Head to head on the home front: The Argus v Latest Homes EXCLUSIVE by Greg Hadfield @GregHadfield
In a £1 billion-a-year property market, it is inevitable that estate agents in Brighton and Hove carry a lot of weight. Before the internet, local newspapers used to gobble up impressive revenues from those who make money out of helping us buy and sell our wellappointed homes (near to good schools, with views to the sea). Those were the days when The Argus truly was a local newspaper, when it sold 100,000 copies a day. When it’s finest journalists went on to a career in Fleet Street. When Fleet Street was a real place. The past really is a different country. Then, more than a decade ago, along came Latest Homes, a free weekly magazine with glossy photographs and estate agents among its shareholders. Like many local newspapers, The Argus saw its advertisers leave for the new kid on the block, (and, of course, RightMove).
Now The Argus - under Dawn Sweeney, its new managing director - is fighting back. Welcome to 2014 - and a new, free weekly broadsheet property supplement. At a railway station near you, or inserted into The Argus on a Friday. If you are one of the 5,000 people in Brighton and Hove who pays 65p for the privilege. Even if you can’t afford 65p or 85p on Saturdays - you are certain to hear about the new supplement. Estate agents have been promised a lot, in return for £175 a page (reduced to £140, if you stand strong, and are prepared to commit to 13 weeks in the next 12 months). Promises include: a “teaser” campaign to launch on January 10; pre-promotion on www. theargus.co.uk; a “Welcome from the Editor” on page 2 of The Argus; and radio marketing and vinyl stickers in newsagents. And - “to be confirmed” – advertising on the smart screen in Queen’s Road. Is Latest Homes worried? Apparently not. Bill Smith, managing director, said: “At Latest Homes, we have
always welcomed the growth of media in Brighton and Hove and collaboration between businesses. It’s great when any local business supports the many great estate agents in our city and we would never criticise any media trying to grow their business and help the property market. “We are proud to support our agents in many ways via print, online, social media and soon television on Channel 8 where Brighton will be the first in the UK to feature all the city’s estate agents on TV. Let’s think big, work together and be positive for the city as a whole.” Lesley Lawrence, sales director, said: “Latest Homes has been working alongside the Brighton and Hove estate agents for over 10 years. “Latest Homes started the first UK weekly city and property magazine and I am proud to report that we are continuing to work with all the agents into 2014, with all Brighton and Hove properties in the magazine and on www. latesthomes.co.uk.” And are estate agents interested? Not all of them:
Campaigners to be given lease to run Saltdean Lido Frank le Duc
A campaign group is to take over the running of Saltdean Lido - subject to approval by councillors next week. The Saltdean Lido Community Interest Company (CIC) is expected to be granted a 60year lease by Brighton and Hove City Council. The decision is due to be voted on by the council’s policy and resources committee at a meeting on Thursday (December 5). The CIC was set up by members of the Save Saltdean Lido Campaign, led by Rebecca Crook. In September, the CIC was named as the preferred bidder for the lease after campaigners had pressed for the previous leaseholder to be stripped of his ownership for neglecting the site.
The winning bid by the CIC promises: a fully restored building sensitive to its Grade II* listing; heated pool water to extend the season; a fitness gym; a café; extensive community areas; an extended library; a heritage and education room; and improvements in environmental sustainability. Council leader Jason Kitcat, who chairs the policy and resources committee, said: “Hopefully the CIC eventually taking over would be the breakthrough we’ve awaited for many years. “They are local and highly enthusiastic people who have been asking long and hard for the opportunity to take it over. “I really hope they achieve a fully restored Lido which becomes an asset to the community and I continue to offer them the council’s full support towards that goal.” A report said that the multi-
Saltdean Lido to be leased million-pound restoration would require the CIC to secure a lottery grant. Only once funding was secured would the CIC be able to meet the terms of a lease and properly take over. Until this happens it is likely that the pools will remain closed. The lido’s previous operator handed back the keys in June last year and the building has not been opened since.
“Whatever Dawn Sweeney says, I can’t see why we would want to move away from Latest Homes. For us, the internet is the future. Not a small-circulation broadsheet newspaper. I’m not even certain it will see the light of day.”
The Argus has updated the marketing of readership ”reach” - since Brighton & Hove Independent reported a chronic collapse in its circulation. It now references the latest October 2013 data for JICREG (Joint Committee on for Regional Media Research). Strangely, though, despite the JICREG data showing a sharp decline, the headline figure used by The Argus in its marketing remains unchanged (see below).

