SCHOOLS SHAKE-UP Greg Hadfield @BrightonIndy
Parents face growing uncertainty about which secondary school their children will go to - because councillors have been forced to review Brighton and Hove’s unique admissions procedures. The review - which could see significant changes in catchment areas across the city - was launched only days after Brighton & Hove Independent reported a record number of parents had been “directed” to send their children to schools they had not even named on application forms Nearly one in 20 (4.9%) applications resulted in a child being sent, against parents’
wishes, to “the nearest school with an available place”. Consequently, 115 children were sent to schools that had not figured in parental preferences. Crucially, council officers said 22 related to families in the “golden halo” catchment area for Dorothy Stringer School and Varndean School, where the number of secondary-school applicants exceeded the number of places in the two-school catchment area. On Monday, councillors revealed places would be found for the “Stringer/Varndean 22” with 11 going to each school. They also agreed to undertake a review of secondary-school admissions arrangements, including catchment areas. Today, this newspaper can reveal that six of the 22 - all of whom live in the “golden halo” , where house

prices are among the highest in the city - have been offered places at their third-preference schools: two to Cardinal Newman School; two to Hove Park School; and one each to Longhill School and Patcham High School. Only 16 were “directed”: 13 to Brighton Aldridge Community Academy at Falmer; two to Longhill School; and one to Hove Park School. Beyond these 16, a further 99 children were “directed” to schools their parents had rejected. Council officers say they cannot say in which catchment areas these 99 children live. The earliest any changes in secondary admissions could be introduced is 2016-17. The city council will receive £24 million for more secondary-school places in the next three years. >> Parental choice? See page 16

Who is that at the window? Maisie Broadhead has won the commission for Pavilion Contemporary, the third in a series of major installations - funded by Arts Council England - at the Royal Pavilion. The winning project, with a working title of ‘Peepers’ will see visitors feel like tiny figures in a decadent doll’s house, as a series of photographic light boxes project giant faces peering through the windows.
What we think about our city We like our pharmacists, firefighters and family doctors. But we are less keen on the dentist, mental health services, and the city council, Frank le Duc writes. These are the findings of the City Tracker Survey, a piece of research conducted on behalf of the public sector in Brighton and Hove.
More than nine in 10 - out of 1,000 local people questioned said East Sussex Fire and Rescue Service used money wisely. Only half thought the same was true about Brighton and Hove City Council. >> The good and the bad: What we think about our city, see page 3

The good and the bad: What we all think about our city ■ Nearly nine in 10 citizens (89%) are satisfied with Brighton and Hove as a place to live, a 2% decrease compared to the previous survey. Satisfaction is highest (95%) among those aged 35 to 44; it is lowest (82%) among those over 65 ■ As in the previous survey, 92% are satisfied with their local area as a place to live; higher than the British average of 85% ■ When considering “the street where you live”, the highest level of dissatisfaction - as in previous years - is with road safety (20% dissatisfied); the lowest level concerns noise levels (13% dissatisfied) ■ Satisfaction with “how clean and green the street where you live” is peaked in the first survey in 2008 at 82%; it has fluctuated in the high 70s since; the latest survey shows 77% are satisfied ■ East Sussex Fire and Rescue continues to have the highest level of agreement that it “uses money wisely”, at 96%. Brighton and Hove City Council has the lowest level of agreement among the city’s public services, at 50%. This compares with the British average of 52% of citizens who think their local council “provides value for money”
of whether a respondent says s/he has used a city council service. Interestingly, 292 respondents said they had not used one of the council’s 800 services in the last 12 months. The British average satisfaction with how a local council runs is 72%. ■ Mental health services had a very low level of satisfaction (30%) in the previous survey; it has risen to 65% - and it remained at 72% when looking at responses only from those who have used the service ■ When asked “If you could change one thing about Brighton and Hove what would it be?”, most comments related to traffic and transport, the council/administration and parking ■ High proportions, of at least 96% or more, say they feel very or fairly safe in their local area, outside in the city centre and in their home during the day time. The British average show that 95% felt safe outside in their local area in the day. In Brighton and Hove, the proportion decreases to 80% feeling very or fairly safe in their local area after dark, compared with 77% nationally ■ Just over one in three (35%) volunteered or gave their time unpaid to a group, club or organisation - compared with 40% last year
■ The local chemist has the highest level of satisfaction (95%) - as in previous years; looking, however, at only those who have used a service in the last 12 months, East Sussex Fire and Rescue tops the list, with 98% satisfied (out of 61 users)
■ Nearly one in six (15%) had been involved in some capacity in local decision-making
■ Satisfaction is lowest for the city council, at 60% - regardless
■ Half (50%) agree they are able to influence local decisions
■ Three in four (75%) feel they belong to their immediate neighbourhood ■ A high proportion (92%), agree people from different backgrounds get on well together. ■ Nearly one in five (18%) feels people not treating each other with respect is a problem in their local area
■ Almost half (49%) had visited a museum in the last 12 months ■ Four in 10 (40%) felt air pollution across the city was a fairly or big problem - down from 46% last year ■ Nearly six in 10 (59%) felt Brighton and Hove was doing enough to tackle climate change ■ Nearly seven in 10 (69%) agree the council is good at keeping their street clean - compared with the British average of 74%; 22% disagree
Note: Fieldwork took place in September and October 2013; 50 in-street face-to-face interviews were conducted to boost the sample of black and minority ethnic citizens; the remaining 950 interviews were by telephone. A City Deal is a good deal for Brighton and Hove – and for our neighbours across the region Jason Kitcat @jasonkitcat
I am delighted that - after a huge amount of work with our neighbouring councils, local businesses, the Local Enterprise Partnership, and national government - we have been given the go-ahead for a City Deal. We have won the resources to build on our city region’s strengths through the “Greater Brighton” City Deal. Our partners include the University of Brighton and the University of Sussex, as well as companies investing in the area such as EON, American Express, Ricardo, and EDF. The deal we have struck will bring more than £170m of investment and 8,500 jobs to the city region over the medium term. This includes commitments from a range of
public and private organisations to invest in environmental, digital and other business sectors, while also unlocking key development sites. The flagship development will be a £24 million investment to expand and upgrade one of the core sites for the city’s tech cluster, New England House. This alone will create nearly 900 new jobs. Other plans agreed are: a regional programme of business support, a new Central Research Laboratory at Preston Barracks; a ‘“Digital Exchange” to provide ultrafast broadband to small businesses at affordable prices; the expansion of the successful “Fusebox” startup space for creative digital companies; plus clean and environmental technology centres at Newhaven and Shoreham - as well as flood defence funding for those sites. We welcome the government’s

