Upset over dog ban on BHASVIC playing fields Bex Bastable @BexBastable It has been a long battle between residents and the council over public use of BHASVIC field. And it isn’t over yet. A two year deadlock between the council and a campaign group has resulted in a compromise agreement - but campaigners are still unhappy, as dogs are set to be banned from the majority of the field.
Friends of the Field, a group which campaigns for public access to the school playing field, said the land had been used by the public for more than 30 years. But in 2013 the land was earmarked for a free school which started up the group’s successful Hove v Gove campaign. Although the school ended up being built elsewhere, the fields were still being used as school playing fields for BHASVIC, Cardinal Newman Catholic School,

Stanford Junior School, and Stanford Infant School. Since then there has been a battle over public access - and most controversially over access for dog walkers. Brighton and Hove City Council, which owns part of the field alongside BHASVIC, presented a compromise agreement over the use of the school playing fields, to residents’ group Friends of the Field on Wednesday. Pinaki Ghoshal, director of children’s services at Brighton and Hove City Council, presented the draft proposals to the campaign group in the Good Companions on Dyke Road, for shared use of the field. The plans set out an agreement, where there would be no public access in school hours, as well as 30 minutes before the school day, and one hour after. On weekends and summer holidays, the public will have full access to the field. However, there was one controversial exception
- dogs would be banned from the field. Mr Ghoshal did say the council would enter discussions on setting aside a designated path for dog walkers in the field, but dogs would have to stay on their leads. The reason for the dog ban on the field, he said, was the problem with dog fouling, which is a “serious health and safety issue”. He said: “There are responsible dog owners, and I’m afraid to say there are some irresponsible dog owners who fail to pick up the dog mess.” The draft proposals will go before the council’s Friends of the Field at No 10 delivering the petition policy and resources against free school proposals with Caroline Lucas committee in October, but the ban on dogs - excluding said: “We are not happy that dogs a designated area - will start in should be kept on leads all of the time. Plans for 32 homes rejected by council A scheme to transform two empty Victorian villas and create 32 affordable homes in Brighton was rejected by the city council’s planning committee. The site in Preston Road, which is comprised of two villas and a 1950s link building, was once a children’s home. It has been empty for the past three years. Southern Housing submitted the application, to demolish the twostorey link and replace it with a three-storey link. The proposals outlined plans for 25 apartments, as well as seven mews houses at the back of the site. Southern Housing’s regional development manager Jeremy Barkway told the Brighton and Hove City Council planning committee: “This is an opportunity to return the site to its former Victorian glory. “Our proposal will refurbish and restore these two buildings which have been empty for three years and are rapidly deteriorating. “In a city where land is scarce and there is pressure on the surrounding greenfield space, opportunities to reuse land like this must be given serious consideration.” The deal to buy the site from the
council was dependent on planning permission being granted. After the committee rejected the plans, Mr Barkway said that there was a danger the deal would lapse. Mr Barkway told the committee that they risked throwing away 32 homes – all affordable, with 14 for rent and 18 for shared ownership. He said that the scheme accounted for more than a third of just 90 affordable homes being funded in Brighton and Hove by the Homes and Communities Agency in 2015-18. Councillor Joe Miller said: “It’s a welcome development … providing much-needed housing … but I do have reservations about the link building.” Councillor Carol Theobald said: “It would be good to see this restored and tidied up. It’s a shame our council left it in the state it is in.” The scheme was, she said, an over-development and would look better if the villas and the link were all one colour. She added: “I’m not happy with the loss of 51 trees.” Councillor Michael InkpinLeissner said that he would also like to see Southern draw up an improved application. The committee voted nine to three against the scheme.

Business Top posts filled at City College A new principal has been appointed for City College Brighton and Hove, alongside two other senior appointments. Sharon Collett will be taking the post up later this year, moving from Bournemouth and Poole College, where she is currently vice principal of curriculum, quality and student experience. In another senior appointment, Jon Rollings will take on the role of chief operating officer. He is
director of finance and corporate services at Northbrook College, in Worthing. Last month the college appointed former University of Brighton graduate Nick Juba, currently a director at University of the Arts in London, as its new chief executive. All three will be taking up their posts later this year. Julie Nerney, City College chair of governors, said: “The appointment of Sharon and Jon
is the final stage in establishing an exceptionally strong and enormously experienced leadership team and heralds a new era of excellence for the college. “The new leadership team will drive our strategic development plans forward and we can now look ahead to an exciting future for the college which has a pivotal role in Brighton and Hove’s position as one of the top five cities in the UK for private sector job creation.”
Boost for Brighton’s high street Brighton’s high street is set to benefit from a new regeneration scheme being rolled out in selected towns and cities in the UK. The Business in the Community’s Healthy High Streets programme, announced on Wednesday that Brighton has been picked as one of 34 towns and cities to benefit from the project. The scheme aims to increase footfall by 10 per cent, reduce the number of vacant properties by 20 per cent and stimulate the creation of new jobs in 100 towns over three years.
Support is provided by some of the UK’s biggest brands such as EE, Exterion Media and Greggs, as well as Boots UK, the Co-operative Group, Marks & Spencer and Santander. The city will receive a bespoke package of support, including access to skills and expertise, and dedicated high street champions from supporting businesses. These “champions” will work together with the local partnership team, local authority and relevant local partners to devise an action plan to address the specific challenges facing the city.
Sarah Springford, director, of Brighton and Hove Chamber of Commerce, said: “Brighton Chamber is delighted that the city has another excellent business support initiative starting soon. 2015 Budget announcement aims to benefit small businesses The first Conservative majority government budget in almost 20 years was delivered by George Osborne last week, committing to lowering the deficit and aims to improve circumstances for working people. New business proposals will affect small businesses in Brighton and Hove. The Employment Allowance is set to rise from £2,000 to £3,000 in April 2016. This means that businesses will be allowed to offset up to £3,000 of their National Insurance contributions. It would mean for businesses that employ up to 4 people full time on minimum wage would no longer have to pay any NI. The 50% increase is intended to encourage businesses to take on more staff and be able to grow to rejuvenate the economy further. The rise in the Employment Allowance will also help employers to adjust to the proposed changes to increase the National Minimum Wage to a National Living Wage. There is already a successful Brighton and Hove Living Wage Campaign with over 220 businesses that already pay their employees at least the living wage of £7.85
an hour. The government’s new legislation will start off at a minimum of £7.20 an hour with a target to increase to £9.00 by 2020 for individuals over 25. According to the Greater Brighton and West Sussex Business Survey 42% of businesses are expected to augment their headcount this year and 66% are projected to grow their profits. Hopefully the new government proposals will be able to lower unemployment across the city and grow across all sectors.
