Pavilion Gardens plans prompt fears for Brighton café Frank le Duc Fears have been expressed for the future of a much-loved café in the heart of Brighton as plans are put together for the Royal Pavilion Gardens. David Sewell, whose family has run the Pavilion Gardens Café for more than 70 years, appeared to have been left out of discussions about the future of the gardens. He said on the café’s Facebook page: “Just to let you all know that the ‘future of the café’ is very unclear. “The council with the Brighton Festival have confirmed at a recent high-level meeting that we are not in ‘their vision’ for the gardens if they are successful in getting heritage lottery funding over the next year or so. “They won’t tell us what their plans are although it is fairly clear they want an opening into New Road where our café currently is.” Mr Sewell also took to Twitter to try to seek assurances about the future of his business. Council leader Jason Kitcat said on the café’s Facebook page: “I’m sorry for the concern but as leader of the council I would like to state

He added the council will learn more from the pilot if Varndean Road was included, rather than excluded. A total of 55 responses were received, as part of a consultation about the proposals for the Withdean and Patcham area; 35 were in favour, while 20 were against; 13 objections came from residents of Grosvenor Court flats in Varndean Road – some even claimed, wrongly, that that they had a right to park where they wanted because they had done so for so long without enforcement of the law. In fact, parking on this particular grass verge became common only four years ago, during a period of heavy snow in February 2009. The debate about the ruination of the verges in Varndean Road coincides - and contrasts - with council plans to stop "turning a blind eye" to drivers parking on pavements in Elm Grove (see page 5). It also comes as the council prepares to adopt a tougher stance elsewhere to drivers parking on verges and footways - as reported exclusively in Brighton & Hove

very clearly that there is absolutely no plan whatsoever to close the café. “The owner has been consulted many times and invited to many meetings over the plans for the Pavilion and Dome estate. “The café hasn’t been in the same location for all its 70-plus years so some thinking has gone into whether it might not get better year-round trade elsewhere in the gardens and/or with a different configuration. “These are just explorative discussions which the owner has been made aware of. “None of this in any way threatens the café’s future. We are committed to improving the area for all including the café.” Councillor Kitcat also said in a series of tweets that if the plans resulted in anything new, the current café management would be given first refusal. The council is working with the Brighton Dome and Festival to apply for £22 million for work on the estate that includes the Dome and Royal Pavilion, including the gardens. A first application is due to be made by the end of November with

Independent in July. Every year the council receives dozens of complaints from residents about parking on footways and verges. Consequently, the council is considering clamping down in some of the worst affected areas in a bid to improve access, prevent damage to pavements, protect the grass, trees and shrubs, and increase safety for both pedestrians and other road-users. During the summer, notices were put up in both areas informing residents and motorists of the proposed new traffic regulations and inviting comments. There was clear support for the proposals in the Surrenden Road area with 60% of those who responded to traffic regulation order adverts supporting the proposals. They included the community group Campaign to Save the Grass Verges, and the Surrenden Holt residents association. Following the advertisement of the regulations and a road safety audit, council officers are proposing that enforcement begins in all advertised areas, with the exception of Varndean Road which has been removed from the proposals. The audit also recommended that the areas around junctions at Old Farm Road and Braybon

Ian Chisnall, a community development worker from Brighton, wrote on his blog that he was “disturbed at the very clumsy and shortsighted manner in which

Mr Chisnall added: “The idea that public money (from the lottery) and public resources from the council and festival are being used or contemplated for a project that will affect the public and local businesses without any consultation shows a high-handed

Councillor Pete West, chair of environment, transport and sustainability committee, said: “Parking on verges and footways has become an increasing problem in some residential areas of the city and every year the council receives dozens of complaints. There is no doubt that, in some areas, the safety of both pedestrians and other road users is being compromised. "Not only does parking of footways and verges make life difficult for pedestrians, especially disabled and elderly people, those who are visually impaired and people with pushchairs or double buggies, it can also cause irrevocable damage to the pavements, grass, trees plants and wildlife.”

Council to clamp down on pavement parking Illegal parking on pavements on a busy city street is to be tackled by Brighton and Hove City Council. In a bid to increase safety for all roads users, particularly pedestrians, the council is planning to take action to stop drivers parking on the pavements behind double yellow lines on Elm Grove. Inconsiderate parking on the pavement in Elm Grove has increased over several years even though, with double yellow lines covering much of the road, it has always been illegal. Council officers feel that the situation has now reached a crisis and walkers, cyclists and other road users are increasingly at risk. Vehicles have been parking on pavements near junctions, reducing visibility, across dropped kerbs, making it difficult for people with disabilities to cross the road, and in bus stops, causing problems for those getting on and off buses. Council officers have been exploring ways to prevent dangerous and illegal pavement parking. Earlier this year officers worked with ward councillors and a residents working group to draft a scheme to tackle the problem by creating a mix of new parking areas and landscaping. However, the results of a public consultation showed that 67% of residents opposed the plans, their main concern being displacement, and lack of available spaces for those cars parked on the pavement. The proposals were supported by 30% of respondents many who appealed to the council to stop parking and driving on pavements. The consultation, sent to 798 addresses in and around Elm Grove, made it clear to residents that the alternative to the proposed parking scheme would be enforcement of the existing restrictions. The decision to clamp down on pavement parking has the backing of neighbourhood police, who will support Civil Enforcement Officers (parking attendants) in enforcing the regulations that are already in place. In addition, Brighton and Hove Bus Company, Sussex Community NHS Trust, South East Coast Ambulance Service and Bricycles have all indicated their support for better management of traffic and parking in the area.

