They are the local candidates in the local elections. A total of 236 local men and women - slightly more men than women, as it happens - who seek to represent the local community in the Brighton and Hove City Council
elections. That's 236 candidates in 21 wards: each of the Conservative Party, the Green Party, and the Labour and Co-operative Party has a full slate of candidates all fighting for all 54 seats up for grabs. Some wards have three councillors; some have two. Other parties have fewer candidates: Liberal Democrats have 29 candidates, in 19
wards (many more men than women, as it happens); UKIP has 25 candidates, in 13 wards (likewise). The others include 20 candidates, in 17 wards: Trade Unionist and Socialist Coalition has 13; Left Unity has 2. There are four independent candidates. Proxy vote campaigners' tactics prompt concerns Jo Wadsworth @BrightonNewsJo A row has broken out over student votes after a Green campaign group started handing out proxy voting forms on Falmer campus. The Students for Caroline campaign for the party’s Brighton Pavilion candidate Caroline Lucas is offering Sussex University students the chance to sign proxy voting forms already filled in with the details of Green Party supporters. The supporters would then be able to vote on students’ behalf in the national and local elections on Thursday, May 7, when most will be back at home. The move was criticised by the local Labour Party which said that proxy votes were intended to be given to people they know and trust, not a stranger on a stall. And it was concerned that the proxy votes would be used not only at the general election but also in the local elections, which students are traditionally less interested in. > Continued from page 1 (For full details, visit: www. brightonandhoveindependent.co.uk). But what do we really know about these local candidates who wish to give us a democratic voice - not just now, but for the next four years? A unique analysis by Brighton & Hove Independent reveals that three in five (60%) do not live in the ward they seek to represent. That's 141 out of 236. These 141 include: 35 (65%) of Green candidates; 36 (63%) of Conservative candidates; 33 (61%) of Labour candidates; 12 (41%) of Liberal Democrat candidates; and 15 (60%) of UKIP candidates. Nor do they live in the sort of homes of the citizens they seek to govern. Nearly three in 10 (28%) live in homes in one of the top four council tax bands (Bands E to H) compared with about one in seven (14%) of the general population. Only two of the candidates live in a Band H home: Geoffrey and Carol Theobald; only 8% (18 candidates) live in a Band A home, compared with 21% (26,667 households) of the general population. So, if they don't live in the wards they seek to represent and if they don't live in the sort of homes of citizens to whom they seek to give a voice, where do they live? Well, first of all, let's deal with the three candidates who do not even have an address in the city: Ivan Bonsell, of the Trade

The campaigners said that their tactics were legal and adhered to the relevant regulations. Tracey Hill, Labour candidate for Hollingdean and Stanmer ward, which includes the Falmer campus, said: “Students are being asked to give their votes to someone they don’t know and have never met. That doesn’t sound right. What if the student changes their mind later? They wouldn’t be able to contact their proxy to let them know.” A spokeswoman for Students for Caroline said that proxy voting Unionist and Socialist Coalition, lives in Lewes, but is standing in Hove Park; Heather NewberryMartin, of the Conservative Party, is standing in St Peter's and North Laine, but lives in Worthing. And then there's Martin Perry, the director of Brighton and Hove Albion parachuted by Labour into Hangleton and Knoll. Mr Perry lives in part of the mansion where Oliver Reed, the famous/infamous film star lived: Broome Hall, near Dorking, Surrey - more than 34 miles from the American Express Community Stadium. And about the same distance from the citizens whose votes he wants to borrow. Other Labour candidates so keen to serve that they are standing in wards where they do not live, include Adrian Morris (who lives in St Peter’s and North Laine, but is standing in Queen’s Park), Caroline Penn, who lives in Central Hove, but is willing to travel out to Hollingdean and Stanmer), and Dan Yates, ensconced in Saltdean, but out on the doorstep canvassing in Moulsecoomb and Bevendean). Equally significant, perhaps, is the fact that one in four (25%) candidates live in just three of the city's 21 wards. Withdean, for example, offers 24 candidates to wards in many far-flung parts of the city: Rottingdean Coastal; East Brighton; South Portslade; Hove Park; Goldsmid; St Peter’s and North Laine; Preston Park;

