‘New and improved’ 2018 ferry schedule Following a broad public engagement process, BC Ferries has announced a revised schedule for Horseshoe Bay – Langdale, which provides sailings that match key times residents want to travel, provides on-time departures, increased capacity, transit connections and later sailings out of Horseshoe Bay. The new and improved schedules will go into effect Jan. 2, 2018.

“To respond to the wishes of the communities, we have restructured the way we deliver service to ensure we can provide on-time departures at the time-of-day our customers say are most important,” said Mark Collins, BC Ferries’ President and CEO. “We believe these new schedules will provide the service our customers desire, help address the in-

crease in traffic we’ve seen over the last few years, and enable our crews to deliver a first-rate experience to those who travel with us.”

Features of the new Horseshoe Bay – Langdale schedule: • 6:20am sailing year-round from Langdale to Horseshoe Bay (commuter preference) • 5:30pm sailing year-round from Horseshoe Bay to Langdale (commuter preference) • Later last sailing of the evening from Horseshoe Bay to Langdale to attend events in Vancouver at 10:55pm during the off-peak season or 11:20pm during the shoulder and peak seasons • Longer in-dock and transit times to ensure better ontime performance and schedule reliability • Increased capacity and

frequency (25 round trips) in the shoulder season (before and after the summer) • Two schedules for simplicity: one for peak and one for off-peak With regards to the Earls Cove – Saltery Bay route, scheduled sailing times are being adjusted to maintain connectivity with the new Horseshoe Bay – Langdale schedule.

In addition to the introduction of the new schedules in January 2018, BC Ferries is continuing to explore long-term plans for terminal improvements, vessel replacements and information technology upgrades that will help improve service to the Sunshine Coast and Bowen Island.

A new draft economic development report, presented to Gibsons Council on September 19, reveals the importance of the harbour to the economy of Gibsons.

In researching the report, consultant Michael McLaughlin surveyed 95 per cent of harbour-area business owners. He estimates that harbour-related businesses directly and indirectly employ 420 people and generate almost $50 million in annual revenue. (By comparison, the mill at Port Mellon employs approximately 325 people.)

The marine economy, including commercial fishing and recreational boating, is the largest sector, generating 40 per cent of the revenue and 32 per cent of jobs.

"This is the first time that the working harbour, the marine businesses, have been surveyed," said McLaughlin in a phone interview. "The size of the marine economy is larger than I think most people expected. It's nearly $20 million revenue per year."

BC Seniors Advocate Isobel Mackenzie has released provincial results of her office’s survey of publicly subsidized residential care homes. This is the most extensive survey of residents’ quality of life ever conducted in Canada.

The survey asked a range of questions on residents’ experiences of day to day activities and care, from questions about food quality and staff responsiveness to observations of physician care and social connectedness. The survey was conducted between June 2016 and May 2017. Residents’ most frequent visitors, usually a family member, were also mailed surveys.

“We are very good at using clinical measurements to gauge how we’re doing in this area such as numbers of falls etc.,” said Mackenzie. “What we haven’t been good at is actually asking the residents themselves what they think of the care they receive and this survey gave us the opportunity to hear feedback that is so critical in making care improvements.”

There were many positives, but key areas where residents and families said improvements are needed include: • 62 per cent of residents say they do not get to bathe or shower as often as they want • One in four residents say they sometimes, rarely or never get help to the toilet when needed, and 25 per cent of residents report staff tries to relieve physical discomfort sometimes, rarely or never • More than one-third of residents report they are not consistently getting the help they need at mealtimes • Almost 46 per cent of residents report there is no one living in the facility that they consider a close friend and 45 per cent report there is no one for them to do things with • Less than half (46 per cent) of residents say staff regularly make time for friendly conversation • 49 per cent of residents only sometimes, rarely or never have the same care aide on most weekdays The Advocate makes eight recommendations in the report for system improvements including increasing care hours and ensuring staffing levels are enforced and monitored by heath authorities, increasing flexibility of how and when care is delivered, increasing training focused on the emotional needs of residents, expanding the role of nurse practitioners in residential care facilities and increasing the range of activities provided in residential care facilities, particularly in the evenings and weekends. The Advocate also recommends ongoing use of this survey tool to ensure progress is monitored.