In the three year period between January 2010 and December 2012 there were 24 road traffic collisions in Elm Grove and 27 people were injured. Councillor Pete West, Brighton and Hove, chair of the Environment, Transport and Sustainability Committee, explained: “In the past Civil Enforcement Officers have not issued penalty notices to vehicles pavement parking in these areas, but the situation is now becoming just too dangerous, with cars overhanging the pavements and blocking the view of both drivers and pedestrians at junctions. “Motorists regularly drive along pavements to reach ‘spaces,’ parking dangerously close to junctions, pedestrian guard rails and trees. “Our Safer Routes to School programmes are encouraging more and more children to travel to the classroom on foot, and work has included improving visibility at junctions near Elm Grove Primary School. Therefore it is vital that the council ensures that nearby pavements and junctions are kept free from obstruction.” He added that cars are also parked across pedestrian dropped kerbs preventing people with wheelchairs, mobility scooters and pushchairs from using them. As a result, residents are finding it increasingly difficult to use the pavements and, in some cases, are forced to walk in the road. “We understand that there will be some residents who have been parking in this way for some years and will be unhappy about the proposed enforcement,” said Cllr West. “However, our proposal to create a mix of parking and landscaping in the area was rejected by the majority of residents. “The council must consider how to balance the needs of residents against the very serious safety concerns for pedestrians and for drivers, especially around the junctions. It is also the council’s duty to ensure accessibility, particularly for people with disabilities.” It the committee approves the proposals, the council plans to start issuing warning notices to vehicles illegally parked in Elm Grove from November 4, with enforcement starting two weeks after that.

Q. How big was the Brighton Digital Festival 2013? A. In total, a massive 174 events took place throughout the Brighton Digital Festival, which is 68 more events than 2012 and averaged at something like 5.8 events per day. Whist it’s still too early to accurately feedback on this year’s attendance figures, the festival has hugely exceeded last year’s figure of 25,000 people. Q. What was the aim of the festival - and did it achieve it? A. The aims of Brighton Digital Festival are focused on providing a platform for a community-led grassroots programme of events aligned under the festival’s strapline of ‘celebrating digital culture’. It also aims to strengthen and build connections and collaborations across the City, and to provoke conversation between the cultural industries and the creative, digital and information technology sector in the City. We’re really thrilled with how the festival developed this year, and the sheer range of activities across the 174 festival events is a testament to the energy, openness, talent and strength of the network of independent event organisers. Q. How important is the festival to the life and economy of the city? A. Brighton Digital Festival is valuable to Brighton and Hove for all sorts of reasons. For a start the festival builds connections within the City, between organisers who may be active in different but

complementary areas and between audiences who get to interact with organisers and other audience members. All of this interaction sparks new links, new ideas and new collaborations across the cultural, creative, digital and information technology sectors in the City. Furthermore, the festival serves to highlight Brighton’s growing reputation as a hub for digital talent and technological innovation. Q. What were the highlights? A. With such a broad programme of events covering a huge range of subjects and areas of interest it’s really difficult to pick out highlights. In terms of festival buzz, I think the Brighton Mini Maker Faire takes some beating with the sheer volume of activities taking place. Having said that, Charlie Brooker’s appearance and Q&A session at the double screening of Black Mirror got a lot of people talking. The range of month-long art exhibitions were incredibly strong this year too, the three major ones being The New Sublime at Clearleft, William Latham at Pheonix and Timo Arnall at Lighthouse. At the risk of sounding cliché, really all the events deserve a mention here, the quality was just so high across. The conferences, which have always been at the heart of the festival were fantastic, as always. Tiny Games, Glimmers and The Rise And Fall of Geo Goynes have to be crowed kings of the outdoor events. Really the list is endless… Q. What were the biggest challenges? A. The biggest challenge has two

stages. Firstly we have the challenge of reaching audiences to let them know about the festival, particularly those who may feel that a digital festival is not for them, to let them know that it is open and accessible for everyone. Secondly, with such a large programme, the challenge is to help audiences find events they would be most interested in. This year the support from American Express and RAP Office Interiors, along with media partner Brighton & Hove Independent, enabled us to produce and distribute a printed Festival Guide for the first time. This provided a very visual overview of the festival and event programme, and meant that we could reach people who might not necessarily find out about the festival online to let them know what was going on. The new website also helped people to easily find relevant events. Q. How can it be improved next year? A. I think this year there was a real sense of a festival coming of age, with the range and quality of events shifting up a couple of gears as the ambition and standards are collectively raised. I’d hope that this trajectory continues into next year. Q. What will you remember most about this year's festival? A. In the lead-up to the festival the guys at local animation studio Persistent Peril made a fantastic animated sting of the logo as their offer to this year’s festival. This animation not only ran on the big screen in Queens Road once a minute for three weeks, but also on the big screens at the American Express Community Stadium during the home match on the festival’s opening weekend.

Police pressure-points at Balcombe Jean Calder A few months ago, Charles Saatchi was cautioned for assault on his wife, Nigella Lawson. He was photographed in a restaurant, holding her round the neck, prodding her and tweaking or pulling her nose. No injury was caused, but she appeared to experience pain. There is no evidence to suggest Charles Saatchi assaulted his wife at other times. Attacks like this, however, are not uncommon. Domestic bullies, like bullies in school playgrounds, often torment their victims with small attacks - a painful jab in the ribs, a sharp kick on the ankle, a hard pinch to the arm - just to show who’s boss or to get the victim to do something she or he doesn’t want to do. These abusers often leave no mark, but become masters of the brief, mean-spirited and vicious infliction of pain. If there are witnesses, they often can’t quite believe what they’ve seen, so don’t intervene - and this inaction reinforces the bully’s power. Some attack in public precisely to demonstrate their control over the victim and the inability or unwillingness of others to protect them. I was reminded of this last month when, on television news, I saw a police officer apply pain – deliberately, it seemed - to a protester at an anti-fracking protest at Balcombe. It was a “sit-down”, a classic technique of non-violent passive resistance. The young man was sitting next to his mother, Caroline Lucas, the Green MP for Brighton Pavilion, in a line of six or seven protesters with linked arms, blocking the road. News footage showed a police officer hold the protester’s forehead while applying pressure

