HOME FOR CHRISTMAS Greg Hadfield @BrightonIndy For the best part of three months, Mark lived in a tent on the beach at Shoreham. It was a pebble’s throw from Millionaires’ Row. Mark is not his real name. He did not want his mother to see him in a newspaper. Not for being homeless. He is 57. His birthday was on Tuesday, the day he moved into his new home. In “container town”. In time for Christmas. “It’s not bad as a present, is it?” He said, sitting in his firstfloor “apartment”, a beautifullyconverted shipping container measuring about eight feet wide, eight feet high, and 40 feet long. Perched on a corner site behind a scrap-metal business, the former container - originally from “somewhere in the Far East” - has its own front door and (northfacing) balcony. It is one of 36 that now sit in Richardson’s Yard. The address is 10B New England Road, Brighton. It is an address that could stand out in the long history of homelessness. After it opens on

Monday, experts from across the country will visit to see if this innovative approach could really be a solution - albeit temporary to our problem of homelsssness. Our problem; not just theirs. The development is the result of a partnership between BHT (Brighton Housing Trust) and QED, a development company responsible for the regeneration of the New England Quarter.

Mark's life in 'container town' > Continued from page 1

It is a straighttforward sustainable partnership: QED provides the funding and takes the risk - and BHT provides the clients who let the homes for about £150 a week, close to the Local Housing Allowance limit. Mark's downfall began with a fall. The hardworking Brightonborn builder tumbled from a ladder as he was working, for a friend, at a hair and beauty salon in Saltdean. His Achilles tendon snapped, making work impossible for 18 months. His insurance company would not provide compensation, he says, because he had nobody holding the bottom of the ladder. "That was where it all started to go wrong," said Mark, a former Brighton Boys footballer who once had a trial for England Schoolboys. "I had a mortgage and stuff. I

couldn't work. It cost me about £18,000 - and all I was getting was sick pay. It was very hard." To many, people without homes are derelicts, drunks, or drug addicts. Not Mark. He was a roadie for rock bands in the 1970s and learned the dangers of drink and drugs. He concentrated on the rock and roll. "Pink Floyd were the best band I worked for. I did The Wall tour. They were paying me, but I'd probably have paid to work for them." As we speak, Mark's 80-yearold father arrives, to help putting finishing touches to the starterpacks given by Homebase, which has helped furnish all the containers. It's time to cut a long story short: he left his girlfriend of 23 years, lived on the boat he bought for £15,000 after they sold their flat, but could not afford the mooring fees and

the big electricity bills for the uninsulated vessel - despite doing his best to earn a living from fishing and diving. After a court order depriving him of his boat, he "sofa-surfed" with friends, even an ex-girlfriend. A big mistake, he laughs. "I found it very difficult living in other people's homes. I didn't like imposing on people. So I ended up sleeping on the beach next to Millionaires' Row. They were my neighbours. I cooked on the beach. That took most of the time. Finding the wood, chopping it up. Nobody bothered me; I couldn't believe it. I bumped into Zoe Ball a couple of times. I was amazed I didn't get turfed off." This Christmas promises a different future. Without irony, Mark is happy in his container: “I'm very pleased with it. I've got it for two years. And now, of course, I'm on the ladder. So I hope I'll probably be able to get a council flat.”

How you can help the homeless Andy Winter @AndyWinterBHT The result of the latest annual count of people sleeping on the streets of Brighton and Hove was announced on Monday: 50 men and women were counted an increase from 39 in 2011 and 43 in 2012. Of course, this is just a snapshot of the situation. Most organisations working with homeless people in the city agree the actual number is between 70 and 100. As winter sets in, and as we approach Christmas, many people ask what they can do to help organisations like BHT (Brighton Housing Trust). It is understandable and right that at this time of year people do want to help. It is no coincidence that our main annual fundraising appeal happens in December. It is when supporters are at their most generous. You may have seen a film about Pearl, shown on Meridian TV on Monday night. She described the horror of living day in, day out, on the streets, not knowing where her next meal would come from or where she would sleep that night.

Pearl had the courage and determination to address the cause of her homelessness. With support from BHT, she has turned her life around, is housed, and is now doing voluntary work with BHT. The film also showed the work of a soup run on the seafront. Every time I see soup runs I feel that, as a society, we are stuck in a time gone by. How can it be, in this day and age, that it is still acceptable to be handing out soup on a wet, windy and cold seafront at night? It is wrong on all levels, from people being dependent on soup runs, to such soup runs being regarded as an acceptable way of doing “charity”. The challenge for charities and churches working homeless BHT – and 32 other homeless charities – need your money with

people is to ensure that they are always helping them to move off the street. Merely providing soup and bread is not enough. But at Christmas such sentiments may be seen as uncharitable. You can help charities help homeless people this Christmas? I would suggest you support the appeal for donations from BHT - or one of the other 32 charities working with homeless people in the city. Under our new proposals that councillors are considering on Wednesday (December 11), 59% of people would have the speed limit they want on the street they live on - whether it be 20mph, 30mph, or even 40mph. And roads where safety concerns are highest would be reduced in speed. Almost 15,000 people responded to our recent consultation on speed limits. But reports suggesting that 56% people opposed 20mph are wrong, because residents were not consulted on a “blanket 20mph speed limit”, as some claimed, but instead a proposed mix of 20mph and 30mph streets in nine individual areas. For example, we have always |

We are proposing to introduce 20mph where there is residents’ support, while taking into account other factors, such as accident hotspots, the hospital, and schools. Existing speed limits will be kept where there is less support and less need. Businesses to benefit from £1.8m bid success Brighton and Hove City Council, in partnership with seven other private and public sector providers, has won a bid for nearly £1.8 million from the government’s regional growth fund to support local businesses. The funds will be invested through the "Wave 2 Growth Hub" programme and matched to private sector business support initiatives over the next two years. The programme is designed to boost economic growth by introducing a new approach to coordinating business support and providing a resource to introduce bespoke business, innovation and trade support schemes. City council leader Jason Kitcat said: “This is very good

news. This money is hardfought-for and will be used to support and nurture businesses in the city and throughout the region by providing intelligent support which will enable them to expand, providing more jobs and bolstering the regional economy.” Phil Jones, managing director of Wired Sussex, said: "The success of this bid is really down to the organisations that collaborated so effectively in putting it together. The funding is fantastically opportune and will provide a range of support services to businesses in our sector, including Wired Sussex's highly-respected Intern placement programme." New data reveals fuel poverty levels in the city Richard Morris

