Knowledge, networking and emerging technology All personnel from the emergency services and partner agencies are invited to The Emergency Services Show 2019, which returns to Hall 5 at the NEC from 18-19 September. Highlights of the event include over 450 leading exhibitors showcasing their latest solutions, 80+ free CPD-accredited seminar sessions over four theatres and a new feature dedicated to the use of drones by the sector. With new exhibitors, new seminar theatres and a new Public Sector Commercial Hub facilitated by the Home Office, this year’s event is one not to be missed. The seminar sessions, which all visitors to the show are welcome to attend free of charge, are focused into four theatres – IT Theatre, sponsored by Excelerate; Emerging Technologies Theatre, co-sponsored MSA, Zebra Technologies and Westbase Technology; Lessons Learnt Theatre, sponsored by UCLan; and the Health & Wellbeing Theatre.
IT Theatre, sponsored by Excelerate Sessions will include how cloud is pushing operational efficiency on the frontline and how 5G could improve operational response. The programme will also take a look at minimising data costs and how the public’s use of technology will change how they interact with the 999 service in the future. There will also be updates on the Emergency Services Network from the Home Office and The Police ICT Company will also be speaking.
There will be further sessions from the Institution of Fire Engineers, the Road Rescue Recovery Association plus the Katie Piper Foundation and National Fire Chiefs’ Council.

Leading suppliers This year’s show offers a unique opportunity for all emergency responders and anyone engaged in protecting public safety to discover, learn and collaborate. The exhibition features over 450 exhibitors, including leading suppliers of vehicles and fleet, communications, technology, medical and fire fighting equipment, search and rescue, extrication, water rescue, first response, protective clothing and uniforms, public safety, training and station facilities. I’m delighted to welcome all companies to the event – some big names in the sector are exhibiting for the first time and, having seen some of the stand designs, I know visitors are in for a real treat.
Collaboration Emerging Technologies Theatre, sponsored by MSA, Zebra Technologies and Westbase Technology This new seminar theatre will explore how Artificial Intelligence (AI) and machine learning could be used to improve emergency response. It will focus on the training benefits of Virtual Reality (VR) and Augmented Reality (AR) technologies and look at emerging vehicle technologies, including electric vehicles and connected cars. The multi-agency (JESIP) benefits of training in a simulated immersive environment will be discussed in a session looking at Coventry University’s Simulation Centre, while London Fire Brigade will explain how it is implementing zero emission solutions for its fleet. Other seminars will examine how the future of vehicle communications can positively impact emergency service operations.
Health & Wellbeing Seminar Theatre British Red Cross will give an update on its Resilient Responders Programme, while the Police Federation of England and Wales will talk about the findings of the first-ever survey looking at how the menopause affects police officers and staff in the workplace, and how the findings can be used to facilitate better support and inform future policy and guidance. In a packed programme, further highlights include: Oscar Kilo will be updating visitors on its National Police Wellbeing Service and talking about the ‘wellbeing van’ it is bringing to the Show; Jules Lockett from the London Ambulance Service NHS Trust will discuss staff resilience in ‘Not Just A Voice’; and Police Care UK will share the findings of a national police survey, which found that one in five police are suffering with a form of PTSD yet 83 per cent don’t even know it. This session will talk about the practical steps that police can take now to improve their trauma resilience and training.