She said: “Many students are extremely keen to make sure their voice is counted on May 7, and so some, who know they won’t be able to vote in person or by post because of holiday and postal vote timings, are asking instead for a proxy vote. “Ideally, we hope as many students as possible will be able to vote in person or by post. But where that just won’t be an option for them, proxy voting is a wellrecognised solution they’re able to choose if they’d like. “It’s obviously all led by them – we just make them aware of all the options available, which I think most people would agree is the right thing to do, and we’ve had students approach us directly to request a proxy vote themselves. “We follow a code of practice which adheres to official Electoral Commission guidance and we check our campaigners are familiar with it. We have checked with town hall electoral services to ensure our student voter campaign operates within all election regulations.” Hollingdean and Stanmer; and Patcham. The other wards with residents volunteering for public services are Preston Park (18 candidates live there), and St Peter's and North Laine (16). Numbers for the other wards whose residents are candidates in the city are: Patcham, 12 candidates; Rottingdean Coastal, 12; Hangleton and Knoll, 11; Hanover and Elm Grove, 11; Queen's Park, 11; Woodingdean, 11; Central Hove, 10; East Brighton, 10; South Portslade, 10; Westbourne, 10; Brunswick and Adelaide, 9; Goldsmid, 9; Hollingdean and Stanmer, 9; Hove Park, 9; Regency, 9; North Portslade, 8; Wish, 8; and Moulsecoomb and Bevendean, 6. We said earlier the gender balance is roughly representative overall. For the record, the figures are: Conservative: 28 women (52%), 26 men; 54 Green: 23 women (43%), 31 men; Labour: 24 women (44%), 30 men; UKIP: six women (24%), 19 men; and Liberal Democrats, five women (17%), 24 men. And if you are wondering about the ethic diversity among candidates, don't hold your breath. The people you see on the new council are likely to be as white as those on the council whose time is up. On the face of it, fewer than 10 of the 236 candidates are from black and ethnic minorities. For the details of all election candidates, see pages 23 to 25

The chief executive of the Sussex Beacon has spoken about his concerns that parliamentary candidates are signing a pledge on the NHS that places hospices and health charities at risk. Simon Dowe said that if politicians honoured the pledge then they would effectively be nationalising the services provided by the Beacon. He was speaking yesterday as Health Secretary Jeremy Hunt visited the charity’s Brighton base. Mr Hunt praised the Sussex Beacon and said: “The success of this place was that it wasn’t dreamt up by a minister in Whitehall. I want to work more with voluntary organisations and I’m worried that some candidates in other parties take a very different line.” Mr Dowe said: “The inference within the pledge is that they would nationalise the NHS.
As a third sector organisation, that would exclude us from that funding. It would directly endanger our future. “It would be a huge loss to the community in Brighton. The service that we provide is crucial to the community and probably couldn’t be provided by the NHS. The only way I can see a future for the NHS is through working in partnership with the voluntary sector.” Simon Kirby, who is hoping to be re-elected as the MP for Brighton Kemptown, said: “People at places like the Beacon, the Martlets and Macmillan nurses must be worried by candidates who have signed the pledge. “They all work hard to deliver brilliant care and they all have a part to play in delivering health services and we don’t want that put at risk. You can’t put ideology before the delivery of services.” Among the parliamentary
candidates to have signed the NHS pledge are all three Greens in Brighton and Hove – Caroline Lucas, Davy Jones and Christopher Hawtree – and two of the three Labour candidates – Nancy Platts and Purna Sen. Peter Kyle, who is standing for Labour in Hove, has refused to sign the pledge and explained his reasons at a hustings organised by Sussex Defend the NHS. He said: “I agree with a lot of what’s in the pledge but I’m a champion of local and national charities. I can’t sign a pledge that says it will bring all voluntary sector work in-house.” While visiting the Sussex Beacon, which offers specialist care and support for men, women and families affected by HIV, Mr Hunt also said: “I’m proud of our record working with the gay community. We introduced gay marriage despite a lot of opposition.”
Parenting Time Waits For No Mum As a modern parent, I’ve learned you have two main responsibilities: to ensure your child’s physical and emotional wellbeing as best you can and to look after their personal child health record - the revered “red book” - with a similar level of care. Of the two, you might think the former would be the more challenging prospect. But two-and-a-half years into my parenting journey, I feel far happier and more secure about Tibbons’s wellbeing than that of his red book. Which again, you may not think is a big problem. But you’d be wrong. Let me level with you. I’ve lost it. The book, I mean. I don’t know

how, I don’t know when, but it’s gone. And I don’t think it’s coming back. Unfortunately for me, the red book seems to have been designed to separate the parenting wheat from the parenting chaff. Will you be the type to guard its pages closely, to nurture the book’s development as you do your own child’s? To watch its pages fill and grow with a glow of pride, happy in the knowledge that, at any time, your child can discover how much they weighed at five days, or confirm that they had their first vaccinations on January 17, not January 18 as your faulty memory would testify.
Or, are you - like me - giving the red book short shrift and earmarking yourself as a lackadaisical parent at best, or a downright slovenly one at worst? If you’re keeping me company in this latter group, be warned: you will be found out. When you least suspect it, you’ll receive a call informing you that it’s time for another “routine development review”. And then, oh-so-casually, just as you’re about to hang up the phone, you’ll be politely but firmly reminded that you’ll need to bring your child’s red book with you (no mention of the child, strangely). Then you’ll know you’ve been rumbled.