Thousands of people across Brighton and Hove are heading into the cold winter months unable to properly heat their homes. Latest figures reveal more than 14,000 city homes are considered to in fuel poverty, meaning occupants cannot be reasonably expected to meet rising energy bills. Experts estimate the cost of heating a home has increased by more than £300 since the last general election, despite Britain’s biggest six energy companies enjoying profits approaching £3 billion over the same period. Parts of the Brighton and Hove are among the worst-hit in the region. Brighton Pavilion constituency has the highest rate of houses suffering from fuel poverty in the southeast of England. Of the 43,254 homes in the constituency, 5,606 are considered fuel poor. That represents 13% – higher than the 11.2% in Hastings, the second worst-hit constituency in the southeast. Hove has 4,853 homes in fuel poverty, out of the 45,684 dwellings.

In Kemptown, 3,653 of the 39,451 homes – or 9.3% - are deemed to be in fuel poverty. The statistics have sparked fears that tens of thousands of local people could find themselves having to either heat their home or sustain a healthy diet, with food bills and energy costs competing for their restricted finances. The recently-published fuel poverty statistics, relate to levels in 2011, when the last detailed research was undertaken. Households are considered to be in fuel poverty if they would have to spend more than 10% of their household income on fuel to keep their home in a satisfactory condition. It emerged last week that a clause in the Energy Bill will change the definition of the key fuel-poverty indicator, reducing the number of English households counted as “fuel-poor” from 3.2 million to 2.4 million overnight. The new definition, which could come into force before Christmas, will instantly reduce the percentage of fuelpoor households in England by nearly a third, from 15 per cent to 11 per cent, according to calculations by MPs on the cross-party Environmental Audit Committee.

Unchain the Motorist: Where are the facts?

The 30mph speed limit was introduced in 1934 when there were two million cars in the UK; today, there are more than 30 million

Ever since it started its wellfunded campaign, Unchain the Brighton Motorist (UBM) has been long on assertion and short on evidence. The adverts and articles placed by UBM have been a fact-free zone - until the appearance of the latest advert, which concentrated on Brighton and Hove City Council’s consultation about extending the 20mph speed limit. It is unfortunate that the pressure group has decided its first foray into the world of facts should focus on this consultation, for two reasons: firstly, the 2011 British Attitudes Survey has already demonstrated that well over two-thirds of us would like a 20mph speed limit in the streets where we live; secondly, a consultation is not a referendum. There is no doubting that UBM is consistent: it opposes the 20mph proposals, appears to reject the idea of “transport policy”, and generally objects to measures aimed at reducing the domination of speeding traffic. So far, however, it has not revealed the evidence base for its position. As a contribution to the debate, here are some facts that Unchain the Brighton Motorist might like to consider: ■ The 30mph speed limit was introduced in 1934 when there were two million cars in the United Kingdom; today, the figure is more than 30 million. We maintain speed limits in residential and urban roads 60% higher than our neighbours in northern Europe; ■ Cities that have already

made the decision to roll out 20mph limits to most residential roads include Portsmouth, Oxford, Cambridge, Warrington, Liverpool, Bristol, Bath, Manchester, Birmingham, Lancashire, York, Newcastle, St Helens, Sefton, Oldham, Wigan, Rochdale, Middlesbrough, Edinburgh, Chichester, Bolton, Nottingham, as well as the London boroughs of Camden, Islington, Waltham Forest, Haringey, Lambeth, Greenwich and the City of London. The total population covered here is more than 12 million; ■ The accepted research-based “rule of thumb” regarding the influence of speed on collisions in urban areas is that for every 1mph reduction in average speed there is a resultant decrease in collision frequency of 6%; ■ Road traffic crashes cost the United Kingdom £18 billion a year. According to the Department for Transport, each death on the roads costs £1.7m and each serious injury costs £190,000; ■ A study in San Francisco study in the 1960s conducted by Berkeley professor Donald Appleyard found that the busier a street, the fewer community activities take place. This was repeated more recently in Bristol; traffic destroys communities. Instead of their well-funded but evidence-free assertions, it would be better if Unchain the Brighton Motorist were to celebrate those aspects of Brighton and Hove that other cities are keen to emulate: ■ Car/van ownership in Brighton and Hove is now the lowest in the southeast outside London, and has remained more or less constant over the past 10 years (0.86 cars per household

in 2011, compared with 0.87 in 2001). More than a third of households do not own a car in Brighton and Hove; ■ Our city has the highest proportion of walking to work in the southeast (21%). Finally, I am curious about what happens to “Unchainers” when they travel around the UK or overseas. Do they pine for more cars, going faster? Do they think “this would be a great place, if only it had more traffic?” If not, why do they think that’s what needed for Brighton and Hove? It isn’t what the rest of us want. Advertising watchdog launches investigation The Advertising Standards Authority has disclosed it has launched a formal investigation after 15 complaints about an “Unchain the Brighton Motorist” advertisement that appeared in The Argus newspaper on September 11. An ASA spokesperson said: “Complainants have challenged whether the advertiser has evidence to back up several of the claims it makes in the advertisement and whether it is misleading. “I can confirm that we have launched a formal investigation into the ad to establish whether it breaks the advertising rules. We will publish our findings in due course.”

