EXCLUSIVE by Greg Hadfield and Ian Kostrzewski The property market in Brighton and Hove remains remarkably buoyant, according to Land Registry figures for the third quarter of the year. A unique analysis by Brighton & Hove Independent has revealed a significant increase in prices for detached properties – with an average price of £491,668, which is 4.2% higher than it was in the second quarter (April-June). The quarterly analysis is based on 1,112 transactions, involving homes with an aggregate value of £327.9 million – compared with a record of £390.5m in the same quarter in 2010, when there were 1,359 transactions. During the summer months, the average price of home in the city was £294,883, slightly lower – as expected - than the record of £299,834 set in the same period last year. The exclusive findings – full details of which are on pages 20 and 21 - come in the wake of a study that forecast prices in Brighton and Hove are set to
outpace those in London for the first time in more than a decade. According to research by Savills, the estate agents, the good news – for homeowners, at least – is that average prices in the city will soar by 32% over the next five years. Representative of the buoyant market, a five-bedroom Regency home in Kemptown, is on the market for £3 million. Yesterday there was also cheering news that the worst might be over for high-street retailers in the south (see page 27).

Expansive plan to build on success of Pride weekend Preston Park could stage extra events on Pride weekend next August to help the festival raise more for local charities - as well as meeting its infrastructure costs. A report to the city council’s culture committee recommends councillors grant landlords’ consent to stage the Pride parade through the city plus the ticketonly festival in Preston Park on Saturday, August 2. Councillors are also being asked to approve subsequent events in 2015 and 2016. Unusually, for next year, the council is also looking at a proposal from the Pride Community Interest Company to add events in Preston Park on the Friday and Sunday as well. A council report suggests the Friday event could be one not specifically aimed at the Lesbian, Gay, Bisexual and Transgender (LGBT) community. This could be an onstage show in the main tent,
with ticketed seating for 1,800. One idea mooted for the Sunday is an outdoor “Proms-type” concert linked to commemorations of the outbreak of the First World War. No decisions, however, have yet been made. This year saw one of the most successful local Pride events, raising some £43,000 for LGBT charities. About 160,000 residents and visitors took part. But organisers feel the event would be on a sounder financial footing and raise more cash if extra dates were staged. Cllr Geoffrey Bowden, chair of the culture committee, said: “The council is very keen that Pride succeeds and raises lots of money for local LGBT charities. So we’re looking at these ideas, aimed at helping them recover more of their costs and generate more for those charities supporting and delivering vital services to the local LGBT community. “Extra dates would give an
opportunity to stage events attracting audiences beyond the LGBT community, and perhaps wider age groups. We are looking to do much to remember the sacrifices of WW1 next year so the suggestion for a related event on the Sunday is a good one for the committee to consider.” The report recommends that councillors allow the main Pride event on the Saturday to extend its hours. If agreed, it would run from 10am to 10pm instead of the previous noon to 8pm. Officials believe the altered timings would help ease the pressure for people accessing the park at the start of the celebrations and remove the ‘rush hour’ at the end by extending the closing time. This would allow people to head back into the city centre over a longer period. The culture committee meets to consider the report on Thursday (November 14).
Council could offer long-term permission for big events Some of Brighton and Hove’s highest-profile events could get long-term permission from the city council to help them become even bigger moneyspinners for charities and the local economy. A new report for the city’s culture committee recommends granting the Brighton Marathon and half-marathon five-year permissions, from next year to 2018. Under the proposal, the London-to-Brighton Bike Ride – as well as the corresponding night-time event - would each get three-year permissions, from next year to 2016. And the popular cinema Screen on the Beach would also get three years’ consent, from next year. Until now, such repeat events have had to secure annual approval from the council, covering things such as use of land and road closures. The culture committee is being recommended to approve the move as a way to help organisers with planning, securing better deals from contractors and sponsors, as well as cutting the bureaucracy involved in making repeat decisions. Councillor Geoffrey Bowden, chair of the committee, said: “These events are hugely successful, boosting the local economy and, in some cases, raising very large sums for charity. We know we want them back, certainly into the medium term, so it makes sense to reduce the number of decisions by extending their permission over several years. “For example, if we know we want the bike rides for many years to come, there’s no need to keep re-inventing the wheel.” The report goes before the culture committee on Thursday (November 14) for a decision. The fourth Brighton Marathon
last year attracted nearly 10,000 runners, boosting the local economy by £4.5m. The Sussex Beacon charity Halfmarathon, dating back 24 years, attracted similar numbers. The London-to-Brighton Bike Ride, first staged in 1980, is the main fundraiser for the British Heart Foundation, with 27,000 entrants. Some 5,000 riders take part in the night-time version. The Screen on the Beach first appeared between the piers in 2012. It proved a huge hit for fans watching the Olympics. It is hoped the screen would be popular for the Rugby World Cup, in the UK in 2015. Brighton’s Amex Community Stadium is among the competition’s venues.

