Greens, Labour and Conservatives take it to the brink

Greg Hadfield @BrightonIndy A six-hour meeting to set the budget and council tax for Brighton and Hove City Council ended in stalemate. The Green Party proposal to put up council tax by 4.75% was voted down by opposition Conservative and Labour councillors. But the three parties were unable to agree on two rival proposals – whether to put up council tax by just under 2%, or whether to freeze it. The meeting at Hove Town Hall was adjourned at 10.30pm last night (Thursday), with councillors expected to reconvene – probably next Thursday, March 6. They have until Tuesday, March 11 to set the budget and council tax or face government intervention. The disagreements centred on expenditure of about £310,000 – out of a budget of more than £750

million. Indeed, parties largely agreed on funds for Pride, grants to community and voluntary organisations, and to Able and Willing, a social enterprise company that employs people with a variety of disabilities. After the stalemate, a spokesperson for the Green Group said: “Our proposals were the only ones put forward on the night that would permanently put meaningful funds into social care services, the third sector, Able and Willing, plus employment support for those with disabilities. “In comparison, opposition amendments were just shorttermist, one-off slivers of cash. “We are the largest party and the administration. We believe that our carefully-considered proposals for a 4.75% council tax referendum to protect social care services should be allowed >> Continued on page 3

Over 1,500 apply for 100 jobs at the new Waitrose in Hove Greg Hadfield @BrightonIndy More than 1,500 people have applied for 100 jobs at the new Waitrose store in Hove, which is due to open this spring. The deadline for applications has closed for the vacancies, which were first advertised last month. Waitrose has received a remarkable 1,550 applications for roles that include full and part-time positions across all departments. The retailer, which has a policy to recruit as locally as possible,

has worked with Jobcentre Plus to identify potential candidates, including unemployed people. The interview process will start within the coming few days, with all new employees becoming partners in the Waitrose business - entitling them to exclusive benefits, including shopping and leisure discounts, leisure and learning subsidies, and a share in profits in the form of an annual bonus. Last year, partners received 17% of their annual wages in bonuses, the equivalent of about nine weeks’ earnings. Nick Mort, branch manager at the new Waitrose - on the

site of the current Co-operative store, next to Hove Greyhound Stadium - said: “We have had a phenomenal response to our recruitment drive and are really encouraged by the calibre of applications we’ve received. “We are delighted that so many people are eager to work for our business and look forward to a successful future at the Hove store.” Waitrose announced that it will be opening the new branch in Nevill Road after acquiring the Co-op store last November. About 180 partners will be employed by Waitrose Hove, including 80 former Co-op employees.

Waitrose is taking over the existing Co-op store in Hove this spring

The decline and decline of The Sussex Argus EXCLUSIVE by Greg Hadfield @BrightonIndy An average of just 14,583 copies of The Sussex Argus were sold each day in December last year. There is no disguising it. That’s bad news. The ailing newspaper has revealed the lowest circulation figures in its 134year history.

Revealed, however, is not quite the word. When the latest shocking figures were formally published by the Audit Bureau of Circulations (ABC) on Wednesday, the oncegreat publication chose to use a full-page advertisement - which would cost you and me up to £2,966.40 - to tell readers that it “continues to GROW” (see left). In fact, the average circulation in the six months to the end of 2013 was a mere 15,153 - 21.1% down on the same period in the previous year. And 8.8% down on the previous six months, to the end of June 2013. If there is one piece of good news, it is that the rate of decline has

slowed. Marginally. Sales had fallen by 25.8% in the first six months of last year. So how could the erstwhile Brighton Argus - a city newspaper that once sold 100,000 copies a day - pretend it is growing? When, by the most optimistic estimates, the newspaper is selling fewer than 5,000 copies within the city. And when fewer and fewer people across Sussex are paying up to 85p a copy. It just goes to show. You should not believe everything you read in newspapers. Meanwhile, Gracia Martore – a director of Newsquest, owners of The Argus – earns a reported $8.5 million a year from Gannett, Newsquest’s American parent company. So that’s good news.

The ailing newspaper is still trying to offload its offices on the periphery of the city

This really is no way to run a council. “The Greens are the administration and they should have showed a bit of courage and leadership tonight. “We have been clear and consistent in arguing for a freeze all the way through everyone knew our stance.”

During the debate, Warren Morgan, leader of the Labour and Co-operative Group, criticised Green proposals to increase council tax by 4.75%. He said: “Household incomes have fallen by £1,600 since the last election. “Wages are increasing below the rate of inflation, while energy bills are increasing by five or six times the rate of inflation. “Most can’t see their personal financial situation improving this year, and one in three Brighton and Hove residents are struggling with debt.

“Part-time jobs, zero hours contracts, the bedroom tax, benefits cuts and minimum wage pay mean this is a recovery for only a few at the top. “When the Greens say it isn’t much, when they say it’s just a few pence a week or a few pounds a month more, they show more clearly than ever that they are out of touch with the vast majority of people in this city, out of touch with those struggling financially, and out of touch with the reality of many people’s lives.”

A solid business case for the i360 means it will generate a return on our investment Glynn Jones @WestPierTrust

Mike Holland is at it again. A few weeks ago, he was rubbishing the business case for the i360 viewing tower on the basis of phoney figures made up by him - and then telling us the sums did not add up. In last week’s newspaper, he was rubbishing the West Pier Trust and saying it would be best for the city if nothing new happened on the seafront. Sometimes, it seems - to quote the Duchess in Alice’s Adventures in Wonderland - “he only does it to annoy, because he knows it teases”. The seafront, however, is the shopfront of our city and deserves better. I’m sure Mike Holland did not get where he is today by being so cavalier with the facts and figures. But, if he did, I am glad that he is not in a position of influence. Fortunately, the West Pier Trust and the city council, which are considering funding proposals, have more to go on than what goes on in Mike Holland’s head. Also, fortunately for the city, the i360 scheme is designed and backed by Marks Barfield who, Mike may remember, were responsible for the hugely successful - and profitable London Eye. Even more fortunately, Marks Barfield and their advisers know how to put together a solid business case. Not surprising perhaps, given that they have sunk a considerable amount of their own money into the scheme so far. The positive case for i360 is that it is a 21st-century version of the Victorian pier, representing the best in design and innovation, which

