Mayor Holden Urges Final Push to Press Complete Census Count in EBR BOX The
BP Announces First Payment on Barrier Islands Project for State of Louisiana As part of the previously announced commitment to fund the entire $360 million cost of six berms in the Louisiana barrier islands project, BP today announced that it will make an immediate payment of $60 million to the State of Louisiana. In a letter to Louisiana Governor Bobby Jindal and as previously announced, BP detailed its plans to make payments in stages based on the project’s completion milestones. The initial $60 million payment is intended to permit the State to begin work on the project immediately. BP will then make five additional $60 million payments when the Coastal Protection and Restoration Authority of Louisiana, which is chaired by Garret Graves, certifies that the project has satisfied 20%, 40%, 60%, 80% and then

BATON ROUGE — The African Violets Social and Civic Club held their annual Mother’s Day Luncheon on May 15th at Coleman Pub & Grub which is located just off Highland Road. This year the Angel of the Year award was given to Mrs. Ceola Collins. This nonprofit organization was organized in 1977 for the enhancement of social and civic needs in the community. They donate funds and time helping out various community base organizations such as: YMCA; Southern University scholarships programs; the Battered Women Program; Teen Pregnancy Program; the Baton Rouge Food Bank and serve as volunteers for the St. Vince DePaul Food Kitchen.

BATON ROUGE— A Senate judiciary committee in Baton Rouge, LA voted 3 - 0 against a bill that would have allowed concealed weapons to be carried inside churches. Though “churches are not the safe places they used to be,” according to State Rep. Henry Burns of Haughton, opponents argue that having concealed weapons in churches is asking for trouble. Mayor Kip Holden and Community Partners Kick Senate Kills Bill Repealing off One Book One Community Summer Selection Oil, Gas Severance Tax
BATON ROUGE - East Baton Rouge Parish Mayor-President Kip Holden along with several community partners rolled out the “One Book One Community Summer Selection” initiative during a 9 a.m. press conference today, Saturday, June 5 at the Red Stick Farmers Market and Arts Market in downtown Baton Rouge. Holden announced that he will be reading author Neil White’s “In the Sanctuary of Outcasts” this summer as part of the One Book One Community Summer Selection (OBOC) program. The program creates a citywide book club that aims to use a common reading experience as the motivation for the intellectual and cultural exchange of dialogue and ideas in order to raise awareness and