A quarter of the country’s Living Wage employers are in Brighton and Hove. The Living Wage is a rate of pay that means people are able to live where they work. The rate is set by the Living Wage Foundation, which examines the costs of living - such as rent, energy and food. Campaigners in Brighton and Hove have been arguing for the living wage for many years. We took forward their work by immediately introducing the living wage for council staff as soon as we were elected, and setting up a Living Wage Commission to look at how a living wage might be adopted across the city. The Chamber of Commerce has since led on the campaign on
behalf of the council, and now more than 100 employers in the city have voluntarily signed up to pay their staff at least £7.45 an hour; a new rate of £7.65 was announced this week. A meeting has been called to decide whether Conservative plans for free parking in Brighton and Hove will be put into effect. Conservative councillors called for five car parks to be free on Small Business Saturday on December 7 as well as on the three Sundays before Christmas – December 8, 15 and 22. The car parks are in London Road, Regency Square, Trafalgar Street and High Street, off St James’s Street, in Brighton - and in Norton Road, Hove. The Greens countered with their own proposals. These include reduced prices in the London Road and Regency Square car parks in Brighton and free parking in Norton Road, Hove, in the pre-Christmas period. Green councillors also propose permanently cutting the price of parking in London Road on Sundays. A decision will be taken at a meeting of the Brighton and Hove

On Tuesday, Brighton & Hove Buses outlined concerns about the proposal for free parking, which it said would cause congestion around the city.

He died on October 15; he was buried on Tuesday. He was 22. This weekend, the sacrifice of James Lee Brynin - and that of countless others - will be honoured across the city and across the country. Nearly 1,000 atttended the funeral of Lance Corporal Brynin, who was born in Shoreham and who died far from home in Afghanistan, killed in action when his section became the target of enemy fire. Serving with the 14th Signal Regiment (Electronic Warfare), he was shot in Helmand Province. Greeted by a troop of 30 men carrying embroidered
flags, the casket was carried into St Mary’s Church, Pulborough, cloaked in the Union Flag. Almost 1,000 residents, military personnel, comrades, friends and family watched and wept. Also present was the young soldier’s golden retriever, his companion since childhood. The former Steyning Grammar School student – known as “Jay” - was a keen fan of Brighton and Hove Albion. In tribute, more than £3,000 has been raised for Hounds For Heroes, which provides assistance dogs for disabled servicemen and women. “In Flanders fields the poppies blow”

The man who saved Brighton and Hove Albion releases his long-awaited - and potentiallyexplosive - autobiography next week. And it has already reached the best-seller lists. Earlier this week, it was ranked among the top 500 best-sellers on Amazon.co.uk – even before it was published. Last night, it was ranked at 1,904 out of Amazon’s 6m+ titles; in particular, it was ranked 25 in football biographies – one place higher than Sir Alex Ferguson’s first autobiography “Managing My Life”. Dick Knight brought the club from the brink of extinction and oversaw one of the most exciting – and important – times in the Seagulls’ history, working tirelessly for years to safeguard the club’s long-term future. He was instrumental not only in saving the club, but also in bringing it back to Brighton from a temporary exile in Gillingham