will capture the imagination of the city. It is also a project ready to start: it has planning permission; it has contractors ready to begin; and, if the council approves the funding proposal, it can start within a couple of months. Within two years, Brighton can have a world-class visitor attraction, not only at no cost to the public, but also actively contributing to the city - and, at the same time, giving the wider message that the city is once again re-inventing itself and is open for business. It is good for the site of the West Pier, it is good for the seafront, and it is good for the city. So why cannot the council’s proposed funding be used to repair the seafront instead? Well, because the funding is a loan and somebody needs to pay it back. Seafront repairs, however important, do not generate any income. The great benefit of the i360 funding proposal is that it generates a return to the council, which it can decide to use to fund improvements to the seafront. The i360 also generates an income to the West Pier Trust, to help clear the sea wreckage of the old pier that Mike Holland is so concerned about. Finally, we make no apologies for aspiring to build a new pier for the 21st century. It may not be feasible, but we will not know until we have explored all the options. The city needs ambition and vision to move forward. I’m sure readers of Brighton & Hove Independent will appreciate that even if Mike Holland does not. Glynn Jones is chair of the West Pier Trust.

A lifeline for Preston Street traders The Preston Street Traders’ Association is urging readers to support the council loan of £36 million to enable the i360 project to go ahead. We are in favour of this project because an inspiring modern building of this calibre will have maximum impact with minimum disturbance to the landscape, offering a unique experience. It will prove to be a catalyst for longterm regeneration. The council is to be congratulated in having the initiative to act now for the

future of generations to come. The generation of 160 jobs, £5 million a year revenue, and 1% of ticket sales to complete the regeneration of the arches is not something to be sniffed at during times of hardship and after years of neglect. We firmly believe this is decision time and no politics should be played at this critical stage. This is not the time lose our nerve. Angelo Martinoli, chair of Preston Street Traders

How Women Lead: Two views from the top Tony Greenstein @TonyGreenstein

Why is it so difficult for women to get to the top? And what do women leaders say about leadership? Prominent women in Brighton and Hove discussed their experiences and reflections at an event organised by the RSA at the Sallis Benney Theatre. Speakers included Penny Thompson, chief executive of Brighton and Hove City Council, and Caroline Lucas, Green MP for Brighton Pavilion.

What propelled me to executive leadership? Was it ambition? Well, it was not the overwhelming desire for power and control. I always wanted to make a really positive impact through public service and, as time went on, I found that working with individuals and families was not enough. I wanted to have more influence, to create the conditions for great work to happen. Even the stimulation of being a practice teacher for students and a shop steward was not enough. I came to think that I wanted to be the sort of manager I craved - can-do, valuing, creative and experimental, fun! If I did not do better, I would not do worse! Were role models critical to my path to the top? Well, I haven’t had a woman manager since 1976. So I didn’t model myself on women line-managers. I am, however, the oldest daughter of a working mother. I was given the same opportunities as my brother. I was expected to be independent, self-supporting and to make the Caroline Lucas @CarolineLucas

Reflecting on the question of how women lead, I thought immediately of Petra Kelly, one of the founders of the German Green Party, who has played such an important role in my own life. A passionate and truly inspiring activist and feminist, her observations about women and leadership, while reflecting the era in which they were written, the 1980s, remain critical today: “Playing an active part in society, on an equal footing with men, does not mean adopting the old thought patterns and strategies of the patriarchal world. It means putting our own ideas of an emancipatory society into practice.” Petra was inspiring, not least because her leadership was based not on “power over others”, but rather on shared power,

most of my talents. On my journey, I have seen leaders whom I have admired - impressive men and women directors and CEOs. And I have also had anti-models: those I would not want to be compared to in any circumstances. Was encouragement an important feature in my journey? Yes. Some special managers spotted, supported and encouraged me. I was given an opportunity to act up, when I would not have had the confidence to apply for the role. I was given a place on a senior management development programme where powerful experiential learning was on offer, and this had a profound impact. I have received some very powerful feedback. Interestingly, these managers who encouraged me were all men; they recognised my potential and wanted me to “go for it”. In turn, I have tried to give encouragement to those with talent and perhaps less confidence than they should have in their own ability. Eventually, in my last CEO role, I had a female chair, and she was fantastically supportive and encouraging; we were a strong team dealing with a very challenging mission.

I have always been focused on the responsibility and accountability more than the title or remuneration, and I value the opportunity to influence, rather than seeing myself as powerful per se. Indeed, working in a democratically-led organisation, it’s important to be clear what you are - and are not - able to do. The implications of high office may be one of the things that put women off: long hours, macho cultures, and poor work-life balance. For me, the challenge and the opportunity that I relish is to create a culture that spawns high performance - that focuses on our customers, our citizens, and serving them well. A culture that is open and valuesled - that has a clear purpose, priorities and is focused on outcomes; a learning culture that engages with staff, citizens and partner organisations; which communicates twoways; which develops talent and creativity, takes reasonable risks, and searches out evidence of effectiveness and efficiency.

and an understanding that the promotion of women as leaders is bound up with organisational change, based on a prioritisation of different values. Parliament is long overdue such a transformation. In British politics, women remain hugely under-represented, making up just 22% of MPs. Shamefully, the UK is 58th in the world league table of women in parliament. And that matters, because it means that the concerns of half the population aren’t heard loudly enough. As a result, we get policies that perpetuate women’s economic disadvantage, such as the brutal public sector cuts imposed by the current government, which hit women hardest. Better mentoring programmes and support networks, properly resourced and affordable childcare, all-women short lists and a fairer voting system – as well as consideration of job-sharing – are all part of the solution. Challenging

stereotypes, increasing the voices of women in the media, and introducing measures like a requirement for company boards to comprise at least 40% women would certainly help, too. Better female representation would bring a wide range of benefits. One would be the new perspective more female MPs would bring, which might include things like challenging perceptions of what leadership looks like, introducing different expectations, and creating new role models. Clearly, women are not one homogenous group with the same views, preoccupations, or styles. But it is obvious that shared experience makes it at least more likely that women will have some shared priorities. Moreover, diversity is a desirable goal in and of itself. Women and men alike are entitled to a healthy democracy, and it is only through creating a parliament that better reflects the population that it is designed to serve that this can be achieved.

