Brighton and Hove City Council has paid back more than £6.6 million to residents who overpaid council tax. The cash returned in each of the last four years was £1,688,863 (2010-2011); £1,750,883 (20112012); £1,658,085 (2012-2013); and £1,551,581.62 (2013-2014). According to latest figures, the city council still owed residents more than £790,653 last month. Of those with the 10 highest overpayments, the council attempted to contact four of them once; contact was attempted with the others two or three times. Nine of the 10 highest overpayments exceeded £2,000, according to data obtained as a result of a series of Freedom of Information requests.

A council officer explained overpayments can occur for a number of reasons, including retrospective council tax band changes to properties or benefit awards to residents. Some residents may have automatic payments that continue after their death and, in at least one instance, a resident deliberately chose to over-pay. The figure owing changes daily and each over-payment can be for myriad complex reasons. Some organisations, for example, pay in bulk to one account for many properties, often thousands of pounds which produces a large credit. A council spokesperson said: “We always notify in writing any resident who has overpaid their council tax. In cases where people move house frequently without leaving forwarding addresses, they can be very difficult to trace.

"The vast range of activities that grants help provide, from positive leisure activities to complex advice and support, sustains thousands of individuals and prevents them from ever needing to access statutory crisis support.

"If we lose public services either to the hands of the market, or through closures - be it the NHS, home care, children’s centres, day centres, the list is endless, then we will never get them back. They will be gone forever.

"The council is under pressure to find considerable savings but this approach is short-sighted. The impact hasn’t been assessed. The voluntary sector plays an essential role in preventative services, so what appear to be cash savings now are likely to be storing up considerable challenges for the future. The excellent contributions at our Have Your Say meeting highlighted the complexities and concerns facing our elected representatives as they consider the city council's budget proposals. But Tuesday's meeting was only the beginning. It marked the start of an intensive three-week process of civic engagement in which all citizens in our city can take part. We publish a voting form in today's newspaper (page 11); the form will appear also in the next two issues. In addition, there is the chance to vote and comment online. In an attempt to engage those who do not read a newspaper or are not online, we will be taking mobile ballot boxes out into the city centre - and the shopping parades and the estates on the periphery of the city. Throughout, our aim is to inform and engage citizens in a process that offers repeated opportunities to have a dialogue with those in power. Honestly and openly.

In recent months, the city council supported by independent experts - has been re-thinking how it supports people with learning disabilities. Two major reviews have been run, one focused on our services for children and the other on those for adults. These are hugely-complex and sensitive areas. There is certainly no "one-size-fits-all" solution for the diversity of needs we see among citizens. For children, there is also the importance of connecting support with schooling. Both reviews have come back with a powerful focus on putting the needs of our service-users first. Which is what you would expect. But what the reviews found is that, while we have some excellent staff providing brilliant services, they aren’t always as joined up as they could be. Nor always keeping up with people’s changing needs. For example, many parents told

So we are setting a goal to bring together much more of these services into combined hubs, alongside our special schools. This will deliver better, more integrated care for young people with learning disabilities. For adults, we are seeking to put greater emphasis on "personalisation". Which means letting them choose what they want to spend their budget on, rather than being placed in services we already offer. We must avoid paternalism and, wherever possible, meet the aspirations we heard in the review of travelling and working in the city like everyone else. These ambitions will take some time to achieve fully, but my hope is that partners across the city will agree them as our goals at a special meeting on Tuesday, February 3.

Meadow Vale housing plans rejected after residents protest Frank le Duc @BHcitynews

Plans to build 85 homes on a greenfield site have been thrown out by councillors. They were advised to reject a planning application to put 85 homes on Meadow Vale, in Ovingdean. Protesters were delighted by their decision to reject building on the nine-acre site, which is bounded by Ovingdean Road, Falmer Road, and The Vale. Lightwood Strategic, the property developers, had asked Brighton and Hove City Council for outline planning permission for an estate of one-, two-, threeand four-bedroom homes. There were, however, concerns about air quality, the ecology of the site - currently a paddock and the scale of the estate and the impact that it would have on the nearby South Downs National Park. Simon Kirby, the Conservative MP for Brighton Kemptown, and Nancy Platts, who will run against him for Labour in May, joined

protesters outside Hove Town Hall before the planning committee met. Mr Kirby said that he was delighted with the decision, having worked for a long time alongside the Save Our Deans group to fight the planning application. He said that the land helped the Ovingdean, Rottingdean and Woodingdean villages to maintain their individual identities and characters. Mr Kirby said: “I am obviously delighted that the application has been refused. This is a positive step forward for local people. “I also pay tribute to the work of the Save Our Deans group which has worked so hard against this proposal. Local people have also made their voice heard loud and clear on this matter. It remains my firm belief that the city council should be looking at brownfield sites and city centre sites where the existing infrastructure is in place to support development to deliver new housing in the city.” Ms Platts said: “ This is a victory for the local community and the people who have campaigned so hard to protect their area from over development. I have always

