Greg Hadfield @BrightonIndy Plans for traffic in and out of Brighton to be restricted largely to a single lane each way in Valley Gardens have been criticised by businesses in nearby London Road. A meeting of London Road Traders Association expressed concern that proposals for two lanes in each direction - all the way along the east side of Valley Gardens - had been abandoned. Visualisations of the original scheme, however, remain on the city council website and that of Urban Movement, the Londonbased consultancy that is helping to draft the £8 million scheme to improve the stretch of road between Pavilion Parade and St
Peter’s Church. London Road traders warned on Tuesday that traffic could grind to a halt, especially if current blockages at Vogue Gyratory and the Aquarium roundabout are solved. Although the latest plans have not been published in detail, it is thought that up to 60% of the 1.4 kilometre stretch to the east of Valley Gardens could be singlelane – one lane north and one lane south. The west side will be reserved for buses, taxis and bicycles. Tuesday’s meeting was told that up to 40 elm trees were being protected by the singlelane approach; five cycle lanes comprised two on the east side of Valley Gardens, two on the west >> Continued on page 3

Valley Gardens proposals > Continued from page 1 side, and one for “recreational” cyclists who wished to “zigzag” on paths in the gardens that would be shared with pedestrians. One council source said potential changes, to prevent any incursion into green space, had been signalled in September – although some newspaper reports at the time were not “brilliantly clear”. Another source insisted any traders supported the plans. Councillor Ian Davey, transport lead for the Green minority administration, told Brighton & Hove Independent: “There have been many briefings at London Road Action Team meetings at which the local action team has expressed support for the scheme. “The way forward was agreed at the environment, transport and sustainability committee in October, where a cross-party project board was set up and includes a local trader along with other community reps. “Detailed traffic-modelling is still going on to identify exactly what road space is needed where. "Nothing is finalised, but there will indeed be two general traffic
lanes in places. But only where it is needed. There will also be a bus and taxi lane in each direction. Cllr Davey, one of three Green councillors for St Peter’s and North Laine, insisted none of the proposals had ever included the removal of 40 elm trees. Concerning the out-of-date visualisations of the Valley Gardens proposals, a city council spokesperson said: “The council’s web content on Valley Gardens contains both previous and latest proposals in order to show the evolution of the scheme. Another computer drawing to update the ‘two lanes’ illustration has not been done yet because the work is still ongoing.” Ann Townsend, of London Road Traders' Association, remained unconvinced. She said: "One of the traders’ initial concerns was that the earlier plan had reduced both northbound and southbound traffic into two lanes each. “At present, there are several spurs leading off that help alleviate the volume of traffic (for example, northbound traffic to the Lewes Road is sent via the east side of St Peter’s church, while two lanes continue northwards towards
London Road). "Tuesday’s meeting revealed a new proposal where both northbound and southbound traffic will be reduced to just a single lane each. Traders expressed concerns that this new scheme will not be sufficient to deal with the volume of traffic already travelling up and down this road." Ms Townsend questioned the use of traffic data sampled in March and September: "Mr Davey claimed that at present the two junctions leading into Valley Gardens - the Aquarium roundabout and the junction at The Level - are at capacity. "The scheme makes no allowance for any future improvements of these junctions, which would almost certainly render the singlelane traffic inadequate, if it isn’t so already. "In addition to this traders expressed concerns that by having single lanes in each direction with no filter lanes for right-turning traffic, whenever a vehicle has to wait to turn right all traffic behind it would come to a standstill. Similarly, concern was raised about the road being brought to a standstill by refuse collection.”

Caroline Lucas has received another £30,000 to help fund her campaign to retain Brighton Pavilion for the Green Party in next May’s general election. The donation, the biggest she has received, is from Gordon Roddick, widower of Anita Roddick, the fouder of The Body Shop. It brings the total she has received in the last six months to £85,500 - more than all the donations received by the Labour Party and Conservative Party in the whole of Brighton and Hove in 2014 so far. Penny Kemp, external communications coordinator at the Green Party, said: “Mr Gordon Roddick has dedicated much of his life to pioneering social and environmental initiatives and ethical business. We’re grateful to him for supporting The Green Party. “In the absence of proper state funding of political parties, we have to fund our work via individual donations to compete with the donations the larger parties receive from big business. “We accept them on the basis of an ethical donations policy.”

A new girls’ network seeking city mentors Frank le Duc @BHcitynews
A scheme to support teenage girls from some of the poorer parts of Brighton and Hove is looking for volunteer mentors. The Girls’ Network, a charity, started working with two schools - Hove Park School and Brighton Aldridge Community Academy - in September. From the new year, pupils in years 10, 11 and 12 at Cardinal Newman Catholic School will also join the scheme. But while more than 50 girls across the city will benefit from regular one-to-one guidance, more women from professional backgrounds are needed to share their experiences. Rachel Carter, the charity’s director in Brighton and Hove, said: “It takes only one evening every three to four weeks for about an hour-and-a-half and a small amount of contact in between. “The girls are generally from lowincome families. They are chosen by the school; the schools identify them as having potential.” Ms Carter said other schools in the city had expressed an interest and others along the south coast also wanted to sign up. The charity was set up on International Women’s Day last year by two young London teachers, Becca Dean and Charly Young. Ms Young told The Guardian: “When I was teaching in an innercity London school, it was palpable to see how limited many girls were in their expectations of themselves. “It wasn’t that they couldn’t name a job they might do. All the girls could answer that question: I want to be an architect, a dentist, a lawyer. “What they lacked was a genuine belief that they would, or could, get there. “This was particularly acute