to a point behind his ear, apparently causing intense pain. Thereafter, the young man was walked off with his arms twisted high behind his back. Protesters engaged in civil disobedience know they risk arrest and may be physically moved. They understand that in this the police may have no choice. The police, however, do have a choice about how they do it - and this should not include deliberate infliction of pain - unless there is immediate danger to others. In this case, the protesters, individually or still linked, could have been physically lifted and carried away. It’s a common enough technique, often used by the police. In this instance, however, officers chose differently. Katy Bourne, Sussex’s Police and Crime Commissioner, rightly questioned the chief constable, Martin Richards, who defended use of pressure-point tactics.

He said the tactic had been used after officers had been negotiating for almost two hours. But he seems not to have explained why non-violent protesters were not simply lifted and carried away. “Force has to be proportional and reasonable.” He said, adding: “It does hurt. It doesn’t cause any injury. It’s a disabling technique that allows us to move from an unlawful position to a lawful position.” I’d suggest that in this situation the use of a painful “disabling technique” was not a “proportionate” response to a peaceful sit-down protest and may therefore have been far from lawful. The police have a job to do, and most do it well. It troubles me, however, that when officers resort to unnecessary violence, their seniors

too often rush to defend them. Martin Richards commented: “Use of force can look dramatic and alarming.” In fact, such actions don’t just “look alarming”, they are alarming, especially when the apparent perpetrator possesses extraordinary powers not shared by ordinary citizens - and has a duty to uphold the public peace. This is why it’s essential to query the response - and also to ask an even more challenging question. Which is whether this could have been an act of deliberate provocation by an outof-control officer. Some officers do lose control. At the fraught 2012 “March for England” in Brighton, I saw examples of superb policing, maintained in the face of some provocation.

But I also witnessed the opposite. I was with a peaceful crowd packed together on the raised pavement of Queen’s Road when individual officers charged. As people bumped and trampled on each other, to get out of the way, I saw an officer angrily and deliberately target an older man who was attempting to move away. The officer pushed him with full force. The man fell over backwards to the pavement and was saved from hitting his head on the stone step only by landing on my ankle. Such recklessness was especially shocking because there’d been widespread media coverage about the death of Ian

Tomlinson, who died after being pushed. “Small” acts of violence such as this erode trust in the police, who are highly-trained and wellpaid professionals. Other public servants, such as nurses and social workers, have at times to deal with frustration, insults and physical abuse. Most do not resort to violence. And neither should police. The point surely is this. How can we prevent bullying and acts of violence if the people we rely on to protect victims are themselves violent? Whether they like it or not, police officers are both public servants and role models. We are entitled to expect better of them. @JeanCalder101

Bus lane motorists face £60 fine Efforts to keep cars out of bus lanes could be stepped up by Brighton and Hove City Council. Drivers could face £60 penalties for flouting regulations in certain bus lanes, for the first time. Until now, the council has only issued penalty charges in city centre bus lanes – Western Road and North Street - with about 25 vehicles a day breaking the rules. Before enforcement in 2006, a local newspaper reporter counted 80 vehicles using a bus lane in a single hour. The authority is now proposing extending enforcement to all its bus lanes, including Lewes Road, London Road and the A259 near Rottingdean. A new bus lane is also planned for Edward Street outside the American Express building. If approved, drivers flouting the rules will receive a £60 Penalty Charge Notice, reduced to £30 if paid within 14 days. Cameras will be used to identify vehicles not allowed to drive in the bus lane.

All proceeds from paid penalties must by law be re-invested in transport improvements. Most currently goes on subsidised bus services for elderly people. Bus lanes can also be used by taxis - and by cyclists in most places. An 18-month trial started in May 2013, allowing motorcycles to use the lanes on the A23 and A259 near Rottingdean. Entrances to bus lanes are made obvious with signs and road markings. Chair of the environment, transport and sustainability committee Cllr Pete West said: “Bus transport is incredibly important to the city, with about 45 million bus trips a year. But there is a small minority of drivers using bus lanes and slowing bus journey times. That’s unfair to the majority who obey the rules in order that the bus system works. “We do not expect to raise significant revenue. Instead we expect to almost eliminate abuse

Imagine what we can do “The definition of insanity is doing something over and over again and expecting a different result.” The quotation is apocryphal, but the wisdom is eternal. Repeatedly, we discuss the need to move around the city with ease, in safety, and in a timely, efficient and responsible manner. We talk about 20mph speed limits for vehicles, the cost of parking for vehicles, no-go lanes for cars, bus lanes and cycle lanes, residents’ parking zones, parking on grass verges, parking on pavements, cycling on pavements - and, yes, occasionally, walking on pavements. One of the reasons so much of civic discourse concerns mundane matters is that civic authority is largely limited to such mundanity. The day-to-day problems we face and the challenges we routinely confront are, in themselves, relatively trivial. After all, why sweat the small stuff, when we could spend our time discussing the big stuff? How we can make more of our citizens happier, less lonely, more fulfilled, and better human beings? Instead, we focus on parking. And rubbish, of course. We get angry - when we should get smart. We get fixated - when we should get flexible. For the past four weeks - in our coverage of the superb Brighton Digital Festival - we have reported on the vast possibilities presented by data-driven, digital technologies. Brighton and Hove, a resourceful city, is particularly well-placed to take advantage of these technologies; indeed, a report to be published shortly will provide hard evidence that our city’s fusion of creative and digital

