Brighton’s Green Party MP took the government to court over claims the security services have invaded people’s privacy in their communications with her. Leading Green Party politicians Caroline Lucas and Baroness Jones of Moulsecoomb took the case to the Investigatory Powers Tribunal on Thursday. The case centred on an apparent breach of the “Wilson Doctrine” – a government policy which should guarantee that communications between parliamentarians and the public are free from blanket surveillance and interception. This week’s hearing saw Lucas and Jones demand urgent clarification on the scope of the Wilson Doctrine, following Edward Snowden’s revelations of the mass surveillance of data by GCHQ. The hearing took place following recent revelations of the routine monitoring on calls between MPs and prisoners. Baroness Jones of Moulsecoomb said: “As parliamentarians our job is to hold ministers to account. If our communications are subject to blanket surveillance, and people are less able to freely contact
us with important and sensitive revelations, then our ability to do our job is hugely curtailed..” Caroline Lucas, said: “The blanket surveillance of the communications of parliamentarians could have a deeply chilling effect on our relationship with the public. Parliamentarians must be a trusted source for whistleblowers and those wishing to challenge that actions of the government. “My constituents have a right to know that their communications with me are free from blanket monitoring. ‘‘It’s absolutely vital that the trust between MPs and constituents is maintained – and that people feel able to communicate freely with their representatives in Parliament.” Lucas and Jones are not demanding that politicians’ communications should be entirely free from monitoring. They said in some cases, of grave misconduct in public office for example, they should indeed be investigated but they are demanding proper judicial oversight which would ensure judges sign off any surveillance that takes place.

We do not offend anybody by smoking on the beach. It is better to close the cigarette factories - it is their fault. Also Brighton is a tourist destination, people come to chill. It is not a good idea to ban smoking on the seafront.
I think it is very complicated. Maybe they can ban smoking around children, that makes sense. I think on the beach you should be free to smoke. But it is very difficult. It is going to effect the businesses here.

B r i g h t o n already has a voluntary ban on smoking in children’s play areas, but now the city’s parks and beaches Simon Clark could become smoke-free too - a prospect which angers the smokers’ group Forest. Director Simon Clark said: “Smokers should smoke responsibly, with consideration for others around them, but extending the smoking ban to open spaces is unnecessary, unjust and another attack on individual freedom. “There’s no evidence that smoking in the open air is a risk to the health of anyone other than the smoker. “Tobacco is a legal product. Smokers pay over £10 billion annually in tobacco taxation, a sum that far exceeds the alleged cost of treating smoking-related diseases. These persistent attacks on people’s lifestyle, and the unfounded scaremongering about the risk to others, must stop.” A national smoking ban on workplaces and enclosed public areas was introduced in July 2007, and in October this year tobacco-smoking in cars carrying children will also be outlawed in England.

Deborah Arnott, chief executive of the health charity Ash (Action on Smoking and Health), said the move could be good for the environment as well as health. “A growing number of local authorities and other organisations are exploring ways of providing more smokefree public places in response to public demand,” she said. “Football grounds and railway stations are already smoke-free, and increasingly children’s play areas are going smoke-free too. “Smoke-free beaches could provide a safe and pleasant environment, particularly for children, but also for adults who want to avoid exposure to second-hand smoke, as well as reducing the amount of cigarette butt litter on beaches, which doesn’t d e g r a d e quickly and is harmful to Deborah Arnott wildlife.”

Business VisitBrighton celebrates milestone Tourism body VisitBrighton celebrated signing up its 500th business at a networking event at restaurant Alfresco last week. Rendezvous Café, a café and art gallery on Duke Street, is run by couple Ivan Dong and Shawn Zhang from China, who came to Brighton in October 2012 and fell so much in love with the city decided to open a business. Café owner Ivan said: “Brighton is such a vibrant and fascinating
city, we were completely bowled over by the warmth of the people we met. It draws such an interesting mix of visitors and residents that we instantly felt at home and didn’t want to leave. “We’re delighted to be joining VisitBrighton as the 500th business partner.” VisitBrighton, the tourism arm of Brighton and Hove City Council, set up its partnership scheme in 2005. The city gets better connected A new digital exchange has opened in Brighton, aimed at strengthening the city’s hightech economy. Thought to be the first facility of its kind in the UK, it will provide a means of exchanging information among the city’s digital sector, and offers businesses ultrafast, cost-effective broadband. The city council allocated space for the electronic hardware involved in under-used areas of its New England House complex near Brighton Station A number of private firms
worked to set up the exchange, with £580,000 in government grants from the council. The authority spent a further £80,000 re-cabling New England House. Brighton Digital Exchange (BDX) chairman and Fastnet CEO Joe Kerr said: “The exchange provides the technology and infrastructure to enable internet service providers like mine to work together to offer better and more tailored internet services to local businesses, especially those with specific digital needs. Through this venture
Brighton is leading the way with an innovative approach to connectivity, further to support growth of this city’s digital economy.“ Digital economy minister Ed Vaizey said: “The Brighton Digital Exchange is one of the flagship projects of the Super-Connected Cities Programme, which saw government invest more than £1.2m into Brighton and Hove. The exchange will make a huge impact on the creative, design and IT sectors in one of Britain’s most creative cities.”
