Louisiana Legislative Black Caucus, National ‘Dream Legal Defense Fund, & Southern University Machine’ Makes Final Law Centerto Host Free Redistricting Seminar Landing KENNEDY SPACE CENTER, FL (RNN) - The space shuttle Discovery’s wheels squelched as they hit the asphalt in Florida for the last time Wednesday morning. The shuttle fleet’s oldest orbiter landed at 11:57 a.m. at the Kennedy Space Center’s Shuttle Landing Facility in Cape Canaveral, FL, after completing a 13-day mission to outfit the International Space Station. Discovery’s final flight has been frequently described as “bittersweet,” according to John Ira Petty, a spokesman at Johnson Space Center in Houston. “It’s sad Discovery is flying its last flight, but it has done a heck of a job and it’s time to move on,” Petty said. At the landing of its 39th flight, the 26-year-old orbiter has spent a total of 365 days in space and traveled more that 148 million miles. Pilot, U.S. Air Force Col. Eric Boe, called Discovery “The Dream Machine” in the crew of STS-133’s tribute to the orbiter from space. Boe called it a testament to all the people who have maintained the obiter during its service. During its last mission, the shuttle delivered and installed the Permanent Multipurpose Module, allowing more space for experiments and storage for the station’s crew. Discovery also delivered Robonaut 2, the first human-like robot in space, which will demonstrate how robots behave in space, and may someday assist astronauts in repairs and perform scientific work. Discovery’s next journey is likely to take it to the Smithsonian National Air and Space Museum in Washington, D.C., but the shuttle’s final resting place has not been made official. Several museums are vying for opportunity to display one of the three soonto-be retired shuttles. If Discovery does make its way to the Capitol, the first shuttle, the Earth-bound Enterprise currently on display at the National Air and Space Museum, might be looking for a home, Petty added. But that news, as well as the final homes for the shuttles Atlantis and Endeavour, is expected to be announced during a press conference April 12. What’s after the space shuttle? BATON ROUGE, LA—The Louisiana Legislative Black Caucus (LLBC), National Legal Defense Fund, and Southern University Law Center hosted a conference on Thursday, at Southern University’s Cotillion Ballroom from 8:00 a.m. to 5:30 p.m. The conference focused on the upcoming Louisiana Redistricting plans for 2011. Titled protecting minority voting rights across the state of louisiana during the 2011 redistricting cycle, the conference will educate and enlighten participants about the various issues Louisiana residents, particularly minorities, will face regarding redistricted voting districts while offering information to ensure everyone participates in the process. During its 20th Anniversary Celebration Gala the Louisiana Black History Association Emmy Award winning actress accepted her induction into the “Torches of Life Hall of Fame”. While

reflecting on joyful memoirs of the past and challenging homecoming schedule the South Baton Rouge native noted the upsurge of violence and murders in her beloved Louisiana she then urged that people see the arts as a way to challenge the very real feelings of frustration, inequality, lost and rage. She praised the LBHA for turning the old Lincoln Theater into a Museum and Cultural Center which she saw as a potential beacon of hope for the community. BATON ROUGE - The Grandparents Raising Grandchildren Information Center sponsored a Senior Prom on February 18 at the Martin Luther King Catholic Center at 586 Harding Blvd at 6:00 p.m. The event was planned for grandparents who never attended a prom or who wanted to re-live the prom experience. The Prom was free to participants. This is one of several respite activities made available for grandparents so that they take a break from the mental and physical challenges of parenting.

The Grandparents Raising Grandchildren Center of Louisiana is dedicated to offering information and support to grandparents that are raising their grandchildren. Children are in their grandparent’s care because their parents were unprepared for rearing children, or overwhelmed with rearing children after a setback or hardship

(chemical dependency, mental illness, loss of employment, etc.) In the United States, 7% of children under 18 live in households headed by grandparents; and in Louisiana 11% of all children live with their grandparents (only Hawaii and Mississippi have higher rates- 14%). Louisiana has the third highest percentage in the United States of children living with their grandparents. These grandparents save the state money by taking in the children (over 121, 200) and keeping them from becoming wards of the state.