(Have you seen the rations that were meant to last them a week? I put more butter on two slices of toast now. But they were the healthier for it, I suspect). The air-raids, the doodlebugs, the dread of the knock at the door and a telegram, but the nittygritty of what it was like to live during those dark days are pretty clear to me, mostly through books and films. But what if you’d not been living in Britain? What was it like for a woman living in Germany?

This has been supported by the Chamber of Commerce, which recognises that not only workers gain from such a scheme, but also the general economy. And so, once

Given our ageing population, it is obvious society simply cannot doddle along hoping the problem of who is going to look after our elderly properly goes away. With the baby-boomer generation hitting retirement age, the problem is about to get a whole lot worse. At the same time, we have a growing problem of what to do with school-leavers who are struggling to find a job. Even more important is the need to tackle the substance misuse and, in some cases, total lack of respect many of our young people display in everyday life. In many cases with no job to go to and little prospect of finding one, is it any wonder a good
number have no self-respect and, therefore, display none to others? I am not suggesting we return to National Service - although that would be preferable to the yob binge culture that we have now. I am suggesting Civic Service, which could encompass

At the start of National Living Wage Week, the Brighton and Hove Chamber of Commerce celebrated the recruitment of more than 100 local businesses supporting the business-led campaign with an event in the offices of Mayo Wynne Baxter. The guest speaker was Caroline Lucas, MP for Brighton Pavilion. Dr Lucas said: “I’m immensely proud of the overwhelming levels of support that employers in Brighton and Hove have lent to the Living Wage Campaign.
Over the last month, there has been a flurry of activity with some notable businesses signing up to support the thinking that paying a living wage is good for the economic development of our city and the people that work in it. The latest sign-ups included

“In just two years, our city has made great strides, showing that - even in a time of economic hardship - it is possible to tackle inequality while also promoting competitiveness. “By paying their staff a living wage, local businesses are sending a clear message that everyone should earn enough to cover the cost of living.” Dr Lucas also paid tribute to the support of Brighton & Hove Independent, media partner for the campaign, following our exclusive four-page report last week. Later, it was announced that the living wage outside London had been increased by 20p – from £7.45 to £7.65 an hour. The Brighton Living Wage Campaign campaign is funded by the city council, but managed wholly by the chamber of commerce.

With tourism and hospitality central to the city’s economy, some representatives of the sector argue they are unable to pay the living wage because they are unable to pass the cost on to their customers. In contrast, campaign organisers point to how fast-growing digital companies firm are beginning to be a driver of the local economy. Consequently, they are pleased that it is the digital sector that leads the way in the number of Living Wage sign-ups. Julia Chanteray, president of Brighton and Hove Chamber of Commerce, used Monday’s Living Wage Week celebration by launching a challenge for each business to recruit at least one other - thus doubling or even trebling the achievements so far. She said: “We’d like to see the campaign going into a third year with lots more businesses being signed up so that paying the Living Wage becomes the norm in Brighton and Hove.” Separately, Boris Johnson, the Mayor of London, and the Living Wage Foundation released the new UK Living Wage rates for 2013/2014. Bid for City Deal status for “Greater Brighton” reaches crucial stage In July last year, a Greater Birmingham City Deal document was formally signed by Greg Clark, the minister for cities.
The Greater Brighton City Deal has moved a step closer after a team from across the region presented the bid for the funding flexibility and new investment to government. The “Greater Brighton: Superfused City Region” proposals set out ambitions to improve job prospects, earnings and business opportunities by establishing growth centres across the city region - which draws on one of the most highly skilled work forces in the country. Research into Brighton’s creative technolongy cluster has shown that “fused” businesses - which bring together creative content and technology - grow three times faster than the average business. The City Deal aims at spreading this success across the Greater Brighton area. The bid sets out ambitions to: • become the southeast’s most-
improved economy linked to London; • establish a prominent creative technology growth centre in Brighton’s New England quarter; • develop a network of universitybacked growth centres, unlocking sites from Newhaven to Worthing to create space for businesses to grow; • commit £8.3m of new publicsector investment and unlock £173m of new private-sector investment; • deliver 8,500 new jobs; • create a new Greater Brighton Economic Board of public, private and university sector partners to lead the region’s economic strategy. Through the “City Deal” programme, the government is giving city regions more freedom and flexibility to kick-start their economies according to their local strengths.