willingness to devolve powers and funding to city regions. This flexibility means we will now see millions invested in green technologies, the creative and digital sector, and business support for companies across the city region, creating many thousands of new decent local jobs. The Greater Brighton City Deal will mean working together for our common interest as a region, whilst still cherishing the unique character of every member area. Our residents and businesses live and work across municipal boundaries. So working with our neighbours is essential to building on the success we have had in recent years, and to developing our growing reputation as an economic powerhouse. City showing for Branson film that breaks taboo about ‘failed’ war on drugs A controversial documentary about the “failed war on drugs” will be shown for the first time in Brighton and Hove next week. Breaking The Taboo will be followed by a debate about alternatives to what the makers describe as one of the biggest failures of global policy in decades. The hard-hitting film was made by Sundog Pictures - a production company run by Sam Branson, son of the Virgin entrepreneur - and is narrated by Morgan Freeman, the Oscarwinning actor. Taking part in next week’s debate will be Graham Bartlett, former Sussex Police chief superintendent; Kate McKenzie, mother of a recovering drug addict, who believes heroin should be prescribed on the NHS; Neil Hunt, a researcher and academic specialising in drug issues; and Caroline Lucas, Green MP for Brighton Pavilion. Chair will be Greg Hadfield, editorial director of Brighton &
Hove Independent. Similar events have been held in New York and London, where premieres were hosted by Google. Before a wider release, the 58-minute film’s YouTube channel was visited 1.5 million times in its first month. More than 600,000 people have supported an online campaign, which states: “The war on drugs has failed. “After 50 years of prohibition, illicit drugs are now the third most valuable industry in the world after food and oil, all in the control of criminals. “Drugs are cheaper and more available than ever before. Millions of people are in prison for drugs offences. Corruption and violence, especially in producer and transit countries, endangers democracy. “Tens of thousands of people die each year in drug wars. “Improving our drug policies is one of the key policy challenges of our time. The time for action is now.”
Human cost of this so-called war is unsustainable Graham Barlett @GrahamBstweets
Next week will be the second time I have been a panellist at a Breaking the Taboo screening. Why do I do it you may ask? Well, having seen the harm that drugs cause to people’s lives over 30 years of policing and the impotence of the criminal justice system in tackling addiction, I believe that a whole new approach is necessary. I am not in favour of people taking drugs. Far from it. My personal view is that while production, supply and trafficking are and should remain crimes, the personal use of drugs is not well addressed through punishment. We do not punish alcoholics, smokers or gamblers, so why users of other substances? Providing drug addicts with treatment not only resolves their addiction thereby minimising their risk of overdose, drug-related health issues and their dependence on the state, but also significantly cuts the cost to the community by reducing their offending.
The world’s drugs market puts about £320 billion a year into the hands of criminals. Governments invest £100 billion a year in the so-called “war on drugs”. Yet the number of addicts worldwide has reached around 240 million. Add to this the 100,000 drug-related murders in Mexico, the 500,000 people in United States prisons for drug offences and the rising cases of blood-borne viruses. The financial and human cost of this “war” is clearly unsustainable. More synthetic drugs are coming on the market, too, which often fall outside the law and cause as much harm. It is pitiful to see law-makers trying to play catch-up to ban these. To what end? It is time we focused on putting people addicted to drugs into treatment, to removing the stigma that prevents them from accessing the help they need, and reserving law enforcement for those who profit from the misery and harm they cause others. Graham Bartlett is a former Sussex Police chief superintendent.

From flagging 1960s office block to flagship 21st-century development Greg Hadfield @BrightonIndy New England House was the world's first purpose-built highrise industrial estate. It was intended to accommodate local industries displaced by slum clearance in the late 1950s.
When it opened on January 17 1963, it had 18 firms in residence - including Wilmshurst Bros Ltd, which remains in the building today, making and supplying blinds and awnings. Owned by Brighton and Hove City Council, it has survived years of neglect. From the outside, the "flatted factory" origins of its brutalist
architecture are evidenced in the eight-floor building's strength and toughness. This week marked a rebirth. In Wired Sussex's fourth-floor space known as The FuseBox, the great and the good - and a government minister - signed a new City Deal for the Greater Brighton City Region.
The City Deal will build on some of Greater Brighton’s emerging success stories: the creativecum-technology cluster that has grown from nothing over the past decade, and now has more than 1,500 high-value businesses. For New England House, the deal provides something concrete. Appropriately.
It promises £24.5 million of investment, with an extra 7,000 square metres of floorspace for creative and technology businesses. To mark the occasion we celebrate the energy and enterprise of some of the 90-plus business that reside within. In total, the businesses employ an estimated 1,000 people.