Proposed new Lane garnering support A proposed new entrance to The Lanes is winning support even though it will be created at the expense of an 18th-century building. But the demolition of Timpson’s, in North Street, would reveal an even older building, long hidden from view. Land owner RBS’s plans have attracted some opposition but they have garnered an array of supporters including the Regency Society, Hove Civic Society, the Brighton and Hove Economic Partnership and council leader Jason Kitcat in his role as a ward councillor. The scheme would mean that 15 North Street, currently
Timpson’s, will be demolished to create Puget’s Lane, leading to Brighton Square past Puget’s Cottage which is currently out of sight. It was found by local conservationist Roger Amerena. His find scuppered the original plans nearly two years ago when the Timpson’s shop and Puget’s Cottage were given a Grade II listing. A decision is due to be made by the council’s planning committee on Wednesday when it meets at Portslade Town Hall. Three people have written in to object to the plans compared with 72 expressions of support. Opposing the plans are
the Brighton and Hove Archaeological Society, Brighton and Hove Heritage Commission and the Conservation Advisory Group. In the report to the planning committee, the council’s heritage team said: “It is considered that while there are some public benefits (of those put forward) that would directly arise from the demolition of 15 North Street, these are not substantial public benefits and therefore they cannot outweigh the substantial harm resulting from the complete loss of the heritage asset.” The report recommends that the plans are turned down.

1933 | Monday, April 17 It’s announced that Brighton Council will discuss the demolition of the Clock Tower at its next meeting. A gift from James Welling, the structure was erected in 1888. The Times reported: “Though frequently seen as inartistic and an obstruction, the tower has hitherto been allowed to remain. But now, in view of modern traffic conditions and the narrow roadway which the tower creates, its removal is being sought by some…" One prominent member of the council said: "The Clock Tower is both hideous and an obstruction. It must make way for modern Brighton… We suggest its demolition and the use of the debris for road metal. The Clock Tower has many champions among residents and visitors, who regard it as one of the main features of Brighton, but the demands of modern traffic are likely to win the day…”

A decent man, a more-than-decent guitarist (obviously!), and a mega rock star with Queen. It is hard not be star-struck, as we sit in a modest room on the second floor of BIMM Brighton, the remarkable music college that is one of our city’s greatest success stories. He is in Brighton and Hove to support Caroline Lucas, who is seeking re-election as the country’s only Green MP, and to engage in a lengthy question-and-answer “masterclass” with 200 or so BIMM students, and - of course - to indulge the media with a photo opportunity on the seafront. But talk soon turns to Common Decency (www.commondecency. org.uk), the “colour-blind” campaign Brian – it’s hard not to call him
by his first name – is determined can change the face of politics by encouraging people to vote for the person not the party, the decent and democratic individual not the conscience-free cog in the party machine. Dr May’s words speak for themselves: "It leapt out at some point really. It's a five-year journey for us. We come from the point of view of animals, obviously. We have really worked our asses off to try and give animals a voice." The “we” is not a royal “we”; it’s a collective “we” (@DrBrianMay has 240,000+ followers on Twitter and 514,00 “likes” on his Facebook page). Specifically, though, we is him and Anne Brummer, conservator, wildlife rescuer, and Common Decency compatriot. "We got more and more into lobbying because we realised that Cameron was trying to bring back fox-hunting and because he was culling badgers against the advice of the whole scientific community. “We were just outraged. But we thought, ‘Well, we have a democracy;
we can do something.’ Then, we looked at the government's own website and it says, if you get enough signatures on your a petition, then you can have a vote in the House of Commons. It sounds really democratic and great." "Get 100,000 signatures and then you can have your debate in the House of Commons. Wow! So we did. Eventually, we got to 300,000. Which is a pretty big bite of the cake. “So we - of all people - had the right to get a debate. We did get a debate. Helped by Caroline - and helped by a couple of great Labour MPs. And the debate was held; the vote was cast; and we won the vote. “So what happened? Well nothing happened. Because the two ministers at the time were lolling in their chair going ‘Yeah, yeah, yeah’. “One of them was heard going out before the end of the debate, saying ‘I can't take any more of this shit.’ And that was the government; they paid no attention whatsoever. They said, ‘Yes, we've heard it - but we're still going to do exactly what we've been doing’.”

Poll watch North Portslade and South Portslade have a distinct identity. So much so that parliamentary candidates insist on calling the Hove constituency Hove and Portslade (just as the Brighton Kemptown parliamentary candidates insist on pandering to Peacehaven voters by referring - equally incorrectly - to Brighton Kemptown and Peacehaven). Both seats look as if they should remain safe Labour seats, despite the retirement of Bob Carden, an old-school party stalwart with a loyal personal following. Penny Gilbey has a high local profile and has done her best in recent years. UKIP could make a slight mark, but nothing to upset the odds.

