Councillor calls for crackdown on guilty dog-owners

A RECORD number of complaints about dog-fouling have been made to Brighton and Hove City Council in the last 12 months. But - out of 432 complaints only two fixed-penalty notices were issued. One was withdrawn because there was insufficient evidence; the other was not paid, so the council took court action and successfully prosecuted the dog-owner, Anthony Gallagher, last November. Gallagher, of Windlesham Road, Brighton was fined £100, with £350 costs, for not clearing up his dog’s mess in Goldsmid Road, Seven Dials. A £15 “victim surcharge” was imposed, with the money going to help fund victim services. The lone prosecution was the result of 315 “pro-active fouling patrols” by the city council’s animal welfare team, which has the equivalent of four full-time employees. In the last year, the team has also been responsible for: • 361 dog-related enquiries;

The costs and health risks of dog-fouling Continued from page 1 Graham Cox, Conservative councillor for Westbourne, raised the issue at a meeting of Brighton and Hove City Council’s Environment, Transport and Sustainability Committee meeting on Wednesday. Cllr Cox, a former Sussex Police detective, said the figures showed that more action was needed. He said: “Dog-fouling is invariably one of the top three issues that local residents in my ward contact me about and I’m sure that the same is true across much of the rest of the city. “For this reason, the council should be giving greater priority to pursuing the small minority of irresponsible owners who persist with their anti-social behaviour. “I appreciate that it can be difficult to catch people in such a large area, but all I got in response to my question was a long list of excuses for not doing anything. “This is not what residents want to hear. I suggest that a campaign targeting the worst-affected areas is launched as a matter of priority.” Cllr Cox said the only way to get offenders to change their ways was by increasing the likelihood that they would get caught. “At the moment, as the answer to my question reveals, they know that they will almost certainly get away with it,” he said.
In response to questioning, Councillor Pete West, chair of the environment, transport and sustainability committee, said: “We decide the appropriate enforcement action by using the council’s enforcement policy. Each case is judged on its own merits, along with an assessment of the strength of the evidence to bring a successful prosecution.” Cllr West insisted: “We have a mixed approach that includes education, advice and enforcement.” A Freedom of Information request last October resulted revealed there had been 307 complaints about dog-fouling in 2012, up to September 30. Total for previous years were: 342 (in 2011); 299 (2010); 352 (2009); 350 (2008); 287 (2007); 431 (2006); and 317 (2005). It is thought there are only about 2,000 dog-fouling prosecutions each year, mainly because of the difficulty in obtaining eyewitness evidence – leading, controversially, to some local authorities using CCTV cameras to gather evidence. Some MPs believe that income from fixed-penalty notices issued to guilty owners should be given to councils as an incentive to more urgent action – and to offset the estimated £22 million spent annually by councils cleaning up dog mess.

More than seven million dogs in the UK produce more than 1,000 tonnes of execrement every day. There are serious health issues related to dog-fouling: toxocariasis or toxocare canis is found in 50 per cent of dog excrement; it usually exists for up to three weeks after deposit is made and causes eye disorders, dizziness, nausea, asthma, and epileptic

Jason Kitcat SINCE 2008 the country has seen not just the financial crash, but the onset of austerity in public spending. That year was the last time the city developed an economic strategy – five years ago and in an incredibly different context. While we’ve weathered the economic crisis relatively well, we can’t be complacent. So last year the local Economic Partnership (made up of business representatives) and the council co-commissioned a new Economic Strategy to set out key issues and priorities for our local economy until 2018. The Economic Strategy argues we should build on our city’s unique economic strengths and develop a more sustainable economy for the city that’s diverse, resilient and better-balanced. For example, we’re already internationallyknown for being a cultural and leisure tourist destination. So the new strategy proposes to make the most of this by prioritising investment in our city’s year-round conference venues, which will both improve the facilities and attract more visitors. We’ve already combined forces with

colleagues in neighbouring councils on a variety of issues, ranging from accessing government funding to bidding for UN Biosphere status. So in the coming years we plan to continue working with colleagues to secure greater investment in infrastructure, development and training. Local creative, digital, IT and environmental businesses are booming, so we plan to support a network of eco technology hubs so that these companies can network with, learn from and use each other. These would also be linked to research and development work done at the universities, making the most of the enormous resource there.
Clearly we have some huge opportunities ahead, but with limited funding it’s crucial that we make the most of it. Having been developed in conjunction with local businesses, this strategy means that we won’t just carry on weathering the storm, but flourish despite it. Green Party’s “secret weapon” in Hanover and Elm Grove Exclusive by Greg Hadfield SOFTWARE that could boost the Green Party's chances in local and national elections has been trialled in the Hanover and Elm Grove by-election, Brighton & Hove Independent can reveal. The campaign team behind David Gibson, the Green candidate,has been testing Los Angeles-based NationBuilder, which decribes itself as "the world’s first community organising system: an accessible, affordable software platform that helps leaders grow and organise communities to achieve great things". NationBuilder was founded in November 2009 and launched in April 2011, by its Jim Gilliam, its chief executive. Political experts regard it as "a secret weapon, a potential game-changer" - in the same way that Barack Obama's team exploited social media in his first presidential campaign. Chris Hughes, one of Facebook founders, was among NationBuilder's early admirers. "Facebook connected the world," he said. "NationBuilder helps the world take action." NationBuilder is an all-in-one campaigning tool, offering: easy-to-