Budget proposals mark start of citywide debate about local services Jason Kitcat @jasonkitcat
Councils across the country face steep cuts in government funding, plus increasing demand for services as our demographics change. These pressures, plus inflation, are putting council budgets under incredible strain. In the face of these challenges, not of our making, we are proposing a budget that protects essential services for residents, visitors and businesses. For example, we propose to keep all libraries and children’s centres open. We also propose to freeze parking fees in council-run car parks for another year. Key to our strategy is working better across departments and |
other public-sector organisations, such as the police and the NHS, to make the most of what we have. We are continuing to increase productivity, save money, and reduce our carbon footprint by cutting our utility bills, using new technology and vacating unnecessary buildings that were accumulated over the years. The austerity consensus between the Tories and Labour in Westminster means that it’s crucial that we don’t just look to next year, but long term, to secure a sustainable future for the city. For this reason, we’re investing funds towards key projects such as rebuilding the arches on the seafront, and replacing street lamps with newer, more efficient ones. Our proposal is for council tax to remain below inflation with a 2%
increase. While council tax is an imperfect way of funding local services, we are asking that residents contribute a small amount to help offset just a fraction of the government cuts. Once again, to support citizen involvement, we’ve published our draft budget two months before it is decided by all councillors. No matter what, there is less money for us to spend, but more demand for services. All councillors face tough choices when we set the budget in February 2014. Greens face budget furore over £24m “savings” Greg Hadfield @GregHadfield The Green-led city council is facing its toughest budget test yet. Today, it will unveil its spending proposals for 2014-2015, against a background of unparalleled financial austerity imposed by central government. A minority administration which came to power in 2011 on the back of a promise to “resist, to the greatest extent possible, the service cuts and privatisation imposed on local councils by the Conservative and Lib Dem Government” - will spell out how it intends to save £24 million. It will confront the challenge of reducing the adult social care
budget by £6m - in the face of union opposition - and of cutting £2m from children’s services. At the start of a two-month consultation, it will admit it still has further savings £2.5 million to find. Green councillors will also announce a proposed 2% increase in council tax - and a freeze on parking charges. Significantly, the budget proposals will be published on the day it is revealed that a powerful council committe will consider the creation of an arm’s-length local authority company to run adult social care (see article below). At the same time, the Greenled council will reveal it is going to channel £23 million
Company to manage adult social care Frank Le Duc @BHcitynews A company could be set up to provide care for the elderly and disabled in Brighton and Hove, as local politicians wrestle with ways to cut spending. Councillors are exploring whether to start a local authority trading company as part of their drive to save £30 million. The Brighton and Hove City Council budget for adult social care is expected to shrink by about £6 million a year - every year for the next five years. A report to the council’s policy and resources committee next week recommends a business case is made for a solution that critics are expected to dismiss as privatisation. The report says: “Within the next five years the size of the provider budget is likely to reduce by a third. “This cannot be achieved without having the flexibility to develop a more financially sustainable model which can generate new business that a local authority does not have the powers to do.” The “new business” could include money given to individuals to spend on their care as they choose. Traditionally, when people were assessed as needing care and support, they relied on the council to provide it. But the last government pursued a policy known as personalisation. People are increasingly being given a budget which they can
choose to spend on what care they want to receive. They also get to choose who provides it. Council leader Jason Kitcat said: “The previous government introduced personalisation giving people an income to spend on their care. “They also let them choose except they can’t choose to spend it with the local authority.” The report to the policy and resources meeting on Thursday (December 5), says: “There are local and national developments that will have a significant impact on social care in the coming years. “These include demographic changes in the population of Brighton and Hove with a reducing number of people aged over 65 but an increased proportion of people aged 85-plus with high and complex needs and a growing number of young adults with a complexity of need, including mental health, substance misuse and homelessness.” Councillor Kitcat said: “We’re trying to keep people out care homes and provide better but cheaper care in their own homes.” The council is also exploring whether people in homes where just a few people receive care could move to bigger homes where staff costs could be shared more efficiently. Thompson, the city council’s chief executive, said the council was going through “particularly difficult times”. She told community and third-sector officials and volunteers: “You can be absolutely assured that we value the work we do with the community and voluntary sector - as well as the business sector.” And she added: “Public services will increasingly be delivered
through the community and voluntary sector.” People attending the launch of Community Works heard that there were an estimated 1,700 voluntary groups in the city, with £47 million in income; twothirds of the groups were focused only on Brighton and Hove - while a quarter were focused only on a single neighbourhood or ward.

As part of an effort to engage with citizens about the council’s priorities, the city council created an animated video to help people understand where the council budget comes from, what it is spent on - and how it is changing. This is an edited transcript of the video commentary. The budget and where it comes from Every year, the council sets the budget to pay for the delivery of more than 800 services in the city. It makes sure that the budget always balances; it spends £774 million in total. Out of that budget, £314 million - or 40% - comes from government grants that can be spent only on schools and housing benefit; £50 million - or 6% - comes from housing rents and can be spent only on council housing. The remaining funding comprises: ■■ 13% from council tax; ■■ 18% from other government grants; ■■ 5% from business rates; ■■ 16% comes from fees charges and commercial rents; ■■ 2% comes from investment income and reserves.
The budget and what it is spent on The budget is used to pay for services that most people see or use every day. This year, the council will spend £24 million keeping the streets clean, collecting and disposing of refuse, and providing a recycling service. It will spend £33 million on transport, including street lighting and maintaining the roads, as well as free bus travel for older and disabled people. But there are many other essential services that people rely upon: £112 million is spent on adult social care. This budget provides homecare services to help people stay at home as well as funding for older people who need to be in residential or nursing care. It also supports adults with learning disabilities and mental health difficulties. As well as funding schools, the council spends £67 million on other services for children. This includes child protection as well as services for the underfives, youth services, supporting children with special educational needs, and children in care. As well as providing council housing and housing benefits, the council spends £35 million on other housing services, such as temporary accommodation for people who are homeless and supporting vulnerable people to
live independently. The council spends money on parks, sport and leisure, museums and libraries, public health and community safety. It encourages visitors to come to the city and businesses to invest, because it’s good for the economy and jobs. It also spends money on central support that keep services running smoothly, such as information technology (IT). The budget and how it is changing As the profile of the city’s population changes, the demands on council services continue to rise. At the same time, the government is reducing council grants and the council is limited in how much extra income it can generate. Over the last three years, it saved about £60 million - mainly by doing things differently and working more efficiently to minimise the impact on the services the public see. But there’s a lot more to do; the council needs to plan to save about £100 million over the next four to five years.

