REVEALED: WHERE THE AXE WILL FALL Deep cuts to services, 540 jobs to go, and a 4% council tax rise on the cards The full extent of cuts to Brighton and Hove City Council were revealed this week, as the local authority embarks on its programme o f £ 2 5 m i l l i o n - a - ye a r savings. The draft budget by the Labour administration will see cuts to services for people with special needs, and learning disabilities, as well as for both the old and the young.

A decision to axe 540 jobs by 2020 is certain to provoke anger from trade unions. The budget recommends a 1.99% council tax rise in the next financial year, in addition to a possible further 2% levy to help fund adult social care. The deep cuts to council services are a result of decreasing government f u n d i n g . C l l r Wa r r e n Morgan, leader of the

council, admitted the decisions were “painful”. He said the budget gives a sense of what the council will look like in four years time; a “leaner” council, with many services outsourced to the voluntary and private sector. Councillors will also look to the community to come up with ideas on how to maintain services. Turn to page 3

Labour confronted by ‘desperate deal’

Adult care levy is ‘not a solution to funding gap’

Leader says council will be much leaner in future

The government’s announcement that it would let council’s raise an additional 2% in council tax to help pay for adult social care, has been called a “sticking plaster”, by Warren Morgan. The leader of the council said the funding from raising council tax by an additional 2% - on top of the 1.99% increase that councils can make without a referendum - was not enough to cover increased costs. Government chancellor George Osborne announced the new rules in his Autumn Statement on Wednesday. But Cllr Morgan said: “It is not a solution; it’s a sticking plaster. People are already saying that plugs the gap - well, no it doesn’t. “We still have a £2.5 million gap between what we need to spend on social care and what we’ve got coming in, even after the cuts in the budget.” He said it was putting the burden on “people who

Bex Bastable @BexBastable In 2020, we could be looking at a s t a r k ly d i f fe r e n t Brighton and Hove City Council. Warren Morgan, leader of the council, said the four-year budget released yesterday (Thursday), was “to give staff, service users, and the city some certainty, on where we will be in four years”. As a result of government funding cuts, the council has to save £25-million-a year until 2020. Proposed measures include cuts to services, such as adult social care, children’s centres, learning disability services, and Cityclean. There will also be a “stripping out middle management” with 540

jobs to be axed. When asked what the council will look like in 2020, Cllr Morgan said: “We will be a much leaner council and we won’t do what we do now. “We would not choose to do this. But we cannot set an illegal budget. I am trying to do the best with the absolutely desperate deal that we have been given.” Cllr Morgan said cuts over the next four years will mean some services will be provided by the voluntary or private sector, cut altogether, smaller departments may team up with other councils such as East Sussex and Surrey, and he said the council will look to the community to provide innovative ideas on how services can continue to be delivered. Cllr Les Hamilton, lead member for finance, said: “We are changing how we do business, coordinating

our health and social care budgets with our partners and looking to our residents and communities to work with us. There’s no doubt that we will have to stop non-statutory services if funding cannot be found.” Cuts proposed just for the next financial year (2016/17), include: n Learning disabilities review of provision, saving £2 million n Leaning disabilities review of day services, saving £580,000 n Closure of Tower House day service, saving £230,000 n Special Education Needs review, saving £500,000 n Introducing commercial activities at CityClean, saving £135,000 n Efficiencies in Cityclean management and staff costs, saving £450,000 n Closing public c o n v e n i e n c e s , s av i n g £170,000

British Airways to put its name to i360

A five-year sponsorship deal announced yesterday (Thursday) will see Brighton and Hove’s tallest landmark named British Airways i360. Lynne Embleton, British Airways’ director of strategy, said: “Our pilots enjoy spectacular views of the Sussex coastline as they fly in and out of Gatwick and now Brighton visitors and residents will also be able to from this fantastic new landmark. We fly to 67 destinations across the globe from Gatwick, and employ more than 2,500 staff in Sussex, so putting our name to the i360 and helping to promote even more tourism to the area made perfect sense.” Eleanor Harris, chief executive of British Airways i360, said: “We are delighted to have such a prestigious British and global brand sponsoring our ground-breaking attraction.” At 162 metres tall, the British Airways i360 is already the tallest structure in Sussex.

The additional 2% council tax rise would raise only £2 million. Manipulation of the electoral system

Borrow books even when the library is closed

25,000 voters could be removed from electoral roll Lloyd Russell-Moyle @lloyd_rm

On Tuesday, the starting gun for transforming Brighton a n d H ove i n t o a To r y stronghold will be sounded. When the new electoral register is published it is estimated that more than 25,000 people will have their right to vote removed, taking the total electorate down to around 190,000 people in the city. This is happening because the government has brought the deadline forward for people to reregister to vote by one year. A nyo n e t h e c o u n c i l fails to match against the national insurance database may face removal from the register - even if they voted in May 2015. I t h a s b e e n w i d e ly reported that a ratio 2:1 of

Labour vs Tory voters are being removed from the register. Those hardest hit by the changes is set to be students, young people, those living in the rented sector, and those with lower English skills. In Brighton and Hove the highest drops in numbers are expected to be in the following areas: Hollingdean and Stanmer (Pavilion); Moulsecoomb and Bevendean (Kemptown); Brunswick and Adelaide (Hove); Regency (Pavilion); Preston Park (Pavilion); Hannover and Elm Grove (Pavilion); St Peter’s and North Laine (Pavilion); Central Hove (Hove); G o l d s m i d ( H ove ) ; a n d Queens Park (Kemptown). MP numbers will be reduced from 650 to 600 and all constituency boundaries are to be redrawn. Previously the Independent Boundary

Commission used many data sources such as census data, but now they are only allowed to look at the December 1 register, even if they know there are more people eligible to vote living in the area. Based on last year’s numbers constituencies would have to be between 80,000 and 73,000 voters. How will this affect our constituencies? Kemptown at 68,000 voters is already too small and will need to expand further into East Sussex. Hove too, with 73,000 will likely be at risk of being extended into West Sussex. Pavilion looks safer with 76,000 voters but last year the registered voters dropped by 10% (the 9th largest fall in the UK). Five of the 10 wards with the highest reduction in registration are in Pavilion, meaning another 10% drop in numbers is likely and

would mean Pavilion being extended north into Mid Sussex. While we don’t know the result of the boundary redrawing, it could make it impossible to elect anyone other than Conservative MPs in Brighton and Hove. The UK could return up to 50 more Conservative MPs on the same vote we had in May 2015. If the people of Brighton and Hove really do choose Conservative MPs exclusively, then I accept the democratic result. However, what is currently happening is a cynical manipulation of our electoral system. The Labour Party has been out every day in the last month ensuring people are registered to vote and we will fight to ensure that your votes are not discarded. Brighton resident Lloyd Russell-Moyle was the Labour Parliamentary Candidate for Lewes.

City set to roll out ‘Boris bikes’ scheme Olivia Lerche @olivialerche Congestion and queueing in the city could soon be reduced after a bike share scheme was given the green light by councillors. Brighton and Hove City Council is introducing more than 430 bikes with a minimum of 50 docking points – working in the same way as London’s popular “Boris bike” scheme. Bikes can be hired using debit or credit cards and returned to any free docking stations or hubs in the city. Bicycle hire hubs are set to be installed along the A27, heading out to the university sites at Falmer, along the seafront and in the city centre as many residents don’t have space to store bikes. A report considered by B r i g h t o n a n d H ove Environment,Transport and Sustainability committee on Tuesday said the scheme aims to encourage “a healthy,

active, viable transport alternative for the city”. Councillors welcomed the project but two members called for it to be extended as far as Preston Park and Portslade. Cllr Pete West (Green) said: “I’m very glad we are moving forward with the process. Having the contract written very well is going to be vitally important.” He said it was “critical” the scheme remained affordable. The committee has now given the council the goahead to look for a provider to commit to a three-year contract and supply and maintain the bikes and hubs. Cllr Joe Miller (Cons) added it might not be feasible to combine the bike share scheme with other cycle parking in the city. Council officers said the bike hire service will appeal to commuters, tourists and residents and would cut down the number of car journeys – improving air quality and journey times. The scheme is expected

to be funded by a £1.16m Local Growth Fund (LGF) grant from the Coast to Capital Local Enterprise Partnership and employ at least six people. Cllr Gill Mitchell (Lab), lead member for environment and sustainability at the city council, said: “This is an exciting scheme that should work well for the city. The aim is to provide a flexible service, working alongside existing cycle hire providers and which gives more choice to those who live, work or visit here.”

Council responds to parking demand

THROUGH

By Olivia Lerche @olivialerche Five additional sites around Brighton and Hove have been identified for cyclists to park their bikes. Since the introduction of the first Pedal Cycle Parking Place (PCPP) in 2008, PCPPs for more than 600 bicycles have been installed at 61 locations around the city. Councillors on Brighton and Hove Environment, Transport and Sustainability Committee considered the locations for new cycle parking at Arundel Place, Egremont Place, Hove Park Villa, Richardson Road and Ruskin Road at a meeting on Tuesday. A report by the council said locations are based on demand and the “practicality of installation”. It said: “Good quality cycle parking in carefully considered locations can also de-clutter the streetscape and help to reduce cycle related crime. “The majority of these cycle parking facilities have been heavily used or full to capacity within a short period of installation.” Councillors also heard the scheme had “positive public health implications”. Councillor Peter West (Green) told the committee cycling has doubled over a short period of time in the community.