THIS WEEKEND marks the first deadline in an ambitious “masterplan” that will shape the future of the historic 5,000-acre Stanmer Estate. Initial public consultation – embracing both Stanmer Park and Stanmer Village – ends on Sunday, with views invited about how to restore and protect the estate's historic buildings and landscape, to enhance its natural features, and to make it more accessible. Brighton and Hove City Council is drawing up a long-term plan for the much-loved public park as well as a nationally significant Grade II landscape – which is the setting for the Grade I-listed Stanmer House, its Grade II* stable block and 16 Grade II listed buildings, many of which are within the village. Stanmer Estate is also a working landscape, with farming, grazing and food-growing taking place on its land; it is also home to many residents in Stanmer Village and in cottages scattered around the estate. Situated in the South Downs National Park, the estate’s woodland walks and extensive open lands provide an important area for residents across the city as well as for visitors; many use it for walking, enjoying nature, sports and other leisure activities, and as a gateway to the wider national park. The masterplan will include proposals for bringing empty farm buildings and vacant plots in Stanmer Village back into use and identify opportunities to bid for external funding from organisations such as the Heritage Lottery Fund. The council is leading the Stanmer Estate

Restoration project, working in partnership with the South Downs National Park Authority and other partners including the Brighton and Hove Food Partnership, Stanmer Preservation Society, and Stanmer Stakeholders Group. The approximate timetable for development of the masterplan this year is: April to August: Requirements gathering including public consultation; July to September 2013: Develop proposals; September to October 2013: Public Consultation on masterplan; October to December: Finalise Proposals The council will be seeking external funding, possibly from one of three Heritage Lottery funds: Parks for People Grant; Heritage Enterprise Grant; Heritage Grant. Each fund allows a bid for up to £5 million in a two-stage process. A decision on any bid is not expected until February 2015, meaning the construction phase would not completed until July 2017. Young people rewiring the state COULD the next Mark Zuckerberg come from Brighton and Hove? Young programmers and designers are being urged to sign-up for a major computer programming event being held in the city between August 5 and 8 - culminating in a long weekend at Birmingham’s revolutionary arts and media venue, The Custard Factory. Brighton and Hove will be a host city for the "Festival of Code", which will see under-19s given access to government data, from which they will create innovative applications, websites and prototypes to solve real-world problems. The initiative - whose sponsors include SAP, Facebook and Google - is run by Young Rewired State, a network of coders whose aim is to find and foster young people who are already teaching themselves how to programme.
During the final weekend in Birmingham, the achievements of the young people will be shared and showcased to a panel of expert judges, including model and presenter Izzy Lawrence and the renowned physicist and mathematician, Conrad Wolfram. Since its inception in 2009, Young Rewired State (YRS) has grown from just 50 developers to a 1,000-strong network of programmers worldwide. Emma Mulqueeny, YRS chief executive, said: “The digital world in which we live is crying out for a workforce with the right skills for the 21st century, and the Festival of Code is an opportunity for young innovators to create and collaborate in a supportive environment." ‘Pass it on’ is theme of TEDxBrighton HOW DO we take stock of what we leave behind? For all but a tiny proportion of us, memories of us will fade quickly - gone in a generation or two. Some of our legacies, however, will endure. Conversations at Brighton and Hove's third independent, locally-organised and officially-licensed TEDx conference will be exploring our bequests as individuals, and as a society. Don’t squeeze our much-needed charities Mike Holland WE ALL understand the current Conservative administration has a difficult job on its hands. Despite having a moan here and there, most of us realise why it is inevitable we had to be squeezed and that, despite some brave rhetoric, matters will probably become a lot worse before getting better. What I do not comprehend is why our rulers should think it is a good idea to squeeze the voluntary sector as part of the moneysaving measures. Anyone with half a brain knows the best value for money comes from services provided by the voluntary sector, an assertion that must be beyond dispute by even the most blinkered of politicians. Why then at this time of dire austerity, with the voluntary sector needed to pick up the pieces, has the government decided that, rather than increase the already-meagre funding given annually to essential service charities, they have actually cut them. These are the very people who are giving support to the most vulnerable individuals in
our society - the people we need to help most. What sort of message does our government think that is sending out? Is the message really that the most vulnerable should make cuts and shoulder some of the responsibility caused by arrogant bankers and city traders? Doesn’t sound like a great idea to me. That is not how any civilised society is expected to behave and it certainly does not sound like the utopia type “Big Society” we heard David Cameron talking about in the early days. Indeed, I met Mr Cameron while he was on the campaign trail and have to say that there is not much I am seeing now resembles the original plan as he saw it then. I have long observed the way charities operate and have only ever been interested in supporting or advocating support for those with low overheads and good management structures. I have little time for some of the organisations close to government, particularly those purporting to be tackling our burgeoning drug problems. It is my view that all businesses should have charitable aims and objectives. This should not just be lip-service either, as it very often is. The lead, however, does need to come from government - which is still supporting a massive overseas aid programme. Mr Cameron really needs to start listening to the electorate - as a current online poll suggests nearly 84% of voters believe overseas aid should be cut so that extra monies can be

spent on essential domestic services. While a paltry 16% believe the Conservatives have got it right. Surely, even the thickest-skinned of political wafflers must realise this does not bode well for the next election, no matter how much you talk yourself up. No wonder UKIP has been picking up so many of disgruntled Conservative voters who obviously don’t fancy another Spitting-Image, idiotic Labour Party leader either. Yikes what a mess! I would suggest we are in dire times of emergency and the last time we had to admit to such a thing was during
the last war, when we decided it was desirable to select a coalition government with representation from all parties. Jen came top in the "Joinery - Senior" category in the southeast regional heats, hosted at Lewisham College. The highestscoring competitors within each regional heat now have the opportunity to compete at the three-day SkillBuild final later this year. “This means a lot because it will look great on my CV and it’ll stand me in much better stead when it comes to finding work,” Jen said. “My tutors at City College have been really supportive of me trying different