“We have to remember that for people who are living in residential care, this is their home, and very likely their last home,” said Mackenzie. “We need to do all that we can to ensure those who live there, have the very best experience possible.”

While the Cohen Commission made recommendations, under the Harper government there was a lack of urgency for implementation, a position we suspect was influenced by foreign financial interests.

Meanwhile marine biologist Alexandra Morton has repeatedly produced evidence of the impact on sockeye salmon of disease,

The usual suggestions were made – drive less, consume less, if you do buy things make sure they are things that last, eat less meat. Then our MLA, Nicholas Simons, who was there for the question and answer, put in: “Make sure you have joy in your life.

That will give you strength to keep on.”

I recommend you see this film if it comes your way, find a way to tell the politicians No to Kinder Morgan, and make sure you have joy in your life.

A desperate need The other day I was waiting on Trail Avenue to go onto Teredo Street/Hwy 101. There was traffic going both ways on Hwy. 101.

Trail Avenue is the main exit onto Hwy. 101 from the shopping centre. We desperately need a traffic light at this intersection before there is a serious accident and someone is killed or badly injured.

Ferry-to-ferry trail proceeds An off-highway route for cyclists and pedestrians stretching from ferry to ferry is one step closer to realization with the approval $57,500 in grant funding for the planning of the Suncoaster Trail Phase 2.

At the Planning and Community Development Committee meeting on September 14, Sunshine Coast Regional District directors gave the go-ahead to staff to proceed with planning the 60-kilometre section of trail from Halfmoon Bay to Langdale.

Phase 1, which stretches 37 kilometres from Earls Cove to Homesite Creek, was finished

in 2010.

Reporting to the committee, Ian Hall, General Manager of Planning and Community Development, said that SCRD staff, working in conjunction with District of Sechelt staff, had identified a variety of possible routes, including high elevation and lower elevation options, which they took out for public consultation.

"Through a series of conversations earlier this year with communities and stakeholder groups, the concept that was presented in this report of a lower altitude connecting trail seemed to

emerge as a preference," said Hall.

The staff report notes that the lower elevation route focuses on "connectivity and safety, including trails within and between neighborhoods, to schools, and bike paths along roads."

Gibsons director Jeremy Valeriote described the trail as a "welcome initiative."

"This is a really welcome kick-start to some of the trails that are in our OCP [official community plan] but are not necessarily implemented across upper Gibsons," said Valeriote. "I think we need to

get going on this."

Pender Harbour Director Frank Mauro commented: "The Suncoaster Trail from Egmont through to Halfmoon Bay is well used, especially certain portions that are near populated centres."

The $57,500 Active Communities Grant can be used for planning and signage.

The money must be spent by October 31, 2018. SCRD staff will investigate future funding and grant opportunities to pay for construction of the trail.

The Sechelt Public Library is asking for more money from all five of its local government funders to bring it up to par with other BC libraries. Their five-year funding agreement, which expires in 2018, gives them an increase of five to six per cent each year, but Chief Librarian Margaret Hodgins says that's not enough.

On September 13, Hodgins made a presentation to Sechelt's Finance, Culture and Economic Development Committee. She said that average funding for all BC libraries in 2016 was $40.69 per capita but that Sechelt only received $28.97. The average for libraries in simi-

lar sized communities was $49.64.

"This agreement that we have currently is not closing the funding parity gap for the Sechelt Library," said Hodgins.

"The Sechelt Library is asking the District of Sechelt for an additional $145,027 contribution in additional operating funds for 2018. This amount will close the parity gap for the District of Sechelt.

Our goal is that each area who is a signatory to the agreement will close their identified per capita parity gap for libraries serving similar size populations."

