Sustainable travel to school Dorset County Council is fully committed to promoting walking, cycling and, for longer distances, greater use of buses for the school journey. When you are thinking about schools you would like your child to attend, please consider the following: • •

Children who walk to school are fitter, have better developed social skills, are more familiar with their surroundings, have better road sense and arrive at school more relaxed and ready to learn. Walking, cycling or using public transport offers children greater independence and flexibility – which is especially important at a time of change in the nature of the school day, with greater numbers of pupils staying for extra study, extra curricular activities and sport.

• Research shows that if you choose a school beyond a realistic distance (Primary - 800m Secondary - 2km) of your home you will probably drive your child to school. •

Walking, cycling or using the bus reduces congestion on the roads. Parents in Dorset, who drive their children to and from school increase congestion on the roads by 20%, drive 20.5 million kilometres and generate 4,188 tonnes of Co2 per year. If all parents chose to send their children to their nearest school we would save in excess of 10.4 million kilometres and 2,124 tonnes of Co2 per year!

• Consider the cost of driving to school. Current figures put the average cost at £690 per year! • Where walking, cycling or public transport are not feasible, car sharing may be an option. This can save time and money and helps cut traffic congestion and air pollution as well as being sociable for children.

Remember, if you choose a school that you will have to drive to, it is a long term commitment. Will you still want to / be able to drive your child to school in 7 years time? The oversubscription criteria will always apply Families living in excess of the realistic distance are not automatically entitled to transport support from the County Council. School Organisation and General Information What are the different types of school in Dorset? Dorset is committed to providing a comprehensive system of education and has a variety of different school structures in different parts of the County. All schools are organised into groups of schools called pyramids/areas: Beaminster / Blandford / Bridport / Christchurch & Highcliffe / Corfe Hills / Dorchester / Ferndown & West Moors / Gillingham / Lyme Regis / Lychett & Upton / Purbeck / Shaftesbury / Sherborne / Sturminster Newton / Weymouth & Portland / Wimborne & Cranborne. The different types of school are: • Community – a school wholly funded by the LA, which is also responsible for admissions • Voluntary Controlled – a school set up by a voluntary body, usually a church, totally funded through the LA which is also responsible for admissions • Voluntary Aided – a school started and owned by a voluntary body, usually a church, and part funded through the LA. The school governors are responsible for the running of the school and are also responsible for admissions • Foundation – a school funded by the LA. However, the school governors are responsible for admissions • Trust - A Trust school is a type of foundadtion school which forms a charitiable trust with an outside partner • Academy - Academies are publicly funded schools, independent of the Local Authority Trust, Academy,Voluntary Aided and Foundation schools have their own Admissions Policies. Independent Schools in Dorset The LA has no responsibility for independent or private schools. However, a list of schools in the South West can be obtained from ISIS (The Independent Schools Information Service), details of which can be found on (page 4).

SATS are Standard Assessment Tests. These may be taken at the end of Key Stages 1 and 2 to provide an overall judgement on the pupil’s achievement.

Children with a Statement of Special Educational Needs (SEN) If your child has a full Statement of Special Educational Needs please be aware that the School Admissions Team will not be involved in their school placement. This will be dealt with by the Special Educational Needs Team and you should contact a Caseworker by telephoning 01305 224888 to discuss your child’s education.

Children Starting School for the First Time In Dorset all children born between 1 September 2006 and 31 August 2007 can, if their parents wish, start school in September 2011. Children do not legally have to attend any educational setting until the term following their fifth birthday and parents must decide whether early education, in whatever setting, is right for their child. Parents can request that their child attends part-time until the child reaches compulsory school age. All children can start school full time from September 2011.

Deferred Entry It is expected that most parents will choose the September admission date for their child. However, where an offer of a place is made to a child below compulsory school age, parents have the right to defer their child’s entry to school until later in the school year. Parents are advised to contact the appropriate school/s to discuss this. The place is held for that child and is not available to be offered to another child unless the parent confirms they no longer want the place or do not take up the place by the agreed/appropriate date, i.e. their fifth birthday or the end of the academic year. Entry may not be deferred beyond the beginning of the term after the child’s fifth birthday or beyond the academic year for which admission is sought. For a child born in the summer term, if parents decide to postpone application until the term after the child’s fifth birthday, the child will start school in Year 1 on a full time basis and must apply on a separate application half a term in advance of when the place is required.