High Street vacancies continue to decrease For the fifth year running, the number of vacant shop units in Brighton city centre has dropped. The total number of vacant units in the prime pitch retail area stands at 4.69%, down from 4.95% when the survey was last conducted in the spring of 2014. The total number of vacant units in "Brilliant Brighton" area - the Business Improvement District (BID), which encompasses 517 city-centre retail and hospitality businesses - remained at their lowest level in five years at 5.01%; the national average is currently at 12.3%. The BID area covers Western Seafront

The hole was caused by the failure of historic alterations to the structure. Purna Sen, the Labour parliamentary candidate for Brighton Pavilion, and Mary Creagh, the shadow secretary for international development, visited Sussex University to discuss sustainable development goals. Ms Creagh and Ms Sen took part in a question-and-answer session. Ms Sen, an academic at the London School of Economics, said: “I know just how vital it is that the UK plays a leading role in tackling inequality and to shape sustainable development.”

A church has received funding to help restore the Parish Church of St Mary, a Grade II Anglican church in Upper Rock Gardens, Kemptown. The Victorian landmark received £17,000 from the Heritage Lottery Fund. The money will help to improve the building and to receive a full grant of £228,700 to restore its west-facing elevation next year.

Creative Future Literary Awards 2015: Nurturing writing talent at the margins Greg Hadfield @BrightonIndy A unique national writing competition - specifically aimed at disadvantaged writers - is back. The Creative Future Literary Awards 2015 - organised by Creative Future, a Brighton-based charity - has the backing of Lemn Sissay, the poet and playwright, and Maggie Gee, the bestselling author. Maggie Gee said: "Creativity belongs to everyone. Creativity helps people survive hard times. Creativity can't be taken from us, but given encouragement, it grows. That's why I'm supporting Creative Future Literary Awards." Lemn Sissay added: "Creativity thrives where it is most needed. That is why I support the CF Literary Awards." This year's is the second national competition to discover the best writers from disadvantaged groups,

including people who have a mental health issue, a physical disability, a substance misuse issue, those who are homeless or in temporary accommodation, refugees, survivors of abuse, the long-term unemployed, people with a learning disability, carers, offenders or ex-offenders, travellers, members of the BME community, members of the LGBT community, or older people (65+). Dominique De-Light, Creative Future's director, said: "The Creative Future Literary Awards showcase the work of the most talented marginalised writers and as such gives those who are the most vulnerable and socially excluded in our society the chance to have their voice heard and their talent recognised. We were overwhelmed by the variety and quality of work we received for the last awards and are greatly looking forward to reading the entries for this year’s competition, as well as the rolling out of our national programme of workshops (a first this year)."

Train companies in Sussex ranked lowest in a survey of passenger satisfaction. Passenger Focus, an independent watchdog, found that - of the 20 operators across the United Kingdom - Southeastern, Southern, and Govia Thameslink were considered the worst. Thameslink and Southern scored 77%; Southeastern scored 74% -10% lower than the national average. The most significant problems were punctuality and reliability.

Crisis, the homelessness charity, has given homelessness services in Brighton and Hove a good report following a "mystery shopper" exercise in 16 local authorities. The visits to the city stood out because both the staff at reception and the housing advisers who assessed them were consistently "professional", "understanding" and "sympathetic". At the same time, the "shoppers" felt the "fresh" and "modern" atmosphere and layout of the housing offices gave them a positive impression about how they would be treated.

The £420 million modernisation of Royal Sussex County Hospital is awaiting final approval from the Treasury after a series of meetings since the start of the year. The news came when Brighton and Sussex University Hospitals NHS Trust met on Monday. The trust runs the hospital in Kemptown, the oldest part of which predates Queen Victoria. If the Department of Health and the Treasury agree, then George Osborne, the chancellor, could give his approval before the general election in May.

The rollercoaster that is Brighton and Hove Green Party politics has taken another stomach-churning lurch. At its general meeting, the party passed two motions that will define its approach to politics in the city in the weeks preceding the general election and the city council elections. Faced with cuts in government grants of up to £26m, the Green administration proposed a budget based on a 5.9% council tax increase, which would raise £4 million and would require approval in a referendum. Labour would support a 2% increase that councils may make without a referendum, while the Tories are simply split. But now the Brighton and Hove Green Party has voted to set an unlawful budget – inevitably resulting in Eric Pickles taking over the council’s budget and ordering savage cuts. It also voted to request Jason Kitcat, the Green group convenor, to stand down. The first motion exposes the Green Party’s aims and rationale with cruel clarity. Firstly, this is not about Brighton and Hove residents bearing the brunt of £100 million of cuts to the city budget that the election of a Green MP has done absolutely nothing to prevent they’re not mentioned.This is about protecting the Green Party’s antiausterity credentials and enabling the so-called “Green surge”. It begs the question of whether Greens see council services and staff as anything more than the collateral damage of Caroline Lucas’s reelection campaign. Secondly, it is the decision of a party that is lacking in the will and inclination - and, I would argue, the moral courage - to carry out the job that the people

