EXPOSED: The head of housing, his brother’s property company, and the £20m council contract SPECIAL INVESTIGATION by Greg Hadfield @BrightonIndy The younger brother of Jugal Sharma, - the suspended head of housing with Brighton and Hove City Council - runs a property company that has received up to £20 million in taxpayers’ money to provide homes for the homeless. Ashley Parker - previously known as Ashone Sharma and Ashoni Parker - is a director and majority shareholder in KEM Property Services Limited (KEM), which has provided temporary accommodation in Brighton and Hove for nearly a decade. Mr Parker, 51, became a director in March 2008; he became a shareholder in February 2009. By which time, KEM owned at least six houses in the city - using mortgages with the Royal Bank of Scotland that totalled more than £3 million. A number of properties sub-let by KEM were reportedly owned at the time by Mr Parker, but the company paid the mortgages on them. Today Brighton & Hove Independent publishes details of

KEM Property Services: housing the homeless >> Continued from page 1 more than 400 council payments to KEM Property Services totalling more than £8.3 million in only 43 months - an average of about £193,000 a month. The biggest single payment was £137,669 on June 29 2012. It is estimated that the company - which was founded in 2003, shortly after Mr Sharma’s appointment in Brighton and is nearing the end of a 10-year agreement with the council may have received as much as £20 million of taxpayers’ money. The city council, however, has not disclosed the actual total. Our findings are the result of an investigation involving hundreds of documents from Companies House, the Land Registry, and Brighton and Hove City Council. The investigation has also involved enquiries in London, where Mr Parker lives in a rented housing association flat and where, in 1997, he founded a separate property company with his older brother. Mr Sharma, then a housing needs officer with the London Borough of Hillingdon, was a director for only 11 days; the company was dissolved on March 16 2010, with no sign of it ever having traded. Now one of Brighton and Hove City Council’s highest-earning

officers – with a salary of £82,500 - he has told friends that he has “declared everything” and insisted he has done nothing wrong. Friends claim he is the victim of a “witchhunt” and a “conspiracy”. Prominent in the internal council investigation that preceded Mr Sharma’s suspension was Jill Whittaker - a lawyer in the city council’s corporate law team - whose husband is Lord Bassam of Brighton, Labour leader of the city council until 1999. Our investigation has not uncovered any evidence to suggest Mr Sharma - whose wife, Audrey, is an environmental health officer with the council has done anything wrong. This newspaper has, however, been told that his future could hang on the contents of two crucial emails: one timed at 3.55pm on June 10 2004 allegedly from KEM’s advisers, telling senior council officers about Mr Sharma’s family connection to the company. The other is reportedly timed at 4.02pm on June 14 2012 the importance of which is not clear. One source close the investigation said: “The question of whether everything was properly declared is disputed.” Councillors and former councillors who have worked most closely with Mr Sharma praise his strategic ability to

“think outside the box”. The focus of the current investigations focus on an innovative policy – championed by Mr Sharma - of working with private landlords to provide emergency accommodation under 10-year agreements or leases. Under the agreements, landlords could count on getting nearly £200 a week for each person accommodated. The six properties known to be owned by KEM comprise 47 flats or bedsits. Jason Kitcat, the council leader, has been personally briefed on the detail of the concerns. The police investigation is being led by Detective Sergeant Edward “Ted” Parker-Bancroft, KEM director, lives in a flat near Haywards Heath railway station Sally Smith, of Sussex Police’s Economic Crime Unit. Neither was willing to comment. Yesterday Brighton & Hove Independent asked the council key questions about KEM Property Services and six KEM-owned properties. They include 40 and 50 Brunswick Place in Hove, on which - it was reported, in 2008 - £300,000 of government grants had been spent to refurbish the two listed buildings. Both properties have Ashley Parker, KEM director, gives a social housing flat in London as his home address been owned by KEM since May 2005; the former was leased to the city council for 10 years in 2006. The key questions included: ■ Has any council officer ever made a public or private declaration that s/he is related to anyone involved in KEM Property Services? ■ How much money has been paid by the council to KEM in each of the last nine years? ■ What is the relation of the council to each of the following: 26 Chatsworth Road, Brighton; 40 Brunswick Place, Hove; 50 Brunswick Place, Hove; 16 and 17 St George’s Place, Brighton; 41 Eaton Place, Brighton; 27 Upper North Street, Brighton. The city council’s head of housing has been suspended, Brighton & Hove Independent can reveal. Jugal Sharma, who has worked for the council for more than a decade, is one of the its highestpaid officers, earning £82,500 a year. He is the second senior officer to have been suspended in recent weeks. Mr Sharma, 53, joined from the London Borough of Hillingdon, where he served for four years as housing needs manager. News of his suspension came as Sussex Police confirmed it was investigating allegations of fraud, but added no arrests have been made. As one of the 20 highestpaid officers, Mr Sharma’s responsibilities with Brighton and Hove City Council are many and varied. According to the council website, they include: ■ to visibly lead, manage