in employment law, I’ve lost count of the number of people who have come to me to say they’re afraid they’re going to be made redundant and lose their job. Mr Cameron believes there is jealousy on council estates that some people are asleep when others are working. The reality, though, is slightly different. People are scared of being thrown into abject poverty and being evicted. The coalition has made clear its determination to cut the award of Disability Living Allowance from £10 billion to £8 billion through the introduction of a new benefit, Personal Independence Payments. What it is likely to do is to trap people in their home, as they will no longer be awarded a mobility grant. It has nothing to do with who is “deserving”; it will mean that people will no longer be able to care for severely-disabled

and survive. It raised the lowest tax rate (which has primarily benefited those paying higher taxes) and promptly made it more difficult to claim tax credits by increasing the number of hours worked from 16 to 24. It also lowered corporation tax. Since 1998, CEOs of the top 100 FTSE companies have seen their remuneration increase from £1 million to £4.9 million, despite the value of their companies

declining. For the top 10%, the share of national wealth has increased from 28% to 40% - and, for the top 0.1%, it has increased from 6% to 14%. In January 2006, just before the financial crash, unemployment stood at 1.59 million; today, it is 2.47 million. If Osborne is to be believed, then there has been a massive increase in idleness in the past seven years. Benefit increases has been so great that people have been tempted to give up their jobs! When I was young unemployment hovered around

the half a million level, since it was the unwritten agreement of both parties that the scourge of mass unemployment should never again show its face in Britain. Margaret Thatcher put paid to that. All this has meant a loss of rights for workers. It is doubtful that zero-hours contracts, are even contracts. They take us back to the days when dockers had to turn up each day in the hope that there might be some work. None of this is new. In the 18th century, the poor were also accused of idleness. And this led to the 1834 Poor Law and the workhouse.

At the height of Thatcher’s monetarist experiment, there was no suggestion of cutting benefits. Today, people have been convinced there is “no alternative” to making the poor pay. Europe, the unemployed, foreigners, Bulgarians, single mothers. All are being blamed for a crisis not of their making.

£160m-worth of homes sold last month Greg Hadfield @BrightonIndy A total of 537 homes - with an aggregate value of £160 million were bought and sold in Brighton and Hove in a single month. The average price of properties sold in October was £297,862, according to the latest data from the Land Registry - compared with the monthly record of £312,261 that was set last month. The breakdown for each type of property is: ■ 59 detached homes: total value of £27,837,700; average price of £471,825. The most expensive - at £1,110,000 - was 92 Shirley Drive, Hove; ■ 93 semi-detached homes: total value of £31,117,659; average price of £334,598. The most expensive - at £800,000 - was 25 Ventnor Villas, Hove;

■ 129 terrace homes: total value of £55,210,673; average price of £354,931. The most expensive - at £1,150,000 - was 46 Sillwood Road, Brighton (pictured right); ■ 256 flats and apartments: total value of £48,040,566; average price of £215,667. Last month, an exclusive Brighton & Hove Independent analysis revealed the average price of a home in our city in the period July to September - based on 1,112 transactions - was £294,883, lower than the record of £299,834 set in the same period last year. Supporting small businesses makes sense in the long run You can't build a business just on a slogan or a logo. Nor can you tackle the effects of globalisation, corporate capitalism, or technological advance by devoting 24 hours a year to "Shop Local", "Shop Small", or “Small Business Saturday�. Politicians of all parties - and businesses of all sizes, including this newspaper - support Small Business Saturday. But why should we support small businesses? Why do we? Because if we don't support them - with our custom and our cash - we risk losing them. Either temporarily or for ever. When one disappears, another does not always pop up in its place. In the short term, this causes us real day-to-day difficulties. Losing our local convenience store is inconvenient. Losing our local butcher and baker deprives us of the routine pleasure of personal engagement - with which even the most cheerful supermarket checkout operator cannot compete. Losing any shop in the high street risks it being replaced by something less interesting, less useful, less desirable, and less human: betting shops, amusement arcades (that are far from amusing), and payday loan companies. More crucially, perhaps, money spent in a local shop is more likely to stay local rather than be shipped off to

shareholders and highly-paid executives with no connection to, or interest in, our city. Of course, such businesses are important, if they bring muchneeded, well-paid jobs. They are important if they pay at least the Living Wage.They are particularly important if they provide products and services at a price that is affordable to even the poorest citizens. We might buy our Sunday family roast from the local butcher, but we might still prefer to fill up the refrigerator with economically-priced mince and chicken (or Quorn) from the local superstore. And why not? Not everybody can afford to pay the premium prices that many small businesses have to charge (even when they pay only the minimum wage). Not every high street can be like the North Laine, with its expensive coffee and esoteric enterprises. The solution to the travails of small businesses depends, as so often, on innovation and hard work - within the context of serving their local community and doing business on a level playing field. Our small businesses have loads of the former, but can do little about the latter. So when you next hear a politician say she supports small businesses, ask her: Why? And how? And when? Not just on Small Business Saturday.

OK, I'm going to say it. As a woman, I am tired of having an opinion about Miley Cyrus. My actual opinion is this: I am not surprised that one out of the three-and-a-half billion women on the planet is a pretty teenager who wiggles her bum in the air. That, unfortunately, is not what I'm supposed to think. One of the approved opinions I can have is that she is letting down the whole of womankind. But who is judging three-anda-half billion women based on one flirty teenager with an OK (at best) singing voice - and a one-hitwonder dad? Or is there some international law that says my go-to dance move - a couple of Batmans and straight into the robot - has now been prohibited. And I, and all womankind, are allowed on dance floors only if we approach them backwards on all fours? If that doesn't sit right with me, my other option is to think that Cyrus Junior is empowered by popping on a flesh-coloured leotard and performing the ritual that tells the other bees in the hive which way the honey is. The logic - and you really will have to bear with me - is that since she makes money, it's empowering. Never mind that cigarette manufacturers make money, owners of leaking oil platforms make money, whale-hunters make money, even members of the Liberal Democrats make money, and looking at this government's track record they really don't seem very empowered. Any parent would want their daughter to emulate their ethos of compassion and hard work, rather than the apparent alternative: licking hammers and hard twerk. We've got great role models for girls. We need to celebrate their work rather than focusing news - yes, news - coverage on sexy dancing. So how about this opinion? I think twerking is about men. The multi-billon-dollar media industry has scoured the four corners of the earth for the thing they think most likely to pander to the sexuality of men: a pretty teenager with her bum in the air. I'm sure many men, gay and straight, would argue they've missed the mark, but that's not

the point. The point is they were trying. They were several-billiondollar trying. That's a mountain of privilege I can barely comprehend. In fact I consider myself pretty fortunate if once a week, for about an hour, one guy from Croydon panders to my sexuality. So we can afford to pipe images of Ms Cyrus's gyrating backside to every home in the country, while we barely hear a mutter about the 150 women a week being turned away from domestic violence refuges in the UK? I do have an opinion on that. I think it's hateful and I think the media that perpetuates this set of screwed-up priorities should hang its head in shame.