A right royal welcome for author Paul Bailey Laura Lockington

It is a bit like asking the Queen to your tea party. And then getting a letter saying that she has accepted your kind invitation and would be delighted to attend. That is how we felt when we invited award-winning novelist Paul Bailey to come to The Bookish Supper Society and he said Yes. There was a lot of whooping and general back-slapping going on at Society HQ. We even broke out the digestives. As if that was not enough, we also confirmed Sally O’Reilly and

Paul Bailey, multi-award-winner

her about-to-be-launched book, Dark Aemilia - from Myriad, the fabulous Brighton publishers which should be rocketing up the best-seller charts very soon. Paul Bailey has written 11 novels including At the Jerusalem, which won a Somerset Maugham Award and an Arts Council Writer’s Award; Peter Smart’s Confessions and Gabriel’s Lament, both shortlisted for the Booker Prize for Fiction; Sugar Cane, a sequel to Gabriel’s Lament; and, most recently, Chapman’s Odyssey. He is the recipient of the EM Forster Award and the George Orwell Memorial Award. He has been a judge on various prizes including the Booker Prize, Orange Prize, and the Independent International Prize. He has also written and presented features for BBC Radio. His new book, The Prince’s Boy, is a dream of a book; I had to ration myself to a couple of chapters a night, because I was determined not to read it all in one go. I wanted to savour it and wallow in the most gorgeous prose you can imagine. Ali Smith said: “If Fred Astaire had been a novelist, he’d have been Paul Bailey... one of the wittiest, most

Season to Taste or How to Eat your Husband by Natalie Young Nobody has seen Lizzie’s husband, Jacob, for a few days. That is because last Monday, on impulse, Lizzie caved in the back of his head with a spade. And if she is going to embark on the new life that she feels she deserves after 30 years in Jacob’s shadow, she needs to dispose of his body. Lizzie is an ordinary woman; she keeps herself to herself; she lives in a cottage with her dog. She likes cooking. Her method of disposing of the body is definitely not for the faint-hearted. I thought I was pretty strongstomached when it came to gore on the page, but Natalie Young got me fair and square when she talks of smearing olive oil and salt on her dead husband’s

Lizzie’s butchery skills left me impressed. It is hard enough in real life to joint a chicken, let alone a dead husband - and then neatly package and label various cuts for the freezer. As to what she does with the “crown jewels”, it really did make me shudder. It quite put me off my sausage sandwich. We are taking back the rural museum, which we leased to the worse-than-useless Stanmer Preservation Society, which has managed to open only for half a day a week during the summer months. We have have retained all the wonderful volunteers, who are looking forward to a bright future under the management of The British Engineerium Trust. Admission will still be free - although we will ask for donations to fund the work of the volunteers. And we will be open six days a week, with closure only on Mondays. We will be taking control of the museum from April 14, when the Stanmer Preservation Society have to vacate.

We were hoping this would be a seamless operation, but a handful of the spiteful people within that organisation have busied themselves by removing most of the artefacts. There is, however, nothing like a good clear out from time to time. And rather than being upset, I am actually quite pleased - because a lot of the items on display were not of much relevance and we have plenty to replace them with while we build up a really interesting collection. ■ If anyone reading this has any interesting rural artefacts that they would like to donate or loan for display, we will always be grateful. Anyone who thinks they can help, please contact NIck Spice, the museum manager, by emailing nickspice@hotmail.co.uk.

Lack of balance in report on travellers’ site Councillor Geoffrey Theobald took a principled stance on a permanent traveller site when he set out the reasons for Sheepcote Valley permanent site in July 2008. Now (page 5, February 21) he conflates the National Park’s approval of the traveller site with the city’s need for further housing as a reason for rejecting the proposed permanent site. What has changed between then and now? It is worth recalling that a traveller and allotment site was sacrificed when the Carden Primary School was built in the late 1940s. Bearing that in mind, it is likely that travellers were part of the Patcham and Hollingbury community for some considerable time even before the Mackie Estate was built. I am at a loss to understand Councillor Carol Theobald’s remarks that the site would add to Patcham’s regular flooding. Patcham last flooded in 2000, more than a decade ago. Prior to that, there were

floods in 1925 and 1960. Do four floods in 89 years create a regular pattern? It is more reasonable to think that the excess water is the result of the construction of the bypass in the early 1990s rather than by surface water from the traveller site as well as the heaviest rainfall for more than 200 years. The councillor should have remembered that the proposed mixed traveller site is at least half a mile from Patcham village, on the other side of the by-pass. The geography of the site means that the site will not drain into the Wellsbourne at Patcham village, but probably where Carden Avenue meets London Road - where the drainage is more robust than in Patcham village. New sealed drainage was a condition of the permanent site planning approval. It is not clear that the new settled travellers will produce less waste water than the 14 new homes just added on Vale Avenue (nine homes) and near

Overhill Drive (five homes). For these reasons, I am disappointed by the lack of balance in the article and the fact that poorly-thoughtthrough assertions went unchallenged.

Plummeting popularity of the Green-led council

Commenting on my letter about the widespread dislike of the city council’s Green administration, it is understandable that Robin Hillier (page 10, February 21) concludes that my views are based on talking only to Hugh Woodhouse my “Labour Party activist grouping”. Brighton travellers site plan Editors have the right to to be reviewed by minister shorten readers’ letters and I have no complaint about mine being edited. A cabinet minister has called in the plans for a permanent travellers site in Brighton. Communities and Local Government Secretary Eric Pickles will review the decision to approve the plans for the Horsdean site. The scheme was approved by the South Downs National Park Authority Planning Committee on Thursday, February 13. The proposal was submitted by Brighton and Hove City Council’s Green administration, with support from the Labour Group. It allows for a 12-pitch extension to the current transit site, making a total of 33 pitches, housing up to 150 travellers and all their vehicles at any one time. The proposed site is in the South Downs National Park. The announcement that the planning permission would be reviewed was welcomed by Patcham Conservatives. Councillor Geoffrey Theobald spoke against the application at last week’s national park authority planning meeting. Councillor Theobald argued that the proposed new site would contravene national planning guidance issued just last month that traveller sites should be built in areas such as Horsdean only in exceptional circumstances. Two local experts in hydrology – one a former managing director of Southern Water – also spoke against the application. They raised serious concerns about the effects a new site would have on both the quality of the drinking water in the aquifer and extraction adit that sits directly below Horsdean and also on the amount of waste water carried from the site through the already overrun sewerage system that

