Council-owned: 185 shops, 59 cafés and restaurants, and 25 farms Greg Hadfield @BrightonIndy Brighton and Hove City Council owns a surprising number of properties, many of which are not used for council services. They are listed in the council’s register of property and land assets, which was published in October last year. In June, the TaxPayers’ Alliance, a pressure group highlighted - in a national report - that the council was landlord to 185 shops and 59 cafés and restaurants, as well as 25 farms. It criticised local authorities for “pleading poverty”, despite holiding a large property portfolio. At the time, Councillor Warren Morgan said leasing out cafés and restaurants supported tourism, jobs, rental income, and kept the seafront vibrant. He said: “The important aspect to remember is that, by controlling who rents these properties, we can limit the numbers of different types of retail

outlet - whether that’s those selling alcohol or ice cream or beach items which we would not be able to do if they were in private hands." Today, as we report the city council is ready to sell Hove Library for £1 million (see page 5), we publish the addresses of 71 properties that are listed in the “Retail - pub, restaurant, café” category in the coucil register of property and land assets: •Alfresco Restaurant, King’s Road, BN1 2LN; •Bartholomew Square Ground Lease, Bartholomew Square, BN1 1JS; •Blakers Park Timber Chalet Café, Preston Drove, BN1 6LA; •Brighton Seafront Bandstand Café, Kings Road, BN1 2PQ; •County Oak Avenue Public House, County Oak Avenue, Hollingbury, BN1 8DJ; •Dyke Road Avenue Kiosk, Dyke Road Avenue, BN1 5LF; •Dyke Road Park Café Pavilion Café, Dyke Road, BN3 6EH; •East Brighton Park Pavilion Café, off Wilson Avenue, Whitehawk, BN2 5PB; •Hove Lagoon Café Pavilion Café, Western Esplanade, BN3 4LX; •Hove Park Café, Park View Road, BN3 7BF; •Dr Brighton’s, 16 and 17 Kings Road, BN1 1NE;

Library could be sold for £1m after merger with Hove Museum Greg Hadfield @BrightonIndy Hove Library, a Grade 2 listed building, could be fetch as much as £1 million under plans to integrate the library into a new “cultural centre” in an extended Hove Museum. The plans are aimed at reducing running costs, which could total £2.5 million over the next five years. They also include the possibility of other mergers, such as Westdene Primary School taking on the Westdene Library building or Hollingbury Library being merged with Hollingbury Children’s Centre. It the Hove Library proposal, however, that has triggered immediate opposition. A petition created by Councillor Phélim Mac Cafferty, convenor of the Green Group on the Brighton and Hove City Council has attracted more than 2,000 signatures. The petition states: “Hove Library is well used and loved by our community. It is a lifeline to many. It is free to use and popular. It

provides great value costing the council taxpayer only 32p per week per person. “Our library helps our community: 34% of library users have no home internet access and 32% are jobseeking. Over 30,000 children use libraries in Brighton and Hove, ranging from homework clubs to baby boogie. Over 600 people attend reading and writing workshops. Hove Library is home to special collections, provides a safe space, and helps break down barriers.” Peter James, the bestselling crime novelist, signed the petition to oppose closure, but later - in response to Labour activists, who pointed out the library was being relocated - said on Twitter he would “seek clarification of what is happening to all of Hove library and its services”. Later, the council issued an official statement. It said: “The financial shortfall means that the citywide library service alone needs to save £1.34 million in the next four years. Across the whole council, savings of almost £70

million have to be made in the next four years. “If agreed, the proposal would entail integrating the library service into a new cultural centre with Hove Museum a few hundred yards away in New Church Road. Any change would be subject to extensive public consultation between mid-November and next February.” The statement added: “As a Grade 2 listed building, the premises are hard to upgrade cost-effectively, making modern IT cabling or revenue-generating

measures such as a shop or café difficult. Various parts of the building cannot affordably be made accessible to disabled staff or users. “Officers have advised councillors that the most successful and cost-effective libraries these days tend to be located alongside other council and community facilities in multi-purpose buildings.” Any implementation would not take place before 2017. Councillor Warren Morgan, the Labour

leader of the council, said: “Relocating Hove Library offers the biggest single potential saving with the least amount of damage to the overall service. We could vacate the building and still provide a good service for Hove in a new way. “In times of such huge financial stringency from central government it makes sense to concentrate on the services we offer, rather than the buildings from which they are delivered. In fact, that building makes a modern service more difficult.”