Parking plans will hit sport in Preston Park An example of the bizarre antics of the Green councillors (Mike Holland, November 29) concerns their most recent "resident's parking scheme" in the Preston Park triangle. The effect of restricting parking on Preston Drove will be very deleterious to the users of three sporting facilities in that area. There is the velodrome, which is understandably popular and increasingly so with UK success in cycling events. The velodrome is also used for cricket events. People come from all over Sussex to use this facility and many have to drive. Some cycles are specialised and are transported in vans to the track. This will take a hit when parking charges are introduced. Next to the velodrome is the very successful and popular Preston Tennis Club. This has 10

courts, plus two mini courts for youngsters. The club is incredibly successful and very inclusive. But what irks me is the effect that parking restrictions and charges will have on junior tennis. Parents need to drive there to drop their children off, collect them and so on. Part of the tennis club is also a croquet club, which provides a valuable sporting and social facility for the older members of our community. I don't think this facility will survive the introduction of parking charges. In this case, another council goal of keeping elders fit and socially engaged goes by the board. What is particularly galling is that the new, costly parking places will remain empty - just like those on Preston Park Avenue. Andy McAlpine

Disappointed by coverage of Unchain the Motorist I was disappointed and frankly horrified by the amount of space given over to the "Unchain the Motorist" campaign against the implementation of 20 mile an hour speed limits in your paper this week. Not only was there a full page advert taken out by the group containing biased and misleading information, there were a further two pages of comments from them. Why were representatives from the council or the Green Party not given the opportunity to give

their point of view? I had been impressed with your paper and relieved that at last there seemed to be some decent competition for The Argus. Now I have changed my opinion. I can only assume that you are easily bought out, giving in to the temptation of advertising revenues. Either that or you are not as "Independent" as you like to portray yourselves. As for the claim of increased journey time, this is marginal. Research shows time is lost at bottlenecks, obstructions, traffic lights, and so on - which do not change, whatever speed limit operates.

Every time I go on a short-haul flight, it never ceases to amaze me just how selfish some people are. It seems on easyJet, for instance, “priority boarding” passes mean that, if you pay a bit extra, you can jump on first with all the rubbish that has been purchased at your holiday destination. You are then, apparently, perfectly entitled to fill up an entire overhead locker so that the next poor so-and-so has absolutely no room in the locker above the row of seats they too should be using. This, in turn, leads to altercations - because you must now find some space above someone else’s seat. Which causes resentment. This isn’t helped when you spot another passenger desperately trying to ram a suitcase on top of

I understand why this might be necessary on business flights, but when it is obvious the terribly-important-in-a-hurry people have simply been on holiday, it can be very annoying. Personally, I believe that one small bag per person should be allowed on a flight for handluggage and all cases should be stowed in the hold. The hold-ups will have started at the X-ray machines; invariably, the operator will fail to believe that your suitcase does not contain creams, cosmetics, nail scissors, and so on. This then leads to hold-ups while someone roots through your underwear and socks. The knock-on effect of all this is that

we all need to get to the airport so far in advance now that the 10 minutes Mr and Mrs Terribly Important have saved pale into insignificance. I fear this ridiculous situation will continue until the airlines take some sort of lead and try to speed up the whole process of flying and passenger comfort.

This flawed anti-lobbying bill will cause more harm than good Ian Chisnall @IanChisnall

In 2010, David Cameron - as leader of the opposition - spoke about lobbying: “It’s the next big scandal waiting to happen. “It is an issue that crosses party lines and has tainted our politics for too long, an issue that exposes the far-too-cosy relationship between politics, government, business and money.” Following the general election, lobbying appeared in the coalition agreement: “The parties will tackle lobbying through introducing a statutory register of lobbyists. We also agree to pursue a detailed agreement on limiting donations and reforming party funding in order to remove big money from politics.” Although there has been no progress on party funding, a series of journalistic scoops including the exposé of Patrick

Mercer MP and Lord Mackenzie in June - forced the government to rush out a bill, 48 hours before MPs left Westminster for the summer, leaving little time for discussion or challenge. The people who timetable parliament subsequently prevented the bill from being scrutinised effectively during its passage through the Commons. Unexpectedly, the bill does not simply limit itself to commercial lobbying, an area that most commentators agree it will barely impact in its current form; it also attempts to address issues that had not been previously identified as a problem. The bill is structured in three parts. The first creates a register for some of the people who lobby legislators; the second part is about non-party campaigning, which potentially implicates any organisation promoting values, campaigning or engaging with candidates or political parties in the year before any election; the third part focuses on trade

unions and their members. Linking these three diverse issues in one bill has inevitably complicated the legislation; some people believe it is designed to fail, ultimately letting the government off the hook on lobbying. The decision to legislate to stop charities and social enterprises from speaking out in the year prior to any election is particularly unnecessary, because existing rules already restrict them from political engagement. The timing of elections remains firmly in the hands of political parties and the announcement of candidates takes place only weeks before an election occurs. Consequently, many charities will be forced to trawl through diaries to backdate their accounts of discussions, meetings and expenditure for a whole year. The Cabinet Office said the lobbying bill is not an area of policy where it decided to seek “stakeholder endorsement”.

This failure to engage people continues to dog this bill. Which is why last month the House of Lords issued an ultimatum: consult stakeholders on part two or it would block bill’s progress. The government reluctantly agreed to “consult widely” over a six-week period. This consultation ends in a week, following which the bill will once again be considered by the House of Lords. Let’s hope they are bold enough to make some major changes.

