'The Great Barrow Walk' 2009 Take up the challenge! Wednesday 23rd September to Saturday 26th September 2009 The concept of the Great Barrow Walk was formed in 2008 by Glen Moulds, founder of the Academy Health & Fitness Centre, to develop a personal physical and mental challenge to anyone with the strength of character to take up the challenge.

Bus service plight for Howard Estate residents

Why change our Middle Schools system?

Buses should run where people need them. This may seem a rather obvious statement but the strength of the campaign being run by residents of the Howard estate in Bury St Edmunds to persuade the authorities to extend the new 80 bus route a few hundred yards towards their homes so they can reach the new Asda store demonDavid Ruffley MP strates that this is not necessarily the case. Their delight at the opening of Asda in Western Way was soon shattered when they realised that the new bus service, partly funded by money from the developers, would not run as far as the Howard estate. Bus users are often pensioners, people on low incomes or mothers travelling with young children. They all rely on buses on a daily basis. A meeting between St Edmundsbury Borough Council, Suffolk County Council and First, the bus operator, to discuss this bus route is not due to be held until 12 August. My Howard estate constituents want to know why it is taking so long. I have taken up this issue with the two councils and will be meeting Alan Pilbeam, Managing Director of First East England, to ask why this incredibly modest change to the timetables cannot be delivered rapidly. I hope that common sense will prevail. I call upon the parties involved to resolve this issue as a matter of urgency so that my constituents living on the Howard estate are provided with the bus service they need.

The truly magical thing about Middle Schools for me is that they allow our children to hold onto their childhood to the last possible moment. My own two children flourished in the middle school system. They were made to feel special, understood and appreciated for their uniqueness rather than anonymous in a vast 1300+ secondary school. The result for a small, and quite intimate, town like Cllr Mark Bury St Edmunds is that young people are Ereira-Guyer highly socialized, courteous and respectful of others. When speaking with my teenage son's friends I am taken aback by their very positive experiences of their school days and how much they feel that for them 'small really was beautiful'. They express genuine pride in a town with such schools in them. Before arriving on the County Council scene as one of the first Greens elected ever, a policy decision had already been taken to move to having two tier education rather than three - meaning the end of Middle schools. I have received a flurry of emails from those parents who want to know how the changes will impact on their own children as we are now coming to the point when change is being implemented. A typical concerned parent writes: "Educationally the Middle School system is far superior, because of its coherent view of how to meet the changing developmental needs of children and young people, particularly in providing for children through pre-pubescence and early adolescence. Never more than now do we, as a society, need this". Views like this chime in with my own and many other people that I talk to across the Tower electoral division I represent.

Andrea Hill, the County's impressive CEO, has told all new county councillors that she expects very tough public spending rounds for the next decade and that this will mean lots of hard choices here in Suffolk. Yet, despite great uncertainties about the public funding being available, the County Council will be bringing forward its proposals next month to set up several split-site secondary schools in Bury St Edmunds for all 11 to 18 year olds. So watch this space. I shall be taking a special interest in children and young people's issues as I am now a member of the Children, Schools & Young People Scrutiny Committee. I must confess I was shocked to discover that Suffolk has the second highest percentage (8%), after Peterborough, of young people aged 16-18 who are not in education, employment or training (NEET), concentrated in the County's more disadvantaged areas. With the economic recession and fewer jobs to go around their predicament is made that much worse. Perhaps with public funds getting tighter there is an urgent need to direct them towards helping NEET young people into training and employment rather than spending millions on re-organising middle schools in Bury which most, including young people themselves, believe allow for a full, healthy childhood and an education second to none.