The five funding partners are the District of Sechelt,

Sechelt Indian Government District, and SCRD areas A (Pender Harbour), B (Halfmoon Bay) and D (Roberts Creek). In 2017 those five funders provided about $593,000 of the library's $690,000 operating budget.

The provincial government contributed about $68,000.

Mayor Bruce Milne cautioned that the committee would make no decisions on the matter that day because library funding was not on their agenda. However, he pointed out that the requested increase would represent an additional two per cent tax increase for Sechelt taxpayers, when the District has already committed to a five per

cent increase to cover infrastructure replacement.

"While we might agree that there is a need for escalating library funds, the real question is how do you do that and how fast?"

Milne did his own calculations and said that under the present five-year contract, library funding had increased at a faster rate than the population.

"The funding increase in this current contract is over three times the population increase [in all five areas] ," said Milne.

"When we look just at the District of Sechelt, our population has gone up 8.9 per cent and our per capita

He also took issue with the library's 'parity gap' argument.

"In public policy terms, just because everybody else is doing it is actually not a good rationale."

Later in the same meeting, the committee turned down requests from Habitat for Humanity and Sunshine Coast Search and Rescue to waive development cost charges (DCCs) for building projects.

Staff recommended that

the requests be denied because the Local Government Act only allows municipalities to waive DCCs for affordable rental housing. Habitat for Humanity homes are purchased by the families who live in them and do not qualify. Search and Rescue is expanding their existing building adjacent to the SCRD offices, but that project is also ineligible.

Milne noted that the library, Habitat, and Search and Rescue are all "great services and really important to our community."

Homeowners looking to renovate often see room for improvement in their kitchens and bathrooms.

The National Association of Home Builder's Remodeling Market Index Survey, which measures conditions in the remodeling market, indicates that, in 2015, the two most common remodeling jobs were bathroom remodels (81 per cent) and kitchen remodels (79 per cent). According to HGTV and Statistics Brain, a new kitchen remodel for a kitchen measuring 12 by 12 feet may cost homeowners anywhere from $20,000 to $45,000 (Cdn).

Before investing so much into their remodeling projects, homeowners should think carefully about the features that will improve their time spent at home. When planning a kitchen renovation, homeowners may want to consider the following upgrades to make the room more enjoyable while improving its functionality.

Bathrooms: consider antimicrobial tile Tile can be a worthy addition to rooms with potential moisture issues or areas in a home that may routinely necessitate quick cleanup.

Because they are not damaged by constant contact with water, tiled floors and walls are often found in bathrooms, kitchens, laundry rooms, and entryways.

Although tile is resilient, it is not impervious to the microorganisms that tend to proliferate in areas where moisture and humidity are commonplace. Microbes can grow rapidly in warm areas, especially if food is present.

Mold or mildew issues also can become problematic seemingly overnight. But certain modifications can help homeowners alleviate the proliferation of microorganisms.

Various manufacturers have developed their own innovative tile that contributes to cleaner, and sometimes more eco-friendly, home environments. The application of certain treatments can make ceramic tiles even more impervious to water and moisture. Some tile may help reduce the spread of certain strains of bacteria, such as E. coli and staph, without requiring the application of potentially harsh chemical detergents. Other treatments may protect against yeast, molds

and fungi that can cause stains and odours and result in the degradation of tile.

Antimicrobial products inhibit the growth of microorganisms and suppress their reproduction. For example, tiles with Microban® protection employ an antimicrobial agent built into the product during the manufacturing process. When microbes touch the product surface, the agent penetrates the cell wall of the microorganism. Other tiles are treated with micrometric particles of titanium dioxide (TiO2), which is activated by sunlight or artificial light. This causes a photocatalysis process, which is responsible for the product's antipollution and bactericidal properties.

A potential side effect of antimicrobial tile is a reduction in reliance on harsh cleaning products. In many ways, McCall departed from the norm by documenting rural life. She photographed all aspects of community life, thus creating a more comprehensive story of the Sunshine Coast.