of Brighton and Hove elected it to do in 2011. Then, the Green manifesto talked about resisting cuts. But, for all the fine words, this policy achieves precisely the opposite: inviting Pickles to send in his commissioners within weeks of an election that the Greens are universally expected to lose. And all they offer by way of resistance is protests and street theatre. You don’t cure cancer by shouting slogans outside a hospital. The Greens remain an adolescent political movement because they won’t grasp this essential truth. Thirdly, it overturns the policy that Caroline Lucas and Councillor Kitcat declared united their party – that of seeking an above-inflation council tax increase through a referendum. It actually endorses Labour’s rationale for opposing large council tax increases: that they are regressive and hit the poor hardest. Finally, the motion’s whole rationale is that only a change of government can deliver a fairer settlement for local government. But, under our electoral system, the most likely outcome of a big Green surge would be to keep David Cameron in No10. Is that really what they want? Most older politicians remember Neil Kinnock’s evisceration of Militant at the 1985 Labour Party conference, especially the phrases about a Labour council sending taxis scuttling around the city with redundancy notices for council staff. What followed was a commitment that Labour will never play politics with council services and staff. Faced with government cuts, the only responsible solution is minimise their impact and campaign for a Government that can effect real and lasting change. “Some of our colleagues, it seems to me, have become like latterday public schoolboys – it’s not

And the Green Party, at all levels, has some serious questions to answer. Do its leaders - Ms Lucas above all - back the Brighton and Hove Green Party’s decision? How would Ms Lucas, as MP for Brighton Pavilion, represent the city in Whitehall and beyond when her party has voted to opt out of the political process? What has changed to make Lucas’s party abandon the policy she endorsed less than two years ago? The votes at the general meeting were the votes of Caroline’s Militant Tendency. A party in a death spiral, incapable of looking beyond its own internal disagreements to the needs of the people it was elected to serve. A party of posturing and grandstanding, out of touch and scared to its core of exercising real responsibility. A party that will be rejected wholesale by the electors of Brighton and Hove in May. Some councillors do not support the motion passed last week and prefer a 5.9% council tax rise to protect some vital services. Grassroots members want to begin a public campaign now against all the cuts. These choices are not easy. Neil Schofield trivialises them with “reds under the bed” invective and a claim that the Green Party is in “a death spiral”. In fact, it has doubled its membership locally and nationally in the last few months and has overtaken the Liberal Democrats in the polls. The reasons are clear. The Green Party has fresh, constructive, radical policies that challenge a corrupt political elite and a failed economic dogma. It has a fine record in Brighton and Hove as a minority administration opposed by a cynical Tory-Labour alliance. It has introduced the Living Wage for council employees, led the way in refusing to enforce the Bedroom Tax, and has made roads safer for pedestrians with its 20mph policy. It has also been hugely successful in securing external funding for improvements to the city, such as Seven Dials and The Level. If it sometimes lacks the courage of its own convictions, it at least does its best to fight austerity. Sadly, Labour does not even try. Brighton & Hove Independent’s consultation exercise about how city residents feel their local authority should set its budget - in these times of tight national spending restrictions - is a fascinating experiment. But hasn’t the council itself already consulted? Well, local politics is full of official consultation. We have all had experience of this - and it is often a mixed experience. It is only natural that in a polarised debate – for example, will we or won’t we build a skatepark? – half of those involved will end up complaining the consultation was pointless,

Leading figures in the party, however, pointed out another general meeting was scheduled before the crucial budget council meeting next month. In a further effort to downplay the significance of the vote, they also pointed out three of the four councillors who seconded the motion are standing down on May 7; only Alex Phillips is seeking a new term of office. Caroline Lucas, the Green MP for Pavilion, abstained in the votes and spoke only to ask a question. Green activists have been buoyed by news that membership has hit a record – with 1,500 members in the city, increasing at the rate of up to

Often, it is also true the council is compelled by law to consult at certain stages of a process and so the accusation can be levelled that it does so only because it has to. Consultation, too, is not the same as decision-making - and some see this as a problem as well. But, as with other vital aspects of a functioning democracy - such as the right to protest, the right to petition, freedom of speech, and the rule of law - the right to be consulted has its limits and is rarely directly linked to a decision. Nevertheless, it can be useful in many ways. For one thing, politicians are always interested in the strength and direction of public opinion; it is only natural in a democracy that

The “Green surge” - which party insiders say comes from across the city and from all sectors of society, not just students - means the party is likely to be the city’s biggest party in terms of membership by the time of the city council elections. Labour - which has struggled to achieve a similar surge - is thought to have about 1,600 members. The meeting also voted to ask Councillor Jason Kitcat to stand down as leader of the minority Green administration – or “Convenor” of the Green Group – in the run-up to the city council elections on May 7. In theory, the Green Party’s “no cuts” vote has to be followed by the party’s 20 councillors; in practice, the Green Group is not “whipped” and so individuals can decide how to vote on any issue.