Countdown to the big day It’s time start opening the boxes on the advent calendar once again. Children are starting the annual count down with ever growing excitement. However, for many separated parents it is a countdown to one of the hardest times of the year. Christmas celebrates the family, so for separated families it is a really difficult time, a stark reminder that they don’t in any way resemble a perfect family any more. As a Collaborative Family Lawyer the parents I see want to try and make things work. Couples have chosen the Collaborative path precisely because they know the importance of trying to make things work. They spend all year making contact run smoothly, sharing weekends, school holidays and special occasions but at this

time of year the question they struggle with is …. How do we make Christmas Day perfect? Add into the mix pressure from extended families, high expectations and overspending, far from being a magical time it becomes stressful and miserable. Often parents who I have helped through their initial separation using mediation come back and see me. We work together to accept that whilst you may no longer be that happy, smiling family we see in the supermarket adverts there can be ways of making things better. The key to making Christmas less stressful is good communication. I urge parents to start talking about the logistics of Christmas as early as October or November; or even better just after this Christmas/holiday period!

Planning in advance means there will be less tension. Expectations can be managed and sorted out before the stress sets in and arguments erupt. It may sound overly simple, but when there is clarity on arrangements, everyone can organise accordingly and be more relaxed when the actual day comes. We live in a world where love often gets expressed in material goods and who can buy children the biggest, flashiest present. I help parents to understand that the best present they can give their children is harmony at Christmas. That warm glow we all want to feel doesn’t come from who buys what, it comes from a sense that you are making things work for the sake of your children. That’s real goodwill!!

More than four in 10 citizens (44%) are absolutely clear: council tax should never be increased. Nearly four in 10 (38%) are equally certain: more money should be spent on children's social care. A similar proportion believes more money should be spent on public safety (36%) and education (35%). And three in 10 (30%) want more money to go on housing. It would seem that many of us wish the ends (betterfunded services), but refuse to will the means (bigger council tax bills); fewer than one in 16 (6%) positively supported a tax rise. Half felt that an increase could be justified in certain circumstances. As Brighton & Hove

Independent went to print, councillors were having initial discussions about budget priorities. You can read what the opposition parties believe below. They were informed by a pioneering piece of research conducted by the Green-led council, which sent questionnaires to a representative randomised sample of 3,280. The target

was a 30% response rate; in fact, only 668 (21%) were returned. The findings highlight what people deem to be the higher priority areas: refuse collection, disposal and recycling; education; public safety; children's social care; and public health. Lower priority areas are the authority's Council Tax Reduction (CTR) scheme;

After nearly three years of putting off the tough decisions on the council’s finances, the chickens have finally come home to roost for the Green administration. The adult social care budget papers that were disgracefully leaked said it all: “It is clear that we need to plan and provide services differently to achieve the savings needed. With 90% of Adult Social Care services already delivered at lower cost in the private and voluntary sectors we need to question which services the council should continue to provide and how they should be provided.” And there’s the rub. The Greens should have been market-testing all the council’s services on day one - not almost three years into their time in office. Had they done this, as we would have done, and not persisted with their ideological obsession against outsourcing, then the impact on frontline services would have been significantly less than it is likely to be now. The council’s most recent

external audit found that our costs are still high, compared with similar authorities. With the political will, there is still plenty of scope to make savings. There should be a much greater role for the community, voluntary and independent sectors in delivering services that the council currently provides directly - because in many cases they can do it better, and because it will provide significant savings. The Greens’ proposed cut to the voluntary sector is a false economy. Had they made the right choices earlier, they would also have been in a position to help the city’s hard-pressed residents with a council-tax freeze. Once again, they are proposing to turn down the government’s offer of £1 million a year for at least two years to deliver a freeze – at least £2 million that can be spent in the local economy. Instead, the Greens argue that they have no choice but to raise council tax by the maximum allowed by the government. We will certainly be opposing this council tax rise at budget council. They should also be working

much more actively with other councils and large organisations in the city, jointly to provide services and share costs. It is plainly ridiculous, for example, that there are 14 separate human resources and information technology departments covering all the main councils in Sussex. And what of the Labour Party? Two years ago, they supported our council-tax freeze amendment, because of an impending by-election; last year, they voted against it for fear of being painted by the Greens as being “in bed with the Tories”. Rather than basing their decision on short-term political calculation, they should be acting in the best interests of the city’s residents and backing our freeze. It seems, however, as though - once again - we will have to wait until budget day for Labour members to disclose their hand.

libraries, museums, and tourism; planning and economic development; central services; and capital investment. In between are medium priority areas: leisure, parks and open spaces; highway and traffic management; housing; housing benefit; and adult services and social care. One in three would reduce

funding for the CTR scheme - which devotes £1 million to some of the poorest people in the city in about 26,700 households. Interestingly, citizens are in remarkable agreement about the source of (some of) the much-needed funds: nearly nine in 10 (88%) are in favour of using fines for anti-social behaviour as a way to increase

revenue. Increases in parking charges did not find much favour (only 16%). By comparison, more than a quarter (26%) supported increased admission charges for attractions. The survey report notes: "Results show that respondents tended to rate things as a higher priority for the city than for themselves and their families. “There was also, unsurprisingly, more polarisation when rating service areas for themselves compared to the city; if a respondent (and their family) uses or benefits from a particular service, they may be more inclined to rate it a higher priority, whereas a respondent not using or benefiting from a service may be more inclined to rate it low."

When the Green council announced budget plans for 2014-15, it quickly became clear it had gone for the easy option of again salami-slicing council services, putting off difficult choices until they have been voted out in May 2015. Facing more than £100 million of cuts imposed by the Toryled government in the next four years, from day one this administration should have undertaken a comprehensive examination of how it could keep delivering key frontline services in the light of budget pressures. This is what Labour local authorities such as Oldham and Lambeth have done; they are now successfully working with their local communities to ensure key frontline services are protected. This has been done without resorting to the widespread privatisation and outsourcing of Tory-run councils in Barnet and Suffolk. The Greens have spent much time and energy focusing on their environmental agenda