and be accountable for service policy advice to the council and the commissioning, delivery and assurance of investment and services provided by Brighton and Hove City Council and contracted with partner organisations; ■ to support and contribute to the corporate management of the council and ensure that services are delivered in accordance with council’s corporate planning framework, service planning arrangements, budget parameters and to meet or exceed agreed performance targets/outcomes; ■ to promote and deliver innovation in investment and service delivery that demonstrably offers strong return on investment and value for money. For a year until March 2010, Mr Sharma also served as company secretary of Brighton & Hove Seaside Community Homes Limited. The not-for-profit charitable company - financed with a £28 million loan from Santander was controversially set up by the council to raise investment to

help improve all council tenants’ homes to the government’s Decent Homes Standard. It is leasing 499 empty council properties in batches over a fiveyear period, which started on November 1 2011; the council reported that 293 properties had been leased by October 1 2012. They were all properties that were vacant, were a drain on the council’s housing budget, and were not adapted. Mr Sharma’s suspension comes weeks after Ian Withers was suspended from his post as the council’s head of audit and business risk, a post he has held since December 2002. After Mr Withers was suspended, it was reported last month that concerns focused on misleading elected officials in public reports on sensitive matters. Yesterday the council declined to say whether the suspensions were related, what matters were under investigation, or whether Sussex Police or external auditors had been called in. A council spokesperson said: “We can’t comment on individual employee issues.” Sussex Police said: “An

Big turnout for ‘gagging bill’ debate

More than 200 people are expected to attend a meeting to debate what opponents call the “gagging bill”: the Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Bill 2013-14. The meeting - organised by 38 Degrees, the 1m-member campaigning organisation - is at 8pm on Thursday, January 9, at St Mary’s Church, 61 St James’s Street, Kemptown. The debate, to which all three of the city’s MPs have been invited, will be chaired by Greg Hadfield, editor of Brighton & Hove Independent. This newspaper has promoted debate about the proposed legislation, including an article last week by Simon Kirby, the Conservative MP for Brighton Kemptown. A decision on the future of the trials will be made at a meeting on January 23. In an initiative led by Councillor Ken Norman, Brighton and Hove Conservatives have pledged support for them to continue and would - if in control of city council - allow the trials to go ahead in future. Mr Weatherley said: “The speed trials are a local institution which, understandably, has a huge following across the southeast. “Of course, motorsports by their very nature are dangerous, but along with tens of thousands of fellow enthusiasts, I’ve always loved going down to watch the races on a sunny afternoon by the sea.” He urged the council to take note of calls from residents. In recent weeks, we have seen what storm surges can do to coastal defences in our area. The West Sussex village of Pagham had its new shingle and rock defences battered and breached by the tidal surge. There were also cliff falls at Birling Gap and Rock-a-nore, near Hastings - as well as flooding in Shoreham and Worthing caused by bad weather. The Environment Agency plays a crucial role in helping prepare for extreme weather and build flood and sea defences, including in Sussex. But while the government has maintained money available for building flood defences, they

Contest opens to be Brighton’s first gay couple Frank le Duc @BHcitynews A contest is under way to win the chance to be the first same sex couple to marry when the law changes in March. The prize will be a free wedding in the Music Room of the Royal Pavilion in Brighton at a minute after midnight on Saturday 29 March. This is the date on which gay weddings become legal. Brighton and Hove City Council Register Office and the Pavilion are working in partnership to offer the prize. The aim is to enable a couple to make history by being the first to marry under the new law. The council said: “Applications are being accepted from same sex couples wishing to be the first couple to be wed in the city. “The selected couple will be wed, free of charge, in the magnificent setting of the Royal Pavilion’s Music Room at what will be both Brighton and Hove’s first same sex marriage and first late night wedding. “At one minute past midnight on the day same sex marriage ceremonies become legal, the city’s registrars will conduct the first wedding in the Music Room

of the Royal Pavilion. “This will be the first marriage to take place in the beautiful Music Room which has only recently been licensed for evening weddings.” Councillor Leo Littman said: “We warmly welcome the change in the law allowing people of the same sex to marry one another.“Brighton and Hove is a very popular place for both weddings and civil partnerships. “We are now seeing a high level of interest from same sex couples wanting to get married here. “You can feel the excitement build towards the city’s first same sex wedding in March. “We hope and expect that in the years ahead many more happy couples will choose to hold their weddings in our city.” This opportunity is open to any same sex couple planning to be married in Brighton and Hove. Both parties must be legally able to be married on Saturday 29 March. Advertising watchdog finds GMB guilty of “misleading” on 20mph The Advertising Standards Authority (ASA) has ruled that trade unionists were guilty of placing a misleading advertisement in an effort to strengthen opposition to city council proposals for 20mph speed limits. It said the GMB - which paid to publish the advertisement in the Brighton & Hove Independent on September 27 2013 - was unable to substantiate a claim that the council proposals amounted to a “blanket ban”. Separately, the ASA has also disclosed that it is still investigating 15 other complaints about an advertisement by Unchain the Motorist (UTM) that appeared in The Argus newspaper last September. In addition, it said last week that a complaint had been made about a UTM advertisement that appeared in Brighton & Hove Independent on November 29. The ASA ruling about the GMB advertisement - following a complaint by Brighton and Hove Friends of the Earth - said: “We considered that although the terms ‘blanket’ and ‘city-wide’ could be interpreted to mean the same thing, they could also be defined differently, with ‘citywide’ referring generally to an area the proposal might affect and ‘blanket’ referring to the area specifically and inclusively covered. We also noted that GMB’s ad featured only the term ‘blanket’. “We considered that Brighton and Hove City Council had consistently and publicly said

the 20 mph limit would not be ‘blanket’, and that key roads would be excluded from the scheme. We were satisfied that the council had provided sufficient information about main roads that were excluded from the proposals. We concluded that GMB had not provided evidence that the council planned to impose a ‘blanket’ ban and the ad was misleading.”