serves Patcham. Councillor Theobald said: “I am very pleased that the Secretary of State has listened to the people of Patcham and beyond and decided that these ill-thought through plans need further consideration. “I campaigned long and hard for the national park to be established in order to protect the South Downs from inappropriate development. “I feel that last week’s decision by their Planning Committee was a betrayal of all that I, and many others, fought for. “If this is going to be allowed then what is to stop other downland sites being developed for conventional housing, particularly with the planning inspector recently telling the city council that their housing target is far too low?” Fellow Patcham ward councillor, Carol Theobald, added: “Given the regular flooding we see at Patcham, it would be absolute madness to tag another large settlement on to a sewerage system that is clearly struggling to cope with the current levels of water entering it. “The Horsdean site itself is also prone to flooding and concreting over large parts of it will further exacerbate ground water run-off. “We don’t feel that these concerns, and the concerns our experts have about pollution of the water supply which serves the whole of Brighton and Hove, have been taken seriously by the SDNPA committee. “Horsdean simply isn’t a viable location for such a large traveller camp.” Conservative candidate for Patcham ward Karen Miles said: “I always thought the A27 bypass was supposed to act as a corset around the city beyond which no further significant development would take place. “Therefore, I very much hope,

Second complaint upheld against anti-20mph group A decision was made this week to uphold all 11 objections, made by 15 complainants, against the advert placed by Unchain the Brighton Motorist (UBM) in The Sussex Argus newspaper in September last year. The Advertising Standard Authority (ASA) found that there was not enough evidence to substantiate the many claims made by UBM in the advert. It was therefore misleading and breached advertising standards. Brighton & Hove Friends of the Earth (BHFOE), one of the complainants, welcomed the

decision. Chris Todd, planning and transport campaigner for BHFOE said: “We’re very pleased that the many objections to the advert were upheld. It shows we were right in our criticism of UBM’s many wild and exaggerated claims about 20 mph. “It’s just unfortunate that this process has taken so long. This advert has already misled the public and influenced the response to a public consultation. Getting the ruling now is a little like shutting the stable door after the horse has bolted.”

and from “…conversations in shops, cafes, on buses, in the street” where “the question I hear most frequently is, ‘When can we get them out?’” By-election results and opinion polls since 2011 also chart the Greens’ plummeting popularity. Perhaps it is the Greens who need to talk or - more importantly – listen to a wider group of people.

Don’t give up giving up It doesn’t seem long ago I was writing about new years resolutions and yet here we are at the end of February already. I love this week as not only does it mark the end of the last month of winter but also because it includes Pancake Day. What’s not to like about Pancakes – everyone has their favourite twist. But after the indulgence comes the period of abstinence. Lent. Religious or otherwise lots of people still seem to use Lent as a way of giving up a particular vice. A four year survey of tweets on Twitter gives an interesting snapshot of what people say they doing away with for Lent. It makes interesting reading, a mix of the serious and the trivial. Consistently in the Top Ten are always Chips, Chocolate, Coffee, Swearing, Meat, Alcohol and …..Sex! Amusingly huge numbers of people are also tweeting how they want to give up social networking and tweeting itself for the 40 days. So it got me thinking about what if you used Lent to give up a particular behaviour. As a Collaborative Family Lawyer and Mediator I work with couples who are separating – they are giving up on their relationship. But when couples have children I help them see that they might be giving up on the

romantic relationship but they can’t give up on being parents Parenting after parting is hard it takes commitment to give up negative ways of interacting that cause damage to children. But it can be done. It is far harder than giving up chocolate but my approach helps parents see that they can have a new sort of relationship – one where they work together for the sake of their children. Of course most parents want to do this but sometimes they are just too close to the situation to see what it is they need to give up. So it can be helpful to stick to some simple rules based on what children of all ages consistently say they would like their parents to stop doing. PStop asking about what the other parent is up to. PStop arguing in front of us. PStop making us carry messages between mum and dad. PStop making us feel we have to choose between mum and dad. And the simplest one of all PStop saying bad things about my other parent.

Swimathon

Freedom Leisure joins world’s biggest swim Freedom Leisure pools in Brighton and Hove are urging the local community to sign up and join the world’s biggest swim. This year’s Swimathon will take place at King Alfred Leisure Centre on Saturday, March 22, and Prince Regent Swimming Complex on Saturday, March 22 and 29. So there is plenty of time to set up a team or train for a personal challenge. The event, which is supported by Duncan Goodhew, the legendary swimmer Olympian, will raise vital funds for Sport Relief. Freedom Leisure is offering a range of distances and challenges to suit swimmers of all fitness levels. Individuals can choose from 1.5k, 2.5k or 5k distances; there are also team challenge distances of 1.5k and 5k. Teams can split the distance however they choose, to cater for the strongest and weakest swimmers in the squad. Swimmers looking for a helping hand with their swimming technique or with putting together a swimming training plan can enrol on swimming lessons at both centres ahead of the March event. On the day of the event, the Freedom Leisure team will be out in force to

encourage and support swimmers. “We are thrilled to be supporting the Swimathon again this year,” says Ivan Horsfall-Turner, managing director of Freedom Leisure. “People of all ages and abilities can take part and it’s a great opportunity to raise money for charity while enjoying a fantastic workout. Sport Relief is a truly worthwhile cause so we’re encouraging as many people as possible to set up a team, take the plunge and join in the fun.”

The Brighton and Hove Local Safeguarding Children Board is urging organisations to “stop, look and listen” - to stop abuse, by promoting awareness of child sexual exploitation and neglect: “We will encourage practitioners to look by promoting professional curiosity and challenging complacency. And we will encourage everyone to listen, as the child’s voice and their story must be at the centre of what we do.”

Literature

Short-story prize A Brighton literary night launched a new annual short-story prize. The Brighton Prize is being awarded by Rattle Tales, a city-based live literature event. The prize is for short stories of between 1,000 and 2,000 words on any subject. The winner will receive £400 and the chance to give a reading of their work at Rattle Tales’ Brighton Fringe show in May. Visit: www.brightonprize.com

Funding

Pride Opposition politicians in Brighton and Hove are expected to vote together to overturn a proposed cut in funding to the annual Pride event. The organisers of Pride, which attracts more than 150,000 people each year, had been concerned that the city council was to scrap £25,000 towards its costs. The council claimed the money was not needed now that the event was run on a commercial basis.