Greg Hadfield Brighton Dome is in line for a £17m development to create a world-class arts and cultural hub. The ambitious plans for one of Brighton's most iconic buildings, are part of an ongoing process related to an application for Arts Council England Capital Funding. In a formal invitation to tender, Brighton Dome and Festival (BD&BF) says is embarking on a major remodelling project to revitalise its heritage venues and to secure the long-term future of its artistic vision. The 30-page document, which has been seen by Brighton & Hove Independent, states: "We want to appoint exceptional architects to work with our project team to progress the best design solution to reconfigure a variety of Grade I and II listed spaces in ways that help us achieve our vision and ensure the long term sustainability of the organisation. "BD&BF is working to establish itself as an artistic hub for the city and the region, exploiting its unique position in possessing three performance spaces, which sit at the heart of the city’s Cultural Quarter and are available for use throughout the year, as well as programming a renowned annual International Festival. The plan could transform the Royal Pavilion, Brighton Museum and Art Gallery, Brighton Dome, Corn Exchange, the Studio Theatre, and Pavilion Gardens. The project, planned for completion by 2018, aims at deliver significantly-improved facilities, including: • a new venue access frontage that maximises the opportunities created by the semi-
pedestrianised highway scheme on New Road and contains a modern ticket sales outlet, retail facilities, and a restaurant and café that integrate creatively with the Royal Pavilion Garden; • an exciting new creation space; • a dedicated education and engagement space; • improved working conditions for artists; • refurbishment of the 230-seat Studio Theatre, to improve capacity and facilities; • enhanced audience-orientation and visitorexperience; • much-needed additional office space and equipment storage; • additional opportunities for Brighton Dome to become both a cultural and tourism focus for the city. Architect-led design teams have been invited to tender on the South East Business Portal, a website where businesses can bid for work, to pitch a design and prepare a planning application. A spokesman for Brighton Dome and Festival Ltd said: “Brighton Dome and Brighton Festival welcome bids for this work from local, national and international consultants alike and all bids will be scrutinised using the same criteria. State of the City 2013 Frank le Duc THE ANNUAL State of the City debate, organised by Brighton and Hove Chamber of Commerce, is an agenda-setting highlight of the business calendar. What is it about Brighton and Hove that helps – or hinders – your business? Can you recruit the staff you need? Would you like more affordable office space? Does the city do enough to showcase businesses? These were the sort of questions that attracted nearly 200 business people to the State of the City debate at the Sallis Benney Theatre in Grand Parade, Brighton, on Tuesday evening. Topics discussed included jobs and skills, planning permission, commercial space and help for start-ups. One panellist, Gary Peters, chairman of the Brighton and Hove Economic Partnership, said: “We need to create 6,500 jobs; we need to
build homes; and we need to build office space. We need to attract more visitors to come here. “Over the next few years, the city needs to generate another 6,500 jobs – and that was before we found out we’ve got an extra 23,500 people living here, most of them of working age. And we need to create better-paid jobs. “We need to harness our creativity and energy to become a super-city. We can’t hide from the fact that we need to build 16,000 to 19,000 homes over the next ten years. And we’ve got very little space so maybe we need to build up. “We’re not always good at development. We, as businesses, need to take responsibility. It’s easy to knock the council but they’ve got less and less to work with.
“In five year’s time, who knows if there will even be a council? And, if there is, it may have a budget of only 5p!” Andy Winter, chief executive of Brighton Housing Trust (BHT), addressed the housing shortage and one of the choices set out in the draft City Plan. He said: “I’m pleased that it looks like 750 homes will be built in Toads Hole Valley. I’d like to see homes built between Falmer and Woodingdean. Some people say it’s an area of outstanding natural beauty. I think it looks like a cabbage patch.” Mr Winter, who is to use speciallyadapted shipping containers to house people temporarily near Preston Circus, said: “I’d like to see 500 shipping containers at Preston
Barracks to house people temporarily for the 20 years that it will take to develop that site.” He called for greater housing density and compromises on living space and room sizes, mitigated by the inclusion of shared space for, say, laundry and ironing. Mark Strong, from Transport Initiatives, a Brighton consultancy, said: “If we had higherskilled jobs, fewer people would commute to London and the money they spend during the day would be spent in the local economy.” Jason Kitcat, leader of the city council, said: “We clearly have limited space with narrow Victorian streets and we’re bounded by the national park and the sea. We’ve promoted buses and car clubs – and technology like apps to help people make smarter choices.” Councillor Kitcat defended Brighton and Hove City Council against accusations that its planning committee obstructed new development. He said that almost all applications were approved: “There are so many planning permissions already granted but people are not always getting the finance to build them.” He added that the City Deal was important to business, with the council working with its counterparts in the Lewes district, as well as in Adur and Worthing.
Julia Chanteray, president of Brighton and Hove Chamber of Commerce, said: “We need to make it easier for businesses to start up and get going and remove some of the obstacles that are there at the moment.” She pointed out that the chamber provided mentors and said that 180 people starting a business had benefited. With a high start-up rate in Brighton and Hove, there were calls for more incubation space. Noel Preston, managing partner of Preston Insurance Brokers, said: “My brother lets business premises. The office space he can’t fill - but for the light industrial space he’s got a waiting list.” He said that the waiting list was for premises in Moulsecoomb.
Rebecca Duffy, employer engagement officer at Brighton University, urged businesses to offer work-placements and jobs to students – a call echoed later by a local university student. Linda Buckham, director of the Careers and Employability Centre at Sussex University, added: “Let’s be careful not to look just at the skills that we’ve currently got. Let’s look at the skills, we’ll need for the future.” She touched on the work of Start-up Sussex and the Sussex Innovation Centre and said: “There are big plans to create more incubation space in Brighton.” Cllr Kitcat said: “We have the second-highest number of start ups outside London so we’re not doing too badly. But that’s not to say we can’t do better.”
Kerry Kyriacou, a business development adviser, added: “We also have a high failure rate.” Ray Edwards, from TEC Collective, said that he knew people who were keen to do business in Brighton: “There are lots of partnerships. But who do you talk to and how do you get hold of them? Here, Jez Nicholson, Brighton-based cofounder of the Open Plaques website (www. openplaques.org) - and head of technology at Argyll Environmental - explains his ambition to be the global resource for commemorative plaques. Open Plaques is a web site that aims to catalogue and curate all of the commemorative wall plaques throughout the world - a sort of ‘Wikipedia for plaques’. Begun as a prototype idea at a hackday in 2009, the open-source service has since been backed by the Royal Society of Arts; it continues to develop to this day. Open Plaques allows direct public contributions and lists nearly 10,000 plaques globally, with photos pulled in via Flickr, Wikimedia Commons, and Geograph. Entries initially focused on the United Kingdom, but they are now being receiving from many countries overseas.. While the subject at first appears mundane, it soon becomes an obsession, with some “plaquehunters” finding and photographing hundreds of them. The data is available for re-use under a public domain licence, meaning that other people can use it to develop their own apps. So far it has been used to launch the career of an iPhone developer; in a book on artificial intelligence; and on a major website called Findery (www.findery.com). Negotiations are ongoing with a global web company to feature the data in a new tourism application. The project is far from finished - a great example of the “just do it” ethos of Brighton and Hove. Sea Life acts to halt cyanide cruelty Susanna Reid
AQUARISTS at Brighton Sea Life centre have begun testing newly-delivered fish for signs of cyanide poisoning. Although illegal in most countries, the use of cyanide to catch live fish - for both the ornamental and for food markets - is still widespread in parts of east Asia. For the first time, however, a test developed by a Portuguese University research team has made it possible to discover if a fish has been exposed to cyanide, without having to kill and dissect it. The Sea Life centre and sister attractions around the world have teamed up with the Portuguese scientists to begin the testing in an effort bid to stanch such a cruel and destructive trade. Carey Duckhouse, curator at Brighton Sea Life centre, said: “Cyanide is toxic and its use has wiped out tropical fish and coral reefs from the mid-Pacific right across to east Africa. “Fishermen use the poison to stun fish so they are easy to catch - making quicker, bigger and more lucrative catches. Unfortunately, the nearby corals cannot survive the toxin and most of the fish caught will often be dead by the time they reach port.” The test - developed by Dr Ricardo Calado, of the University of Aveiro - involves transferring a fish into artificial seawater,
leaving it long enough to pass waste, and then sampling the water for a specific byproduct of cyanide. “No one we work with supports this evil practice and wants to stamp it out. But without having a representative on every single tiny fishing boat it has been impossible until now to be sure that cyanide has not been involved,” Ms Duckhouse said. “For the end-purchaser, a cyanide-caught fish can appear perfectly healthy, and then die mysteriously days or weeks later.” In the first six months, any samples that prove positive for cyanide will be reported to suppliers in confidence, to give them the opportunity to take action to ensure there is no repetition. “If we get further cases from the same supplier and we’re not satisfied enough is being done to identify and sanction the culprits, we will simply stop working with them,” Ms Duckhouse said. Samples currently have to be sent to Portugal for testing, but Dr Calado’s team is working on a simple ‘field-test’ which will enable checks to be made in any location. The test still needs fine-tuning to be certain it is effective for all species, but the samples from Sea Life will help Dr Calado’s team apply any necessary refinements as they are processed. Biologist Chris Brown, based at Sea Life’s main collection and breeding centre in Dorset, was shocked by the extent of the