Yesterday Mick Hildreth, secretary of GMB Brighton & Hove Taxi Drivers Section, said: “GMB is disappointed that Brighton & Hove Friends of the Earth found it necessary to complain about our advert and waste a lot of people’s time over such a minor issue. Although we have given our agreement not to use the advert again, we stand by the fact that it was - and still is - our members’ opinion that the Green-controlled Brighton and Hove City Council’s 20 mph proposals are blanket proposals. “GMB hopes that, in the future, when a scrutiny committee make a decision on proceeding with issues such as the 20mph, the Green Party does not hijack those decisions for their own political ideology. And when they get caught failing to consult, they have the decency to admit their failings and not ride roughshod over GMB members’ constitutional rights to be consulted.” Chris Todd, Brighton and Hove Friends of the Earth, said: “We warmly welcome this ruling. We believe that the GMB ad was designed to deliberately mislead the public. It encouraged people to oppose the 20mph proposals in a way that was clearly unacceptable. It was claimed: “There is justification for killing babies, if it is clear that they will grow up to harm us.” Israel’s Military Chief Rabbi, General Ronski, did likewise. There are even Orthodox rabbis who advocate sending Arabs to the gas chambers. In the Talmud, it is forbidden to save a non-Jew’s life on the Sabbath and murder of a Jew is more serious than a non-Jew. All this became obsolete as Jews adopted the emancipation. Israel has reverted to the Middle Ages. The Chief Rabbi of Safed, Shmuel Eliyahu, banned the letting of apartments to Arabs and the worst bigot, settler Rabbi Dov Lior, told the Israeli army: “There is no such thing as civilians in wartime… A thousand non-Jewish lives are not worth a Jew’s fingernail! and

Are these the most abused cycle lanes in the city?

That’s the question one angry reader asked about parking in Dyke Road. She may not be saitsifed by the city council’s response: “The cycle facilities in Dyke Road north of the Upper Drive, where the photographs were taken, are advisory only and can only be enforced where there are double yellow lines.”But Councillor Pete West, chair of the council’s environment, transport and sustainability committee added: “We are keen to build a network of enforceable cycle routes which link into the cycle lane in Old Shoreham Road and the recently-improved Seven Dials, and we are currently focusing on the section of Dyke Road between BHASVIC and the Upper Drive where a new segregated cycle lane is proposed, because of the large number of schools in the area.”

Russell, Rooney and Blair: All intelligent in different ways Graham Chainey

Boris Johnson, the brainybuffoonish London mayor, recently incurred opprobrium for some comments he made about IQ. He said you cannot have economic equality when “16% of our species have an IQ below 85, while about 2% have an IQ above 130”. Nick Clegg promptly scored political points by slating Boris’s “unpleasant, careless elitism”. And then an interviewer ambushed Boris live on air with some trick IQ questions, which Boris failed to answer correctly, giving the impression he was himself a dunce. Nobody in this little rumpus seemed to come out of it very well, or to show much real intelligence. But what do we mean by intelligence? Is it measurable? Is it a single entity, or a manifold one? I once attended, as a new member, a Mensa meeting in Brighton. Gathered round a table in Horatio’s Bar were about 20 people with IQs above 130. Nobody thought to introduce me. Nobody spoke to me, or made me welcome. I sat there for an hour while they nattered intently about puzzles and software, then fled. Probably, nobody noticed I’d gone. They may have been brilliant at solving Dingbats, but I would have said they lacked an essential form of intelligence. American psychologist Dr Daniel Goleman has dubbed this emotional intelligence, or EQ. It involves awareness of one’s own and others’ feelings, empathy, maturity; at its extreme, it creates charisma. Unlike IQ, it is something that can be developed. Like all forms of intelligence, it can be misused. Bill Clinton’s EQ was once assessed as 170 (the same as his IQ), Tony Blair’s as 140, Gordon Brown’s just 70. Whereas IQ measures logical

ability, there is also intuitive intelligence, the ability to arrive at solutions by non-logical means, said to be stronger in women. And there is creative intelligence, or the ability to produce new ideas, new artistic forms, insightful performances. And there is linguistic intelligence, the ability to learn languages and be eloquent. And aesthetic intelligence, the ability to appreciate a poem, a painting, a landscape. Then there is practical or mechanical intelligence. There are people whose IQ may not be particularly high, but who can do things with wood, metal, engines that seem miraculous to the rest of us. And there is what has been called bodily-kinesthetic intelligence, such as athletes enjoy. And isn’t sense of humour a form of intelligence? So-called common sense is another, though one which has never, it seems, actually been common; Voltaire considered it “very rare”. It enables one to behave in any situation with full regard for all the human factors involved – and every day one hears of people behaving with zero common sense.

