BATON ROUGE, LA - Governor Bobby Jindal is expected to sign a $53 million fee hike to cover the costs of uninsured drivers in the state. It adds a $75 penalty on drivers who don’t have insurance, on top of other penalties and fines. It also makes it more expensive for people to reinstate their driving privileges after they’re caught without insurance. The fees will pay for an insurance verification system that state troopers can use on the spot in a traffic check, and it will boost state troopers salaries from around $35 thousand for entry-level troopers to around $46 thousand. HB872 is expected to become law July 1, 2014

BATON ROUGE, LA - Louisiana Governor Bobby Jindal took big steps to get Louisiana out of Common Core Wednesday, but on one side you have the Governor and on the other, his own superintendent of Education. The PARCC tests are scheduled to be implemented next school year. They are the assessment for 3rd through 8th grade. While the Governor says it’s gone, the Superintendent of Education says he’s not changing anything. Jindal opened his speech Wednesday afternoon saying it’s no secret he is opposed to Common Core. He says while he is all for rigor when it comes to education, he is not in favor of a one-size-fits-all set of standards from the Federal Government. Jindal says when it comes

BATON ROUGE, LA. - It likely will cost students more this fall to attend Louisiana’s community and technical colleges, pending approval from the state Board of Regents. The Louisiana Community and Technical College Board signed off on up to 10 percent increases, with little discussion and without dissent, during a meeting Wednesday. According to estimates from the board, the increases in tuition and fees will equal about $161 a semester for a full-time student at the state’s community colleges, $114 a semester at technical colleges and $163 a semester at Baton Rouge Community College. System President Monty Sullivan says the figures could change because tuition is dependent on the Southern Regional Education Board’s average tuition rate.
Louisiana Leads Nation in Gun Deaths Guns killed more people per capita in Louisiana than in any other state, recent government data show. The 2011 data, published earlier this week by the U.S. Centers for Disease Control and Prevention, indicates guns killed 865 of Louisiana’s nearly 4.6 million residents that year. The data confirms Louisiana maintains its status as the state with the highest gun death rate, a title it earned based on older data from 2000-2010. Gun death rates cover murder, accidental shooting deaths and suicides. BATON ROUGE, LA - The Mall of Louisiana and the Baton Rouge General Hospital are officially inside Baton Rouge city limits, according to the city of Baton Rouge’s Chief Administrative Officer William Daniel. Daniel said he believes the city is on solid legal ground and will provide all city services to the disputed area. Daniel also said a lawsuit filed to keep the annexation from happening has no merit. After last week’s suit filed by former Representative Woody Jenkins, the annexation was put on hold until Judge Janice Clark would be able to hold a hearing on the matter. Wednesday, however, the lawyer representing the city of Baton Rouge, Mary Olive Pierson said the annexation has already happened - effective Friday, June 13. The 9News I-Team reported last week that with the annexation of the Mall of Louisiana and Baton Rouge General, the Baton Rouge Police Department would

be adding an officer to work those two areas specifically to help answer an additional 100-150 calls per month for District 2. “We were ready to go last week. We are ready to go this week. Everything is in place,” said Baton Rouge Police Sgt. Mary Ann Godawa. Judge Janice Clark does have a status conference scheduled for Monday, June 23 at 1 p.m. with all involved parties. Lincoln Theater Sign Restoration Among Number of Arts Council-Funded Old South Baton Rouge Projects A sign of change is coming to Old South Baton Rouge, which Arts Council officials hope acts as a catalyst for bigger projects down the line. The signs for the Lincoln Theater, the now boarded-up building at the corner of Myrtle Walk and Eddie Robinson Sr. Drive, are on track to be renovated and put back into working order late this summer. The project is being funded by one of a number of Arts Council grants awarded recently to help kickstart the implementation of Community Dreaming, the culture-based strategic plan for reinvigorating the neighborhood. The Arts Council and the Center for Planning Excellence expect a final presentation of the plan to