excellence is central to our future wellbeing. So why not put such expertise to good use? Why not ask how we can address the issue of mobility driving, parking, cycling, walking, travelling - with the help of such technologies. Why worry about sticking “consultation notices” about parking on grass verges to lamp-posts? Or parking tickets to windscreens? Or permits to dashboards? Why be so...analogue? In a digital age. Imagine how it could be. Imagine all new cars connected to the internet. They soon will be. Imagine smart sensors under every parking space - on-street and off-street – telling you if it is vacant. They can be. Imagine a flood of data - on every smartphone and mobile device - telling you where the nearest bus is, and where it is going. Where every taxi is - and if it is available for hire. Imagine smart wayfinding - signs that make every walk, no matter how short or long, a learning experience. Imagine if we got rewarded for walking not driving. Imagine if all those residents who pay for annual parking permits could sub-let their empty spaces between 9.30am and 4.30pm, when so many streets within a stroll of Brighton seafront are largely vacant - while the rest of us pay up to £25 for just over four hours parking in the city centre. Imagine what we could do with the technology we have. Imagine what we could do if we stopped talking simply about parking. And if we stopped talking rubbish. Imagine.

Absurdity of Seven Dials scheme I have sent the e-mail below to the Council as an example of the poor design for the Seven Dials scheme and the lack of proper consultation with local people.

“Dear 7-a-side team, Please could you let me know what the new metal arches are in the Chatham Place "plaza"! I do not remember these being part of the plans. Please could you inform me whether they are:a) structures for an agri-tunnel; b) bars for potential athletes; c) part of a proposed playground; d) misplaced safety railings; e) odd shaped cycle racks. All the best, if you can manage to get it right. Rob Heale”

This illustrates the absurdity of some parts of the scheme as well as being an example of how the Council sometimes creates unnecessary "clutter" whilst getting rid of necessary safety measures. Not to mention all the traffic chaos, noise and disruption that has been generated as a result of the Green Party ideas. The Council has been allocated funds to improve safety at the Dials but some aspects of the project are making things worse. Brighton and Hove Council should use the funds to source decent safety railings like those used at many sporting events,

including horse racing and leisure venues. They should make sure that we have decent lighted crossings to protect more vulnerable people. And they should note the unpopularity of their plans to expand the size of the Seven Dials roundabout and restrict traffic to one lane. Robert Heale

Tolerance begins in our backyard I was taken aback a little by two articles in your excellent paper last week. On page 3 (September 27), you had an article about Conservative councillors opposing a permanent site for travellers, because of concerns about possible threats to the water supply, the implications

for traffic, and the landscape of the South Downs Country Park. On page 5, you had an interesting preview of the Conservative Party conference by Councillor Graham Cox. It was headlined "Generous and tolerant". Surely, generosity and

tolerance begins at home, even if your home is – like mine - in Patcham and near to the proposed travelers’ site at Horsdean. Which is the authentic face of today’s Tories? Mark Ellis Patcham

Brighton Council may well boast about the Lewes Road cycle lanes to the University but they have completely overlooked and failed to mention the lethal stretch from the bottom of Elm Grove to the Vogue Gyratory. Surely it would be more beneficial to endangered cyclists to have sorted this out as

a priority – the most “accident waiting to happen” section. The bottom of Elm Grove permanently blocked by cars is a joke – albeit a potentially lethal joke. An elevated/raised cycle path is the answer! Don Franklin Lewes Road

20mph ‘blanket’ coverage I wanted to give my opinion on the proposed 20mph ‘blanket’ coverage as reported in your newspaper last week (27 September). I am a cyclist and cycle to work every day (in Hove) so I am in favour of a 20mph zone in certain areas as some drivers take no care when it comes to cyclists. I am sceptical however, that many motorists take any notice of the reduced speed limit and I have not seen or heard of anyone who has been formally charged in Brighton or Hove for driving above 20mph, but below 30mph in a 20mph zone. I therefore must question the effectiveness of the reduced speed limit and also whether it is being sufficiently enforced. I also read that the council are currently gathering statistics to measure motorist’s speeds on some of the 20mph roads so it will be

interesting to see the results, if they are published. If the findings are that the majority of motorists are not obeying the new speeds then it surely makes the proposed ‘blanket’ coverage not only a waste of time, but also a waste of taxpayers money. If the findings are that the majority of motorists are obeying the new speeds and safety has been increased then I would be pleased to see more areas covered. I do however, disagree on ‘blanket’ coverage as I think the main roads in and out of the centre must remain flowing. Better designed cycle paths and junctions can help improve pedestrian and cyclist safety. Let’s see what figures come out of the council survey. Pauline Thatcher Regency Square

Some adults do actually believe in Father Christmas Mike Holland Well whoopee, I thought when asked by BBC Radio Sussex to air my views publicly on the chances of David Marks ever coming up with the funding to construct his much fabled i360 White Elephant on the seafront. This would be a chance to air on the radio my views about a topic I have spoken publicly about on many occasions. I managed to get the basics across in the small amount of time allotted. For the rest of the morning the news kicked off with: “Mike Holland says there is more chance of Nelson getting his eye back than there is David Marks raising the funds he requires to construct the i360”. It seems the point has registered with all but the extremely thick and I am sure many of us have the same views about this nonsense. However for those remaining die-hards who are still expecting the seventh wonder of the world to

appear on Brighton seafront let me flesh out my reasoning one more time. David Marks has publicly stated that he requires £38 million to construct his tower. The council, i.e. us, have agreed in one form or another to lend him £14 million and Coast to Coast have agreed to let him have a repayable grant of £3 million. The council loan is secure we are told because we will be taking a first charge on the asset. We will also be borrowing the money ourselves at a nice low rate of interest which councils can do apparently and add a percentage on to the amount Mr Marks pays us.