Our complicated Council structure

Now that I am a 'three-hatted' councillor (not I hope 'three-hated'!) I am beginning to understand more and more how complicated our council structure is, and how much duplication is possible. In talking to people about my recent election to Suffolk County Council I realise that many in Abbeygate whom I still represent on the Borough and Town Councils think I was just up for re-election. They don't realise that I was trying to represent them at county level, whilst still doing so at the first and second tiers. So here's an explanation. Your most local council in the town is the Town Council, or a parish council if you live outside the town border. These councils take the least money from you, and most importantly have a say in planning or licensing matters. The Town Council has a staff of three part-timers, and 17 councillors. One responsibility that it has in law is to provide allotments, something that has been exercising Bury Town Council recently. The Borough Council covers the whole of St Edmundsbury, from Stanton down to Haverhill. It takes about 12% of your total council tax bill to provide many local services, such as waste collection, leisure (including our lovely parks and gardens), environmental health and so on. There is a staff of hundreds, and 45 councillors. The County Council takes most of your council tax, needed to pay for all schools and their staffs, social services and highways throughout the county. There is a staff of well over twenty thousand and 75 councillors.

It is not surprising that there are moves to combine the 2nd and 3rd level councils into 'unitary' councils. The big debate at present is whether to have one unitary for Suffolk, or two or three - which could include West Suffolk. There is not space here to go into that debate, but as I was being urged to take away my Suffolk County Council lap-top (I refused, as I already have one from St Edmunsdbury) I was given a harsh reminder of how unitary councils might save money! West Suffolk House officially opened

Planning accolades for St Edmundsbury The first two places in an awards scheme have been won by the St Edmundsbury Borough Council Planning Service for projects in Bury St Edmunds. The first prize in the Royal Town Planning Institute 2008 Regional Planning Achievement Awards was won for the restoration of the West Front, and the second prize was for the Station Hill / Tayfen Road and North West Haverhill concept statements.

The Shadow Leader of the House of Commons, Alan Duncan MP, officially opened West Suffolk House, the new shared offices for St Edmundsbury Borough Council and Suffolk County Council in Bury St Edmunds, which is the base for over 700 staff serving West Suffolk. After learning about the £20m building's green energy saving credentials, the money being saved and services to residents improved by partners working more closely together, Mr Duncan said that it will lead the way for how other councils approach the challenging times ahead.

The awards will be presented by the Senior and Junior Vice Presidents of the Royal Town Planning Institute at an awards ceremony at Ickworth House on Friday 10 July.

The Bury St Edmands Town Council will be holding a competition for tenants of its allotments to coincide with National Allotments Week (10 - 16 August 2009). At the beginning of August Judges will be visiting all the 225 plots to determine The Best Allotment Plot - applications for this category are not required. The Judges will also determine The Most Environmentally Friendly Allotment Plot. To be considered in this category you must either apply or be nominated.

Commenting on the restoration of the 12th century West Front of the Abbey of Bury St Edmunds, a Grade 1 listed Scheduled Ancient Monument, the judges said that it was a considerable achievement because of its poor state, its complicated history, and the need to maintain its historical integrity while at the same time including modern facilities for residential use. They concluded "the building was not only restored and safeguarded, it was developed to the true conservation concept of having a viable use after restoration was complete". The second prize recognised the principle of building in high quality design and sustainability at the planning stage of any future developments in two key areas in Haverhill and Bury St Edmunds.

point that they are finding it difficult to cope. Services need to be in place to support people right from the first signs of dementia. This includes both the needs of the person themselves, as well as any family carer who is supporting them.

A condition wreathed in stigma and misunderstanding A recent report by the Suffolk County Council Adult and Community Services Scrutiny Committee has predicted that by 2025, it is expected that 65 per cent more people living in Suffolk will be affected by dementia - a condition wreathed in stigma, misunderstood and often not diagnosed quickly enough, leaving those with the condition, their families and carers in difficult circumstances.

Respect for Dementia In another initiative the Suffolk Mental Health Partnership NHS Trust has been working with local groups: including Suffolk Alzheimer's Society, Suffolk Family Carers, and Suffolk Age Concern, on a project to raise awareness about dementia. Called 'Respect for Dementia', the group has now developed two diaries, based on the lives of over fifty people living with dementia in Suffolk. They give a unique insight into real-life issues - and also act as a helpful guide to the resources available.

