BLUE BADGE FRAUD: COUNCIL TAX INCREASE? HAVEIN YOUR SAYGUILTY IN OUR ONE FIVE CITYWIDE REFERENDUM
Greg Hadfield @BrightonIndy
Shameless drivers who misuse "blue badges" for people with disabilities will be tracked down and punished in Brighton and Hove. The city council has won £183,000 of government funding to help enforce laws aimed at ensuring there are enough spaces for those who genuinely need them. The Audit Commission, the government financial watchdog, estimates one in five blue badges is abused. According to the latest council data, there are about 13,000 blue badges in Brighton and Hove. That means at least 2,600 could be being used fraudulently. With many fraudsters -
anecdotally, at least - using 4x4s and high-value vehicles, a council spokesperson said no data was collected about the make or model of car used by bluebadge-holders. She said: “This is because the blue badge does not include the vehicle registration.” The abuse of blue badges is particularly shocking, because there are only 668 parking bays for use exclusively by people with disabilities. In addition to these, blue-badge-holders can as the criminals know - park in pay-and-display bays or for up to three hours on double yellow lines. Blue badges are available for those who are “unable to walk or have very considerable difficulty in walking” and those who receive benefits because of lack of mobility. The split between the two categories is about equal.
The most recent council parking report reveals 79 people were found to be using badges belonging to dead people. The council will now be the first in the country to offer offenders the option of a community resolution order - which would highlight in a video the effects of depriving disabled people of parking spaces - together with a financial penalty (instead of them receiving a criminal record). Working with Sussex Police and East Sussex County Council, the city council will use the funding to help track down people who are misusing the badges. The two councils are both providing additional funding of £30,000. Councillor Ian Davey, lead member for transport, said: >> Continued on page 3

Cheers! The Bevy opens After a long wait and an enormous effort, The Bevy - the first community-owned pub on a housing estate - will open today at noon. Yesterday (Thursday) students from Brighton Aldridge Community Academy used the pub's kitchens it does not yet have a chef - to give them a try out by cooking lunch for 40 older people. Last night, Brighton and South Downs Campaign for Real Ale tried out the beer. And today - after three years - it is our turn. You may, however, want to wait until tomorrow (Saturday), when Father John Wall, the vicar of Moulsecoomb – who has done so much to make the miracle happen gives the pub a proper blessing. Formerly The Bevendean Hotel, it closed in 2010, leaving nearly 18,000 people miles away from a pub. The Bevy, under the management of Chris Pobjoy, (pictured right) will be open every day from noon to 11pm.
Labour push through 76% tax increase The 13 Labour councillors - the smallest group on Brighton and Hove City Council - pushed through a 76% council tax increase for the 16,000 poorest households in the city. Last night (Thursday), with support from most Conservative councillors (four abstained), they proposed a tightening of the Council Tax Reduction scheme (CTR), meaning claimants have to pay at least 15% of their council tax bills, rather than the previous 8.5%. For the most hard-up families - many of them living in wards represented by Labour councillors - it means an £8.32-a-month increase. The move was spearheaded by Warren Morgan, a councillor for East Brighton and the Labour Group leader, who earlier this year said working-class families on estates could not afford an extra £2.94 a month under Green Party proposals - subsequently defeated - for a 4.75% across-the-board council tax increase. All members of the minority Green administration opposed the Labour move last night. The four Conservative councillors who abstained were Graham Cox, Denise Cobb, Dawn Barnett, and Tony Janio.

Citywide abuse of blue badges > Continued from page 1 “Disabled people rely on blue badges to access all the facilities and leisure activities the rest of us take for granted. It is essential they are able to park close to where they want to go, so this funding will help us tackle misuse of blue badges much more effectively.” Funding provided by the Department for Communities and Local Government will fund two blue-badge fraud investigation officers operating across East Sussex and Brighton and Hove.
An Independent View It is easy to be cynical. You are walking in The Lanes. Or past the car park at the rear of Brighton Station. Or near any of the double yellow lines in the city centre. Suddenly, you see someone jump out of their 4x4 or their Audi A8, or their Jaguar. Off they dash, often alone, to do their shopping, catch their train, or run into the restaurant. And then you notice they have a blue badge on the dashboard.
Part of you feels angry; part of your feels guilty. Of course, they may have a disability. Just not an obvious one. Undoubtedly - and thankfully not all people with disabilities are so poor they can't afford a brand new 4x4 or a £60,000 high-end Audi. But with one in five blue badges being used fraudulently, it makes you think.
Leigh Farrow: UKIP councillor Leigh Farrow, the Labour councillor banned by his party from standing next May, has switched to UKIP. Councillor Farrow, who represents Moulsecoomb and Bevendean, took his seat as the first UKIP member yesterday (Thursday). Cllr Farrow, 59, said: "The whole political map has changed. Labour hasn't done itself any favours, either nationally and locally. What I am concerned to do is represent working people because it is working people who seem to bearing all the weight of what's occurring at the moment."