At Beaumonts Estate Agents, we have seen a 25% increase in 2013 for transactions, compared with the same period last year. In relation to prices, we have seen a 10% to15% increase in some sectors of the market - for example Edwardian or Victorian houses in Fiveways. This is partly due to “out-oftown” buyers looking to move to the area for the good schools, transport facilities and life style change. We have further noticed an increase in first-time buyer registrations and buyers living in rented accommodation coming into the marketplace - including more “buy-to-let” investors.
This is due to building societies and banks “softening” their approach to lending and low interest rates for savers, who now see the market rising and feel the need to buy. We would hope there is not much of an “artificial stimulus” to the increase in prices that seems to be emanating from London. There always has been a demand for investing in bricks and mortar - and, while prices are rising, the selling market is driven by job security and wage increases, which seem to be heading in the right direction. It is, however, still below its peak of £520,351 in the second quarter of last year. ■ Based on 112 transactions in Q3 2013, the average price is 7.2% higher than the same quarter last year, when there were 136 transactions. in the poem – Bonfire Night is a happy occasion, it brings parents and children closer together and for most involves marveling at the lit up sky, eating autumnal comfort food and enjoying a roaring bonfire.
Living in Sussex few of us are likely to forget Bonfire Night. If you live in or anywhere even near Lewes the celebrations are infamous. Most people will remember at least the first few lines of this poem but I wonder how many know of the second verse? It is totally and utterly outrageous, shocking even, and has rightly been forgotten:

A lorry and four cars crashed on the A23 by the slip road for the A27 Brighton bypass during the rush hour on Thursday. All five vehicles were travelling south by the Patcham junction when the lorry clipped the kerb.

The brand new athletics track
cheering on participants and officially opening the track alongside Mayor Denise Cobb, Brighton and Hove City Councillors and Jon Horne of Sport England. The Freedom Leisure operated centre laid on a jam-packed afternoon of free track races and field activities for the whole family, including a toddler and parent race, 400m races for 8-14 year olds, a one mile event for the whole family and howler throwing lessons. The worst might be over for the high street in the south The UK retail sector is beginning to feel the effects of the nation’s fledgling economic recovery, as demand to rent premises rose in the south during the third quarter of the year, says the latest RICS Commercial Property Survey. With winter fast approaching, 21% more chartered surveyors reported rises rather than falls in demand for shops. While demand is still historically low, this jump in interest from potential retail tenants does represent a welcome sign that the worst could now be over for the high street. Significantly, every part of the country saw demand for retail space increase with London seeing the most notable growth. In tandem with this more positive picture for the sector, the amount of new retail space being built across the country also rose slightly (net balance +6%). There has also been a rise in demand for office space, with 34% more surveyors seeing a rise in demand rather than a fall, and in industrial space with 51%