Her craft also reflected her rural living, as she produced her photographs in a basic darkroom with neither running water nor electricity.

From her unique angles and perspectives, we see the influence of a youth spent in a forested environment.

McCall’s entrepreneurial spirit is evident not just by her pursuit of a career, but also by her use of a postcard medium to attract the Sunshine Coast’s tourist market.

Save by sailing at night BC Ferries has announced that late evening savings are back for the Thanksgiving travel period. This promotion gives customers the opportunity to save significantly on late evening sailings between Metro Vancouver – Sunshine Coast over the long weekend.

From October 5 to 10, BC Ferries is offering standard under-height vehicle and driver fares at $39 return-trip between Horseshoe Bay – Langdale on five sailings.

The promotional fare applies to the 10:35pm sailing from Horseshoe Bay on Oct. 5, 7, 8 and 9, and the 9:45pm sailing Oct. 10.

“The Thanksgiving Savings promotion offers holiday travellers discounts on less crowded sailings during one of our busiest travel periods,” said Janet Carson, BC Ferries’ Vice President of Marketing and Travel Services. “By moving more traffic to less busy sailings, we create more availability for other customers during the rest of the day.”

A number of development projects in Sechelt have moved forward in the past month. Oracle Properties has been given the go ahead to proceed with a 17 unit residential development in the Tyler/Baillie Road area of West Sechelt. This project includes the construction of two affordable housing duplex units.

Bylaws for the Rockwood Oceans Stories and Wesbrooke by the Sea seniors housing proposals, as well as for two single family residential developments by Clayton Family Lands, received third reading earlier this month.

These projects are located in the area between our downtown and West Sechelt. A key factor for consideration of final approval will be future road connections between the two areas. Before the Bylaws come forward for adoption, road servicing requirements and dedications will need to be secured from the developers.

Traffic management and safety as development proceeds also impacts consideration of the RTC Properties proposal for land adjacent to Snickett Park on the Trail Bay Waterfront. The public has long expressed the need to

have a safe pedestrian crossing of Highway 101 while maintaining efficient vehicle traffic flow through this area.

With this project moving to a Public Hearing on Thursday, October 5 at 7pm in the first floor meeting room at the District Office, the District looks forward to hearing from the community about how this development could be part of the solution to this issue.

Updates on the status of all active development applications are provided at the monthly Planning and Community Development Committee Meeting. This information is also posted monthly on the Development Application Action Chart, available on Sechelt.ca.

Land development in Sechelt requires a property owner to make a series of applications. The overall guidelines for how land can be developed are within our Official Community Plan (OCP) Bylaw. Our Zoning Bylaw specifies how land can be used. If an application proposes use of land that does not meet with existing OCP or Zoning designations, that proposal will need to go through a bylaw amendment process. The purpose of this is to ensure our community has a say in the consideration of the proposed changes.

This process often requires a property owner to engage qualified professionals to assist with technical details.

representative may need to meet with staff in our Development Services and Engineering Departments to ensure the information needed is available to make informed decisions about the fit of the proposal within existing legislation. A review of the current Action Chart shows that on a number of the active applications, the District is awaiting further input from the proponents.

There are also a number of applications waiting for the District to make updates on the Zoning Bylaw, which we anticipate will be coming forward in November, 2017.

Consideration of amending the OCP to include policies for care facilities is planned for late in 2017, after the public survey on this subject closes and staff have an opportunity to review and make recommendations based on the input received.

need to present proposed resolutions to the Association of Vancouver Island and Coastal Communities (AVICC) and, if passed, these are then sent to UBCM to be vetted and then put in the conference resolutions book.

These will then be presented at the conference for debate and, if passed, the UBCM executive will take them to the provincial ministries for further discussion.

As one can surmise, there are many concerns for elected officials to deal with. Each local district might propose three or four resolutions. It is therefore important that officials study the resolution book and attend all the meetings in which resolutions are debated.