‘Bageye’ memoir makes short list
A BOOK by Colin Grant, a Brighton-based author, historian and BBC radio producer has been shortlisted for this year’s PEN/Ackerley Prize for Memoir. Grant’s story – Bageye at the Wheel – is told through the eyes of his 10-year-old self and is about him growing up in a West Indian home in 1970s Britain. A wry, humorous tale, it is set over the period of an eventful year and touchingly explores his relationship with his father, the eponymous “Bageye” - named after the pronounced “bags” under his eyes. “Bageye” came to Britain in the 1950s, a few years after the Empire Windrush arrived at Tilbury bringing the first significant group of West Indian immigrants in the UK. Meanwhile, Grant had to act as a go-between a father reluctant to engage with his host country and, as a young, black British boy, negotiate not only two cultures, but also a very adult world full of shady deals and all-night poker games. Other book on the PEN/Ackerley Prize short list are: The Wolf Pit, by Will Cohu; Aftermath, by Rachel Cusk; and Leaving Alexandria, by Richard Holloway. The winner will be announced on Wednesday (July 17).
MP highlights absurdities of outdated Commons Greg Hadfield SOME OF THE ABSURDITIES of the House of Commons were highlighted by Caroline Lucas, MP for Brighton Pavilion, at the launch of People Power: A User's Guide to Democracy, by Brighton-based journalist Dan Jellinek. Speaking at the book launch at Jubilee Library on Saturday, Ms Lucas focused on the old-fashioned and outdated way that Parliament works. "Almost as soon as I got there I was given a pink ribbon 'to hold my sword'. But it took weeks and weeks to get an office." In a five-year parliament, each MP spent an estimated 250 hours simply waiting to vote; six votes in the Commons took 90 minutes, while the same number in other countries using electronic voting took 90 seconds. Many MPs struggled even to know what they were voting on, said the Green Party MP, who is arguing for "explanatory statements" to be produced in plain language in advance of every vote. Ms Lucas also highlighted the need for MPs to be elected who better reflect the diversity of the population, with more female politicians, more from a variety of ethnic backgrounds, and more people with disabilities: "We need a parliament that looks much more like the people it represents." The 328-page book (Bantam Press, £14.99) is a lay-person's guide to every