Market traders: 'No confidence' in Ethical Property Comapany Greg Hadfield @BrightonIndy Traders in Brighton Open Market have revealed that they have lost confidence in the Ethical Property Company to manage what was one of the most exciting developments in the city when it opened in July last year. They have decided they would prefer to terminate the company's management contract and run the market for themselves. They also want to know how up to £200,000-a-year in management fees and charges has been spent. The disclosure was revealed to Brighton & Hove Independent last night (Thursday) as councillors prepared to consider a loan of £61,000 after the company

the books of the market. In a leaked email - sent to leading councillors - three members of the controlling Brighton Open Market Community Interest Company (CIC) said traders had voted overwhelmingly against a council loan and said they are "very keen for the CIC to work with the council to add Brighton Open Market to the growing list of tourist attractions and local shopping facilities to suit all demographics, looking at any marketing opportunities that may be available". Of 39 traders - three of

money. Three voted in favour; four abstained; and five did not return ballot papers. Separately, they have called for a "forensic audit" of how Ethical Property Company has spent the money they have received as contractors. Several traders complained the company as a property management company - was not fit to manage the open market and had refused requests for greater transparency. One said: "We asked to see the accounts and they refused and then they said we could see what accounts that their

When it opened, the community-led regeneration scheme aimed at breathing new life into the London Road area. It included in a £20 million investment by The Hyde Group and the city council, with a mixeduse scheme that included 87 affordable homes, 45 permanent market stalls, and 12 workshops for artists and designers. The shopping scheme is run as a social enterprise, creatingaround100full-time jobs while also supporting local and regional suppliers and producers. It was

shopping destination for day-trippers and tourists. Despite the muchpublicised fanfare around its opening, traders have complained that management has been costly and poor; they have also questioned what Ethical Property Company has done to justify its management fees, part of a three-year contract that was extended by another years. A report to yesterday's policy and resources committee stated: “When the market opened the CIC did not have sufficient cashflow

business and moving into profit. “Ethical Property Company offered initial financial support by way of a deferred repayment loan to cover these early years. “While there has been good take up of permanent market stalls, higher-thanpredicted business rates and lower-than-expected take-up of temporary stalls within the market square have combined to delay the market moving into profit and a further two to three year period is forecast to be required.”

Hilton Brighton Metropole: A walk through 125 years of history It is 125 years since the Hotel Metropole opened on Brighton seafront. Its successor - the Hilton Brighton Metropole - is marking the anniversary with an impressive exhibition of the people and events that are central to the city’s development. The exhibition was created in partnership with KEVIN NEWMAN (pictured left), a historian, teacher and founder of All-Inclusive History, a specialist in walking tours in and around Brighton and Hove. In the first of a series of articles, he recounts the origins of this historic hotel. Following a private opening to the press and trade the previous week, Frederick Gordon Hotels Ltd, one of Britain’s first hotel chains opened their third Hotel Metropole and fifth hotel on July 26 1890. The site was formerly a roller-skating rink, customs house, shops, drill hall, and 12 lodging houses on the King’s Road,

in what was the West Laine Cliff Butts area. Costing £57,000, built by Thomas Holloway, with more than 700 rooms and seating 500 diners simultaneously, the hotel was the largest and most prestigious in the town - as well as the nation’s largest hotel outside the capital. The hotel’s opening day

caused such excitement that special luxury trains had to be chartered from London Victoria for the 1,500 extra visitors. King’s Road turned red as a special red carpet of Hassocks sand graced the road to meet the VIPs who would climb the entrance steps. Rumours flew around the town, including that

The Brighton Hilton Metropole; an 1890 advertisement from London Pall Mall Gazette

the hotel sported over 4,000 bedrooms, that the Turkish baths could accommodate a thousand bathers at the same time, and that there were enough electric lights inside to light every house in Brighton. Despite predictions that hotels as magnificent as the Metropole would never be viable, or that existing hotels would be hit by its opening, the Brighton and Hove Gazette was correct in its prediction that there was “Plenty of room for as new and elegant (an) hotel as the Metropole.” The hotel’s opening day was the beginning of a golden era for Brighton hotels that would last until the late 1930s. Brunswick Village post office to close A campaign to prevent the closure of the Brunswick Village post office has failed. The Post Office has announced it is pressing ahead with plans to merge it with the Melville Road post office early next year - despite complaints from campaigners that it will leave elderly and less-mobile customers facing a lengthy uphill walk to Seven Dials. Councillor Ollie Sykes, a Green councillor for Brunswick and Adelaide, who set up an online petition that attracted more than 2,000 signatures, said: “This is a thoughtless and callous cut that makes no attempt to meet residents’ and businesses’ concerns and doesn’t seriously consider the effect on neighbouring post offices. The effect will be to run down the entire local network further. “I’m shocked that the Post Office has not responded more positively to the huge weight of public opinion or considered any alternative provision. The response to the consultation has felt