Stories wanted for first Women’s History Festival Ali Ghanimi
A statue of Queen Victoria stands proudly at the bottom of Grand Avenue. But how many other monuments to women have you noticed in our city? What do you know about the country’s first female newspaper editor? Or the first British woman to swim the channel? Or any of the Suffragettes who led a lively campaign here? There are about 100 blue plaques marking the dwelling places of historical men around the city, but only 20 mention women. Many women in Brighotn and Hove have made history with their achievements, but their stories have gone untold. Until now. Spring next year will see the city’s first festival dedicated to women in history, an idea conceived by Louise Peskett and me. I organise community education events through Free University Brighton and ran a short course called "Women: The Greatest Story Never Told", which was fully booked immediately. When participants said how much they learned, I began thinking of a way to get these stories to a bigger audience. Then, after meeting Lousie, a museum guide, the rest, as they say, is history. Louise works as a guide at the Royal Pavilion and other Brighton museums. She also writes a blog called History Women Brighton. After 12 years of talking mainly about men, she began to wonder about all the women who had contributed to the city’s exciting history. The more Louise researched, the more outrageous, adventurous and inspiring women she found - from a cross-dressing soldier to the first black woman to appear on British television. Last year, Louise collected all these stories and put together a walking tour for Brighton Fringe that attracted a lot of inerest. “It was really fun”, said Louise. “I had some very chatty groups and we ended up moving beyond famous
female Brightonians to the wife sales that used to take place in the town, and the legendary Promettes, who would wander along the seafront answering visitors’ questions." This year, Louise devised a brand new walk, "Notorious Women of Kemptown", highlighting the many incredible women with links to the area - including Barbara Hulanicki, fashion designer and founder of the iconic Biba label, and Margaret Damer Dawson, a pioneer of Britain’s first female police service. Through next year's festival, Louise and I hope to reach all community groups with free talks, workshops, exhibitions, and entertainment. They particularly hope to promote women’s history in schools. Louise said said: “Telling stories about women’s achievements is a very powerful way to improve girls’ confidence and sense of place in the world. It counters harmful stereotypes early on and helps boys develop more respect for girls and women which benefits all of us." The festival will provide material that schools can use for the new curriculum from Key Stage 1 through to A-level.
Editor’s note: The unnamed women referred to in the article above include Rachel Sassoon Beer (1858-1927), Britain’s first female newspaper editor; Mercedes Gleitze (1900-1981), the first British woman to swim the channel; Phoebe Hessel (née Smith, 17131821) who disguised herself as a man to serve in the British Army; and Pauline Crabbe (née Henriques, 1914-1998), the first black actress to appear on British Television. Ali and Louise are keen to hear from schools who would like to get involved and from anyone who would like to contribute stories. You can email them at contact@ freeuniversitybrighton.org. Brighton & Hove Independent is – by some margin – the best-read newspaper in our city. As such, we have a responsibility to live up to our commitment to be a 21stcentury media platform for a
21st-century city. But what does that mean when it comes to local democracy and the financial crisis facing Brighton and Hove City Council? As we highlighted in last week’s Brighton & Hove Independent, our city is facing a crisis: a time when difficult and important decisions have to be made. Those decisions will be made by a council on which no party
has majority control. There are 20 Green councillors, 18 Conservative councillors, 13 Labour councillors, one UKIP councillor, and two independent councillors. In addition, decisions that will have long-lasting implications will be made by a council that has only two or three months to run - before the city council elections and the general election, on Thursday, May 7.

As you would expect, Brighton & Hove Independent will continue every week to publish articles that inform and reflect the diversity of opinions in our city - about all aspects of the council budget and how council services can be provided. More than ever, we will invite readers to have their say. In print, online, and at public meetings. On Tuesday, January 27 - at the first in a series of public meetings - we will invite you to question political leaders and have your say as voting opens in our citywide referendum. The meeting - for which tickets are now available - will mark the beginning of what we believe will be the most intensive democratic consultation undertaken by any media organisation in the United Kingdom From then until Tuesday, February 17, you will be able to vote by post, online, and at ballot boxes at locations in and around the city. Voting cards will be distributed with every copy of Brighton & Hove Independent on Friday, January 30. There will be further opportunities to vote by post in subsequent issues on February 6 and February 13. Insofar as practicable, every precaution will be taken to prevent multiple votes and to safeguard the integrity of the referendum. The main focus of the voting will be whether or not council tax should be increased - and, if so, by how much. A second question will ask if there should be more government funding for council services. Separately, we will seek to elicit ideas about other ways in which the funding gap can be bridged, through innovation and a re-thinking of services and/or priorities. The results will be revealed in advance of the crucial budget meeting of the full city council on Thursday, February 26.

These exclusive pictures provide a fascinating insight into the progress of work on building the Brighton i360. They were taken by Kevin Meredith, one of the attraction’s official photographers, during a factory visit in northern Spain. The specialist factory - called Euskal Forging, based between Bilbao and Pamplona - has forged 33 giant flanges that will be bolted to each of 17 steel "cans" to act as joints to connect them to form the i360 tower. Each flange is forged from a single ingot of steel and machined to make a perfectly-flat surface. After an inspection by engineers from steel specialists Hollandia, they were approved for the next stage - during which they will be transported to the Netherlands, where the steel “cans” will be attached to them. Eleanor Harris, chief executive of Brighton i360 said: “This technology is what will create the strength in our tower, so that it can withstand high winds and carry up to 200 people in our viewing pod, currently under construction in France. The 162-metre-high tower is only four metres wide and every step of the way requires unique and groundbreaking design and engineering.”

The truth about the SOUTHCOAST unemployed centre WINDOWS and the £500,000 fund AND HOME IMPROVEMENTS www.brightonandhoveindependent.co.uk
EXCLUSIVE by Greg Hadfield @BrightonIndy
A centre for unemployed workers is facing closure after a vitriolic internal dispute about its dilapidated premises and a £500,000 fund that is to be spent on a new building. One faction at Brighton and Hove TUC Unemployed Workers Centre in Hollingdean has asked the Charities Commission to launch an investigation into the "possible misappropriation" of funds and into the "dereliction of duties" by former trustees, including Tony Greenstein, who helped found the centre in the 1980s, under the slogan "Fighting poverty amidst plenty". Since 1999, the centre has been based in a run of shops in Crestway, form where it has supported families on low wages, disabled