School Leaving Age The law allows children who reach the age of 16 during the 2011/2012 school year to leave school on 29 June 2012. Please note that this date is set by law and the LA has no discretion to alter it.

Post 16 Education There will be a Sixth Form or College serving your local area, which can offer a wide range of A Level, vocational and other courses. Each will have its own Admissions Policy, and admission number for external applications, and entry requirements. An appeal can be lodged if refused admission to Sixth Form. Which School – How do I decide? The Admissions Policy for Community and Voluntary Controlled schools can be found on page 12. For Admission Policies for all other types of schools, please refer to the School Admissions website, www.dorsetforyou.com/schooladmissions, contact the School Admissions Team or the school directly. You should consider historical data regarding the allocation of school places which can give an indication as to the oversubscription levels and under what criteria places have been allocated in the past (appendix 1), to help you to make realistic preferences. You should gather as much information as possible to help you decide on your preferences. The best way to do this is to look at school prospectuses which will give details of: • • • • • • •

The school’s aims and objectives Details of the curriculum offered National Curriculum test results Attendance figures Details of policies, such as behaviour and discipline Out of school activities offered School specialisms in the case of secondary schools

You may wish to consider key aspects of each school, such as its ethos and values, or its SEN and disability equality schemes and accessibility plans or extended services. You should find out the behaviour policies of the schools you are interested in as you may be asked to commit to a home- school agreement. It is a good idea to make an appointment to visit any schools you are interested in. Schools usually host open days and/or evenings for parents about new admissions to schools. Parents are advised to contact the schools direct to obtain details about these arrangements. You can also visit individual websites via www.dorsetforyou.com. The Office for Standards in Education (OfSTED) inspects all schools. You may wish to obtain copies of the latest OfSTED reports and the subsequent action plans for development. They can be obtained from the school, local libraries or via the internet on www.ofsted.gov.uk/reports Primary and secondary performance table information can be obtained via www.education.gov.uk Applying for a school place can seem difficult and confusing. Points to Consider when Making an Application Applicants are responsible for enclosing all relevant information in support of their application. Please read the Admissions Policies for the schools you are applying for to ensure everything that is required to meet the criteria is provided. If the relevant information is not provided at the time of application the Admissions Authority cannot be held responsible for seeking this information. The application will be considered solely on the information provided. Applicants must make the School Admissions Team aware if there are any material changes prior to the allocation of a school place e.g. house move. Parents are responsible for ensuring the correct postage is applied and the Authority will not cover a shortage in posting, or accept an application as being on time, which arrives late because of short postage. Home Address The home address is considered to be your main residence where the family/child spends all or the majority of their time. In the case of parents with shared care, the home address of the child will be identified as the address (of the holder) of the Child Benefit. If you are moving, and are requesting a place in an established year group, you may wish to wait until you have secured a residence in Dorset before the application is considered and this should be clearly marked on the application. If you/the child/ren are moving, in order to consider the application from the new address, documentary evidence must be provided. This should be one of the following: • A Solicitor’s letter confirming exchange of contracts on your purchase, (and sale); • A copy of a tenancy agreement showing the address of the property, date, duration of the tenancy and the signatures of yourself/ves and the Landlord/s together with proof of your Notice to Quit or vacation of your current property; • If you have or are taking over the care/guardianship of a child, we will require a letter from the parent confirming the new arrangements and proof of address. If a child lives with someone other than a close relative for 28 days or more, then it is a legal requirement that Children’s Services are notified on 01305 877445. and evidence as per the bullet point below • If you and/or the child are moving in with a friend or relative in the area we will only consider it from the Dorset address once you are resident with them. We will require a letter from them confirming the arrangements, together with proof of their address. • In the case of Armed Services/Crown Servants, we will accept a posting order as proof of a move to the area and will base the application on the posting address if a home address is not available. Applications can be considered from all UK residents, British citizens living abroad, those with passports endorsed with a right of abode and from EEA citizens. If you own a UK property, proof of ownership and confirmation of the date you will be resident must be provided to consider your application from this address. If you are a non EEA citizen to consider the application, you must have an appropriately endorsed visa, proof of residence and date of arrival. In all other cases, we will not consider the application/s, until the parent/s and/or the child/ren is/are resident in the country. You must contact us at that time. We require original passports and visas to be produced to the offered school at the time of admission.