Must remember to put a West Pier on my Christmas list All sounds great doesn’t it, except for the simple logical facts that not many of our politician chums seem to have grasped. The council loan will not actually be drawn down until David Marks has demonstrated

beyond any doubt that he can come up with the remaining £21 million shortfall. The chances of him coming up with that shortfall funding would, even in good times, be a virtual impossibility. In these challenging times, forget it as it just is not going to happen. No lender is ever going to lend £21 million as a second charge behind

£14 million on a crackpot scheme that simply does not stack up. Hence my flippant remark about Nelson. If anyone does come up with such an investor please let me know as I have several projects myself they might be interested in backing. However as predicted, Mr Marks lottery ticket obviously

didn’t come up as he has finally admitted he does not have a backer. He now tells us he is hoping to find one which confirms my suspicions that some adults do actually believe in Father Christmas. Must remember to put a West Pier on my Christmas list. @RealMikeHolland

Brighton and Hove Albion revealed supporters got well and truly into the spirit of the club’s recent Spanish Day. The Seagulls designated a recent match as a celebration of the Albion’s Spanish influx and the club this week revealed supporters supped more than 1,000 pints of Spanish lager.

The number of people who die following hip operations in Brighton is among the lowest in the UK. Figures released this week show Brighton and Sussex University Hospitals NHS Trust has a mortality rate of 5.5 per cent, which is lower than the country-wide average.

The same survey which hailed Brighton as a great place to live if you are young revealed the high cost of living is stopping people from putting money aside for a rainy day. Sky-high rents and above average prices mean local youngsters save just £88 a month on average.

Green MP Caroline Lucas channeled the spirit of the suffragettes this week when she joined a local group on a walk round the city. Dr Lucas teamed up with Brighton Suffragettes, who want to see more women get involved in local democracy, wore retro Votes for Women sashes to highlight their campaign.

The landlords of a much-loved city centre pub have said their goodbyes to regulars. Graham and Ros Boyd have run the Lord Nelson for 18 years but are keen to try their hand elsewhere. Dozens of locals went to the Trafalgar Street bar at the weekend to sink a few ales and say their farewells.

Brighton now better than London for young people

Brighton’s football liaison officer Darren Balkham has been congratulated for his work with the city’s football fans. The well-known officer was given a High Sheriff’s award by Patrick Burgess, the High Sheriff of West Sussex, at a ceremony in Brighton earlier this week.

Brighton and Hove is now a better place for young people than the country’s capital, according to a recent survey. The research found local young people benefit from a higher average wage than most other cities. However, it ranked just seventh overall in the list of best cities.

NHS figures released this week show one in ten smokers across Brighton and Hove have quit in the last 12 months. Around two-thirds of the 3,500 odd smokers who attended a local stop smoking service between April last year and March this, have quit. And thousands have started the scheme since.

A town centre bus lane was launched this week. The Lewes Road lanes were opened on Monday and motorists are being warned to keep them free. A council spokesman said: “Any vehicles apart from buses and taxis in the lanes risk a £60 fine, reduced to £30 for quick payment.”

A dragon boat race in aid of Rockinghorse Children’s Charity took place on Sunday (29th September).The event was held in partnership with Brighton Marina to raise funds for Rockinghorse, the official fundraising arm of The Royal Alexandra Children’s Hospital and vital supporter of the Trevor Mann Baby Unit (TMBU). So far the day has raised over £13,000 for Rockinghorse which will be used to continue to make life better for sick children in Sussex.

Montefiore Hospital holds Macmillan Coffee Morning Cakes of all shapes, sizes and flavours were on the menu at the Montefiore on Friday, September 27 when patients and members of staff gathered for the hospital’s Macmillan Coffee Morning. The event was part of a national initiative to raise awareness and funds for Macmillan, the charity that provides nursing and support for cancer patients and their families. The Montefiore’s coffee morning was attended by some 50 people who made a donation in return for coffee and cake. Volunteers from the hospital made cakes and decorated the reception area with bunting and material that explained the invaluable support Macmillan provides to the two million people living with cancer in the UK. Sussex success as law firm continues to grow Cobb PR scoops national award One of the largest law firms in Sussex, Mayo Wynne Baxter, has just got bigger following the announcement that it has merged with P R Vince solicitors in Forest Row. This latest expansion follows Mayo Wynne Baxter’s merger with Allen Ticehurst solicitors in East Grinstead last year and heralds the firm’s commitment to growing its Sussex client base. The completion of this merger on October 1 means that the firm now has around 200 staff across six offices in Sussex. Previous P R Vince clients can be assured of the same high level of service, as the new owners have plans to increase the areas of legal specialism offered from this base whilst retaining the current staff, many of whom have been with the Forest Row firm for more than a decade. Mayo Wynne Baxter promises to bring with them an expanded range of services including specialist areas such as clinical negligence, mediation, agricultural law and a full range of business legal services to support the existing offering.