visibility about a relevant community issue or issues. OBOC organizing sponsors include: Baton Rouge Community College, Barnes & Noble, East Baton Rouge Parish Library, Forum 35, LSU, Harper Perennial, Redstick Internet Services, The Greater Baton Rouge Literacy Coalition and LPB. “I am pleased to announce the One Book One Community Summer Selection. This year’s book, “In the Sanctuary of Outcasts” reminds us all that living a simple and honest life is worth its weight in gold,” Holden said. White’s compelling memoir, recalls his 18-month prison sentence spent inside the last leper colony in the United States. In 1993, he was convicted of bank fraud and was sent to the minimum-security prison in Carville, La. For more than a century, Carville served as the United States national leprosarium. Individuals who contracted the disease were
quarantined within the prison’s walls. During White’s stay he finds friendship among, lepers and convicts, and undergoes a personal transformation. White has been a newspaper editor, magazine publisher, advertising executive and federal prisoner. He lives in Oxford Mississippi where he operates a small publishing company, writes plays and essays and teaches memoir writing. Greater Baton Rouge area residents are encouraged to read “In the Sanctuary of Outcasts,” see the author speak when he comes to Baton Rouge on Thursday, July 29 at 7:00 pm, and discuss the book with friends, family and co-workers as well as participate in other discussion events. BATON ROUGE — The state Senate shelved a controversial bill Tuesday that would repeal Louisiana’s severance tax on oil and gas production and replace it with a processing tax. The idea has been bandied about in the Louisiana Capitol since the Treen administration in the early 1980s, but Democratic Sen. Rob Marionneaux said the oil gusher in the Gulf of Mexico and the state’s dire financial straights underscore the need to change the current system. Marionneaux’s proposed measure would have allowed Louisianians to vote in November whether to levy a tax on oil and gas brought into the state for processing. “I want to do something about the way we do business,” Marionneaux said. “The oil companies have run the state capitol long enough.” Marionneaux said while oil and gas producers in Louisiana are taxed at up to 12.5 percent, the 827 million barrels of oil brought into the state for processing each year are not taxed. “Why tax Louisiana residents and not the BPs of the world?” Marionneaux asked. “When the ship comes up the river from Saudi Arabia, they pay nothing.” With a 3 percent tax on all oil and gas coming into the state, Louisiana could generate $1.2 billion in revenue each year, enough to replace the $911 million that Louisiana landowners and producers paid in severance taxes in 2009. After nearly two hours of debate, the measure failed in a 6-31 vote. Money from the processing tax should be used to pay for coastal erosion, highways and
education, Marionneaux said. In the 50 years Louisiana has been producing oil off its coast, the state has lost 1,900 square miles of land to coastal erosion. While the oil industry has recognized it has caused much of this erosion, the industry has done nothing to help rebuild the lost land, Marionneaux said. “Louisiana serves the nation’s energy needs ... and yet we beg for our coast to be restored,” he said of the 25 square miles of land lost each year. “No one in this body can say that’s fair.” Critics of the bill, including the state’s powerful oil and gas lobby, have said it would drive refineries and jobs out of the state and cause consumers pain at the pump through higher gas prices. Sen. Robert Adley, R-Benton, estimated that the processing tax would lead to a 30- to 40-cent price increase per gallon of gas for consumers. Democratic Sen. Willie Mount, from refinery-rich Lake Charles, said that the bill would cause oil companies to bypass her area in favor of nearby refineries in southeast Texas that don’t have a processing tax. Mount said that 52 percent of jobs in Calcasieu Parish are oil-related. Marionneaux countered that Louisiana has so many pipelines and refineries that it would be prohibitively expensive for oil companies to leave the state. Sen. Karen Carter Peterson, D-New Orleans, said senators voting against Marionneaux’s bill would be giving the oil companies a free pass. “You turn on your television and you see this stuff washing up on our shores,” she said. “Let’s make sure they pay for the damage they’re doing.”

Mayor Landrieu Orders Sweeping Reforms of City Contracting NEW ORLEANS, LA- Mayor Mitch Landrieu signed Executive Orders that enact sweeping reforms of city contracting procedures. For years, a myriad of problems have been reported with city contracting, including claims of corruption, patronage, and overspending. In addition, the city’s program for directing contracting opportunities to disadvantaged businesses enterprises (DBEs) has long been criticized as poorly organized and ineffective. “With these Executive Orders, we are fundamentally changing the way business is done at City Hall and taking a major step forward in restoring the public trust,” said Landrieu. “New Orleans deserves an open and honest government. That’s why I am putting processes in place that will help us spend tax dollars wisely and encourage a more robust local economy.” In a show of broad support and strong consensus for these changes, the Mayor was joined by Inspector General Ed Quatrevaux and a diverse group of business leaders who were a part of the mayor’s Transition New Orleans Contracting & DBE Task Force. Landrieu stated, “During the transition, I asked this task force to come to a consensus on a clear path forward to create a more inclusive, business-friendly city government. I am proud that we found common ground and have set the table for enduring, transformational change.” Highlights of the Executive Orders include: • Establishing a Chief Procurement Officer, who is an experienced professional in largescale public procurement • Removing the Mayor from the selection process • Creating a Provisional Certification Program to expand the pool of DBEs that can immediately compete for city business • Commissioning a disparity study to determine the gap that exists between the availability of DBEs and the utilization of such businesses by the city • Requiring on-going disclosure of subcontractors • All documents, including evaluations of selection committee, are public • Institutionalizing the role of the Inspector General in the contracting process