be unveiled in the coming weeks. The new grants also represent indications that plans can still move forward for the neighborhood after a handful of community leaders expressed issues with the Community Dreaming plans earlier this year. Since then, the Arts Council, CPEX and Old South Baton Rouge leaders have appeared to smooth over any remaining concerns. The restoration of the Lincoln Theater’s signs is estimated to cost around $15,000, and the Arts Council agreed to fund $10,000 with one of the six grants it awarded for projects in Old South. The Louisiana Black History Hall of Fame, which owns the theater and has plans
to one day reopen and expand the space for a bricks-and-mortar location, will implement the use of the funds and find donors for the remainder. Chancellor Williams Recognized in Centennial Celebration of Cooperation Extension BATON ROUGE, LA – Southern University Agricultural Research and Extension Center’s Chancellor Williams was featured in the Times-Picayune on June 11, 2014 in an article entitled “Southern University official has been with Cooperative Extension for 50 years.” As the Cooperative Extension service celebrates 100 years, the LSU Agricultural Center is recognizing Leodrey Williams, who currently works at Southern University, previously at LSU and served at the national level in Washington, DC. Dr. Williams has been working for the Louisiana Cooperative Extension Service, for 50 years, half the time the Cooperative Extension has been in existence, according to a news release from the LSU Agricultural Center. In 1914, the passage of the Smith-Lever Act, created a partnership between agricultural colleges and the United States Department of Agriculture in efforts to support agricultural extension work. Extension work in Louisiana had only taken place through LSU until 1971 when Southern University created its own extension office. Williams was hired as an agriculture specialist, five years later, he went to LSU and served as associate state agent, director of Equal Employment Opportunity and associate professor in the Department of Extension and International Education, and positions he held for four years. In 1980, he became extension director at Southern University. Soon after, Williams would move to Washington DC where he served as the national director of the Cooperative Extension Service, making him responsible for funding exten-

Williams returned to SU and took on his previous role as extension director in 1995. Then, in 2001 Williams was asked to head the newly formed Southern University Agricultural Research and Extension Center. “No matter what you do, whether it’s in community development, if it’s in small business development, it’s enhancing the socioeconomic quality of life for people,” Williams said. “You have more people now than you had 100 years ago. Commissioner of Administration Kristy Nichols held a news conference via phone Wednesday afternoon and said “We’re issuing a letter today suspending the [contract to carry out PARCC testing] until official review.” She also stated in the news conference that “[The Administration Department] will cease payment for services until the dispute is resolved.” The Governor says the best solution would be for the Board of Elementary and Secondary Education and the Department of Education to develop State Education standards that the Legislature can approve next year. Superintendent White says the standards they’ve adopted with Common Core and the PARCC test are within state law. Now Commissioner of Administration Kristy Nichols says the department will have an opportunity to justify the use of the contract and it will be reviewed. Superintendent John White held another conference call to the media to reply to Nichols’ comments. Non-Discrimination Ordinance Revived by Council Member BATON ROUGE, LA — Baton Rouge Council Member C. Denise Marcelle is reviving an ordinance to prohibit discrimination in housing and employment in the parish, including on the basis of sexual orientation. Marcelle initially proposed the ordinance in February, but then deferred it multiple times. On Wednesday, a new version was added to the agenda to be introduced at the June 25 council meeting, and would be scheduled for a vote at the following meeting on July 23. The ordinance prohibits discrimination in employment, housing and real estate, and public accommodations. The proposal is expected to be controversial. A past effort to pass a resolution against discrimination, One Baton Rouge, failed after local religious leaders said it gave special recognition to the lesbian, gay, bisexual and transgender community. That was under a previous council, but current Metro Council members also voted down another LGBT-related resolution that would have supported removing an unconstitutional prohibition of sodomy from the state’s statutes. Unlike One Baton Rouge, which was mostly a symbolic statement, Marcelle’s ordinance would have the force of law. Marcelle has emphasized that

One grant will fund an artistic collaboration to incorporate visual and performing arts at the Leo S. Butler Community Center in celebration of the neighborhood. Marcelle’s earlier version called for the city-parish to form a Human Relations Commission that would investigate discrimination complaints, and could issue fines of up to $500 for a first violation and up to $1,000 for subsequent violations. Marcelle said some of the delay previously was because she was working with the parish attorney’s office on that section of the ordinance about the human relations commission. Marcelle could not immediately be reached for comment Wednesday evening.

Denise Marcelle the ordinance protects everybody -- not just the LGBT community. “If you do something that says that we don’t appreciate discrimination and we won’t tolerate discrimination against any person, I don’t see how there could be any pushback on it,” she said in February. A city description of the new version of the ordinance said it would “provide protection from discrimination to employees in most businesses in East Baton Rouge Parish based on the protected classes: race, color, religion, na-
tional origin, age, disability, sex, veteran’s status, gender identity or sexual orientation.” It notes exceptions would be made for enforcing a dress code and designating restrooms and shower facilities. Religious organizations and colleges, as well as business with fewer than 10 employees would be exempt. Marcelle’s previous ordinance exempted employers with fewer than eight employees. Otherwise, it wasn’t immediately clear how the new ordinance differs from the earlier one.