Life-saving work towards Trans equality Phélim Mac Cafferty @Phelimmac In Brighton and Hove, we are proud of our city’s track record in relation to LGBT diversity. This has involved many years of hard work on the part of numerous volunteers, activists, community groups, and charities. Local Trans support groups including the Clare Project and Female to Male (FTM) - are run by volunteers who provide a safe space to talk, share, and support. The city council’s work on Trans equality in the city is pioneering; we are leading the way nationally and pushing to make local services more Trans-inclusive. The recommendations of the council’s award-winning Trans Scrutiny Panel and the incredible success of Trans Pride have shone a light on the needs and great strength of the Trans community in Brighton and Hove. Inclusive swimming sessions at St Luke’s - which were highly commended in the participation category at the council’s sport and
physical activity awards - continue to provide the Trans community with access to a place for sport and leisure and are being duplicated by councils across the country. The council’s works with schools and Allsorts Youth Project to support and nurture Transinclusive environments for genderquestioning children and young people is ground-breaking. The young people are responsive, interested, respectful, and engaged. They live in a diverse world and feel intrigued by the differences they encounter and they gain real benefit from hearing Allsorts peer educators’ stories. Allsorts provide school staff with training and provide children and young people with someone they can talk to - whether that is a school staff member or an Allsorts worker. Education is key to making the city more inclusive for everyone. Children and young people can experience gender-identity issues from a young age. Locally, a group has been established for parents - and the stories shared in it underline the fact that the school environment is vital to ensuring
wellbeing, starting at primary and continuing into secondary school, college and university. Dr Sam Hall, chair of the Clare Project, said: “The city council, Sussex Police, and Brighton and Hove Clinical Commissioning Group are showing us through their actions that they are truly committed to improving the lives of the local Trans population. We hope the ongoing work will influence the whole of the UK and be recognised as a point of change in history. "This is critical when we give thought to the fact that Sunday, November 23 is the Transgender Day of Remembrance. Held every year, this remembers all Trans people around the world killed as a result of transphobia. In Brighton and Hove, this event will be held in Dorset Gardens Methodist Church from 3pm to 5pm. The Brighton and Hove Hoteliers Awards 2014 The Brighton and Hove Hoteliers Awards, the first of their kind, celebrated the range of remarkable accommodation-providers in the city. The inaugural awards – with winners announced on Wednesday evening - were inspired by Andrew Mosley, of The Grand Brighton, and Howard Lewis, of The Hilton Brighton Metropole (both of whom stepped back from entering for an award). A Week in the City Meaning
Pioneering business leaders from around the world gathered at the Brighton Dome Corn Exchange on Tuesday for Meaning 2014, the annual conference for people who believe in better business for the 21st century. Meaning 2014, curated by NixonMcInnes, the Brightonbased culture consultancy, was the biggest conference to date. Speakers who shared their business ideology included: Mark Stevenson, author and

Brighton Festival - the biggest and best-established annual multi-arts festival in England - has announced that Ali Smith, award-winning Scottish author, will guest director next year. The announcement comes after Smith won the Goldsmiths Prize - a new literary award for boldly original fiction that sets out to recognise work that opens up new possibilities for the novel form - for her latest novel How to be Both.
Brighton and Hove City Council has won the prestigious "Promotion of Lepidoptera Conservation Award". The award recognises an outstanding, unprecedented or major contribution to the conservation of butterflies and moths. Over the past seven years, council staff and conservationists have been working to create new butterfly havens across the city.
Emma Prentice, designer of Brighton & Hove Independent, has been highly commended in the Designer of the Year category in the EDF Energy London and South of England Media Awards. Emma, 24, has worked for more than a year for the best-read newspaper in Brighton and Hove. Next week will be a busy week for me as it’s Resolution’s annual Family Dispute Resolution Week. During the week a number of awareness-raising activities will take place all over the country to highlight the alternatives to court for separating couples and their families. I’m holding an open day on Monday 24th November for separating couples so that they can choose which non court alternative suits them best. As a Resolution member and both a Collaborative Family Lawyer and Family Mediator I work with separating couples and families across Sussex. Each family situation is unique. Helping couples choose the best process for their individual situation is a crucial part of my role. Family Dispute Resolution Week is an important mechanism by which to spread the word about the various options. Couples who chose my services will often do so because they say they want the best divorce possible or that they want to put their children’s needs first. So helping them choose the right process is the first step in making this a reality. But how do you know what the best process is?
As the name suggests a Collaborative Lawyer will work ‘with’ you and look at various factors that need to be considered. Factors that will influence your choice: ■ Complicated financial affairs. ■ The personalities involved – yours and your exes. ■ You want a fair outcome – not a battle where one wins and the other loses. ■ Age and needs of any children involved. ■ Costs and time – making the right choice can save you time, money and anguish and help you move on more effectively. ■ You want a process built on mutual respect and transparency. ■ You want to feel in control and understand what is happening at every stage. There are two forms of Dispute Resolution that I specialise in. Collaborative Law – here each partner appoints their own lawyer and family consultant and all negotiations are a five way process built on transparency. We sit down together and work thing out face to face. No point scoring or nasty letters; the process relies on a commitment to finding the best solution through agreement rather than conflict. Mediation - Mediation helps couples resolve any sticking points or difficult issues with the help of a neutral third party – the Mediator. As a Family Mediator I will often help couples with practical issues or disagreements around parenting after parting and how to divide their assets and income.

Parliamentary candidates for Brighton Pavilion took to Twitter in an attempt by the National Union of Students to open up politics to its seven million members. Caroline Lucas (Green), Purna Sen (Labour), Clarence Mitchell (Conservative), and Chris Bowers (Liberal Democrat) answered 10 questions tweeted to them by students at Sussex University. Peace deal Brighton & Hove Buses confirmed yesterday (Thursday) that following further negotiations with the Unite the Union and a re-ballot of staff - its pay offer has been accepted. Therefore, the possibility of strike action has been avoided. Drop-in democracy A Brighton author and journalist is holding a “citizens’ drop-in” to help people learn more about how politics works. The event has been organised by Dan Jellinek, who wrote People Power: A User’s Guide to Democracy, and the Democratic Society, which promotes public participation and active citizenship.
Organisers want to help people understand how to use the power they have to get things done in their community. They said: “This is a new idea – a free session to help anyone and everyone understand more about how our community, city and country are run, and why we think it is better to get involved in making them better than stand on the sidelines.
“This is not about party politics. It is about understanding exactly what power you have and how you can make the most of it. “However much or little you already know about politics, however angry you may be with politicians, whatever complaints you have, drop in for a few minutes, have a cup of tea and a biscuit and find out more from us and our partners about useful activities, projects, and websites.” The event is from noon to 2pm on Monday (November 24) at the Brighthelm Centre, in North Road, Brighton.