Sea Life Centre's £1m for slice of tropical jungle Merlin Entertainments has invested another £1 million in Brighton Sea Life Centre - less than two years after an extensive £2 million redevelopment. The centre will unveil a spectacular Rainforest Adventure attraction this month, confirming the company’s longterm commitment to the city. Max Leviston, general manager, said: “The redevelopment two years ago was to some extent forced upon us by the sheer age of the building. Its completion coincided with the 140th anniversary of what is the world’s oldest operating aquarium.” Visitors have flooded back in bigger numbers than ever following that facelift. And this has encouraged Merlin bosses to invest again. Rainforest Adventure will bring a slice of tropical jungle to the seafront. With it, there will be a host of new and intriguing creatures - including a nine-footlong, 16-kilogram anaconda, the world’s biggest snake species. Other species arrayed in tanks nestling amid jungle foliage and the realistic ruins of an ancient Inca temple will include poison dart frogs, piranhas, and Chinese water dragons.
The unveiling of Rainforest Adventure comes four months after Merlin floated on the London Stock Exchange and weeks after the company opened its 100th attraction, a Sea Life Centre in Charlotte, North Carolina. Formerly Brighton Aquarium, theBrighton attraction was acquired by Merlin - then Sea Life Centre Holdings Ltd - in 1990. It also boasts one of the biggest ocean display tanks in Britain, housing a variety of tropical sharks and sea turtles: Lulu, Gulliver and Jersey. The centre opened up some of the warren of passages and corridors never seen by the general public before when it launched a Behind The Scenes tour on the completion of its redevelopment in 2012; it has also launched jellyfish and octopus exhibitions in the last two years. Mr Leviston said: “Rainforest Adventure is yet another extensive new attraction which we are confident will be well received both by first time visitors and the many who return here year after year.” The formal launch will be on Saturday, March 29.

Dark Ameallia by Sally O’Reilly They say that you should never judge a book by the cover. Well, I disagree. You can - with one swift glance - sum up whether or not a book is for you. Pretty pastels and a woman reclining in the arms of a Regency buck tells me exactly what is going on inside. Or a soldier cradling a semiautomatic. Or the austere, plain Penguins. We know. That is why book-designers spend so much time and money on getting it just right. And my goodness, they got it right with this one: beautiful, literary and quite, quite covetable. And, again, I was not wrong. How I loved this book. It is the life and times of Aemilia Lanyer, the “Dark Lady” of Shakespeare’s sonnets, the
playwright’s muse, and his one true love. It is a very romantic and erotic book that makes you believe totally this simply must have happened. The research and detail is immaculate, but done with such a light hand that it appears effortless. There is a wonderful scene about the writing of Macbeth that had the hairs standing up on the back of my neck, and had me cheering our heroine on. Aemilia is everything you could possible want in a heroine, too: passionate, intelligent, and happy to have some shady dealing to fulfil her dreams. Sheer bliss! Sally O’Reilly will be at The Bookish Supper Society on Wednesnday, March 26. Tickets from Brighton Dome Box Office: 01273 709709

Tin hats on! The Great War bombardment has begun Graham Chainey
They are going to plant red poppies all over Brighton and Hove. There will be poppies down the no-man’s-lands between the carriageways of Lewes Road and Eastern Road, poppies at Preston Park and Rottingdean, poppies in the verges of housing estates, poppies in Old Steine. “The sight of thousands of poppies emerging on wildflower sites across the city will,” Councillor Geoffrey Bowden has declared, “be both stunning and poignant, a fitting way to mark the historical anniversary of the start of the First World War.” At least poppies are quiet, uncontentious, emblematic. Unlike, I suspect, some of the media onslaught that is scheduled to mark the approaching centenary. The BBC, for example, has launched its biggest-ever “season”, which will include more than 100 specially-commissioned
programmes, totalling more than 2,500 hours of output. You may already have seen Jeremy Paxman posing before war memorials, recruitment posters, and even the Royal Pavilion (a wartime hospital for Indian servicemen). There will be dramas, documentaries, concerts, live commemorative events. Additionally, a thousand war-related books are scheduled. There’s nothing the media loves more than a big emotive anniversary, and this is shaping to be one of the biggest yet. HG Wells hailed it as the war to end all wars, and he was wrong. He hoped it would usher in a socialist world state: wrong. It was certainly the end of a phase of civilisation, and the beginning of a more mechanised, more egalitarian, less graceful one. Wells, who years before had invented the tank in his prophetic imagination, lived to see real tanks - indeed rode in a prototype. Wells, who invented aerial combat, lived to see real aerial combat. And Wells, who invented the atom bomb years
before the scientists managed to, would live just long enough to see it used in the Second World War. Most families will have lingering memories of that demented, complex and farreaching conflict. My uncle, Fred Chainey, served first as a stretcher-bearer at Gallipoli, where he acted heroically to bring in casualties under fire. Later, he was trapped in a shellhole on the western front. Later still, as an RFC/RAF observer, he climbed out on his bomber’s wing to try and fix an engine before crashing and being interned. If you want books on the war, try some of the old ones, written by those who were there. Try Henry Williamson’s scathing autobiographical fable, “The Patriot’s Progress” (1930), which tells it as it was, with no wasted words and plenty of seething pain. Or Frederic Manning’s “Her Privates We” (1930), recently re-issued, set on the Somme. Meanwhile, get ready for that media bombardment, the

Constable looted? A John Constable painting depicting a boat being beached in Brighton may have been looted by the Nazis during the Second World War. A government advisory panel is reportedly looking into whether Tate Britain should give up the work: Beaching A Boat, Brighton. It is thought the painting, believed to be worth about £1 million, may have been looted from the home of a French collector during the Nazi occupation of France.

Two galleries in Brighton are offering creative residencies this year. Fabrica, in Duke Street, is on the lookout for an artist-inresidence and a writer-in-residence. The gallery has created the roles as part of its Time and Place project. Applications are also open at the Lighthouse, in Kensington Street, for its studio residencies and Guiding Lights programme. Lighthouse is a digital culture agency that supports, commissions and exhibits work by artists and filmmakers.
Ofsted has given Hangleton Junior School an improved report. Three inspectors rated the school as “good” – the second-highest of four grades - after a two-day visit. The last time inspectors checked the school, two years ago, their verdict was “satisfactory”, the third-best grade.
Twenty families have applied to swap their council homes with each other in the last two months, largely to combat the knock-on effect of the government’s socalled “bedroom tax”. The council is encouraging households to join its mutual exchange and tenant incentive scheme, as a way to tackle growing debt associated with welfare reform. In the last financial year, almost 200 households have swapped homes.