people, and the unemployed by offering a social space, free food and clothing, a free telephone line, free events for children, and a "combative and professional" welfare advice service, including employment advice. Mr Greenstein, 60, an occasional contributor to Brighton & Hove Independent who is awaiting a liver transplant, resigned from the centre in August because of ill health. His three other fellow trustees, all trade unionists, also resigned at the same time. Opposing them is Giuseppina Salamone, a welfare rights worker at the centre, who has written to 20 or more trade union branches listing her concerns in a sevenpage letter, a copy of which has been obtained by Brighton & Hove Independent. In it, Ms Salamone blames Mr Greenstein for spending "little or no money" on essential maintenance of the leasehold premises - while having control, with other trustees, of a building fund that totalled £507,736.75 in November last year. The dispute is complicated by the terms of a "repair-all" lease agreed with London-based private landlords - which Ms Salamone says means the centre could be liable for more than £50,000 of building work. As a result, she has refused an offer from Mr Greenstein that she and her colleagues should take over the lease; instead, she has argued
any building work should be paid for out of the building fund - and that she and her colleagues should be compensated to the tune of £20,000-plus for having to put up with premises where concrete and plaster is falling from the ceiling and where there are loose carpets and messy electrical cables. Mr Greenstein - who claims to have helped raise up to £3 million for the centre, including National Lottery grants, donations, and a substantial share in successful tribunal claims - insists the £500,000 fund for a new building remains intact and has documentary evidence to show it is held securely in bonds and trusts. Brighton and Hove Trades Council is expected to discuss the deepening rift next month, with a view to developing ambitious plans for a new centre for the whole of the Labour and trade union movement in the city.

alcohol; it will also be a muchneeded family-oriented pub and café for the Bevendean and Moulsecoomb communities. Formerly The Bevendean Hotel, it closed in 2010, leaving nearly 18,000 people miles away from a pub. Residents fought to get the old pub re-opened and have raised much of the £200,000 needed; regular "workins" have seen volunteers fit out the pub. More than 700 people have bought "community shares" and are now owners of the pub - the most of any co-operative pub in the country.

1821 | Wednesday, December 12 The extraordinary Phoebe Hessell passed away after a truly amazing life. Born Phoebe Smith in 1713, she was best known for disguising herself as a man to serve in the British Army, probably to be with her lover, Samuel Golding. She enlisted in the 5th Regiment of Foot to serve alongside him, and saw duty in the West Indies and Gibraltar. Both were wounded in the Battle of Fontenoy in 1745 and she finally revealed her position; they were both discharged and married. They had nine children – eight died in infancy – and the survivor died at sea. After Golding died, she moved to Brighton to marry fisherman Thomas Hessell, who died when she was 80, and supported herself by selling fish in and around the town. As the oldest inhabitant in the town she was entitled to sit beside the vicar at a Napoleonic celebration dinner on The Level in August 1814 and she attended the Prince Regent’s coronation parade in Brighton in 1820. She died, aged 108.

Exeter Street Hall A junior bake-off at Exeter Street Hall would have delighted Mary Berry. It was certainly a very difficult decision for the judges - Kate Henry, from this year's Great British Bake Off competition, and Caroline Lucas, the Brighton Pavilion MP - to pick a winner. Ms Lucas said: “The bake-off was great fun. We have some fantastically-talented local junior bakers. And their cakes looked almost too good to eat, they were beautifully artistic. It was very tough to judge.” Education

Ben Waller, a Year 9 student at Cardinal Newman Catholic School, has been named as Young Geographer of the Year. Results were announced at the Royal Geographical Society after a national competition with more than 700 entries from schools across the country. The awards were presented to pupils by Nicholas Crane, the writer, broadcaster and geographer at the society’s headquarters in Kensington, London.
Planning permission has been granted for a student hall of residence in Brighton - which councillors say will help take pressure off family homes. A group of redundant premises off Hollingdean Road and Freehold Terrace would be demolished to make way for the development. The accommodation, around the corner from Lewes Road Sainsbury’s, would range from three to six storeys and house 205 students. Buses

Pride proposes social impact fund to help pay for community projects Organisers of Pride 2015 are planning to set up a new community fund that could benefit local projects where Pride has a social impact on residents. The event - which will take place over the weekend of August 1 and 2 next year - will be a celebration of 25 years of the festival, with the
theme of "Pride in the City" and the message of "Proud of our city, proud of our history, proud of diversity". This year's festival and village party were hailed a success after raising almost £65,000 for local community organisations and delivering a safe and diverse weekend. Organisers reported
overwhelmingly positive feedback from visitors, Brighton and Hove City Council, Sussex Police, community organisations, and local businesses. Paul Kemp, the festival director, has announced a new fund - in addition to the current Rainbow Fund - that aims at helping those areas most affected by Pride's
celebrations, including Preston Park and St James's Street. Following discussions with Friends of Preston Park and local residents, Mr Kemp said Pride is also considering options for better use of the infrastructure of Preston Park for a possible community and family event on the Sunday of Pride weekend. Mr Kemp said: “This certainly won’t be a second Pride day in Preston Park, as Pride’s main focus will be to build on the success of the Pride village party. But it seems a shame not to utilise the park facilities for wider community use."
He has asked for suggestions to what local residents would like to see taking place in the park, including what live music and entertainment they would like.
"Pride in the City” is the theme of Pride 2015
The Book Doctor
Laura Lockington @bookloversupper
Under the Skin by Michael Faber Oh good grief. This is the most scary and brilliant of books. It had me hooked from the start. There is something strange going on and, at the beginning, it’s impossible to put your finger on it. A woman is driving endlessly around the same area in a remote part of Scotland, looking for hitchhikers to pick up. But not just any old hitchhiker. They have to be male, well-built, sturdy, and with a bit of muscle. It helps if they don’t have a wife or family, or if no-one is expecting them home. But she’s not that fussed about all of that. The strangely-named Isserley has some problems to be sure, aching back after some sort of surgery,
her hands hurt her, and she regrets having a very large bust. Her eyes...they’re a bit too big, too. Again, those details seem to be something that we can manage to understand. The car that she drives is fitted out with some very advanced bits of engineering. But why? Then bang! It hits you. I’m not going to give anything away here, as the surprise hit me quite hard, although the nagging feeling I had right from the start that all was not quite right, seemed in retrospect obvious. We are led down various dark places in this book, and when the light finally dawns about who Isserely is, it is quite, quite shocking. The book has been made into a film, starring Scarlett Johansson, and I can’t wait to see it.