like a foregone conclusion, despite the massive impacts on local residents and nearby small businesses who will lose a lot of trade.” Two offline petitions were submitted, totalling more than 5,400 signatures. Peter Kyle, the Labour MP for Hove, said the closure was “unforgiveable”. The Post Office said the branch had been used by fewer customers in recent years. It added there were four other branches within a mile of the Western Road branch, three of which were accessible by bus. Roger Gale, the Post Office's Crown Network General Manager, said: “We are committed to maintaining Post Office services in the area. We believe that mergingWestern Road into Melville Road is the right way forward from both a commercial sustainability and customer service perspective. “We further believe that given the close proximity of the branches, together with the number of alternative

Post Office branches in the surrounding area and their capacity to accommodate any additional footfall following the changes, local customer needs in Brighton and Hove will continue to be met.” The recently-refitted Melville Road branch will have staffing levels reviewed; staff at the Brunswick Village branch have been given the option of transferring to Melville Road. ■Upper Portslade post office is to be moved into Rishi News,a nearby convenience store, as part of the Post Office’s modernisation programme.

Bus service improvements for Woodingdean Brighton & Hove Buses attended Woodingdean's Community Conference on Saturday (October 10) to report on service improvements to routes 2 and 22 A public consultation in March showed most residents did not want any changes to be implemented - but instead wanted service reliability to be improved significantly. As a result - in addition to operational actions to improve service reliability - the bus company has invested £600,000 a year to provide an additional bus to service 2, giving more running time and maintaining the existing 20 peak-time frequency more reliably, along with an additional two buses to service 22, improving frequency to every 15 minutes. Andrew Boag, chair of Brighton Area Buswatch, which represents local bus-users, said: "We worked with Brighton & Hove Buses on suggested improvements and are pleased that there is now a significant improvement to both the 2 and 22 services.

Brighton & Hove Buses has invested £600,000 a year to provide an additional bus

"The more frequent service on the 22 coupled with improved reliability should make it much more attractive to bus users in Woodingdean. The bus company has honoured the commitment made to local residents earlier in the year when the service was poor and generating a lot of complaints. This is an excellent outcome". Patrick Warner, the

bus company's business development manager, said: "We paid particular attention to how our controllers respond when our buses experience multiple instances of severe congestion and roadworks throughout the city and, as a result, it is extremely rare now that a bus will ever be turned short or fail to complete its journey into Woodingdean."

There is no meaner way than this to hammer the poorest Phélim Mac Cafferty @phelimmac The city council is currently consulting about reducing support it provides with the cost of council tax for the poorest residents. These residents currently get up to 85% of their council tax bills paid because they cannot afford to pay themselves. Paying the first 15%, however, is already a struggle for these households. The council is now proposing to increase the amount of council tax households must pay to a minimum 25% of the full bill. That should be viewed in the context of last year’s raise from 8.5% to 15% that Labour and the Tories forced through. That’s an effective trebling in two years - with the poorest households’

council tax bills increasing by a huge 67% from April 2016. What else has tripled in the last two years? Certainly not average earnings, which have gone up by just 3.2%. There is no question that our council is under tremendous pressure from Tory government ministers who have pushed through blistering cuts to welfare while tax evasion runs amok. The council’s leadership, however, has some choice about how it keeps the budget in the black. And it can avoid this unjust attack on the poorest households, if it chooses. The council proposals come wrapped in an impenetrable consultation document. Which begs the question: Will many of those affected respond? There is no question the proposals will increase poverty. Despite tabloid myths, households

An Independent View It is not fair, not right and must not happen We are all in it together. So we are told. Whether you agree or not with austerity as an economic strategy for the many - rather than a euphemism for protecting the profits of the few politicians have difficult decisions to make. It is the price of being in power. For the rest of us, our responsibility is speaking truth to power. And, in the case of the proposal to impose a 67% council tax rise on the 16,000 poorest households, the truth is obvious: it is not fair, it is not right, and it must not happen. The current Labourled administration has apparently decided everyone else should not have to pay more than an extra 1.9% in council tax for each of the next four years. To decide otherwise would require a referendum. But there is no referendum for poor people, for whom every

penny is important. Their voices are rarely heard - and even more rarely listened to. The people who suffer the most are concentrated in the most-deprived parts of the city - such as East Brighton or Moulsecoomb and Bevendean represented by only Labour councillors. Changing the Council Tax Reduction scheme is, literally, the last thing a Labour-led council should be doing. By contrast, the proposal to merge Hove Library with Hove Museum - if done well could be a pointer to the sort of efficiency savings the council should focus on. It makes you wonder why these have not been done before, on a much bigger scale. Perhaps the council should sell off not only Hove Library, but also some of its restaurants and cafés. Rather than sell our poorest neighbours down the river.