Contrary to what the Daily Mail and other newspapers say, we are not a crime-ridden town.” He added: “All the information seems to indicate this is a domestic incident and not something the police can legislate for.” His reference to a possible “domestic” homicide as “not something the police can legislate for” is chilling. In fact, such killings are just as illegal, and should be taken as seriously, as any other homicide. He’s not unusual in implying that such murders can’t be predicted or prevented. But this
is untrue. Domestic homicides often result from an escalating pattern of abuse. All research shows that early and effective intervention prevents injury and death. A key task of our website is to represent published information about homicides, but to do it in such a way that the dead woman is treated with dignity. We attempt to find information about her work, her interests, the things that made her a human being. We strive to make her life the focus rather than the dreadful circumstances of her death. It is appallingly difficult to do. Most people reading this will know women who have died by violence. We ask you to remember them.

Albion double-decker hits the city streets
The bus is named after Tommy Cook, the Albion player who scored more league goals than anyone else in the club’s history
Featuring stunning images and stirring messages, the eye-catching livery of the new Albion doubledeck bus is difficult to miss. The latest show of support for the Seagulls from Brighton & Hove Buses attracted a lot of attention and more than a few photographs - when it hit the streets yesterday. The bus will be used for matchday services at the Amex stadium - as well being in service around the city. Martin Harris, managing director of Brighton & Hove Bus and Coach company, said: “We are delighted to be building on our partnership with the Albion. The club is important to the local communities we serve, and is an important part of economic and social life in the city, as are our bus services. It’s a great match!”
Paul Barber, chief executive of Brighton and Hove Albion, was delighted. He said: “The bus looks absolutely fantastic. Brighton & Hove Buses has long supported the club, here at Amex and at Withdean, and it is great to see the partnership continuing to develop.” With images of Albion stars, Gordon Greer, Andrea Orlandi and Liam Bridcutt, the bus displays a series of messages to passers-by: “Up the Albion”, “Come On You Seagulls” and “Good Old Sussex By The Sea”. The bus is named after Tommy Cook, the Albion player who scored more league goals than anyone else in the club’s history. In a remarkable career, he scored 123 goals in only 209 appearances between 1921 and 1929.

Naming Monsters by Hannah Eaton This graphic novel business is new. Well, new to me. The bang-ontrend readers among you have no doubt been reading them for years. I am very late to the party. Forgive me. There’s something very seductive about a book with pictures; it’s almost like being a child again and rediscovering the joy of following a story with the most gorgeous illustrations. In Naming Monsters, which has been shortlisted for the First Graphic Novel Competition, Eaton has created a tour de force.Fran is a keen cryptozoologist (yes, I had to look it up too): an expert in the study of animals that may or may not exist. She can’t tell if the animals she meets are real, or part of her imagination. But one thing is for sure:
monsters are all around us. We join Fran in a wild and dangerous journey around London, where she has to negotiate with real or imagined menageries. The tales of strange and mysterious creatures are, in turn, funny, sad, poignant and touching. She also encounters her East End nana, a very selfish boyfriend, her semiestranged dad, and the odd black dog or two. The illustrations are a joy to look at and each page reveals more of the powerful story as her journey unfolds. This is a warm, moving book that deals with what happens when our emotions become personified by monsters and how we learn to deal with them. Now is the time to debate issues bigger than the budget Let the budget battle commence! It goes like this: central government limits the cash, limits the powers, and then tells councils to get on with it. Councillors, whichever party is in power - or nearly-in-power, if it’s a minority administration - complain about the hand they have been dealt. And then they put the best gloss they can on the “savings” they decide to make - while attacking government for the “cuts” they have been forced to make. And so it goes on. Except this time, it really is different. In the years either side of 2015 general election, we all walk off a cliff - a cliff that (pessimistic) bureaucrats quantify in a “graph of doom”, a graph showing how local government funding declines more sharply than ever in the history of British democracy. It is, the pessimists argue, the end of days: the end of local government funding as we know it. It is more than austerity. It is the point when, in short, the funding dries up to a trickle. So, when shall we address the fundamental issues that confront us - both locally and nationally? Important things. Like adult social care, children’s services, poverty, and social exclusion. Well, we can wait until May
2015. And hope that somehow, miraculously, something changes. It won’t. The only electoral choice is likely to be between harsh, determined (and uncaring) austerity and … harsh, compassionate (and apologetic) austerity. Nationally, there’s little we can do. Locally, there’s a bit more. But let’s not fool ourselves. The amount of “wiggle room” is tiny: an awful lot of the city council’s budget is ring-fenced; in essence, the council is only a clearing house - for cash in, cash out. It can’t raise much money. Even a 2% increase in council tax - the limit before triggering a referendum - would raise only £2 million, in the context of more than 800 services that cost £774 million. To defend the poor, to protect the weak, and to include the excluded, we have to do more than argue about how we spend our money. We have to do things differently; we have to do our politics differently. But we probably won’t. At the end of a two-month consultation, our elected representatives will be arguing about a few hundred thousand pounds here and a few hundred thousand pounds there. They will score cheap political points, at vast expense to the rest of us, in the run-up to 2015. Much more is at stake than that. We have to do things differently. Starting today.

