatics, the athletes are: Micheal Oswald, Genny Verge, Michael Beckman, Paul Davis, Christel Jensen and Lindsay Pearson. In Bocce, they are Amber Fenton, Wes Harrison, Candice Garrett and Darleen Nelson. Amber Maher and Bruce Stewart will compete in track, Linsey Davidson in rhythmic gymnastics and Gus Vaughn in golf.

On Oct. 1, athletes from both Sechelt and Gibsons basketball teams enjoyed participating in their second basketball camp with players from the Douglas College women’s basketball team.

They worked on skills and finished with a fun scrimmage in a great start to the season.

As a result, winter, when people typically spend more time indoors than outdoors,

is often dominated by the sniffling and sneezing synonymous with the flu. But men and women can take steps to protect themselves from the flu this season.

• Get a flu shot. Some people

Are you a HandyDART user?

BC’s Seniors Advocate is asking 30,000 users of HandyDART how well the service is helping them meet their transportation needs.

HandyDART is a door-todoor service provided by TransLink, BC Transit, and their service providers for passengers with physical or cognitive disabilities who are unable to use conventional public transit without assistance. The majority of users, approximately 73 per cent, are 65 or older. Last year 2.37 million rides were provided, with 51 per cent of these in the Lower Mainland.

“Transportation is identified as a key issue for seniors,” said Seniors Advocate Isobel Mackenzie noting that at age 65, 76 per cent of seniors have an active driver’s licence, and that drops to 34 per cent for those over 85.

“Clearly we need to ensure a robust transportation system is in place for seniors, most of who are still active, but may no longer be able to drive.

HandyDART is part of that system and we need to ask the people who are using the service how well it is meeting their overall transportation needs,” said Mackenzie.

The survey asks a range of questions starting with what people think of the application process, the availability of rides, the cost of the service, as well as overall satisfaction levels.

Recipients of the survey - who will get it in the mail - can either complete a

paper-based survey or fill it out online. Surveys should be completed and returned by Nov. 7. Results of the survey will help inform the Seniors Advocate’s overall review of seniors’ transportation issues. Submitted

prefer to avoid getting a flu shot because they want to build up their natural immunities or they believe the shots can make them sick.

But most flu shots contain an inactive virus that will not make you sick, and will only trigger your body's immune system response to a foreign invader. It can take a couple of weeks for full immunity to develop, so it's possible to still get sick even after a flu shot has been administered.

Also, a flu shot does not guarantee recipients won't get the flu. People can still get the flu after receiving a flu shot, as it may be another strain of the virus. But flu shots are largely effective.

• Quit smoking. Smoking cigarettes and cigars can affect the immune system and also compromise the body in a number of different ways.

Smoking can disable mechanisms in your breathing passageways that serve as natural repellents to the flu. These include the hairs on the lungs that brush away contaminants. Smoking also can create holes in the lining of lower air passages, and such holes can make people more susceptible to illness, including the flu. Smokers who get the flu typically find that the flu further complicates their ability to breathe.

• Avoid sick people. When the

those around you are sick, it is best to keep your distance, especially when those people have the flu. The Centers for Disease Control and Prevention state that people with the flu can spread it to others up to six feet away. Flu viruses are spread mainly by droplets of bodily fluids expelled during coughing, sneezing and even talking.

This is why doctors recommend that anyone who has the flu stay home from work or school until they are fully recovered.

• Be especially cautious when pregnant. According to Dr. Cameron Wolfe, an infectious disease specialist at Duke University Medical Center, women who are pregnant are at a higher risk of complications and even death from influenza. Doctors don't fully understand why, but many feel that because the flu can compromise a woman's ability to breathe well, this makes it difficult for oxygen to be passed on to the fetus.

Pregnant women should speak with their obstetricians about the safety of the flu shot.

The Sechelt Arts Festival takes place in various venues across Sechelt from October 13-23. The theme of this year's 10-day festival is The Art of Water and includes highlights such as Waterworks, a curated art exhibition that includes a 20 foot waterfall created by four fibre Coast artists. Professional Aboriginal dance company Dancers of Damelahamid will pay a special tribute to the shíshálh Nation's 30 years of self-government with Flicker, a performance inspired by choreographer Margaret Grenier's Gitxsan heritage. Kinnie Starr comes to Raven's Cry Theatre in a special performance that combines the dramatic imagery of artist Braken Hanuse Corlett with Starr's unique blend of spoken word, hip

Brown is a Canadian journalist (feature reporter at the Globe and Mail), CBC Radio host, author and winner of several national magazine and newspaper awards.

Ian’s newest book is “Sixty: The Beginning of the End, or the End of the Beginning? A Diary of My Sixty-First Year”.

It was a finalist for the 2016 RBC Taylor Prize and has just been short-listed for the 2016 Hilary Weston Writer’s Trust Prize.

Climate hope The Green Film Series presents the latest film by Oscar-nominated director Josh Fox, “How to Let Go of the World and Love All the Things Climate Can't Change”, where he travels the world investigating community response to climate change. Blu’s music is unique, defying traditional labels. “I don’t like to think about genres,” says Blu. “I look at music as this impulse I have to manifest what I hear in my head.

The piano is great because it’s very expressive.” The concert of original music inspired by water, titled Plash, will be Blu’s interpretation of what water sounds like, to be re-interpreted by listeners as the music washes over them.

Kozlov’s video will be projected while Blu plays. “I get completely inspired by his music visually,” says Kozlov.