The Washington,-D.C.based nonprofit ranked Louisiana 46th in its “2014 State New Economy Index.” The 2014 spot is down two spots from the last report released in 2012 and three from the 2010 report. Louisiana was ranked 47th in 1999, the first year the report was released.

However, Louisiana ranked 48th in information technology jobs and workforce education, two areas that state and industry officials have built initiatives around over the last few years. The report ranked each state on 25 key indicators sectioned
into five categories: knowledge jobs, globalization, economic dynamism, the digital economy and innovation capacity. “Unlike some other reports which assess state economic performance or state economic policies, this report focuses more narrowly on a simple question: to what degree does the structure of state economies match the ideal structure of the New Economy,” the foundation said in its report. La. To License And Regulate Insurance ‘Navigators’ BATON ROUGE, La. — Louisiana’s “navigator” organizations that get grants to help consumers enroll in insurance under the federal health care law will have to be licensed by the state. Gov. Bobby Jindal’s office announced Friday that the governor signed Republican Rep. Kevin Pearson’s bill to require the licensing and registration with Louisiana’s commissioner of insurance. The federal health department designates navigators. They help walk people through the complex process of buying insurance on the online marketplace. They must complete a training program to be certified with federal officials. Pearson’s bill lets Louisiana’s insurance commissioner add new training requirements up to 30 hours initially and 15 hours each year thereafter. Hey babies! What’s up ya’ll? I have sure been thinking about you all my sugars. I pray that you are all walking with Jesus and prayed up because we can’t make it without prayer ya’ll. I have just been praying for all of these babies who have writing to me because babies it is some jack up stuff going on in the world you hear me? I know that Jesus is soon to return because folk have lost there ever loving last minds! Help us Lord. Just listen to what this poor baby is going through. Dear Church Lady, I have a problem...I think that my sister is in love with my husband. Now I know that it might seem a little farfetched, but she always wants to hang out at our house. We all go to the same church and on Sundays she will make sure that she sits with us and always beside him and not next to me. She is a touchy talker and she is always putting her hands on him and falling in for him the catch her. The last straw was when we were leaving service last Sunday and Pastor said greet your neighbor with a holy hug and kiss, and before I could kiss my man she was wrapped up in his arms and not letting go. Now the look that he had on his face leads me to believe that he was as shocked as I was and it seem to make him very uncomfortable. However, let’s face it he a man and she is a very attractive younger woman and she is making him seem like he’s the best thing since Denzel Washington. Granted I believe that I do that for him too, but I don’t know what to do about this
behavior of hers. I don’t want it to break up my family, but I’m about whip a sister like apparently my mama never did. As for my husband, I have told him that I want him to start keeping better boundaries, but he says it is up to me to keep my sister in check. My grandmother would have been the one to deal with this situation, but we lost her about two years ago. I really could use some womanly wisdom church lady. Please help me. Sunday is World Elder Abuse Awareness Day
This weekend, communities across the nation and throughout the world will unite to observe World Elder Abuse Awareness Day. In Louisiana, Governor Bobby Jindal proclaimed June 15, 2014 as Elder Abuse Awareness Day. Every year an estimated 4 million older Americans are victims of elder abuse, neglect or exploitation. That’s just a small part of the problem. Experts believe that for every case of elder abuse or neglect reported, as many as 23 cases go unreported. In Louisiana, more than 7,300 cases of abuse involving older and vulnerable adults were reported last year. “Elder abuse, neglect and exploitation is a crime against Louisiana’s aging population,” said Department of Health and Hospitals Secretary Kathy Kliebert. “All Louisianians have a moral and legal obligation to stand up and take action against this serious issue by reporting abuse and not turning a blind eye.” Experts believe that older adults who experience abuse, neglect or exploitation face a considerably higher risk of premature death than those who have not been mistreated. There are several types of elder abuse: • Physical Abuse-physical pain or injury, e.g. slapping, bruising, or restraining • Sexual Abuse-non-consensual sexual contact of any kind • Caregiver Neglect-the failure of the responsible caregiver to