“It depends on political direction” as to how fast the U.S. is able to develop the next generation of manned space transportation, Petty said. But for now, Petty said the U.S. will rely on the Russian Soyuz spacecraft for transportation of astronauts to and from the International Space Station after the shuttle fleet retires. The U.S. will also lean on the European Space Agency and the Japanese Aerospace Exploration Agency for support with NASA’s heavy-lifting needs. The final two flights of the space shuttle are set with Endeavour, targeted to launch April 19, and Atlantis in June.

Chairman’s Award recipient Laura Lee Harris was represented by her son Lionel Harris. Each of them have strong feeling about the increase in violence and murders in the community. Laura Lee Harris is the surviving unsung hero who integrated the 19th judicial District Court House by sitting up front on the white people’s side of the court room. Laura Lee Harris and her two cousins Pearl George and Willie Lee Harris were humiliated, held in contempt, jailed, and went to the Supreme Court with lawyer Johnnie Jones. They were released and the court was ordered integrated. The story was forgotten until her grandson Lionel Jr. was searching for a Black Hero to write about for school. His father told him he had one in his own family and proceeded to collect documentation of the historic 1962 events. Laura Lee Harris kept her cousins together for there sit in and later in jail. The mother of 7 stated that she believes in family and she believes in keeping her word. She feels that one might need to fight for a purpose but not just for the sake of fighting. Laura Lee Harris lost a son in infancy and has out lived other of her children. Mrs. Harris expressed the deep hurt of a

mother who has outlived her children. She has deep compassion for a mother who has to attend the funeral of a murdered child. “They need to stop all the killing and carrying on,” she said shaking her head. Now in her 80s Laura Lee Harris sent her last surviving son Lionel Sr. to accept her award. He has his own feelings about the increased violence in the community. He feels today’s youth need even more adult input in there lives. He spends time coaching junior sports and raises money for local teams as well. Surprisingly Lionel Sr. also takes around his teenage daughter and her friends to fashion modeling activity. To single mothers and fathers out there Harris wants them to realize that kids need money/ child support but most of all they need time. In January 2010 the Greater Baton Rouge Chapter of the Louis A Martinet Legal Society commemorated the desegregation of the 19th Judicial Court House with chair Monique Edwards. SU Law Center chancellor and former judge Freddie Pitcher treated Mrs. Harris to lunch at the Camelot Club Restaurant. “Her story and her courage brought me to tears,” he said.

U.S. Department of Health & Human Services Awards Louisiana $30 Million for Teen Pregnancy Prevention and Personal Responsibility Education Programs New Orleans, LA - The U.S. Department of Health and Human Services (HHS) recently awarded $30 million in teen pregnancy prevention grants to six Louisiana organizations. Thousands of applicants applied for the competitive grants which support the replication of teen pregnancy prevention programs that have been shown to be effective through rigorous research as well as the testing of new, innovative approaches to combating teen pregnancy, but nationally only ninety-three were awarded to a diverse set of organizations. The Louisiana entities selected include: Tulane University, Louisiana Office of Public Health HIV/AIDS Program, Institute of Women & Ethnic Studies, Louisiana Department of Health and Hospitals Office