Our city in a collage of close-ups by Will Sawney Everyone sees our city differently. For Will Sawney, a designer, Brighton and Hove is the sum of its vibrant parts. He started creating "texture collages" - crafted deliberately by the designer, rather than randomly by software - after returning from a trip to Asia in 2011. Will said: "Texture collages are my way of representing the most evocative images of a place. When you travel, it’s rarely the landmarks and landscapes that you remember; more likely it’s the ‘feel’ of a place, perhaps the street food, fabrics, or everyday architecture.” Will has produced a collage that comprises 186 images taken in Brighton and Hove: “Iconsic sights are in the mix. In particular, though, I was looking for the overlooked - from paving slabs to the local council logo. These are the genuine sights of the city.”

Shaloam Hodge was the first naturals maker I ever met at the Brighton Open Market and it is a pleasure to give an update after we covered a range of her products earlier in the year. She will be back on her Shaloah stall to sell lovely skincare gift sets today (Friday) and over the weekend and then back again on December 19 and 20. Nip along and have a try before you buy. I think the Christmas gift set is good value as it saves more than £15 on buying things separately. Check it out at the market or online at www. shaloahskincare.co.uk. The £55 box offers a little bit of personalisation, too. It includes a choice of daytime moisturisers (50ml), Green Tea and Avocado Nourishing Night Cream (50ml), a choice of facial serums (30ml), plus a choice of bath, body and massage oils (100ml). The

external packing is deliberately plain, so that customers can customise the presentation. I could try to claim that natural fanatics don’t enjoy late parties, sweet indulgences, or hardcore drinking, but actually the best skincare products offer night-owls a real safety net for when life demands total participation in all the vices. Makeup can even help you get through the day, if you are nursing a tremendous hangover. I just discovered a superb M-A-C product that helps dark undereye circles and gives you a seasonal winter glow that is easy to graduate. The glowy white tube hints heavily at its luminescence. It isn’t a concealer as such, but more a highlighter that can go

over the heaviest foundations to lend a dewy freshness when you need it the most. M-A-C Strobe cream is £10 for a travel size (which lasts for ages) or £24.50 for a larger tube. I particularly enjoy something bright beside my hat and woollies as you can look bit papery if you are prone to a dryer face. Ditto for when you get a sniffle. Strobe cream is powered by botanicals to de-stress, moisten, freshen and boost the look of dull, flat or tired-looking skin. It achieves this with a hearty dose of green tea. The nights are long at this time of year so just touch up before you leave work and the iridescent particles will ensure that you look ready to party all over again
Has there ever been an invention so helpful and yet so horrible as the buggy? I wouldn't be without ours, of course - not only does it transport Tibbons in relative comfort and speed, but it also saves my back and is a wonder for carting shopping home. But still, I’m not an outright fan (nor is Tibbons come to that). Take other people's buggies for a start. A nightmare, plain and simple! As I write this, I’m sitting in a café with Tibbons fast asleep in his buggy next to me. As someone who remembers life before children, the buggy is tucked out of everyone’s way. Surrounding us are another five of which the same can, unfortunately, not be said. Which is why we're stuck right next to the barista, who is liable to wake T with her noisy coffee-making at any moment. If this
column comes to an abrupt end, you'll know why. I can't really blame the parents, though. Most public places aren't built for buggies. Supermarket aisles aren't wide enough; café tables are packed in too tight; public transport barely has room for a bag, let alone anything with four wheels; and, as for your regular pavement, laughable! Only, I’m not really sure it’s our facilities that are the problem. What if it’s simply the size of the buggies that we all buy? You’ve seen them; they're built like tanks. Ours has wheels a 4x4 would be proud of and looks more like an armchair on wheels than a pram. Tibbons hates it anyway, so would it really be so bad to put him in something more, well, basic? Call me radical, but perhaps we should design buggies for the world we actually inhabit rather than the rather roomier one we wish we did.

l raises £415,596 hildren's hospice It is perhaps the leading charity event outside of London But even for the Chestnut Tree House’s Snowman Spectacular Ball, this year's event was remarkable, raising an astonishing £415,596 for the Sussex children’s hospice. Guests were entertained by an exclusive live performance from Lulu and her band - who performed her hits, including Shout - which got the audience on its feet. E3, the Brighton-based production company and longtime supporter of Chestnut Tree House, secured the international singing star's appearance in advance to her tour in the New Year. Lulu said: “When I looked at the work that Chestnut Tree
House does, I was deeply moved to think that I could help these kids in some small way.” As well as singing and dancing, the 560 guests enjoyed an exclusive evening of magical entertainment in a winter wonderland setting inspired by Raymond Briggs’s iconic Snowman. Other celebrities included: Pat Sharp, the DJ who was back for the second year to play a special set; Laura Hamilton, the TV presenter and Dancing on Ice star; Peter James, the Brighton crime author; Julie Graham, the actress and Chestnut Tree House patron; and footballers Paul Jones (also a patron) and Kerry Mayo. The emotional highlight of the evening was the heartfelt speech
by Faye Mitchell, whose daughter, Leilani, was cared for by Chestnut Tree House before she died in March 2012. Her teenage daughter, Teigan, presented her with a bouquet. A spectacular auction had 13 lots, with auctioneer Nick Muston encouraging guests to bid on the "money can’t buy" purchases, such as a luxury cruise on the Danube from Viking Cruises, a Brighton and Hove Albion VIP football experience, a weekend at the Heineken Rugby World Cup next year, a racing helmet signed by motorsport legends at this year’s Goodwood Festival of Speed, and an exclusive illustration by Raymond Briggs - created especially for the ball which went for £2,200. With Brighton businessman Robbie Raggio taking the stage, the final lots were Pay for a Day and Pay for an Hour at the hospice. To provide all the care both at Chestnut Tree House and out in the community costs £6,850 each day - or £285 for each hour. Pay for a Day was originally the idea of Mike Holland, a Chestnut Tree House patron and Brighton & Hove Independent columnist. Hospice staff were delighted
when 158 people put up their hands pledged to pay either for an hour or for a full day. Linda Perry, director of children’s services at Chestnut Tree House, said: “Over the years, our Snowman Spectacular Balls have now raised over £1million in total; £415,596 is an incredible sum and will pay for two whole months of care provided by Chestnut Tree House, both at our children's hospice and in families’ own homes across East and West Sussex. "To put it into perspective, this year's ball has raised more in one
evening than our annual grant from central government. “The number of children who need our care is increasing, our care costs continue to rise and fundraising has proved extremely challenging this year, so this really will make a huge difference to the children and families in Sussex who so desperately need our help. We are so grateful to all our guests for their incredible generosity.” For more information about Chestnut Tree House, visit: www.chestnut-tree-house.org.uk