Real turtle soup and big babies at a celebrated Brighton institution Graham Chainey

Two young ladies meet outside St Paul’s Church, in West Street. One of them, Helen Melladew, “striving to subdue the surging of her petticoats” in the breeze from the

front, enquires: “Are you going to Mattins?” At that date, apparently, the use of the word “mattins” for morning prayer was thought “Romish”, and St Paul’s, along with other churches associated with the Rev Arthur Wagner, was considered scandalously “high”, its services dubbed “the Sunday Opera”.

Her friend - described as a “pretty, merry-looking girl, whose long brown hair, damp and glistening with the sea water in which she had been bathing, was hung out in the sun to dry” - no doubt apprised of such nuances, laughs: “No, I am going to Mutton’s!” This word-play opens Cuthbert Bede’s novel, Mattins and Mutton’s (1866). Though rather rambling, with pasteboard characters and scant plot, it is engagingly penned and very valuable as a slice of social history. Best known for The Adventures of Mr Verdant Green (1853), his yarn of Oxford student life, and as a Punch cartoonist, Cuthbert Bede was in actuality the Rev Edward Bradley - which explains some of the book’s interest in ecclesiastical matters, though, as he says, in those days visitors to Brighton “mobbed the places of worship, in a way that was suggestive of places of amusement”. Mutton’s, at 81-85 King’s Road (the Brighton Centre now occupies the site), was for long Brighton’s premier restaurant. Founded as a confectioner’s in 1820 by William Sexton Mutton (1800-68), it survived until 1929. In its heyday it was a multi-faceted institution, containing a hotel (where Thackeray sometimes stayed) as well as a confectioner’s and pastrycook’s shop, a wine bar, and a whole congeries of eating saloons. “Unlike many establishments of this kind,” observes Clifford Musgrave, “Mutton’s was by no means patronised exclusively by men.” Helen later decides to seek out her friend. She and her escort, Edgar, jaunt along to Mutton’s, “whose dark green portals”,

Bede records, “bore the thrilling announcement, ‘real turtle soup always ready’”. “Blown into the shop” through its glass double doors, she finds herself in the restaurant’s famous inner room, lit from above by a domed skylight, from which hangs a chandelier. The seats are plush, a large mirror fills one wall above a buhl cabinet, and there are decorative figures everywhere, with ornamental flowers under glass shades. (On eBay recently, I noticed for sale some relics of Mutton’s in the form of two separately offered Victorian plates from the confectionery department. Elaborately decorated in a Gaudy Welsh Imari style, they confirmed this establishment’s sumptuous appointing.) Poets lauded Mutton’s. “Ma’amselle Mouton’s ices have such charming devices, Your teeth are all longing to bite one”, sings “Arion” in 1841. Mortimer Collins in 1868 attests “Good is the turtle for luncheon at Mutton’s”. “Some take a modest tiffin,” sings Joseph Ashby Sterry in 1876, “On bun or Norfolk biffin” – a biffin apparently being a dried red apple – “At Streeter’s or at Mainwaring’s” – Streeter’s being Ye Olde Bunn Shoppe in Pool Valley, where in 1880 the same writer bought some curious square buns, unavailable anywhere else in the country, exactly as he had done as a boy “but that will not suit me; Though folks may call me glutton, I do not care a button,” - you can guess the rhyme-word coming - “But love a lunch with Mutton, At this Londonby-the-Sea.” Revisiting this famed honeypot of self-indulgence in 1880, Sterry noted several “big babies, spoiling their dinners and covering their sealskin jackets with flakes of pastry”.

The price of hundreds of spare school places may have to be paid for in jobs Hundreds of school places have been left unfilled and teachers and support staff may have to pay the price with a loss of jobs. The issue was flagged up by veteran Labour councillor Les Hamilton, who also serves as a school governor and worked as a teacher before he retired. Councillor Hamilton spoke out as Brighton and Hove City Council said that more primary school parents had been given places for their children at their first preference school than last year. The figure for next September suggest that 2,509 children (87.8 per cent) will go to their parents’ first choice school. Last year the figure was 2,392 (82.5 per cent). A number of schools have expanded, with St Andrew’s and Saltdean Primary among the latest. It means that the number of pupils being “directed” to a school has fallen to 117 (4.1 per cent), down from 169 (5.8 per cent) last year. But four schools in Portslade – where Councillor Hamilton lives and represents one of the two wards – have got dozens of places going spare. They are Benfield, Brackenbury, St Nicolas and Mile
Oak. Councillor Hamilton said that they are paying the price for a decision made in 2010 to add two extra classes a year to Benfield, turning the junior school into an all-through primary school. He said: “We’re building up 60 extra places over seven years – that’s 420 extra places in total. The children that came into Benfield largely came in from Hove. I’ve been concerned about this for some time. If they’d made Benfield a bulge class this wouldn’t have happened. They should have made it temporary because we knew they were planning to expand in Hove. “So now there are 76 spare places for four-year-olds at three schools – Benfield, Brackenbury and Mile Oak. Two schools – Brackenbury and St Nic’s – could take 124 junior school places in Year 3 but there are now at least 70 surplus places in Year 3. That will continue through to Year 4, Year 5 and Year 6. “In Portslade you’ve got 400 to 500 empty places in primary schools and that does have an effect on funding. You’ve either got to cut staff or find another way to reduce your budget.”