I believe there are also such things as spiritual intelligence, and even evolutionary intelligence. There may be a dozen or more sorts of intelligence altogether. The ideal human being would score highly in them all, but it seems unusual to be strong in more than one. Wayne Rooney has high bodily-kinesthetic, but low IQ. Princess Diana admitted to being “as thick as two bricks”, but had high EQ. Bertrand Russell could not make himself a cup of tea (and also admitted he could not do IQ tests). Some people with Asperger’s syndrome have minimal EQ but are geniuses at cube roots or telling you on what day of the week any date in history fell. So BoJo’s remarks were all themore injudicious – unintelligent, I’m tempted to say. What makes a person an admirable or successful human being is an intangible combination of a whole spectrum of factors. And all that IQ tests measure, in my opinion, is the ability to do IQ tests. Harsh cuts – not city council complacency – threaten our ability to care for vulnerable people Reading Jean Calder’s column (page 8, January 3) - responding to mine (page 4, December 13) - one might have thought I had been writing a staunch defence of cutting adult social services when nothing could have been further from the truth. I share Ms Calder’s commitment to the elderly and vulnerable in our city. It’s a shame her piece failed to reflect that my column was addressing the sad realities we face in local government: Harsh cuts to our funding by the coalition government while demand for our services is greater than ever as the population grows, ages and lives longer. I approached this New Year with a feeling of distinct nausea. Nothing to do with eating too much, rather a profound disquiet with local politics and the state of the city. Chief among my concerns is the proposal that services for vulnerable adults will bear the brunt of council cuts. Denise D’Souza, executive director of adult social care, says £6 million will have to be found out of this budget. Older people’s resource centres are in the frame. So are day centres, which provide a lifeline for individuals and their families. In the earlier phases of my mother’s dementia, she attended a non-specialist day centre once a week. And then, as the illness progressed, two days - or, later, three days - a week at a specialist dementia day centre. She received 24-hour care at home, but this could not have been achieved for so long without day centres. While she was there, carers could rest knowing she was safe, stimulated and wellfed. My mother ate well at other times; but, for some of those who attended, day-centre lunches were the only well-prepared hot meals they received. Council leader Jason Kitcat defends proposed cuts to these services. He wrote in this newspaper that “with the ‘personalisation’ scheme, elderly and disabled people are able to choose from a range of activities they would like to do with their allocated budget. This means that fewer are choosing to come to formal council-run day care centres - instead going to the cinema or bingo, for instance”.

He added “as a result...our services at day-care centres are being used less”. This outrageous and selfserving statement, which in effect places responsibility for cuts in services for vulnerable elders upon slightly-less-vulnerable people who wish to live a normal life. I doubt those consulted about “activities” had any idea that mainstream services for their frail peers were at risk. I also suspect there are few older people receiving council funding who would really prefer to spend it on bingo rather than food, cleaning and care. Cllr Kitcat cynically ignores the fact that “take-up” may have reduced because very frail people are not able to access services they need - either because they do not know how to manage money previously spent by the council on their behalf or because the amount provided is not enough to fund what they need. It is no accident that the personalisation agenda came in on the back of a previous £400,000 cut in services. The truth is that many frail pensioners cannot manage personal funding - or simply do not receive it. I would like Cllr Kitcat to meet my old friend and colleague, Pauline (not her real name). She worked for years in the NHS and then in

for her sister, who has dementia, and lives in the same house. Pauline cannot get out. She cooks and cleans for her sister and deals with her fear, anxiety and occasionally-challenging behaviour. To stay active, Pauline knits for charity. She is worried about her own health, because she has had a recent They parrot fine words about fall. That is the reality of life for many older people, especially older women. They work for years on low wages or unpaid in the home. In later life, they live on reduced pensions, frequently after caring for an older husband or parent. After their deaths, they struggle on alone. Then, when they need help and turn to the state to provide it, it spits in their faces. Or politely withholds support, which amounts to the same thing. I am sick of this council’s hypocrisy and the brazen selfishness of those who dominate it. They parrot fine words about equalities and

diversity, but promote a culture obsessed with youth and privilege. Leading councillors and senior officers eagerly publicise their commitment to a few favoured minorities, those with social cachet, but fail to defend services for the elderly, especially those who are poor, sick or female - or the unfashionable jobs of those who provide them (usually women). This council has white-collar community safety officers, equalities and community development workers, commissioners and coordinators aplenty - none of whom provide essential client services. Will they turn out to defend elderly services and the jobs of low-paid colleagues? I do not for a moment think so.

are adding even more cost pressures. So my point was that regrettably we had to find ways to cope, difficult as that would be. None of that was evident from Ms Calder’s article, nor did she reflect that adult services care for people of all ages over 18, not just the elderly. So, while I totally accept that the frail and elderly - like Ms Calder’s friend whom she cites may not wish to go for activities like bowling, many of the adults we care for - such as those with learning disabilities - do choose to do something different. Council officers work incredibly hard, many on relatively low pay which the government has kept behind inflation, to serve the people of our city. With a £75 million budget, adult care is a huge area of concern and work for us; I’m glad that Ms Calder shares that concern. We have protected the most vulnerable - of all ages - in the face of incessant government cuts. Indeed, we are one of the few councils to have protected the eligibility criteria for adult social care and we have a very active Older People’s Council supported by the city council. We are not complacent; I