Park-and-ride schemes are not the silver bullet that will solve our transport problems Chris Todd
There is no silver bullet for our transport problems - as some might like you believe. Take Soozie Campbell’s highlymisleading case for park-and-ride in last week’s Brighton & Hove Independent (page 11, November 22). Based on data that was discredited eight years ago, she said that it would not only be good for business, but also be good for the environment, too. Her recycled statistics are completely fictitious: more a case of wishful thinking than reality. The danger is that many people want to believe in park-and-ride because it appears to solve many problems without anyone (on a personal level) having to take difficult decisions or change their habits. There are, however, very real issues about who is going to pay for it - and where it could go. Ms Campbell has accepted that park-and-ride could not go in the South Downs National Park, yet some people are now suggesting that it should. Given the fact that the national park was only recently established, such a major proposal is unlikely to be approved; it could waste a lot of time, energy and money that would be better spent finding more realistic solutions. In effect, building park-and-ride sites encourages more people to drive - and, thereby, increases pollution, including carbon emissions. There is no long-term environmental gain unless city-centre car parking spaces are removed at the same time. Otherwise, all that is likely to happen is that other people -who previously didn’t - will drive into the city to park.
City-centre parking places should be cut if park-and-ride is introduced
It’s similar to when the bypass was built and traffic on the seafront dropped for a few months, before it filled right up again. If many of these people, driving into the city centre, have switched from the bus, then bus revenues could fall and services might be cut back. Park-and-ride has few options for a permanent site within the city. Only Patcham Court Farm, which is not without its problems, has any potential in serving the A23 To the west, something might be possible around the airport. To the east, there are no viable sites along the A259 and the car parks at Falmer could only be ever used on a temporary basis. While this might offer possibilities for oneoff events, such as the London-toBrighton bike ride, its temporary nature would undermine its effectiveness.The only other site option is to look north of the Downs at places like Hickstead. Really, though, we should be
focusing on making best use of our existing infrastructure, such as the rail network. Much more could be done to encourage people to come into Brighton by train, particularly at the weekends, when many train station car parks are empty. Given that we are now within the Greater Brighton city region, we should be exploring these opportunities much more. In the long term, we should also be thinking of improving rail links to London via Uckfield, which would give many more people the option of getting into Brighton without having to drive here.

Gardening is more dangerous than cycling I’d like to respond to Mike Holland’s article “All road users should have to pass a test and have insurance” (page 13, November 22). Cycling is not a dangerous activity. Gardening is more risky than cycling according to statistics! Mile for mile, the risk of being killed in a road traffic incident while cycling is virtually the same as the risk of being killed while walking. Also on the positive side, walking and cycling bring enormous health benefits such as less heart disease and better mental health, and they produce no pollution. Mike says that the roads are too dangerous for cycling with a child, but he also says we don’t need more “wretched” cycle lanes. In some places, there will have to be more well-designed cycle lanes, due to the volume of heavy traffic. When collisions with motor vehicles do occur, both cyclists and pedestrians are disproportionately victims. Most crashes involving a bike and a car happen when the car is turning left or right while the cyclist is going straight ahead. Where contributory factors are attributed to the driver, “failed to look properly” is by far the most common, present in 56% of collisions. A study for the Department for Transport looked at collisions in 2005-7 between a cycle and another vehicle that led to serious injury. The police allocated blame to the driver in 60% of incidents. Better junction design is crucial for all road users and we would like to see a review of all the junctions in the city from the perspective of cyclists and pedestrians.
Also, 20mph should be the standard speed limit for most streets in built-up areas. We fully support the council’s progress on this. We would also like to see the national speed limit for single-carriageway rural roads to be lowered to 50mph, with 40mph or lower limits on rural lanes. The Cycling Proficiency Test was replaced in 2007 by “Bikeability”, the National Cycle Training Standard which is available free to schools in Brighton and Hove. Licensing cyclists is generally viewed as costly and impractical. We do agree that it is a good idea for cyclists to have insurance for claims made against them. This is available for £16 per year for members of Bricycles (Brighton and Hove Cycling Campaign). The national cycling charity CTC has 70,000 members and provides cover through its £41 annual membership. British Cycling also offers insurance. We don’t, however, want to put more barriers in the way of more cycling. People who want to cycle with or without their children should be encouraged, and the motorist has a duty of care towards them. Walking and cycling are the best ways to travel in towns and cities. They are benign modes of transport and maintain a pleasant environment for everyone, unlike motor vehicles which are the most dangerous thing on the roads. Bring back the traffic police I read Mike Holland’s column about cyclists with interest. Surely the best way to encourage good behaviour -by all roadusers - would be to re-establish traffic policing, which has all but become a thing of the past. This would cost money, but not as much as would the establishment of the kind of bureaucracy that compulsory proficiency tests would require. It should also be noted that

As someone who has long been bemused by the bizarre antics of our current batch of ruling councillors, I attended an interesting meeting at Pub du Vin. The meeting was held by a growing group of disgruntled businesses and organisations that have collectively formed a group known as “Unchain the Brighton Motorist”. The aim is to ensure that all sections of the community have a voice and demonstrate they are simply not prepared to be trampled on by our Green administration. While I am not a member of this group, I wholeheartedly support its viewpoint. My reason for not joining is simple, in that I would go much
further and insist that these buffoons we have placed in charge of our city be removed forthwith. The meeting was, as far as I could tell, attended by three Labour and four Conservative councillors, some of whom spoke and confirmed what everyone else already knew: the Greens are indeed ruining our city. They all stated that, if their particular party gets elected next, all will be very different etc...etc...etc. What I think most people, however, would like to see is both Conservative and Labour to stop playing politics and unite to oust these charlatans now, so that no more stupid changes are made - changes that few people want and that are ruining our economy. An economy that has seen an 11.3% drop in city-centre footfall, compared with the national average of 3.3%. We, the majority, simply do not want this lot in any longer. We do
not want to wait until May 2015 for change and we would like a change now, please. Brighton and Hove’s starring role in the history of cinema This month sees the 11th CINECITY, Brighton’s annual celebration of the best in international cinema. Premieres, previews and showcases from some of the world’ smost renowned filmmakers are taking place across the city. Alongside the global stars, many of Brighton’s own will be displaying their art to eager audiences. They will be following in the footsteps of some of the greats in the history of film, who for more than100 years have made contributions that have revolutionised the art of film-making. This illustrious history has been all but forgotten. In a timely reminder, SAM GARDOM takes a look at why Brighton truly is a CineCity.