that will rise even faster. Arguably, the proposals will be ineffective; the

amount of unpaid council tax has already increased. Trying to plug a funding gap by billing people who can’t pay will lead only to the council spending more on chasing (bad) debts. If you were to design a meaner way to hammer the poorest, you would be hard pushed to find a system worse than this council tax reduction scheme. While it is sadly what we have come to expect from a Tory government promising “opportunity”

while it rains down misery for millions, what is saddest of all is that it is the Labour council leadership putting these proposals forward. The Green councillors oppose these proposals, because we think they represent a raw deal for our poorest residents. Take part in the consultation and let the city council know what you think of these proposals before the deadline on Tuesday (October 20).

The buzz of Brighton and BIMM draws music students from all over the world Miles Goodall @MilesGoodall It’s always awkward trying to start a conversation with somebody you have never met before. Connected by one thing and one thing only: a love and passion for a subject. The natural instinctive self-preservation residing within all of us is in conflict with the possibility of comfort and safety in numbers. This emotional warfare goes on inside the heads of most university freshers: new city, new house, new life. In a place like Brighton, however, I think it intensifies. I’m a 19-year-old singersongwriter from Liverpool and - being a fresher at BIMM (the British and Irish Institute of Modern Music) - I’m going through this dilemma as you read these words. But something feels distinctly different. Something about this city creates a buzz, a murmur among the crowds, a storm brewing. I’ve never experienced the feeling I get here anywhere else - and that is primarily why I chose to study at BIMM Brighton. My first taste of BIMM life came when I was inYear 7 and our high school had been visited by BIMM staff

who brought with them a band of wonderfullytalented musicians who first sparked my interest in the institute. Since that day, I have always been curious about what BIMM entailed. I’ve been frequently involved in the music scene back up north since the age of 10, but something just didn’t feel quite right for me. It was almost as if I was treading water while others were whizzing past on jet-skis. This brings me back to the “buzz” I feel every time I am out in Brighton; the place is filled to the brim with a cornucopia of talent and opportunity. A perfect example of this can be taken from the first time I visited Brighton to view the institute. Having spent the day looking round, I decided to find an open-mic night to attend in the evening. I ended up playing at Medusa Bar (where I now play every Thursday) - and it was an amazing night of both musical talent and spoken word. When I played, my set was well received by the audience and host alike and resulted in further musical work for me. I was amazed by how many opportunities became available to me because of one gig, on my first night in the city. I’ve come to realise now that I am living here

Miles outside the Medusa Bar in Preston Street, where he plays every Thursday

just how much live music dominates the city. I think that would be the main pull for other musicians to travel from all over the world to study here. During my induction day alone, I met students from Norway, America, Ireland, and Hungary. All drawn to Brighton - and to BIMM. I think it would yield the same answer if you asked any student of BIMM, past or present, why they chose

to study here This place is unique and I want to be a part of the reason why. To listen to Miles Goodall’s music, visit: www. soundcloud.com/milesgoodall. Alternatively, visit: www.facebook.com/ milesgoodallmusic For more information about BIMM, visit: www. bimm.co.uk/brighton.

Business

Crunch campaign:Urging rethink on proposed changes to dividend taxes Jason Kitcat @jasonkitcat

It started with the former Dubarry perfume factory behind Hove station. The landlord there hoped his bricks will turn to gold by converting the building into flats, without regard to whether the businesses inside could find another space in the city. Since the former coalition government made office-to-residential conversion much easier, Brighton and Hove has been losing desperatelyneeded office space. The fast-growing digital firms the city is famous for birthing could never afford the rates a trendy city apartment can attract. Which was why Darren Fell, Crunch’s founder and

chief executive officer, arranged to meet me over a Small Batch coffee. It was spring this year and I was then leader of Brighton and Hove City Council -and known for my support of the city’s digital sector. Darren laid out the challenge his company’s landlord posed - and his fears that without a solution the 160 jobs Crunch supported would have to leave the city. With 8,000 clients, 45,000 businesses in its network, and ranked the United Kingdom’s fastestgrowing accountancy firm for two years, I certainly didn’t want to see Crunch leave the city. Council officers and others have been working hard to restrain the conversion of decent office space to residential, even applying to government for exemptions. So far, Crunch