Drone Seminar
The Lessons Learnt seminars are always a very popular educational aspect of The Emergency Services Show. Following last year’s standing room only presentation on the Thai Cave Rescue, sessions this year will feature case studies of major incidents, including the Salisbury nerve agent incident, the Ocado warehouse fire in Hampshire and the recent wildfires on Winter Hill in Lancashire. Experts from across the emergency services community will detail findings from current research to enable best practice in prevention and collaboration. The Scottish Violence Reduction Unit, for example, will explain how Scotland has been so successful in dealing with knife crime. Another session, entitled ‘Murder is Everyone’s Business’ will cover the criminal investigation into a gang-related murder, where multi-agency collaboration led to many successful convictions.
This year the show has an exciting new addition – The SkyBound Rescuer Drone Seminar and a SkyBound Rescuer Drone Zone – to encourage drone development for emergency services through research and discussion, proudly sponsored by SOARIZON® by Thales. The popular College of Paramedics free CPD workshops are once again open to all emergency responders and the West Midlands Fire Service will be hosting an expanded programme of its extrication, first aid and trauma challenges, which aim to develop proficiency levels in all areas of Road Traffic Collision Rescue.
Public Sector Commercial Hub Another new addition for 2019 is the Public Sector Commercial Hub, facilitated by the Home Office, which can be found within the Collaboration Zone. This dedicated space will feature speakers from across the public sector delivering seminars to educate the emergency services supplier base on how the public sector buys and on some future changes to the commercial landscape. I’m delighted to bring this new feature to the show and further details will be available in the next issue of the magazine. Dinas Medical introduces Tamlans Ambulance to the UK Emergency Services Times interviews David Cooper, CEO of Dinas Medical Consultants, about the introduction of the new modular 4x4 Tamlans ambulance to the UK market, the Carter Report and innovations in ambulance design. Emergency Services Times (EST): Can you introduce us to Dinas Medical Consultants? David Cooper (DC): Claire Cooper and I founded Dinas Medical Consultants in 2018. We operate in two areas: our core business is the design and sale of ambulances; and we also run an education and training division, covering first aid and first response emergency care. We also provide volunteer emergency medical response for motorsports events. Our current mission is to provide quality 4x4 modular ambulances for the UK and Ireland. Longer term, we are also looking at further development in the Middle East, Australia, New Zealand and Africa, as the product we offer is universal to both urban and rural settings, covering all environments. EST: What did you do before founding Dinas Medical Consultants? DC: I have over 11 years’ experience in vehicle design and procurement, as well as 23 years in the NHS as a paramedic in the Welsh Ambulance Service. I led their vehicle design team from 2008 to 2015 and headed up vehicle procurement in 2012, deputising for the national fleet manager. In total I have 31 years’ experience in training and education. EST: What can you tell us about the Tamlans ambulance? DC: Tamlans has a unique product: a bespoke design 4x4 ambulance weighing under 3.5-tonnes and offering a capacity of just under a tonne, which is very similar to the 4.2/5-tonne vehicle payload. The vehicle is a full Type B ambulance, built from the chassis up and giving the benefit of advanced handling and ride comfort both on and off road. The vehicle has the largest payload capacity within the 3.5-tonne class. EST: Why have Dinas Medical and Tamlans come together now? DC: We believe that the market in the UK is changing. Being modular and lightweight, the Tamlans 4x4 multifunctional ambulance is ideal for meeting the requirements of the Carter Report, both in terms of best quality and service, as well as price and long-term operating costs. EST: What are you offering UK ambulance services? DC: The Tamlans ambulance is an aerodynamic and lightweight vehicle. Its reduced size and weight increase fuel efficiency and reduce emissions as well as reducing parts wear for lower running costs. The robust vehicle is
equally suitable for use in urban and rural environments, while its stable ride and assured road holding offer greater patient and paramedic comfort. In addition to our vehicle design and supply business, we also offer countrywide service and maintenance coverage 24/7, 365 via our service partners, covering the UK, Ireland and the Channel Islands.
“Being modular and lightweight, the Tamlans 4x4 multi-functional ambulance is ideal for meeting the requirements of the Carter Report.” EST: You mentioned the Carter Report, how do these vehicles tie in with latest trends, including the National Ambulance Vehicle Specification? DC: The Carter Report has called for a reduction in ambulance weights to 4.2-tonnes, whether van or box vehicles. These are typically based on Fiat vans or chassis. We can provide a 3.5-tonne vehicle with almost a tonne payload capacity for equipment and personnel. The Tamlans lightweight modular body design can also be transferred to a new chassis for longer operating life and lower total cost of ownership. The base vehicle can be a VW Amarok or Nissan Navara and we are currently working on a Mercedes option. The innovative lightweight ambulance body, combined with a state-of-the art Amarok-based chassis system enables full on and off-road performance without compromising on patient or crew comfort. It has almost the same storage capacity as a 5-tonne ambulance for equipment, which weighs 100kg less. The 3.5-tonne vehicle provides environmental benefits, including reduced air pollution from lower CO2 emissions. A 5-tonne ambulance typically consumes an average of 14.0-litres of diesel fuel per 100km, whereas our 3.5-tonne vehicle use dramatically less, at 7.5-litres
per 100km. Fuel consumption alone offers significant cost savings, while the reduced weight and aerodynamic drag lower wear on parts, particularly the suspension. Lower aerodynamic drag also plays a further part in reducing fuel consumption and emissions. Fitting solar technology to power and recharge electrical systems further increases energy efficiency, reduces emissions and lowers costs, as well as reducing vehicle down time and maintenance costs. The low weight means the vehicle can be driven with a standard Type B driving licence, meaning there is no need to obtain a C1 licence, yielding a cost saving for NHS and volunteer services alike. EST: How can the vehicles be customised? DC: The modular concept is suitable for a wide range of ambulance vehicles, including rescue fire vehicles, swift water response, RTC rapid deployment vehicles and command and control service vehicles. They are also suitable for use as an equipment and/or personnel carrier, as police vehicles, civil defence and military ambulances. We also offer integrated communications equipment for all ranges, serving the needs of NHS, fire and rescue, police, volunteer organisations and military civil defence. EST: Who needs 4x4 ambulances and why? DC: The Tamlans 4x4 ambulance is ideal for use in urban and off-road environments, but its off-road capabilities make it especially suitable for mountain rescue, military and coastguard applications. It is a rugged and resilient multi-purpose vehicle capable of operating off road, in soft ground, in adverse weather conditions and in difficult-to-access areas. EST: Dinas Medical Tamlans are exhibiting at The Emergency Services Show in September. Will you be launching the vehicle there? DC: The demonstration vehicle for the UK market is currently in build. At the show we will introduce the concept with a vehicle model, 3D drawings and a display of product variants. We will have our first demonstration vehicle for people to use and see in late 2019/early 2020. We are looking to work closely with NHS colleagues to enhance the interior design ergonomics to make an enhanced working environment for staff and better patient experience.