Resolutions are categorized under several headings, each of which may cover up to 10 individual resolutions.

For example, under “Legislature,” the first resolution calls for the provincial government to change communication policies to accommodate such contemporary forms of interaction as Facebook and Twitter. Under another heading, “Community,” one resolu-

tion calls for more provincial funding for fire departments due to increasingly higher standards for training and equipment. “Public Transportation” is always a big area of concern and there is a resolution under that heading for UBCM to ask the province to develop a public transportation strategy that would lead to sustainable public transit in all rural communities.

Under other headings, certain resolutions may particularly interest local constituents; these include banning the sale of invasive plant species, restoring previous provincial funding levels for public libraries, and developing a provincial zero waste strategy. There are at least 120 resolutions that elected officials must make a decision on. The resolutions that I have referred to here are just a small sampling to give readers the feel of what is covered each year at UBCM. The Pender Harbour Advisory Council is inviting all members of the community to participate in a “Fall Trash Bash” taking place on Saturday, Sept. 23, 10am-2pm. This event will focus on cleaning up illegal dumpsites from parks, hiking trails and the ocean, as well as clearing trash from our roads and shores.

Registration includes a free lunch provided by the Pender Harbour Rotary Club and the

Sunshine Coast Credit Union.

Volunteers are asked to meet at 10am at Lions Park at 13776 Sunshine Coast Hwy. Participants are urged to wear sturdy footwear, and bring gloves and safety vests, if they have them.

In 2016, 43 people took part, with the following results: the 4,710 kilograms of trash collected was contained in 21 pick-up truck loads.

I hope that working together as a community on this project will inspire people to keep their neighborhoods trash free all year long.”

A couple dozen of the 82 volunteers – including a babe in arms – who took part in the SCRD’s “trash bash” on Sept. 16, pause while cleaning up a dump site off the McNair Forest Service Road near Port Mellon. The group recovered all manner of garbage, including glass, metal, mattresses, old computers and propane containers. Before it rained On September 16 police responded to report from Gibsons Fire Department of a male refusing to extinguish a bonfire at Ocean Beach Esplanade and Harry Road. The male had stated he was aware of the fire

ban and that he didn’t care.

Police located the male on the beach who was drinking from an open liquor container, was slurring his words and was belligerent with police, cursing at them and refusing to iden-

tify himself. The male was issued a $1,150 Violation Ticket for having a fire contrary to restriction, as well as a $230 Violation Ticket for consuming liquor in a public place.

This past week the Rotary Club of Pender Harbour gave a huge donation to the Ruby Lake Lagoon Society's attempt to purchase the property that will eventually house the PODs Project in Pender Harbour. At the Rotary Clubs' regular Friday meeting at the Madeira Park Legion, Rotary President Mike Price and Rotarians Dave Milligan and Richard Massullo with help from local MLA Nicolas Simons, presented the $10,000-cheque to Michael Jackson and Leanne Ennis of the Ruby Lake Lagoon Society. The PODS Project is mere days away from the deadline but Jackson thinks that securing sufficient funds will happen without issue. All thanks to generous donations like this one, which by the way will be matched by an anonymous donor.

In other news, the Pender Harbour Community Schools after-school Kids Fishing Club has started again.

This free activity for kids age 5-12 has now begun its fourth year. The club was started on the suggestion of a parent who thought since Pender Harbour is home to so many fishermen, why not introduce the kids to fishing.

The club was made possible

by a huge donation of fishing rods and tackle from local dentist Robert Hynd, and by the generosity of Tom, who volunteers to run the club every week. Every Thursday the kids walk over to the Madeira Park Government Dock and cast their lines, delighting in the shiners they catch and the excitement of catch-

ing a fish. The Kids Fishing Club runs throughout the school year as long as the fish are around. After these few years, the club could use some updated equipment.