As a community activist in Kemptown, one of my New Year resolutions was about how to promote our neighbourhood. I doubt if many people will know that St James’s Street used to be known as the “Little Laine”. I want to ensure it does not become the “Forgotten Laine”. It is of enormous concern that St James’s and the streets into Kemptown, such as Upper St James’s and St George’s are being ignored. We are seeing proposed investment all around us: Edward Street and the old Amex building, Circus Street, Valley Gardens, and the seafront east of the pier. Yet nothing in one of the most vibrant and important areas of the city. One only has to look to our neighbours to see the excellent results achieved by the Business Improvement District (BID) in The Lanes and the injection of Mary Portas funds into London Road.

We too should be part of these neighbourhood improvements. I have been particularly impressed with the “street ambassadors” and enhancements such as hanging baskets and Christmas lights. All things that St James’s could and should have. For far too long, we have been ignored and this must now change. We need people with a vision to “bang heads together” and make our case to the wider business community and the city council. We desperately need publicity for the area. A tourist information point in St James’s Street or Kemptown would be a great start. We’re not just a Little Laine. We are a loud and proud Laine and deserve the investment that is sadly missing. Good Golly, Miss Molly! Little Richard’s immortal words. I doubt he would be deemed politically correct by the numpties from our city who insisted councillor Dawn Barnett be dragged over the coals for having the temerity to suggest golliwogs are nostalgic. Well, as was pointed out a previous edition of Brighton & Hove Independent, it is not only Cllr Barnett who feels gollies are nostalgic and worth keeping: a police leukaemia charity and also the Beaver scouts used them as an emblem on their badges. How dare anyone suggest that Cllr Barnett attend a diversity course because she believes gollies are nostalgic? This lady is one of the very few city councillors many of

us would class as being of any use whatsoever. She goes way beyond the call of duty for her constituents and - far from being insulted - should be nominated for an outstanding service award. If ever anyone deserved it, Cllr Barnett certainly does. We need more like her in our city and less of the namby-pamby jobsworths who complained about this dedicated lady in the first place. Not many of us want whingers like these representing us. Indeed, not many of us even want them living in our city and wish they would clear off. I hear Hastings and parts of East Kent are nice for whingers, because there is currently plenty to whinge about. Councillors should be judged on their achievements and how much respect their constituents have for them. There ought to be some sort of marking system to show the

They will be far too busy trying to court you for those all-important hung policy votes to worry about whether you think golliwogs are nostalgic or not.

It is high time we dispensed with all party politics in local government in any event. Not many people actually care at local level which party their councillor represents. They simply want a better service in local governance than is currently on offer. In particular, constituents want listening to which surely is not too much to ask. As for me I’ve started collecting gollies again, because guess what? This has made me realise just how nostalgic they are.

The truth about KEM Property Services: houses, directors, and company accounts SPECIAL INVESIGATION by Greg Hadfield @BrightonIndy

The companies KEM Property Services Limited (KEM) was incorporated by Roger Slazenger on January 22 2003, with its registered office at 36A Goodmayes Road in Ilford, Essex. In official records, it reported it was engaged in “management of real estate on a fee or contract basis” as well as “other business activities”. FP Associates - a firm of accountants that was based at the time in a three-bedroom terrace house in Romford was given as the contact for Companies House matters. KEM’s only founding director was Mr Slazenger, who described his occupation as “manager”. Mr Slazenger owned 74 of the 99 allotted shares; another 25 were owned by Edward Charles Parker-Bancroft.

The two men were also fellow directors of Globalex Consultancy Limited, a Croydonbased property management company, from its incorporation in July 2001 to its closure in September 2005; a third director, called Bryan Joseph, was said to be a local government officer. On March 11 2003, Mr Slazenger increased his number of KEM shares to 110 (out of 135). On March 7 2005, FP Associates – by then based at 36A Goodmayes Road, Ilford - ceased to act as company secretary. The firm was replaced by Nitan Bafna, who gave his nationality as Indian and his occupation as “manager”. It was on March 1 2008 that KEM got its second director: Ashley Parker, who - in a declaration made to Companies House more than seven months later – said his former name was Ashone Sharma (typewritten). He gave as his address 12 Block L, Dufferin Street, near Old Street in the London borough of Islington.

On the form submitted to Companies House on November 11, Mr Parker left blank the boxes for other directorships to be listed; he did not declare his directorship of Sharma Property Company Limited. More than a month later - on December 22 2008 - a revised form was submitted; the only changes appear to be that he gave his former name as Ashoni Sharna (sic) (now handwritten) and he entered “None” in the boxes for other directorships to be listed. Meanwhile, on April 1 2008, Mr Bafna, the company secretary, changed his address from one in Sheffield to 1-7 Victoria Terrace, Hove. On February 19 2009, a new director appeared: Edward Charles Parker-Bancroft, a shareholder of the company since its inception. Now, however, he gave as his address 25 Radnor House, Harlands Road, Haywards Heath. >> Continued on page 19

The £20m to house the homeless th The houses KEM Property Services Limited (KEM) mentions six properties in its accounts; five of the six are referred to in city council documents relating to temporary accommodation for homeless people; the sixth property is 27 Upper North Street, Brighton BN1 3FG, which contains a flat that is the most recent address given by Nitan (aka Nitin) Bafna, KEM’s company secretary (and director of AM Lettings & Property Management Limited). According to Land Registry documents, the terrace house was last sold for £287,500 on June 21 2004. Estimated current value: £412,000. KEM took out a mortgage on the property with Royal Bank of Scotland (RBS) on May 31 2005. The company had taken out its first mortgage - a debenture - with RBS on January 12 2004. As part of a £25 million national pilot scheme, mental health nurses are to be posted in Sussex police stations and courts in a bid to reduce reoffending criminals. The scheme will also be tested in 9 other areas across England.