Often, the victim is unable to speak out due to dementia or other impairments. “The Office of Aging and Adult Services is committed to protecting Louisiana’s most vulnerable citizens,” DHH Office for Aging and Adult Services Assistant Secretary Hugh Eley said. “This is a much larger problem than people realize. It happens in all settings, and unfortunately,
in most cases, the abuse comes from family members or other caregivers who are supposed to be taking care of the victim.” Recognizing the signs of abuse, neglect and exploitation is the first step. You should look for; • Bruises and skin discoloration • Burns, welts, cuts, evidence of bites or bedsores • Visitors refused access to the house • Withdrawal (refusing to or not allowed to leave home) • Unclean, smelly, dirty or inadequate clothes • Weight loss, appears hungry, begging, or searching for food • No utilities * Unsanitary surroundings * Use of adult’s monies/resources by another * Withdrawal of money in substantial amounts * Restricted movement, locked in room. Antoine Mason Auburn was largely bereft of returning talent when Bruce Pearl arrived two months ago, so the best-case scenario for the Tigers appeared to be recruiting well enough to contend in a couple years. Having already added high-scoring Marshall transfer Kareem Canty and former New Mexico State guard K.C. Ross-Miller, Pearl struck again Wednesday when he snagged a commitment from perhaps the most coveted transfer left on the market. Former Niagara guard Antoine Mason, the nation’s second-leading scorer last season, announced Wednesday he has chosen the Tigers over Providence and Boston College. “It’s Official I Will Be Wearing Orange and Blue #14 at Auburn University #WarEagles #blessed #chiponmyshoulder,” Mason tweeted. “It was a close decision I would like to thank every school who had interest in me.” The addition of Mason is an especially big score for Auburn because the son of former NBA power forward Anthony Mason has graduated from Niagara and is eligible to play his final season immediately. He’ll provide Auburn the scoring punch it will need to perhaps ascend a rung or two in the SEC standings as soon as next season. The younger Mason averaged an eye-popping 25.6 points per game as a junior, second only to national player of the year Doug McDermott of Creighton. He had to do virtually everything for a woeful Niagara team that went 7-26 last season and finished last in the MAAC, shooting a respectable 44 percent despite being the only player on his team to average double figures. Even with Mason in the fold and Ross-Miller and a couple of other late signees also eligible, Auburn is not in the class of Kentucky and Florida and probably won’t even finish in the upper half of the SEC. Kawhi Leonard’s follow dunk punctuates great 1st half for Spurs in NBA Finals Game 4 It was Kawhi Leonard, in his own unfortunate way, that helped spur the Miami Heat to their comeback wins in the 2013 NBA Finals. It was Leonard’s free throw miss late in Game 6 of that series that helped allow for a desperate Miami run to tie the series and give them a Game 7 they would eventually take. Several Spurs components, from the veterans to the coaching staff to role players, also had a hand in letting a potential title slip away, but it was Leonard that had to spend the resulting summer staring down the most obvious of all the missteps. He’s just about made up for that now. In a bit of a shocker, considering that the 22-year-old has never made an All-Star team and is hardly a point of emphasis for opposing defenses, Leonard was able to parlay his all-around gifts into another game-shifting performance in Game 5, and the 2014 NBA Finals MVP. Leonard finished the series with three consecutive 20-point games, the first time he’s done that in his career. The third-year swingman was the only Spurs player to show a modicum of stability in the game’s opening moments, when Miami raced to a 22-6 lead with the man Leonard was charged with guarding – his two-time predecessor in Finals MVPs, LeBron James – tossing in 17 first-quarter points. Leonard, who won’t turn 23 until two weeks from Sunday, still managed to stay aggressive on both ends while tallying 22 points (on 7-of-10 shooting) and 10 rebounds in the 104-87 win. If you toss out Leonard’s tough, foul-plagued first two contests of the series, he averaged 23.7 points and 9.3 caroms a contest as San Antonio pulled away in these Finals. Leonard shot over 68 percent from the floor in the final three wins, and though his first two games of the series were rough (18 points, nine fouls, and four rebounds combined in 54 total minutes), this wasn’t a novelty-driven, storyline-inspired selection. No, Leonard earned it. It was