The Other Thurgood Marshall By A. Peter Bailey NNPA Columnist (NNPA) - Thurgood Marshall has received much well-deserved acclaim for the important role he played in the arduous and eventually successful struggle against the proponents of legal White supremacy in the United States. His impressive accomplishments are currently being heralded in a one-man bio-play featuring Laurence Fishburne. However, there is the other Thurgood Marshall we also need to at least be aware of. This Thurgood Marshall was initially brought to my attention over 40 years ago when reading a December 1960 issue of Mr. Muhammad Speaks, the official publication of the Nation of Islam (NOI). The article, entitled “Thurgood Marshall Sics Cops on Muslims,” quotes then Charlotte, N.C. police chief, Jesse James, as saying that “In the fall of 1959, Thurgood Marshall, chief attorney for the NAACP, invited police chiefs to attend a meeting in his room during the International Police Chiefs Association Convention in New York. At the time the problem surrounding the activities of the Black Muslims’ group was discussed by some of the most
important figures in law enforcement today. I was impressed with Marshall’s attack on the group. I received the interpretation from Marshall that, in his opinion, this group was strictly un-American in its origin, its financial resources and its objectives.” Please note the assertion that Marshall invited the police chiefs to his room. Besides James, there were probably numerous other White southern police chiefs present at a time when terrorist acts against civil rights activists were rampant throughout the South. Those who hesitate to accept anything said by NOI about Marshall will find more information about the other Thurgood Marshall in Juan Williams’ book, Thurgood Marshall: American Revolutionary. Though obviously a Marshall admirer, Williams was compelled to note his disdain for and hostility toward Martin Luther King, Jr. and Malcolm X and his strong collaboration with FBI director, J. Edgar Hoover, a powerful opponent of the civil and human rights movements. About King, he wrote, “Marshall’s relationship with King created emotional difficulty for him. Curry NNPA Columnist Despite widespread global condemnation of Israel’s decision to attack a flotilla of boats carrying unarmed civilians attempting to deliver humanitarian aid to the Gaza Srip, U.S. officials have refused to publicly criticize Israel and the American media has reported the conflict through what one media monitoring group called “Israel’s Eyes.” For years, Palestinians have been unable to get their side fairly reported in the U.S. media and the latest international incident is yet another example. “Much of the U.S. media coverage has been remarkably unskeptical of Israel’s account of events and their context, and has paid little regard to international law,” Fairness and Accuracy in the Media [FAIR], a media monitoring group, concluded. Artur Davis Uses Post-Racial Politics in Alabama and Loses By Ron Walters NNPA Columnist (NNPA) - When Artur Davis, savvy member of the Congressional Black Caucus, filed to run for Governor of the State of Alabama it provoked one of the biggest head-scratching discussions among Blacks in Washington, DC. Was he smoking something they mused, was it a case of unmitigated arrogance for which politicians are too well known, or was it just a case of taking the new ideology of post-racialism for a ride in one of the toughest arenas in the country? Davis answered this question by crafting a campaign strategy that was designed to appeal to general election voters. The first sign of this was his decision to vote against President Barack Obama’s health care plan - the only member of the Black Caucus to do so. Then, gearing up for the primary election, he proceeded to reject the endorsement of powerful Black organizations in Alabama, such as the New South Coalition and the Alabama Democratic Conference, both of