The planning travesty that's the Hippodrome Graham Chainey
Plans to convert the derelict former Hippodrome building in Middle Street into an eightscreen cinema, restaurant, and shopping complex have been approved by the city council; they have not been approved by the general public. More than 14,000 people signed a petition demanding the building be restored as a liveperformance venue, and 12,000 emailed the planning committee, apparently the biggest -ever postbag relating to a planning issue. The Our Brighton Hippodrome campaign group (OBH) has held demonstrations by the Max Miller statue in New Road (Miller being one of the galaxy of stars who formerly appeared at the theatre) and again outside Hove Town Hall. They rightly feel the building, which is listed Grade II*, is ideally suited for large spectacles such as ballet, opera, musicals, and even as a conference centre. They point out that Brighton already has a multiplex just down the road. Ah, but we now know (following this newspaper’s exclusive article on November 28) that the council wants to get rid of the Kingswest complex in order to open up Churchill Square to the seafront and make space for a 20-storey apartment block. Could this pharaonic and, to my mind, unappealing proposal - which presumably has been hatching behind the scenes for some time - by any chance be why they have been so keen to establish an alternative cinema complex nearby? The word “hippodrome” derives from Greek - “hippos”

means horse, “dromos” a course. Originally, it meant a racecourse for horses and chariots or, in later usage, a circus venue or variety theatre. The earliest place in Brighton that met this definition was the Royal Circus and Amphitheatre, which opened on The Level in 1808 under the Prince of Wales’s patronage (nearby Circus Street recalls its location). In 1840, William Barry opened a circus in Edward Street, where the Amex building now stands. Then, in 1876, JF Ginnett opened his Royal Hippodrome in Park Crescent Place. This held 1,700 people, had a complimentary omnibus service, and from 1878 was illuminated by electricity (preempting the London theatres). Here the audience could watch vast numbers of horses, elephants, and other animals, as well as clowns, jugglers and acrobats. In 1891, Ginnett opened an even larger venue, the New Hippodrome, in North Road, seating 5,000 and featuring even more dramatic

displays. Unfortunately, he died soon afterwards and the place went through various incarnations, including as a furniture warehouse, before burning down in 1961. Meanwhile, the building we now know as the Hippodrome had opened in 1897 as an ice rink, to be converted into a megatheatre in 1901 by the celebrated Frank Matcham, architect of 150 theatres, including the London Coliseum. It still boasts the country’s only surviving equestrian entrance, leading off from the stage into what is now a car park. It soon became the most celebrated variety theatre in the south of England. The stars who have trod its boards include Houdini, Laurel and Hardy, Lillie Langtry, Fats Waller, Buster Keaton, Chaplin, Olivier. Here, in 1964, the Beatles - and, a week later, the Rolling Stones - played to frenetic audiences, with the streets outside blocked by screaming fans. Alas, from 1968, the place more dully served for decades as a Mecca bingo hall. Since 2007 it has been empty, boarded up - yet another in that sad category of neglected heritage buildings our city seems to specialise in. Well, I align myself with the two Gavins - Henderson and Stamp, who have both spoken out about this planning travesty - and with OBH, the Theatres Trust (which currently places the building top of their list of theatres at risk), the Victorian Society, and those 14,000 signatories, in thinking Alaska Development Consultants’ £35 million scheme an unworthy solution. ¨ Give a dog a home
Independent Brighton & Hove Independent has teamed up with New Priory Vets, Vets 2 Home, and Dogs Trust Shoreham to help find homes for some of Brighton and Hove’s unwanted dogs. Each week the newspaper will feature a different dog currently awaiting a new home. This week is Herbie...
Factfile: "Herbie, a male Staffie cross, will be 5-years-old in January. "He is very intelligent and loves to learn new tricks. His trainer Tasha has clicker trained him which has helped him to feel more confident as he is a shy boy. "Herbie likes to play with other dogs and would be happy to share his new home with the right one. We don’t know what he is like with cats or small furries, but we would be happy to test. "He is looking for a local quiet adult home with no visiting children and he needs a garden he can enjoy playing in. Although he will take a little longer to get to know his new owners, he is very affectionate and fun to be with once he trusts you. "He loves to play with tennis balls and enjoys a game of fetch, he also likes to go swimming in the summer and is FAB at agility. "He is a good boy at walking nicely on the lead, being left and going for a drive in the car. "New owners would need to be prepared to work with the staff whilst getting to know Herbie, but the rewards of this dog's trust will be well worth it."
Can you offer Herbie a home? If you can, call the Rehoming Centre on 01273 452576. Information on all animals in need of a new home is online at: www.dogstrust.org.uk Advertising feature
Is there a right time to say goodbye? Susan Gregersen Vet, Vets2Home Having been a veterinary surgeon for 15 years, the question of when is the right time to say goodbye to a pet is one of the most difficult questions to answer. But one thing is certain – a good life deserves a respectful and gentle departure at the end which paves the way for everlasting happy memories. After treating pets at home since 2005, we have become experts in this field as my practice, Vets2Home, now specialises in helping families have time for a peaceful ending with their muchloved pet – in the comfort of their own home. Many animal lovers, and vet colleagues, have very different definitions of what makes a “happy pet” and what a good pet life should include when their health decline and when should you give your pet a peaceful and dignified
goodbye, free of stress and pain? Although we often hear pet owners express the secret wish that their pet will go quietly in his or her sleep this almost never happens, or usually not without some degree of suffering first - something we allow to happen to humans but which we can spare our animals. Having visited and helped thousands of pets at home, I strongly believe the right time is when your pet and you lose the joy in your life together, whether this is due to old age or unmanageable illnesses. The reasons can be many - from not eating, or eating excessively but with severe weightloss, poor mobility, hidden or subtle pain, vocalising, hiding, not interacting, soiling inappropriately, grumpiness or even aggression to sleeping a lot - or not at all. Some of which could be indications of severe illness or of what I call “petzheimers” which makes your elderly pet a completely different “person”. When deciding when and how to intervene – with investigations or at-home animal hospice care as we offer - it is vital to remember why we have these loyal loving creatures in our lives. They give us such joy, loyalty, companionship and much more, and in return we give them our love, food and shelter
– and often even our bed! That is why I strongly believe the one last gesture of love we can show our pets is a calm, respectful end - without stress, pain or suffering, when it is most needed and not before. And that goodbye should ideally be at home, surrounded by loved ones, familiar smells and sounds, pain-free and in that favourite spot. At Vets2Home we are devoted to finding out what joy and quality of life really means to your pet and to you - by giving you advice by phone, by email or on a home assessment becoming one of our VIPs with 24/7 vet help. As a hospice vet, I want to leave the owners with only happy memories of their special furry friend and I feel honoured to be able to give our patients a dignified, pain-free end. I am grateful and humbled to receive so many kind words from our clients afterwards Please meet us on Facebook and hear what our many lovely clients say about us or read more mobile vet stories on my blog: www.mobile-vet.blogspot.co.uk. Business College alumnus provides opportunities for students Paul Mason used the carpentry skills he had gained at City College Brighton and Hove while he was refurbishing The Shuffle Bar and Kitchen, his new cocktail bar. Now he has taken on two City College students to help him to build his business, which is close to the college's city-centre campus.
Paul Mason with his new recruits
Chris Mennings, who studied Hospitality Management, and Danny Williams, who studied electrical Installation, have joined the staff of the bar in York Place, Brighton. Mr Mason said: "The knowledge and practical skills learned during my time at City College definitely gave me the confidence to do a lot of the refurbishment myself. "When I saw City College on Danny and Chris’s CVs, I knew they were both worth interviewing. They have the personality required for the type of service we deliver at Shuffle and they’re both excelling.” Lynn Thackway, the principal of City College, said: “We’re always delighted to see City College alumni such as Paul finding success with their businesses, as it provides inspiration to our current students regarding what they can achieve if they make the most of their time here.”