This General Meeting notes the Motion, passed unanimously (with one abstention) at the December 2015 General Meeting, that the Brighton & Hove Green Party supports the production of a Budget for 2015-16 that will protect local services and employment, not cut them. The cuts to local services required to "balance the budget" for 2015-16 are the direct result of massive and unprecedented cuts by central government to the local government support grant, cuts which could mean a further cut to the Brighton & Hove budget of over £100 million by 2020. This will effectively destroy local services as we know them. The cuts required to balance the budget for 2015-16 alone would require a restoration of more than £20 million of government grant or a Council Tax rise of over £20%. The proposed 5.9% Council Tax increase is therefore not viable as a means to fight the cuts or defend the vulnerable. It is a regressive tax on the poorest, and it would hardly dent the massive cuts still required. To propose this rise in Council Tax in conjunction with a cuts budget would fatally undermine the Green Party's anti-austerity stance locally and nationally. It is the worst of all worlds. With only a few weeks left before the city council sets its budget, it is worth reflecting on what the Green Party are proposing to do with the £750 million. It is not a trivial question. With more than 7,000 staff worrying about their future, 250,000 people dependent on the council for services,and many businesses and community organisations pondering their life after the budget, what it gets used for matters. Before Christmas, they wanted to put up council tax by 6% and seek endorsement through a citywide referendum so they could then claim to have defeated the cuts. One problem with this strategy is that it doesn’t stop cuts to the budget. In fact, it barely dents them. Another problem is that nobody, not even the Green Party itself, expects this option to be backed by hardpressed residents. It’s not just the Greens who have mixed feelings about the referendum; the Conservatives are also split locally. One faction see the referendum as a potential benefit in driving out disgruntled voters on election day; the other faction will stick to a freeze and would rather see Eric Pickles step in and take over rather than facilitate a compromise budget. The Greens have now decided unanimously that even a 6% tax rise won’t do and that to agree any budget with cuts undermines their “anti-austerity” credentials. Sound familiar? It is all reminiscent of some of the arguments used in the late 1980s by Militant and the hard left, when they tried to force the council into a deficit budget strategy. A temporary moment

Saltdean Lido is the United Kingdom’s only Grade 2* Listed lido

As the Member of Parliament for Brighton Kemptown, I try to be a strong voice for our area and, at any one time, I am involved in a number of campaigns across the constituency. Having previously successfully campaigned for £420 million for the new Royal Sussex County Hospital, this week I welcomed another campaign victory. For a long time, I have been working hard in support of the Saltdean Lido Community Interest Company (CIC). I have been pushing for funding to restore the Lido. I have lobbied ministers repeatedly, as well as taking a number of them to visit the lido for themselves, to see what a great facility it could be. (Following the announcement, the minister responsible even tweeted to say I could stop nagging her now.) Therefore, I was delighted to announce the government has awarded the Saltdean Lido £2.3 million to restore the outside area and pools at the venue. This is great news; a thriving lido will be such an asset for the local community, providing a real boost to the area for residents and visitors alike as well as creating a number of jobs. This is a real milestone in the journey to reopen the lido. The Saltdean Lido is the United Kingdom’s only Grade 2* Listed lido. The funding will be used to help create a unique tourist and leisure destination and community hub creating 60 jobs.

The funding comes from the Department for Communities and Local Government as part of the Coastal Communities Fund. I would again like to pay tribute to the volunteers who make up the CIC, who have worked so hard to get to this position, and to all the residents who have supported the lido campaign. With an announcement expected shortly on a separate Heritage Lottery Fund application, I will continue to campaign on behalf of the Lido and to support the work of the CIC in restoring this important local amenity and bringing it back to life for people to enjoy. Other campaigns I am involved with include working to protect sensitive sites, such as Meadow Vale, from inappropriate development. I joined the protesters outside the Hove Town Hall ahead of the planning committee meeting to decide on the application for 85 houses. I have been clear that the city council should be looking to brownfield sites and citycentre sites where the existing infrastructure can support new homes. Being accessible to constituents is incredibly important to me and if anyone living in the Brighton Kemptown constituency would like to get in touch with any issues they feel I could help with then please do not hesitate to contact me. Many people suffer from dandruff or eczema. These conditions don’t affect cats and dogs, but we often see itchy and scaly pets for other reasons. As with people, an uncomfortable itch that goes on and on can become really annoying - for pet and owner alike. Pets with skin disease often lick their feet, and rub their ears or bottom. Due to animals thick fur coats, skin disease often remains “hidden” in pets. Ongoing scratching means an infection can develop, but infections