A £930,000 pot of money is being made available to help businesses in and around Brighton and Hove to grow. Grants of between £5,000 and £100,000 are on offer to help expanding businesses take on more staff. Three companies have already been awarded business growth grants totalling £69,000, attracting a further £100,000 of private sector investment and generating almost 20 private sector jobs.

Physicists from the University of Sussex are celebrating the first sightings of the minuscule sub-atomic particles known as neutrinos. Dr Jeff Hartnell and a team from the university have been working with other scientists from across the globe for the past 18 months on the world’s longestdistance neutrino experiment.

A Brighton-based charity has produced a video on the way online technology responds to people at risk of suicide. The Grassroots Suicide Prevention video looks at how search engines, mobile apps and social media react to search terms relating to suicide. The charity says that the response can be vital; it has praised Google and Siri for automatically directing users to The Samaritans for help and support.

Food safety

Wheelchair-users could soon benefit from a wider range of accessible taxis. The city council’s licensing committee is considering new regulations that would improve accessibility of hackney carriage vehicles in the city for all wheelchair-users by adding safer access ramps. There are currently 208 wheelchair-accessible hackney carriages operating in the city about 38% of the total.

A panel of councillors is to look at how best to maintain vital seafront infrastructure. Councilors will look at a wide range of issues including the arches and structures supporting the A259, heritage structures, and protective structures such as the seafront railings. They aim at identifying the highest-priority areas for work and decide how such work might be funded and delivered.

Standards of hygiene in the city’s food businesses have continued to improve, Brighton and Hove’s annual food safety plan revealed. The percentage of food premises achieving a standard of 3 to 5 on food hygiene ratings increased from 91.4% in December 2012 to 92.9% in January 2014. The number of fivestar-rated premises has also risen, from 1,311 in April 2012 to 1,469 in January.

Transport

Speed limits After extensive consultation, a wider implementation of secondphase 20mph speed limits is being proposed. The areas will cover roads outside schools, routes to schools, roads outside parks and playgrounds, sports and leisure facilities, community buildings, older people’s care homes, local shops, and roads in busy shopping areas.

Schools

Royal interview Student reporters at Hove Park School were given an exclusive interview with Prince Edward, the Earl of Wessex, at Buckingham Palace as part of his 50th birthday celebrations. The students discussed his role in the Duke of Edinburgh Award Scheme and his role as of patron of the British Paralympic Association. They also broached the more personal matter of his 50th birthday celebrations next month.

Defending intellectual property is central to a vibrant creative economy Mike Weatherley MP @mike_weatherley

Downloading free music and watching pirated films: victimless crimes or problems that have repercussions for us all? It is often said to me that the creative industries are rich enough. Mexican food is set to be one of the biggest trends of 2014 and our beloved city shows no signs of being slow on the uptake. From franchises and chains to street food and shacks, the burgeoning burrito bars are undoubtedly here to stay. Brighton & Hove Independent has compiled the essential guide to Mexican food across Brighton and Hove.

Not just a one-trick burrito pony, the Dead Good Burrito team also serves up tacos and their homemade Berry Hot Sauce, loaded with a secret combination of spices and fresh raspberries. This is one for the chilli heads among you. Run by born-and-bred Brightonian Jamie, with assistance from his supportive family, Dead Good Burrito is as local as you can get. “We do everything from scratch, we buy the meat as local as we can get in, we buy fresh produce as local as we can get it,” Jamie says.

“We’re not exclusively locallysourced, because of our product. But everything is as local and of the highest quality it can be.” Dead Good Burrito’s menu has a mouth-watering selection of burritos, including smoking steak marinaded in chipolte, adobo and spices, and their hugely-popular carnitas burrito: pork shoulder marinated in a secret blend of spices, cooked slowly in fresh orange juice, served alongside lime and coriander rice, homemade salsa, sour cream, Cos lettuce, whole black beans, cheese, and jalapeños. Street Diner market gave Dead Good Burrito an opportunity to showcase their talent to the local community and it has proved exceedingly popular. ”We see the same faces week in, week out,” Jamie, a home-taught chef, reports. Expanding into permanent premises is not on the cards just yet, Dead Good Burrito are

And this one has hit our streets all the way from the United States. Parked in a prime location on the corner of Cranbourne Street and West Street, Californian chain Tortilla opened last December. Burritos are the main offering here, with fillings coming from barn-reared chicken, farm-assured Scottish beef, and quality-assured outdoor-reared pork. Paired with a very generous helping of rice, beans, salsa, guacamole, sour cream and cheese, these burritos prove excellent value for money as the portion size is gargantuan. Salsas and toppings are made

fresh, never from frozen, and all meats are cooked throughout the day to ensure complete freshness refreshing to hear from a corporate establishment. Tortilla provides a refreshing outlook on today’s fast-food scene and is a welcome addition to the city centre. ■ Average burrito spend: £5 ■ Great to order: Naked bowl for those watching the carbs. Washed down with a chilled Corona.

Using British meat, Mucho Burrito serves Mexican-influenced burritos with a North American twist. Their signature is the 14inch flour tortilla burrito, aptly named “the mucho” due to its colossal size. Different heat options are available through their selection of rice and beans and all salsas are made in-house. With a Subway-esque ordering system, Mucho Burrito is essentially fast food for families, lunch-breakers and those wanting something reasonably-priced yet filling. ■ Average burrito spend: £6 ■ Great to order: Churros with dule de leche to follow Fresh passion adds flavour, see page 24