Meningitis death A child from Brighton has died of meningitis. Public Health England said last Friday that a child had died of presumed meningococcal septicaemia. A spokeswoman said: “This is seldom transmitted from person to person. Only close household contacts need antibiotics as a precaution against an extremely low risk of the contacts transmitting the disease to anyone else. Calls for controls People living in Hanover have voted by two to one in a community survey to ask the council to introduce a controlled parking zone after years of resistance. The area known as Muesli Mountain was asked in 2010 if it would like a CPZ and voted plans down. But since then, controls have been introduced in neighbouring areas and residents are finding themselves competing with more tourists, commuters and second car owners from around the city for space.

Squalor stay A young Brighton family has told of the horror of being housed for almost a year in a block riddled with violence and squalor. Removals man Blake Redman, waitress Mia Pickitt and their one-year-old son Harley were moved into Windsor Court by Brighton and Hove City Council when they were made homeless last May. Since then, they said that they’d witnessed stabbings outside their door and their belongings go mouldy because of damp.

Anti-rape poster pulled Sussex Police has cut short its controversial anti-rape poster campaign after a massive outcry from feminist campaigners who said that it blamed victims. The posters, the first phase of a wider rape prevention campaign, encouraged friends to stay together to help prevent sexual offences – but this message was criticised as laying the blame for attacks at the feet of victims rather than the perpetrators. Hundreds of people signed a petition calling for the poster to be withdrawn.

Train companies face hefty bill for compensation after train derails Thousands of passengers will be eligible for compensation after being delayed by a derailed train just outside Brighton Station this week. Driver error is thought to be to blame for the empty passenger train coming off the tracks on its way to the depot at 2pm on Wednesday. The derailment damaged power cables, leading to the closure of the lines and bringing services to a standstill for almost two hours. Serious disruption followed for the rest of the day – and the next morning after engineers failed to right the train overnight. Southern Railway’s deputy managing director David Scorey apologised for the delay, adding: “The re-railment of the train, which we had hoped would be completed overnight, took longer than anticipated and as a result, we were unable to run trains between Preston Park and Brighton.” The unofficial Brighton Station Twitter account explained: “The naughty train had to have the three rear carriages removed, but the angle of the dangle prevented this from happening in a timely manner. “The initial lift was aborted

due to problems involving the conductor rail height. The window was only a few hours, so was lost, sadly.” The cause of the incident is under investigation, but Southern said that driver error appeared to be to blame. Rail replacement buses were called into action throughout the Wednesday evening and Thursday morning rush hour.
Anyone facing delays of more than 30 minutes is eligible for compensation under the Delay Repay scheme. The incident comes after months of delays and disruption on the Brighton mainline while work takes place to modernise London Bridge, one of Britain’s busiest stations. In February, train bosses pledged to hire more staff and fix faulty signals as part of an action
plan to improve services. They will also put more trains on the line, improve track drainage and cut maintenance time. Caroline Lucas has called for an overhaul of the compensation system to make it simpler and extend it to people subject to shorter but repeated delays. A 2013 Passenger Focus survey showed only 12 per cent of eligible passengers claim refunds.

Senior pet moments Susan Gregersen Hospice & Emergency Vet It is still National Pet Month which serves to highlight what joys sharing our lives with (mostly) furry companions bring, especially to our senior citizens whose perhaps only day-to-day company is a much-loved cat or dog. “Until one has loved an animal, part of one’s soul remains unawakened” it was once wisely observed by Anatole France. As a vet dealing with people as much as I do animals, I know this to be more true than most. For years, while studying at Veterinary University in Denmark, I was a care assistant for the elderly but living without pets. Now years later, seeing the obvious love and joy shared between a pet and an elderly
owner is part of what makes my job as a home visiting vet so rewarding. The difference in happiness and quality-of-life for these “awakened souls” stands for me in very stark contrast. Thus, I believe we as a compassionate society should encourage and help every elderly person who wishes to open their home - and their heart - to have a furry companion and not the opposite like now: Senior citizens who already have a pet should not have to part with their special companion when age forces them into sheltered accommodation. Business Rivervale targets derelict site as leasing business booms Frank le Duc @BHcitynews The Rivervale contract hire and leasing company should find out next week whether plans to build new premises next to its showroom can go ahead. The company told planners that it had outgrown its existing centre on the Victoria Road Industrial Estate. If planning permission is granted, the expansion will create 15 jobs. The company will vacate one of its units on the industrial estate which is in the same road as the Rivervale car showroom and a number of rival dealerships. The planned new premises are also on the industrial estate and next door to Portslade Town Hall where Brighton and Hove City Council Planning Committee will decide the application. The building would be up to three storeys high and include