I was pleased to see (page 6, November 14) a very rapid response to my article about child sexual exploitation in Sussex from Brighton and Hove’s Penny Thompson, Pinaki Ghoshal, Chief Supt Nev Kemp, and Graham Bartlett - and to learn of their joint commitment to respond to current concerns about abuse. However, I noticed that they did not respond to two key challenges, which were: to actively encourage people with information about historic abuse to come forward – whether they be survivors, professionals or others with concerns about past decisions; and to reassure the public that Sussex Police and its partners will not allow budgetary constraints or political considerations, such as party loyalties, community cohesion or commitment to diversity, to hinder the protection of children and young people and the investigation of criminal behaviour. I note their concern about the phrase "child prostitution", but I stand by it. Of course, no child should ever be referred
to as a "child prostitute". This might indeed suggest they are active agents rather than abused children. However, abused children are routinely prostituted, trafficked and exchanged by their adult abusers. The phrase "child prostitution" accurately describes this process of exploitation and enslavement and I shall continue to use it. The city’s officers may be interested to know that before I wrote the article I had previously issued a similar challenge to Katy Bourne, Sussex’s Police and Crime Commissioner and Giles York, the chief constable. Their response, published a few days ago, was rather more robust (though I note they made no commitments regarding budgetary constraints). We should never let down young people in our city A joint response by Penny Thompson, Pinaki Ghoshal, Chief Supt Nev Kemp, and Graham Bartlett Jean Calder wrote last week (November 7, page 8) about her concerns about child sexual exploitation. She reflected on the lessons learned from the recent report about what has happened in Rotherham and linked this to her experiences working in social work in the 1980s and 1990s. At the end of her feature, she set a challenge that those in the city who are now responsible for ensuring children are safe should encourage anyone with information about sexual abuse or sexual exploitation to come forward and that nothing should get in the way of our determination to tackle these issues. Collectively, we are the chief executive of Brighton and Hove City Council, the executive director of children’s services for the city, the police commander for the city, and the chair of Brighton and Hove Local Safeguarding Children’s Board. We are responsible for services and partnerships that work to ensure all children and young people in this city grow up healthy, happy and safe. We work with a range of other partners, including health colleagues, those working in probation, community safety, and the community and voluntary sector to seek to achieve this. All agencies are committed to supporting and challenging each other to do the very best they can for children and thus to work together even more effectively. Our ambition is to ensure that no child in this fantastic city has to experience what children in Rotherham have experienced. In the city today and in the past, however, there are children being sexually abused and sexually exploited. There are children in every town and city in the country who are suffering from this abuse. We should never pretend that this is not happening or that somehow it will just go away. Our social workers, teachers, police officers, youth workers, nurses, and doctors have to tackle cases where children are suffering such abuse all too frequently. Those of us who are parents are constantly forced to reflect on the cases we work with in the context of how we would feel if it were our children who were suffering the abuse. We

Alexis Jay’s recent report on sexual exploitation in Rotherham gave a "conservative estimate" of 1,400 children - mostly girls, some as young as 11 - who were threatened, tortured, raped and trafficked over a 16-year period, while police and a
council, described as “misogynistic” in culture, failed to protect them or charge perpetrators. This was the latest in a series of scandals revealing that police and social services employees in areas across the country and over several decades did not just turn a blind eye to abuse, but also blamed young victims and, in some cases, actively colluded with perpetrators. Powerful and high-profile offenders like Jimmy Savile and Cyril Smith
MP escaped justice, their victims silenced by agencies that should have assisted them. So far, the focus of investigation has been Wales, parts of London, the Midlands and the north of England, where the abuse of many children appears to have been organised and particularly blatant. We should, however, not assume that casual misogyny, victim-blaming, collusion, and cover-ups have not happened here in the south.

Neither had the psychiatrist who, ignoring the sadism of the abuser, told a case conference “the real pathology here is the mother’s”. Around the same time, I met a young girl who alleged longterm sadistic abuse by a local professional. In common with many abuse victims, she had mental health problems. The police in that case failed to investigate, though she had supplied detailed information to corroborate her allegations. A simple search of the alleged perpetrator’s home could have supported her claims, but it did not take place. Instead, the police delayed for weeks, then wrote to the man saying they would be visiting to discuss her complaint. I remember pleading with the police not to forewarn him, but they did. I was never sure whether a search took place. What is certain is that, if the evidence she described existed, he had weeks to remove it. I spoke to her psychiatrist (neither of those referred to above) expressing frustration about professional failure to support young people who disclosed abuse. He said he thought the age of consent should be reduced to 11. In the 1990s, I learned of a boy in his early teens who was in care, but regularly visiting and possibly living with a known paedophile, apparently with the knowledge of social services. I had never met the boy, but passed the information to the police - only to be told that they had no plans to intervene because “at least we know where he is”. As part of my course, I worked on placement at a local mental health facility and set up a small group for women. The consultant psychiatrist in charge refused permission for me to approach her, describing her as a “disgusting little woman”. That woman had endured sexual abuse by her father from early childhood through into adulthood. Ironically, once the group began, it emerged that, unknown to their doctors, at least two of the participants had been abused in childhood. One had experienced four decades of mental illness and treatment, but had never had the opportunity to disclose safely the fact that she had been raped for years by her wealthy and by then long-dead father. After I qualified, I worked in a social services-run project for vulnerable 16- to 20-year-old girls and young women in Hove (later closed in an early round of budget cuts). Most had been sexually abused. Many had not been believed when they first disclosed