aspect of our democracy, how we can make our voices heard, and how we can try to change things for the better. Welcoming the new book, she said: "The more we know how to change things, the more we know to make things better. And this book is an important tool in the toolbox." Co-host at the event was Anthony Zacharzewski, another Brighton resident and chief executive of The Democratic Society, a non-partisan membership organisation for democracy, participation and new ways of doing government.

City seeks to control office-to-home conversions Susanna Reid Brighton and Hove City Council is the first in the country to try to sidestep legislation that has temporarily removed the need for planning permission to change offices into homes. Councillors and businesses are concerned that the legislation, introduced by the government in May, could stifle economic growth in the city. Brighton and Hove was one of about 160 councils to apply for an exemption from the new planning rules. But it failed to be named among 17 that were successful. Organisations such as the Brighton and Hove Economic Partnership, Coast to Capital Local Enterprise Partnership, and Wired Sussex had all supported the city council’s application for an exemption. Now, however, a number of local authorities are looking at the possibility of extending the use of "Article 4 directions" - special planning regulations - to ensure permission is still required before offices are converted for residential use. Brighton and Hove City Council is taking the lead by being the first actively to consider using the directions for such a purpose. Some property experts are opposed to the move, arguing the city has vacant office
space at the same time as it needs more homes. If agreed, an "Article 4 direction" would apply to central Brighton, New England Quarter and London Road area, as well as two office sites in the Edward Street area and City Park, Hove. The direction, which would remove the temporary permitted development rights, would come into force after 12 months, to allow for extensive consultation. Jason Kitcat, the city council leader, said central Brighton accounted for nearly one third (32%) of the city’s stock of office space and warned the economic impact of losing even 10% of it could be equal to the loss or displacement of up to 700 office-based jobs. Cllr Kitcat said: “The city centre, New England Quarter and London Road are very well located for business as they offer affordable workspace for new companies. Many creative, digital and information technology businesses are in these areas and the sector is growing at twice the national average.” The government’s "permitted development" rights introduced in May apply to all buildings in use - or last in use as "B1(a)" offices, a category of commerical office space. The government’s new rules apply until 2016 when they will be reviewed.
Kids Summer Fitness Challenge Returns to Brighton & Hove for a Second Year CHILDREN in Brighton & Hove can stay active this summer as Freedom Leisure’s Junior Summer Fitness Challenge returns for a second year. The hugely successful scheme, which saw over 2000 children across Sussex take part in 2012, aims to motivate youngsters to increase their levels of physical activity during the school summer holidays. This year’s challenge runs from 22nd July to 8th September 2013 and is completely free to all participants between the ages of 4 – 14. Each child participating in the challenge receives a free fitness diary on which they record all their activities and, for every ten they complete, Freedom Leisure gives them a reward. The aim is to complete 30 physical activities throughout the course of the summer holidays collecting rewards as they go and being presented with a certificate at the end. Rewards on offer include fun fitness toys such as frisbees, tennis balls and yoyos as well as vouchers for activities like family swimming or tennis at one of the centres Freedom Leisure operates across Brighton & Hove. The challenge aims to promote a healthier lifestyle for young people. It also supports parents by making exercise fun at a time when all school and extracurricular sports classes are on hold for the holidays. Children are encouraged to try as wide a variety of activities as possible. All activity counts, from a family
cycle ride or football in the park to swimming or walking the dog. As a helping hand and thanks to funding from Brighton & Hove City Council, Freedom Leisure are still offering free swimming to children 11 years and under seven days a week. Children 12-16 years can also swim for free after 2pm at the weekend. Freedom Leisure Managing Director Jeff Hart is giving the scheme his full support, “With child obesity a growing national concern we hope the Junior Summer Fitness Challenge will encourage more children in Brighton & Hove to build activity into their lives. Exercise should be fun, rewarding and a great way to stay healthy; this scheme is an excellent way of combining all three!” Participants can register for the Junior Summer Fitness Challenge now and collect their fitness diaries from The King Alfred Leisure Centre, Moulsecoomb Community Leisure Centre, The Prince Regent Swimming Complex, Stanley Deason Leisure Centre, Withdean Sports Complex or St Lukes Pool. Last year, an independent employment land study, which looked at employment space in the city, revealed a shortage of available office space in the central Brighton area – a need that is reflected in the recent City Plan. It is argued that this need cannot be met only through new development;
it also requires renewal and upgrading of existing office space. A continuing shortage of high-quality office space is blamed for increases in office rents, making many office buildings too expensive for the city’s small and growing businesses.