offices and a workshop with four bays so that cars could be serviced and valeted. A report to the Planning Committee said: “The previous building on the site was destroyed by a fire in 2000. Since then the site has been vacant. “The majority of the site is covered in hard standing although
there is some vegetation on the embankment on the northern and western boundaries. The majority of the application site is set some two to three metres below the Victoria Road pavement level.” The report also said: “There are a number of car showrooms and vehicle repair garages in this part of Portslade. Construction sector leaders quiz candidates at hustings Senior figures from the construction sector questioned politicians about their housing and planning policies at a hustings on Wednesday evening. The event, Construction Voice, was organised by the Brighton and Hove Chamber of Commerce. Developers, architects and surveyors, among others, quizzed three politicians hoping to be reelected to Brighton and Hove City Council at the County Ground, in Eaton Road, Hove. They were three councillors – Phélim Mac Cafferty, chairman of Brighton and Hove City Council Planning Committee, opposition Conservative group leader Geoffrey Theobald and Labour group leader Warren Morgan. All recognised the need for thousands of new homes for the sons and daughters of the city as well as those coming here from elsewhere. And all agreed that more affordable homes were needed. Andy Winter, the chief executive of Brighton Housing Trust (BHT), said: “The word affordable has been hijacked and completely distorted.” He said that people on low and middle incomes who the city relies on were being priced out and that that was a dangerous situation.

He added that whoever had “the great misfortune to form the next administration” faced a huge challenge. Tom Shaw, from Hyde housing association, asked what could be done to improve confidence in the planning process locally. Councillor Theobald said that under the Conservatives there would be a helpful and constructive planning service. He said that every opportunity would be taken to remove unnecessary bureaucracy and red tape from the planning process. Ed Allison-Wright, from property company Centurion, asked about innovation. Councillor Mac Cafferty said that, despite the financial challenges, the
planning department was working incredibly hard and would explore all options, including those around tall buildings, to meet the housing needs of the area. The panellists explored some of the challenges around employment space, including offices. Councillor Mac Cafferty said that more than 9,000 jobs had been created over the past four years and that shop vacancy rates were well below the national and regional average. And he pointed to the emerging plans for Preston Barracks in Brighton. Councillor Morgan said that industrial estates, such as the one in Woodingdean, should be safeguarded. And he spoke about the need to modernise places such as the area around Hove Station. One of the surveyors said that a game changer was needed, with the council providing a lead – and a clear strategic vision. He said that big employers preferred new and well-designed offices rather than refurbished older buildings. Without such buildings, jobs would go to places such as London, Gatwick or Crawley. He urged the council to identify a viable site for a gateway building and to accept the need for a park and ride.

Caterer loses £1m on Pavilion contract Catering company Peyton and Byrne made a loss of more than £300,000 running cafés and tea rooms at the Royal Pavilion, the Dome, Brighton Museum and Hove Museum. The caterer has written off just over £1 million in relation to the contract which was ended last summer. The company told investors that it lost £2.56 million in the past financial year on a turnover of £22.8 million. It made a £222,000 profit the year before on a turnover of £18.7 million. Peyton and Byrne was 18 months into the seven-year deal which was reported to be worth more than £20 million and included events catering when the contract was ended. It said at the time that the cafes did not “fit with their core activities in London”. The London business said that it had recorded exceptional costs of £1 million in relation to its “mutually agreed contract termination” in Brighton. This produced a site operating loss of £309,000, an impairment charge of £638,000 and professional fees of £61,000.

The Gingerman: A gem that continues to shine Suzanne Rose @placesieatbtn
“Glass of fizz?” This question, put to my friend and me the moment we sat down for lunch, was music to our ears. Not only would we most definitely love a glass of fizz (Ridgeview, produced up the road in Ditchling), it also marked the beginning of two hours of seamless, intuitive service, which alongside the food - more on that in a moment - made for a pretty much perfect afternoon. The Gingerman opened in 1998, the flagship restaurant of a miniempire, which has spawned The Ginger Pig in Hove, The Ginger Dog in Kemptown, and The Ginger Fox in West Sussex. This may be the Daddy of them all, but it’s the smallest and most refined, and has recently reopened after an extensive overhaul. Its exterior - previously quite easy to miss - is now bold in black, while inside it is stylish, sophisticated, and uncomplicated, echoing the style of food. There’s exposed brickwork (of course) - some whitewashed mahogany woodwork, and dark leather banquettes. Someone mentioned to me on Twitter they felt the intimacy had been lost. But not for me.