Crunch employs 160 people at the former Dubarry perfume factory

has managed to hold the tide, even taking on more floors in the Dubarry building to cope with their growth. As the caffeine flowed, Darren and I realised that we shared more in common than just a passion for the city.

and contractors were regularly being disadvantaged or ignored by policies that simply failed to understand how and why they operated. Of the 5.2 million private businesses in the UK, five million are micro-businesses with

A business-owner earning £40,000 will pay 21% more tax, whereas one bringing in £60,000 will pay only 1% more”

Darren Fell, founder and chief executive welcomes Jason Kitcat to Crunch

We both had experience building digital businesses. We also shared a deep frustration that most national debate failed to recognise what was happening to the world of work. Small businesses, freelancers,

nine or fewer employees and employing a total of 8.3 million people. Time and again, however, we see debates raging about policies such as the minimum wage, working hours, and corporate structures that - while

very important - have little or no relevance to these blossoming microbusinesses. So after a productive summer after that first coffee, Darren and I are working hard with Crunch’s community to shift the balance of public debate and decisionmaking to favour the micro-businesses. Our first campaign is asking government to rethink their proposed changes to dividend taxes for April next year. Our analysis shows that with the proposals as they stand a business-owner earning around £40,000 will pay 21% more tax in 2016-2017 - whereas one bringing in £60,000 will be

paying only 1% more tax. We suspect this clear unfairness in the proposals is unintended. But, without a strong campaign, there will be little incentive for minds to be changed. So join in and help us to stand up for the small businesses which make our city special. Body Shop Foundation boosts disaster research The Body Shop Foundation and the United States government are providing £100,000 to University of Brighton researchers to improve the management of sanitation in disaster zones. USAID - the lead US Government agency that works to end extreme global poverty - is providing £80,000 for researchers to finalise laboratory validation of their unique low-cost sanitation method,

trialled successfully in response to the 2010 Haiti earthquake. And The Body Shop Foundation is providing £20,000 to create and launch a multi-lingual emergency sanitation manual for use by NGOs around the world. Water and sanitation problems are the second biggest killer of children under five, worldwide. They are worse in times of crisis - such as the outbreak

of Ebola and the recent earthquake in Nepal - and can lead to countless deaths from human waste-borne diseases. Professor Huw Taylor and his research team have developed a unique low-cost solution to address these sanitation emergencies that involves using a natural coagulant (slaked lime) to stabilise and sanitise excreta on-site. Pathogens are destroyed and the resulting product may be used as a soil conditioner. Prof Taylor, the university’s professor of Microbial Ecology, said:

“The funding we have received from USAID and The Body Shop Foundation will allow our research to offer an innovative and effective sanitation safety planning protocol to be used in the face of limited local knowledge. When this project is completed we hope that sanitation issues within disaster zones will be greatly changed for the better.” The Body Shop Foundation funding will not only enable Prof Taylor to complete the manual, but also to disseminate the knowledge to NGOs through

a high-profile training workshop. The emergency sanitation manual will introduce Prof Taylor’s new system as an option. Rather than simply championing this single approach, however,

the manual will offer a choice of laboratory-tested alternative systems to support work in disaster settings. The project is due to be completed by the summer of 2016.

Five days to save 14,655 of our poore >> Continued from page 1 agenda. The Greens, much diminished are - like Labour last year - the smallest party. And, like last year, opposed to poor people paying more. Labour and Green councillors could decide together - to make a different decision. To make no change in the maximum amount 15% - that poor people have to pay in council tax under the so-called Council Tax Reduction scheme (CTR). This year, your voice could make a difference. Crucially, there are five days when you - not a newspaper or a group of party politicians - can make a real difference. You can have your say in a citywide consultation. So what should you consider? Firstly, the many thousands of your neighbours who are the poorest households in our city. Some say it is as many as 16,000; some say it may be only14,000. Only. Last year, council officers

reported that more than 1,000 beneficiaries of the Council Tax Reduction scheme (CTR) were under 25, that more than 5,000 were in a household where someone received a benefit paid to disabled people, where most were women, where 1,615 lived in East Brighton, 1,441 lived in Queen’s Park, 1,233 lived in Moulsecoomb and Bevendean, and 1,233 in Hollingdean and Stanmer - all of them in wards represented only by Labour councillors. But here are some even more compelling facts. Take me, a millionaire on paper, at least - living in a five-bedroom £800,000 Band G detached house: In two years, my council tax bill has gone up annually by 1.9% - in total, by £1.95 a week. Take someone else, someone who lives, say, in East Brighton, who lives in a Band A or a Band B home - with a monthly rent of £350 for a two-bedroom flat - and who qualifies for CTR. Their council tax bill

could have gone up by £3.35 a week in the same period. Is that fair? You decide. There’s still time to have your say. Councillor Warren Morgan, the council leader, has promised to study carefully the results before making any decision. He said: “However, this is a prime example of a financial responsibility passed to councils by government, but which they then cut funding for. “With £25 million in government cuts to our services this year alone, we cannot afford to maintain the subsidy to those on low incomes, much as we want to. “We will give what support we can to those in most hardship, and work to drive down fuel bills, but at the end of the day this is a cruel Tory cut to support for those who can least afford it.” You decide. There is no meaner way to hammer the poorest, see page 19