Drink more water urges kidney stone surgeon THE HEAT wave that we are currently enjoying comes with a health warning to keep hydrated from Andy Symes, a consultant urologist at the Montefiore Hospital. Mr Symes, the local expert on kidney stones, said: “In hot weather it is important to drink plenty of fluids to avoid becoming dehydrated. Dehydration exacerbates conditions like kidney stones which can form quickly when your urine is concentrated.” Kidney stones are formed from crystalline deposits of substances that the kidneys normally filter out of the blood, particularly when the urine is concentrated. They are a common condition, and are on the rise. According to the European Association of Urology, the number of cases has more than doubled in the last 30 years. The reason for this is our western diet; rich in salt, sugars and protein. In the UK it is thought that a stone will affect around one in eight men and one in 20 women at some point in their lifetime. Unfortunately once you have had a kidney stone, you have a 50% chance of
another in 10 years*. “To lower your risk of developing a kidney stone you should drink enough to keep your urine very pale – if it is dark yellow or brown, then you are dehydrated. Aim to drink between two and three litres a day. Drinking plain water is by far the best way to keep hydrated but citrus fruit drinks, such as lemonade, are also good,” advised Mr Symes. Businesses that are fit for the 21st century Pete Burden Pete Burden, a Brighton-based businessman with more than 30 years experience, explains the big ideas behind Conscious Business – ideas which, he believes, are as big as the internet. Change is inevitable? Everyone seems to be saying so. We're all sick to the back teeth of fat-cat stories, of business scandals, and of an economy in crisis. But what, really, is the alternative? I and my two colleagues - Lasy Lawless and Jamie Pyper - would like to propose one. Some 18 months ago, we started monthly Conscious Business meet-ups in Brighton. Open to anyone with an interest in business, they have now expanded to London and Bristol – with another in the City of London coming soon.
The three of us also run our own Brightonbased business – Conscious Business People – which delivers business consultancy with a real “conscious” bent. So, what’s it all about? And why do I believe it is ‘as big as the internet’? A couple of decades ago, the internet was a minority thing. Most people thought earlyadopters were crazy; it would never take off, they said. As we’ve seen, of course, they were wrong. Conscious Business – a kind of business that involves higher awareness, an emphasis on real respect and empathy for other people and the planet, and on acting authentically and transparently – looks likely to follow a similar trajectory. After all, the time is right. Conscious Business – and the closelyrelated concept of Conscious Capitalism – are part of a much wider trend for business to reinvent itself for the 21st century. In response, in part, to the financial crash of 2008. Unlike even the most recent forms of corporate social responsibility – which many now write off as corporate do-gooding or, worse, “green-wash" – Conscious Business tries to build in people who are more than just thinking, consuming machines. We have feelings, and we want meaningful lives. Life is
not just about getting material needs met. Conscious Business also espouses a more balanced view of whose needs count. Traditionally, business is run on the principle that everything is done to meet shareholder needs. For big business, that means pleasing the stock market above all else. Everybody else – from employees to customers – comes a very poor second. In a Conscious Business, shareholders are important. But so too are customers, suppliers, employees. Even the environment, of course, now needs proper attention – on the basis that, if we ignore it, we mess it up for our children and our children’s children. So, what does this mean in the real world? It means no more horsemeat burgers. It means suppliers always being paid on time. It means fairer pay for employees, and far less disparity between those at the top and those at the bottom. It means, maybe, employee ownership. And for future generations? It means
products and services that protect and enhance the environment, rather than destroying it. For many businesses – including local proponents such as NixonMcInnes, Propellernet, Mooncup, Anderson Acoustic, and others – it means more engaged employees and a real edge in a crowded market. This is good for those businesses, helping them grow and make their mark in London and beyond. It is also good for Brighton – helping show, as we always have, that we’re a city able to lead the way. Fortunately, the pair are placed in a team headed by nerdy leader Lyle (Josh Bremer) alongside brainy outsiders Stuart (Dylan O’Brien), Neha (Tiya Sircar) and Yo-Yo (Tobit Raphael), which is just as well, because smarmy fellow intern Graham (Max Minghella) is determined to take them down. Meanwhile, Nick falls for gorgeous Google exec Dana (Rose Byrne) and Billy tries to stay on the good side of Mr Chetty (Aasif Mandvi), the no-nonsense head of the programme (‘More studying, less pudding’). Crashers form, delivering immensely likeable comic performances and sparking off each other in winning fashion – just try not to smile when they’re singing along to Alanis Morissette’s Ironic at the beginning. In addition, Bremer, O’Brien, Sircar and Raphael make their potentially stereotypical nerds into believable characters and there’s strong support from both Mandvi and Byrne, though Minghella is a little wooden as Graham (The film also gets the traditional Will Ferrell cameo out of the way early on – he’s very funny as Nick’s sister’s bed salesman boyfriend). The witty script crackles with hilarious
The Bad The main problem with the film is that there isn’t quite enough material here to really sustain a two hour running time and some of the jokes (especially a lengthy Instagrambased routine) should probably have been cut. In addition, the industrial strength product placement will literally turn you googley-eyed and there are occasional lapses of logic – it seems unlikely, for example, that someone culturally aware enough to make references to Terminator 4 and The Hunger Games would never have heard of the X-Men’s Professor Xavier.