Suffolk County Council, together with NHS Suffolk and NHS Great Yarmouth and Waveney recognise the need to support the growing numbers of people in Suffolk affected by dementia. The organisations have been working together to develop a joint strategy that will ensure that there is a co-ordinated response with the aims of raising awareness and understanding of dementia, achieving early diagnosis and support, and ensuring that services are in place to support people's Patients and visitors will be asked to pay 10p more to park at capacity to "live well" with dementia. A range of measures will also be introduced to relieve pressure on spaces by encouraging alternative modes of transport, while an additional staff member will be employed to help traffic flow at the busiest times. In addition, CCTV cameras will be added at the front of the hospital to improve security, while the possibility of introducing car share permits for staff will also be investigated.

Arc Shopping Centre Brings Prosperity 'arc' Bury St Edmunds has now been open for three months and Market Thoroughfare has been improved and opened out. The Council report that car parking and trading figures show that 'arc' is attracting more people to shop in the town, and that the benefits are being felt by the whole town, not just the new development. Some firms in the town have recorded their best ever trading results with both the numbers of shoppers and revenue increasing.

There are some vacant shops, mostly obviously in Cornhill, Cornhill Walk and Abbeygate Street, and the Council has financed Town Centre Management to produce colourful posters promoting the town to go in the empty windows. Local agents report good interest in the vacant shops and hope that most of them will soon be let. Since 'arc' opened in March 2009, several more shops have opened, both in the 'arc', such as Hobbs, Animal, HMV, Blacks, River Island and H&M, and in the town centre, such as LeasEasy on Langton Place, the Hair and Beauty Salon on Risbygate Street, Caroline's on St Andrew's Street South, Ruby & Co on The Traverse and Sheridans on Whiting Street.

New Economic Assessment for the Borough The Economic Development team of St Edmundsbury Borough Council is proposing to undertake an economic assessment of the Borough over the summer and autumn 2009. Both the Council's Overview and Scrutiny and Policy Development Committees will be involved. A survey of businesses is being undertaken and a business conference is also planned.

Suffolk Trading Standards Be cautious when buying online Suffolk Trading Standards are today warning people to be wary of what they buy online following several complaints about counterfeit products. Complaints have recently been received from people who have purchased GHD hair straightners, Nintendo DS games, memory cards for digital cameras and CDs/ DVDs from various websites. Steve Greenfield, County Trading Standards Officer, said; "In this current economic climate people may be looking to pick up a bargain on the Internet. Although many of the sites you visit will be genuine and sell the product you are looking for at a reasonable price, others will not be and will try to sell you counterfeit items instead. "One thing consumers should keep their eye out for when spotting a fake is the price. VAT Flat Rate Q: I joined the Flat Rate VAT scheme nearly two years ago. In that time my turnover has risen above the £150,000 limit. Does this mean I have to leave the scheme and if so when? A: HMRC recently revised the rules concerning the turnover limit. Now provided that your turnover does not exceed £225,000 net of VAT for the 12 months ended on the anniversary of you joining the scheme then you can continue to use the Flat Rate VAT scheme. You must include in the £225,000 any exempt income such as bank interest, lottery commission or rents. If you have exceeded the limit then you will have to leave at the end of the VAT quarter which contains the anniversary date of you joining the scheme.

Employing Students during the Holidays Q: During the summer holidays we will need to employ some temporary staff to cover the extra working hours of our business. Someone has suggested we employ students, as they do not have to pay tax. Is this correct, and if so how do we do it? A: If you employ students in the recognised vacation periods of summer, winter and Easter, you can pay them without deducting PAYE tax, provided they meet certain conditions. However, if you employ a student at any time other than their normal holiday periods (or if a student works for you both during and outside their holidays), then you should operate the normal PAYE procedures used for any other employee. In order for you to do this each student must sign a form P38S which you can obtain from HM Revenue & Customs. Provided that the student's earnings remain below their Personal Allowance for the tax year (currently £6,475) they can be paid without deduction of PAYE tax. However, you will still have to pay both employer and employee National Insurance if the earnings for each employee exceed the earnings threshold, which is set at £110 per week for the tax year ending 5th April 2010. The Gym opened 3 years ago at Church Farm, Barrow, having been built by Glen Moulds as a long term dream.