Brighton and Hove - Past and Present

The Brighton and Hove Greyhound Stadium in Nevill Road, Hove, appears uncluttered in this old photograph - which was probably taken soon after the stadium opened in 1928. It was built on the site of orchards and market gardens - and, although more than 7,000 residents opposed its building, 7,000 attended the opening night. Business Ride the Wave with help from experts “Building your food and drink business” is one of the next workshops in the Ride the Wave series, from 4pm to 6pm on March 4. Hosted by Paula Seager, of Natural PR, the workshop aims at helping local food and drink businesses promote themselves better, and learn how to encourage customers to be loyal. There will also be chance to put questions to a panel of industry experts, including Nigel Lambe, the entrepreneur and business adviser who is chair of Small Batch Coffee and Velo Café, and Helen Wilkinson, the founder of Metrodeco. They have both answered a brief question to give a taste of what guests can expect at next week’s workshop: What advice would you give to people in the early stages of a food and drink business in Brighton? Nigel Lambe: “Too many people start a food and drink business because they have a real passion for their product and want to make a career out of it - however,

they often forget to consider what makes them really stand out from the crowd. Quite good won’t cut it these days; you must be exceptional to stay ahead of the pack.” What is your top tip for marketing in Brighton? Helen Wilkinson: “These days everyone can publish their opinions in a second on social media. This means businesses can no longer wrap mediocrity in shiny packaging and hope to get away with it; our products and services must live up to their promise. The challenge for all businesses in 2014 is to build something remarkable and let our happy customers do our marketing for us.” Ride the Wave - now in its third series - offers practical advice and support for businesses of all sizes and types. It is funded and led by Brighton and Hove City Council, and designed and delivered by Brighton and Hove Chamber of Commerce. For this event, the

chamber is working with Brighton & Hove Food Partnership.

Fresh passion adds flavour to the food at The Brunswick @placesieatbtn

A truly blessed thing is meeting someone with a passion to get involved in the local community and share a wealth of knowledge - especially when it comes to food. The Brunswick pub in Holland Road perhaps does not look like it houses a new breed of chef. Ed Heller, however, is changing that with his fresh approach to pub kitchen cooking. Having relocated to Brighton from a farm in rural Hampshire, Ed leaves behind a five-acre smallholding that contains an unprecedented amount of homegrown produce. Luckily for us, his plot of land is tended to by his fiancée, enabling Ed to concentrate firmly on bringing local produce to The Brunswick pub and using it in his carefully-crafted menu. “Does a chef truly know where his food comes from? to bring you down a salad shortly and I can point at that plate and say that I grew 80% of that food,” Ed informs me. “The 20% I didn’t grow would be the orange, which we haven’t got the climate for here and the goat’s cheese - which actually came from the farm next door to me in Hampshire.” The salad in question was a marvel: a cleverly-orchestrated blend of warm goat’s cheese, roasted beetroot, orange and pine nuts, delicately scattered with micro herbs including red vein sorrel, ruby chard and amaranth. The end result was a vibrant and delectable salad. so fresh you could almost taste the soil it grew from. Ed’s smallholding may be over an hour away, but this does not mean he cannot utilise the space at The Brunswick to ensure a higher level of freshness. “We looked at the space we have here and we’ve got a wonderful roof terrace and it’s doing nothing and it’s right outside my kitchen A cleverly-orchestrated blend of warm goat’s cheese and roasted beetroot

door. So I’ve created a germination room upstairs, seeds are already growing and germinating and we will eventually be moving those out to the roof terrace.” Taking the roof terrace one step further, Ed plans to promote the area as “chef’s table” - an ideal location to relax with a glass of wine as the rays shine on the Brunswick’s sun trap back garden. It goes without saying that this area will be a private dining space for up to 10 guests, with Ed picking and choosing herbs from the collection growing around you. For the moment, though, Ed’s focus is on developing a menu

that is consistent and reflects the produce from his smallholding. Changing daily, the food on offer will be a mix of traditional pub grub and more classic bistro dishes, at very competitive prices, due to Ed’s low overheads from growing much of the ingredients himself. “There’s a satisfaction you get out of saying ‘I grew that, I cooked that; you ate that’,” Ed says with a smile, keen for word to spread about his refreshing take on dining in Brighton and Hove. Once a prized variety in the wine-producing regions of southwest France, Malbec also known as Cot - is now . more closely associated with New World wines, especially in South America. This is because of a brutal winter in 1956 which killed many French Malbec vines, leaving only a few regions, such as Cahors, with any kind of significant production. It is in Argentina, however, that Malbec has found its new spiritual home, having been imported from Bordeaux via Chile in the mid-19th century. The wines it produces are dark and heavily spiced, with deep fruity flavours and wonderfully-gentle tannins. The combination of these characteristics and the high level of alcohol makes Argentinian Malbecs very more-ish. A full-bodied Malbec is perfect when combined with red meats - as it loves smoky flavours. As a result, it is a great accompaniment to things such as a spicy Italian sausage ragu, slow-cooked pulled pork, and the deep heat of authentic Mexican cuisine. A swim through the canals is one more reason to visit Amsterdam Tom Gallagher @GallagherTDG

Enjoyment of Europe’s innercity waterways by open-water swimmers has extended to the Netherlands with the Amsterdam City Swim. The swim is a fine example of urban swimming through aquatic avenues once considered suitable only for boats and barges. The origins of the Amsterdam experience can be found as recently as 2011 when a group of Dutch swimmers crossed the Dardanelles in aid of their

friend, Weert Jan Weerts, who was suffering from amyotrophic lateral sclerosis, an incurable nerve and muscle condition. Buoyed by the donations and support the “Hellespont 14” received for their efforts, they decided to found a yearly event in their home city that would continue to raise money and awareness for sufferers of the terrible illness. Water quality is always a concern in the inner-city environment and Amsterdam is no exception. The official line is that the city’s canals are not suitable for swimming, despite everything that has been done to clean them; the water quality is

“Stamp Out Predjudice, Hatred and Intolerance Everywhere” - a motto that Brighton and Hove Sarah Morgan can really relate to. @sarah_morgan I have been on the look-out for a new cheek highlighter - and realised that creams seem to beat powders for a flawless finish. Gleam in Aurora, at £18, is a total winner. It delivers iridescent party cheekbones that are super-enhanced with light-reflecting pearl. The cover-shoot sheen stays lovely for hours without looking “try hard”. Illamasqua make-up makes a big impact in all sorts of ways Skincare is important. But I still crave the drama that make-up conveys. I particularly admire how Illamasqua, the independent British brand, goes all-out with both impact and effect. better now than it ever has been. But that still does not stop race organisers insisting competitors sign a health certificate and disclaimer, as well as recommending a tetanus shot be administered. But all of that has failed to deter a multitude of swimmers keen to take part in the city’s most unique sporting event. You would be forgiven for thinking of getting to Amsterdam a bit of a schlep for what is, ostensibly, an hour-long cavort in a canal. But the swim is just the beginning. Amsterdam’s canals date back more than 400 years and course through a cityscape that has felt the keen hand of history and is now famed for its eclectic appeal. Quick and convenient to get to, the Dutch capital is a pulsating hub of artisans, top-draw eateries, boutique shopping and, of course, a couple of decent cafés bathed in the red lights of its most famous district. But the city is so much more than its clichés would have you believe. Bars, clubs and nightspots are integral to the Amsterdam experience. Defined by a youthful and liberal outlook,

