Over 350 Exhibitors, three halls, one aim – improving public safety This issue of Emergency Services Times features a special preview of The Emergency Services Show 2011, which takes place at Stoneleigh Park from 23-24 November. Now in its sixth year, The Emergency Services Show is a firmly established annual show that promotes multi-agency collaboration by bringing together all stakeholders involved in an emergency – from the strategic planners and first responders, to the manufacturers and suppliers of equipment and services used by these leading professionals. Whether you're new to the show or have been before, there's plenty going on to keep you busy throughout the two-day event. Water cannons: are they the solution? David Brown, Show Organiser of The Emergency Services Show, discusses the use of water cannons at major disturbances and whether this method of quelling urban rioters is the way forward.

The riots seen across London and other cities in England saw firebombs thrown at police officers, shop windows being smashed, shops looted, extreme violence and torched property, cars and London city buses. This type of violence put a whole new strain on police forces throughout England and in some cases drastic measures were discussed to quell the violence – the use of water cannons being one of the main tactics reviewed. Over the days the riots occurred, parliament, police and citizens discussed the use of water cannons was at great length. Home Secretary Theresa May rejected the idea of water cannons by explaining that they are not the way Britain polices, this is instead through consent of communities. However, growing support for the equipment came from both sides of the political divide. Conservative MP Patrick Mercer told BBC Television, “They [the police] should have the tools available, and they should use them if the commander on the ground thinks it necessary.” Change in tides During the riots many politicians called for the use of water cannons to drive looters away and as the riot activity intensified David Cameron PM said that the cannon would be available at 24-hours notice to deal with ‘despicable violence’ being seen in cities. While the water cannon was not deployed, it was authorised and on standby should the police have had need for it. This authorisation by the Prime Minister suggests a change in tides for the way police may deal with future violence that plagues the streets of England. If the water cannons had been deployed it would have been the first time they had been used on the British mainland. Water cannons have been used by police in Ulster this summer and have been a regular sight at disturbances in the Ardoyne area of Belfast since 2001. In many European countries, such as Belgium and Germany, water cannons are employed as crowd-control tools. Whether these high-pressure hoses, which fire jets of water or vapour, will be seen on British mainland in the near future is questionable. The viability of water cannons in cities such as London still remains a topical question. The size of the vehicle with regards to its manoeuvrability in Britain’s small streets, the type of rioting taking place, obtaining water supplies, all

throw up questions as to whether water cannons are suitable for Britain’s cities. Additionally, police or troops would require sufficient training to use the water cannon at short notice – a further consideration. A water cannon generally has reservoirs of 8000 litres of water and can deliver jets of up to 1100 l/min, capable of knocking someone over at up to 100 yards. The cannon’s immense power is a definite advantage when trying to gain order in what can be chaotic scenes of civil unrest. For those forces that use water cannons they can be viewed as extremely effective pieces of equipment. Whether they will be used in British mainland next time there are extreme riots is a different question! See a water cannon for yourself on British mainland! National body promotes cycle response Cycle Response Units are deployed to medical emergencies to help improve patient outcomes by sending a fast first response in a small geographical area. The CRU has a range of benefits: they may be the appropriate medical response which has many cost and environmental savings, with the additional ability to free up frontline services by providing alternative care pathways; and to provide the communities they serve with a high profile public face of ambulance services.

Derbyshire Fire and Rescue Service challenged final year students at the University of Derby to create a ‘Transformer’ vehicle to help them train for extrications; the results exceeded all expectations. The brief was to design a reusable vehicle for use as a training rig for firefighters and this was given a huge boost when Toyota Manufacturing UK at Burnaston in Derby donated a Toyota Avensis for the project – this became the ‘Transformer’. The challenges included being able to remove large sections of the car and getting its front to pivot under the dashboard and then put it all back together again! The roof can be folded back or lifted off and one side of the car removed. Structural analysis, computer frameworks and hydraulic rams were used to overcome problems. Building resilient communities

St John Ambulance responds to hundreds of local incidents and major accidents each year. It plays a crucial role in supporting the emergency services when help is needed. Its volunteers and staff are fully trained and always on hand to offer assistance and support to those in need. They respond quickly, providing vital help when major emergencies, road accidents, weather incidents and fires occur. In the winter pressures of 2010/2011 St John Ambulance provided assistance across the country supporting the statutory ambulance services. St John Ambulance volunteers crewed 4x4 vehicles to help patients that couldn’t be reached in traditional ambulances. They clocked up hundreds of hours helping to deliver babies, treat broken limbs and set up rest centres for those unable to reach their homes in the heavy snow. Volunteers also used 4x4s to transport community nurses who would otherwise have been unable to reach patients relying on them for their routine care and medication. During the severe weather, St John’s services were recognised as invaluable by the emergency services, and the organisation’s collaboration ensured that those in need continued to receive help when they were at their most vulnerable.