Safe+Sound pods to deliver prevention strategy in Staffordshire Staffordshire Fire and Rescue Service (SFRS) is introducing new Safe+Sound pods to help deliver the service’s prevention strategy. This fantastic and innovative technology will be displayed at this year’s Emergency Services Show, at the NEC, in Birmingham, to demonstrate the interactive capabilities and advances in community education. Visitors to the exhibition will have the opportunity to see what benefits SFRS’s Safe+Sound pods have to offer and the potential they have to help any fire and rescue service deliver engaging education and safety advice in a targeted interactive way. These mobile pods provide an immersive learning environment to teach various topics, including fire safety in the home, road safety, water safety, emotional wellbeing and CPR, among others. The use of the pods adds an interactive element to Safe+Sound events, which will help maximise learning outcomes. The first interactive programme within the pod educates children on fire hazards in the home. Young people use the touch technology projected on to the walls of the pod to make their way through the life-like home, identifying hazards and learning what to do in case of an emergency. More than 3000 children attended Safe+Sound events throughout the county in April, May and June 2019; and plans to deliver the project across the county to Year 5 and 6 pupils in Academic Year 2019/20 are already in place. One of the greatest testimonials about the Safe+Sound project came when a Year 5 girl, who learned CPR during her visit to Safe+Sound, later had to use it in a real situation – her school said ‘She really was a brave young girl and I thought your team would like to know that the Safe+Sound project does have an impact on children.’

Having a positive impact Another example of Safe+Sound having a positive impact is that of a young person whose support worker recommended he attend Safe+Sound with his parents as he was struggling to understand the dangers that he was putting himself and others in. Dad took him along and both Mum and Dad were really pleased with the activities that were undertaken at the fire station and commented that he really enjoyed the morning. Mum even highlighted in his Educational Health Care Plan application form that he had benefitted from the direct work that the fire and rescue service and partners were able to give him, stating that he responds well to such activities, even though he struggles in group situations at school. He is now being supported by the Prevent team