Someone in a Band G home would have seen their council tax bill go up by £1.95 a week in two years

Someone in a Band B home could have seen their council tax bill go up by £3.35 a week

What the changes could mean for some of the poorest households in the city

Two examples from Brighton and Hove City Council’s own consultation show how some victims of the propsoed changes in Council Tax Reduction scheme might suffer, if they are forced to pay a maximum of 25% oftheir council tax bill - rather than the current 15%:’’Mary” and her partner as well as a single person both face a 67% increase in council tax.

est neighbours from a 67% tax rise Anti-austerity campaigners - who are organising a public meeting on Thursday, November 12 - have issued the following advice to supporters who do not believe the poorest 14,655 households in Brighton and Hove should have to pay more council tax. For people who have only a few minutes to fill in the lengthy consultation questionnaire, they advise: Choose “definitely disagree” as the answer to questions 2, 4 and 6; Do not answer question 7; ■ Complete the personal questions at the end. ■ ■

For what they say will be a much bigger impact, they have the notes below to help supporters write their own comments, using their own words. (To have a greater impact, they urge people to use examples from their own life, or from the experience of people they know.) • Why not borrow £5 million by taking out a loan secured against the council’s little-used art collection?

Question 1: Please tell us if you have any feedback on the scheme itself, how it has been operating, and what it has meant for people in the city. Points to consider including in comments: • It is appropriate that people with less money should pay less council tax than people with more money; • Before the abolition of Council Tax Benefit, it was acknowledged that people living on benefits were not able to afford to pay council tax. They are now expected to find money for council tax - despite the fact that the amount received in benefits has not risen in line with inflation. This means they are now being asked to make less money go further, in real terms; • People in receipt of working-age benefits cannot afford to pay any council tax and should not be required to do so. Question 2a: How much do you agree or disagree with the proposal to set the minimum contribution at 25%? Choose “definitely disagree”. Question 3: Is there anything we haven’t considered or any further comments you’d like to make about the minimum contribution and the council’s proposal to set it at 25%. Points to consider including in your comments: • Has the council conducted an equality impact survey to establish the effect of this proposed policy on the lives of children and disabled people living in households on low incomes? • People eligible for council tax reduction are already struggling to make ends meet. These proposals will put an unbearable burden on the poorest people in the city; • One of the council’s four corporate priorities is “tackling inequality”. How can this policy be reconciled with that aim?

• Why not consider more progressive adjustments to council tax that also increase income for the council? For example, the official rate of council tax could be increased substantially, and then the council could subsidise payments for the majority of residents, so that most people don’t actually get an increase, but the wealthiest households do. This would allow the council to collect more council tax, but it would be the wealthiest households whose payments increase, not the poorest.

Question 6: Do you agree or disagree with the proposal to remove the family premium? Choose “definitely disagree”.

• Why not use reserves to avoid making this cut to Council Tax Reduction? • Trying to raise money from people who have none is not sensible. It will just lead to more and more people being in council tax arrears, which will cost the council money and put huge strain on residents. Question 4: Do you agree or disagree with the proposal to limit the increase in Council Tax current CTR claimants have to pay to £3.50 per week as a result of the changes in Proposal A? Choose “definitely disagree”. Question 5: Is there anything we haven’t considered or any further comments you’d like to make about the proposal to limit the Council Tax increase as a result of the changes set out in Proposal A to £3.50 per week for current claimants? Points to consider including in your comments: • Large families should not be unduly penalised. But spending £3.50 extra a week is unaffordable for anyone whose income is low enough to qualify for the Council Tax Reduction scheme; • A better way to minimise the impact on large families would be not to reduce Council Tax Reduction. A campaign has been launched against the proposed changes

Anything can happen in ventriloquist Nina’s show She’s just taken the Edinburgh Fringe by storm, now Nina Conti brings her latest show, In Your Face, to Brighton Dome on Thursday, October 22 (7.30pm). The English ventriloquist has won a British Comedy Award, stormed Live at the Apollo and made a BAFTA nominated film – all without even moving her lips. Now she’s off on her largest scale UK tour to date and, in a spectacular feat of ventriloquism, it will be entirely improvised every night. Nina began her career as an actress at the Royal Shakespeare Company, before anarchic theatre director Ken Campbell inspired her to become a ventriloquist. In 2008 she won the prestigious Barry Award at the Melbourne

International Comedy Festival for her solo show Complete and Utter Conti. In 2010, Talk to the Hand had sell-out seasons in Edinburgh, London, Melbourne, the Sydney Opera House and New York.