The will be more space for cyclists to park their bikes Sections of former car parking in the new locations are set to be repurposed as cycle parking, appearing as a bank of at least five stands. C o u n c i l o f f i c e r S t eve n Bedford described the loss of parking income as a result of the scheme as “immaterial”. The council said there are regular requests from Brighton and Hove residents for cycle parking which demonstrates a “continued and strong demand’ for more facilities”. Cllr Gill Mitchell (Lab) said: “We know there is a demand from residents for increased cycle parking facilities and we are very pleased to be able to respond to these requests.” More than 200 residents were informed about the plan to install the parking – with ten residents objecting to the proposals.

Police protection is questioned by MP Olivia Lerche @OliviaLerche The Labour MP for Hove has claimed police officers are on the “frontline” when it comes to dealing with terrorist attacks. Peter Kyle has questioned if Sussex Police can protect residents in case of an incident, without calling on other police forces, in light of ‘alarming’ cuts to services. Addressing Prime Minister David Cameron, he said: “My local police force now only has, regularly, seven armed police officers on duty, and calls to neighbouring police forces for help has gone up 43%. Can the Prime Minister assure the people of Brighton and Hove, who have a long history of dealing with terrorism, that should another terrorist attack happen, the local force can cope without calling on neighbouring forces?”

Mr Cameron said the government was looking at the number of armed response vehicles and armed officers available. He responded: “I don’t want to see the routine arming of the British police force but I think it is possible to see a growth in the pool of armed experts that can be called upon. “As for forces sharing between each other, and going to each others aid, that’s always been part of the way British policing has worked.” Writing on his public Facebook page after the exchange, Mr Kyle described himself as “thoroughly disheartened” by the Prime Minister’s response. “Our city has suffered terrorism in the past and whilst I hope we never will again I will do everything I can to make sure we are able to cope if it does,” he said. S u s s e x Po l i c e C h i e f Superintendent Tony Blaker urged the public to remain “vigilant”.

Peter Kyle MP “Plans for deployments, locations and timings are obviously operationally sensitive and we will not provide any detail of these except to say that the figure quoted publicly today for

firearms officer availability does not represent the true level, which is significantly higher than that quoted,” he said, adding armed officers in Sussex can respond quickly to any incident.

City ‘too expensive’ for poorest families Bex Bastable @BexBastable The profound impact of we l fa r e r e fo r m o n t h e poorest citizens in Brighton and Hove was discussed by city councillors on Monday. Rising rents in the city, combined with the incoming £20,000 housing benefit cap, means council staff must have “honest and open conversations” with families affected by the welfare reform “about where they can afford to live”. Brighton and Hove City Council is set to be one of the most heavily impacted authorities in the country when the benefit cap comes in next autumn, according to a report to the neighbourhoods, communities and equality committee. The report said private sector rents have increased by around 10%-a-year in the city, and if the trend c o n t i n u e s , fa m i l i e s o n housing benefits will face a funding gap of up to £600 a month by 2019/20. “This is likely to mean that private sector rents are largely unaffordable to

people on benefits and lower incomes,” the report said. Councillor Leo Littman, Green spokesperson for neighbourhoods, communities and equality, said: “Officers of Brighton and Hove City Council are being asked to speak to residents, many of whom will be descendants of people who have lived in the city for generations, and they are being told ‘you are too poor to live in Brighton and Hove’. I find that desperately upsetting. “This report shows just how vicious and destructive the Tory austerity agenda is. This is social cleansing on a massive scale. “Squeezed by welfare reforms, services cuts, and rising living costs, our poorest residents are being told they must leave the city they call home. “The council has a duty to protect the city’s vulnerable families, and that means we absolutely cannot cut vital support like the council tax reduction scheme.” The report revealed there are currently 10,900 local housing allowance claims in Brighton and Hove. Warren Morgan, Labour leader of the city council,

said: “It is not the policies of the Labour council that is driving people to move out of the city. It’s rocketing house prices and rents, both are going up by well over 10%, and reducing people’s income means housing becomes more and more unaffordable. “We’re trying to make it more affordable with our council housing joint venture. “To say that we’re driving people out of the city as a council, no, we’re just giving people information.”

Cloudy2Clear Windows – Service With A Smile!

It’s been a crazy few months for Cloudy2Clear Windows. The company which specialises in repairing windows which are steamed up, broken or damaged by replacing the panes – not the frames has grown rapidly as homeowners take advantage of their services. Managing Director Aaron Smith feels that it’s all about service. ‘Our product is simple. If your double glazing is misted up we can replace the glass at a fraction of the cost of a new window, in any type of frame, and with a new 5 year guarantee. But it’s not just about saving people money, although that obviously helps. Many

tradespeople have struggled since last year and I honestly feel that during the good times a minority perhaps didn’t focus on customer care as much as they should have done. We make sure we turn up when we say we will, do the job the customer requires and leave their house as clean as a whistle. I often get comments back from customers on how they really didn’t expect that sort of service which, in a way, is very sad for the service industry as a whole.’ Cloudy2Clear service Brighton, Hove & the surrounding areas and Aaron is finding that his approach is a major factor in his success.‘The truth is that it’s not just the

personal satisfaction that I get from doing a good job but also it makes good business sense. I get a huge amount of business from friends and family of people I’ve done work for, which just goes to show

how much a little bit of effort is appreciated.’ So, if your windows are steamed up, broken or damaged give Aaron a call for a free quotation on 0800 61 21 118 and he’ll be happy to help!

Sackville tower divides opinion Proposals for 17-storey building on seafront

Bex Bastable @BexBastable The site of the former Sackville Hotel on Hove seafront could be transformed into a 17-storey residential tower, providing 107 new homes. The plans by The Hyde Group, with Brightonb a s e d a r ch i t e c t s Ye l o , were unveiled at a public exhibition last week, which outlined the plans for the building. If approved it would stand at 56 metres high. Developers said the plans had “divided opinions”, with the main concern being the height of the building, but said there was positive feedback about the design. To m S h a w, H y d e ’ s d e ve l o p m e n t d i r e c t o r (south), said: “Hyde’s plans for the former Sackville Hotel site will provide a development of exceptional quality, with real architectural and design merit, which will

help to enhance the Hove seafront and regenerate a derelict site which has lain vacant for nearly 10 years. “We are determined to provide a building which w i l l h ave a l e g a cy o f quality, and are proposing using a palette of materials w h i c h w e b e l i e ve a r e both sympathetic to the conservation area and will stand up to the exposed marine location. We want the building to look as good in 30 years time as it does the day that it is first complete. Following the public consultation, we are reviewing the comments received and considering where changes can be made to the design in order to respond to feedback from the local residents. We are planning to conclude this process and submit a full planning application in December.” If the application is approved, Hyde said construction could start late next year, with completion in 2018.

Children are being invited to enter a competition to have the chance to see their drawing or design printed on the front of 80,000 Brighton Fringe family guides. They are being asked to enter an A4 drawing, painting or design showing on the theme of ‘my favourite show’. Plans to move the Brighton Station taxi rank back to Terminus Road have been delayed. Brighton and Hove City Council’s Environment, Transport and Sustainability committee was set to discuss the plan on Tuesday, but a consultation to approve an 18-month trial has been extended. Terminus Road was used as a temporary taxi rank earlier this year.

No cuts to police funding University Katy Bourne, Sussex Police and Crime Commissioner, welcomed the protection of the policing budget in the government’s Autumn statement on Wednesday. She said:“I made strong representations to government to lift the cap on the police precept for Sussex, so I am pleased to hear that there will now be some flexibility in our budget locally. We will have to wait until mid-December to see the finer details of how the policing budget will be apportioned across

national projects and funds before the remainder is allocated to forces. After the terrorist attacks in Paris and evolving threats across Europe, I also applaud the Chancellor’s investment in our intelligence services, in counter terrorism and border security. Sussex Police has already saved £50m - some through collaboration with Surrey Police - and the Chief C onst able’s new Local Policing Plan is already working towards delivering further savings over the next five years.”

The information centre, at 91 Lewes Road near Sainsbury’s at t h e Vo g u e G y r at o r y, provides a showcase for Sussex University’s range of courses, its research expertise, and displays of student work. Open Monday to Friday 10am to 4pm, the centre is a point of contact for current students, residents, businesses, future university students, parents and teachers. A programme of themed exhibitions and events is also planned at the premises. John Duffy, university registrar, said: “There’s always a lot going on at the university which we’re keen to share with the local community. We wanted to provide an alternative place for people to come to find out more and to meet with us.”

Brighton and Hove City Council will no longer be publishing Freedom of Information requests on its website after deciding not to renew a contract. All requests made to the council were routinely published by MySociety, which also runs an external FOI website called WhatDoTheyKnow. But the council has decided not to renew the two-year contract – which it said cost more than £18,000. The decision means people submitting new requests will not be able to check if similar requests have been made. The council said the requests to the council can still be viewed on the WhatDoTheyKnow website, but critics of the decision said it is an “attempt to prevent access to information”. B r i g h t o n a n d H ove City Council said it will continue to respond to requests and “remains committed” to the act.