“The use of the pods adds an interactive element to Safe+Sound events, which will help maximise learning outcomes.” In academic year 18/19, SFRS has delivered Safe+Sound to more than 10,000 children across the county and has also held a number of workshops and activities for over 60s and other community members. Other partners will also be utilising the technology in the pods, and work is ongoing with partners such as the police, Canal & River Trust, RNLI and Staffordshire Safer Roads Partnership to develop more content that can be delivered in this innovative way. Each pod folds away to make transportation easier and there are two different sizes to accommodate either a large or a small audience. £1.1m of funding for the
pods, vehicles and running costs was received from the Home Office Transformation Grant; this includes funding for the updating, refresh and maintenance of the products. Staffing for the delivery of Safe+Sound is provided from the service’s budget and is not included in the above cost; SFRS volunteers also provide an invaluable service in delivering some of the activities.
Leading the way Helen Wood, Head of Safe+Sound, said, “These pods are a fantastic way to deliver on what we as a service have promised in our IRMP and to our communities. SFRS is committed to incident prevention and this resource allows us to lead the way in educating young people on fire and road safety. “The Safe+Sound project as a whole goes a long way to strengthening our relationships with partners like DHL and St John Ambulance. Together, with the use of the pods, we can utilise this technology and move toward our target to make Staffordshire the safest place to be. “We are happy to support other services who are contemplating using these types of pods to deliver their own safety messages and fulfilling their service’s priorities.”

Road safety campaign warns drivers ‘It’s not worth the risk’ Road users in Oxfordshire have been targeted in an innovative marketing and media relations road safety campaign, launched by Oxfordshire County Council Fire and Rescue Service. The campaign – including a staged ‘car cut’, case studies, attention grabbing video and digital advertising – is designed to highlight four factors that contribute to over 90% of road traffic collisions across the county. visual point-of-view experience made fascinating, memorable media.
Knowing your audience
Entitled ‘It’s Not Worth the Risk’, the initiative raises awareness of the fatal four, promoting straightforward steps to reduce risk of death or injury; part of a ‘thriving communities’ drive to help people live safe and live healthy lives.
‘Mental map’ Andy Ford, Oxfordshire County Council Fire and Rescue Service’s Road Safety Manager not only managed the roadshow logistics, he also became a case study, sharing haunting memories experienced after attending a serious road crash. This was Andy’s ‘mental map’. Interviewed by TV, Andy explained, “The fatal four all played their part on that terrible day. “The driver had been speeding and was found to have been under the influence of alcohol. It’s probable they were distracted approaching a bend in the road. They and all but one of their passengers were thrown out of the vehicle or around inside it, because they weren’t wearing their seatbelts.” Andy then hammered-home the safety message, saying, “‘It’ll never happen to me’. That’s complacency. But it only takes a second for a collision to happen, and you can’t step back in time afterwards; putting on your seatbelt, reducing your speed, saying ‘no’ to that extra drink, or delaying the important phone-call. Too late.”
Keeping it newsworthy The media relations challenge was keeping the campaign newsworthy over a period, so that as many people as possible would get the ‘It’s not worth the risk’ message. This was achieved by inviting journalists to actively participate in rescue stunts, such as ‘car cuts’, and by providing impactful case studies. Reporters were invited to volunteer to sit in a car involved in a crash simulation. Firefighters then cut off the vehicle’s roof to release them. The ‘carrot’ – to take part in the exercise – stimulated media interest. The

Research shows that to change behaviour you need to use positive imagery and messaging; images of crashes don’t work anymore. Oxfordshire’s communications team surveyed key target audiences, including young adults and asked them what would make them stop and look at a post. The response: an image of a crash, rather than of a person. Based on this feedback, the communications team ran a series of adverts, using images of people and of crashed vehicles, on Facebook, Instagram, Snapchat and Google ads. The post with a photo of a crashed vehicle outperformed the people images, showing that ‘click bait’ images help engage people with the messages; stimulating ‘click throughs’ to the website for further tips and advice. The use of strong imagery with a mixture of key facts, questions and solutions-stylemessaging performed well on all platforms, as did targeting younger drivers through Instagram and Snapchat. The six-week campaign was highly successful, with nearly 20 pieces of positive media coverage, over 23,000 URL click throughs, over 10,000 engagements, over 40,000 video views, a reach of 333,912 and over two million impressions on digital platforms. It used a combination of literature, adverts, social media and press releases to funnel people to a single website – www.365alive.co.uk/fatalfour. This hosted key safety messages and advice.
Cross team approach Andy Ford, Oxfordshire County Council Fire and Rescue Service’s Road Safety Manager, said, “Creative thinking and close collaboration with the county council’s communications team were key factors in the success of this campaign. “We knew young drivers were particularly susceptible to the fatal four. But we didn’t want to preach. We wanted to understand our audience, discover what would motivate them to engage with our messages, what channels to use to reach them, and how to influence their behaviour.