In 2014 she recorded her live show Dolly Mixtures onto DVD and she continues to be the leading comedy act in Ventriloquism. Tickets cost £20. Call 01273 709709 or visit: www.brightondome.org.

Lauded singer-songwriter John Grant heads to Brighton Dome Concert Hall on Friday, November 13. It’s been a spectacular journey for John, from the point where he thought he’d never make music again, to winning awards, accolades and Top 20 chart positions. He’s collaborated with the likes of Sinead O’Connor, Goldfrapp and Elton John and been nominated for Best International Male Solo Artist at the 2014 BRIT Awards. John’s song-writing and lyrical prowess aims to convey every atom of pain, fear and endurance that has defined his life so far. His songs speak of both self-awareness and a lifeaffirming streak of dark and scabrous humour. Despite all his personal and career setbacks in the past, former The Czars frontman Grant has continued to build on the acclaim won by his first two solo albums – 2010’s Queen Of Denmark and 2013’s Pale Green Ghosts. Alongside sell-out shows across Europe, John recently embarked on a US tour as special invited guest of the Pixies. His November date at

John Grant

Brighton Dome comes a month after the release of his third album, the invitingly titled Grey Tickles, Black Pressure; a record that further refines and entwines John’s two principal strands of musical DNA, the sumptuous tempered ballad and the taut, fizzing electronic pop song. “I wanted to get moodier and angrier on this record, but I probably had a lot more fun making it,” Grant explains. “I want to continue to challenge myself, to keep collaborating, to get the sound or the direction that will take me where I need to go. “To keep taking the bull by the horns.” The album certainly

has a distinct sound. The title track has a steely demeanor while the ominous drama of ‘Black Blizzard’ echoes both John Carpenter, as well as Bernard Fevre’s beautiful and icy ‘synthscapes’. Elsewhere on the album, the contagious and gleeful ‘You And Him’ marries buzzing rock with an electronic undertow, The show starts at 8pm and John will be supported by Holly Macve. Tickets for the show cost £25.50 or £24. There is a £2 per order charge. Additional postage charges (50p standard or £1.50 recorded delivery) apply. Call 01273 709709 or visit www.brightondome.org.

Danish stand-up finds the perfect comedy language Phil Hewitt @BrightonIndy It’s pretty impressive to make people laugh when English isn’t your first language. But it all comes naturally enough to Danish-born Sofie Hagen, winner of this year’s Foster’s Edinburgh Comedy Award Best Newcomer. After conquering Edinburgh, she now brings her show Bubblewrap to the Brighton Comedy Festival for a date at the Dome Studio on Wednesday, October 21. “In Denmark we speak English from three years old. I was better at speaking English at the age of five than I was speaking Danish. I watched a lot of sitcoms, and you just pick up the language. I was also watching a lot of English stand-up comedians so English just came easily.” Besides, as far as Sofie is concerned, English is just the perfect comedy

language: “You have got so many more words. You have got four times as many words as we have got in Denmark. It’s much easier to find the right word, the right tone, the right volume. Danish is a very clumsy language. It has got more difficult sounds, and you have got to use more words to make your final point. “In Denmark the humour is darker, but actually I have gigged in 16 different countries, and in every single country, they have always said ‘Oh, you have really nailed the Swedish humour or the Latvian humour or whatever.’ Humour is universal. It is pretty much the same wherever you go.” Revered in her home country, Sofie was chosen to perform at the prestigious 1,700-pluscapacity Royal Opera House for the Danish Comedy Gala in 2012 as one of The New Hopes of Comedy. Shortly afterwards she moved to London and the

nominations and awards have since been flooding in.