Happy chicken restaurant spreads wings in Brighton A new ethical chicken restaurant is set to spread its wings in Brighton. The restaurant - named h.en - serves high-welfare grilled or fried chicken, with sweet potato fries, and a salad bar. It also offers takeaway meals from its premises at 87-88 Trafalgar Street, Brighton. Philip Ilic, the owner, is passionate about sourcing the right produce. He buys his chickens from Brookland Farm in Surrey, where the birds have the highest quality of life with plenty of outdoor space; Chris Pinard, owner of Brookland Farm, produces 85% of his own feed. Mr Ilic said: “For me, it’s all about knowing our chickens have had
a healthy, happy life. The current labelling system lulls people into a false sense of security – ultimately, you can’t trust it and you have to make the effort to visit the farms you get your produce from to really know the conditions. It has been incredible to collaborate with Chris with his passion for his chickens whilst knowing they have had the highest welfare.” “We aim to be completely transparent about where we source our ingredients from, and I welcome any discussions about the welfare of our birds,” he added. Mr Pinard said: “We describe our poultry as a step back in time but a leap forward in quality because we rear them for flavour and you can't hurry that. It’s great that this is being recognised by h.en and we are delighted to be their chosen supplier as we both have the same aim of giving the customer the tastiest high welfare chicken we can.” Every item on the h.en menu is made in-house, developed by its chef from scratch. The chicken is
marinated in a secret h.en sauce and can be served in two ways: either grilled or battered then fried in a healthier rice bran oil. There is also a salad bar with a wide variety of choice, plus a veggie burger to satisfy vegetarians. The restaurant, which opened on Wednesday, also serves brunch, featuring eggs cooked in various ways - including traditional softboiled - plus coffee with Dutch stroopwafels (syrup waffles). The interior comes from Mr Ilic’s sister, Amy, and David Pentland, both from Ardour Design - which puts an emphasis on reusing materials were possible and sees opportunity where others see waste. Furthermore, they have designed the systems in the restaurant to be as environmentally-friendly as possible. One of these systems is the tiffin-box scheme, whereby people leave a £5 refundable deposit, and are given a stainless steel tiffin box to take their food away in. More sustainable ideas will come from h.en in the near future. For more information, visit: www.henrestaurant.com