“Graphic images alone don’t change young people’s attitudes. But our research showed such imagery did grab their attention. The supporting fatal four messages were then used to influence behaviour.
“The use of strong imagery with a mixture of key facts, questions and solutions-stylemessaging performed well on all platforms.” “The high-impact imagery, lasting psychological impact of a crash told through my personal experience; and the active participation of journalists to convey safety messages packaged in rescue scenarios. These all helped us exceed our communication targets and spread the word.” Andy continued, “We adapted and developed key themes used by Thames Valley Police and other fire services. Road safety has become a priority due to the plateau in collisions, deaths and injuries over the past decade. “The resulting multi-themed posters, banners, leaflets and stickers vividly convey fatal four messaging; meaning they can be reused throughout the campaign calendar, to save money, and stretch resources; allowing us to reach more drivers and make them safer with the all-important message… ‘It’s not worth the risk’.”

We are an unusual combination of inventor, developer, integrator, maintainer and network operator, and we work across every sector, matching the technology to the end-user application. Over the past 12-18 months there has been a bigger focus in our business across applications, products and solutions that are all about connecting the responder, and that will be reflected on our stand at The Emergency Services Show this year.

We are now working on various projects to integrate this into smart ambulances and fire appliances, and the feedback to date is very positive. This is game-changing technology.