rarely develop for no reason. Greasy coats and inflamed skin often start to get a bit smelly. Contrary to popular belief, smelly dogs and cats are rarely normal and this usually reflects some underlying health issue. Whilst itching and scratching can be due to parasites, particularly fleas, with the use of year-round modern parasite control this is a less common cause. Many animals have some degree of underlying allergic skin disease which can be affected by dusts, pollens and diet. With appropriate investigation and treatment all sorts of itchy, scratchy pets can be more comfortable and hopefully, less pongy!

There are days in the calendar that are dark, dodgy days. One such is the day of the winter solstice, usually December 21, evoked by John Donne in “A Nocturnal Upon St Lucy’s Day”, one of the bleakest poems in English literature. “Tis the year’s midnight, and it is the day’s … The sun is spent … The world’s whole sap is sunk … Life is shrunk, dead and interred … I am every dead thing.” I read it annually on the day, wallowing in its lightless misery. Another has to be January 30. Is there any other day with such a gathering of black anniversaries against its name? Take January 30, 1649. The scene: Whitehall. A scaffold hung with black, its floor covered with black, an axe and block laid ready. A coffin covered in black velvet. An excecutioner in a black mask. Multitudes of silent spectators. King Charles I mounts the steps,

regards the block. Then he addresses the crowd with dignity, puts on his nightcap, and declares: “I go from a corruptible to an incorruptible crown.” Then he lays his head on the block and a single blow severs it from his body. (Twelve years later, on January 30, 1661, Oliver Cromwell’s remains are exhumed and his own head is removed and stuck on a spike above Westminster Hall.) Forward to January 30, 1825, Washington. During a funeral service at the Capitol, one Richard Lawrence, later declared insane, fires two pistols at Andrew Jackson - the first attempt to assassinate an American president. Then to January 30, 1933, Berlin. Adolf Hitler, nattily clad in top hat and tails, shakes the hand of President Paul von Hindenburg as he is appointed chancellor. That night, Hitler and Goering give Nazi salutes as a triumphant torchlit parade goes by bearing swastikas. His “Lebensraum” speech will follow, and then the Reichstag fire; by March, Hitler will be dictator.

Next, January 30, 1968, South Vietnam, where a surprise communist offensive over the Tet holiday against dozens of cities and military bases - in which the American embassy in Saigon is nearly seized - will fatally undermine American confidence in the Vietnam War. Next, January 30, 1972, Londonderry, where 13 unarmed Catholic civil rights demonstrators, marching against the policy of internment, are shot

dead by British soldiers firing into the crowd, in an event known as “Bloody Sunday”. The British embassy in Dublin will be set ablaze three days later. And finally to Ivory Coast, January 30, 2000, where a Kenya Airways Airbus, after taking off from Abidjan, plunges into the ocean, with the loss of 169 lives. “Omen ab eventu est”, says the Roman poet Ovid of those black days in the calendar – “dies ateri” – when absolutely nothing should be undertaken. Business Brighton graduate sells to Facebook for $10m Only five years after graduating, a University of Brighton graduate has sold the Silicon Valley company he co-founded to Facebook for $10 million (£6.6 million). Willy Blandin, who was awarded a first-class honours degree in European Computing, co-launched in 2013 Wit.ai, a California-based company that provides natural language processing applications for speech recognition that allows users to talk to their phones and other devices. Mr Blandin, who is working with Facebook following the acquisition, said he had fond memories of his time at the university. Jane Challenger Gillitt, his tutor and course leader for European Computing said: “Will was a studious and very popular student and we’re delighted for him.” Professor Andrew Lloyd, dean of the university’s College of Life, Health and Physical Sciences, said: “It’s great to see our graduates doing so well.” Wit.ai’s market niche dovetails with Facebook’s mission to connect everyone and build experiences for its 1.3 billion people on the platform.

In a blogpost, Wit.ai said: “Facebook's mission is to connect everyone and build amazing experiences for the over 1.3 billion people on the platform - technology that understands natural language is a big part of that, and we think we can help.” Mr Blandin's degree was a collaboration with the Paris Descartes University and resulted in a joint BSc and DEST Informatique and is unique in the University of Brighton.