Communications agency Cobb PR has won a Gold Award for a recent public relations campaign highlighting the need for superfast broadband in East Sussex. The company, which has offices in Hove and Eastbourne, beat some of the country’s leading PR agencies to scoop Gold at the prestigious Fresh PR Awards in Manchester last week. The Go e-Sussex campaign was created by Cobb PR and East Sussex County Council to highlight the demand for high-speed broadband in East Sussex. With over 12,360 sign-ups, it has been a major success following rigorous campaigning for the people of East Sussex. Central to the campaign was a website where businesses and residents could find out more about the benefits of fast, reliable broadband, check the speed of their current service and see how much quicker tasks like downloading films or books would be with a faster service. The campaign also highlighted rural businesses who are hampered by slow, unreliable broadband and used Facebook and Twitter

Blue Jasmine is the film diehard Woody Allen fans have been waiting for, thanks to a superb, pointed script and terrific performances from a wonderful ensemble cast, including a sure-to-be-Oscarnominated central turn from Cate Blanchett. The Good Cate Blanchett is magnificent as Jasmine, delivering a powerful performance that will almost certainly land her an Oscar nomination; it’s a testament to both Allen’s script and Blanchett’s skill in the role that the audience will find her both enormously irritating (‘She just wouldn’t stop blabbering about her life!’ comments a woman who gets trapped next to her on the plane) and ultimately deeply moving –

the wonderful final shot is heartbreaking. Blue Jasmine’s supporting cast are equally good, particularly Hawkins as cheerful, optimistic Ginger, who briefly allows Jasmine to cloud her thinking about Chili and starts seeing another man (Louis CK) instead, while Baldwin is perfectly cast as Bernie Madoff-like Hal and Stuhlbarg is very funny as the besotted dentist in the role Allen probably would have played if he’d cast himself this time round. There’s also superb work from Andrew Dice Clay as Augie and from Bobby Cannavale as, essentially, the Stanley Kowalski to Blanchett’s Blanche Dubois – the influence of Tennessee Williams echoes clearly throughout the film.

The Great Allen’s script for Blue Jasmine is his best in years. In the past he’s been accused of his characters speaking with a snobby pretentiousness and here he cleverly makes that one of Jasmine’s biggest flaws; certainly he gets a lot of laughs out of her having to adjust to working class life in San Francisco. The script also makes some pointed and topical comments about the gulf between rich and poor, fantasy and reality – Ginger and Jasmine both lose everything as a result of Hal, yet Ginger stoically picks herself up and gets on with life, while Jasmine is essentially traumatised by it. Worth seeing? Blue Jasmine is an emotionally engaging and frequently funny comedy drama that arguably ranks with Allen’s best work, thanks to a superb script and a magnificent central performance from Cate Blanchett. One of the best films of the year and likely to be recognised as such come Oscar time. Unmissable.

The importance of storytelling in social media The UK Sports Network (UKSN) in conjunction with YoddiLove are hosting Digital Sport Brighton, an event dedicated to bringing people within the sports digital industry together to help educate and inspire. The evening will take place at The Temple Bar in Brighton on 8th October 2013 from 18:00 to 21:00. Looking ahead to 2014, it’s going to be a big year in the sports world with the Brazil World Cup and Glasgow Commonwealth Games. Add to that on top the top football and rugby league’s in the world and it’s an area that’s always developing but with fans at its core. This event will explore the area of sport and social media and how advances in technology have made it so important to any brand, club or federation to not only be using it but also how to tell their story and engage with fans. Moe Hamdhaidari from deltatre will be sharing insights into their work with Channel 4 and the Paralympics. How they connected with fans through storytelling across not only social media but other digital channels and in broadcast. There will also be a panel session looking at the rise of storytelling. Asking if rights holders and sponsors understand it and know how best to use it? It promises to stir up some lively debate with all sectors being represented on it.

Finally, Steve Ward from Cloudnine will be looking at the evolution of the social media career. An interesting session for anyone looking to develop a career in the industry. Complete meat perfection at BBQ Shack

You may not instantly recognise the name John Hargate and there’s not much reason why you should as he’s certainly not a fan of celebrity chefs, nor does he ‘Tweet’ or ‘Facebook’. However, after spending barely moments in The World’s End on London Road, I could see John’s fame and appeal with the local clientele. Charismatic, passionate and enthusiastic about producing the best quality

BBQ food this side of Texas, John worked the room greeting regulars and shaking hands with old friends. BBQ’ing since his butcher boy days and spending a lot of time the other side of the pond, John set up camp at The World’s End in 2009 after seeing a gap in the market for authentic, smoked meats in a pub setting. John is also not a force to be reckoned with – he is a three times British

Pitmaster Champion. Not content with offering the usual smoked fair of brisket, pork and hams, John offers burritos, salads, brioche rolls and quesadillas with all meats smoked on site. He also plays host to a fantastic burger selection which includes “Brighton’s baddest burger” the O.D.B. Launched earlier this year, the burger consists of a 9oz pattie with pork, brisket, chorizo, bacon, double cheese and onion rings. Not for the faint hearted. John was kind enough to treat my friend and I to a selection of all the meats he cooks as well as some side dishes. I like to think I can put away a fair plate of food and after my BBQ Shack experience, I am not joking when I say I had to loosen my belt a notch afterwards. Where to start? We feasted on glazed ham, beef brisket, pulled pork, chorizo sausage, hot sausage, ribs, macaroni

cheese, baked sweet potato, charros beans, onion rings and fries, carefully garnished with red peppers, pickles and green chili. The ribs were the stand out for me. The BBQ sauce dripped flesh fell off the hearty bones straight into my open mouth. It was complete meat perfection. Coupled with slices of pert, pink glazed ham and a mound of lush, greasy pulled pork, I felt like a pig rolling in filth and loving every second of it. No meat feast is complete without complimenting sides and John produces wonderful accompaniments. The macaroni cheese was a cheese and carb lovers dream. I can never perfect this naughty side dish at home and John’s recipe is one I’d kill for. Scooping it out of the pot and slathering it across a melt in the mouth sweet potato was a

highlight of food year. John doesn’t need any gimmick or social media output to spread the word of his meat indulgence. Word of mouth serves him best and if this evening is anything to go by, I will be telling every Tom, Dick and Harry the animalistic joy that’s to be had at BBQ Shack at The World’s End.