We Three Ps Christmas carol warns of festive blockages in Brighton
Withdean Sports Complex helps Chris Eubank Jnr get fighting fit
Southern Water’s singing sewermen have hit a new low to herald the festive holidays with their third Christmas carol We Three Ps – performing it in a sewer. A modern take on the traditional carol We Three Kings, the song encourages people to help avoid blockages by only flushing the Three Ps down their toilets – pee, poo and paper. So far this year, more than 558 tons of non-biodegradable items have been removed from Peacehaven Treatment Works. That’s the equivalent weight of 349 hippos. Items such as wet wipes, plasters and cotton buds should all be put in the bin. If flushed away, they can cause blockages which threaten to flood homes with wastewater. Filmed deep underground in Brighton’s Victorian sewers, the song also warns of the perils of pouring cooking oils down sinks – which also leads to problems in the pipes. The sewermen, who again
received the vocal support of members of the Southern Water choir, were joined by Bruce the sewer monster – Southern Water’s mascot for its Pain in the Drain campaign. Bruce, who was found at a wastewater pumping station after having apparently been stuffed down a drain, is proving popular on Twitter where he tweets wacky toilet tales and photos of weird loos and nasty blockages. Singing sewerman Stuart Slark said: “I’ve seen some strange things in these sewers but a choir singing with a fluffy orange monster, a woman wearing a dress made of wet wipes and a giant poo is definitely a first. “To help keep weird stuff like this out of the sewers, only flush the Three Ps – pee, poo and paper – everything else should go in the bin.” The video can be viewed on Southern Water’s website and YouTube channel
Withdean Sports Complex operated by Freedom Leisure in partnership with Brighton & Hove City Council - is helping local boxing sensation Christopher Eubank Jnr get fighting fit by offering him free, unlimited access to the facility. Chris, 25, from Hove is currently boxing at middleweight level and has won 18 of his 19 matches to date. Preparation is key to his success and Chris does sprint training to increase his speed and agility in the ring. He trains on the track twice a week and is a familiar face at Withdean Sports Complex which benefitted from a £2.7 million redevelopment project in 2013. In recognition of his dedication to his sport and the many hours he spends training, Freedom Leisure has granted him free, unlimited access so that he can train as often as he needs to. Christopher is delighted with the offer. "Withdean Sports Complex is my local
club and I'm very fortunate to have these top class facilities close to home," he says. "The track set up is professional which enables me to focus on my training: I used to run by the beach but it often became busy and was too congested for me to hit the speeds and intensity I need to aim for. My ultimate goal is to become a world champion in my chosen field of boxing." Christopher has fond memories of Withdean where he trained as a youngster with a local running club and competed each summer in
his school sports days. Since the age of nine, Christopher has competed or trained at Withdean Sports Complex so it's very fitting that the centre is now showing its support of his home-grown talent. "We are delighted to see Christopher's career going so well and are only too pleased to play our part in supporting his training here at Withdean Sports Complex," says Freedom Leisure Centre Manager Ross Philipson. "We are looking forward to welcoming him on the track and throughout the centre."

Coffee Chronicles
Chewing the fat ... with Jeremy Ashpool For the third instalment of our monthly Chewing the Fat series, we are privileged to chat with Jeremy Ashpool, executive chef and proprietor of one of Sussex’s finest restaurants: Jeremy’s. Nestled away in the gorgeous location of Borde Hill Gardens, the award-winning Jeremy’s has been wowing Brighton and beyond with their locally-sourced modern cuisine. Jeremy talks to us about his inspirations, memories and gives us a great insight into what makes his kitchen one of the best-loved in Sussex. Tell us about your background As a self-trained former beachbum, DJ and bar manager, I found creativity through cooking. I saw service as a kind of performance that got my adrenalin going. It’s a natural high and I still experience it after 35 years in kitchens. What inspires you? My godmother’s Sunday roast

chicken, aromas that wafted thyme and lemon as we entered her house. My mum was a good cook, too especially for days when food was generally considered as pretty dull. Marco White was a god among chefs in the 1980s - but, sadly, more of a fallen angel now. What’s your favourite food memory? My wife, Vera, inspires me a lot because she never tires of looking up new recipes and trying them in her beautiful café, Café Elvira, next door to the main restaurant. Vera especially taught me about flavour. I love seafood: squid, oysters, crab and langoustine - if we can afford the best. In summer, I love cooking over an open fire and BBQ. What are your favourite ingredients and cooking techniques? We use smokers a lot and recently have enjoyed a renaissance in regard to more modern techniques, thanks to working with Jimmy Gray, the head chef. We bought water baths, a dehydrator and thermomix, and so on. I love the new and young

approach to food, it is great to see how today’s generation of chefs are moving forward. Ultimately, it’s flavour that counts and that’s why Jimmy and I have such a good working relationship. His background - working with a classicallytrained dad and then going to Westminster College - gives him a grounded base for developing his own take on dishes.
Where do you see yourself in five years’ time? In five years, my ideal scenario would be cooking sardines on a beach somewhere while Jimmy has grown the company with our son, Daniel, in a direction that makes them both happy and successful. Steamed pollack, marquis potato, and dill cream sauce Four portions 4 x 160g Pollack 4 Marquis Potato 1tbs chopped dill 100g curly kale 100g bacon lardons 400ml cream sauce For the potato 600g mashed
potato without the butter or milk 2 egg yolks 30g butter 1 whole egg For the filling 6 plum tomatoes, blanched, peeled and deseeded
1 chopped shallot 30g butter 1 clove chopped garlic 2 tbs finelychopped fresh parsley Salt/pepper to taste
Season pollack and brush with olive oil. Season well and leave to come up to room temperature. Steam for six minutes, drain and season again.
It's beginning to look a lot like Christmas, everywhere you go. Take a look at the window displays, the lights twinkling above The Lanes and the trees being dragged home along Western Road. It's totally accidental and somewhat frustrating that the above paragraph rhymes. You would be forgiven for erroneously believing that it's the most wonderful time of the year. It is, after all, the only time when Kirsty MacColl's expletives are acceptable in a retail environment. As we're all busy spending money we don't have, on stuff we don't need, to impress people we don't like, let's not make matters worse by abusing each other's eardrums. Bublé, Slade, Geldof, and Cliff should be played only in the home and not in every shop, restaurant, salon, pub, and coffee shop. The new era of funky, jazzy, almost unrecognisable (but, unfortunately, not quite) Christmas muzak is just as offensive as the classics. There are a few Christmasfree zones around our city. If you're not up for the same jolly 20 tracks on loop, then hunt them down. (4 Bartholomews, Brighton, BN1 1HG). And now for an open plea to all those places who've been playing Jingle Bells since October (and won't stop it till midJanuary): Do yourself, and our Tinnitus, a favour - and let it go, let it go, let it go. Find The Little Coffee Company at 4 Bartholomews, BN1 1HG
Blanch the kale in boiling water; drain and toss in butter and season. Heat the cream sauce and finish with the dill.
Fry the bacon lardons in a dry pan until crispy, then mix with the curly kale. Heat the marquis potatoes and serve.