It wasn’t until 1896, however, that Brighton really fell in love with the silver screen; hundreds of people flocked to the Victoria Hall, near the West Pier, to see a series of short films by Robert Paul, the inventor of the new Paul-Acres

Few people realise the true impact of Brighton’s contribution to the history of cinema. In 1888, William Friese-Greene, the father of the moving image, set up his joint photographic business with Esme Collings in a small a studio at 69 Western Road, Hove. He was the inventor of a revolutionary device, a “Chronophotographic Camera”, which took animated photographs and for which he was granted a British patent in June 1889. Although it was capable of creating only a few moments
Smith were to produce hundreds of titles. Many of these early films usually no more than a minute long - showed people enjoying Brighton’s famous seafront, with children playing under the pier and riding donkeys on the beach. By the turn of the century, almost 200 films had been made in Brighton. These new techniques amazed people with their innovation. George Smith was even granted a patent for the technique of double-exposure he was using in titles such as The Haunted Castle (1896) to create the appearance of ghostly figures in his films. In 1900, the close-up shots used by Smith in The Little Doctor and Spiders in a Web - and Williamson’s use of multiple shots showing different perspectives, as in his film, Attack on a China Mission, telling the story of the Boxer uprising in China – revolutionised the way people thought about making films. Up to this point, film-making was a novelty. But that was all to change. People started to construct purpose-built film studios; simple structures made largely of glass made it easier to create the scenery and effects required for longer and more technical productions. George Smith’s studios at St Ann’s Well Gardens (1900-1904) were the first to be built; they took pride of place among the pleasure gardens, with its monkeys and fortune-tellers.

Shortly afterwards came the Williamson Kinematograph Works (1902-1910), which James Williamson built next to his house, Rose Cottage, in Wilbury Villas. This was the site of some of his most famous works; it was also where he developed his own patented process for colour film-making. In 1915, Shoreham Studios was built and quickly became famous for being the only studio in England not to use artificial light in its productions. The studio met a sad end in 1922, when a large part of the site was destroyed by fire. Then, of course, there is the Brighton Film Studios, established in 1945. Between 1948 and 1966 it took up residence in the St Nicholas’s Parish Rooms, a large red-brick building on St Nicholas Road in Brighton; it was one of the most advanced studios of its day. This successful studio produced no fewer than 12 full-length feature films

and provided facilities for many other national and international productions. The growing popularity of film posed a new question: where were people going to watch these masterpieces? Beautiful film theatres, - palaces to the moving picture - were created. In the early years, most cinemas were in converted spaces, some in churches or skating rinks; there was even one in the Brighton aquarium. The early 1900s saw Brighton’s first purpose-built cinemas, when the Duke of York’s in Preston Circus opened its doors in September 1910. Shortly afterwards, The Academy opened on West Street. The next few years would see scores of cinemas popping up all over town. Unfortunately, most of these beautiful structures have long since been pulled down to make way for the shops and restaurants that now line Brighton’s streets. But, as the landscape of world cinema changes - and as technology and technique advance - it is important to remember how it started. A handful of men, equipped with only their passion, intuition and the determination, were instrumental in creating an art form that has defined generations and entertained the world. 20mph: Latest proposals to go before councillors on December 11

Unchain the Brighton Motorist: Our interpretation of how citizens responded The latest proposals were delayed because they made very grim reading for the Green-led administration. Some 14,952 people responded to the consultation; some of these responses were arbitrarily discounted. But, of the 14,439 responses, the administration did look at, they still did not find the figures they were looking for. When they looked at the number of respondents who were in favour of 20mph limits in their area, only 43.7% were in favour. And 56.3% were against. So they did not publicise this figure. They had arbitrarily split the consultation up into nine separate areas, but when they looked at the total responses by area, eight of the nine areas had a majority of respondents from the area voting against 20mph speed limits, with only Preston in favour. So they did not publicise this figure.When they narrowed it down to respondents living in the area – excluding responses from businesses, drivers and other Brightonians – the figures were still 54.3% against 20mph speed limits for their area. So they didn’t publicise this figure.When they broke the narrowed-down pool of only respondents living in the area by area, it still did not help, because six out of the nine areas still voted against 20mph speed limits. So they didn’t publicise this figure. So they tried another tack, not used at all in the Phase 1 consultation: they only looked at people who wanted 20mph in the residential street they lived in - but not in the area in general, and not in
Phase 2 in general. Of all respondents asked this question they finally found a majority in their favour: 50.7%. So they publicised this figure as “51%”. Finally, they narrowed this figure down to only respondents who lived in the area and wanted the residential street they lived in to have a 20mph limit: this came out at 53.4% in their favour. So they publicised this figure, too We are also disgusted by the administration’s proposals for the Whitehawk area in East Brighton. A majority of 54% of local residents were in favour of keeping their area at 30mph, but the administration plan to overrule this not just in the small residential streets, but also along the wide arterial road of Whitehawk Road and Whitehawk Way. Some 62.6% of local area residents voted to keep Whitehawk Road at 30mph. The administration, however, point out in that Whitehawk is populated by “deprived” residents “in disadvantaged communities”. Abbott’s Hotel, on the corner of Regency Square and King’s Road, dominates this 1920s photograph. The hotel, on the site of what had been boarding apartments in West Pier Mansions, was open from the 1920s to the 1950s. The 1904 war memorial is to the left; the Hilton Metropole, as it now is, is on the right. The ornate lamp standard is one of the 41 installed in 1893. Twitter users were asked to come up with names for the council’s fleet of gritters and the local authority was inundated with suggestions. Names included names like Gritney Spears, Gritter Garbo and Salt Disney.
Cycle lanes are to be installed along one of Brighton’s busiest roads to provide pupils with safer travel to their studies. It follows a public consultation where 65% responding said they were in favour of better cycling facilities.