This report enters the debate focusing on the self-employed in the Creative-Digital-IT (CDIT) industries in one its concentrated clusters in Brighton and Hove. The report follows a study published last year, The Brighton Fuse, which showed the impressive economic contribution and growth of CDIT firms, the networked ways in which they work, their extraordinary levels of innovation, and the importance of fusion to their activities. The Brighton Fuse showed that those firms with high levels of this effect - the superfused - enjoy business performance three times greater than those that specialise. Beyond the firms in the first study, it was apparent there was more happening below the surface in terms of trade and contracting in the cluster, in that an essential proportion of the new value was being created by individual freelancers. This report analyses their contribution and role, which has been hidden thus far. The research design draws on the memberships of associations, co-working spaces, and meet-up groups in the city to build a sample of more than 300

freelancers, with their motivations and behaviour researched through more than 30 interviews and two focus groups. The results show CDIT freelancers are prosperous and use a range of different business models in their work, many exploiting cutting-edge technologies. Moreover, they diversify their offer, and promote themselves in different ways to different markets. This professionalism belies the image of creative freelancers as less than business-like, favouring the products rather than the management process of their work. We find that their income derives not only from

Who do you prefer to work with when you sell? It’s the $64,000 question and I’d love to know the answer! As an estate agent, I have a vested interest in every seller choosing us to look after their property sale. But, how do the public choose their agent? If only I knew, I’d be living off the proceeds in some farflung hot clime!! As it is though, it takes different strokes for different folk and it always will. If it wasn’t that way, and one agent did have the monopoly of the market in any one area, it would be invidious for buyers: the agent would set the price levels of properties and could manage who saw what properties, and effectively ‘run the local market’. At first sight, sellers may say that would be really good,as they imagine they would be bound to get the best price and the best buyers. But, how would they know? Negotiators are often paid personal commission i.e. on the sales they make. So even within the same firm, they can try to arrange to sell to ‘their buyers’ rather than a colleague’s, as they will get the commission if the sale goes through. Only down the line, could it turn out that their buyer was a ‘man of straw.’ There are many objections to accepting this scenario...too many to print here! Luckily as sellers, you have the

choice of a whole range of local agents in Brighton and Hove. Large corporates, some with staff who stay for a long time and really know their market, others with high staff turnover and a consequent lack of local knowledge. Within independent firms, the same applies, although, with the most customer oriented firms, the staff tend to be local, loyal, enjoying their jobs and consequently staying in an area for a long time and develop massive local expertise. Of course, you the client, have to like the people you are going to be dealing with: selling a property is not an over the counter, quick transaction. You are probably going to spend enough time talking to your agents to either really warm to one other or to wish you had never met!! That is a good reason not to sign a long sole agency contract as, if it is not working out, you need to be able to change if you want. We generally reckon 8 weeks is enough to know if you are going in the right direction, working well together and have mutual trust and confidence. Somewhat bizarrely, many people choose their estate agent with a good deal less serious thought than if they were deciding where to buy their groceries. Indeed, two of the commonest reasons for choosing

one agent over another are that 1) they valued your home the highest, or 2) they were the cheapest. Hardly scientific, is it? There is of course no one “correct” way to choose an agent. There are those who insist that your best bet is to choose a small, local independent firm. The plain fact is that there are both good and bad local independent agents – and by the same token, there are good and bad among the larger, so-called “corporate” agents too. There is also the question of affiliation to a ‘body’ which sets standards for agency. Personal recommendation is often cited as the best way to choose an agent. Nevertheless…the fact is, we’re all different, and what works well for one person may not work so well for another. When you meet the agent, are they going to look after your interests or their own? In the beautiful surroundings of Borde Hill Gardens lies Jeremy’s Restaurant. Already a firm favourite across the county, Jeremy’s has won numerous awards - including two AA rosettes, consecutive accolades at the Sussex Food and Drink Awards, The Good Food Guide Regional Readers' Restaurant of the Year 2013. It goes without saying that the reputation of Jeremy’s Restaurant’s is nothing short of excellent. So would it live up to expectations? Run by husband and wife team, Jeremy and Vera Ashpool, Jeremy’s Restaurant entices with a menu that showcases the best in both modern and seasonal cooking, with influence from the gastronomic regions of Europe. Jeremy’s also benefits from its Sussex countryside surroundings, with chefs often sourcing ingredients from the gardens, including herbs, edible flowers, and wild garlic. The nature-centric restaurant also boasts an impressive wine list. Arriving after a short drive from the centre of Brighton, we dashed inside, eager to escape the winter