to review if our services are helping or failing children, to ensure that our staff are skilled and supported appropriately and that when we become aware of sexual abuse or exploitation that we protect and support the children while also pursuing those responsible. Our investigations can sometimes be hampered when children do not perceive themselves as victims. Some will see their abusers as boyfriends, girlfriends, or guardians. In such cases, we need to understand exactly what is happening, we may need to remove the children to somewhere safe, and we need to develop a relationship of trust with the children. The work is tough, but it is our duty and our responsibility to do what is right. In her article, Jean referred to "child prostitution". We would like to reject this terminology, which suggests that it is a form of prostitution where children make a choice to sell sex. Children do not make these choices; they are groomed and/or abused. It is the adults who determine the abuse. In the past, some professionals who should have protected children have taken the view that they were somehow responsible for the abuse they suffered. This is not our view. In the 21st century, we should do everything we can to ensure children can enjoy their childhood and that they can be supported to become happy adults who, in turn, will be responsible for nurturing the next generation of children, many of whom will be alive in the 22nd century. To protect children, we have staff who try to identify those who we believe might be
young people and the investigation of criminal behaviour. This inquiry provides a unique opportunity to deliver justice to victims and improve protections for young people. Survivors of abuse have over the years too often been betrayed. This time we must not let them down.

We need to keep an eye out for children whose behaviour changes for no apparent reason, or whose schoolwork dramatically deteriorates. We need to question what is going on when children’s behaviour and language becomes more sexualised, and we should be alert for children who are afraid. Some travellers taking the Thameslink service between Brighton and London will be making the journey in new trains from next month. Govia Thameslink Railway, which took over the service in September, is testing its new fleet of Electrostar class 387/1s in December.
Social workers in Brighton and Hove have been praised for their work with hundreds of families. The government programme is known as Stronger Families, Stronger Communities. Government figures indicated that out of 675 families eligible for the programme in Brighton and Hove, 417 had been “turned around” by the end of August. The phrase "turned around" is used to indicate that key measures - such as regular truanting from school - have been resolved.

The £2.5 million expansion of a Hove primary school has been approved, despite the objections of a number of parents. St Andrew’s Church of England Primary School, in Belfast Street will grow from 450 pupils to more than 650 - rising by about 30 a year over seven years starting in September next year. The decision was made by the Brighton and Hove City Council’s children and young people committee.
More than 3,000 runners took part in a 10k road race, which started and finished in Madeira Drive on Brighton seafront on Sunday. Two local runners finished in the top three behind Paul Whittaker, of Southend Athletics Club, who completed the distance in 30 minutes and 41 seconds. Seven seconds behind him was Jon Pepper, of Brighton Phoenix; Kevin Rojas, of Brighton and Hove City AC, was third, in 31min 3 sec.
Bus travellers in the Brighton and Hove area will soon be able to use their electronic smartcard tickets on different local bus companies, after the city council won a £71,000 government grant. The money will be used to provide integrated smartcard tickets that also work on council-funded services run by Compass Travel and the Big Lemon. It is expected the three-year pilot scheme will start in spring next year.

I notice he is not on the buses and sitting in traffic for hours. Today it took me 80 minutes from Hove to Falmer. We have had nearly four years of bike and bus lanes. The problem is it's not joined-up thinking: the bus lane causes pinch-points for other traffic; this then causes backlogs for everybody. Union Road is a prime example: the parking on

Last month, along with dozens of councillors, candidates and Labour members, I launched the 10 key commitments on which Labour in Brighton and Hove will fight the
next election, the 10 pledges that we are asking you, as residents of the city, to support. This city is crying out for change, desperate for a competent council leadership that will improve the lives of residents across the city in every community. Labour will deliver that change, will set the city council the task of tackling poverty and promoting opportunity for all.
If these are values you share, then say you are with us. In our contract with Brighton and Hove, we set out our ambitions, to get the basics right, get the bins collected, push recycling rates up and ensure our streets are clean. To build 500 new council homes for those waiting for somewhere to live. To build and run a secondary school so that those at primary
school now have somewhere to go in three to five years’ time. If you believe an affordable home should be within reach for every family, if you believe an excellent school is the right of every pupil, then say you are with us. If you vote Labour next May, in the local and general elections, you can expect action on real apprenticeships and a fight to eliminate youth unemployment in the city. We will deliver on the major projects the city needs, bringing much-needed and long-delayed new facilities along with more jobs and more homes. Labour's 10 commitments If you elect Labour councillors at the local elections next May: We will make collecting refuse, increasing recycling and cleaning the streets a top council priority. The Leader and senior councillors will personally oversee work to improve the service. We will commit to tackle the city’s housing crisis by building at least 500 council houses by 2019, and securing 40% affordable homes in new housing developments. We will consult on introducing a register of landlords to protect tenants in the private rented sector, promote secure tenancies and tackle rip-off fees through a Tenant’s’ Charter. We will build a new secondary school to meet the growing need for places across the city, and it will be run by the council under powers restored by a Labour government. We will work to ensure all schools are accountable and offer excellent education. We will aim to keep any increases in council tax and parking charges within inflation-level rises, with additional income invested in public services, road safety and transport infrastructure that the city needs and residents want. We will establish a Fairness Commission to tackle the growing poverty and inequality in the city, independently chaired, reporting within a year and funded within existing budgets, to set out an action plan for the Labour Administration and partner organisations to implement. We will work to support a broad, sustainable and prosperous economy that benefits all parts of the city, with secure jobs paying the Living Wage and action to combat zero-hours contracts. There will be innovative proposals in our manifesto to help small and medium sized businesses in the city. We will ensure that major projects that are built in Brighton and Hove offer jobs, homes and new facilities for the city, are affordable, are rigorously scrutinised and are delivered on time with private investment not taxpayer debt. We will seek to eliminate youth unemployment in the city within four years, with real apprenticeships and career opportunities for young people. We will aim to keep public services local and democratically accountable, with power devolved to communities. Sustainability and Co-operative principles will run through the solutions we develop to meet the funding challenges we face.