Hammer time - Chris Hemsworth returns as Thor
The Great It would be churlish to suggest that director Alan Taylor landed the job purely because of his work on Game of Thrones, but that experience is certainly notable, not least because he gets the tone exactly right, expertly balancing thrills, laughout-loud humour, darker themes and powerful emotion. Similarly, the effects are excellent and the fight sequences are both genuinely exciting and inventively staged, particularly during the actionpacked London-set climax that uses its Greenwich locations to
wonderfully imaginative effect. On top of that, the film is packed full of clever in-jokes and nods to Marvel fans, from the obligatory Stan Lee appearance to an inspired, crowd-pleasing cameo it would be wrong to spoil. There are also not one but two postcredits stings (one mid-credits, one post-credits), so don’t leave before the end. Worth seeing? This is a Thor-oughly (sorry) enjoyable, emotionally engaging sequel that delivers thrills, spectacle and laughs in equal measure. Highly recommended.

Portman, in turn, is pleasingly feisty as Jane, while Hiddleston once again steals the entire film with a wonderful, emotionally complex performance that allows you to glimpse the pain and heartache underneath the scheming,trickery and wisecracks (he gets all the best lines). The supporting cast are equally good, particularly the everfabulous Kat Dennings as Jane’s assistant Darcy (who gets slightly more to do this time round and, amusingly, still can’t pronounce Mjolnir), Jonathan Howard (as Darcy’s put-upon intern Ian) and, in a brief, but effective cameo, Chris O’Dowd as Jane’s date Richard.

It may be only early November, but Christmas will soon creep upon us like the cruel winter mistress she is. And there is nothing worse than suddenly realising it is mid-December and nobody in your office has organised a celebratory get-together. If it’s the traditional turkey and all the trimmings you are after, you will be better off sticking to one of Brighton’s many pubs. Cricketers, Hove Place, The Sussex Yeoman and Fountain Head all have excellent two-or three-course traditional menus available for under £25 a head. But this is Brighton and Hove, not some humdrum town in the middle ofnowhere. We Brightonians like to be diverse, different and wholeheartedly embrace our liberal, quirky and alternative roots.

Bottles of wine start at £12.65 and glasses of Prosecco come in at a very reasonable £4.75. Deciding to move onto spirits later? Premium spirits and mixer start at £3.95. Sometimes all you want to do is get slightly sozzled on cheap white wine, make a pass at someone you shouldn’t, and spend the following day trying to conceal your shame and embarrassment from your colleagues. Al Duomo is perfecto for that sort of behaviour.

For only £25, this gourmet menu is ideal for small groups and those who really love their food. James at the Ginger Pig even devised a separate vegan menu for one of our party, ensuring that everyone was happy and catered for. Expect excellent customer service, high-quality food and a jovial, friendly atmosphere.
Open market can be a magnet for food-lovers again Claire Beveridge
The rejuvenation of the London Road area of town is gathering further pace, with a brand new market area due to open in early 2014. Brighton Open Market is on course to throw open its doors in January and will provide a much-needed new space for traders and producers
across the city. The newly-refurbished area will give a platform for those involved to showcase their produce and talents with an emphasis on promoting local, organic, ethically-sourced and healthy, fresh goods. As building works on the previous market site continue, the new Brighton Open Market will provide 45 permanent stalls; the space can also be expanded for use as a creative hub with entertainment,
street art and installations planned for the future. The project is being funded by a development of 87 affordable homes by housing group Hyde. Working closely alongside City College in order to provide training and skills for their apprenticeship students, Hyde also provided 80 full time jobs during the construction phase. Market-based trading has been prominent on London Road since the First World War and it
will be fantastic to see ethical, local produce filling the streets in that area again. I can remember the maze of fruit and veg stalls, fishmongers, haberdasheries, butchers, bakers and candlestick-makers that once were on that site. We can only hope the new Brighton Open Market can capture the special atmosphere that was once a prominent shopping destination for food-lovers and