The Withdean Sports Complex is certainly delivering on the Olympic legacy.” Ross Philipson, Freedom Leisure Centre Manager at Withdean Sports Complex said: “We’re delighted to have such a fantastic facility at Withdean Sports Complex and are encouraging as many people as possible to come along and join in with one of the free taster sessions on Sunday. The climbing wall will provide
another way for people to get active and it’s fun that the whole family can enjoy. It will be a great addition to the wide range of facilities already on offer.” The wall will be open seven days a week and will offer adult and junior climbing sessions from age 4 and upwards. The facility features both rope walls and boulder walls to satisfy climbing athletes at the very top of their game.

Withdean Sports Complex will unveil its brand new 13m climbing wall at an action packed event, this Saturday, March 15. Cllr Denise Cobb will cut the ribbon to officially open the facility at 10.30am. This will be followed by demonstrations from climbers young and old. On Sunday, March 16 there will be free 30-minute taster sessions all day. Sessions will run on a first come first served basis from 10am, with the last session starting at 4pm. The sessions will cater for the whole family so adults and children can experience the fun of indoor climbing. The fantastic new £250k facility has been funded by High Sports, the UK’s leading provider of indoor climbing, in partnership with Freedom Leisure and Brighton and Hove City Council. The facility will be run by High Sports and will be a regional centre of excellence for the sport. Councillor Geoffrey Bowden, chair of the Economic Development and Culture Committee, said: “The new climbing wall will prove to be yet another hugely popular attraction at Withdean Sports Complex and complements the new

Brighton snaps
Healthwatch Brighton and Hove, the new independent watchdog, is due formally to start work next month. It held a reception to mark the transition after a year acting as a “shadow official watchdog”. Councillor Denise Cobb, the Mayor of Brighton, unveiled a Healthwatch banner showing its weekday helpline number 01273 234040. She was joined by about 40 people who work in health, social care and community organisations.
Councillors will discuss a proposal to protect office space in the city from being converted to housing without planning. In the last six months, more than 60 “prior approval” applications have been filed in the city - 28 of which have been approved. If all were implemented, it would lead to a loss of 12,000 square metres of office space, four times the annual average.
The decision by tourists on Brighton seafront to get a souvenir could see the creation of a historical document with a difference. Photomatic, in York Road, Hove, has applied to install a photographic booth on the lower promenade. All images would be archived to create a historical and social document of Brighton residents and visitors.

20mph extension A 20mph speed limit could be brought in across more of Brighton and Hove. Just days after finalising the second phase of the restrictions, the city council has confirmed more residents are to be consulted about extending the limit to their streets. The third phase, which is budgeted to cost £1.5 million, would cover roads in Hangleton, North Portslade, Woodingdean, Ovingdean, Saltdean, and Rottingdean.

The awards are given in recognition of outstanding contributions to improving health and wellbeing. Each charity will receive a donation of £30,000 as well as two places on a training and development programme.
Storm damage at a Hove church is being repaired with help from the Churches Conservation Trust and government funding. Water damaged internal lighting at St Andrew’s Church in Waterloo Street, Hove. It is one of at least 11 of the churches in the care of the trust to have been affected by the high winds and heavy rain..
Goldsmid and Central Hove will soon wave goodbye to black boxes as new communal recycling bins are put in place. Brighton and Hove City Council will install 63 bins as part of Phase 4 of the communal recycling scheme. Residents will be able to use these mixed recycling bins to recycle plastic bottles, food and drink cans, cardboard and paper as soon as they arrive in their street.

Apology for a newspaper World War Goat: Is this the best newspaper correction ever? That is the question the Metro newspaper asked after a correction appeared in an ailing Sussex publication. It said: “In what is quite likely to be the best-ever newspaper correction, and remain so until a paper claims that huskies are due to declare war on pugs, The Argus set the record straight after misquoting the director of the Brighton Science Festival. “Richard Robinson had been answering readers’ questions, two of which were about the
aforementioned World War Goat, but the paper mistakenly attributed the queries to the interviewee. Oops.” The Sussex newspaper is subedited in Southampton. Sometimes.

Thank you for backing the i360: We promise not to let you down David Marks and Julia Barfield @MarksBarfield There were people who had doubts that the London Eye would ever work, be a waste of money, spoil the view, ruin the skyline and would never happen. All these doubts turned out to be unfounded. We are backing the Brighton i360 with enthusiasm, passion and £6 million of hard cash precisely because we are 100% convinced of its viability, its value to the city and its
growth-driving potential. Coast to Capital Local Enterprise Partnership is also convinced and is investing £4 million. We did not walk away when bank funding dried up in October 2008, in the wake of the global financial crisis, or again in November 2012 when private backers unexpectedly withdrew within weeks of starting on site. With the support and encouragement of many in Brighton we persevered. The government loan agreed by the council last week means this 21st-century observation tower will rise from the historic West Pier site - a decision backed by Brighton and Hove Economic Partnership, Brighton and Hove Tourism Alliance, Hove Civic Society, Preston Street Traders’ Association, West Pier Trust, the Association of Leading Visitor Attractions, local residents, businesses, the trade unions and, of course, the city council. It is a good example of Brighton and Hove taking positive action for jobs and growth and seizing the opportunity to regenerate
the seafront. The city stands to benefit the most from this decision, not least in the £1 million a year that will return to be invested in the city once the i360 is in operation. Councillors are right to say Brighton and Hove needs to keep reinventing itself to avoid the decline other seaside towns have suffered and continue its upwards trend in visitor
numbers. They also said the funding proposal had been scrutinised more closely than probably any other issue that has come before them. Even those councillors who opposed the proposal have said that now it has been approved they will do everything they can to support it and ensure it delivers a return on the investment.
Last-ditch bid to stop loan Opponents of the i360 have launched a last-ditch attempt to stop the £46 million landmark development. More than 300 people have signed an online petition asking the Public Works Loan Board not to provide Brighton and Hove City Council with the £36.2 million it needs to loan on to the developers. Valerie Paynter, of the saveHove group, has organised the petition on the Change. org website. She states: “The i360 gained planning consent in 2006 for a 100-passenger viewing pod and nearly 500-foot tall pole, which has increased to 200 passengers. “There is no updated, planningassessed environmental impact analysis to accurately show how this doubled impact would affect the ground-level road use, area use or city amenity - should projected visitor figures be realisable. There are no arrangements in place for coach parking, taxi drop-off, and only an already-busy car park opposite.” Ms Paynter claims signatories include Cllr. Ben Duncan, Green councillor for Queen’s Park; and Paul Zara, of Conran Partners.