nightlife thrives in the city. Buzzing summer events and outdoor markets are populated by a welcoming community that is at once as intimate as it is international; almost everyone speaks near-perfect English and German, as well as their native tongue. Dam Square is the broiling human heart of the city. Here can be found the Royal Palace, which was actually the city’s town hall, the National Monument - a memorial to the victims of the Second World War - and the historically-charged De Bijenkorf department store. Amsterdam is one of Europe’s premier city destinations cloaked in history and as forward-thinking as any capital conurbation. The Amsterdam City Swim will take place on September 7. The customer comments show that it is a real hero product. I really love nail polish, even though - or perhaps because - it is completely frivolous. This springtime, the hit look is a dusky-pink speckle called Scarce, with random black bits in it. Pretty and cool for £14.50. With more rain and winds coming our way, I have been checking out the most stylish and waterproof coats around Brighton. The modern trench coats is still going to be a key look this spring. Most fashion high-street retailers stock coats with a twist on the traditional style, such as two-toned panels or sleeves. Updated Parkas are in the shops in navy, khaki and black - and some are quite padded to keep out the cold. These designs all have hoods, most with fur round the edge, and the quilted versions are practically all showerproof, too. Marks and Spencer is selling a great range of macs and coats with Stormwear, a breathable finish that repels water. To add some bright colour to your outfit, Wellington boots are fun, practical and waterproof. At Joules in East Street, you can see a great selection of their designs in tall and short boots. They also sell wellie socks – a must to keep your feet extra warm.

Health Take the lunge before you hit the ski slopes Paul Coneyworth @BeauPilates

Following last week’s squatand ski-related words - and eye-catching photographs - we are going to expand on the slopes theme, as our athletes return home, having surpassed expectation in Russia, and as British skiers escape to snowcapped mountains. All this movement on the glaciers must sound appealing. But not everyone has the time to join a local health club in an attempt to exercise rigorously in preparation for hitting the slopes this spring. One thing is certain: sitting on the couch routinely before you jet off to the continent is the wrong preparation. Watching Clare Balding or Hazel Irvine cover the Winter Olympics in Sochi 2014 from the safety of your sofa may have been tantalising. But why not incorporate a series of stretches that are designed to blow the cobwebs off the ski boots and grease those skis down? Trying to balance and stabilise while sliding up and down a mountain is not easy. In the vast majority of skiing situations, gravity is the moving force and our muscles have to create the opposite effect so we do not get thrown around.

You need a stance that is stable yet comfortable while on the move. Due to the sheer force exerted on the joints when moving at high speeds, often in high altitudes, it is of paramount important that you are flexible in your hips, knees and ankles. In terms of the ankles, the weight should shift between the ball and heel of your foot, depending on speeds, ensuring the toes are curled towards your shin, and emphasis taken away from your knees. General knee pain when skiing is often caused by muscular imbalances between the anterior and posterior musculature of the thigh and the medial and lateral muscles of the quadriceps. It is important to stretch the thigh in its entirety, as well as strengthening it. The hips will give you the strength to apply suitable skiing technique - which, in turn, will take a lot of pressure away from the lower back. A common mistake when tearing down the gradients is over-rotation of the upper body, which will place undue stress on the lower back. Strengthen the hips with morning and evening lunges. Ford’s self-driving car produces 3D road map A self-driving car that takes 2.5 million measurements every second has been unveiled by Ford. The autonomous vehicle, which took a decade to design and build, is equipped with four infrared light sensors mounted to a roof rack. The sensors constantly scan the road, searching for objects including other vehicles, pedestrians, cyclists and small animals. These measurements are turned into a real-time 3D map that is fed into the car’s on-board computers. Speaking ahead of the car’s launch at Mobile World Congress, Stephen Odell, executive vice president of Ford, said:

“Our automated research car represents a vital step toward our vision for the future of mobility. “We see a future of connected cars that communicate with each other and the world around them to make driving safer, ease traffic congestion and sustain the environment.” Ford is also developing software that predicts how pedestrians and other vehicles will move, as well as techniques that allow sensors to see around stationary objects. However, the company is not the first to unveil a self-driving car. Google has been testing a driverless version of the Toyota Prius on public roads in California

The car’s infrared sensors scan the road 2.5 million times every second

since September 2012, and has clocked up more than 300,000 miles without a major crash. Autonomous pods are expected to run on pavements in Milton Keynes by 2015.

Brighton have landed a Manchester United starlet on loan to boost Oscar Garcia’s attacking options ahead of tomorrow’s (Saturday) trip to Millwall. The Seagulls yesterday clinched the temporary signing of 21-year-old Jesse Lingard from the Old Trafford outfit after keeping tabs on the attacking talent over the last few weeks and beating off competition from a host of Championship rivals. Lingard, who scored six goals in 13 games during a loan spell at Birmingham City earlier this season, is highly-rated by the Premier League giants and is the leading scorer for the Red Devils’ under 21 side. Brighton have been in desperate need of attacking reinforcements and Oscar was delighted the club was able to recruit the striker on a 93-day deal which covers potential Play-Off fixtures. He said: “We are delighted we have finally secured Jesse until the end of the season.

Brighton have landed Manchester United under-21 Jesse Lingard on loan

He is one of the most exciting young English strikers. “We worked hard to secure a talent who has already shown he can play at Championship level, and I am very pleased to have added Jesse to our striking options for the rest of the season. “He has an excellent pedigree, having come through the academy at Old Trafford, and there is no doubt that he has a lot of talent and ability; I am really looking forward to working with him.” Lingard has yet to appear for Manchester United but was an unused substitute during a recent match with Swansea City.

And, having scored earlier this week in an under-21 clash with Sunderland, Lingard was described as “different class” by United youth coach Warren Joyce. Joyce told Manchester United’s official TV station: “His attitude has been great, to come back from starring out on loan to playing under-21 games that he was doing three years ago and also starring in. “He still does the right things all the time. His workrate was phenomenal and his decision-making was good plus it was a great goal for the boy again, we were very pleased.”