Hospital staff were assaulted more than 130 times between 2014/2015 – new figures have revealed. A report by NHS Protect shows doctors, nurses, and health care assistants at Brighton and Sussex University Hospitals Trust were assaulted 82 times. The trust, which runs R oya l S u s s e x C o u n t y Hospital in Brighton, revealed 70% of assaults were because of medical factors, such as a patient recovering from anaesthesia. A Brighton and Sussex University Hospitals NHS Trust spokesman said: “We have a dedicated security team available on both hospital sites 24/7 who provide support to our clinical staff in managing difficult situations. We have issued monitored alarm systems to staff in some wards to provide them with a means of raising an alarm if needed.” All staff are given conflict management training when they join the trust,

Members of the city’s One Voice partnership, which brings together faith groups and minorities to tackle racism and intolerance, met last week following the Paris terrorist attacks. The meeting gave members a chance to talk about the impact recent events have had on the city’s communities and assess how One Voice could respond. Ms Rehman, a recent victim of an Islamophobic incident, called upon the city’s communities to support each other to increase safety for Muslim women and all passengers on public transport. She said “I will always remember the woman who challenged my

Now, more than ever, it is important that the communities of the city stand together.”

Greens pen letter to PM

Brighton and Hove city councillor Dick Page joined fellow Green councillors and Brighton Pavilion MP Caroline Lucas at Downing Street to challenge cuts to local government funding proposed by the Conservatives. Greens delivered a letter addressed to Prime Minister David Cameron urging him to plug the estimated £9.5m funding gap faced by councils between now and 2020 in the Comprehensive Spending Review. The letter said the 40% cut in funding to local authorities since 2010-11 have meant significant job losses and massive impacts to children’s centres, open spaces and playgrounds, libraries, museums and galleries, and youth services. Cllr Page, of Hanover and Elm Grove ward, said: “Brighton and Hove, in common with many other councils, is suffering near-obliteration of the government revenue support grant by 2020, from £102m a year in 2012. The Labour administration claims there’s nothing they can do to avoid slashing libraries, children’s centres or care support for the elderly and disabled. “This city did not vote in May for more and more austerity-driven cuts, and residents have never had the chance to vote on a choice of council tax rises. Before the spending review we call on progressive Labour members to stand up with us against this government’s vicious and unnecessary austerity policies.”

An American’s day-frisk to view “the wonders of Brighton”

“I have taken what is called in England a frisk, and passed one day very delightfully with Wallack at Brighton.” Nathaniel Parker Willis, American editor and writer, aged 33, files his latest travel bulletin to his New York periodical The Corsair, issue dated September 14, 1839. His host, James W.Wallack, the Anglo-American actormanager, was currently staying with his family in Brighton. Our pre-railway stagec o a ch i n g d ay - t r i p p e r

Nathaniel Parker Willis

enthuses: “Brighton is like a great city, built entire, and at one job, to order. “It is fresh and modern all over. It looks finished, too, for there is no sign of building, and in that it is unlike an American city. “Wallack did the honours of the town with great kindness, lionising us in his ‘leathern convenience’ from end to end of the superb ‘cliffs’ – which cliffs are broad streets, beautifully Macadamised, with rows of palaces on one side, and the surf of the sea on the other.” He continues: “The most magnificent feature in this long terrace is a succession of squares, receding from the beach, and with one side open to the sea.

“The houses are of a very highly ornamented style of building, and surmounted with balconies, low windows and belvideres, so as to command from every room and chamber a prospect of the sea. “These three-sided squares are all large, with an enclosed park in the centre, and in such a windy place as Brighton, form very snug and sheltered promenades to the slender-legged invalid and the sail carrying dame.” Newly built Kemp Town, “though standing a hundred feet above the beach, has subterranean passages running under the street, and connecting every house with baths on the sea.” This was a slight exaggeration: there was ever only one tunnel, from the Lewes Crescent gardens, constructed in 1830. “This is the finest bit of Brighton in point of architecture, and in one of its plainest houses lives the Duke of Devonshire.” That was 1 Lewes Crescent, where the 6th duke lived from 1828 to 1858; Duke’s Mound is named after him. “ Th e o t h e r fe a t u r e s of the cliffs are small phaetons to let for children, drawn each by a pair of

Regency Square, from Ackermann’s panorama of Brighton, 1833 goats, well groomed and appointed; hand carriages for invalids [probably the ‘fly-by-nights’]; all sorts of pony chaises spattering about with fat ladies, and furnished invariably with the smallest conceivable boy behind; any quantity of lumbering ‘double flys’ or two-horse coaches, drawn by one wretched skeleton of an animal, and occupied usually by a fat cit and his numerous family; great numbers of remarkably single-looking ladies, hanging to their parasols with one hand and fighting the wind out of their petticoats with the other; yellow-visaged East Indians forgetting their livers while

they watch the struggles of these unwilling aeronauts; here and there a dandy, looking blue and damp with the chill of the salt air; and all along the beach, half in the water and half in the sand, in singular contrast to all the townishness, groups of rough sailors cleaning their boats, drying their nets, and cooking their messes on cross sticks, apparently unconscious of the luxury and magnificence on the other side of the street, as if it were a mirage on the horizon.” As for the Pavilion, “all you can see of it from the street is a great number of peaked balloons, some small

and some large, which peer above the shrubbery and wall, like the tops of the castors beyond a dish of salad.” After a damp but enjoyable ride, Willis and Wallack end their excursion round the “wonders of B r i g h t o n ” , p o s s i b ly at Mutton’s famous restaurant, with “turtle-soup, turbot, and turkey. Th i s wa s a g l o r i o u s dinner, gloriously done justice to.” Graham Chainey is a freelance writer and local historian living in Brighton and Hove.

Melanie Rees @BtonGreenCentre E v e r y Tu e s d a y a n d Thursday on Manor Hill in East Brighton, community environmental project The Green Centre opens its doors to volunteers and visitors. The aim of the centre is to provide information, advice, and activities, which help people understand the impact our lifestyles have on the planet. The Green Centre is entirely volunteer-run and this year 45 people have been involved in keeping the centre running. The centre provides a positive and safe work environment to support volunteers, many of whom are learning disabled or socially isolated. For some it is their first step back t owa r d s r e g u l a r wo r k after unemployment or illness and it helps them to build confidence, get used to working with other people, learn new skills and assist them back into the workplace. The Green Centre is constantly evolving and addressing the needs of the community. What started off as a place of education for people to come and learn about recycling and reuse, developed into a secondhand market after members of the community expressed an interest in passing on their unwanted stuff so that it could be reused locally. We also work closely with other organisations in and around Brighton including

We’ll do our best for the city in spite of funding cuts

Between 2010 and 2019 the council will have had to cut its budget by £145 million, some 40% of the total.

The painful reality of the c i t y c o u n c i l bu d g e t i s brought into sharp relief this week as proposals for service cuts and job losses have been published ahead of a decision in February on how to cut another £25 million from what we spend on services. Around 540 full-time posts are under threat in the next four years. Between 2010 and 2019 the council will have had to cut its budget by £145 million, some 40% of the total. Until now efficiencies and less visible cuts have meant

the effects have not been felt. Those “easy” savings are largely gone. We have reduced the £8 million overspend we inherited by almost £7 million in the space of six months, but we are a long way behind other councils in being able to cope with the cuts imposed on us by George Osborne. Th e 2 % “ s o c i a l c a r e precept” announced by Osborne this week sounds like good news. It will however only raise around £2 million, when even with the cuts we are proposing we still have a

Government funding cuts look to set to create higher council tax bills

£2.5 million gap in our social care budget for next year. And that will mean a 4% council tax increase that you, I and everyone else in the city will have to pay. Those already facing cuts to their income through benefit reductions, people already looking to food banks for support, people struggling to pay the rent, will find that a very hard increase to pay. That however is t he choice of the Conservative government elected in May; pass responsibility for services and cuts on to local councils and local residents, while trying to achieve a £10 billion budget surplus. Some argue we should not pass these cuts on, that we should resist and set a budget that does not balance, an illegal one. That kind of gesture politics is not something I will consider. Should we do that then the government will simply step in and make even deeper cuts, with services provided by the cheapest private

Kings House - The headquarters of Brighton and Hove Council provider at a profit to their shareholders, not to the benefit of local residents and the local economy. Such a “stand” would only do more harm to those we all seek to help. Shouting at the incoming tide won’t help

people stay dry. We’ll build more council homes, more truly affordable homes, we’ll work to get more income for the city from projects that deliver new council tax, more jobs, extra business rates.

We’ll get more highskilled apprenticeships so young people can start careers that enable them to stay in the city. We ’ l l wo r k w i t h neighbourhoods and communities to deliver services in a new way, closer to the people that use them. We’ll do our very best in the face of impossible odds.