Parental choice? Winners and losers An Independent View

Choosing not catching Catchment areas must “catch”. That was the nonsense repeated by councillors, when they tried - and failed - to create an equitable and sustainable way of ensuring parents had an equal chance of getting their children into a school of their choice. It was a political fudge that led to a uniquelyludicrous combination of catchment areas - four of them with a single school - and random allocation of places. The catchment areas are, in reality, exclusion zones - tightly drawn around the “golden halo” surrounding Dorothy Stringer School
Key
and Varndean School (and Blatchington Mill School and Hove Park School). They serve to keep other parents out. In a self-perpetuating cycle, property prices soar as more middle-class families buy into the most desirable catchment area. If you live in Portslade, or Falmer, or Patcham, you can choose any school you like. But, in reality, you have little choice. With the impending review, we should think about the choices of families on the less-expensive estates, on the periphery of the city those who have a ticket in a lottery they have not even a chance of winning.

Coach operator invites National Express and its ‘Youth Promise’ city student to drive new policies for young people Ceirney Eddie @Ceirney
A city student has been selected to help shape policy at National Express, the country’s biggest coach operator Ceirney Eddie, 18, who attends City College Brighton and Hove, was chosen by National Express to influence its strategy for young people. He is part of the British Youth Council whose Youth Select Committee has previously advised the government on transport issues. So far, National Express is the only transport company to have followed up on the Youth Select Committee’s report. Ceirney was among a group of six young people aged 15 to
25 invited to a meeting at the coach company’s headquarters in Birmingham. The coach operator is in the process of drawing up its “Young Person’s Promise”, a five-year plan to support young people and a key part of this is engaging with young people from the start to get their views. Five specific pledges will underpin the promise, which will be implemented following feedback later this year; National Express is pledging to offer good value, accessible travel for young people, as well as employment and work experience opportunities.
I was invited along with a group of young people from across the country to advise National Express on its new “Youth Promise”, which starts in April. The pledge has been written by senior executives at the travel company and they asked some young people to assess whether their suggestions of service improvements were reasonable. The public document outlines what National Express aims at improving or adding to their services - and how they will do it.
One of the coach company’s promises is to start recruiting apprentices this year, expanding the scheme by 25% each year for five years and to ensure equal pay for all front-line National Express staff, regardless of age. I raised the issue of improving the current Poole Valley Coach Station, which could offer essential refreshment facilities and ticket office if regenerated. I was told, however, the city council is responsible, because it owns the site. Tom Stables, managing director of National Express, emphasised the company’s insistence on developing their service for the long term and
outlined that the promise is a working document that the company will abide by. Three years ago, I attended the first transport youth select committee in Westminster, which looked at setting a single age rate for an adult fare at 18 on all transport services. This has not yet been adopted by all transport companies, including National Express.

The supporting cast are equally good, particularly newcomer Revolori as Zero, Willem Dafoe as Jobling, Jeff Goldblum as the fastidious executor of Madame D’s estate, Harvey Keitel as a bald prisoner who helps Gustave escape and a heavily made up and startled-looking Tilda Swinton as Madame D. Sidewinder, noun: a pale-coloured, nocturnal, burrowing rattlesnake that moves sideways over sand by throwing its body into S-shaped curves. It is found in the deserts of North America. Sidewinder Brighton: a charismatic and welcoming boozer that moves with the times by constantly evolving and bringing new ideas to the city. It is found on Upper St James’s Street. Something of a Brighton institution, Sidewinder has upped its game recently with the introduction of Hannah Waddington, the manager, and Matt Young, the new head chef. With both parties coming from broad food and hospitality-based backgrounds, the citizens of Kemptown and surrounding areas have something to be excited about. Visiting the Sidewinder is a leisurely affair: expect chats
with bar staff and a varied and interesting clientele that is reflective of the diverse residents of Brighton. Couples, groups of friends, sports fans, students, young and old alike constantly stride through the door in search of a cold pint and perhaps some shade; I was there on the sunniest day of the year so far. Along with the introduction of Hannah and Matt, the menu at Sidewinder has also been revamped. An affiliate of Bang Bang Burrito, Matt has brought the hottest food trend of 2014 to Sidewinder, which now serves an exclusive Mexican-themed menu from Monday to Saturday. But it was not burritos I was after; this was all about what Matt can concoct on a Sunday and whether the roast dinners are truly worth the trek into Kemptown. By 2pm, the beef had already sold out; chicken, veggie and pork were the remaining options, I opted for pork shoulder, priced at a reasonable £10.50. Complimentary bread and oils devoured, the roast dinner arrived

Pork shoulder and Yorkshire pudding, with an array of vegetables
on a deep, pristine white plate with a huge, doughy yet crisp Yorkshire pudding on top. Hidden underneath was a well-cooked array of vegetables that included braised red cabbage, thick roasted carrots, crispy green beans, and a mountain of large roast potatoes crispy on the outside and fluffy on the inside. The pork shoulder serving was long and thick, sitting proudly atop the mountain of vegetables. Slightly over-done but a glorious piece of meat, it fell apart toward the centre. The crackling could have done with a bit more crunch and a slug more gravy would not have gone amiss. But putting these niggles aside and taking into account the stream of roast dinners coming out the kitchen, it was a splendid roast.
Expect to find many oddities at Sidewinder to help your boozy afternoon or evening flow. An N64, a pull-down screen showing sports and films, a vintage piano, and a Dog of the Week board - yes, it is dog friendly, too - are all great touches to this Kemptown pub. Posters for quiz nights and open-mic nights adorn the walls and it seems that whatever the day of the week it is, both the grub and the atmosphere at Sidewinder is what brings in the crowds. Fantastic atmosphere, great service and worth a visit, if only to see what changes Hannah and Matt have brought to this renowned Kemptown boozer.