Brighton and Hove has given more per person to victims of the Philippines typhoon than any other UK city. Although the £780,000 plus was dwarfed by larger cities, when divided by population it put Brighton top – with around £2.80 pledged for every resident.
Festive drink drivers will have their names made public by Sussex Police if their case makes court. Traditionally names are reported if a journalist is in court at the time but Sussex Police says it will make an effort to publicise the names of anyone who is charged.

Interest free loans are being offered to landlords of empty properties to bring them back into use as part of Brighton and Hove City Council’s drive to tackle the city’s housing crisis. Up to £20,000 worth of interest free loans are being offered.
Hundreds of dancers will descend on Hove Town Hall on Sunday for an evening celebrating the health benefits of dancing. More than a dozen groups will take part including the members of The Golden Oldie – 20 women aged between 70 and 90.
The theme of next year’s Brighton Festival Children’s Parade – which takes place on the first Saturday of May each year - will be The Arts. It means youngsters taking part will have months to prepare their artistic-inspired fancy dress outfits for the big day.

Maycroft Manor Care Home was opened by Gloria Hunniford, the well-known broadcaster. She described the home in Carden Avenue as “the cutting edge of what a care home should be”. Ms Hunniford, who spent time living in a care home for a television project last year, cut the ribbon in front of 200 of guests. Councillor Denise Cobb, the mayor of Brighton and Hove, also attended the opening, which was followed by a community “open weekend” attended by more than 500 local people. After a champagne reception, guests were given tours of the home where state-of-the-art facilities include a cinema, two cafes, a shop, and rooftop gardens. The 99-bed home is operated by Hallmark Care Homes, a multi-award-winning careprovider with homes across

England and South Wales. Lesley Standing, Maycroft Manor’s general manager said: “This building is beautiful and the facilities we have are exceptional. Champion CEO to run for community’s charity Paul Barber, CEO of Brighton and Hove Albion FC, who was recently awarded the title of Overall CEO of the Year at the annual Football Business Awards, has agreed to run the 2014 Brighton Marathon in aid of the stadium’s neighbouring charity The Whitehawk Inn. The Whitehawk Inn is very much the charity in East Brighton that passionately serves Paul’s local community. The staff there are thrilled and delighted to have such a distinguished runner on their affectionately named team, Team Whinn. The charity, whose runners have competed in the race for the past two years, will offer Paul and Team Whinn their full support in terms of training and nutritional advice as well as supporting their fundraising efforts. However, it is unlikely that Paul, a keen runner already, is going to need much advice regarding his fitness regime! The Whitehawk Inn, a charity that is dedicated to helping people in Brighton and Hove who might otherwise have little or no opportunity to find their way into education or the work place, is many people’s answer to a prayer. It has helped 9000 local people of

whom 700 have made their way into work and an incredible 5,700 have taken courses of which 1,350 have gained a qualification, vastly improving their prospects for a bright future. Paul said: “I’m looking forward to running my first ever marathon to support The Whitehawk Inn and members of our local community. “Having visited the Inn just a few weeks ago, I was very impressed by the facilities and the work Frances Duncan and her team do there.” Mark Buckle, a local businessman and Albion supporter, who has
run a previous marathon for The Whitehawk Inn and will run for the charity again next year, had this to say: “It is great that Paul Barber has recognised the charity and invaluable facility at the heart of one of Brighton’s largest communities. His presence, running for Whinn will forge immeasurable benefits and recognition for the Whitehawk Inn and it’s services recipients”. Lucas: Give Brighton and Hove businesses a break
Platts: Let city bus passengers travel free
Caroline Lucas, the Brighton Pavilion MP, is calling on the government to do more to support small businesses, including discounts on business rates. She claims the measures would benefit more than 2,600 businesses in Brighton and Hove. Her call comes ahead of the chancellor’s autumn statement on Thursday (December 5) and Small Business Saturday on December 7. Currently, companies are entitled to small business rate relief if they use only one property, and its rateable value is less than £12,000. In a letter to David Gauke, exchequer secretary to the Treasury, Dr Lucas called for the threshold value to be increased to £15,000, which could benefit 563 businesses in the city. Companies whose property has a rateable value of £6,000 or less can currently qualify for 100% rate relief, but this support is not guaranteed beyond March 31 next year. The Green MP is
Nancy Platts, the Labour parliamentary candidate for Brighton Kemptown, is calling on bus operators to let passengers travel for free on Small Business Saturday. She wants people without a car also to benefit on a day when drivers have a chance of free parking in the city when charges are waived at five car parks in a bid to encourage more city-centre shopping. Ms Platts, who supports the free-parking initiative, said she would also like to see bus companies doing their bit to help Christmas shoppers who do not have cars. She said: “Many people who don’t have a car are also on low incomes so I am calling on Brighton and Hove Buses to give them an early Christmas present, too, by offering free bus travel on the same day as drivers get free parking. Free parking is on offer in other parts of the southeast, but bus-users deserve a helping hand as well.