Sussex LTA partners with Albion in the Community Sussex Lawn Tennis Association (LTA) and Albion in the Community (AITC), the charitable arm of Brighton and Hove Albion Football Club, today launched a pilot scheme to deliver tennis lessons in ten primary schools across Sussex. Sussex LTA is training 27 of AITC’s football coaches as part of the charity’s work in schools to provide multiple sports to children across the county. The aim is to increase tennis

participation in schools by training more coaches to deliver quality tennis programmes and create a sustainable legacy for young people to continue playing in the community. Funded by Sussex LTA, the coaches will now offer tennis as part of AITC’s sports participation programme for the very first time, helping 250 more children play tennis on a weekly basis. By the end of the school term this summer, the teacher

training courses delivered to all schools as part of the scheme will ensure a further 1,400 children will have access to the sport. All 27 football coaches have now received their first free training session from the LTA. The bespoke training course will provide support to schools not currently receiving any tennis coaching, and will include funding towards tennis training and equipment.

outshone this year in terms of the signings at other promotion rivals but the 21-year-old should revel in the Amex atmosphere. Oscar Garcia has re-iterated his desire to coach young, hungry players and if the striker proves as successful as Chelsea’s Patrick Bamford at Derby the Seagulls are onto a winner. Lingard’s talent was evident when he scored 4 against Sheffield Wednesday but I would rather see a youthful talent than I would rather see a journeyman Premier League player. The a youthful talent than progress of Ince and a journeyman Premier March shows what League player” Garcia can do with young players and who knows where this signing just too much in the second could lead. It also sends out half. It would have been easy for a message. Not necessarily Adam and I to be despondent that Albion are going hell for but actually we were relatively leather in search for promotion positive. The need to replace but a message that the club the goals of Barnes and Crofts is the perfect place to nurture has been clear for weeks but promising players. I am looking Albion fans have this week forward to seeing him in action been boosted by the arrival of at Millwall this weekend and Jesse Lingard from Manchester across the next 3 months. Let’s United. As Mr. Virgo said en hope it helps the club attract route home, the fans need to the stars of the future from far trust the people in charge to get and wide but also from across the right man. The club have been somewhat Sussex too. The road to Hull and back. When you sit in a car for 10 hours you certainly get to know colleagues with you. You certainly have plenty of time to talk about anything and everything. It has to be said the former Albion defender Adam Virgo was excellent company this week but it was all a bit of an anticlimax on the way home. That’s exactly how coach Nathan Jones described the game and it was

Big match preview: Millwall vs Brighton & Hove Albion

Oscar Garica

Albion hoping to improve on their poor away scoring record Exciting loan signing Jesse Lingard will go straight into the squad for tomorrow’s match with Millwall – and Brighton fans will be hoping the Manchester United talent has a similar impact to his eye-opening debut for former club Birmingham City. The highly-rated 21-year-old – who is signed for Brighton until the end of the season - scored four goals in the first match of a previous loan spell at St Andrews earlier this season. And, with Brighton struggling for goals, his arrival comes at a key time for a Seagulls side trying to keep pace with the Championship Play-Off pack. Leo Ulloa has scored in the Albion’s last five games – including point-clinching strikers at home against Doncaster Rovers and Leeds United. However, the last Brighton goal by a player other than the talismanic Argentinian was John Obika’s strike against Port Vale back on January 25 – meaning it is a mammoth 642 minutes since someone other than Ulloa found the net for the Albion. Obika has struggled for form since arriving on loan from Tottenham Hotspur – although his appearances have been largely limited to short spells off the subs

bench. And with the Albion lacking the midfield goal input of longterm injured Andrew Crofts, fans have been crying out for attacking reinforcements. How Lingard is used by Oscar remains to be seen, but the England Under 21 international will most likely begin life on the bench in South London tomorrow afternoon. Tomasz Kuszczak will return in goal after sitting out the disappointing cup exit earlier in the week and Gordon Greer will surely slot back in alongside Matthew Upson despite another encouraging outing from Lewis Dunk. Former Charlton midfielder Dale Stephens will look to impress on his return to South London – hopefully alongside the everdependable Rohan Ince, who was withdrawn midway through Monday’s cup defeat after picking up a slight knock.

Albion Team News Likely starting XI: Kuszczak, Bruno, Upson, Greer, Ward, Ince, Stephens, Andrews, Orlandi, Ulloa, Buckley. Likely subs: Ankergren, Calderon, Dunk, Forster-Caskey, Lingard, Rodriguez, Lopez. Out: Mackail-Smith (achilles), Hoskins (knee), Crofts (ligaments). Fan’s prediction

Worth a fiver... Jesse Lingard to score in 90 minutes: 7/4

Andrea Orlandi – who led the Albion in assists last term and showed glimpses of being back to his creative best in the narrow 2-1 loss to Wigan – was rested for Monday night’s game but will likely return to the squad alongside Will Buckley, who is being nursed back into regular action following a lengthy lay off. A healthy away following will make the short trip to The Den, hoping to see the Seagulls score twice in the league for the first time since Boxing Day’s 3-2 defeat at Charlton Athletic – and upset former Crystal Palace boss Ian Holloway’s survival hopes in the process. Millwall are perched precariously above the Championship drop zone and only Barnsley have leaked more goals at home in the league this season. The Albion though have just 11 goals to show from their 15 away league games so far – suggested a low-scoring affair.

I was not happy in the first half; I did not recognise my team. Against a Premier League side we have to play for 90 minutes. “We were the better team in the second half, and maybe we deserved something more, but in the first half they were the better side. “We were maybe a little bit afraid and we just didn’t keep the ball well enough in the first half. “In the second half, after the team talk, I was pleased with the reaction from the players and they showed what we are capable of doing on the pitch. “It was a long way to come on a Monday night. The support from the fans at this club is excellent and I thank them for turning out and supporting us as always.”

Who else but Leo Ulloa could be considered Albion’s current Action Man? The Argentinian centre forward has been the club’s only source of goals in recent games and remains the Seagulls’ most likely scorer. Now averaging a goal every two league games, Leo Ulloa is vital to the team’s chances of making the PlayOffs.