There’s a small set lunch menu (excellent value at £15 for two courses), but we opted for a la carte. A pre-starter of truffled potato croquette with beetroot purée was tasty, but my starter of crab, anchovy, and quail’s egg really got my attention. A deceptively simple arrangement of ingredients revealed itself to be a lot more complex than at first glance. Everything on the plate had a clear purpose. Nothing was there just to show off: creamy, featherlight crab mousse; the freshest white crabmeat; crunchy, salty deep-fried anchovies; rich, runny egg; then pickled cucumber and smoked tomato to freshen and cleanse. It was faultless and so well thought out. Brill with squid, broccoli, almonds, herb gnocchi, and crab velouté was as springlike as I’d been hoping. Soft fish, crispy strips of squid, broccoli (purée, florets and a crisp) and pillowy gnocchi, held together beautifully by the creamy velouté. The treatment of the broccoli elevated this humble veg into Creamy, feather-light crab mousse, with rich, runny egg

something rather special, and the whole thing was a perfect marriage between shoreline and countryside. My friend’s beef fillet with crispy blue cheese, walnut, and braised celery deserves a mention. The breaded, deep-fried cheese was deeply savoury, with gorgeous, vinegary baby onions cutting through the richness. Braised celery - lovely to see another under-used vegetable given a chance to shine - freshened everything up. The walnut pesto, a little cloying after a while, was great with the meat and something I’ll definitely be trying at home. My dessert of chocolate, orange, toffee and Bailey’s was a little beauty, but I’d have preferred dark chocolate instead of milk. This is purely subjective - I like my chocolate desserts bitter. We were urged to try the signature dish of passion fruit soufflé, mango, and meringue. It didn’t disappoint. It was stunning: light as air, impressive to look at (there may have been “oohs”) and a real pleasure to eat. The á la carte menu is priced at £32/£37 for two/three courses, not the cheapest meal in town, but I promise you won’t feel shortchanged. This standard of cooking and attention to detail, both in food and service, is exhilarating. I now have a seriously soft spot for The Gingerman, which has gone straight onto my list of places to book for a special meal. At the start of every story, there's a hero. At the end of every street, there's a Nero. To make it big, you must start with zero. To climb the ranks, you must take it slow. Listen up, Chroniclers, to our tale from long, long ago... The year is 1851 and the scene is Turin. Angelo Moriondo is born into an entrepreneurial family - the founders of a liqueur company. Angelo's father takes over Angelo's grandfather's liqueur business before setting up a new venture with his brother, Ettore, and cousin, Giacomo. "Moriondo e Gariglio" forged a name for itself and has become Rome's oldest chocolate shop. Just as every Baldwin must learn to act (or at least call himself an actor), every Windsor must be mildmannered and well-behaved (there are
exceptions to every rule) and every Kardashian must earn a living by allowing a film crew to capture their talentless everyday antics, every Moriondo no doubt felt the need to become a successful entrepreneur. Unlike the Baldwins and Kardashians, the Moriondos lived in an era when you had to earn your living through hard work, determination, and without a film crew documenting it or a media-savvy management team marketing you to the masses. Just like the Windsors, however, they did have the benefit of a birthright entitling them to untold riches, albeit without the palaces, amazing holidays and souvenir masks of their faces available outside the paper shop. Thanks to Daddy Moriondo, Angelo bought the Grand Hotel Ligure and the American Bar in the Galleria Nazionale of Via Roma. And our generation
moans when little Noah requests an iPad or tickets to see Ice Age 47. How times have changed since 19th-century Italy. Angelo sought a way to serve his impatient customers their morning java in a more timely manner. He strove to invent a way of serving them "instantly". You might be expecting to learn that this is when he had an epiphany and began freezedrying coffee, popping it in glass jars, and writing Maxwell House on the front. But you'd be wrong. Very wrong. Angelo Moriondo holds the patent for "new steam machinery for the economic and instantaneous confection of coffee beverage". In other words, Moriondo invented the espresso machine. At the Turin General Exposition of 1884, he displayed his machine and was awarded the bronze medal. Bronze? The guy made an espresso machine and he only got bronze? The internet hasn't been able to tell us who and what snatched gold and silver, and the nice lady from the Turin Tourism Board with whom we spoke thought we were taking the pizza. Bronze medal in hand, Moriondo continued to improve his machine and patented each ammendment. Although he had the vision to get this far, he never made it much further as he wouldn't produce his machines for other establishments - they were used exclusively in his own. There are no Moriondo machines today. There aren't even any photographs of them. There is, in fact, nothing remaining of our hero save the evidence of his patents. His bulk-brewing machines were surpassed by machines which brewed individual coffees "expressly" for each customer - please note that "expresso" is still wrong. So that's the scoop on our man from Turin. And his tale of triumph with a dash of chagrin. At least he took part, although he didn't win. When one story ends, another will always begin... Would you rather have one of these arrive outside? Back in mid to late ‘90s, we had three, yes three, company bicycles, bought from Freedom Bikes in George Street by St James Street. For years, we used them and they serviced them. Sometime around 2001, with changes in staff, we ended up with a general non-cycling team in the office. The bicycles were quite knackered by then and, except for with me, they fell out of favour. I have continued to cycle daily, winter and summer, rain or shine, reflecting the well known proverb ‘It’s never the wrong weather, it’s just the wrong clothes’. So, when you invite me around to your home to give you advice, I’ll generally turn up on my bike. Failing that, I will turn up in a City Car Club car. This car-sharing scheme has been in Brighton for a number of years and, typically I suppose, we were an early adopter. In fact, I think we were the first business in Brighton to open an account with them. So, if I have to go out to Rottingdean or Patcham and it really is chucking it down, in the CCC car I go, booking it out
for an hour at less than a fiver! When I return to the office, there’s a CCC space 10 metres away, specifically for that car so, unlike the average motorist, I’m not circling around the streets of Kemp Town, looking for a space; we’re saving on fuel and congestion. Others in the firm can use the same car, so we don’t need a fleet of cars outside the office, clogging up St Georges Road. Recently though, we have seen the return of the bike; these quotes reflect our current thoughts on bicycle use: “Every time I see an adult on a bicycle I no longer despair for the future of the human race.” ~ H.G. Wells "I thought of that while riding my bike." ~ Albert Einstein; on the theory of relativity “Bicycling is a big part of the future. It has to be. There’s something wrong with a society that drives a car to work out in a gym.” ~ Bill Nye I have a team in the office who realise that the practical, timely and enjoyable way to get around to our appointments on time and
easily is usually by bike. So, we recently bought a bike for staff to use to get around. To ensure we cycle legally, you can see our logo on our bikes as we go about our business! We have taken a leaf from continental and Japanese cyclists, by fitting bike stands so we do not upset people by locking our bikes to their railings. We can park discreetly on the side of the road, away from pedestrian traffic, not cluttering up your Paul Bonett and Sarah Morris, Negotiator, inset: to ensure we cycle legally our logo is ‘manor’. clearly printed on the staff bikes! We do retain one ‘pool’ company car with a ‘B’ on the bonnet (!), but expect you’ll see our bikes around a lot more often…more sensible, more fun, more friendly, more healthy, more sustainable…it’s the future of City estate agency. Are any more agents going to take a leap of faith, relinquish ‘the motor’ and get to their appointments on time? Only time will tell.