The cost is substantially less than video obtained from helicopters, and can provide highresolution imagery for evidential purposes. Collect, share and understand data One of the great challenges facing emergency services dealing with major incidents is how to collect, share and understand accurate, up-to-date information about what is happening around often large and confusing areas, when commanders are in danger of being overwhelmed as they attempt to manage and coordinate their deployment of emergency service resources in the most effective manner possible. This can be particularly difficult when there may be several different emergency services involved, large numbers of emergency personnel and vehicles deployed over confusing and fast-moving incident grounds, and where there may be huge dangers from fires, bomb threats or large-scale panic by the general public. Being able to see what is going on, live and close-up, via body-mounted, vehiclemounted or aerial cameras, means commanders can make faster, better-informed decisions about what should be done. In the police sector, the adoption of satellite broadband and wireless solutions enabled Gwent Police to manage the 2010 Ryder Cup, an event held across a wide area and involving crowds of tens of thousands of spectators, and high security risk VIPs and players, at a time of a security alert. This relatively small force of 150 officers managed this highly successful operation without incident using body-worn, wireless video cameras carried by bicycle-mounted officers, coordinated through mobile satellite broadband-enabled incident command units. West Yorkshire Fire and Rescue Service is using satellite broadband and wireless video to transform the way it manages communications at incidents, from the command unit through to its own satellite-enabled command room. The DDMI has been designed as a modular solution that incorporates the following features and benefits to date: Separate, easy-to-use screens provide information about the following: • Navigation bar – The navigation bar identifies each module within the interface and incorporates an alert system for each page. The alert system notifies the user of activity from within a specific function, enabling the operator to immediately monitor and control the area of interest. • Status of systems – The status page incorporates all relevant technology and systems on board command and control units. It uses a simple traffic light system to identify and determine the health of all on-board systems, inclusive of updates. This is crucial for determining any system error, whether it is that power has simply not been turned on or to identify major faults. • Communications Management Suite (PBX) – The Excelerate communications management suite has been developed to enable multiple communications devices including radios, GSM and VoIP phones and landlines, to be patched through to one another. The interface is an easy drag-and-drop one and can be operated and controlled within the DDMI. Furthermore, multiple and secure conferences can be initiated throughout the incident ground and remote locations, ensuring that all operational personnel can communicate from any location and allowing more accurate and informed decisions to be made. • Satellite controls – Critical for ensuring robust, resilient communications and uninterrupted data flows. • Weather – A key factor in the management of many incidents, from gas leakages to large-scale fires. Local weather conditions may be quite different from (and faster moving) than indicated by nationally provided forecasts. • Power systems – The power management function is an interface that interacts with all systems within the communications rack and ensures that the set-up/shut down of all the systems is managed safely and securely at the touch of ‘one button’. This eliminates the need for each rack-mounted system to be turned off manually or in isolation, thereby ensuring that the correct sequence is followed. • A simple screen selector – gives operators the ability to view and control all the screen functions on board the unit and change what appears on them to suit specific incident requirements . • Other functionality can be added in response to specific user requirements.

DDMI provides a clear, intuitive interfaces linked to a wide variety of command and support technologies, and provides full communications interoperability.

Greater Manchester Fire and Rescue Service goes with the flow meter As part of Greater Manchester Fire and Rescue Service (GMFRS)’s Sustainability Strategy it is examining its water usage in the operational arena with a view to reducing the environmental impact of its activity when fighting fires (carbon footprint) and also improving firefighter safety. GMFRS has fitted TSI Flowmeters to its pumping appliance fleet since 1993. Existing flow meter technology on eight fire appliances was upgraded with telemetry. The recording of live water usage data from incidents is in progress. Findings are anticipated to be reported in the first half of 2012. Initial findings are informing the staff on a

number of areas including not only water usage at incidents, but future equipment design and firefighting techniques. Improvements to firefighter safety will also be realised due to the use of new fire fighting equipment and techniques and improved information to the fireground.