Brighton and Hove City Council revealed the seafront arches are in need of up to £100 million worth of repairs because of fears they could collapse. The council are investigating ways to fund the repair and improvement scheme.

A developer has been refused permission to demolish a Victorian bath-house on Hove seafront and build an eight-storey block of flats in its place. Sirus Taghan, of Globe Homes has applied to knock down the historic Medina House building, in King’s Esplanade, a number of times and replace it.

Gus Poyet, now at Sunderland, has distanced himself from a transfer request by Brighton and Hove Albion’s Liam Bridcutt. Poyet is a big fan of the unsettled midfielder and his current club had a £2 million offer rejected last week. He said: “It’s nothing to do with me.”

A contest is under way to win the chance to be the first same sex couple to marry when the law changes in March. The prize will be a free wedding in the Music Room of the Royal Pavilion at a minute after midnight on Saturday 29 March.

Parking charges are to be frozen in the coming year – with some tariffs even being reduced. The council has announced it will freeze the majority of its charges for the second year running, after earning £18.36 million in parking revenue in 2012/13.

Work began on Monday on a major project in front of Brighton Station. Surrey Street will be closed to traffic until March. Work in Queen’s Road and the station forecourt will follow later this year to complement improvements already made inside the station.

Business Ride the Wave powers in for another series of business support events Gathering up speed for another mighty series of free-to-access business support events, Brighton and Hove Chamber of Commerce and Brighton and Hove City Council will be working in partnership once again as the Chamber has won a tender to deliver a third series of Ride the Wave from January to April 2014. With a high rate of start-up and self employment in the city, these practical and useful events will help ensure these businesses become financially sustainable. As well as its overarching aim of ‘Building Business Resilience’, this Ride the Wave programme is about providing practical support that makes a difference to ensure some of our smaller businesses remain viable and grow. Providing this programme free of charge to

businesses will ensure the greatest possible numbers have access. There is a continuing need to create more jobs. Increasing the number of apprenticeships and work experience placements and finding ways of helping our businesses expand will help reach this target. Through the use of experienced sector professionals, case studies and interactive sessions, there will be something for everyone ranging from start ups (and before you start), creative industries, retail, food and drink, retail, social enterprise. Topics covered include reducing costs and winning customers by greening your business, PR and marketing, mystery shopping and money matters. Brighton and Hove has a population that is getting

HBA Christmas Retail Challenge hailed a success Hove Business Association celebrate their Christmas Shopping Challenge - with a £1,000 prize draw This year’s Hove and Portslade Christmas Shopping Challenge saw more than 50 retailers taking part, and now it’s time for the £1,000.00 Prize Draw! Tonight, (January 10), Hove businesses will be meeting at the Italian restaurant “Topolino Duo”, 65 Church Road, Hove, at 6.15pm for a celebration and the naming of the lucky winner. All over the Christmas period, independent retailers across Hove and Portslade took part in the promotion, which featured maps with their shops on them, and which shoppers then had stamped as they visited each outlet. After 10 stamps, the entry was complete, and could be posted back to Hove Business Association (HBA) for entry into the prize Draw. HBA’s Chair, Jill Humphrey, said: “It’s crunch time now on how the Christmas Challenge worked for our retailers. Basically: did it work, or didn’t it? Living Wage campaign gets the green light for third year The Living Wage campaign went from strength to strength in 2013 and most especially here in Brighton and Hove where over 25% of recognised UK Living wage employers had signed up to the local campaign. The two year initiative funded by Brighton and Hove Council and the Public Service Board was due to come to an end in March 2014 having already exceeded its initial target of over 100 employers signed up and 200 salaries updated. The actual results being 115 employers signed up and over 800 salaries increased by December 2013. But now thanks to UNISON and earlier conversations between The Chamber of Commerce and local officers at Brighton and Hove council the Living Wage initiative here in Brighton and Hove can continue into an unplanned but desirable third year working towards the general election in 2015. Tracey Allen from SEA PR who is running the campaign on behalf of Brighton Chamber said: “It is rewarding and very exciting that due to the foresight of UNISON locally and nationally our effective local campaign will