This gorgeous grape is a cornerstone of Burgundy reds, producing silky wines with a gentle acidity and mellow tannins. Conventional wisdom among producers has always been that Pinot Noir could not be successfully grown outside Burgundy. In recent years, however, this has been successfully disproved with New Zealand, Oregon and cooler parts of California, Chile and Australia all producing some very drinkable examples. The wines this finicky variety produces tend to be lighter in colour than other popular varieties. The juicy aromas of black cherry and plum of young wines mellow into far greener, foresty notes as they mature. Wonderful when paired with aromatic dishes and fattier meats, with its light fruity flavours and silky tannins cutting through the fattiness of pork, lamb and beef. The floral notes of fennel play on the fruitiness of Pinot, while mushrooms reflect and enhance the underlying earthy notes. Blue cheese is also a great accompaniment. Mountain-biking does not get more extreme than in the uncompromising Himalayas Tom Gallagher @GallagherTDG
As the sudden shift from low to high pressure brought a respite from the rain, the fair-weather cyclist in me got back in the saddle. Not for long, mind. A couple of hours on the Downs and “old faithful” - my mountain bike, not my dog - was back in the shed, to succumb slowly once more to the ravages of rust. It might make one or two more appearances this year, perhaps. But otherwise there it will remain, lonely and forgotten. If, however, you take your mountain-biking more seriously than me, and if you like your travel more extreme than most, then traversing the Himalayas might be an option. And not as left field as you might imagine. The mountain range is no longer the preserve of the hardy explorer and the countries that make up the Himalayan region - India, Nepal, Bhutan and Tibet - are increasingly accessible as tourist destinations. For Olly Margry, founder of Himalayan Footsteps, an Eastbourne-based travel company, the region is a playground ripe for adventure.
“The Himalayas is one of the best places for active travel,” he said. “The mountain-bike terrain is perfect and gives you the chance to get a real insight into an area that other tourists might not experience.” The company has just launched a new guided excursion in Nepal. From the country’s capital, Kathmandu, riders (of reasonable fitness) journey over 12 days and 140 miles of peaks and valleys with ascents that make Ditchling Beacon look like an afterthought. Central to the experience will be the mountain-bike guides, who happen to be among the best riders in Nepal and who will be able to impart expert local knowledge. The Himalayas are alive with activity and mountain-biking is just one of a number of pursuits for the foolhardy. At the Himlayan Extreme Centre, pretty much every conceivable adventurous pursuit can be undertaken - including trekking, skiing, snowboarding, rock-climbing and even zorbing. The centre, set in the beautiful Beas Valley high in the Indian state of Himachal Pradesh, is a bastion of outdoor activity. It collects its customers from India’s capital city, Delhi, where a scenic drive of around three hours will deliver them to their

Here is home to some of the most physically-demanding races in the world, including the legendary Everest Marathon, the Bhutan Marathon (which has been covered in this column before) and mountain-biking’s equivalent ordeal, Yak Attack; a full-on staged competition that is regarded as one of the toughest endurance races that can be undertaken, anywhere. I had a remarkably-polished and freshly-invigorated complexion, and will definitely keep this to hand for glowy days. The cleanser may have clashed with other products I had been using. I had a strong sting when I tried it, so no points for that. But it could be personal. My other gripe is the labelling;

As I have been out and about this week, I have noticed the shops coming alive with their new stock for the spring/ summer season. We are lucky to have a huge number of individual shops in and around Brighton. I am always fascinated by their creativity, the selection, and the choice they give us. There is a boutique called Rock Lobster in Shoreham, originating from London, and soon to be expanding into the Hove area. This trendy boutique, with a touch of French flair, has a full range of day and evening wear, handbags, belts, jewellery and shoes for all ages at high-street prices. Its new stock is full of colour, with summer dresses, gorgeous knitwear, trousers: skinny and harem and straight-legged. It has a huge selection of scarves in every colour. Rock Lobster is showing on the catwalk at the Brighton Thistle Fashion Show on Saturday, April 12, from 2pm to 4pm. This is a free event and a perfect way to catch up on the spring/ summer trends from our local shops.

The new Mercedes C-class C250 Bluetec AMG Line
Pilates during pregnancy can help you cope during labour - and then recover your shape Paul Coneyworth @BeauPilates
Mercedes aim to make the new C-class the new top dog in the sector
Mercedes looked to big brother S-class for inspiration for its new C-class junior sports saloon. But does a jaw-dropping cabin and a CES show’s worth of tech help it top the class? What’s the difference between this and an S-class? You mean apart from 195mm of wheelbase? They certainly do look similar, but that’s no bad thing. This is a strikingly elegant car. Elsewhere in the world, S- and C-classes appear very close in style, but there’ll be no confusion in the UK. Why? Because MB UK has decided not to offer the traditional Mercedes grille and 3D bonnet-mounted three-pointed star emblem due to low take-up last time. Instead, all three trim levels (SE, Sport and AMG Line) come with a giant star housed within the grille. What are the headline facts about this new baby Benz? Perhaps the key one is that the platform underpinning it is brand new, around 48% aluminium, and will be the basis of a whole slew of new rear-drive Mercs. Switching to an aluminium-intensive structure has allowed Benz to build a car that weighs up to 100kg less than
the old model, despite a 95mm increase in overall length. And the tech? Where to start? Merc’s drowsiness detector is standard, as is a lowspeed automatic braking function and reversing camera. Options include Brake Assist Plus, which can detect impending accidents with traffic moving across the front of the car, such as at fourway junctions, as well as with cars in front and behind. The airconditioning system can even use GPS info to detect tunnels ahead and automatically switch the airflow to recirculate. How does it drive? Refinement. That’s the key word. You will be staggered by the general hush and ride comfort of this new C-class. It is head and shoulders better than anything BMW or Audi currently offers, and makes this a massively appealing car if you’re a motorwaymunching management type. It’s also thoroughly accomplished in the handling department, in part thanks to a new front suspension setup similar to what you get on powerful front drive hatches, where the strut remains