As someone who is lucky enough to eat for a living, I often come across establishments that I think are an enjoyable, worth-the-round-trip and would-probably-visit-againtype places. It’s a lot rarer to find somewhere that makes you want to leap for joy, immediately tell everyone you know, and avidly count down until you can go again. Likkle Bickle is very much the latter. Likkle Bickle is a Caribbean streetfood sensation run by husbandand-wife team, Nephi and Jessie, who saw an opportunity to bring an authentic Caribbean flavour to our seaside city. Starting out in June, Likkle Bickle began selling Jamaican patties at Churchill Square’s Wednesday food market before having great success trading at both Street Diner and the Wood Recycling Centre, near Grand Parade. The particular pop-up I attended was held at Seven Bee’s Cafe, in Ship Street Gardens, quite possibly the smallest digs in the Lanes. This, however, did nothing but add to the cosy atmosphere. Bottle of cheap red in hand (it was BYOB after all!), I dived in from the heaving rain to a reggae-sprinkled haven of beats, booze and Bickle.Nephi and Jessie were here to promote their new brand of Ribwich, a ribbased concept sandwich they had devised themselves. Genuinely, I had no idea what to expect. Ribs? In a sandwich? How does that work? Very well is the answer. Calling their Ribwich “Olde Jamaican” and packing it full of “Red Stripe beer and spice-braised beef short ribs, topped with mature English cheddar and a cherry tomato and scotch bonnet chutney”, this beast is then served in a brioche bun, with optional extras such as sweet potato, hash brown, bacon dust, and a free-range fried egg. I was here for the full Likkle Bickle experience and took no time ordering the starter of Red Stripe Beer Battered Plantain Chips with Mutton Curry Dip, followed by
the main event, an Olde Jamican Ribwich. Jessie was hugely accommodating of my fear of tremendously spicy food and served mine with a plain cherry tomato chutney, instead of scotch bonnet. Served in a round pot, the plantain chips were fresh from the fryer and a scalding hot delight. Slathered in homemade, slightly-spiced mutton curry dip, this street-food snack was a surefire hit, eagerly devoured between my friend and me. A great introduction to Nephi and Jessie’s cooking. Our Olde Jamaican Ribwich came served wrapped in layers of greaseproof paper and after undressing, we inspected, picked up and both looked at each other, eyes wide with excitement. This was an unbelievable portion of food. The weight of the Ribwich meant it had to be held in two hands and, taking my first bite, I sank back into my chair with pure pleasure. This was a phenomenal piece of street food. The flesh from the braised short beef ribs was undoubtably one of the best meltin-the-mouth experiences I have ever tasted - and it only got better with each bite. Incredibly well-

cooked and seasoned, the meat was a Caribbean dream. The cherry tomato chutney allowed for a sweet sensation to run through the Ribwich and paired beautifully against the rib meat. All this and inside a soft and steamy brioche, with a hearty layer of good quality cheddar cheese. I would walk to the Caribbean to get my chops around another Olde Jamaican Ribwich.
Luckily however, I don’t have to as Likkle Bickle are planning more pop-ups across the city, expanding their menu, and will continue to trade at the marvellous Street Diner every Friday in Queen’s Road. The uniqueness and authenticity of Likkle Bickle was incomparable to any other street food I’ve sampled lately and I urge you to try them out and get some Jamaican sunshine in your mouth this winter.

Skiing is, for some, the staple sporting pursuit of the winter season. The powder-white mountains of Europe are the playground for a multitude of tourists from the United Kingdom. The resorts of France, Austria and Switzerland are all classic destinations. But for the more adventurous, and possibly leaner of wallet, there are some surprising alternatives to perform a well-executed snow plough. The Alps, Julian that is, is a mountain range where its highest peak, Mount Triglav, can be found in Slovenia, part of the former Yugoslavia.
Ski resorts pepper the mountain vistas of Slovenia, the most renowned of which being Kranjska Gora. It represents classic Alpine skiing and is probably the best-served resort by tour operators in the country. But there are dozens more including the neighbouring Podkoren, offering more challenging slopes, and the wellequipped Rogla, where European cup competitions are regularly held. Slovenia is a compact but attractive destination, which offers a cheap alternative to more mainstream skiing nations. Picture-postcard views are ludicrously abundant and crosscountry skiing is an invigorating and very popular way to see them. Emerging from another great empirical epoch is the small but strategically-crucial republic of
Georgia. The country grew out of the rubble of the collapsed Soviet Union in 1991 and is a bridge between Europe and Asia. The Caucusus Mountain Range, home to some of Europe’s highest peaks, border Georgia to the north and offer some pristine powder. Mestia is Georgia’s brand new resort in the heart of Svaneti, complete with brand new, highspeed quad lifts and a variety of runs. Unique ski-tours, one or two-day trips, including overnight mountain stays, are all available. Possibly more leftfield than either Slovenia or Georgia as a place to ski this year, though, must surely be Lebanon. And not just, of course, because one of its borders happens to be the Mediterranean sea. But from its capital city, Beirut, a tourist might be surprised to