I don’t get out much these days, or evenings rather. Which may explain how I’ve managed a 100% hit rate in viewing episodes of the current series of The Apprentice. (This does little to explain how I have achieved similar rates for previous series, but there you go.) Tuning in for another boardroom bust-up, I started wondering what a parenting special of The Apprentice might look like. It would surely be at least as entertaining: where before a whole episode was given over to inventing a new board game, a mere two minutes would see contestants trying to produce something to placate a toddler mid-supermarket-
shop meltdown. (The solution, I learned on my own shopping expedition this week, is to make a Play-Doh duck at speed while standing in the frozen-food aisle.) Other tasks in this actionpacked episode might reasonably include sales, given the heavy emphasis on this in the genuine article, but this time with a twist - selling broccoli to a reluctant child at teatime, for instance. Or the wearing of shoes to a similarly reticent toddler. Amusing stuff. And, of course, to satisfy diehard fans there would be a few more familiar scenes. The snappy dressing would remain, but this time it would be relative,
so extra points for an outfit untainted by stains and serious respect for something more put together than jeans and a t-shirt. The culmination of the day’s proceedings would also be predictable enough with parents in the board room struggling to be heard (a familiar feeling, perhaps) and a good few puns like perhaps, instead of “You’re Fired!”, Lord Sugar would point and pithily utter the words “You’re Tired!”. And every one would think he was talking to them. On second thoughts, perhaps I should leave it to the professionals…

See the world afresh - in a converted warehouse Graham Chainey
The Brighton Buddhist Centre, in Tichborne Street, has been celebrating its 40th anniversary. It belongs to the Triratna Buddhist Community, formerly known as the Friends of the Western Buddhist Order. This was founded in 1968 by Britishborn Dennis Lingwood, who had studied in India under many spiritual masters, and who took the Buddhist name Sangharakshita. (He is now aged 89 and has relinquished control.) It was conceived as an ecumenical group in which all Buddhist traditions were equally respected, and has continued to grow ever since. In fact, the name was changed in 2010, because the order has now spread to parts of the world, including India and China, where the term Western might not seem appropriate. Triratna, which strikes me as a less apt or accessible name (I had to look it up), refers to the Three Jewels to which Buddhists go for refuge: the Buddha, the dharma or teaching, and the sangha or Buddhist spiritual community.
“Going for refuge” (saranagamana) is regarded as a turningpoint in one’s spiritual journey. From modest beginnings in someone’s front room in Knoyle Road, Preston Park, with just two members, the Brighton branch slowly expanded. In 1974, it acquired a former shop in George Street, Brighton. (Peter Field, a longstanding friend who helped find the property, and who now happens to be Lord Lieutenant for East Sussex, spoke at their anniversary gathering.) After three years at George Street, then 22 years at Park Crescent Place, they moved into their present splendid premises a former Co-op dairy warehouse in the North Laine, in 1999. There are also now outreach centres at Eastbourne, Hastings, Lewes, and Worthing, while the Rivendell retreat centre, in a former rectory near Uckfield, has been part of the Triratna organisation for 30 years. Mokshini, the centre’s current chairwoman, kindly showed me round the other day. (Order members take Buddhist names Sahajatara, Subhadassi, Vidyadasa, Prabhasvara, Amoghavajri and so on - which, I have to say, are a bit hard for
the newcomer to get the hang of.) The skylit main shrine room on the top floor is spacious and calm, with a large Westernised icon, some attractive traditional Buddhist rupas, lotus-design lights, and a scattering of meditation mats. Below is a large room used for yoga and tai-chi classes. On the ground floor is the reception area, bookshop, library and office. In the basement are another large shrine room and a smaller room for private meditation. There is a lift and disabled access. The whole place is beautifully maintained and exuded tranquillity. Mokshini estimated that 25,000 people use it annually. Finances come partly from fees for courses, partly from donations, and partly from the proceeds from the Evolution shop in nearby Bond Street. According to national census figures, our city has the highest Buddhist population in the southeast, nearly three times the national average. (There are also twice as many atheists here, and more alleged Jedis than Jews, Buddhists, Hindus, and Sikhs put together - but that is another story.) There is another Buddhist community, the Bodisattva Kadampa Meditation Centre,

In fact, coronary heart disease is the biggest killer of people in the UK – so I am often asked, do animals have heart attacks? Well, animals certainly often get heart disease, but they rarely have heart attacks like people do. People are often at risk of heart attacks (the result of a blockage in an artery supplying the heart) because of their life style, particularly bad diet, limited exercise, smoking and stress. Pets tend not to have the same lifestyle problems as their owners! Interestingly though, there is some evidence that parrots may in fact get similar heart disease to people. Parrots may develop coronary heart disease because of their sedate life style (typically sitting in a cage) and high fat diet (historically eating lots of peanuts)! Like people, many small breed dogs do develop leaky heart valves as they get older. This causes a noise or murmur which can be concerning, but most of theses dogs will never be unwell due to this. Unfortunately, a proportion of these dogs will eventually develop heart failure.
In heart failure, fluid builds up in the lungs and dogs slow-down or become short of breath. This is a serious condition requiring careful treatment. Fortunately, modern heart medications are very effective treatments. At the moment vets rarely replace heart valves in dogs, although it is becoming more common in Japan where there has been great success performing amazing heart surgery on small pet dogs. Some breeds of dogs are prone to developing a dangerous irregularity of the heart. This is similar to the various cases of sports stars suddenly collapsing when they are running around, despite being very fit. If we are worried about irregularity in a dog’s heart, we sometimes send them home with a special monitor to record their heartbeat over a couple of days. The great West Pier debate What should be done with the West Pier? This question has been asked - and answered – many times and by many people over the past 30 years. English Heritage declared the Grade I listed monument is beyond repair. But does this mean the people of Brighton and Hove should continue to watch the West Pier slowly crumble into the water and settle for a single-pier city? In this special feature, ANDY PARSONS (above left - @AndyYelo), a Brighton-based architect and founder of Yelo Architects, and BEN COPPER (@NutshellConst), a Sussex-based contractor and founder of Nutshell Construction, discuss their thoughts.
Should the West Pier be restored or should it be built from scratch? Andy: It certainly shouldn’t be restored in its previous guise. It’s been destroyed, so there is no point putting back a classic restoration. But Brighton does need another pier - a modern alternative. Ben: If we’d been having this conversation 20 years ago, before it was badly damaged in the early 1990s there could have been a case to restore, but now there is so little left. I do, however, think the principle of the pier could be restored.