I was clearing out the garage (yes, it’s that time of year! – and, yes, it will be full again in October) and came across several old vinyl records. I’m reliably informed they are back ‘in’. Amongst the LPs (younger readers can Google it) I found an old Jam record. I’ve always been partial to a bit of Paul Weller, even in the less prestigious Style Council phase. The new manager may be able to satiate the supporters’ desires but if results don’t come next season, the style, or lack of it, may begin to frustrate. A hot topic on North Stand Chat at the moment is the state of supporters’ mojos. An emotive subject, some prominent fans – at the forefront of the numerous campaigns to save the club – have voiced concerns over their general apathy towards the Albion, and football in general. This is, of course, is a potentially incendiary issue but it is definitely worth discussing. Supporting a football club is a hard-to-accurately-explain bond that is deep-rooted, engrained, and – for some – unbreakable. That is, of course, until what binds you to the said club is perceived to be missing, or on the slide. Brighton & Hove Albion exists, competes in a world-class stadium, regularly welcomes 25,000+ crowds, and trains in a state-of-the-art complex
because of one entity – the fans. Yes, Tony Bloom funded it all, and we will all be forever grateful, but the supporters, who marched, sent flowers, blew whistles, waved banners, wrote letters, attended marches, and never, ever, ever stopped believing, are the reason we still have a club to support. The Albion’s story is unique; the stadium sale, the Priestfield treks, 12 years at a temporary arena, and the seemingly endless campaigning, took its toll on much of the hardcore support. Moving to the Amex, the club, in a heartbeat, virtually tripled in size. With this came administrative upheaval, new suppliers, new working methods and FFP becoming an all-toofrequent topic of conversation. A football club isn’t like a bank, a shop, or insurance company. By definition, all football fans are customers. But customers – if they are unhappy with a product – can venture elsewhere. Football
fans don’t – or most certainly shouldn’t – ever change colours. We stick around when the going gets tough. It’s in our DNA. A high turnover of uninterested players doesn’t help fans’ mojos and this season has, on the whole, been rather dull. A procession of highwage-earning journeymen, not giving their all, have ‘graced’ the hallowed turf during 2014/15 and their apparent lack of commitment rubs off on the crowd creating – at times – an unpleasant atmosphere. We want to see players give 100%, at all times, and absolutely nothing less. They are paid a fortune, and we pay good money to watch them. The only predictable thing about following the Albion is that it’s unpredictable! The club is in very good hands but we need positivity moving forward. Fingers crossed for staying up and here’s to a clean slate at the beginning of August.