Tibbons - not his real name, you understand - is 15 months old now and ever since he turned one, friends and colleagues have asked: “Is he walking yet?”
In the last month or so, this has morphed into: “He must be walking now!” The answer remains: “No! He isn’t!”
still during steering manoeuvres. By isolating the strut, Merc’s engineers say the steering remains pure. The focus seems to be on refinement rather than sports car like involvement, but the variable ratio steering is pretty crisp, body control is excellent when you flip the console mounted mode selector to Sport, and there’s stacks of grip. This is a fine handling car that should prove a worthy base for the bi-turbo AMG version that Merc will reveal before the year’s end. What about the engines? The initial UK lineup is comprised of a 182bhp C220 petrol (53mpg, 7.5sec to 62mph), 178bhp C220 diesel (71mpg, 7.7sec) and the 201bhp C250 diesel (66mpg, 6.6sec to 62mph). Verdict Mercedes has obviously thought hard about what matters most in this market. The result is a car that looks and feels every bit as good as a mini S-class should. A combination of peerless refinement, that achingly cool interior and near-70mpg economy, even with the more muscular engines, must make this the new top dog in the sector.
And that’s fine. He stands, he cruises, he has fun - he goes at his own pace. Nevertheless, my husband seems to think that if Tibbons is not strutting his stuff by 18 months, we should take him to the doctor. Perhaps we should. But that is three months away and, as any parent knows, so much can happen in a 12-week window. Surely, there are enough real concerns that come our way in parenting without inviting others in?
From the moment you discover you are pregnant, the ecstasy will be coupled with hope for the healthiest and most stress-free pregnancy possible. One of the questions we frequently get asked at Beau from mothers-to-be surrounds the difficult debate: should I exercise, or should I not exercise? We will, in most cases respond in the affirmative. We are not talking marathons, triathlons, rock-climbing or even team sports, but gentle progressive exercise to prepare you for the rigours of pregnancy. So do not fret. It is widely accepted that the more active and fit you are during pregnancy, the easier it will be to adapt to your changing shape and weight-gain. Perhaps even more importantly, it will also help you to cope during labour and assist in regaining your pre-existing shape following the birth of your new baby. By partaking in formal or informal exercise, you will be able to retain your suppleness, strength and cardiovascular fitness while managing your weight. Please note that irrespective of an individual’s physical prowess, it is strongly advised that you check with your doctor before starting any exercise programme. If you get the go-ahead, you can generally maintain an active lifestyle throughout your pregnancy. But, as the weeks pass, it is important that you tailor your exercise as you grow during the first trimester (one to 12 weeks), second trimester (13 to 28 weeks), and third trimester
The best decision I ever made after having Tibbons was not to look online or in books about what he should be doing when and instead to take my lead from him. If only drowning out the friendly enquiries and advice from others was so simple. As parents, I think instincts are our best tool. Unfortunately, however, they can get lost all too easily in the cacophony of “shoulds” and “musts”. If we spend too much time focused on how our children are

By continually focusing on these areas, there will be a greater chance of reducing common aches and pains associated with pregnancy - notably, sciatica, or sacroiliac joint discomfort, which can cause mild to severe uneasiness when doing simple tasks. In addition to this, it is of course helpful to supplement these exercises with a touch of the everyday: brisk walking, swimming, biking, and water aerobics. Why not try this basic informal pelvic floor exercise that can be done while at the bus-stop or while waiting in a queue? Just imagine you are trying to stop yourself passing water mid-flow. The movement is one of squeeze and lift, pulling in an around the urethra. Do not worry if you feel more happening at the back of the buttocks rather than the front. Seagulls expect another 20,000 season ticket sales Richard Morris
The Seagulls look set to remain the hottest ticket in town next season after the club announced it expected to retain the bulk of its small army of season ticket holders. Around 23,500 supporters purchased season tickets for this campaign – either by paying upfront in one lump sum or using the club’s hugely popular interest free monthly direct debit scheme. And earlier this week the club revealed early indications suggested the Albion would once again shift in excess of 20,000 season tickets. Supporters using the direct debit scheme had until yesterday (Thursday) to cancel their payments ahead of next season but with prices only increasing by a relatively small sum – a few pounds a month – the Albion were not expected a substantial drop-off. The club’s chief executive Paul Barber said: “It has been
a phenomenal initial response. It would be easy to take it for granted, but the loyalty shown by Albion fans is quite superb. “For those who’ve renewed, on behalf of all at the club, thank you very much. For those yet to renew, I hope you will decide to join us for the next exciting chapter in the Albion’s recent history. “Our season-ticket package will always represent the best value for Albion fans and I’m sure it will be another thrilling season whatever level we are competing.” There have been some cancellations – with the majority as a result of changing personal circumstances - but a waiting list running into the hundreds is in operation and those supporters who have paid to sign up to the scheme will soon be given the choice of any spare seats recently vacated. Supporters not on the official waiting list will also be given the chance to join the club’s ranks for season ticket holders in time for next season. And Mr Barber revealed the club was planning a raft of
Albion encouraged by number of renewals
improvements to make game days even more attractive. He said: “We are also looking at different ways of enhancing matchdays at The Amex, including giving season-ticket holders free wifi, opening an additional pre-turnstile bar and investigating the possibility of external food and beverage options and entertainment.”