- based around the Urban Biosphere - while failing on key "green" measures. Figures out this week show recycling rates across the city continuing to fall, highlighting their inability to deliver the basic day-to-day services residents pay their council tax for. The proposed cuts to social care services have attracted most attention so far. The Green administration has failed to cope with growing demand for services locally, pressures that will only increase given our ageing population. There is no doubt an incoming Labour council administration will face enormous challenges in 2015. Even with a Labour government elected on the same day, there will be no quick-fix to the very deep hole the Tories have dug for councils, with local government having been dealt far greater cuts in percentage terms than other areas. We will start from basic principles of protecting as far as possible the quality and accountability of services provided to some of the most vulnerable members of our community - be they

olderpeople, children, or those with disabilities or long-term health problems. We will seek to protect, too, the jobs of local people who work in our vital public services. Jobs must remain based in our communities, with services built around the needs of those communities. Labour will take a lead on creating jobs, homes and schools and delivering good quality basic services for our residents in every part of Brighton and Hove, not just those in the city centre. All that will need to be done in partnership with others, and in consultation with city residents. We will lead but we will not impose. A smaller and less-wellfunded city council will make achieving what we want to do harder. And we may not always agree on the way forward. But I’m asking for the opportunity to serve the city’s residents, and make Brighton and Hove once again what I’ve known it to be since I was a boy in Hove: the best place to live. A decade-old ban on private cars accessing Oxford Street from London Road has finally been overturned by the council. They said: “This is the car ban that time forgot. The signs were put up for a trial. It’s illegal to enforce such a trial, many made the turn anyway.”

Withdean leisure centre will be officially re-opened today (Friday) after a £2.7million refurbishment. It will now boast an indoor cycling studio and an expanded gym after the investment, which came from the council and operators Freedom Leisure.

Albion fans can now stock up on their Seagulls merchandise outside Brighton Train Station the day before every home fixture between 1pm-7pm and on every home matchday up until kick-off (from 1pm for midweek games and 10am for Saturday matches).

The best, easiest and most satisfying Christmas present shopping spree I ever went on, was all in a single store. Sometimes, it is a kitchen shop; sometimes, it’s a junk shop, or a deli. But, best of all, is a bookshop. There is nothing nicer than the buying and receiving of books, especially if they have been lovingly selected for you. And there are some wonderful books out there, waiting to be

snapped up. Move away from stereotyping and avoid the jokey books that will end up in the bathroom. Remember, a book is like a dog: it’s for life - not just for Christmas. 1 For the art-lover Eric Ravilious: Artist & Designer by Alan Powers (Lund Humphries); £36 I was first alerted to this book by a friend of mine who regularly posts pictures of his South Downs illustrations on a certain social networking site. They make you want to stride the chalk paths of the Sussex Downs and breathe the cold clean air. But Ravilious was much more than a landscape painter, as you can discover in this beautiful book. He was a watercolourist, illustrator, printmaker, graphic designer, and textiles and ceramics artists - and a major figure in the history of early 20th-century British art. Ravishing.

A fabulous read for all - from the foodie 2 For the foodie Simon Hopkinson: Cooks (Ebury Press); £25 There are so many seductive cookery books out there. But there is only one Simon Hopkinson. He’s the cook’s choice. The Good Cook won the Food and Drink Book of the Year in 2011; he has also won the André Simon award, and the Glenfiddich Award three times. This is a man who knows. And I can swear by his parmesan biscuits, smoked fish with rice, roast chicken and many more no-nonsense, beautifully-produced and do-able recipes. Yum.

4 For the lover of far-flung places Empress Dowager Cixi: The Concubine Who Launched Modern China by Jung Chang (Jonathan Cape); £20 Empress Dowager Cixi (1835-1908) is the most important woman in Chinese history. She ruled China for decades and brought a medieval empire into the modern age. At the age of 16, in a nationwide selection for royal consorts, Cixi was chosen as one of the emperor’s numerous concubines and sexual partners. When he died in 1861, their five-year-old son succeeded to the throne. Cixi at once launched a palace coup against the regents appointed by her husband and made herself the real ruler of China - behind the throne, literally, with a silk screen separating her from her officials who were all male. Utterly beguiling.

3 For the letter-lover Diana Cooper - Darling Monster by John Julius Norwich (Chatto & Windus); £25 Lady Diana Cooper was an aristocrat, society darling, an actress of stage and early screen. When she married rising political star Duff Cooper, they became the golden couple who knew everyone who was anyone; they sat at the very heart of British public life. Diana’s letters to her only son, John Julius Norwich, cover the period 1939 to 1952. They take us from the rumblings of war, through the Blitz, during which the Coopers were holed up in the Dorchester (because it was newer, and therefore less vulnerable, than the Ritz), to rural Sussex - where we see Diana blissfully setting up a smallholding as part of the war effort. This is a fascinating account of a life well lived.

5 For the fashionista The Fashion Book (Phaidon); £39.95 A new edition of The Fashion Book takes a fresh look at the fashion world and the people who created and inspired it. Spanning almost 200 years, the entire industry is represented: from clothing and footwear designers, to photographers, stylists, icons and retailers - including the new category of educational institutions that have been fundamental in the careers of many of the creative individuals. This is known as “the Bible” in fashion circles and is a must for any would-be fashionista.

Business Do your shopping with hiSbe: How it should be Greg Hadfield @BrightonIndy Tomorrow is Small Business Saturday. Ruth and May Anslow, the sisters behind hisBe - “a new type of supermarket” - have more reason than most to celebrate. After two years, their dream is about to become real: a supermarket that is standing up for how it should be (hence the name: hiSbe). How is hisBe different? Well, it is a social enterprise on a mission to do what’s right, not just make money. To put good things all in one place- a 2,500 sq ft store in York Place - at affordable prices. In short, it aspires to be how every supermarket should be. This is not, however, some niche enterprise or “shopping destination”, serving only a

sliver of city consumers. It is a mainstream business that has done its homework. Within a half-mile radius, there is a weekly spend of £550,000 on food. A supermarket would normally need to see at least £200,000 to open. With only days to the grand opening - and after just four hours’ sleep, Amy said: “We are not a health food or wholefood shop or anything like that. We sell the best in every product category - at prices that are affordable.” Hisbe has raised more than £200,000 in funding, including £30,000 from a crowd-funding campaign on Buzzbnk, the biggest of its kind. It has about 350 shreholders, including Gordon Roddick - who, with his late wife Anita - founded The Body Shop. Mary Portas is another supporter.