The concept of fair trade was first mooted in the 1940s and 1950s. Shove the words together and add a capital letter and you have the name of the foundation entrusted to ensure that fair trade really is

chill. Coats taken, we were seated in a pristine, small yet intimate dining area. We nibbled on thick slices of homemade walnut bread, black and green olives, and a pair of canapés - including a gorgeous, almost silk-like slither of heron with pesto, rye bread, and almonds. The well-thought-out menu is divided into a daily set and an a la carte. Both have ample options to satisfy a range of tastes. On our visit, we agonised over dishes such as quail with mushroom arancini, pheasant and foie gras terrine, loin of Southdown lamb, and seared scallops with bisque and apple. Sipping a light and zesty glass of white wine, I chose the homecured Loch Duart salmon with celeriac, dill emulsion, and crispy skin (£9.50) to start. Presented delicately, curls of perfect salmon were surrounded by crunchy rotunds of celeriac all perfectly balanced atop a layer of thick creamy dill emulsion. Dill, by far one of my most favourite herbs, went very well (unsurprisingly) with the light fish. The plate was finished with specks of crispy skin and I couldn’t help but revel in the delicate flavours and well-balanced nature of this starter. Continuing the fish and seafood theme, I opted for the wild brill,

razor clams, gnocchi, Jerusalem artichokes, chanterelle mushrooms (£20) as my main. The lightly pan-fried brill was almost sweet in taste and provided a much-needed firm texture on the plate. Resting onto a bed of warm, almost gooey, herb-flecked gnocchi, thin slithers of chanterelle mushrooms and snippets of soft razorclam, this dish was moist yet nothing short of fantastic. The sheer indulgence of the mushrooms and rich doughy balls of gnocchi really made this plate a stand-out of our meal. My dining partner, Verity, from Ten Green Bottles, also very much enjoyed the vegetarian options of fennel, blood orange, and watercress salad (£8.50) and roasted root vegetable mille-feilles (£15.50). We rounded off with a light sticky toffee pudding, served with a scoop of creamy vanilla icecream (£8), and a glass of sweet Australian riesling (£6). What a memorable evening dining at Jeremy’s Restaurant is: welcoming, exceptional service, a fantastic location and fine dining at its best. Sussex should be very proud of one of its best restaurants.

Fairtrade. In the 1960s, what had started with religious intent became a political issue, when radical student movements shaped our current understanding of trading fairly. Their motto of "Trade not Aid" gained international recognition when the United Nations adopted it in 1968. In 1965, Oxfam launched and its "helping-by-selling" mission continues to this day.

By the 1980s, agricultural goods began to be a part of the movement. Until then, it had been predominantly handicrafts. But this was, quite literally, no longer the nation's bag; jute bags were out and tea and coffee were in. The first official certificate launched in 1988 and this allowed Fairtrade goods to be sold through giant distributors instead of just small, speciality shops.

Method

Wrap the Parma ham in the chicken fillet and put in the oven at 170 Celsius for about 20 minutes. Mix the polenta gradually in the hot water (about 200ml) until thick, add some salt and pepper, put in one tray and wait the polenta to be cold. Cut one round or square portion and deep fry until gold and crisp. Slice the portobello mushroom and seal with some oil and garlic. Tibbons has recently developed a rather expensive habit. Every time we’re in the supermarket, he requests a new magazine. Of course, when I use the word “requests”, I should really say “demands”. As day-to-day rather than weekly shoppers, we frequently find ourselves in one supermarket or another. It matters not to Tibbons whether it’s a Waitrose or a Tesco, a Co-op or a Sainsbury’s, he is resolute: supermarkets = magazines. In the last week, I’ve spent about £12 on the things (which is about two at the current retail price) and also abandoned a shop as Tibbons made plain just how disappointed he was when I told him he couldn’t

have another one. This conundrum highlights several issues – first and foremost being my seeming inability to plan a week’s worth of meals and shop for them in one go. This is explained - in part, at least - by our tiny fridge and even more minuscule freezer. So it is not easily remedied. Second is Daddy-O’s total hatred of online shopping (just for groceries you understand; for clothes and other consumer goods he keeps Royal Mail in business with his online purchases). He has a point, though. You can’t select items with the best appearance or shelf-life and there are always substitutions - although perhaps that’s a risk worth taking if it

means no more magazine pressure? But then again, surely the crux of the matter is that Tibbons can’t always have what he wants and we, as parents, have to stand firm and keep magazines as a oncea-week or even once-in-a-while treat? (He doesn’t really read them, but he likes the toys and stickers). Unless I just view the £2.50 spend as a supermarket tax? Richard Morris @BHIndyAlbion Chris Hughton could have new signing Beram Kayal available for selection for tomorrow’s (Saturday) match with Blackpool as the Seagulls look to bounce back from FA Cup defeat. The Celtic midfielder has agreed a two-and-a-half year deal with the Albion and has had the deal approved by the FA. All that remains is for the Israeli’s move to be rubber-stamped by the Home Office. If he can secure a visa and the club can register the appropriate paperwork with the Football League in time, Kayal should travel north with his new colleagues for what is a vital clash with rockbottom Blackpool. Kayal is the second new arrival since Hughton took charge – with his transfer following hot on the heels of the loan deal for Leon Best. Whether or not it is the last piece of business done by the Albion in this latest window remains to be seen, with the new manager attempting to put his own stamp on things. Brighton have been in superb form under Hughton’s guidance and pushed Premier League Arsenal all the way in last weekend’s FA Cup match. Recovering from a poor first half, Brighton gave the current holders a genuine fright before losing out by the odd goal in five. Rohan Ince and Chris O’Grady were among the stand-out performers, while Sam Baldock showed he remains a goal threat with a superb clipped finish to add to O’Grady’s earlier strike.