What would your dream alternative West Pier look like? Andy: Contemporary, modernlooking. It should be more than just a promenade with seaside entertainments. I’m thinking of a mixed-use pier with a tower at the end, hotels with a dock, bars, restaurants, maybe an art gallery. Brighton could do with a decent art gallery. Ben: There’s plenty to say about
Ben: As the West Pier has fallen down so slowly, a lot of the interiors have been salvaged and I think we should incorporate these remains into the new build. Expose some of the existing seabed; you could do a glass box that went down into the sea, viewing a section of the sea.

Would that be very expensive? Ben: Yes. Should we continue to watch the West Pier slowly crumble into the water and settle for a single-pier city Andy: Yes - as it would be technically challenging. So you think there should be some housing on the pier? Ben: From an economic and development perspective, it’s hard to argue against that. Andy: Yes, definitely. Historically, there has been housing on bridges so I don’t see why it couldn’t be on a pier. Rather than longitudinally like the Ponte Vecchio in Florence - I’d suggest the housing is in a tower; 40 to 50 storeys would be achievable. How far out would this pier go - it sounds like it would be longer than before? Andy: Yeah, definitely. Why not? It would be good to take the end back into deeper water and have ocean liners mooring at the end. What materials would you use? Ben: Glass and metal. Metal framing,
with plenty of glass. Andy: Steel, glass, perhaps some ceramics - like those used in the Santa Caterina market in Barcelona.
Andy: It’s amazing to think that they did that in Victorian times. Even today, that would be technically difficult.
What would make this pier absolutely Brighton? Andy: Making it a sustainable pier, maybe one that generates energy. There’s lots of options with a pier-like structure: solar roof, wind turbines, or even generating blue energy through waves and currents. Ben: For me, the good thing about Brighton is the willingness to get up and go. The pier should be a continuation of the fact that what we do in Brighton is very different and very bold. That’s what’s cool about Brighton. It would be great to rebuild the “Daddy Longlegs” – Brighton’s old carriage out to the sea that one could travel along.
Do you think the i360 being so close would impact the pier in anyway? Ben: I would see them as part of the same development. Andy: It’s like a beacon for the development of the pier; they’d compliment each other well.

Ben: I agree with Andy. More piers could provide significant housing and offices that a growing city needs. Andy: Looking at Brighton’s “blue” fringe is an interesting alternative to looking for housing sites on the “green” fringe. What would you suggest we do about parking? Andy: No parking. Brighton is desperately in need of a park-andride - or a tram system, anyway.
Ben: I’m fully in favour of a system re-think. This project is such a potential change to the seafront, one of its mitigating factors might be that it doesn’t need parking, but that it changes the whole infrastructure of public transport. Logistically do you have any idea how long this whole process would take? Ben: With design, planning, approval and build, it’s a 10- to 15-year timescale. The build alone would take three to five years.

What’s the call to action? Where do we start? Andy: There should be a public debate held to ensure something is done. If it did go ahead, it would need a competition to find an architect of world class like Frank Gehry. Ben: I think there’s a reverse statement about Brighton and Hove as a city, if we don’t do something with the pier. Brighton and Hove is surging forward and I think if, on our watch, we let a structure renowned throughout the world crumble to dust in front our eyes, what does that say about our heritage? The fact is, at the moment there is a structure there, not much, but something. I think it says a lot more about us if we choose not to act.

Business Rugby World Cup could bring a £46m boost to city economy A £46 million injection is on its way to the city economy - thanks to next year's Rugby World Cup. Construction Voice: Chamber debates city housing dilemma Sophie Turton
The number of houses needed to support Brighton and Hove’s surging population is estimated at around 24,000. Due to Brighton and Hove being hemmed in by the sea and national parks, there is a significant lack of land on which to build. Businesses in the construction and property sector gathered to debate the topic of housing growth at Brighton Chamber of Commerce’s Construction Voice event. Four panellists from

different industries presented possible solutions. Paul Zara, an architect from Conran & Partners, suggested we build upwards, transforming the cityscape with well-designed high rises. Aesthetic value does not need to be made negligible by tall buildings, he argued. Members of the audience expressed concerns about affordability, particularly if the buildings were to be designed by highly-skilled architects. Cost presents a significant issue, as panellist Sean Clemons, from Robinson Low Francis, recognised. Family housing is expensive in the city and many are forced to move to neighbouring towns. Mr Clemons suggested this migration is organic and, as such, no solution is necessary - people will continue to find other housing options to suit their individual needs. An alternative solution was put forward by Lee Newlyn, who suggested that, as a part of an initiative by Mayfield Market Towns Company, Brighton should be looking for a “subregional solution”. He proposed
building market towns near Lewes, Adur and Worthing, which would provide around 50,000 homes. Rob Fraser, from the city council, suggested we build in, developing on landfill sites and the “open fringe” - small areas of land around the city and surrounding towns. The audience retorted with concerns about infrastructure: Can our roads, schools and businesses cope with more than 13,000 extra residents? The majority of the audience voted for a town-based solution, seeing tower blocks as the best option. The question - how do we build 24,000 new homes in Brighton - still remains. But all in attendance were united in the belief that whatever the solution, we must continue to work hard to preserve our city's unique character. A boarding house in out of season Brighton is the background for this strange, disturbing and darkly comic drama. Published in 1964,
Berg – described by writer Lee Rourke as ‘the best novel ever set in Brighton’ – established Ann Quin’s reputation as one of the most original, contemporary British writers. She wrote three further novels but remains one of the best-kept secrets of British literature. She died in 1973, drowned in the sea off Brighton, aged 37. The immersive environment is complemented by music and sound design from Barry Adamson who has created soundtracks for David Lynch’s Lost Highway, Carol Morley’s Dreams of a Life and many others. He is a current member of Nick Cave and the Bad Seeds
having re-joined the band in 2013. The ‘Berg suite’ has been produced in collaboration with Paul Kendall who engineered Barry Adamson’s first solo album, Moss Side Story, the soundtrack to a non-existent film noir. Created by the team behind the Hangover Square film set presented in Brighton Festival 2012, Berg has been constructed in partnership with City College Brighton & Hove overseen by Film and TV Construction Manager Steve Deane. The exhibition is complemented by a full programme of screenings, talks, workshops and special events.