These words sound very familiar to Earnest Smith who was a victim in what men’s rights activist are now calling “Paternity Fraud”. Paternity Fraud is the false accusations of a former or present male fathering a woman’s child. Many paternity rights lawyers believe the motive for the false accusations have a heavy reliance on going after the man with the most funds in his wallet. Year after year the Blood Bank Association reports that around 30 percent of paternity blood samples come back negative. That’s one out of three samples! Many men are not aware of their local paternity laws and are out raged when they are forced to continue paying child support for a child that’s not theirs. Government usually does what’s best for the child, yet neglects the justice for the man who has been wrongfully accused. Smith claims that he had been dating Serena Bailey from his hometown in Montgomery, Alabama for almost two years when Bailey told him she was pregnant. This was surprising to Smith who insists he and Bailey had discussed not having kids until they were in a better financial situation. “ We were using condoms, but she told me she was on the pill and I believed her. Even though she was my lady, I asked her if the child was mine being that I had two jobs and I was constantly working. She told me only you baby.” Smith claims Bailey wanted to get married to make things right. “ I did it because I was in love, I cared for her deeply I didn’t want people to look at her in a negative light so we got married in April and the baby was born that November.” Throughout the relationship Smith remained skeptical of the paternity of the child, but his love of his wife and child prevented him from pursuing the truth. “ When the baby was born I was standing at the nursery looking at the baby through the glass window when a man came up to me and spoke. After that he said ‘ yep that baby looks just like you. It’s got your eyes and ears’. I should have known something was wrong then.” Smith claims after the marriage things started to change. Bailey became more demanding and wanted to control everything at his expense. “ I am the man and always will be the man. She told me this is my house, you can get out, but you going to take care of this baby” Smith stated. Smith says the final straw came when she decided to move her nieces into the house against his will. “The nieces would bring boys over to the house and they wouldn’t leave until the morning sometimes” stated Smith. It wasn’t long before an argument ensued over visitation rights for the nieces.

Smith claims he told Bailey he was heading to the store to get some milk for the baby. He never returned, instead Smith drove to his parent’s house vowing that the relationship is over. Bailey went through with the divorce proceedings, but stated very often that she wanted to remain together. Smith claims he took her son (from a previous relationship) to school in the morning and picked him up from school many evenings. “I stayed there six months after the divorce and I still had to pay child support even though I was paying most of the bills. Don’t believe in love, if women say they are in love they are lying most of them don’t know what they are talking about.” The relationship failed for the last time and Smith began working for the State of Alabama along with a job at Piggly Wiggly kept Smith driving from city to city. The tough schedule did not get in the way of his relationship with his daughter. Smith claims that he gave Erica a birthday party every year at her school because this was usually Erica’s request. On her ninth birthday Smith arrived at Eric’s school to throw the usual birthday party. He went up to the front desk and asked for Erica Smith. The attendant stated that there wasn’t any Erica Smith enrolled at the school. The attendant informed Smith that there was an Erica Bailey at the school that fit the description he described. “ When the attendant brought her to the office I said that is Erica Smith and as of today her name is Erica Smith.” After school Smith claims Erica said she wanted to go over her grandparents house to receive her presents. “ I didn’t see anything wrong with that she was my child and she (Bailey) knew I was picking her up from school. By the time I got her back home the police were at the house and Serena was claiming I kidnapped her child. My suspicions grew even more.” Smith’s salary began to increase as Erica approached her 18th birthday and Bailey petitioned the court for more child support money. Smith stated that after he picked Erica up for a weekend visit, he advised her that he wanted to take a paternity test. Smith says Erica agreed because she wanted Smith to know the truth. “ It was hard to tell her about the situation. I told her that no matter what I would still be there for her, but I wasn’t about to pay Serena ass anymore money.” The results came back negative and Smith asked to not be pursued for child support any longer. Smith also wanted Bailey to repay him for the money time and effort he put into being Erica’s father. “ The judge asked me do I love the child and I stated of course. He then said that is fulfillment in itself and no reimbursement was necessary.”

A significant amount of the programming will take place in New Orleans where research has shown that youth are twice as likely than the national average to have sex before the age of 13. “The federal government has been a great partner throughout our city’s recovery, and we thank the Department of Health and Human Services for supporting our community’s innovative efforts to reduce teen pregnancy,” said Dr. Karen DeSalvo, Health Commissioner for the City of New Orleans. African-Americans Continue to Suffer Impacts of The Economic Recession (BLACK PR WIRE) A new analysis by Bread for the World Institute shows that AfricanAmericans continue to suffer disproportionately from hunger, poverty, unemployment, and income and education disparities when compared to the total U.S. population. “The economic recession has left African-Americans struggling in the past couple of years,” said Rev. Derrick Boykin, northeast regional organizer for Bread for the World. “But the truth is, African-Americans had been suffering from ‘recessionlike’ conditions long before the recession hit the rest of the country.” According to the analysis, “Hunger by the Numbers in the African-American Community,” the African-American poverty rate reached 25.8 percent in 2009 (the latest full year for which data is available)—far exceeding the overall national poverty rate of 14.3 percent. In each of the 10 states with the highest poverty rates, the African-American poverty rate was significantly higher than the overall poverty rate. Hunger and poverty are closely linked. One in four African-American households is struggling to put food on the table, compared to about one in seven of all U.S. households. These numbers would have been even higher if not for safety net programs such as the Supplemental Nutrition Assistance Program (SNAP, formerly food stamps) and the Special Supple-