Dan Tester @BHIndyAlbion Despite having no idea what 'cool' has ever meant, and abandoning any pretence of trying, Ady, Al and friends took part in a spoof-of-aspoof advertisement, lampooning BT Sport’s football-watching ad. While some observers’ embarrassment genes went into overload, BT Sport themselves loved the leg-pulling enough to invite them pitch-side before the Arsenal game last Sunday.

Former Albion defender, Adam Virgo, now a pundit for the satellite channel, and also pitchside for the Arsenal match, will be in the studio this week to discuss the FA Cup tie, and the Albion’s upturn in form and results.

Many Albion fans will know the Levellers well. I will have admit, the punk fusion band aren't necessarily my kind of music, but I've been reminded of the Brighton musicians in the last 10 days and again ahead of the weekend. As the BBC ramped up its coverage of the FA Cup, I must have heard several pundits talking about things being great 'levellers'. After such a big weekend of upsets - with Bradford achieving arguably one of the biggest the competition has ever seen - we were treated to reruns of Hereford's Ronnie Radford firing home on a bog of a pitch to beat Newcastle in 1972. He is quoted as saying: "I just thought: 'I've got to hit this'. It could have gone in the car park. But it didn't."

Of course, nowadays the pitch is less of a factor as surfaces have generally improved over the years and Chelsea had no excuses at Stamford Bridge last weekend. This Saturday though, Albion don't face an 'upset' on their trip to Blackpool, but the Bloomfield Road pitch could be a huge challenge. It has had problems over the years and this season is no exception. However, Chris Hughton is a manager who is meticulous and will factor that into his planning and team selection for the match. The weather is once again set to be harsh (I think I caught pneumonia last year - why oh why in January!) but hopefully the team will cope. Despite being bottom, Blackpool

atmosphere was rocking when the game kicked-off. Arsenal looked untouchable in the first half but I expected us to get stuck in a bit more and try to disrupt their game. We gained a bit of respectability in the second half and Rohan Ince was superb. How he wasn’t a regular starter under Sami I will never know! I thought O’Grady did a great job too, held the ball up very well, and showed he can finish. I hope he has a future at the club.”

NEXT AT THE AMEX

We’ve just passed the halfway point of the 2014/15 season – 27 League games played, to be precise; six league wins, 11 draws, and 11 defeats – and it’s fair to say the average Albion fans’ outlook is far more positive than that of just over a month ago. Cast your mind back to the start of the campaign. Two proven goalscorers had signed – along with some promising youngsters – and the state-of-the-art training ground was ready. Could Sami Hyypia build on Garcia’s play-off finish? August gleaned four wins, two in the League Cup, which included a goal of the season contender from Rohan Ince at Swindon Town – an encouraging start. The following month witnessed just a solitary victory, at Burton in the League Cup. More worryingly,

though, was the fact that our recognised strikers had scored just one goal between them in 13 games. Hyppia suffered a devastating blow at Vicarage Road on October 4th as combative midfielder Andrew Crofts tore his cruciate ligament for the second time in ten months. Unsurprisingly, as Albion, bizarrely, have not registered a single victory in October – home or away – since the Amex opened its shiny new doors in 2011, the month was winless. Crowds were a few thousand down – the actual attendance figures were even lower – and the natives were getting restless. Hyppia didn’t have any luck with injuries but his fit signings were not having an impact either. A poor Albion XI were easily despatched out of the League Cup at Spurs before finally winning again in League, at home to Wigan. The influential LuaLua was sidelined by a knee injury and loan signings

were appearing more frequently on the teamsheet. Sami’s body language and general demeanour was one of a beaten man and the Finn did the honourable thing and resigned just before Christmas. Caretaker manager Nathan Jones inspired his men to a respectable Boxing Day draw with Reading, then a fine victory at Fulham, before handing over the reins to the experienced Hughton for the FA Cup win at Brentford. Football is all about confidence. If the players believe in their manager, they perform better. This encourages the crowd, which in turn further inspires the players. In Hughton, Albion have a vastly experienced manager at this level who is widely regarded as one of the nicest men in football. If the second-half performance against Arsenal can be used as a barometer for the remainder of the season, things are undoubtedly looking up.