Humour is universal. It is pretty much the same wherever you go” Having starred in various television and radio programmes in her native Denmark, in the UK she has appeared on BBC2’s Alan Davies: Apres Ski, as well as guest slots on Lols Lounge (BBC Radio 1) and The Verb (BBC Radio 4). She has also performed internationally at festivals from Altitude in Austria to the Geel Comedy Festival in the Netherlands. “I have been in London for about three years. It’s just it’s a bigger circuit. You can gig twice in one day in London. In Denmark you would gig twice a week.” And so yes, she’s feeling very much at home: “I have even started getting angry

at people walking slowly in front of me!” The fact she’s not using her mother tongue has got pros and cons, Sofie says: “I think people have to listen a little bit harder to me because of my clumsy English and that maybe makes people more aware of what I am saying. The downside is that I am not as quick as most comedians. I think in Danish and then I have to translate, so if someone says something to me, I can’t hit back quickly with something really clever. I have to think about it first. I can’t come back straightaway with something cool and win the discussion!” In her debut hour, Bubblewrap, Sofie discusses mental health, body image, fighting the system, a shower cabinet, a psychiatric ward... and Westlife. What is it like to have a winner’s mentality but not a winner’s confidence, she asks… to be an insecure but arrogant teenager, living in

Songwriter’s solo career takes off Irishman Ciaran Lavery is delighted at the way he’s taking to life as a solo artist after seven years with a band. On the back of a debut solo album, Ciaran, a native of Aghagallon in County Antrim, plays The Hope and Ruin, Brighton, on Thursday, October 22 (8pm). “I have been doing the solo thing for the last couple of years, and now in this last year it has really taken off. I was playing in, like, an alternative country band (Captain Kennedy). I denied the fact it was country for a long time! But we were playing that kind of thing. It was bass and fiddles, all kind of Creedence Clearwater inspired…and I was doing that for about seven years, and that was the starting point for me really. “In the band we never really thought about taking it any further. We just did shows and we played music. We never really thought about making a career out of it. I was working at the time. I was just out of university. I was doing that some of the time and I worked in a bar and then I was working in

a leisure centre. “And then it almost happened accidentally that the band fell away. I had a lot of songs that were already leaning towards that one-manand-a-guitar set-up. Most of what I wrote I would demo to the band in that way, and I was sitting with quite a lot of material at the time the band was falling away. “I suppose I just had to get something out of my system, which was to do those songs and to release them and see if I could do

that without having to rely on six other people around me.” People are starting to take notice. The song ‘Shame’ has had over nine million plays on Spotify while Left for America, from last year’s EP, Kosher, is at around six million and climbing. Admission for Ciaran’s Brighton show is £6.50. Octavia vRS: ŠKODA’S sporting flagship gains 4X4 option and sat-nav as standard ■ New

4x4 option added to Octavia vRS range - fitted with six-speed DSG as standard ■ Perfect combination of power, performance and practicality ■ Octavia vRS 4x4 models start from £27,315 OTR. Available to order now. ■ Amundsen sat-nav added to standard specification on all Octavia vRS models ■ 30,000 examples of the Octavia vRS sold in the UK since 2001

Milton Keynes, 2 October: ŠKODA is continuing the expansion of its sporting flagship Octavia vRS lineup with a specification boost and the introduction of a new 4x4 transmission option. Following hot in the tracks of the new vRS 230, the fastest production

ŠKODA Octavia ever, the updated range hits showrooms later this year. Prices for the Octavia vRS 4x4 start from £27,315 OTR (£28,515 OTR for the Estate). Offered with the 2.0 TDI 184PS diesel engine, the vRS’ four-wheel

drive system is coupled to a sixspeed direct-shift gearbox (DSG) as standard, which delivers a smooth and strong acceleration in all road conditions. The Octavia’s 4x4 system constantly monitors traction at each wheel and can direct power to whichever axle requires it. The Octavia vRS 4x4 models can sprint from zero to 62mph in just 7.6 seconds and have a broad and flexible midrange – made possible by the engine’s high torque output of 380Nm, available between 1,750-3,250 rpm. From 1 November, prices for the Octavia vRS range start from £24,230 OTR for the Hatch and £25,430 OTR for the Estate, an increase of £400, however, buyers will get the Amundsen satellite navigation system as

standard (previously £755), offering a customer saving of £355. With a capacitive touchscreen display and SD card slot, this feature-packed unit joins a specification list that already includes 18inch Gemini anthracite alloy wheels, bi-xenon headlights, sports suspension and dualzone climate control with humidity sensor. More than 30,000 Octavia vRS models have been sold in the UK since its introduction in 2001. Its unique combination of performance, value and unrivalled levels of space has made it a popular choice with UK buyers. Engineering highlights in the vRS range include multi-link suspension and electronic differential lock XDS+ for dynamic cornering, progressive steering and numerous assistance systems for enhanced safety and comfort. The vRS also features a striking design package that includes unique vRS bumpers, spoiler and interior.