The Montefiore Hospital opened its doors a year ago and has been welcoming patients ever since. Situated in the former Legal & General building on the corner of Davigdor Road and Montefiore Road in Hove, the hospital represents a £35 million investment for Spire Healthcare, one of the leading providers of private healthcare. The man responsible for running the Montefiore is hospital director Andy Wood. He said: “It’s been an incredibly exciting year, with something new happening almost every day. We opened the hospital with core services in place but have been constantly developing the offer so that patients have access to the most up-to-date private healthcare in the country. “We have over 100 consultant surgeons and physicians practising at the Montefiore now. Thanks to the state-of-the-art facilities and equipment, we are able to attract leading medical professionals across a full spectrum of medical specialties. Patients are referred or elect to come to us for all manner of diagnosis and treatment and everything is under one roof. This means that all tests, scans

Juice 107.2 launched their 2013 Christmas Toy Appeal just one month ago and the response has been overwhelming. They have so far collected over 300 brand new Christmas Presents to give to some of the children affected by poverty here in Brighton. Local charities Fun in Action, RISE, Brighton Unemployment Centre Families Project and Brighton and Hove TUC Unemployed Workers Centre have all had deliveries of toys this week in time for their Children’s Christmas Parties. Juice 107.2 went along to the Fun in Action Christmas Party in Whitehawk on Sunday and met one of the recipients of a present - Beth who is 12 years old and her befriender Sadie. Fun In Action is a great charity that relies on volunteers to befriend youngsters from lone parent, low income families. The unique befriending scheme offers local children a one on one opportunity to spend time outside of their home with their carefully matched befriender. The time spent with the befriender helps open up new avenues for the children which dovetail with the child’s own interests. It also building each child’s inner

security and feelings of selfworth. Sadie one of the charities befriender’s explained how she got involved: “I was looking to put something back into the local community and came across the charity Fun in Action. I have now been Beth’s befriender for over 4 years and we spend time together every week baking, swimming, horse riding, bike riding, doing arts or crafts or going to the cinema – whatever we fancy doing really.” Beth explained a little about how important this time and relationship is to her: “My mum had a stroke ten years ago and I am the main carer for my sister and help with my mum’s care. My time with Sadie allows me to have time off from all the responsibility I have and gives me a chance to just be myself. She is like a big sister to me and I have even been camping with her and her family.” Sadie explains that she too gains so much from the small amount of time she works for Fun in Action per week: “My time with Beth through Fun in Action has been the most rewarding of my life. It takes just a few hours

a week to befriend one of the children on the waiting list and I would highly recommend it.” Over 50 children in Brighton and Hove are currently on the waiting list for befriending through Fun in Action. By shopping locally and supporting local traders, you are investing in your home as well as your high street.” Separately, Nancy Platts, Labour

On a visit to Lovethatstuff, which sells fair trade clothing, jewellery and homeware, she said: “I have met some incredible small business owners over the last few weeks and their stories have been inspiring. Saving Mr. Banks is a thoroughly entertaining and superbly acted Hollywood story that’s both deeply moving and laugh-outloud funny. It will also make you want to watch Mary Poppins again and is certain to pick up a boat-load of Oscar nominations come awards time. Highly recommended.

Winter is here and, if you’re anything like me, this now means that Sundays can be spent guiltfree in a warm pub, devouring a roast dinner. Battling my way up the steep Guildford Road, arriving at the Sussex Yeoman felt like some kind of reward for my efforts. And stepping inside into the steamy,

warm atmosphere was a Sunday dream come true. The Sussex Yeoman has been serving home-cooked roasts for years and there are only a few other Brighton and Hove pubs that sit alongside it in the muchrespected roasting category of “the best”. Booking ahead is very much advised as the pub gets very busy every Sunday. Spread out across a multitude of hardwood tables were couples, families, large groups of friends, and those nursing sore heads from the night before. Opting for a large glass of Pinot Noir (£5.75), we propped at the bustling bar while we waited for our table, a perfect chance to read the menu. Not only does the Yeoman offer roast delights on a Sunday, you can also create a more gastropub/restaurant experience and order from a selection of starters and lunches. With a tempting collection that includes lemon sole tempura, Sussex mutton goujons and whole grilled local plaice with lemon, garlic and thyme dressing, the Yeoman offers something for everyone. At the time of visiting, we were right in the middle of game season,

so alongside the usual meat fare of Sussex leg of lamb, Sussex topside of beef, slow-roasted shoulder of pork or free-range local chicken, there was also wild Sussex venison haunch and roasted pheasant to choose from. Great to see a pub expanding on the traditional repertoire. Vegetarians need not worry as the Yeoman serves a tarragon and mushroom steamed suet pudding, plus a lentil, walnut and mint bake, which can also be made vegan upon request. Feeling slightly flush, I ordered the Trio of Sussex Lamb from the specials board; it came with roast leg, pressed shoulder and stuffed breast. Priced at a fairly steep £14.90, I had high hopes - and I certainly wasn’t disappointed. Served in a deep plate and adorned with parsnip crisps, my Sunday roast came with a plethora of vegetables including broccoli, red cabbage, crunchy carrots, buttery mashed swede, seasonal greens plus roast potatoes and a wonderfully crunchy Yorkshire pudding. The trio of lamb was scattered around the plate, hidden in nooks and crannies of vegetables and potatoes. All cuts were beautifully cooked and I loved

Baking in Brighton means big business. There are countless stalls, traders, street foodies, cafes and boutiques paying homage to cupcakes, sponges and pastries. And this they all do very well indeed. But why follow the crowd? Why not create a cupcake company completely left-field and think outside of the cupcake box? Welcome to Operation Icing. Founded and run by Jojo Huxster, Operation Icing is based upon on three main elements: veganism, activism, and damn fine baking. Run out of a large basement

kitchen in the heart of the North Laine and trading completely not for profit, Operation Icing donates all financial yield to a wealth of animal charities, including Sea Shepherd, The East Sussex Wildlife and Rescue Ambulance Service, The Monkey Sanctuary, and Raystede Animal Sanctuary. I caught up with Jojo to find out more. What inspired you to start a vegan bakery? Firstly, I love cake and then I guess there’s my desire to work for a vegan company and to raise money to help animals. Once I’d worked out how to combine these three things there was no stopping me. I realised I was so much more motivated when I was trying to raise money for charity, so I decided that was the way to go. Alongside those previously mentioned, I also donate cupcakes to fundraising events for groups like Brighton Feminist Collective, The Poppy Project, and Brighton Pro-Choice.