Tory cuts hit poor harder than the rich Phélim Mac Cafferty @phelimmac

This week George Osborne announced the Conservative government’s comprehensive spending review. Despite a major victory for anti-cuts campaigners with a U-turn on tax credits, the outlook remains bleak. We s e e a c o n t i n u e d m a r c h t owa r d s privatisation of schools and health, and massive c u t s t o e nv i r o n m e n t a l sustainability. Behind the bravado and pumped-up promises, we see meagre scraps thrown toward public services, which fall far short of the growing costs of our ageing population. In Brighton and Hove, business rates given to councils will be dwarfed by

cuts to the revenue grant. A 2% rise in council tax for social care would amount to less than 15% of the proposed cuts locally in the next four years. Osborne’s “sound finance” strategy is to sell off assets and dip into reserves to fund ever-increasing pressures on public services. The sums simply don’t add up. L o c a l ly, t h e r e i s n o question that the Tories’ weak promises mean we still face savage cuts. The damaging impacts will be felt everywhere, but particularly among the poorest households. Brighton and Hove could change beyond recognition as low-earners are forced out of the city, libraries, parks and local businesses close, and street homelessness is driven up. In his comprehensive spending review five years ago, the Chancellor commented that: “We are all in this together”.

Since then, we have seen yawning inequality open up: a devastating impact has been felt by the most severely disabled, facing cuts 19 times higher than most citizens. It has hit people surviving on benefits, as well as low income families working multiple jobs, significantly harder

than richer families. This, while the combined wealth of the 1,000 richest men and women in Britain has more than doubled in ten years. We’ve never all been in this together. Austerity has been roundly discredited by leading economists such as Paul Krugman, who has

Brighton and Hove could change beyond recognition as low-earners are forced out of the city, and libraries, parks and local businesses close.

described the last five years of cuts as the “austerity delusion”. Following the Tories swingeing cuts to the public sector, economic growth has been stagnant and this October recorded the worst deficit for any October since 2009. Predictions of future growth this week would have been significantly higher in the absence of austerity. According to the University of Oxford, the negative impact of austerity on growth has so far cost the

average household about £3,500. There is no question: there are alternative, fairer and more effective ways to respond to a financial crisis. A programme of investment in green technology, for example, which would pay for itself many times over in greater energy security and lower costs. What we need now is a government with the courage to take us toward a more sustainable, prosperous economy which works for all.

Council close to hitting savings target for 2015/16 The release of the four-year draft budget plan, which proposes £25-million-ayear savings for Brighton and Hove City Council, will hit the headlines this week, as it sets out “painful” cuts to vital services in the city. But another report set to go before the policy and resources committee next week, will detail the “significantly improved budget position” of the council for the current financial year. The forecasted overspend will be reported as being £1.653 million in October (month seven), an improvement of nearly £3 million on the previous month’s forecast of £4.751 million. In September, the forecast for August (month five) was reported as £7.2milion. The recent improvement means that the council expects to bring the budget in on target in April. The city council said the reduction in overspend follows the introduction of strict financial controls across the local authority’s services in S e p t e m b e r, i n c l u d i n g spending restrictions and a recruitment freeze. This approach was

confirmed at a special policy and resources committee c o n ve n e d by Wa r r e n Morgan, leader of the council earlier this month. Cllr Morgan, said: “It’s c l e a r t h at t h e s e s t r i c t recruitment and financial controls are having the effect that is needed, but we must continue being vigilant with our spending to make sure that we stay in control. “That said, there are still significant pressure on our children’s and adult’s social care budgets and our temporary accommodation budget. “The budget proposals for the next four years, which we are publishing this week, address how we plan to redesign services, strip out middle management cost and improve efficiency across the council as we attempt to deal with a £68 million reduction in our grant funding from central government.” The council was set the task of saving £145 million from 2011 to 202. It has already saved £77 million since 2011. The policy and resources committee will be held on Thursday, from 4pm at The Brighthelm Centre.

The girl who was a gift to Queen Victoria Louise Peskett

As Brighton’s oldest church, I imagine St Nicholas Church on Dyke Road has seen a few weddings in its time. I wonder if any brides have created quite as much as a stir, though, as Sarah Forbes Bonetta who married here in August 1862? The wedding was a grand occasion and a big day in Brighton. Twenty year old Sarah was as close to the heart of British upperclass society as it was possible to get, and Queen Victoria herself had had a hand in making the match. Th e w e d d i n g p a r t y, leaving West Hill Lodge for St Nicholas Church, consisted of no fewer than ten horsedrawn carriages, sixteen bridesmaids and a procession, according to the Brighton Gazette o f ‘ ’ Wh i t e l a d i e s w i t h African gentlemen, and African ladies with White g ent lem e n ’ . Sar ah wa s no ordinary aristocratic English bride, however. She was West African, born of royal blood, in what’s now Nigeria in around 1843. Her remarkable journey to Brighton involved war, capture, imprisonment, and finally, favour from the most powerful queen in the world. By the time she was seven, Sarah, originally called ‘Aina’, had seen both her parents killed in intertribal warfare and was a prisoner of slavetrading King Gezo of Dahomey. When she was discovered by British Navy Captain Frederick Forbes, in the region with his ship HMS

Bonetta on a mission to curtail the slave trade, Sarah was facing almost certain death. Horrified, Forbes secured her release by convincing King Gezo that the little girl could be an apt gift for Queen Victoria, ‘a present from the King of the Blacks to the Queen of the Whites’. Queen Victoria received her ‘present’ at Windsor castle on November 9 1850 and, although Sarah Forbes, may have been intended as an exotic novelty, it was clear from the start that she was a force to be reckoned with. With a fierce intellect, speaking perfect English within weeks and possessing a musical talent that astounded everyone, Sarah quickly developed a reputation for strong opinions and the ability to hold her own in any conversation. ‘Far in advance of any white child of her age in aptness of learning, and strength of mind and affection,’ was Captain Forbes’opinion. A ‘perfect genius’. As a woman not known for weakness of mind, I imagine Queen Victoria delighted in her feisty protegee. She arranged for Sarah to have the best education available, first in Sierra Leone, then in England where she visited the Queen regularly. It seems, the relationship that grew between them, if not one of equals, was certainly one of mutual respect and liking. As time moved on and thoughts turned towards Sarah making a decent marriage, however, it seems that she wasn’t quite as enthusiastic. Although the suiter, businessman and philanthropist, Captain Ja m e s P i n s o n L a b u l o

Davies, was considered perfect husband material, maybe after the dramatic events she’d lived through, Sarah didn’t like the idea of becoming a subservient Victorian wife. But after spending some reflecting time in Clifton Terrace, Brighton,

Sarah decided to go ahead. Marriage didn’t clip her wings and Sarah quickly threw herself into a teaching career, first in Sierra Leone, then Lagos where the couple settled with their three children. Queen Victoria happily became godmother to

Choosing the good stuff

The Zombie of Suburbia

Even if we forego new shoes or dresses, many of us head out to party in new make-up, so why not choose the good stuff and savour the look all year round. L a s t s u m m e r, G l o w Organic ran a pop-up shop in the North Laines with beauty workshops and products by Living Nature, Botanicals, ZAO Makeup and Lippy Girl. What a great title. Of course, if you’re expecting f l e s h e at i n g z o m b i e s storming around Patcham you’re going to be disappointed. But this is a wonderful book. It’s all about how to defeat the inner zombie that lurks within us all. There are many self-help books out there, but this is one that is set apart. It deals with the negative thoughts that we are all guilty of, the thoughts that sabotage our best deeds and ideas. As the books says, it helps us to bring out the ‘A lister’ in us, and to make us believe that we want is obtainable. I especially liked the part on using technology to help us, whether it is doing something as simple as uploading a happy positive image to use as our screen saver, or sending ourselves positive reinforcements on our phones.

or brown eyes and the prewrapped gifts come in a luxurious box with red ribbon. The dark brown matte eyeshadow blends easily and could easily double for brows. Mel understands that customers like to try before they commit to full sizes, so tester samples of the powder, liquid and cream products are on offer for £1 each, which is really handy.

I also tried the brown liquid liner with a slightly metallic sheen and very fine brush in a refillable bamboo case, £16.95. I first mentioned INIKA last Christmas, and have worn more of the Australian range through the year. This mineral makeup is vegan and free-from synthetic or harmful ingredients like chemical talcs, GM, fillers and PEGs.

I just tried a new 81% certified organic INIKA Pure Primer to tamp down my rosy cheeks, £29.50 for 50ml. The Primer creates an even canvas for longer lasting foundation coverage and I particularly like its morning fresh smell. Hyaluronic Acid increases your skin elasticity while the Lavender, Lemon Myrtle and Jojoba essential oils nourish and hydrate the face. I used to just apply a l ight moi st ur iser with fingers first, followed by foundation by hand, but this using this primer combined with decent brushes has considerably upped my game. INIKA also make one of my favourite daytime lip colours, Cosmic for £15.50. The terracotta shade is a bit pinkish, with a shimmer tint and fresh taste from peppermint oil. Apparently it is reformulated, but the only difference I noticed was extra gold script on the push-up casing.

The idea of recording ourselves messages as well was particularly charming, although maybe do it out of earshot of others to avoid strange looks. How to deal with negativity on others is very helpful, too, and goodness knows I bet we all have that certain ‘friend’ who is only too quick and keen to make us feel bad about ourselves with a dismal comment that can wreck our day. Jackson recommends a S t a r Tr e k m e t h o d o f dealing with those killjoys, and employ a ‘shields up’ force field around yourself. Jackson illustrates how he has turned around his own life, and how we can too. Well worth a read.