Street Diner - an exciting Friday lunchtime

Cast your mind back to Friday’s of yore and think about how your last lunch break was spent? Dull sandwiches, a packet of cheese and onion crisps and a Wagon Wheel all consumed whilst hiding in the toilets

because you can’t stand everyone you work with? Think on. There is a new and exciting Friday lunchtime alternative and it is right on our doorstep. Street Diner is the street food market brain child of Christine Angus and Kate O’Sullivan, two local lasses with a hungry appetite and enthusiasm to start a food revolution in the heart of the city. I spoke with Christina who was more than happy to share the Street Diner journey. “With so much amazing produce on our doorstep, Kate and I couldn't figure out why anything wasn't going on down here...we knew there was a plethora of traders with many not having a platform to sell their food" Christina states.

Taking influence from the London food scene, herself and Kate wanted to encourage “job creation, food discovery and a platform to share”. The community outlook is greatly supported by working in partnership with the Brighthelm Centre and helping “rejuvenate” that patch. Once word got out that Brighton was to be playing host to a new street food market, “the news spread like wildfire” with Christina and Kate taking every chance under the sun to PR the launch. “I mean, Twitter has been incredible, both as a platform to meet, introduce and share” says Christina, sounding slightly in awe of her own accomplishment when asked if she anticipated the snowballing triumph of the weekly market.

Every Friday Street Diner plays host to a stupendous array of street food from across the globe, all whilst staying “as local as possible” says Christina. Think English picnic posh scotch eggs, freshly grilled Caribbean jerk chicken, German bratwurst served from a camper van, traditional Venezuelan arepas, authentic Spanish paella and Middle Eastern vegetarian and vegan delights. And that’s just for starters. Every week Street Diner hosts guest spots that are also proving hugely popular as a way for restaurants, pop ups and cafes to showcase their trade. Most recently Sam’s Of Brighton have been hosting their succulent lamb burgers and supper club sweetheart Tina Cantina has been lovingly trading her gourmet nibbles and lunch-

boxes. Traders are immensely passionate about what they provide and are always more than willing to stop and talk with hungry customers about where they source their produce and the ethos behind their stall. After running summertime popups at both the usual spot and The Level, I ask Christina is further expansion is planned for the winter months. “We’re definitely staying at the Brighthelm, with a view to trade on a second day on a different patch” she replied honesty. Long gone are the days of stale office chit chat and everyone knows that the weekend begins on Friday lunchtimes. So, head down to Street Diner with an open mind and try something new for lunch.

More men than women admit to lying about their age IT’S USUALLY women who are expected to be sensitive about getting older, but new research has revealed men are more likely than women to tell white lies about their age. Women’s car insurance specialist, Diamond, which celebrates its 16th birthday this year, surveyed 2,000 men and women about how they celebrate their birthdays and discovered men are more likely to lie about their age than women. One in ten of the men questioned said they have lied about how old they are on their birthday, compared to one in fourteen women. The study also surprisingly showed that we’re less likely to lie about our age the older we get. Men and women aged over 45 are the least likely to lie about their age, whilst those aged 25 to 35 are the most likely to. Similar numbers of men (9%) and women (8%) have also asked friends and family not to mention their real age on their birthday because they felt too old. Despite being the youngest age group polled, more 18-24 year olds said they’ve insisted on this, the highest out of any of the age groups questioned. Diamond’s managing director, Dave Halliday said, “Getting older is a touchy subject for many of us but it did come as a surprise that

it’s us men who are more likely to tell fibs about our age on our birthday. And no, I’m not going to tell you how old I am!” For seven out of ten people, birthdays become less important as they get older, and when it comes to celebrating our own birthdays, many of us just don’t bother. Over a quarter (28%) of those questioned said they don’t do anything on their birthday, whilst half said they just do something small. 15% said they always make sure they do something special every year and 7% of people just celebrate their ‘big’ birthdays. But just because many men and women don’t want to celebrate, this doesn’t mean they don’t want their loved one to make a fuss. 50% said they would prefer it if no one made a fuss of their birthday however almost one in five (19%) have claimed they didn’t want a fuss made but have been disappointed when no one did. Again, there’s a marked difference between the genders. Three of out of five men compared to two out of five women would rather no one made a fuss, but three out of five women compared to almost one out of five men said they would be disappointed if no one actually made a fuss. Dave Halliday continued, “The results certainly show it’s a bit of minefield when it comes to

knowing if a loved one wants you to make a fuss on their birthday. My advice would be to err on the side of caution and do at least a little something for them. We may say we don’t want a fuss but generally we don’t mean it!” Even if you would rather not

How whiplash claims have affected the insurance industry THE INSURANCE industry has been in turmoil in recent years and a large part of the bad press that the industry has been receiving has been due to impact of the rise in whiplash claims. Indeed, figures, quoted by insurers, indicate that there has been an increase in the number of personal injury claims on the road since 2006, despite a simultaneous decrease in the number of reported accidents involving personal injury. This discrepancy is what insurers and the media have being using as a basis to support the assertion that “Britain is the Whiplash Capital of the World.” According to figures quoted by UK insurers, over 1,500 whiplash claims are made in the UK each and every day, which is purported to cost the industry an astonishing £2 billion annually. In order to recoup these costs, insurers have taken to increasing the cost of the annual average insurance premium by a staggering £90, which, understandably, has resulted in a public outcry, as well as a deluge of media attention. In recent months, the