The Open Minds Living Library event, which will take place on Monday, May 12 at the University of Sussex is part of AITC’s Gamechangers initiative which aims to help beat stigma around mental health. The event will see Gamechanger volunteers, all with lived experience of mental

The Gamechangers project which has seen volunteers directly engage with over 700 people since its launch in April 2013 is funded by Time to Change, England’s biggest programme to end the stigma and discrimination faced by people with mental health

Straight from the commentary box Tuesday night’s victory against QPR gave the Seagulls a real boost leaving the team just 2 points off the play-off places, having played one more than Wigan and one less than Reading going into the trip to Bolton. It’s difficult to say how well positioned the Seagulls are for a play-off campaign this season but they have just one point less than at the same point last season. The Albion finished with a great run last year winning 4 out of their last 5 games of the regular season. This year the run in includes plenty of games where Garcia’s men will be expected to pick up points. With only one defeat at the Amex in their last 11 games in all competitions, up-coming matches against Charlton, Yeovil and Blackpool and Middlesbrough present a real opportunity. Yes the Albion have sometimes played better this season
Only one defeat at the Amex in their last 11 games in all competitions” against the top-sides and been beaten by those struggling but that is the Championship for you. Wherever the Albion finish this year, there is no doubting the satisfaction when it comes to the Amex experience as indicated by the take up of season tickets for next year (see opposite). There are of course lots of factors when it comes to the decision whether to take up a season ticket but the stadium itself, flexible payment schemes,
improved access to and from the venue, fan interaction, (the list goes on) all count for something but the performance and results on the pitch as well as the division in which the team are playing are paramount. Chief Executive Paul Barber has immense experience in dealing with the challenges of the stadium, transport and fan experience especially at White Hart Lane, as anyone who has been to a game there will testify, and I can only see that improving. The challenge of Financial Fair play but maintaining a challenge to reap the rewards of Premier League football remains a considerable juggling act. Barber has also worked in North America where clubs are having varied success in the MLS. The Chief Executive oversaw the growth of Vancouver Whitecaps in a new stadium to great success. Meanwhile in the last week or so another MLS club Seattle Sounders announced another whopper take up of season tickets as they aim to build on average attendances of over 40,000 in the last few years. The growth and excitement at that club in the US, still in its infancy, could be mirrored at the Amex where the club is more established but continues to plot a route into previously unchartered waters. Some season ticket holders may be wisely signing up to guarantee their seat for potential mouthwatering games against the likes of Chelsea and Liverpool but maybe next time round, they might be in the Premier League.

Big match preview: Bolton v Brighton & Hove Albion
Oscar Garcia
Dunk’s star turn gives Oscar selection headache in defence Oscar Garcia faces a difficult selection dilemma ahead of tomorrow’s game (Saturday) with Bolton Wanderers – but for once it isn’t as a result of injuries. Lewis Dunk excelled in defence alongside Matthew Upson during Tuesday’s welcome 2-0 win over Queens Park Rangers – with club captain Gordon Greer forced to watch from the stands following his controversial sending off in the draw with Reading. That two yellow card one game suspension has been served and the Scotland international is again available for selection but Oscar may decide to stick with Dunk, who was many supporters’ man of the match in the midweek win. Brighton have the joint best defensive record in the Championship this season having leaked just 28 goals in the side’s 34 league games. And, despite some criticism from sections of The Amex crowd, Greer has played an influential part in that record. At 22 though, Dunk will be hoping to progress from being a back-up player to genuine first team option after seeing fellow youngsters Solly March, Rohan Ince and Jake Forster-Caskey make the step up from mere squad players. Whatever Oscar’s decision,

the Spanish head coach will be unable to field an unchanged team because Keith Andrews is barred from playing against his parent club as a condition of his seasonlong loan spell. That should see Dale Stephens return alongside Ince and Forster-Caskey who should keep their places in the team after impressing against a star-studded and expensively-recruited QPR midfield. Leo Ulloa, fresh from notching his sixth goal in eight games and 12th of the season, will again lead the line with supporters keen to see the Argentinian hitman again link up with Jesse Lingard and Will Buckley after the trio showed some encouraging signs in the Albion’s midweek fixture. run which included a 4-0 home win over Blackburn Rovers and an equally-eye-catching 5-1 triumph against Leeds United at Elland Road. A recent record of 12 goals in five games and just two conceded suggests The Trotters will represent a tricky opposition for the relatively goal-shy Seagulls. Former Crystal Palace attacking midfielder André Moritz is in a rich vein for form, while Lukas Jutkiewicz has plundered four goals and two assists in an impressive first nine games since joining from Middlesbrough. Joe Mason, who Brighton were keen to recruit in the January transfer window, will almost certainly have to make do with a spot on the bench as Dougie Freedman opts to continue his flexible 4231 formation.

This result shows we can beat any team when we play well but we have to be focused, we have to prepare and we have to keep going. “It is a massive three points for us and I am extremely proud of my players and our performance against Premier League quality opposition. “They have fantastic players and a very good manager. It was an important victory for us to beat a team like them. “Harry Redknapp is a very experienced manager and knows everything there is to know about football. He has been a manager of some very big clubs and I can learn alot from him – as I can from any manager.”

Despite being just 23 league games into his Albion career, Rohan Ince is already a hugely influential figure in Oscar Garcia’s Seagulls squad. Against QPR on Tuesday night, Ince more than held his own against a rival midfield littered with highly-paid former Premier League stars. A fans’ favourite already, Ince’s emergence and form has been one of the highlights of the season so far. SUCCESSFUL DRIBBLES*