If you are moving, but wish to apply from your current address on parental preference grounds, ahead of your move, please indicate this clearly on your application form.

Your Catchment Area School To find out your catchment area/nearest school you must contact the School Admissions Team. Moving into a catchment area does not guarantee a place, and it may even be necessary to offer a school in another pyramid.

Siblings The term sibling means full, half, step, adopted or non-blood related brother or sister living with single, married or co-habiting parents at the same home address (as identified by the Child Benefit details). In the case where parents have shared care, a Solicitorâ&#x20AC;&#x2122;s letter or Court Order proving that the children reside together at all times, identifying the main carer and main residence, will suffice as evidence of the address and sibling link. In all other cases, and where no such evidence is provided, the home address of the child will be identified as the address (of the holder) of the Child Benefit. In order for a sibling link to be considered the sibling must either already attend the school at the time of application and be expected to do so at the time of admission, or, in the case of linked schools and sixth form, application must have been submitted and there be a reasonable expectation that the place will be offered and accepted (confirmation will be sought from the Admission Authority/School).

Feeder School Links Not all schools have Feeder School Links, you should check the relevant Admissions Policies for details. If your child is on a waiting list for the normal year of entry a feeder school link can only be considered, prior to the first school day of term in September 2011, at this point your child/renâ&#x20AC;&#x2122;s waiting list position will be updated to the highest applicable criteria.

Your Preference School Due to oversubscription it is not always possible to offer a place at your catchment or preferred school. Living in or moving into a catchment area does not guarantee a place at the catchment school, nor does having a sibling at the school or attendance at a feeder school. If it proves possible to offer your child/ren a place in your preferred school and it is not your catchment school this constitutes a Parental Preference and your acceptance of the place offered means that the daily travelling arrangements and costs will be your responsibility, unless this is your nearest school. If you have any younger children whom you later wish to attend the school there is no guarantee that a place will be available. There is no guarantee a place will be available in the recognised receiver school. Any application will be considered in line with the Admission Policy for the school. It is recommended that you take the opportunity to name more than one preference. All decisions are made on an individual school basis and naming only one school will not improve your chances of being offered it. You must consider the options should you not

be offered your highest preference school. If you do not choose to name your catchment school and could have been offered a place but have to be redirected to an alternative, you will be responsible for the transport arrangements.

Parental Responsibility In England and Wales, if the parents are married to each other at the time of the birth, or have jointly adopted a child, both have parental responsibility. This is not automatically the case for unmarried parents and according to current law the mother always has parental responsibility. A father has Parental Responsibility only if he has jointly registered the birth of the child with the mother since 1 December 2003. A parental responsibility agreement or a Court Order will also suffice. Proof of parental responsibility may be requested if there is any doubt regarding this. Legal advice may be sought. Should both parents have responsibility only one set of preferences can be considered. If agreement cannot be reached between the parties an application will only be considered from the applicant who holds the Child Benefit entitlement unless a Court Order overrides this by stating which parent’s application should be considered.

Choice Advisers – Independent Advice Choice Advisers can: • • • • •

offer help to vulnerable families; offer help completing your form; provide a range of advice about schools; explain how the co-ordinated admissions scheme works and; explain the process of applying for a school place.

The service offers: • • •

free, independent advice to parents/carers; help and support to enable families to make the best and most realistic choice of school using all resources and information available; help to maximise choices by interpreting and explaining the information to meet the family’s specific needs. This will include information about admission arrangements in other Local Authority areas and how to apply for schools in those areas.

Admissions and other Policies Dorset LA - Admisssions (oversubscription) Policy - 2011/12 Dorset LA is the Admissions Authority for all Community and Voluntary Controlled schools in the County. The policy set out below does not apply to Voluntary Aided and Foundation schools. The admission of children with Statements of Special Educational Needs is covered by Sections 324 to 328 of, and Schedule 27 to, the Education Act 1996. Guidance on the Admission of Statemented pupils is given in the Special Education Needs Code of Practice. Where a child(ren) lives with parents with shared responsibility the address that the application will be based on will be the address of the person who receives the Child Benefit. Where those with parental responsibility cannot agree about the preferred schools the only application that will be considered will be the one submitted by the person who receives the Child Benefit. The aforementioned applies unless a current Court Order rules otherwise.