2012 Paralympic heroes launch Sainsbury's 'Race to Rio' SAINSBURY’S is inspiring kids across the country to Race to Rio in a new initiative that will encourage thousands to get active and support the development of the next generation of Paralympians. As part of the scheme kids from across the UK will get the one in a lifetime chance to race in the Olympic Stadium, London. Launched today by London 2012 heroes Jonnie Peacock and David Weir, Sainsbury’s Race to Rio will see children across the country pledge to complete a mile, until all the 5,750 miles between London and the host city for the 2016 Olympic and Paralympic Games have been completed. Each pledge will help raise funds for the British Paralympic Association: Sainsbury’s will donate £10 for every pledge as part of its commitment to support the British Paralympic Association all the way to Rio 2016. As an added incentive, everyone who pledges before Monday 15 July will have the chance to race a mile in the Olympic Stadium, on the morning of the Sainsbury’s Anniversary Games on Friday 26 July. From field to the freezer FROM this week, Waitrose will start producing frozen beef from its own dedicated production facility ensuring full traceability and one of the shortest supply chains among UK supermarkets. A first for the industry, the facility means that all fresh and frozen beef for Waitrose will now be handled entirely by one supplier, shortening the distance between farm gate and supermarket shelf. The state-of-the-art operation is also fully integrated meaning that the entire production process will be managed by Dovecote Park, from the cattle, right through to the consumer packaging which is directly distributed to Waitrose. Waitrose sources all of its fresh and frozen beef entirely from a known and trusted group of British farmers and none of the beef is
bought on the open market*. This additional investment means that, just like Waitrose fresh beef, all of Waitrose frozen beef will now be managed exclusively by Dovecote Park. No other retailer is able to source all of its beef from one supplier. The new facility starts production this week , and completes Dovecote Park’s ability to produce all Waitrose beef products, from beef burgers, meatballs, joints, steak and mince to producing the beef used in fresh and frozen ready meals. Dovecote Park has been supplying Waitrose with high quality fresh beef products since 1997. The frozen development by Dovecote Park has created further job opportunities in the local area. Heather Jenkins, Buying Director for meat,
poultry, fish, frozen, dairy and agriculture, Waitrose, says: "We've a long heritage of working with Dovecote Park to produce high quality and tasty meat, and we're delighted that this new frozen facility means we can get all our fresh and frozen beef from one source. More importantly for our customers is that it's fully traceable as it’s controlled by one processor, which shortens the supply chain and gives our customers total reassurance about where their beef has come from. Our customers rightly expect the highest standards of product quality and integrity from us and we won't let anything stand in the way of delivering this." The new frozen production methods used also means that the meat, from burgers to meatballs, provides the same quality and taste as chilled meat, with the convenience of frozen.

The ‘wear by’ date - crop-tops banished by 34, hot pants by 35
WOMEN should ditch belly-bearing croptops by the age of 34, and avoid showing off midriffs in bikinis as soon as they reach 40 – according to other women, a study has revealed. Researchers found even if you sport a toned tum and slim body, two thirds of women believe certain clothes should come with a ‘wear by’ age – with most items deemed unsuitable by the big 4-0. Mini-skirts, hot pants and belly button piercings should also be avoided after your mid-thirties.
And it’s not just crop tops and bikinis that the over 30s need to avoid, with the mini skirt being labelled as ‘too old’ for those aged 37 or above, while hot pants should be ditched at 35. Ruth Gresty, spokeswoman for the All-Bran Five Day Challenge which commissioned the research, said: ”People may say ‘if you’ve got it, flaunt it’ – but it seems that this isn’t always the case for some of our wardrobe staples. ”It’s alarming that the crop top or bikini is causing such widespread ‘midriff mayhem’, and women actually believe it should come with some kind of a wear by date. ”Ultimately, it should come down to how confident you feel about your stomach and body – if you have worked hard to maintain a flat tum, you should be able to show it off. “But for some women, a flat, less bloated tummy can prove elusive no matter how many stomach crunches they do and mean they aren’t comfortable in revealing clothes as they get older. ”However the secret can be as simple as making a few small dietary changes like eating a fibre rich breakfast cereal every day, which is proven to ease bloating and that swollen tum look.”