continue for an even longer term and we can continue to debate and drive forward the Living Wage message in Brighton and Hove. We now have even more opportunities to encourage more salary increases helping to boost local economies long term and help those living here have a better standard of living. Our ambitions to extend the campaign have come to fruition and feels very like a very important step in the right direction.” UNISON took the decision to support the campaign at the back of 2013 when they themselves joined the campaign. Learning that it would then end in March they felt it was detrimental for the campaign to finish so prematurely and with their annual conference due to be held in Brighton in June 2014 the Living Wage message also fits their agenda for discussion. Alex Knutson from UNISON said: “Addressing low pay is key to what UNISON do and this is a good opportunity for us to partner with other organisations and be an ambassador for growth in the local economy. As the largest Trade Union in the city collaboration is

very important and we look forward to supporting more colleagues across all sectors including the private and third sectors. The Living Wage is an excellent campaign and we are delighted to be so involved.” The Living Wage campaign is still looking for further funding to complete the extensive activity now planned until the election in 2015. Student wins iPad It has to be a good start to the New Year when someone hands you a free mini iPad as a prize for winning a competition. Well this is exactly what happened to 13 year called Chloe Ockenden on Friday who entered a preChristmas competition - all part of The Brighton and Hove Youth Collective’s (BHYC) first year anniversary celebrations last month. Chloe who goes to Dorothey Stringer school received the iPad from business man and charity supporter David Swainsbury from Newman Business Solutions. The Collective were looking at ways of engaging with more young people. The competition also provided The Brighton and Hove Youth collective with some very interesting results. The survey said that the best 3 ways to communicate with young people are: Texting – 46% Brighton and Hove Youth Collective Facebook – 39% Leaflets & posters – 33% And the top three things that young people want to know about are 1) The Activities that are on offer – 86%, 2) Events they can go to – 76% and 3) Local community activities in their area – 63%.

The Chardonnay grape is one of the most popular varieties in the world. Originating in the Burgundy region of France, it is a key element in many wines - including the crisp and acidic Chablis and the majority of good Champagnes. It is quite an unusual grape in that its flavours change quite dramatically, depending on the climate in which it is grown. Lake Siruana appears more like a river winding through the muscular Serra de Montsant than an isolated body of water. The Catalonia mountain village that lends the lake its name sits discreetly above, amid a breathtakingly-beautiful landscape. Here, the Spanish

mountain region of Tarragona remains relatively underexplored, given its proximity to Barcelona. But a new rush of active adventurers is joining a path beaten by rock-climbers and mountain-hikers, thanks to the annual Neda el Mon Prades Siruana mountain swim. Now in its fourth year, Prades Siruana is a three-kilometre circular swim held in the narrow Lake Siruana, with a quota of competitors set at 300. The still of the lake offers an uncomplicated swimming challenge. But that is not to say that it offers little for the more experienced hand. Water temperatures of the lake in April do not stray very far above 14 degrees C. In fact, last year’s swim was affected by snowfall, which saw the course shortened to compensate for the plunging mountain temperatures. The lake’s placid, if chilly, disposition makes it an attractive proposition and was certainly one of the reasons that first drew organisers, Neda El Mon, to its waters. But more than that, suggests

And it has protected too the cultural landscape of one of Catalonia’s unique environments. The mountain village of Siruana, just west of the lake, is a timeless stone-walled bastion of ancient Spain. Virtually hidden in the mountains, Siruana was a defensive outpost built by the Moors. The village is likely to have been built by the stones of

Across the Montsant, impossible views and implausible places of ancient construction abound. There are several old shrines, such as Sant Joan del Codolar, St Magdalena, St Bartomeu and Mare de Déu del Montsant. At the foot of the range, the first

Cartusian monastery established on the Iberian Penisula can be found. The river Montsant crosses the north part of the Serra de Montsant, surrounded by spectacular cliffs. Activities that utilise the natural environment including mountain biking, kayaking, paragliding and. And here and there small conurbations provide food and shelter for travellers from across the world. Hyundai release the new generation i10 The new Hyundai i10 is powered by a 1.0-litre three-cylinder engine; a 1.25-litre four-cylinder engine is also offered. What is it? The Hyundai i10 has long been a popular and well-received compact city car. Hyundai is now returning fire against its rivals with its “New Generation” i10. It’s more spacious than its predecessor, reputedly more refined and offered with a wide range of equipment. For example, buyers can specify climate control, a heated leather steering wheel, cruise control and Bluetooth connectivity with voice control. The mid-specification ‘SE’ model comes with the entry-level 1.0-litre engine. It costs £9,295, several hundred pounds less than the equivalent Volkswagen Up. Standard kit includes air-con, electric heated mirrors and USB connectivity. What is it like? As you’d hope for a small city car, the Hyundai is easy to drive. The engine is smooth and relatively flexible, the controls are light and precise, and it rides in a controlled and composed fashion. It cruises happily at motorway speeds too; the overall feel is of a solid and mature product. By no means is it the most engaging car to drive, with its steering being in distinct need of a little more weight and feedback, but elements like a delightfully accurate and slick gearshift do endow it with some charm.