mental Nutrition Program for Women, Infants, and Children (WIC), which helped keep food insecurity rates closer to their 2008 levels. “So many more people would have gone hungry last year if not for safety net programs that helped them make ends meet,” said Boykin. “It is both unfortunate and alarming that the very programs which support our most vulnerable people are the ones on the chopping block in congressional budget discussions.” Although African-Americans are about 12.4 percent of the U.S. population, they make up about 19.6 percent of WIC participants and 22.5 percent of SNAP participants. In fact, 90 percent of African-American children will receive SNAP benefits at some point before age 20, compared to 49 percent of all U.S. children. Despite these startling figures, anti-hunger and anti-poverty programs are a modest portion of the U.S. federal budget (14 percent last year). The analysis also examines economic factors contributing to the disparities between African-Americans and the U.S. population as a whole. “Hunger by the Numbers among African-Americans” is available online at www.bread. org. The Associated Press headline last month read: “Coach Donates Kidney to Player.” It didn’t take long to learn that Tom Walter, the baseball coach at Wake Forest University, had donated one of his kidneys to Kevin Jordan, a freshman outfielder who had never suited up for the team. The story of the White Coach donating a kidney to a Black athlete from Columbus, Georgia transcends sports; it supersedes the strong bond that unites a coach with his players. It is not a commentary on BlackWhite relationships. Rather, it is a story of two courageous people whose commitments to each other went beyond offering or accepting an athletic scholarship. Kevin Jordan, now 19, was one of the nation’s top baseball prospects as a student at Northside-Columbus High in Georgia . He had made the all-city team and was so good that the New York Yankees drafted him. But, Jordan signed a letter of intent to attend Wake Forest and unlike many young athletes tempted by money, he planned to keep his commitment. “Kevin is one of the most highly touted players in the country,” Coach Walter said at the time. “He possesses gamechanging speed … plus power. Jordan would attend classes each day and at 11 p.m., he would hook up his dialysis machine and stay connected until 8 a.m. the next day. He never missed a class. Three and a half months later, Jordan was told that he needed a kidney transplant. Under normal circumstances, Jordan ’s name would be placed on a waiting list and there are never enough donors to meet the need. According to the United Network of Organ Sharing, there are more than 80,000 people awaiting a kidney transplant. In 2009, there were only 10,442 donors (For more information, check out the National Kidney Foundation at www.kidney.org). Blacks made up 12 percent of the U.S. population, but only three percent of organ donors. According to the National Kidney Foundation, AfricanAmericans constitute about 29 percent of all patients treated for kidney failure in the U.S. Jordan ’s mother and brother were tested as possible kidney donors but neither was a match. Jordan ’s father was excluded because of high blood pressure. After relatives were unable to donate a kidney, that’s when Coach Walter stepped up to the plate. Black Unemployment Remains Too High By Dr. Benjamin Chavis, Jr. NNPA Columnist Even though the unemployment rate in the United States is finally beginning to inch downward, the painful truth is that African American unemployment continues to remain at a crisis level. While the overall economic forecast appears to be improving each month for the last year, the official national unemployment for the first time in more than two years is at 8.9 percent. There are more than 13.7 million unemployed persons in the United States, as of this month. But, Black American unemployment persists in double digits above 15.3 percent. For teenagers in our communities, the unemployment rate is more than 40 percent. All labor surveys show that African Americans have the highest rate of unemployment of all groups surveyed. These unemployment percentages indicate a dire socioeconomic condition for the African American community in 2011. President Barack Obama stated, “Our top priority right