Commons Transport Committee, a cross-party task force, has been investigating the claims by UK insurers that car insurance premiums have been raised in recent years because of the astronomical increase in the number of fraudulent whiplash claims being made. The intention of the report was to discover whether the assertions being made by insurance companies are genuine, whether new medical panels should be introduced to ascertain if a whiplash claim is legitimate and whether the small claims limit should be raised, which would allow insurers to settle smaller cases in small claims court. In July 2013, the Commons Transport Committee published their findings and they were findings that were by no means in line with what the insurance industry had hoped for. The report committee found that, based on the information available, there was no conclusive proof that the number of fraudulent whiplash was rising at the rate quoted by insurers. In fact,

Pressure builds as tyre safety month gets underway UK motorists are being put under pressure this October to ensure that their tyres are properly inflated as tyre safety month gets into gear. The campaign, which has been organised by not for profit road safety group TyreSafe and is being supported by thousands of garages and other organisations across the UK, will be encouraging drivers to make monthly checks on their tyre pressures to ensure they remain safe on the road. What’s more, by driving on correctly inflated tyres, motorists will help their tyres to last longer and even reduce their fuel bills. “As the nights start to draw in and the weather deteriorates, it’s essential that drivers ensure that their tyres are safe and fit for the winter ahead,” explains Stuart Jackson, chairman, TyreSafe. “The most basic inspection which should be carried out at least once a month, is simply checking that your tyres are properly inflated. Of course, tread depth and tyre condition are also important but to help drivers make these assessments, thousands of garages will be offering free safety checks throughout the month.” Despite how easy it is to carry out regular tyre pressure checks, it’s a task that many drivers simply

neglect. Indeed, recent results from a pan-European survey by one TyreSafe member involving more than 27,000 cars found that 78 percent were being driven on under-inflated tyres. Even more alarming was the fact that more than a quarter of the sample (28.4 percent) had tyres that were either seriously or severely underinflated, greatly reducing their safety on the road. The impact of poor tyre maintenance was highlighted earlier this week in the latest road casualty statistics issued by the Department for Transport which revealed that in 2012, 194 drivers were killed or seriously injured in the UK as a result of an accident caused by an illegal, defective or under-inflated tyre. To help drivers understand the importance of checking their tyre pressures, TyreSafe has developed a suite of materials including a dealer locator and online education animation which can be found by visiting tyresafe.org. There’s also even a free iPhone app available to download or online tool which provides drivers with their correct tyre pressures, simply by inputting their vehicle registration details. With regards to insurers’ desire to see new medical panels introduced, to ascertain whether whiplash claims are genuine or not, their views were largely discredited by the medical community, who were quick to point out that neither x-rays or MRI scans, the proposed means of assessing injuries, are of no discernible value, given that they are unable to detect whiplash symptoms. Finally, the Committee concluded that by changing the small claims limit significantly, those with genuine injuries would no longer have access to justice, largely because the average person will be unable to represent themselves effectively in small claims court. The committee recommended, therefore, no change in the current threshold. While the insurance industry hoped that the Commons

Transport Committee’s report would find in their favour, helping the industry to recoup some of their losses over the long term, the reality of the findings has been altogether more damning. The Commons Transport Committee has firmly told the insurance industry that they “must immediately get their house in

order.” The hope of the Committee, moving forward, is that this report will provide the spur that the industry needs to start lowering premiums and making the claims process for a genuine personal injury, through a reputable firm, such as Jefferies Solicitors, all the more straightforward and less daunting for the average person.

SkyFall’s DB5 now on display at the Heritage Motor Centre The Aston Martin DB5 which appeared in James Bond’s SKYFALL is now on display at the Heritage Motor Centre until spring 2014. The model on display was the actual car that was used for most of the driving sequences in the film which stars Daniel Craig as 007. The car is privately owned but on loan to Eon who produces the Bond films. The HMC also has the Land Rover Defender 110 double cab pick-up, driven in the opening sequence of SKYFALL, amongst its collections. Although on display at the HMC, the car will be showcased at the Classic Motor Show on the 15, 16 and 17 November at the NEC. Ever since its first appearance in Goldfinger in 1964 with Sean Connery, the DB5 has become the archetypal 007 car and one of the most iconic British cars in the world. A DB5 has appeared in four out of the five most recent 007 films. Prior to filming SKYFALL the car was prepared in just seven weeks by Aston Martin Works, transforming a green car into the familiar silver of the MI6 agent’s favourite automobile. The car was not fitted with any of Q’s trademark gadgets; however visitors can see a

black line on the roof as the outline of the panel for the ejector seat. In the film, the DB5 met a fiery end outside Bond’s Scottish childhood home but fortunately this was only by use of a model and camera trickery. A natural development of the DB4, the DB5’s four seater coachwork was built by the Italian design house, Carrozzeria Touring of Milan. The car used ‘Superleggera’ aluminium body construction, in which alloy panels are fixed to a tubular frame built onto a platform chassis. The car has a 4 litre engine and a top speed of 142 mph. Another injury woe for Albion

Albion’s injury crisis shows no signs of easing ahead of the visit of big-spending promotion hopefuls Nottingham Forest – with Leo Ulloa likely to be out for up to two months. The goal-grabbing Argentinian was taken to hospital during the Seagulls tame 1:1 draw with Sheffield Wednesday on Tuesday night and early indications are the striker could be left nursing a fractured foot. His absence, which comes hot on the heels of a three-match ban, will heap further pressure on Brighton director of football David Burke to recruit a loan signing to compete with Ashley Barnes. Barnes, who failed to find the net while deputising for Ulloa during his suspension, is Brighton’s only fit senior striker and supporters will be expecting the club to provide head coach Oscar Garcia with a temporary reinforcement. The Brighton hierarchy have already been criticised by some sections of the crowd for not signing a loan striker at the tail end of last season when Barnes himself was suspended for a run of games, leaving Ulloa as the lone option.