It is easy to take our water supply for granted. Our handy tips could prevent your home from suffering a burst pipe this winter – leaving you without water and a hefty repair bill.

We are advising customers to take these steps to prepare their homes for winter:

We think it is important to help our customers prepare for the possibility of a severe winter.

Inspect water tanks and pipes in unheated areas like lofts and garages, and also garden taps. When insulating them, make sure there are no gaps in the lagging

Fix dripping taps – even a small trickle can result in a frozen pipe

Find the internal stop tap for your property and make sure you can turn it off. You should also tell a family member or friend where your stop tap is. Most stop taps are fitted under the kitchen sink or stairs and close by turning clockwise

Have your boiler serviced regularly will help prevent pipes becoming cold and freezing if your boiler breaks down

Phil Tapping, Regional Leakage Manager at Southern Water, said: “When water freezes inside pipes it expands and can cause cracks. Then, when the blockage thaws, water can escape from the cracks and cause leaks.

Minimise draughts and shut doors and windows to unheated parts of the home. If your property is going to be empty for long periods, turn off the water at the stop tap and consider draining down the system so there is no water left in the pipes.

“Taking a few simple measures to wrap up your home this winter can save you the cost of repairs and help prevent significant internal and external damage to your property.

If a pipes bursts in your home:

Water pipes in homes are the property owner’s responsibility and burst pipes can cause costly water damage. Bursts also waste water and, if the property has a meter, will increase its water bill.

“We’re playing our part this winter by continuing to work round the clock to find and fix water leaks on our network. If you spot a leak please call our freephone Leakline on 0800 820 999.”

• • • • •

Turn off the stoptap Open all taps to drain the system quickly Soak up/block off escaping water with thick towels Call a qualified plumber Turn off taps until pipework is repaired.

Business

Top Brighton tech company set to take a bite out of the Big Apple Bex Bastable @BexBastable Mark Barker founded MPB when he was at university almost 10 years ago. Now the Brighton-based business is the UK’s leading online platform for trading high-end used photo and video equipment, and is planning an expansion into the United States and Europe next year. Mr Barker and his team of 27 staff at MPB, have launched a £500,000 crowdfunding campaign on Crowdcube to fuel the phase of rapid growth for the business, with the backing of Barclays bank. Mr Barker has always taken a unique approach to growing the brand, both in terms of funding and technology, and this has contributed to Barclays pledging to match MPB’s raised funds up to a maximum of £1 million. While many startups go down the route of investment early on, Matt chose to grow the business by reinvesting profits and building a strong relationship with his bank, which has supported the business with debt-funding at key points. As a result, the business has been profitable since day one and is on track for a turnover of £10 million in 2016. Last year alone, mpb. com sold £7.4 million of equipment and provided 32,000 quotes to sellers.

Mark Barker is set to expand MPB to the US and across Europe What makes its approach different from other reCommerce sites is that mpb.com not only offers buy and sell services through the same platform, but also builds its own technology that removes the hassle of trading peer-to-peer on sites like eBay, so it says the company can give customers a much quicker and more efficient service. He said: “Because we’re entering a new period of growth, expanding into US and EU markets within the same year, now is both the best time for us to accept an injection of funds into the business, and the best time for investors to join us. “Equity crowdfunding is an exciting space as it offers an opportunity for our

earsthetic Brighton Dome earsthetic (November 27-December 1) – Brighton Dome’s annual miniseason of interdisciplinary performance – returns to the venue in its new November slot with an array of visual and sonic artists committed to pushing the boundaries of their chosen discipline. Spokesman Chris Challis said: “The line-up includes a new musical-performance project from CocoRosie’s Bianca Casady, a visuallystunning show from cult performers The Tiger Lillies, a multi-sensory double bill from duo Sculpture and Alex Smoke (November 27) with visual artist Florence To, immersive audio-visual

installation SeaWomen by artist Mikhail Karikis and contemporary musical theatre from vocalist Elaine Mitchener. “In a special earsthetic concert, CocoRosie’s Bianca Casady (December 1) presents her new musicalperformance project. Working with long time friends and collaborators The C.i.A., she will perform new music from her upcoming solo record due to release in autumn. Dancer Biño Sauitzvy, with whom she has collaborated on several theatre pieces and many exhibitions, will join her for the performance, which marks her debut as a solo artist. “The Tiger Lillies’ genredefying brand of otherworldly vocals and unnerving

performance style has carved them a unique niche in the cabaret and music theatre scene. After their sell-out performance of The Rime of the Ancient Mariner at Brighton Festival 2013, the cult creators of the awardwinning Shockheaded Peter join forces with Opera North to stage another adaptation of a macabre classic; Lulu – A Murder Ballad (November 30). The character of Lulu is one of the great creations of 20th Century fiction… and one of its most disturbing. Lulu’s journey from street prostitute to the toast of society and back again, is told as a hypnotic and kaleidoscopic dance of death.” Tickets for all shows are available on 01273 709709 or brightondome.org.

Chorusgirl offer some sharp-edged songs full of heartache, anger and grit London-based noise pop quartet Chorusgirl play the Hope & Ruin, Brighton, on Tuesday, December 1. Spokesman James Heward said: “The brainchild of German songwriter, singer and r hy t h m g u i t a r i s t S i l v i Wersing, Chorusgirl blend the shimmering dreaminess of 4AD bands like Lush, the noir pop of The Cure and the bittersweet electricity of The Breeders across ten songs that sparkle with melody and pop nous but are stealthily subverted by something darker. “ A f t e r s eve r a l ye a r s playing in bands that either split up or fizzled out, fed up with being someone else’s bassist and feeling like the eternal chorus girl to other people’s dreams, Silvi Wersing decided to strike out on her own. Naming her own band with a heavy dose of irony, she recruited Udo Westhoff (bass), Michael

Chorusgirl Boyle (drums) and Diogo Oliveira (lead guitar) to flesh out the demos she had made on her laptop, polishing the recordings to a hi-fi sheen in Bear Cave Studios in Cologne. “Dig beneath the surface of the perfect pop songs on Chorusgirl and you’ll find heavy lyrics about saying goodbye, giving up, grief, alienation and loneliness. “It’s all deliberately coded though, shrouded in the metaphysical poetry

that Silvi does so well. “With their debut album Chorusgirl breathe new life into guitar pop, reinvigorating the genre with fresh hooks and sharp-edged songs full of heartache, anger and grit. No longer the eternal chorus girl to other people’s dreams, Silvi Wersing is creating the soundtrack to her own – and perhaps her nightmares too.” Visit chorusgirl.co.uk to find out more.

Taking a steady road to success Phil Hewitt @BrightonIndy Frontman and lyricist Cai Burns says it feels like they are taking the country lanes rather than the motorways. But it’s still dizzying. And it still feels like they are getting there. Nottingham-based trio Kagoule take in Brighton on their debut UK headline tour, on the back of their debut album. Th e b a n d , w h o h ave shared stages with acts including The Who, Johhny Marr, Sleaford Mods, The Wytches, and Drenge plus a performance at Glastonbury Festival, play Brighton’s M u t a t i o n s Fe s t i va l o n Sunday, November 29, with a date at the Green Door Store. “We first met at school, just messing around,” Cai says. “It has been quite a while now, but this is the first band that any of us has been in. “We have managed to avoid the usual band things of hating each other and evaporating after the first month. “I think really it has just been the fear of having to find something else to do!

Finding band members is never easy. We have stuck together. “I have got good friends that have been trying to find other band members for years and so are doing the solo stuff… “There are three of us, guitar, bass and drums. It’s not too complicated. I think any more than three and it would get bickery. Three is the right number. You can’t split off if you have got three. “Basically we have been playing for four or five years. Since we started writing our own songs has been about three years. “We started off because we had similar musical tastes, and it was just a way of getting to play the instruments we had been learning to play. “I don’t really come from a musical family. The only music I was introduced to was through the NME and through listening to people like The Maccabees and The Arctic Monkeys, and then

we started writing our own songs, and the people that were reviewing us were saying we sounded like ’90s bands we hadn’t heard of. “I start off with the writing, but it is never finished with just me. I will write the melody and lyrics and then bring it into the practice room, and then we will all chip in. When everyone is happy with it or is apparently happy, it is apparently finished and then maybe in a couple of weeks I will decide it is rubbish and just start again!” As for the music, Cai describes it as “wannabee ’90s Washington guitar music”, alt-rock music with loud guitars. “I have now ticked quite a lot of things off the list of things I wanted to do, things I wanted to achieve with the band.” H e c o n t i n u e s : “ We released our album last m o n t h , w h i c h I n e ve r thought we would be able to do, and we have played

‘It’s very important that we keep writing new material’ Still Got That Hunger is the name of the album as The Zombies hit the road again for a tour taking in Brighton’s Haunt on Tuesday, December 1. “ H o p e f u l ly t h e t i t l e sums it up,” laughs founder member Colin Blunstone. “It’s actually a line from one of the songs on the album. It’s very important to us that we keep writing new material and that we give all the energy and honesty and commitment we can when we play live. If we didn’t do that, we wouldn’t still be touring at this point in our lives.” Colin admits it’s a very delicate balance to strike, between offering the new material the band wants to play and the greatest hits the audiences want to hear: “But we play not just the old Zombies hits. “We have been discovering some old lesserknown Zombies material from the repertoire of the ’60s alongside the new songs. “It has been very interesting to go back and find some of the more obscure songs, and we will probably play four or five tracks from the new album as well.