1. Where all parental preferences for places at the school can be satisfied all children seeking a place will be admitted. 2. Where there are too few places available (see footnote 3) to satisfy all preferences places will be allocated according to the following priority order: i.) children who are in the care of a local authority (see footnote 4); ii.) children living within the school’s catchment area and who will have a sibling(s) attending the school at the time of admission (see footnotes 6 , 7,); iii.) children living within the school’s catchment area (see footnote 5); iv.) children living outside the school’s catchment area who have a sibling(s) attending the school at the time of admission (see footnotes 5, 6 & 7); v.) children living outside the school’s catchment area and who were attending one of the preferred school’s recognised maintained feeder schools during the previous year (see footnotes 7,8,9); vi.) children living outside the school’s catchment area and whose parents wish them to attend a CE Voluntary Controlled school on denominational grounds (see footnote 10); vii.) all other children living outside the school’s catchment area. 3.

If too few places are available to satisfy preferences expressed within any of the priority order categories above, places will be allocated on the basis of the child’s closeness to the preferred school (defined by straight line measurement using a Geographical Information based system which identifies an Easting and Northing for the home address and the school building and calculates the distance between the two locations – see footnote 11).

4. In the event that the LA is unable to distinguish between applications despite applying the priority categories above, lots will be drawn by an independent (of the LA) person to determine the final place(s).

Where applications are received from families with multiple birth siblings and by adhering to PAN these siblings could not be offered the same school, the admission number will be exceeded to accommodate the multiple birth siblings. This recognises the exceptional nature of emotional bonds between multiple birth siblings. This is not an indication that schools can exceed the admission number other than under these exceptional circumstances. The exception to this is where this would compromise Key Stage 1 Class Sizes legislation in which case the parent/s can chose which child/ren will take the place/s available up to the admission number or accept an alternative school offered where all children can attend together.

Footnotes 1. Ferndown Upper School – After allocating places to children in care, priority will be given to up to 26 pupils who can demonstrate an aptitude in Visual Arts. Should the number of applications for these places exceed availability, places will be allocated in accordance with the Local Authority’s Admissions Policy. Remaining places up to the planned admission limit of 260 will be allocated in accordance with the Local Authority’s Admissions Policy. 2.

Portland, St George’s C Primary School – Priority for the additional 30 places available at Year 3 will be given to children who are in the care of the Local Authority followed by those children attending Portland, The Grove C Infant School during the previous year. Any remaining places will be allocated in accordance with the Local Authority’s Admissions Policy.

3. The places available are defined as the published Admission Number for the school for that year of entry. 4. This criterion specifically relates to children with either a care order (full or interim) or who are accommodated under Section 22 of the Children Act 1989. 5. The school’s catchment area is a geographical area defined by the authority following consultation with the governors of the school and neighbouring schools. Details are held by each school. 6.

The term “sibling” means full brother or sister, stepbrother or sister, adoptive brother or sister and non-blood related children who live with married or cohabiting parents in the same household and relates to all year groups provided by the school (see also section above relating to Child Benefit).

7. In the case of an infant school the sibling link will apply to the related junior school and vice versa. 8. For details of recognised maintained feeder schools parents are advised to refer to the Pyramid Lists on the School Admission website. 9. This does not apply to children attending pre-schools, day nurseries and playgroups. 10. To qualify for consideration under this category, parents/guardians will need to show that at least one adult family member and the child to whom the application relates

have been attending their local church at least once a month for a minimum of a year prior to the closing date for applications, and that the application must be supported by a written statement from the vicar/priest/minister or leader of the church confirming this.

11. The use of the “straight line” measurement method applies to the allocation of places only. It will not be used to determine transport entitlement, where it is a legal requirement to measure by the nearest available walking route. 12. Separate admission policies apply to Community schools in Gillingham and Verwood. Details of these policies can be found on the School Admission website. 13. The LA operates a waiting list policy. Parents can apply to have their child’s name placed on a waiting list. This will be held for one term only following refusal. If parents wish to keep a child on the waiting list beyond the first term they will need to confirm in writing at the end of the/each term for an extension.

Policy Statement for Equality The Local Authority (LA) is committed to the fundamental principles of equality of access and opportunity, unbiased treatment and equal value of all individuals. The primary purpose of the LA is to ensure the provision of a high quality education for all learners, irrespective of gender, ethnicity, social and economic background and circumstances, sexual orientation, physical or intellectual capability, nationality, religion or belief, age or chosen lifestyle.