see the azure of the Med to one side and the frosted icing atop an imposing mountain range to the other. Faraya Mzaar is the biggest and best-equipped resort in Lebanon. Situated 28 miles from Beirut, it features 42 slopes and 50 miles of ski track. Cedars, Lebanon’s northernmost resort and home to its highest slope, has undergone many millions of pounds worth of investment in recent years and overlooks the picturesque Bekaa Valley. The country even hopes to play host to the Winter Olympics.
This year’s ski-plans don’t have to include the usual megaresorts and their mega prices. Refreshing alternatives are abound if you do a little research. Osteopathy? That’s bones right? This is a question I hear all too often. And, although that short description is not wholly inaccurate, it is a little economical in its explanation. Regardless of your grip on the definition, let me enlighten you on what osteopathy means to me, what I believe it can treat, and where I might come in handy. Osteopathy acknowledges
that the human body has the ability to heal itself because the osteopathic ethos states that the body is an integrated and indivisible whole. In the occurrence, however, of certain events - such as trauma, strain or gradual changes in the neuromusculoskeletal system the body’s ability to rectify itself is hindered. Usually, after months of letting that “niggly pain” get worse, people decide to seek help from healthcare practitioners. This is where an osteopath steps in to do some much-needed detective work and identify why the pain exists and where the causative structure is. Believe it or not, it is usually somewhere unexpected and not in close proximity to where the pain manifests itself.
The patient can then be treated accordingly. This examination process consists of the osteopath observing posture and how the body is functioning, both actively and passively. In addition to this, engaging with the tissues and carrying out an exploratory process consisting of orthopaedic tests, neurological and cardiovascular examinations, allows the practitioner to deliver a diagnosis. Osteopathy is not just a “quick fix”. It will take several treatments to address and eradicate the pain. Finally there is good news for motorists as petrol prices hit lowest level since 2011. AA says families are saving almost £15 a month after the sharp fall in pump prices since September, but warn smaller towns are still missing out in ‘post code lottery.’ Petrol prices have fallen to their lowest levels for two-and-a-half years in a drop that is saving “Mondeo Man” more than £10 a month. The AA last night said pump prices on the forecourt had tumbled 9p per litre since early September, with the average price of unleaded now costing 130.44ppl and diesel 137.78ppl. The motoring organsation said the average two-car family was spending £238.05 a month on filling up, against £252.54 in September. The cost of filling up a Mondeo is £10 cheaper. Motorists last saw these prices in the run-up to the fuel duty cut in the Budget of March 2011. Edmund King, AA president, said: “You cannot underestimate the importance of lower pump prices. “On average, 28 per cent of AA members buy a set amount of fuel each time they go to a petrol station. This rises to 40 per cent for a younger drivers and 44 per cent for low-income ones. “In September a £30 spend bought them 21.7 litres and now it buys them 23 - a boost equal to a free 10-mile round trip to work.” Prices have fallen because of the stronger Pound - as wholesale petrol is priced in US dollars -

Finally there is good news for motorists as petrol prices hit lowest level since 2011

The AA warned that oil prices had begun to climb once more because of nerves over Libya and the fiscal stimulus programme in the US. But the organisation said a bigger problem remained the “post code lottery” resulting from a lack of competition between supermarkets and petrol forecourts in rural areas. Unleaded is costing 126.7p per litre in supermarkets in built up areas but 131.9ppl in smaler market and coastal towns. The AA said Asda remained the cheapest, more than 4p on average cheaper than BP. Morrisons had
cut prices by the smallest amount in the past month. The price drop comes two weeks after The Daily Telegraph revealed industry figures were pressing business minister Michael Fallon to allow independent forecourts to defer paying fuel duty until after the petrol is sold to motorists. Currently they have to pay on receipt of a tanker load. AA officials said they would “strongly support” such a move for helping rural fuel stations and smaller volume sites struggling in towns against the might of supermarkets.
UK motorists spend 9 days a year in jams There’s absolutely nothing fun about being stuck in what seems like an endless traffic jam; however, figures from TomTom’s traffic index show just how much time Britain’s motorists spend in traffic. The figures show that British commuters spend, on average, nine working days a year stuck in traffic, with typical journeys taking 23% longer in the morning and evening rush hours than they do at other times of the day. TomTom also claim that 11 of Britain’s 17 biggest cities have

seen traffic jams get worse in the past year. Cities in which congestion levels have increased include Belfast, Brighton, London, Manchester, Leicester, Sheffield, Liverpool and Newcastle, while only Edinburgh, Leeds-Bradford and Nottingham have seen congestion levels improve. Belfast remains the UK’s most congested city, with journey times 88% higher in morning peak times and 32% higher throughout the day. Bristol is in second place, with journeys taking 66 per cent longer in evening peak times,
while Brighton comes third, with peak-time journeys taking 45% longer than usual. “We are seeing a clear pattern which shows that congestion levels increase as economies emerge from recession,” said TomTom’s Chief Executive Officer, Harold Goddijn. “The traditional responses to tackling congestion, like building new roads or widening existing ones are no longer proving effective. The way traffic is managed needs significant change.”

AITC volunteers tell stories Volunteers on AITC’s ‘Gamechangers’ project, which aims to reduce stigma around mental health, were part of the 4th annual RISE Living Library event which took place Jubilee Library in Brighton this week. The events were themed around a different social issue with volunteers telling their own personal stories to members of the public. On Tuesday, six volunteers from AITC - all with experience of living with mental

health - told their personal stories. Caroline Orsola, AITC’s Gamechangers coordinator said: “It was a really interesting to see members of the public engage with the issue of mental health and well-being in this way. Our volunteers got a lot from it and found it a hugely empowering experience.” Volunteers on the ‘Gamechangers’ project will be setting up an awareness
stand and talking to fans in the east stand at next Tuesday’s game against Barnsley at the Amex and again at the Huddersfield match on December 21. The Gamechangers project is funded by Time for Change, England’s biggest programme to end the discrimination against mental health problems. The programme is run by the charities Mind and Rethink Mental Illness, and funded by the Department of Health and Comic Relief.

Fans’ favourite Inigo Calderon will return to the Seagulls’ starting line-up while his right-back rival Bruno sits out suspended after clocking up too many yellow cards. Bruno was booked during the Albion’s 1-0 win at Wigan Athletic last weekend meaning Oscar Garcia is left with no choice but to reintroduce Calderon to a back four in solid form. The Calderon v Bruno debate has become a major talking point among supporters – with many siding with the former. Oscar though would appear to favour Bruno and, his booking aside, the former Valencia player was muchimproved during the away win in Lancashire. Calderon though remains perhaps a more reliable defensive option and his re-introduction should not prove too disruptive for a defence which has managed three clean sheets during the team’s recent five match unbeaten run. A more difficult decision awaits Oscar in midfield. He persevered with the same midfield trio of Andrew Crofts, Jake ForsterCaskey and Rohan Ince against Wigan after the threesome impressed during the home win over Blackburn Rovers.