With the increasing number and variety of smart devices being used by the emergency services, connectivity needs to be guaranteed to everyone and not just command and control vehicles. We can help customers to fully understand the data mix and prioritise to achieve robust and affordable systems. The Connex Hub is an example of a solution that is fully scalable to end-user needs. It enables lots of devices to connect through one simple interface. The Portable Hub, which will also be on our stand, is a portable version of this and was developed as part of Mid and West Wales Fire and Rescue Service’s strategy to improve connectivity for responders in rural locations. Essentially it is a little box, which can be taken to the middle of a rural location to instantly provide WiFi access. Visitors will also be able to see ExCell, an antenna system originally developed for our marine division to enhance 4G connectivity, particularly where signal is patchy. This is a prime example of where Excelerate is able to draw upon its expertise in other sectors and bring that collaborative approach to solution building. The UAV Streamer (which will also be on our stand) is a significant development this year. UAVs play a vital role in supporting the emergency services with situational awareness but securely streaming footage beyond the pilot can be a challenge. Thanks to our investment in satellite communications we are able to host services such as video and stream any video footage, including that captured by UAVs. Entire teams can just ‘plug in and play’. Once set up, the solution enables live footage to be streamed over public or private networks securely via our ExStream Video Application, which is provided via Excelerate’s data centres that areISO 27001 and national critical infrastructure approved (UK only).
Sharing best practice and challenging our thinking around digital transformation Although we are a commercial business, when we are at The Emergency Services Show we very much feel part of the emergency services community. Ford Ranger Demonstration Vehicle Launched at The Emergency Services Show 2018, this 4x4 connected vehicle has since undergone 12 months of extensive trials. UAV Streamer During a complex and evolving incident, real-time footage isn’t always accessible beyond the pilot. The future of resilient communications in the emergency services The emergency services are evolving at a fast pace but operating in ever-more challenging environments. Take a look at the various types of incidents of the last couple of years, for example: wild fires, mountain rescues, floods and terrorist attacks. Communications at these incidents is critical but the working conditions are often remote, where no infrastructure exists or in areas with increased demand on terrestrial networks leading to congestion. In addition, interoperability can be challenging when not supported with the right solutions.
In response, we are constantly evolving our network services. Satellite capability is one of the areas we are most excited about as a business, and a key part of our vision for the future. It is moving so rapidly; there are so many advances being made that will support the emergency services sector and beyond. We are already seeing different satellite constellations come into play that offer higher speeds and better coverage and that in turn will make zero-gap connectivity technology more mainstream and more affordable. The introduction of the Emergency Services Network (ESN) is also going to play a really big part in critical communications. Our role is to enable organisations to operate with business continuity that is complementary to the resilience offered by ESN, so they work in parallel. We advise our customers to focus on getting a really good understanding of what they want to achieve, not getting hung up on the technology itself. Is saving a life enough? In the emergency services, more than most jobs, we all hope our work will make a positive difference. At times, our actions (or inactions) might literally determine whether someone lives or dies. But is saving a life enough? If not, what should the aim be, and how does that match current practice? Words: David Wales CMICS, International Research Lead, National Fire Chiefs Council & Founder, SharedAim & Kristina Stiles, Head of Clinical Services, The Katie Piper Foundation. After researching the pre-hospital experience of burn survivors, we reached the conclusion that saving a life is not enough. Quality of life matters and aiming to return someone to pre-incident condition (physically and emotionally) should be the aspiration for all of us. Continual advances in medical knowledge and practice mean for many survivors this is an increasingly achievable aim. While this was recognised by some of the agencies involved, it was not a common purpose throughout the casualty journey, and any system is only as good as its weakest part. This and other variations between the emergency services mean the survivor experiences a ‘sum of the parts’ model rather than a coherent system optimised by design. This has avoidable and life-changing consequences for survivors.
“Assessing how a service is delivered is not the same as appreciating how it is received.” This insight underpinned the proposals in our report, Saving Lives Is Not Enough (SLINE). In it we set out 10 recommendations for improving the pre-hospital care, experience and outcomes for burn and scald survivors. Many of these relate to fire and rescue service activity (current and potential) but are also of direct relevance and benefit to those who provide subsequent medical care. In the report, we also make two strategic recommendations within a ‘Lessons Learned’ section, which is the focus for this article.
An explanation may be found in the limitations of the service planning processes. One of the most striking findings is that there is not a single owner or body accountable for the entire survivor experience. In fact, there was no evidence that any agency had a full and knowledgeable understanding of the end-to-end journey. Instead each saw it from their own perspective and point of involvement. While all agencies are professional and clearly dedicated, this left the process vulnerable to inconsistencies, assumptions and different priorities, many examples of which were found. There appeared to be an absence of a formal and rigorous planning process, and investment in this is, in our view, an urgent priority.
Pre-hospital phase
Evidence-based approach
The primary interest of our research was to look at the pre-hospital phase of a burn survivor’s experience. The key priority seems to be removing survivors from the scene to a place of care as quickly as possible. However, a burn is an active injury and will worsen until cooling takes place, with 20 minutes of water cooling as soon as possible being the recommended approach. This is particularly effective within the first three hours and yet we found that this window of opportunity is often missed, exposing the survivor to the risk of a significantly worse injury and outcome. As most burn injuries occur in the home, it is not for lack of water, so why does this happen?
For our research we put the end-to-end survivor experience on a timeline and used an evidence-based approach to look at various factors, which would influence their journey and outcome. This simple change quickly provided important insights, which informed our recommendations. Initially the focus was on looking in detail at the role and actions of the fire and rescue service, from the 999 call onwards. The insights from this process form the majority of the recommendations in our report. These include proposals to improve scene-based activity through reducing the survivor’s exposure to harm and by enhancing care at the incident. Others are also designed to undertake actions that will assist those that provide care at a later stage, eg the communicating mechanism of injury information from the scene to a hospital or burns unit.
Medical care In terms of medical care, our focus was to consider the generic experience and interventions rather than evaluate the efficacy of specific clinical interventions and practice. However, in SLINE, we emphasise that survivor needs

extend beyond the clinical and include a range of other factors, which will be very much dictated by their individual and their personal circumstances. The need to see the person first and not just focus on the specific incident or injury is important. It is also unhelpful and untrue to assume that minor injuries or incidents have minor consequences. The eventual scale and scope of the impact is not necessarily predicted by the scale of an incident. One notable example being that for the young and old, even minor burn injuries can be fatal, which is not fully reflected in operational practice. However, loss of full dexterity in one hand can prove life changing through inability to resume previous employment and day-to-day activity, while visible scars can lead to loss of confidence and having to deal with how others respond.
“We need to ensure that from the very start, every decision and action gives the survivor the best achievable quality of life outcome, by design.” Another important distinction is to acknowledge we chose our career and in doing so are guided by policies and technical procedures. This can make it difficult to truly understand an incident through the eyes of those affected. They did not choose to experience the incident, are often unfamiliar with the process and fearful of its immediate and longer-term impact. Inevitably, few of us will ever know how the incident affected the person months or years later