On September 16, police responded to a report of a group of people digging for clams in the Sechelt Inlet just south of Porpoise Bay park. No one in the group had a fishing licence and they stated they were unaware that the beach was

Art Review Anna Nobile Freelance Creative Writer, Arts & Culture

A group of eleven local dedicated painters will be presenting their figurative paintings at the Sunshine Coast Art Centre from September 20 to October 15.

The group, who call themselves Life and Limn, was established in 2001. Though membership has changed in the intervening 16 years, the group has been meeting regularly on Thursdays for three hours, 20 weeks a year. Russ Tkachuk, a founding member, continues his involvement with the group.

taken courses and are committed to their practice. “Life painting isn’t always about the naked body,” says member Paula O’Brien. “It’s an opportunity to have direct observation with dedicated time, and practice your skill.” Adds Evelyn Sloboda, “It’s training your eye to see and then trying to get that on canvass.” It’s that practice and training that is valued by the members of the group who don’t all necessarily paint figures in their studios at home. Brian Romer is a landscape painter. “It’s a nice change,” he says about painting a model. “You focus differently, you think differently.” Adds Ron Jensen, “The human form is more difficult than landscape to make it look realistic, even if it’s abstract [because] if you look at a picture of a person, you can tell that the proportions are wrong or this doesn’t look right. But in a tree, limbs can be big or small.” The group is in general agreement that hands, feet, the head, and face are the most difficult parts of the human form to capture accurately.

The group shares the expenses on hiring a profes-

sional model to pose for them, making it affordable, and engaging models that are different genders and sizes gives them opportunities to further practice their skill and train their eye. “For me, [a favourite part] is trying to get skin tone believable, original and fresh, and representative of the model” says Jan Major. “Once you add the paint, you’ve got value and colour, and trying to get that is whole other level of

challenge,” says Sloboda “And if you wanted to take it to a stylistic level, that’s another level complexity,” chimes in O’Brien.

The exhibition will be hung salon style, with anywhere from 60 to 100 paintings on display in a variety of styles and mediums, including oil, acrylic, pencil, and watercolour. The opening reception is at the Arts Centre on Saturday, September 23 from 2-4pm. All welcome.

of species with his “lens on the wild.” Rudland’s exquisite images of rare and elusive creatures like the Bengal tiger, the superb pitta and oth-

er wonders of nature will be accompanied by personal observations and stories ranging from his extensive travels in the Arctic, as well as Antarctica, Myanmar, Bhutan, India, Paraguay, Australia, Panama, Costa Rica, Melanesia, the Solomon Islands and Papua New Guinea.

Rudland’s talk – Sept. 30, 2-4 pm at Chatelech Secondary in Sechelt – is the annual Clifford Smith Memorial Lecture presented by the Sunshine Coast ElderCollege and sponsored by the Sunshine Coast Credit Union and School District 46. His topic is “Lens on the Wild.” The lecture is free and open to all ages.

Graduating in Biology and Forestry at UBC, Rudland went on to study medicine at UBC & McGill, and then moved to the Sunshine Coast to begin 30 years in general practice. On sabbatical, he provided locum services to remote northern communities which created the opportunity to explore the Arctic environment. As ship’s physician on eco-tours he had unparalleled opportunities to photograph all aspects of nature. Rudland is semi-retired, lives on the Sunshine Coast and is an active community volunteer. OBITUARIES HUNSCHE, Everdina (Diane) February 3, 1928 - September 6, 2017

Everdina (Diane) passed away peacefully while at rest in her beloved bed on September 6, 2017 at the age of 89.

She was predeceased by her husband of 58 years Dirk-Jan. Mom will be lovingly remembered by her three children Elta (Gilbert), Patty (Geoff), Fred (Liana), seven grandchildren, one great grandchild and many extended family members in Canada and Holland.

Diane was a loving, caring and gentle mother and Oma, whose inner strength and courage was an inspiration to all who knew her. She had a quick wit and playful sense of humour that brought smiles to all those around her.

Special thanks to the staff and residents of the Mulberry Parc Retirement Residence for the excellent care and companionship they provided.

A celebration of her life will be announced at a later date.