Inside you’ll find a spacious and comfortable interior. There’s plenty of room for front occupants, with lots of leg and headroom, and myriad useful storage points. There’s adequate room for two adults in the back, with enough head and legroom to easily accommodate those up to six-feet tall. If necessary, it can seat three at a push - but they’ll most likely only want to entertain short trips. Three rear headrests are fitted, boosting comfort and safety, but there’s no centre arm rest. One particularly impressive aspect of the i10 is its high standard of fit and finish. Admittedly some of the plastics in the cabin feel a little harsh, but the overall impression is of a quality product. The switchgear, for example, is pleasingly tactile and well finished. There were no rattles or squeaks apparent either, even on rougher roads. Hyundai claims that the i10

will average a very reasonable 60.1mpg. Should I buy one? If you’re in the market for a practical small car that’s easy to live with, the Hyundai i10 should certainly be on your potential candidates list. It’s well equipped, comfortable, effortless to drive and surprisingly endearing thanks to its eager engine and solid feel. Some buyers may be disappointed to find that, unless you opt for a Blue Drive model, the Hyundai doesn’t qualify for road tax exemption.Nevertheless, considering its positive aspects, five-year warranty, impressive reliability and host of servicing plans, the new Hyundai i10 is an appealing option. As an alternative to the likes of a Fiat Panda, Kia Picanto or Volkswagen Up, it’s well worth considering.

Motorists face 60mph on motorways The motorway speed limit in some areas will be cut to 60mph under government plans to limit air pollution near homes and schools. The Highways Agency on Monday announced that it is planning to reduce the limit on a 32-mile stretch of the M1, amid fears that pollution levels are damaging the health of nearby residents. The proposals are part of an attempt to meet European Union targets for clean air. Officials will consider whether to expand the speed restriction across the country, with part of the M3 in Surrey and 13 other stretches of motorway singled out for the measure from 2015. Motoring organisations have

criticised the plans and accused the Government of “penalising” drivers and reducing the national speed limit “by the back door”. Britain has some of the lowest national limits in Europe, behind 24 other countries including Germany, where there is no speed limit on autobahns, France, Italy, Spain and Ireland. The plans emerged after the Coalition abandoned proposals to raise the limit to 80mph, amid concerns it would alienate women voters and risk safety. In 2011, Philip Hammond, the then transport secretary, promoted the plans. He cited work by Transport Research Laboratory suggesting that raising the speed

limit would deliver “hundreds of millions” of pounds in economic benefits due to shorter journey times.

“It’s behind you!” It may be panto season, but we’re not interested in Widow Twankey or Snow White. No. We’re talking all things gluteals this week: derrière, backside, bum. So, here’s the top and bottom of it: the buttocks encompass three muscles that make up the gluteals: Gluteus Maximus, Medius and Minimus. The Gluteus Maximus extends and rotates the thigh laterally, whereas the Gluteus Medius and Minimus abduct and rotate the thigh medially. The sporting pursuit that you may associate most strongly with the firing of the gluteals is sprinting. A common ailment among even the fastest of runners is that the stronger muscles of the legs fire, but the glutes just come along for the ride - when ideally your glutes should stabilise the pelvis. But pull back from the 100m track and consider the following activities and the importance of gluteal activation to perform them correctly: walking, jogging, running, and climbing - all of which are prevalent and widespread forms of exercise in the health-conscious region of East Sussex we all call home. If you spend long periods of time sitting in the office chair, then the front of the thighs - namely, the hip flexors - become short and tight, while the gluteal muscles become long and weak. Soon the body forgets how to use the gluteal muscles, because it will divert the

neural impulse intended for them to a stronger muscle close by to do the job instead. Which may well result in injury. There is a whole host of complaints associated with weak or inhibited gluteal muscles: lower back pain, tight IT bands, runner’s knee, plantar fasciitis (heel pain), achilles tendinitis and shin splints. And you may experience piriformis syndrome. If any of these common complaints resonate with you, then maybe it’s time to help yourself. During these cold winter nights, there’s nothing better than a side-lying leg press: While lying on your side in the comfort of your living room, support your head on a folded towel or cushion, ensuring your hips and shoulders are directly on top of each other. From there, maintaining a neutral and stable spine, you should be able to slot your fingers between your rib cage and the floor. Your bum should be sticking out, both knees should be bent, and your knees should be level with your hips. Extend the top leg away from the body, ensuring that the heel, knee and hip are aligned; the hips should never move. From there, write the alphabet out using your heel, pointing your toes towards the ceiling and then swap sides. This will fire your gluteal muscles into buns of steel for the New Year fitness kick. Richard Morris Brighton striker Ashley Barnes was expected to complete a move to Championship high flyers Burnley yesterday (Thursday) after much speculation. The Seagulls number nine travelled to Lancashire for a medical after the Albion had earlier accepted a bid for the versatile attacker, who had also attracted rumoured interest from Leeds United and Wolverhampton Wanderers. Brighton chairman Tony Bloom was left with little option but to approve the deal after Barnes failed to sign a contract extension offered to him last year – meaning the Seagulls risked losing him for nothing in the summer. The Albion are unlikely to reveal details of the successful bid should the move go through but reports in the national press put the sum at around the £1 million mark. Barnes, who helped the Seagulls clinch promotion to the Championship in the 2010-11 season during which he plundered 20 goals, made his 169th appearance for the

Oscar Garcia has seen his preparations for this weekend’s clash with Birmingham City derailed by a flurry of transfer window interest in his star players. Liam Bridcutt – a long time target of Oscar’s predecessor Gus Poyet – has been the target of repeat bids from Sunderland and the midfield fulcrum had a transfer request rejected earlier this week.