Assessing how a service is delivered is not the same as appreciating how it is received. The latter is much more driven by emotions, a realisation that many commercial companies have made and why customer experience is now seen as a priority as much as offering good services or products. By emphasising emotional literacy, it may also highlight the need to be more coordinated in terms of managing mental health risks for those directly involved or who have witnessed distressing events. The very real damage mental illness can do to emergency services staff has become increasingly understood. We must offer the same recognition to the public – often this can be as simple as signposting them to understand how they will react and how to access support if required.
“The quality of the outcome must be worth the pain of survival.” All the emergency services are encouragingly committed to being evidence-based. This simple statement disguises the complexity of agreeing what evidence is and how to apply it. Within organisations and individuals there is significant variation in evidence maturity, knowledge, experience and the research resource, which can be drawn upon. There are established tools and methodologies for assessing and applying evidence, but the burn survivor does not benefit from a planning process that explicitly and transparently uses these all the way through their experience. The ability to

ensure all parties know facts from assumptions and opinions and are working to a minimum or agreed standard is critical. In a similar way, the lack of a coordinated end-to-end care model impairs the ability to understand how effective the pathway is. In the absence of recording and sharing the appropriate data throughout, it is impossible to be certain about what is working and what isn’t. With different priorities and KPIs it is not possible to realistically understand and assess the effectiveness of current approaches. Without joined up data and planning, services spend their budgets in isolation rather than identifying where the best collective intervention opportunity is. The survivor view of their entire journey must also be captured and given equal weight and consideration as the organisational indicators. For this we need new thinking and tools.
Psychological injury Burns and scalds are expensive to treat, can be very painful to survive and cause long lasting physical damage. However, there is also a need to consider the potential for psychological injury, which will affect not just those who received a burn but may extend to witnesses (passive or active) and those directly impacted through their relationship to the injured party, eg family members. We need to ensure that from the very start, every decision and action gives the survivor the best achievable quality of life outcome, by design. It is recognised that pre-hospital activity often works to challenging timescales and in difficult environments. The immediate focus is often on life preservation and stabilising the survivor and transporting them to a place of care. However, by taking a different approach to planning and being flexible in how services are deployed, it is
possible to use this period to also reduce the longer-term health and other risks and enhance the survivor experience.
More investment If more investment were made in multi-agency and cocreated models of service design, the evidence suggests we could consistently provide a better experience and outcome for many people. Limited budgets may also be better targeted and the direct and indirect costs associated with burn survivors reduced. Conversely, current arrangements are such that we cannot demonstrate we are meeting the basic principle of not exposing survivors to avoidable harm anywhere along their journey. The rise and rise of drones Up and down the country, a quiet revolution is taking place. We stand at the dawn of a new Age of Drones. Within a few years, they will become a ubiquitous frontline resource of the UK’s emergency services. Words: Callum Holland, Customer Success Manager, SOARIZON® by Thales Depending on who you talk to, these inexpensive, versatile aircraft are either a benefit to society or an accident waiting to happen. Or worse. More on that later, but let’s take a moment to review the various types of drone. There are three basic classes. At one end of the scale we have toys: small, light, remote controlled ‘quadcopters’. For £50 you can buy a fast, agile craft, which can stream video to a virtual reality headset (included in the price). If you shop around, you can get a ‘serious’ drone for less than £750. The market leader weighs 1kg, has a 12-megapixel camera, ultra-high definition video, the ability to track and follow people, and can climb up to 16,000ft. For £6500, professional-class drones can fly at speeds of up to 75mph and carry payloads of more than 13kg, operating at distances of up to 5km.
Security issues Do drones present a risk? Theoretically, yes. But they can be blocked from flying into prohibited airspace, such as airports and prison grounds with ‘geofencing’ – a GPS-based system, which stops the drone from flying where it shouldn’t. The leading manufacturer of drones incorporates this feature as standard. What about equipping one with a payload of explosives, as a recent, rather breathless, TV documentary considered recently? Sure. You could do that. But if your goal is to create mayhem and terror it would be easier and cheaper to simply blow up a car, bus, train, shopping centre, or whatever, with a remotely detonated bomb. Why bother with a drone?
Drones on the front line The police have been early adopters of drone technology. Typical applications include major crime scenes, firearms operations, searching for missing persons and monitoring large public events. A high-end drone can be equipped with cameras, which can see things more than 1km away, as well as infrared sensors, thermal imaging systems,

