Labour proposes 67% council tax rise Hope for artists’ quarter - for the city’s poorest households Greg Hadfield @BrightonIndy Last year, Labour pushed through a 76% council tax increase for the 16,000 poorest households in Brighton and Hove - while arguing the rest of us could not afford more than 1.9%. Yesterday, it emerged the minority Labour administration wants this year to restrict the increase - for the poorest families - to only 67%. That’s just weeks after Councillor Warren Morgan, the Labour council leader, announced - without discussion, publicly or with Labour Party members that council tax will increase by only 1.9% (for those of us above the breadline), for the next four years. (Last night, unfortunately, the consultation page on the council website led to an error page.) Cuts in government funding are blamed for changes to the Council Tax Reduction (CTR) scheme.

The CTR scheme is set to cost £17 million next year, but government funding covers only £13.4 million - leaving a shortfall of £3.6 million. Cllr Morgan - with Cllr Gill Mitchell, Labour’s deputy leader - represents East Brighton, which has the biggest number of CTR recipients (more than 1,600 households, most of them in Council Tax bands A and B, the two lowest bands). Proposed changes include putting up the minimum council tax contribution for low-income families from 15% to 25% (but limit that for those that are already in receipt to £3.50 extra per week as a result of that change). They also propose removing the Family Premium from the calculation of council-tax reduction for new claims and changes of circumstances, which will mean some families that receive CTR will contribute more. Cllr Les Hamilton, deputy leader for finance, said: “This is a difficult balancing act between helping the most vulnerable pay their council tax and limiting the impact of £3.6 million of government cuts on essential services such as social care. “Reductions in government funding are creating unprecedented financial

pressures on local authorities and it’s right that we look at all the services we run to see if changes should be made. This may lead to some very difficult decisions but this is not a situation we can ignore.” Cllr Ollie Sykes, the Green party spokesperson on finance, said: “We’re very disappointed with these proposals, which will be a devastating attack on the poorest people in our city. The council tax demands on many low-income families will rocket with new council tax bills increased by as much as 67%. “While we appreciate that the problem stems from the relentless funding cuts by the Conservative government, by passing this burden on to the poorest people in our city, the Labour administration is turning a blind eye to the people who need help most. ‘‘For a Labour administration that set up a Fairness Commission only to propose something weeks later that is so unfair is utterly uncaring. ‘‘This is textbook short-sighted decision-making, storing up more problems for the future. “The Greens would focus our fight against cuts on the government rather than punishing our poorest residents.’’

Businesses in Madeira Drive - threatened by work to repair The Arches - have been given a lifeline. Thanks to Paula Murray, assistant chief executive of Brighton and Hove City Council, and Councillor Tom Druitt, chair of Brighton and Hove Green Party. Businesses that faced eviction last week are hoping they can move into three Portakabin buildings, due to be installed into parking spaces that will be moved elsewhere. The idea - which arose out of last-minute discsussions - may go ahead after a visit to the site on Wednesday by Toni Manuel, the council’s seafront development manager. Cllr Druitt said: “This could be great news for small, local businesses that faced eviction - and for those who may come back as soon as everything is sorted. It’s a solution for at least the next year.”

T I F O NIGHT Simon Roberts, an internationally-renowned photographer from Brighton, travelled the country in a three-year quest, photographing Britain’s remaining piers. The series was made into an acclaimed photobook, Pierdom, and some of the photographs have been displayed at a London commercial gallery, and in several pier towns. But now the entire collection will go on display in Brighton Museum and Art Gallery - the first time they have been brought together in one public exhibition. Mr Roberts said: “I’m delighted that the whole exhibition of prints will be displayed together for the first time in my home town of Brighton, arguably the home of the pleasure pier.” To view the exhibition, Pierdom: Photographs of Britain’s Piers, visit Brighton Museum and Art Gallery from October 3 to February 21.

Pavillion opening Rugby world cup winner Will Greenwood attended the formal opening of the University of Brighton’s new £2 million sports pavilion at the Falmer campus, along with junior rugby teams from Shoreham, Lewes, and Brighton and Hove. The Webb Ellis Cup, lifted by England in 2003, was also on hand at Tuesday’s event, as part of its tour around the country before the world cup kicks off on September 18. The University of Brighton is hosting two rugby world cup teams ahead of the tournament - the Samoan team at Falmer, and the South African team at the Eastbourne campus. Professor Julian Crampton, the university’s vice-chancellor, said: “We are delighted to be hosting two of the world cup teams and we were honoured to display the Webb Ellis Cup. And we are very proud of our new pavilion – it joins our expanding portfolio of first-class sporting facilities.”

This year’s Brighton Pride raised £100,000 for good causes. Organisers announced the figure this week, and said £90,000 would go to The Rainbow Fund, which hands out cash to local LGBT charities, and a further £10,000 will be donated to the new Community Impact Fund.

The Starr Wars Challenge will see 12 teams battle it out with wall climbing, archery, running, and canoeing. Spectators can enjoy face painting, a BBQ, and raffle. The event, at Adur Outdoor Activities Centre on September 13, is sponsored by Brighton and Hove Buses, and raises money for the Starr Trust.

Ableandwilling, a Hove business employing people with disabilities, has agreed a £70,000-a-year deal to supply the council’s refuse, recycling, and parks staff with all their protective work clothes. The company is a living wage employer where 90% of its 30 staff have a disability.

Willmott Dixon handed £12 million contract to build care apartments for over 55s

Meet your mentor with SheSays A networking group for women in the digital and creative sectors will run a mentoring event as part of the Brighton Digital Festival. SheSays Brighton will hold its Meet Your Mentor session on Saturday, September 26, at The Brighthelm Centre. Rifa Thorpe-Tracey, SheSays Brighton organiser, said: “We see great desire for mentoring locally, especially our members seeking experienced women in senior business roles. So this is a great, informal way to connect people together. “I can’t guarantee you’ll meet “the one” – but let’s have fun trying! Willmott Dixon has been appointed by Brighton and Hove City Council for a £12 million contract to build 44 extra care apartments for people over 55. The company was chosen through Scape Group’s Major Works framework to deliver the Brooke Mead Extra Care Housing development in Albion Street, Brighton. The scheme is on the site of a former council owned sheltered housing scheme which will be demolished to make way for apartments primarily targeted at people with low to moderate dementia. It will include new communal spaces, landscaping, cycle and scooter parking for residents, as well as community facilities

such as meeting rooms and a café. David Issott, Willmott Dixon’s managing director for residential construction in the southern counties, said: “We already have a presence in Brighton where our interiors company is delivering a £20 million upgrade to the university’s Cockcroft building. “We are delighted to add to this with our residential capabilities to create new modern homes for local people who want to live independently while also having access to facilities for care and assistance when needed. This will be a high quality extra care scheme that offers older people a dignified environment which enhances their quality of life when complete in 2017.”