Putting your home on the market this side of Christmas.
Can that be a good idea? Most estate agents will tell you there is nothing to be gained by waiting to sell – whatever the time of year or state of the market. Generally speaking that is perfectly sound advice. That’s because (assuming that you, like the vast majority of people, are looking to sell in order to buy somewhere else) the “swings and roundabouts” principle on which the property market tends to operate always applies. If you keep waiting, like everyone else, nothing happens! The real exception is usually the Christmas period, when most people have other things on their minds than looking at property. For that very reason, many agents advise against going into the market this close to the end of the year and instead suggest that you make the best use of the enforced lull by getting everything organised so that you’re in the best position to take full advantage of the traditional post-Christmas surge in buyer activity. The received wisdom is that rather than simply putting your planned home sale on hold for
the next few weeks - you should turn this quieter period to your advantage by putting everything in place, so that you can hit the ground running immediately the festive season is over. The key here is to choose and instruct your estate agent, so that he or she can get started on things like commissioning your Energy Performance Certificate, taking good-quality photographs, preparing marketing materials, and generally advising you on any little things you can do to improve the buyer-appeal of your home. Nevertheless… this year, there is a shortage of well-priced properties on the market, right now. Many agents have buyers keen to make decisions now and not wait for the New Year. And if there’s one thing better than having everything ready to go to market in January, it’s having a sale already in the bag! When all is said and done, the best advice is: ask your agent. A good agent with really good online marketing presence, may even suggest uploading your home onto the net before
Christmas, to create interest while the office is closed so that in the New Year, there are already people ready to look and perhaps make decisions. A recent article in the Guardian, entitled "Why is Brighton so obsessed with coffee?", took a look at some of our best independent coffee shops, name-checking Trafalgar Street as “the very centre of Brighton and Hove’s booming coffee culture”. One of my favourite places is on this very stretch. Bread and Milk has been open for two years and is, for me, a perfect example of what makes an independent survive in a seriously competitive market. First off, you can’t miss it: the bright red canopy with its appealing font grabs your attention from the next street over. Inside, it’s stylishly decked out, with an industrial edge softened by low lighting and a wooden countertop and benches. Branded tote bags hang on the walls. Outdoor tables are snapped up quickly, all year round. Staff are efficient and friendly, calling out greetings as regulars pop in for their daily caffeine fix (it goes without saying that I find their coffee very good indeed). With no kitchen on site, food options are limited. Yet what’s on offer - gorgeous cakes, filling breakfast baps, toasted sandwiches, flatbreads, and salads - are made with the best-quality local ingredients. Everything

Rupert was also, for many years, head of development at Benugo - a hugely-successful restaurant and café chain - and knows a thing or two about what makes this kind of business work. “There are two key things to Bread and Milk’s success, obviously aside from delivering great food and coffee,” he says. “One, the people we employ. I think

a lot of places in Brighton suffer from having not-great service, so we try to get - and keep - great people. And second is knowing every week, to the penny, how we’re doing. My staff know the figures as well, which is probably more important for them to know than for us.” Bread and Milk is becoming renowned for its delicious cakes, something Rupert really wants to build on. “We’re currently on the hunt for a new, bigger premises that will incorporate an open bakery, so customers can see what’s being made,” he says. “Also, while we want to expand, we’ve no plans to branch out into London or anything. You have but one guess as to who created the PSL, but we'll give you a clue: they're the only coffee company with enough money to coin their own words and enough media savvy middle management to teach the world their lingo.