Kagoule (Photograph: Jeremy Harris) New York. And we have just played Europe, and now we are doing our first UK headline tour.” The album Urth charted at number eight in the official UK album vinyl charts and won the band rave reviews in MOJO, Clash, NME, Kerrang!, DiS

and RockSound plus an honourable inclusion in the Rough Trade Album Club. “So yes, I think it is going well. It’s going the way we would want it. The trip to New York was great. It has been good.” You can listen to the new XFM Session tracks (Mike

Founder member Colin Blunstone “I think it is important we don’t just try to replicate what we did back then all the time.” Fond memories, though. Hugely so. Originally formed in St Albans in 1961 with Rod Argent on piano and Colin on vocals, the band soon found worldwide fame with a run of singles in the mid60s including Tell Her No and She’s Not There. In 1968, they released their masterpiece album Odyssey and Oracle, which later became admired as one of the finest-crafted LPs in musical history.

By the time the album came out, however, the band had split. “The ’60s were certainly a time when it seemed as if everything was possible. For us, it was the most incredible adventure. “We released She’s Not There in 1964 when I was 18. For us, it was just a magical time. “We were touring the world, playing the music we loved.” Tickets cost £20. Call 01273 736618 or visit www.thehauntbrighton. co.uk.

Wreckless Eric Wreckless Eric releases his first solo album in over a decade, amERICa, an album about a country he has toured since the late ’70s. He plays the Komedia in Brighton on December 2. Spokeswoman Gabrielle Garcia said: “Eric recorded the album in his ramshackle house in upstate New York: amplifiers in the kitchen, in the hallway, bass amp in the guest bedroom, microphones up the staircase, speaker cabinets in doorways, frenetic bursts of guitar feedback exploding out of the kitchen... He’s been living like this for years, since the 1980s drove him screaming from legitimate recording studios.” Gabrielle continued: “Eric

played electric guitars and bass throughout, strummed a scratchy 3/4 size Framus Teenager acoustic (bought from an old blues singer down in Georgia) against simplistic drum loops of his own creation. “Through random scrawls of guitars and loops and drones, meditations emerged on desperation (‘Property Shows’), regret (‘Days Of My Life’); fast food (‘Sysco Trucks’), self-advancement (‘Up The Fuselage’), pop fame lost and resurrected (‘Boy Band’), firearms and civil liberties (‘White Bread’).” Tickets for the gig cost £12. New York-inspired casual dining in BN1 Despite its name the New Club is not so new these days. Having built up a reputation for its brunch and burgers they have launched an evening menu that they hope will be just as successful. Taking inspiration from the casual dining of New York - having never been I will have to take their word for it – I was invited to have taste of the new menu and a cocktail or two; it was an offer I could not refuse. With a fantastic seafront location overlooking the West Pier the restaurant occupies a prime spot at the bottom of Preston Street. The neutral décor is broken up by a mural of New York style tenements occupying one wall. Th e y h av e r e c e n t l y refurbished a downstairs room which can be used for larger groups and would be ideal for a private party or family get together. The menu is designed with the option to share smaller plates as well as larger main meals using the smaller plates as starters; I opted for the second. While I waited for my food I sat at the bar and ordered a Hemingway Daiquiri (£7.50). Named after the American writer and liquor aficionado it was a delicate and fruity beverage that lifted my postwork mood.

A generous portion of pork

A slice of New York - The New Club on Kings Road

The New Club offers an inexpensive casual dining experience that is not just for hipster burger eaters or brunching tourists

Not content with one starter I went for two (all priced at £6.50). First up the crispy chilli squid which was meltingly soft – none of your chewy rubbery nonsense here. The coating was not as crisp as I would have liked, which was a shame, but there was a black pepper heat to it rather than spicy chilli that I enjoyed. My second starter of polenta chips was a sizeable portion of surprisingly light but filling salty chips with a mild chilli heat. Polenta can easily be stodgy and

tasteless, thankfully these absolutely weren’t. They came with a refreshing goats cheese cream with a beetroot crumb; Very enjoyable all round. My main of slow smoked p o r k ( £ 1 2 ) wa s a ve r y generous serving that was both tender and flavoursome. It came with a Korean BBQ sauce (not sure what makes it Korean) that was sweet and lightly spiced. The veg was courtesy of a parsnip puree and – not so trendy – Brussels sprouts. I’m a sprout fan and these were cooked as I like with a good amount of bite and a slight caramelisation on the edges. The puree had a very delicate sweet flavour that you could taste when eaten on its own but got a little lost with the smokey meat. The desserts were very new on the menu and I opted for the lemon tart (£4.50) as I was feeling quite full – the treacle pudding with Jack Daniels sauce sounded great. The tart had a biscuit like base rather than a traditional sweet shortcrust giving a savoury backdrop. The tart itself had a nice natural lemony tang which was not over sweet or sharp. The consistency of the filling was, however, not quite right; I would have prefered it to be slightly firmer. A blueberry compote

added a striking colour contrast although not much in terms of flavour. I washed my dessert down with a Stark and Dormy (£7) which is a take on the traditional dark and stormy rather than a typo. Made with ginger and Kraken rum with Aperol bitters adding a pleasing bitter twist this was a layered cocktail that was lively and changeable in character. The New Club offers an inexpensive casual dining experience that is not just for hipster burger eaters or brunching tourists. The menu has a very American BBQ feel with ribs, hot wings and meaty mains featuring heavily. The extensive cocktail list is a great touch plus there are American style beers to choose from and Brighton Bier on tap. The New Club may not appeal to the more discerning diner but its laid back environment and solid menu will resonate well with others. Most inventions are merely a combination of other ideas or items already in existence. Take a phone, put it on a stick and with the infectious desire to take more photos of yourself than of others, you’ve got a Selfie Stick. It’s simple, it’s stupid but if you’d thought of it first, you’d have more friends. On the subject of simple and stupid, let’s look at another example - take the failed English literacy test off the seven year old’s desk, add some clamps and domestic violence, and hey presto, it’s 50 Shades of Grey. Lurking among the list of top 20 UK startups is another wholly unoriginal idea. Pact Coffee was founded in 2012. It’s a subscription service for coffee pods. It’s kind of like Nespresso, but without George Clooney, the wellknown brand name, the matching machines, the snazzy advertisements, the years of experience, or any similarities other than the fact that they’re doing exactly what Nespresso does, but they’re not Nespresso. A total of 1,862 i nve s t o r s s aw Pa c t ’ s crowd-funding campaign on Kickstarter and provided funds of over

£ 2 7 , 0 0 0 i n e x ch a n g e for some nifty rewards ranging from a box of 40 coffee pods to a trip to a coffee farm. From their roastery in Bermondsey, Pact will use the funds to attempt to ensure that we all stop buying Nespresso pods. They’ll also use the funds to deliver a box of 40 coffee pods and buy tickets for a trip to a coffee farm. Never tiring of recycling the ideas of others, the founder’s blurb on Kickstarter states “We poured our heart and soul into producing a pod that we’re delighted by and prepared to put our name on”. Howard Shultz (Mister Starbucks) wrote a book called Pour Your Heart Into It. It’s good - you should read it. Pact obviously has. The rest of the founder’s quote is clearly plagiarised from the same seven year old who inspired the 50 Shades author - sentences ended on a preposition are not on. As coffee shop owners, we’re not averse to taking someone else’s idea and replicating it, we just reserve the right to pass judgement when it’s done by others. Don’t forget to try our Pumpkin Spice Latte this season.

RANGE ROVER

The most accomplished all-rounder

The SV Autobiography is Land Rover’s new ‘halo car’, occupying that vaunted space at the very top of their range.

It’s been developed by Land Rover Special Vehicles. And with a starting price of around £150,000 it’s certainly pretty special. But as a result of this money-no-object approach, the SV Autobiography is pretty much the most accomplished

all-rounder you can buy – it’s incredibly difficult to get it stuck off-road, and it outperforms conventionally fast cars on tarmac. The SV Autobiography smells like money from 20 metres. That’s because Range Rover has adopted what it calls the 20 metre test – it needs to be distinctive from a vanilla Range Rover at that distance. To achieve this, the team at Land Rover Special

Vehicles has enhanced the exterior using subtle – but extremely lavish – tweaks. For some people, the Range Rover is an ostentatious choice. It’s immediately recognisable as a big, expensive car, giving it a very different image to almost every other 4x4. But the styling itself is understated, enabling it to fit in wherever you park it – the SV Autobiography looks as at-

home on a shooting estate as it does on the streets of London. The SV Autobiography is a Range Rover at heart, with all the practicality that comes with it. It’s all the car most families will need, with a huge boot, ample passenger space, and tank-like off-road abilities. But the extended wheelbase version of the SV Autobiography goesone step further and offers limo-like

rear legroom, without compromising performance onroad or off. The classic split tailgate on the Range Rover’s boot is another practical touch that has come to represent the model over several decades. It’s a very practical touch, allowing easy access and a place to perch if you’re using your Range Rover to watch an event (the designers really did think of this).