How do you come up with your cupcake ideas? As well as being a baker, I’m also a blogger over at vegan.in.brighton (veganinbrighton.blogspot.co.uk). Australia has a heritage in swimming almost unlike any other nation on earth. Physically, geographically and psychologically, swimming particularly ocean swimming - is as important a part of Australian culture as beer and pom-bashing. The coastal perimeter of this vast continental state, where the populace blooms like krill, teems with open-water swimming events - of which the Lorne Pierto-Pub is among the most iconic. And, for now at least, it’s the world’s biggest ocean swimming event. Situated at Lorne Beach, which is about two hours south of Melbourne along Victoria’s glorious Great Ocean Road, the GMHBA Lorne Pier-to-Pub is a 1.2 kilometre open-water swim

organised by the Lorne Surf Life Saving Club. In 1998, it entered the record books as the biggest ocean swim, when more than 3,000 people took to the water. Now, celebrities, politicians and even former Olympians have taken on the challenge. The huge numbers of participants mean organisation has to be tight. Lorne sees groups or waves of swimmers, numbering around 300 in each, start from a ramp near the pier and follow the coastline north for a kilometre before a frenetic 200-metre sprint for the finishing line back on the beach. The chop and churn of the water caused by the huge numbers of swimmers is a remarkable experience - like racing in a giant washing machine on full spin. The Aussies know how to throw a good party and part of the lure of Lorne for so many people is to

experience what has become a carnival event. For those who have competed in 10 or more races, a muchcoveted place as a member of the Shark Bait Club awaits. The Shark Bait Club gives a clue to what, arguably, lies at the heart of the swim’s popularity, particularly for the overseas visitor. The club is named after Vic “Sharky” Marshall, so called for having swum behind the shark nets in Queensland and who was a life member of the Lorne SLSC. Vic was a lifeguard and, by all accounts, an all-round “top bloke”, who embodied a sense of fun and character that has become synonymous with the public face of Australia. Lorne is these things, too. It’s inclusive; it could so easily have become consumed in a soulless corporate soup of sponsorship and celebrity. But its beating heart is the community that has

“Sit upright, child,” parents the length and breadth of the country bark at their children across the dinner table. This familiar phrase from my northern upbringing rings strongly in my ears to this day. And the meaning behind it has more relevance to now me - as a Dynamic Pilates instructor - than ever before. It is almost Christmas party season and the seven-day Advent countdown will be here in no time. There will be an inevitable move away from exercise and over to enjoyment and frivolity as office chairs will give way to bar stools. This indulgence - added to the long office hours and the cold

weather - may lead to tightness in the shoulders, hamstrings and lower back. Which isn’t ideal preparation for a New Year fitness regime. Back issues and back pain are remarkably common - and we should do everything we can to avoid such them. Postural correctness, balance and alignment are all important buzz-words in the industry we deal in here at Beau. At this time of year, they take on a greater significance as the joggers, runners and power-walkers come in from the cold. I am meeting people with increasing regularity who are faced with a quandary now that December has arrived: how and where to exercise. There are a few die-hards left traipsing around Preston Park during daylight hours, their breath clearly visible in the air, but surely even they will

succumb eventually. Safe and rigorous exercise indoors has to be the answer and Dynamic Pilates can provide a solution to all of these problems. A neutral and stable spine are essential. Here are some simple tips on how to sit up straight in the office, on the commuter train, or even at a restaurant table: Select a chair that enables you to rest both feet flat on the floor, while keeping your knees level with your hips: ■ Sit back in your chair; if the chair doesn’t support the curve in your lower back, then place a small pillow between your lower back and the chair; ■ Keep your upper back and neck straight, but comfortable; ■ Keep your shoulders relaxed - not elevated, rounded or pulled backwards.

Survey reveals motorists prefer printed maps to a satnav Most motorists still prefer printed maps to sat navs when planning car journeys, a survey conducted by the AA found. Older drivers are the least happy with satellite navigation systems, with only 9 per cent of over-65s ditching printed maps altogether. Overall, 63 per cent of the 23,824 drivers polled have used a printed map in the last six months, while 60 per cent have used an in-car sat nav. More than a third (35 per cent) have used sat nav and a printed map, with the figure rising to 40 per cent in eastern England and being as low as 27 per cent in Scotland.

Just 17 per cent of drivers rely on sat nav alone, but this figure is as high as 43 per cent for drivers aged between 18 and 24. The poll also found that 11 per cent plan their journeys with a map and take written instructions with them, while only 5 per cent of 18 to 24-year-olds do this. The survey also revealed that 1 per cent never travel far enough to need a map or sat nav. Mike Parker, the author of Mapping the Roads, said: “The story of Britain’s road development is also the story of its political, economic and social

history, and the car has shaped our landscape and changed our maps. “Technology has brought us in-car navigation systems to make getting around without a human navigator far easier. “However, there are numerous tales of those who rely solely on this technology finding themselves in either completely the wrong location or on inappropriate roads for their vehicles.’’ He added: “With a good map, you can quite literally see the bigger picture.’’

Leicester have, in fact, found the net nine times more than the Seagulls in the opening 18 league games. Fans will intrigued to see whether Oscar restores Rohan Ince to the Albion side after the dominant midfielder sat out the Barnsley game having been withdrawn in the second half draw with Bournemouth suffering from cramp. Ince has been in impressive form in recent weeks and the Seagulls clearly missed his energy, strength and drive during the moralesapping defeat on Tuesday as the midfield struggled to gain any momentum in attacking situations.

Jake Forster-Caskey would seem the obvious player to make way for a returning Ince while Oscar will also have to decide whether to start with Will Buckley in place of David Lopez out wide. The Albion looked one-paced for much of the midweek defeat but improved slightly after the introduction of Buckley. Kemy Agustien could also force his way into Oscar’s reckoning after an encouraging cameo against Barnsley showed glimpses of his creative talent. Ashley Barnes will almost certainly lead the line again as a lone striker, with Oscar’s reluctance to trial a two-pronged attack against The Tykes suggesting he is unlikely to do so against the highflying Foxes.