loudspeakers, spotlights, and more – all of the kit, which makes helicopters so useful, but with much less expense. But there is a problem. Competitive pressures, the complexity of our closely regulated airspace, the need for careful risk assessment and mission planning (think days not hours), the tendencies of software developers and manufacturers to develop new systems in isolation, all against a background of evolving international regulations, has created a highly fragmented industry.
“One day we may see drone air ambulances and fast-response police drones.” If we want drone technology to develop in a way that will meet all of the needs of our emergency services safely and quickly, we all need to open our doors and share our knowledge and ideas. We need conversations between manufacturers, software developers, users, legislators, indeed everyone.
Beta user community That’s one of the reasons why Thales announced its SOARIZON® initiative. SOARIZON® builds on the development of a single, trusted platform for end-to-end drone operations, with an open invitation for industry partners, technology providers, SMEs, drone operators and pilots to join us in forming a cross-sector beta user community. Importantly, SOARIZON® is actively recruiting people with drone piloting experience and people who have come from a background where drones are used in real life applications, such as police officers.
Into the future The development and adoption of drones has progressed at a spectacular pace. Enormous strides have been made with connectivity, artificial intelligence, battery technology, computing power, big data analytics, the Internet of Things, and much else besides. And this is just the start. Drones are already being used for crop spraying, why not for fire fighting or locating people in burning buildings? Before long, we will have fully automated autonomous drones, which can carry people. Prototypes, which can carry up to five passengers, are already being tested. Technically, Air Taxis are just around the corner, although it may take a while for legislation to catch up, and to build the infrastructure. But they’re coming. One day we may see drone air ambulances and fastresponse police drones. Research-driven approach As with the emergence of any new technology, gaps in research and understanding can cause mistakes through ill-informed decision-making. Event information This two-day event, part of The Emergency Services Show 2019, has a unique and exciting agenda, all held in

Day 1 – 18 September – The Engagement Day This event aims to bring together the relevant drone thought-leaders in emergency services to shape the future of two key topics: Operational Management Systems and Drone Search Tactics. “This event aims to bring the public safety sector together to share international research and learning to avoid repetition of mistakes, research and misspent resources.” The Drone Search Tactics topic will be facilitated by the Emergency Services Flight Operators team on behalf of the Police National Search Centre. They aim to conduct a literature review of all tactics being applied to drone searches to ultimately formulate a research group that looks to find the optimal drone search tactics for the UK and abroad. If you are invited to attend and contribute, you may subsequently have the opportunity to join said research group, to play a part in shaping the future of drone search performance.

FalTech GPS – Stand M21 For seven years, FalTech GPS has helped to reduce incident response times by providing live GPS signal inside more than 350 fire and police stations throughout the UK and abroad. When inside a fire station, the MDT (mobile data terminal) in most appliances can’t receive a GPS signal due to the blocking effect of the building structure. When the appliance leaves the station, it can sometimes take several minutes to re-acquire a GPS fix. During this crucial time on a callout the appliance transmits incorrect (stale) location data to the command and control centre. A GPS repeater system installed in a fire station ensures that appliances receive a ‘live’ GPS satellite signal while indoors. UK Firefighters Sailing Challenge – Stand S19 United Kingdom Firefighters Sailing Challenge (UKFSC) is an annual sailing regatta and one of the largest firefighter participation sporting events in the UK. It has been running for 16 years and is a ‘blue light’ event – as well as firefighters from all over the UK and beyond, regular participants from police, ambulance,
RNLI and emergency services industry sponsors compete in the challenge. UKFSC is a charitable event, making donations to a wide range of charities.