As if this wasn’t enough to keep Rupert and his wife, Jenny, busy, their next big project is the opening of a pizzeria on London Road. “I’m sick and tired of the Pizza Expresses of this world. Their product is OK, but they’re not places you can just nip to with the kids - you’re looking at a bill in the region of £70 for four pizzas and drinks,” he said. “With our place, Fatto a Mano (meaning "handmade"), think a wood-fired oven at the heart of the restaurant, beautiful, freshly-made traditional Neapolitan pizzas, diners sitting either at tables or at the bar. Kids under 10 will eat free. “I’ve done a lot of research, spent a lot of time in Naples, and I think this concept has a lot of opportunity to succeed and to become a brand. I haven’t shared these plans with many people, but I’m pretty confident that it will come good. Apparently, adding a shot of Pumpkin Spice syrup to a Latte and then topping it with cream and a sprinkle of Pumpkin Spice flavoured dust, warrants $80 million of sales each year. Method: For the patty, place the minced meat in a bowl, season with salt and pepper. Add chopped coriander, mint and white onion, and shape into patties. In a hot griddle, cook the burger and bacon through. Place the bacon on the patty and add a slice of cheese, and melt under the grill. For the bun, spread soft butter on the bread and toast until golden brown. For the salsa, finely dice tomato, red onion and pepper, season with olive oil, chopped coriander, salt and pepper. When building the burger, place a leaf of lettuce on the bottom half of the bun. Put a spoon of salsa, then the patty, close the bun with the top of the bun, and secure with a skewer. Serve with chips. The Order will introduce kerbside parking restrictions for permit holders and visitors plus waiting and loading restrictions as described below in the roads or parts of roads identified (restrictions that already exist on the ground are included and will be amended where necessary to meet the requirements of the Controlled Parking Zone). These roads or parts of roads would be incorporated into the Brighton & Hove Various Controlled Parking Zones Consolidation Order 2008. Permits, the cost of which will be £120 per year, will be available to residents upon application, subject to restrictions. Charges for permits are reviewed each financial year and all amounts shown in this notice are those which would be current from 1st April 2014. Disabled residents who have a Blue Badge and wish to park in permit parking places will be required to purchase a resident permit for an administrative charge of £10. A resident for these purposes would be a person aged 17 years or over whose usual place of residence is at premises the postal address of which is in one of the streets listed below: Streets eligible for a Resident’s Permit for Area J: Aberdeen Road, Brewer Street, Caledonian Road, Edinburgh Road, Inverness Road, Lewes Road (No’s 1 -92) Newport Street, Park Crescent, Park Crescent Place, Park Crescent Road, Park Crescent Terrace, Rose Hill, St Martins Street, St Mary Magdalene Street, St Pauls Street, Trinity Street, Upper Lewes Road. Businesses located within the scheme areas may apply for a maximum of 2 business permits if they can prove a genuine business need for the vehicle(s) to be parked on-street. Business permits will be subject to criteria determined by the Council with each permit costing £300 per year. A carer permit can be applied for if a carer, who does not have to be a resident, has to visit a resident (or residents) within the area of the scheme and that resident is in need of a carer by virtue of age and or physical/mental infirmity or is a woman requiring ante or post natal care. The carer scheme is for non-professional carers. Doctor permits may be issued to any fully registered person operating from a surgery located within the area of one of the schemes where a doctor’s parking bay has been provided (the current charge for each bay being £85 per year). Please note generally that in respect of the issue of any of the types of permit referred to above, the Council will exercise its discretion to ensure as far as possible that any priority groups are issued with permits first but the Council cannot guarantee that everyone will be issued with a permit or that a parking space will be available. Richard Morris @BHIndyAlbion Brighton and Hove Albion will try and prolong their recent upturn in results when they travel to Carrow Road tomorrow (Saturday). The Seagulls head to East Anglia on the back of a win and a draw from their last two fixtures before the international break. In comparison, Norwich City have won just once in their last eight games and have seen their encouraging early-season form dip drastically. They have lost their last two games, against Middlesbrough and Nottingham Forest, conceding six goals and scoring just once in the process. Both sides, then, will be intent on taking maximum points as the Championship season heads towards the busy festive season. The Canaries, who this week added the hugely-experienced Mike Phelan to their coaching staff, have found it difficult to turn draws into wins in front of their home fans of late, with four draws from their last half dozen home games. And they are likely to be without the creative influence of Wes Hoolahan, who is struggling with injury. They do, nevertheless, still boast a relative embarrassment of riches in attacking positions. Cameron Jerome, Gary Hooper and Lewis Grabban are among the division’s most-dangerous hitmen, while 20-year-old wideman Nathan Redmond is a potent and impressive talent.

The Albion, then, could have done without losing Lewis Dunk, their stand-out performer this season, to suspension. Aaron Hughes and on-loan Greg Halford will compete to partner Gordon Greer at the heart of the Seagulls defence, while Bruno could start at right-back in place of Inigo Calderon after overcoming a recent injury. Calderon has performed well in recent weeks but Sami Hyypiä could opt for Bruno if he feels Calderon would benefit from a further rest. Another Seagulls star who may drop to the bench for a wellearned rest is Jake Forster-Caskey. The midfielder has clocked up 1,268 minutes of league football so far this season - with only Greer and Dunk playing more. And a planned rest with England Under-21s this week lasted just

Brighton though will have to do without Elliott Bennett, who is barred from playing under the terms of his loan agreement from Norwich.

We’ve had a couple of days off, but it’s been tough since we’ve come back in and it’s all about keeping our sharpness ready for the games ahead. "We haven’t had a game to prepare for and we’ll work more on that next week. We’ve mostly been playing small-sided games focusing on sharp possession work. “The numbers in training are obviously smaller, so you have to run around a bit more which is not good for me. “You also have to do your own individual work in training, but I’m feeling quite fit at the moment. “I just want to keep my form and confidence up really by continuing to play as I am at the moment. Gordon Greer has developed a solid partnership with Lewis Dunk, who looks to be benefiting from playing alongside the experienced Scotland international. Brighton and Hove Albion’s next home game is set for the highest attendance at the Amex so far this season. The Seagulls have already shifted more than 27,000 tickets for the visit of Fulham on Saturday, November 29 - with a sizeable away contingent expected for the 3pm kick-off. Tickets are still selling well and the Albion anticipate the game will attract the club’s highest home attendance since last season’s PlayOff semi-final home leg with Derby County. Supporters who have not yet bought their tickets for the Fulham match still have time to secure their spot at the Amex but the Seagulls are urging fans not to wait until the last minute because there is a chance it could be the first sell-out of the season. That would mean an attendance topping 30,000 and Jenny Gower,
head of ticketing and supporter services, said: “Tickets for the Fulham fixture have been selling rapidly and we are hopeful of our first sell out of the season. “We strongly advise anyone wishing to attend the game that they purchase their ticket as soon as possible to avoid disappointment.” There are also tickets still available for the Albion’s two December home games. Millwall make the relatively short trip south on Friday, December 12 for a 7.45pm kick-off, while Reading are the visitors for the Amex’s first ever Boxing Day clash. Those are not the only games taking place at the Amex during December however. Brighton and Hove Albion Under-21 team entertain their Arsenal counterparts at the stadium on Monday, December 1. Season ticket holders can attend the game, which starts at 7pm, for free if they produce their smart card at the turnstile and non-season ticket holders can buy tickets for £5
for adults and £2 concessions. The Albion’s younger fans are being encouraged to attend the club’s hugely-popular annual Young Seagulls Christmas Party, which takes place on Sunday, December 21. There are a limited number of tickets available and they are expected to sell-out quickly, having gone on sale yesterday (Thursday). The event is free for Young Seagulls Plus members or under-16 season ticket holders and £5 for Free Young Seagulls members. Young Seagulls members can purchase a maximum of one ticket each, which allows entry to one adult and one junior. And the Albion have also released details of a festive family night at Donatello in Brighton on Tuesday, December 9 - with supporters given the chance to enjoy a three-course meal with some of the first-team players for £15 per person.