his aggressive offensive play that helped set the stage in Game 3, on the road no less, and his ability to appear to remain indefatigable in the face of LeBron’s attempts to carry the Heat on his own was remarkable. Constantly swatting at James and pressuring the ball, sometimes slipping away for a half a second to mind James’ teammates in a screenand-roll situation, Leonard’s defensive impact can’t be countered by pointing out that James still came through with terrific numbers in this series. Following the contest, Leonard could be seem embracing Spurs coach Gregg Popovich, who famously called Kawhi “the future of the franchise” in 2012 as part reality in the face of an aging roster, and part motivational tool. Leonard, prior to being handed the award by basketball legend Bill Russell, repeatedly thanked Popovich for pushing him, and Coach Pop has to be pleased that the relative youngster came through with three career games at the absolute best possible time of the season. “We have conversations throughout the year,” Popovich explained following the game, “and they’re mostly one-way; Kawhi is a really quiet young man. He listens; he’s a great learner, [he’s] super-competitive. He has a drive to be the best that is really uncommon in our league.” Pop went on to gush. “He walks the walk,” he said. “He’s there early, he’s there late. He wants more.” This was apparent early in Game 5, with Leonard again appearing as if he was the only Spur that seemed unafraid of what was expected to be a bounce-back game from an angry and desperate Heat squad. By the time the Spurs had earned their own double-figure lead, the game’s particular trending topics had more to do with Manu Ginobili’s and Patty Mills’ flashy first and second half play, respectively. And what cool under pressure, when things could have gone pear-shaped against the two-time defending champs, a team featuring the NBA’s best player. Kawhi Leonard encompasses all of these standout attributes even at an age in which most players are still finding their NBA sea legs. And in using that Finalslong sample size, the voters have decided, rightfully, that he was the biggest reason why San Antonio prevailed as the best team in the NBA this season.
The San Antonio Spurs should have been able to see it coming a mile away. The Miami Heat had three days to grit their teeth and prepare to keep their championship dreams alive after a Game 4 loss, with Chris Bosh more or less predicting a win, LeBron James imploring his teammates to follow his lead, and the Heat’s collective backs against the figurative wall. For the first quarter, at least, it looked like the obvious storyline would play out: LeBron managed 17 first-quarter points, and the Heat were up 22-6 at one point and finished the first frame up 29-22, the team’s first advantage at the end of the first quarter in five Finals tries. Then, the Spurs started passing again. They started taking chances offensively and backing off the Heat’s poor spacing on the other end. The script completely flipped, and before Miami knew it, the defending champs were down 20 points on the road, that impressive 16-point advantage a distant memory. Shot after shot went in, James’ teammates failed to step in to help their two-time Finals MVP, and by the time the confetti settled, the Spurs had taken Game 5 by a 104-87 score and won the 2013-14 NBA championship while utilizing some of the most impressive team play this league has seen since, well, the last time the Spurs won the title. Or the time before that. Or the two times prior to that. Five times total, since Gregg Popovich and Tim Duncan joined forces in San Antonio just prior to the 1997-98 season. One month into that season, after his Houston Rockets took on Duncan’s Spurs, Charles Barkley exclaimed to reporters that he had “seen the future,” and that it wore Duncan’s uniform number. Charles couldn’t have possibly been talking about June 2014 when making such an apt declaration. Duncan scored 14 points,
added eight boards with two blocks, and offered his usual expert help defense in the win, finishing the series with averages of 15.4 points and 10 rebounds, all while looking like the sort of player that could do this all over again in June o2015. San Antonio overcame a miserable shooting night from former Finals MVP Tony Parker, who shot 7-of-18 on his way to 16 points (missing his first 10 from the field) in the win as James continually went underneath the screens set for Parker, daring him to shoot. Shoot he did, missing quite a few along the way, but Miami’s defensive maneuver allowed the Spurs to start their possessions far closer to the basket than usual, and eventually the poor spacing caught up to Miami. Manu Ginobili keyed a first half surge and finished with 19 points and four assists, while Patty Mills came off the same Spurs bench to toss in a blistering 17 points while making 5-of-8 three-pointers. Miami was unable to counter on the other end, going long stretches without scoring, completely incapable of setting up anything offensively that didn’t heavily rely on James doing all the damage individually. Of course, it didn’t hurt for San Antonio that Kawhi Leonard once again closely watched James. To spy Leonard’s play and body language early on, it was apparent that he was going to have to be the star-in-waiting to aid San Antonio in its comeback. While his veteran teammates appeared a little shook and unsure at the initial Miami onslaught, Leonard still moved with and without the ball offensively, while making a series of intelligent moves on the other end even as James racked up the points. He was unflappable despite the early deficit, and as the Heat settled down, Leonard’s active play eventually began to offer some tangible results.