But the SV Autobiography again surpasses the usual high standard of the Range Rover and adds yet more lavish comfort, this time in the form of ‘Event Seats’ – two leather chairs mounted to the tailgate, complete with stirruplike footrests to ensure total comfort. The SV Autobiography can tow 3,500kg, which is unheard of for a car this comfortable to be a passenger in.

MAZDA

New Mazda2 wins top award by Staff reporter

The all-new Mazda2 has been named ‘Best Supermini’ in the 22nd annual Green Apple Environment Awards. With the motoring section of the environmental awards judged by journalists from the Midland Group of Motoring Writers (MGMW), the 1.5-litre diesel SKYACTIV-D Mazda2 took top honours in the supermini category at the awards ceremony held recently at the Houses of Parliament. MGMW chairman Ian Donaldson commented, “the Mazda2 sets an engaging, practical and efficient benchmark in the class, making economy enjoyable while also providing sensible running costs. Mazda shows that using a larger engine than the competition and applying clever technology can provide fine economy and a car that’s good to drive.” Having already claimed the Car Dealer Maga-

zine Car of the Year Award earlier this year, the Green Apple Award’s acknowledgment of the all-new Mazda2’s efficiency and performance comes on the back of the 105ps SKYACTIV-D Mazda2 exceling in the recent MPG Marathon. Here it recorded an average fuel consumption of 103.42mpg – an impressive 24.45 per cent better than the official combined economy. Equipped with Mazda’s istop system, which delivers the world’s fastest restarts on a diesel engine, the all-new 1.5-litre SKYACTIV-D engine embodies Mazda’s clean-sheet approach to combustion engines. The 1,499cc common-rail diesel engine features a lightweight all-alloy construction and an ultra-low 14.8:1 compression ratio that radically optimises the engine’s compression ratio to achieve superior air-fuel mixture levels and more uniform combustion for improved economy. At the same time, Mazda’s latest generation small diesel impresses with its combina-

tion of refinement, throttle response and performance. As well as proving the realworld benefits of Mazda’s SKYACTIV technology, the all-new Mazda2’s KODO: Soul of Motion style and engaging driving experience help it stand out in

this ultra-competitive sector. Kodo represents a muscular body with a strong backbone. An elegant demeanour that hints at the character beneath. An appearance that oozes charm and sophistication,

ready to sweep you off your feet at a moment’s notice. These are words that could provide a perfect summary of cars shaped by our KODO design theme. The design theme takes the aesthetic purity and ex-

citement of Mazda styling to the next level. If you are interested in the all-new Mazda2, please visit www.rivervalecars-mazda.co.uk or alternatively pop into our showroom on Victoria Road in Portslade or call 01273 707 007.

L au n c h e d a s a h i g h performance model for the 308 range – itself winner of the prestigious 2014 Euro pean Car of the Year – the 308 GTi has been extensively de veloped by PEUGEOT SPORT the Brand’s inhouse team of motor sport engineers that boasts a wealth of expertise and success in the perform ance road car and internation al competition fields. The 308 GTi is the fourth road car project in three

years following the critical ly acclaimed RCZ R, 208 GTi 30th and 208 GTi by PEUGEOT SPORT. The letters GTi only ever feature on PEUGEOT products with the highest performance. An acronym of Grand Tour er Injection, it’s a badge which has become shorthand for the hot hatch segment – a sector in which PEUGEOT has more than played its part. Products such as the 205 GTi and 309 GTi have acquired nearclassic status in the decades since launch, and remain hugely popular with owners who ap preciate their exceptional dy namic performance. The 308 GTi continues in the same vein. Due to the dedication of the PEUGEOT SPORT team, the GTi offers customers a striking new in terpretation of the 308’s sleek exterior design, enhanced sportsoriented interior detail ing and an unparalleled driv ing experience with strong desirability and following. Powered by the most powerful engine of its size, the stateofheart 1.6litre THP

petrol engine with Stop&Start (S&S) technology is available in two power outputs – 250hp and 270hp – with both provid ing impressive performance; limited to 155mph. Even the environmental credentials are classleading, with CO2 emis

sions at just 139g/km, while official Combined Cycle fuel economy is 47.0mpg. With both models weigh ing in at just 1205kg this ena bles the 308 GTi 250 to sprint to 62mph in just 6.2 seconds, with a powertoweight ratio

of just 4.82kg/hp. The 308 GTi 270 sets a new segment record for powertoweight – at just 4.46kg/hp – and reach es 62mph in a mere 6.0 sec onds flat. Key to the appeal of the 270 GTi is its Torsen® limitedslip differential, fit

ted as standard. Designed to improve cornering by chan neling the torque to the wheel with the greatest traction, ital so makes it possible to drive faster around corners and en hance grip and handling.

Hughton set for a welcome headache in central defence

Albion boss Chris Hughton is set to have a welcome s e l e c t i o n h e a d a ch e i n central defence in the coming weeks. Club captain Gordon Greer returned from missing the previous five games with a jarred knee in Saturday’s 1-1 draw at Burnley, when Uwe Hunemeier was ruled out with a slight ankle injury. With Hunemeier set to be available for tomorrow’s home match with Birmingham City, what central defensive pairing will Hughton opt for? Lewis Dunk and the highly-rated Connor Goldson, who has yet to play for the club since joining on a four-year deal from Shrewsbury Town in August, are the other options. Statistically so far this season, the partnership of Hunemeier and Dunk has been the toughest to score against. They have conceded only three goals in just over five and a half games

playing together, with a goal going past them every 167 minutes. Greer and Hunemeier have been partnered together for six and a half matches and conceded five goals, at an average of one every 117 minutes. Greer and Dunk started the season together in the opener against Nottingham Forest, before speculation linked Dunk with a move to Fulham and the Seagulls subsequently signed Hunemeier from Paderborn. Dunk ended up signing a new five-year contract

Statistically so far this season, the central defensive partnership of Hunemeier and Dunk has been the toughest to score against but was kept out of the side by Hunemeier until the German missed the game at Wolves in the middle of September. Dunk has now started the last six matches, harshly giving away the penalty at Burnley on Sunday,

although he had got lucky in the previous game with Milton Keynes when it looked as though he had fouled a visiting player in the penalty area but no spot-kick was awarded. Greer and Dunk were central defensive partners in Albion’s opening game at the Amex in 2011 and, this season, they have played together for just under five games and conceded five goals at an average of one every 89 minutes. It is clear that Hughton has some excellent options at the back as the Seagulls have conceded just 13 goals in their 17 league games so far this season – the fourth best defensive record in the Championship. He could well go down the horses for courses route and select his defensive duo based on who the opposition have up front. I wouldn’t be surprised if Greer is the constant in defence when fit, with Dunk and Hunemeier selected based on form and who the opponents are. That could well lead to a frustrating time for Goldson, who looks likely to have to bide his time until injuries or suspension give him his chance.

Sussex considering festival cricket future Is Fury the real deal? It Sussex County Cricket Club chairman Jim May has admitted it is highly likely that only one of the annual festivals will take place in 2016. Sussex have played First Class and one-day matches at both Arundel and Horsham for a number of years, but there is a real risk of that not being the case next season. With concerns raised over a decrease in takings and hospitality this year, Sussex chairman May believes there is a high possibility that only one festival will take place next year. He said: “It’s still something that we are discussing. We’ve got this dilemma here, on the one hand we would like games outside of Hove but then, on the other, we need to get support there. “I was looking at the figures recently and our takings at Arundel and Horsham were considerably down last year on the prior year. Gate takings were down by 30 per cent, while hospitality wasn’t good at all and, interestingly, the takings at Hove were very much up. “We had a big increase in T20 crowds and indeed our County Championship gates were also up last year

will be a fascinating fight Written by Ian Hart

Will Beer in action for Sussex at Arundel earlier this year at Hove. “So, I’m afraid it’s that old cliché ‘use it or lose it’ and unless we get significant sponsorship, it is highly likely we will only be playing at one festival ground in 2016.” Around 20,000 people

attended the annual festival at Arundel in June, while the Horsham Festival numbers were down owing to the wash-out of the Royal London Cup game with Lancashire but Horsham still reported a profit of £8,000.

Sussex chief executive Zac Toumazi added: “Festival cricket is an interesting challenge. We all love it and all want it but very few want to pay for it.I am a massive supporter of it but the economics have to be considered.”

Back in the day, youngsters of a certain age could almost certainly rattle off the answers to the following four questions. One: The name of the current Prime Minister? Two: The scorer of the winning goal of the previous FA Cup final? Three: Which artist or group was top of the hit parade that week? Four: The world heavyweight champion? I think probably from about 1973 to the early 1980s, I could have have rattled off all four answers fairly quickly. As for today, I can clearly name David Cameron, but no idea about the goalscorer or the chart topper. And it’s light years from the times when there were only eight boxing weights and therefore only eight world champions. Great Britain now finds itself top of the boxing pile, with ten fighters currently holding versions of world titles. On Saturday night in Dusseldorf, Germany, it could be 11 as Tyson Fury aims to become another British heavyweight world champion, following in the footsteps of Lewis, Bruno

and Haye. Not quite returning to the Halcyon days of Marciano, Louis, Ali, Frazier and Foreman, but his opponent Wladimir Klitschko is perceived to be, even at nearly 40 years old, the best heavyweight on the planet. It is a fascinating contest, if only for the enigma that is Fury. Love or loathe him, he’s certainly entertaining and very watchable. He’s made no secret of the fact that he believes himself to be the best boxer since Muhammad Ali, belief in itself knows no bounds. Is Fury the real deal or merely another sporting version of the Emperor’s New Clothes? Saturday night will tell us everything we need to know. As far as I’m concerned, the hype has already worked, I’ve paid Sky for the fight, the Corona is in the fridge and the lime is in the fruit bowl. I’ve changed my prediction on the contest a couple of times already. Now I’m in a quandary, part of me initially thought Fury was out of his league, now my doubts switch to the champion and has he still got it at nearly 40? Fascinating stuff, whatever the eventual result...