Jaguar Land Rover has launched its 2014 apprenticeship campaign. There are 150 places available on the award winning programmes, with opportunities for both school leavers and A-Level graduates. The company is looking for up to 150 new recruits to join the 500 strong group currently undertaking the scheme across its five UK sites. Jaguar Land Rover claims its apprenticeship scheme will give students a strong blend of real world experience and academic learning. Applicants can choose from either a four year Advanced Apprenticeship aimed at GCSE students or a six year Higher Apprenticeship aimed at A-Level entrants. Straight from the commentary box 7 weeks until Christmas. That usually means 7 weeks until I start looking for Christmas presents. I haven’t yet read the new book from former Albion owner and chairman Dick Knight but like many Seagulls fans I expect a copy in my stocking. I would expect some wonderful stories from a man who has never been short of a few words! I find it increasingly difficult to find time to sit and read football books but there certainly seems to be growth in the market. Albion have been well served with, amongst others, Dan Tester’s On This Day and The Match of my life from Pitch Publishing which highlights some of the best games from big names from the past and there’s Gullhanger from Mike Ward. This year the big sellers will be headed by Sir Alex Ferguson’s biography no doubt
and Keith Gillespie’s How not to be a Football Millionaire all come recommended by some colleagues. The often outspoken but regularly refreshing Craig Bellamy has his story on the shelves as well. There are too many to mention really but The Nowhere Men from Michael Calvin gives an inside track on the life of the football scout, a world that we often never see. One player I always admired was Dennis Bergkamp. He dazzled as a player but his new book also promises much and, like his career on the pitch, I’m sure is likely to deliver. If you like foreign football Graham Hunter’s Barca sheds light on the Camp Nou and mentions Albion coach Oscar Garcia as well nice insights like how Lionel Messi took growth hormones as he was so small. There are some pieces of work that also stand the test of time. My favourite is Left

Brighton’s often maligned chief executive has been voted the best in the Championship by the Abion’s rivals. Paul Barber has become a target for disgruntled supporters and Amex regulars concerned at price increases and redundancies at the Albion. Just last week, in an exclusive interview with the Brighton & Hove Independent, chairman Tony Bloom reiterated his support for the man who has been tasked with bringing the club’s spending
under control and told to address annual losses of around £8million. And he revealed that was it not for Barber’s penny-pinching saving the club £2million in the summer, head coach Oscar Garcia would have had to go into this season with a playing budget seven per cent lower than that enjoyed by predecessor Gus Poyet. Now Barber has been named CEO of the Year for the Championship in a football business award. He was due to find out last night (Thursday) whether or not he had secured the overall award for all four professional leagues in England and the top tier of Scottish football.

We wanted three points, we needed to stay in touch with the Championship pacesetters, so we took a calculated gamble and it worked well. In the first half we got into enough good positions but just lacked that final ball, but we controlled the game and Jake scored a great goal . “We tried to capitalise on that in the second half but it wasn’t to be and Doncaster came out, grafted and got their goal. “We decided to go for it and we did, we changed our shape which we don’t normally do and got a big three points. “We’re fighting to stay in touch with the teams at the top ready for when we get the majority of the players back.”

Oscar Garcia faces a selection headache ahead of tomorrow’s match with Blackburn Rovers after Leroy Lita’s late goal at Doncaster strengthened his claims for a starting slot. The on-loan front man found the net for the first time since his temporary move to The Amex from Swansea during the Seagulls’ welcome win last weekend while Ashley Barnes drew another blank. Barnes, who has deputised for Leo Ulloa since the Argentinian striker fractured a bone in his foot, has impressed with his general play but struggled to score and is without a goal from his 24 shots so far this campaign. And Oscar’s assistant boss Nathan Jones confirmed that Lita was itching to get a first start in the stripes. Speaking earlier this week Jones said: “He [Lita] has had to be patient. He is champing at the bit and angry at times because he isn’t starting. “We know he can score goals and today [against Doncaster] he had his opportunity and scored. “That is what he does he is single minded in that kind of way.” One option for Oscar could be to move Craig Conway out to the right hand side and deploy Barnes in the same left flank role he often operated in under previous