Match preview: Brighton and Hove Albion v Millwall
Pressure mounting on Hyypia ahead of must- ‘‘ win match
Sami Hyypiä

Albion’s manager
League position
(Speaking after defeat at Derby)
Richard Morris @BHIndyAlbion Sami Hyypiä faces the mostimportant game of his short spell as Seagulls manager tonight (Friday) knowing anything other than a win will see supporters’ calls for his sacking intensify. Under his tutelage Brighton have triumphed in just three of their 20 league games to date, giving Hyypiä a win rate of just 15 per cent. Only rock-bottom Blackpool have chalked up less wins (two) and the Seagulls find themselves mired in the Championship relegation zone and look devoid of confidence. A humbling defeat at Derby County last time out provided a sobering illustration of just how far the Albion have fallen since last season’s tilt at promotion. Derby, the Albion’s conquerors in the play-off semi-final, sit top of the table and a mammoth 20 points ahead of the Seagulls this campaign having kept the majority of last season’s squad intact. Brighton, on the other hand, have undergone a wholesale rebuilding process having lost not only their manager but also an array of players who proved so key to last term’s successes. That high turnover of star talent cannot be overlooked when assessing who is at fault for the Seagulls’ poor start to the season. Players recruited as replacements for outgoing stars like Leo Ulloa, Matthew Upson, Will Buckley et al

It was a very sloppy start and if you concede three goals as quickly as we did today then it’s a big mountain to climb. “I’ve been in situations when we’ve been 3-0 down and come back. "I think Derby are a very good team and it would’ve been very hard to come back, but the chances are there. “It’s very difficult to stay positive after conceding three goals, but that’s the only thing you can do. “We tried to play our normal game, hoped to score a goal and then try to get another one to get back into the game. “I don’t know if we showed too much respect to Derby, but our decision-making wasn’t correct."

have not had the desired impact. And injuries to players like the experienced Andrew Crofts have not helped the Albion’s cause. It is, however, the manager upon whom the focus for failure ultimately falls. Nobody will be as aware of that as Hyypiä himself. The former Liverpool centre half has spoken of his intention to keep fighting amid increased scrutiny on his selection and tactics. Against Derby, his decision not to start with a specialist defensive midfielder saw the Seagulls come unstuck within the opening 25 minutes. That resulted in heavier criticism than an away loss at table-toppers would have attracted in other circumstances. Indeed, there is a growing section of the Seagulls support who believe Tony Bloom, the club chairman, should call time on

Hyypiä’s reign. That seems unlikely - at least for the near future. Hyypiä survived the defeat at Derby and a board meeting this week came and went with Hyypiä remaining at the helm. It seems decision-makers at the club believe the manager can turn things round – or at the very least deserves a little longer to prove his worth. A win against Millwall tonight would be a start. Hyypiä, though, will again be without club captain Gordon Greer while Sam Baldock also looks likely to miss out. Adrian Colunga is available after a one-match suspension. Millwall are themselves on a wretched run of form and without a win in six games and a 5-1 home defeat against Middlesbrough last time out.

Brighton and Hove Albion fanzine The Seagull Love Review (TSLR) is releasing a stash of new t-shirts in the run-up to Christmas and one lucky Brighton and Hove Independent reader can get their hands on one for free. TSLR was a popular read among supporters after being launched during the later years of the club’s time at Withdean but the editorial team decided to call it a day on the printed edition at the end of last season. Since then the writers have continued penning articles on the Seagulls online as well as selling Albion t-shirts. Now, with Christmas approaching, TSLR has a batch of new designs and re-released old favourites and has teamed up with Brighton and Hove Independent to give one reader the t-shirt of their

Lewis Dunk has been Brighton and Hove Albion’s best player so far this season – and not just because he leads the team in the scoring charts. A composed, intelligent defender who uses the ball superbly, Dunk is realising the promise he showed earlier in his career. A key player who will surely end up playing in the top flight. TACKLES WON*

choice. Stefan Swift, of TSLR, said: “We started printing a few t-shirts some years ago as a side project with the fanzine, but only for a few friends and contributors. “They grew popular though. There isn't much choice away from the club shop and we were into our design so we thought we'd experiment with the Good Old Sussex By The Sea design. Everyone should have a Sussex By The Sea t-shirt in our opinion! “We try to reflect things that mean something to the fans, that reflect our own identity as a group of people as opposed to just a big club logo.” The team at TSLR are also releasing a special edition fanzine

Straight from the commentary box Many are dubbing it D-day. Some fans are calling for a change. With 20 games gone, Albion sit in the relegation zone peering up at a glut of teams who are still looking over their shoulder. It's understandable that, as the midway point of the season approaches, the manager's position is under scrutiny. However, Sami Hyypia's fate should not be decided on just one game. The results have been frustrating, and the entertainment has been somewhat lacking, but everyone involved in the preparation and execution of performances must accept they must do more to aid the cause. A change at the top maybe become inevitable in 2015, if results don't improve, but in my view there have been many contributory factors.
The tough job of recruitment in the Championship in times of FFP remains after failing to replace like with like. The manager hasn't been helped by injuries to key players, long- and short-term. The players at times may feel they haven't delivered quite as many times as they should have done. Some things are in his control, others are not. The Finn admitted he made

In the build up to this game the genial Elliott Bennett says the players must also take up the strain and not shy away from anything. He knows the manager as he put it 'puts his head above the parapet’ when he takes a job. He was at Norwich when they went down, but he also said once the whistle goes it is up to him and his team-mates to deliver. As we approach a crucial period for the club, and the manager, it is important to stress that group adulation is appropriate when you enjoy the glory, but collective responsibility is also required when things aren't going to plan.