Brighton braced for another top-six test Bradley Stratton @BradStrat After a resolute point picked up on the road at Burnley last Sunday, Chris Hughton will be looking for his side to be doing at least the same again when they welcome Birmingham City to the Amex on Saturday. The highly anticipated contest between Albion and the Clarets saw both sides score within the first five minutes of the game, in a contest as tight and tough as many expected at Turf Moor. A draw was a result Seagulls fans would have been happy with, extending their record-breaking run without defeat to 18 games. The next milestone for Albion will be to go four months unbeaten, a feat they can achieve if they avoid defeat against the Blues on Saturday. Birmingham have been hit and miss in recent weeks, despite breaking

into the Championship top six. Having gone on a run of four wins in a row, Gary Rowett’s side have proceeded to lose three of their last six games, picking up one win in that period. For their trip to Brighton they will be without top scorer Clayton Donaldson, who is out injured until next year. The game could also see Bobby Zamora make his first start at the Amex since his return to the club, with the Albion legend having started and scored in Lancashire five days ago. It would be another landmark for him and fans to remember if he were to walk out of the tunnel for kick-off this weekend. Albion will hope t o we l c o m e b a ck U we Hunemeier (ankle), Andrew Crofts (hamstring), Rohan Ince (groin) and Inigo Calderon (illness) for the game on Saturday, after they all missed the match at Burnley.

Jordan named in England squad

Sussex County Cricket Club’s Chris Jordan Sussex County Cricket Club’s Chris Jordan has been named in a 16-man England squad for next month’s Test series in South Africa. Jordan was part of the England squad, who lost

the Test series 2-0 against Pakistan and won the oneday series 3-1 this month - although he did not play in any of the matches in the UAE. He claimed 2-14 in a T20

warm-up win against the UAE earlier this week and England took on Pakistan in the first T20 international yesterday afternoon. Two more T20 matches take place, today. and on Monday.

Ady and Alan to record Albion Roar with a live audience Alan Wares @albionroar Two of Britain’s finest and most respected sports writers will be joining Ady and I on stage at the Rialto Theatre, Dyke Road, Brighton next Thursday (December 3rd) to record an episode of Albion Roar. This will be the first time we’ve recorded in front of a live audience. Paul Hayward is The Telegraph’s chief sports writer. He is a two-time winner of the prestigious Sports’ Journalists Awards’ sports journalist of the year. He rejoined The Telegraph in November 2011, after winning a series of awards for his work for the Daily Mail and The Observer. With their collective experience of writing and

Albion Roar’s Ady Packham and Alan Wares broadcasting, Paul and Nick will be offering their words of wisdom on a range of subjects from their support of Brighton & Hove Albion, their love of sports and their stories from the press box. The evening will comprise the first hour recording the show, with a drinks interval in the theatre’s excellent Bacall’s Bar, followed by a further recording session, together with any Q&As from the audience. Tickets are priced at £7 and £5, and are available from the Rialto Theatre Box Office on 01273 725230, or www.rialtotheatre.co.uk.

Seagulls are fourth favourites to go up Brighton maintained their unbeaten start to the Championship campaign, now 17 league games, when they played out a 1-1 draw with Burnley at Turf Moor on Sunday. The game started at a frantic pace with Bobby Zamora scoring in under a minute, however the hosts kept their own promotion aspirations alive thanks to an Andre Gray penalty. With BetVictor, the Seagulls remain 6/4 fourth favourites to be playing Premier League football next season, with Burnley fifth favourites at 2/1. Despite both the Seagulls and the Clarets being respected in the top quintet of the division, they

remain behind the trio of Derby, Middlesbrough and Hull, with the latter heading the market as the 8/13 favourites to bounce back from last year’s relegation and return to the top flight. Hull remain 5/2 for the title, while Aitor Karanka’s big-spending Boro side have been the most popular among punters and are similarly odds-on to be playing Premier League football next term. Boro beat QPR 1-0 at the Riverside on Friday but needed a 93rd minute penalty to do so and at the prices, both Derby (4/5) and Brighton (6/4) stand-out as the value at present. Championship promotion prices from

Brighton celebrate scoring against Hull in September BetVictor: Hull City 8/13; Middlesbrough 4/6; Derby 4/5; Brighton 6/4; Burnley 2/1; 4/1 Bar. A l o n g w i t h t u r k e y, stuffing, pudding and pies, Christmas brings a burst of football action with the traditional games on Boxing Day, one just after and then one around New Year. I’m glad to have those matches rather than the winter break that exists in many other European countries. Before we start to reflect on 2015 and prepare our N e w Ye a r r e s o l u t i o n s (cough) though, there’s often a flurry of parties. For me, I know Christmas is coming as it is time for the Sussex Sports Awards. Today will be its 13th year and BBC Sussex is delighted to have been a partner with Sussex Active from the early days. It is a timely reminder of the host of sports and teams who have been successful in their own field across

the year. There is such a diverse group and although it is fun to see some of our local stars. It is also a humbling experience to see and hear from just some of the people behind the scenes who make things happen.

Before we start to reflect on 2015 and prepare our New Year resolutions, there’s often a flurry of parties. For me, I know Christmas is coming as it is time for the Sussex Sports Awards. I’m delighted so many get recognition for all their hard work. Look out for some reaction – and tears

no doubt – on Saturday morning on the station. Next Monday we celebrate our own Community Heroes Award which focuses on all walks of life. Christmas is a time for celebration but in a strange way it is on nights like these that we come together to learn and appreciate the work of others. Whatever I take away from it, I’m always inspired by the strength and courage of the nominees. The hard work is done across the year but let’s raise a glass to those coaches, volunteers and groups that inspire the next generation of stars, as one day they may have the world watching, not just us. Two of Albion’s most important ever players cost just £15,000 Dan Tester @BHIndyAlbion

Albion’s opponents this Saturday, Birmingham City, were involved in the very first £1m transfer in English football history in 1979. Still revelling in their first European Cup triumph, Nottingham Forest swooped for Blues hitman Trevor Francis. Eager to start his game of squash, resplendent in his lovely red tracksuit, manager Brian Clough turned up at the press conference to unveil his new signing, holding a racquet! Of course, in 2015, one million pounds is relative peanuts in the grand scheme of football things. Fr a n c i s ’ f e e g o t m e thinking about Albion’s transfer dealings in the last couple of decades, and

just how much things have changed in a relatively short space of time. For the start of the 1994/95 campaign, manager Liam Brady paid money for just one player; £15,000 for winger Stuart Storer, who would score the last goal at the Goldstone three years later.

Bobby Zamora tipped up at Withdean in 2000 with a £100,000 price tag, the club’s most expensive signing for over a decade Two years on and Ian Baird arrived from Plymouth Argyle for the princely sum of £35,000 before moving on to Instant-Dict – yes, really – of Hong Kong just 12 months later. He was followed shortly

Bobby gives Barton the runaround. Photograph: Paul Hazlewood by Hereford hero Robbie Reinelt, for the same fee as Storer. In 1999, Micky Adams asserted his authority by shipping out 11 players, including the unfortunately named Dave Cameron who

was substituted just 19 minutes into a game at Hull City because he was ‘useless’. Th e c o l l e c t i v e w e r e replaced by a host of canny buys including Charlie Oatway, Paul Rogers and Danny Cullip, the most

expensive capture at £50,000. Bobby Zamora tipped up at Withdean in 2000 with a £100,000 price tag, the club’s most expensive signing for over a decade. The next two years saw just one cash arrival, Geoff Pitcher from Kingstonian, before another prolific striker was secured for £100,000 – Leon Knight. The next three seasons saw just one new face that cost any money; Republic of Ireland international goalkeeper Wayne Henderson (£35,000). He was sold 12 months later for a £220,000 profit. The beginning of the 2007/08 season witnessed a pair of stellar forwards – Nicky Forster (£75,000) and Glenn Murray (£300,000) – don the stripes for the first time as Adam Virgo’s £1.5m move to Celtic freed up some valuable cash. The Amex opened with a Will Buckley brace, the £1.5m purchase from Watford was

sold to Sunderland three years later. The problem with transfer fees is the correct actual figure as it can vary from source to source. Craig Mackail-Smith is still the club’s record signing, at £2.5m from Peterborough United and it’s only a matter of time before that record is smashed to pieces. At the end of 1994/95 Albion’s average crowd was 7,562 and the solitary transfer fee paid was £15,000; ten years later the average attendance at the Theatre of Trees was 6,462 while not a solitary pence was spent on players. In 2014/15, the median crowd at the Amex was 25,660 and an impressive £6,825,000 was invested in new players.