I am proud of the way in which Blacks in Alabama used their vote to restore their sense of power over part of the political process in that State. At the end of the day, politics also asks a question more fundamentally than perhaps any other profession, “what do you stand for?” If a Black candidate’s only answer is that one wants power with no connection to the historical legacy that allowed him or her to stand for office and to win, then perhaps the project was not worth supporting in the first place. Honeywell Employees Repair Three Baton Rouge Area Homes BATON ROUGE, —Honeywell (NYSE:HON) announced today that 50 employee volunteers from its Geismar and Baton Rouge manufacturing sites, working in partnership with the nonprofit organization Rebuilding Together®, helped rebuild the homes of three elderly households in the Baton Rouge area. The effort was aided by a $10,000 donation from Honeywell, which was used to purchase building supplies. “Honeywell and its employees have a history of citizenship in the local community, said Randall Jones, site maintenance manager for Honeywell’s Geismar manufacturing site. “We value working together to improve the quality of life for our neighbors. want Hoover to think he was feeding information to the reporter….” Now there is no doubt that Malcolm X said some very harsh things about Marshall, especially when he was with NOI. And Marshall responded in kind. But to work with the insidious J. Edgar Hoover against him or any other Black person involved in the struggle for equal rights, equal opportunity and equal justice, is simply not justifiable on any level. A group of employees from Honeywell’s UOP Baton Rouge Plant and the company’s Global Procurement Team revamped the home of a 93-year-old resident. The Lord Wants us to Meditate on His Word, Believe Him By Donald Lee
In all of the scriptures in the Bible --- which were written by men of God as they took down dictation from God (2nd Timothy 3:16,17) --- the Lord is asking us to believe Him at His Word. He asks us to not only have faith, but to develop the faith that we have by meditating on His Word daily. Joshua 1:8 says: “This book of the law shall not depart out of thy mouth; but thou shalt meditate therein day and night, that thou mayest observe to do according to all that is written therein: for then thou shalt make thy way prosperous, and then thou shalt have good success.” This is God talking to Joshua. Remember, too, that God uses (even to this day) men and women in the Bible (and even children) as models for us to follow in this modern-day world. What God is saying, as it relates to us today, is the more we meditate on His Word, which comes through studying the Bible on our own (and relying on the Holy Spirit for translation or interpretation of the scriptures) and being in a good, Word-based church where the Word of God is taught by a pastor and church leadership with simplicity and accuracy, the more His promises of prosperity in our lives become attainable to us and more of a reality to us than the challenges and the fears that we face. Remember, too, that prosperity (or being prosperous) does include money and material things. But those things are just small parts of a big piece of pie. In other words, prosperity also includes having good success in one’s health, one’s mind (in terms of renewing one’s mind to reflect the thoughts and actions of Christ), and in one’s relationships. Also included in that is God’s hedge of protection around one’s self and one’s family (and pets included). Before I go any further, I’d like to say this (just in case I may come across as having it all figured out): I’m not allknowing, as God our Father is. But I trust that He shares with me His wisdom and understanding and His knowledge for whatever situation that may

God. That helps me (or us) to hold up our end of the bargain or the covenant. The Bible also tells us that Moses was 120 years old when He went to sleep (or died). And even at age 120, his eyes were as sharp as they were in his youth, and he was just as strong as he was in his youth. In other words, he didn’t die from cancer or diabetes or renal kidney failure or any of that other stuff. But when he died, he simply closed his eyes and opened them in paradise. As a child of God, we all have a right to leave here like that. I think the reason why so many of us (God’s children) don’t leave here as peacefully is because we haven’t always been aware of just how much God has promised us. We know that He promised us heaven when we give our lives to Him. And we know that we should pray always. But we haven’t always been aware of the reality and depths of what God says to us in Proverbs 18:21 (where we see that death and life are in the power of the tongue). In other words, we haven’t always been aware of the fact that many of our challenges are directly connected to what rolls off our tongue. If you say: “Man, all I ever get is bad news,” then guess what: That’s all people will ever bring you. But when you can hear some potentially frightening news, yet bless God (through belief) for the desired outcome, you’ll receive a positive outcome (Mark 11:23,24). Well, Hebrews 11:6 tells us that without faith, it is IMPOSSIBLE to please God. Psalm 91, in a nutshell, tells us that God has placed His angels around us to protect us. All we have to do is trust in His Word, meditate on His Word, take ownership of His Word and watch as His hedge of protection keeps us in “safety” even though people all around us are dying and being killed. In other words, we can’t look at what’s going on in someone else’s life to determine whether we believe God or not. We’ve just got to hold steadfast to what He’s told us about us. The Gulf oil spill is a tragedy that never should have happened.
We will get it done. We will make this right.
And while we were deeply disappointed that the recent “top kill” operation was unsuccessful, we were also prepared. The best engineers in the world are now working around the clock to contain and collect most of the leak. As they do that, BP will continue to take full responsibility for cleaning up the spill. We have organized the largest environmental response in this country’s history. More than three million feet of boom, 30 planes and over 1,300 boats are working to protect the shoreline. When oil reaches the shore, thousands of people are ready to clean it up. Thirty teams of specialists are combing the shore along with US Fish and Wildlife, NOAA and Louisiana Wildlife and Fisheries. If wildlife is affected, rescue stations have been set up to take care of them. Experts have been flown in from around the country. And BP has dedicated $500 million to watch over the long-term impact on marine life and shoreline. We will honor all legitimate claims. We will continue working for as long as it takes.