New tyre recycling initiative hits the road A NEW recycling initiative is giving motorists the chance to help the planet when it comes to changing their worn out tyres. Only those tyre retailers who meet a strict set of guidelines and adhere to industry best practice will be able to display the coveted ‘Responsible Retailer’ badge which has just been launched and already has the backing of the influential organisations including Motor Codes, the government backed self-regulatory body for the motor industry, as well as the Independent Garage Association’s ‘Trust My Garage’ scheme and the Environment Agency. Drivers using a ‘Responsible Retailer’ can have total confidence that the tyres being removed from their vehicle are being dealt with and reprocessed in a legal and environmentally friendly manner. Mike Wilson, president, Tyre Recovery Association, said: “Historically, drivers didn’t really know what happened to their old tyres once they were removed from their vehicle. However, from now on, if they go to a ‘Responsible Retailer’ they can have the confidence that their tyres are being disposed of legally, and perhaps more importantly, in an environmentally friendly manner as possible.” In order to earn the ‘Responsible Retailer’ status, garages will be independently audited to ensure the waste tyres they generate are
collected by authorised handlers who then dispose of them in the proper manner. Each year, drivers in the UK generate some 40 million waste car and van tyres which have reached the end of their life. Long gone are the days of dumping them in landfills as has been made illegal since 2006. The good news, however, is that through the small environmental charge paid by to tyre retailers by drivers changing their tyres, this has resulted in many innovative and different ways to find new uses for waste tyres, including being recycled for carpet underlay, running tracks and artificial sports pitches. SUSSEX BATSMAN Chris Nash believes the team are capable of maintaining their push for the County Championship title. The Hove side moved to the top of the table after beating Somerset by nine wickets on Wednesday. He told BBC Sussex: "It puts us in a good position and, yet again, we played some brilliant cricket. "This is a real big part of the season now. We've got six games now and if we keep performing like this there is no reason why we can't be up there." Sussex's win at Somerset, which was just their second County Championship victory in Taunton since 1983, maintains the side's unbeaten record in Division One in 2013. Nash, who was acting captain for the game, was pleased with the way the team managed to secure the result before lunch on day three. "We had a great partnership between Michael Yardy and Matt Machan and the bowlers, as a group, were fantastic," the 30-year-old said.

"Chasing 180 or 200 could have been hard so keeping it under 100 was fantastic. I was delighted the way the bowlers came out, stuck to their plans and it went to script. Despite their victory and moving to the top of the table, Sussex cricket manager Mark Robinson believes his side still have room for improvement. "We haven't been at our best this game," Robinson told BBC Sussex. "There are areas that we need to get better in but that is us as a team. "We are a growing and emerging team. Hopefully we can get better in time but at the moment we are doing some good things. "We have to toughen up a bit mentally and sometimes physically. We have got some outstanding players but some of them are young ones who will hopefully learn and get better and better."

FORMER ENGLAND INTERNATIONAL Matthew Upson has joined Brighton and Hove Albion on a permanent contract following a successful loan spell with the club. The 34-year-old has signed a one-year deal with the Championship side, having been released by Stoke last month. Upson spent the final five months of last season on loan at Albion, making 20 appearances and contributing to a miserly defence that conceded just 15 goals during his time at the Amex Stadium. David Burke, Brighton's head of football operations, said: "We are delighted that Matt has agreed to come back to the club. His experience is fantastic and it really shows our intent by bringing in someone of Matt's pedigree. "It's not like he's a new signing because he's been with us for almost six months and he knows exactly what we are all about. "He brings continuity and stability to the defence, which is what we were looking for, and it bodes well for us to keep the strong defence that we had last season." He added: "His experience will bring more impact to the players as he spends more time with them, particularly during pre-season, which is a key time for tactics and strategies
LONG-SERVING DEFENDER Adam ElAbd has signed a new two-year contract with Brighton and Hove Albion, keeping him at the club until the end of the 2014/15 season. The deal will see the 28-year-old central defender rack up a decade of service at the club, earning him the right to a testimonial year. El-Abd hooked up with the rest of the squad this morning for his first day of preseason training, and is likely to feature in Saturday’s curtain-raiser at Whitehawk. He told seagulls.co.uk: “I'm absolutely delighted to have signed the new deal. I love playing for the club, and I can't wait for the season to start now. “I've been keeping myself fit in the gym, and although it's not the same as doing pre-season, I feel really good and I'll definitely be fit for the start of the season. “The last ten years have been amazing, and I feel really honoured to have been granted a testimonial year by the club.” Head of football operations David Burke added: “It is fantastic news that Adam is staying with us and he will reach the milestone of ten years at the club which is a

He has made over 250 appearances for the club since he was handed his first team debut in 2003 by Mark McGhee.

Oatway ends long Brighton association by mutual consent CHARLIE OATWAY was suspended by the Championship club in May along with manager Gus Poyet and his assistant Mauricio Taricco. Poyet has since been sacked, while Taricco has also left the club, and now former player Oatway has ended his 14-year association with Albion. A Brighton statement read: "The club would like to sincerely thank Charlie for his hard work, commitment and dedication since he joined the club in 1999. "Charlie joined the club as a player in 1999, eventually becoming club captain. During Charlie's successful playing career, he helped
the club secure championships in 2001 and 2002 and a play-off victory in 2004. "Following the end of his playing career, Charlie remained involved with the club working with its charitable arm Albion in the Community. "In November 2009, Charlie became first-team coach, helping to guide the team to promotion as League One champions in 2011 and a highly creditable fourth-placed finish last season, the club's highest position for 30 years. "We wish him all the very best for the future and are confident he will have a long and successful career ahead of him."