Children in Care Children in Care are Children with a Care Order (full or interim) or who are accommodated under Section 20 of the Children Act 1989. Children in Care are considered as the highest criteria with any Admissions Policy for Dorset Schools. In Year Fair Access The Local Authority has an In Year Fair Access Protocol, which exists to ensure appropriate education is secured for children without a school place, particularly the most vulnerable or those with challenging behaviour. To ensure schools take their fair share of pupils with challenging behaviour, the Local Authority and schools must work together in partnership to improve behaviour, tackle persistent absence and help support improving behaviour partnerships. How to Apply for School Places Co-ordinated Admissions Scheme As a result of legislation all LAs are required to operate a Co-ordinated Admissions Scheme covering all schools. The arrangements and timetables set out in this booklet are part of the Scheme. The main purpose of the Scheme is to ensure that every child applying for a school place within the area served by the LA receives one offer of a school place and is to ensure safeguarding and fairness. All applications for school places must be made through the Local Authority where you live. See information on Home Address (page 9). You should name all of your preferred schools and the information will be passed to other Local Authorities or schools responsible for their own admissions for their consideration. They will inform Dorset School Admissions if a place is available. Only the Home LA is responsible for sending out the letter advising of the outcome of the application on behalf of all Admission Authorities. Parents are advised to name three preferred schools on the application form. These should be in order of preference. The law says that parents are entitled to express a preference for a school they wish their child to attend. Preference is not the same as choice. The law does not give parents the right to choose a particular school for their child and have their choice met. Parents who name a school are considered above anyone who has not named it. Not naming your catchment school may also affect transport entitlement. If you live in the Dorset LA area regardless of the preference of schools, please complete a Dorset LA application form naming any schools you have a preference for, or apply online from 1 September 2010 at www.dorsetforyou.com/schooladmissions. If you live outside the Dorset LA area (including Bournemouth and Poole) you should ensure that your application is made through your home LA. You can name Dorset schools on this application. Online applications must be received by midnight on the closing date If you are posting your application directly to the LA and there is any dispute as to whether this meets the deadline, proof of posting by the closing date will be required for the application to be considered on time. This can be obtained free of charge from the post office at the time of posting. Completed application forms may be given to the headteacher of your child’s current school where appropriate by the end of the school day on or prior to the closing date. You may wish to request a receipt. Parents who meet the deadline will be notified of the outcome by the Home LA. Letters will be sent out on the offer date by first class post.

Late Applications for Dorset Schools Applications received after the closing date can only be considered on time if they meet the following strict criteria: • Where both parents, or in the case of a single parent family one parent, have been ill for the period between 1 September and the closing date and as a result did not receive the information about applying or were unable to complete the application (a medical report would be required). •

A bereavement that has resulted in the whole family relocating for the period between the 1 September and the closing date and as a result did not receive the information about applying or were unable to complete the application (proof would be requested).

NB Applications would have to have been submitted at the earliest possible opportunity after the closing date. Applications received after the closing dates which do not meet the criteria set out above will be regarded as late applications irrespective of the reason and will be considered as part of the appropriate late round. The following timetable applies to late applications for any school. Applications into an established year group (Sometimes known as casual or incidental admissions) Incidental admissions are considered half a term in advance from when the place is being requested. If you are moving to the Dorset area and your child will need a place in an already established year group, or you wish to change your child’s current school, you should contact the School Admissions Team to discuss space availability, transport arrangements and any other relevant local information. They will be able to help with advice on the application and the allocation process. Applications are considered into the year for the chronological age of your child. Should you wish your child to enter a different age group you must discuss this with the Head Teacher of the school you are applying for and, in the case of back-yearing, the Special Educational Needs Team. Please note, that the School Admissions Team only process applications for mainstream schools, therefore please do not name Pupil Referral Units (PRU/ Learning Centres), Special Schools or bases on the School Admissions application.

Frequently Asked Questions Can I choose which school my child attends? Parents can express a preference for a particular school. There is no guarantee that a place at the preferred school can be offered although the LA tries to meet the wishes of parents wherever possible. As a result of demand from families living in a catchment area and/or parental preference applications a number of Dorset schools are full and have no places available. When a child is refused a place at a particular school it is usually for two reasons: to avoid full class sizes and to maintain the quality of education on offer at the school. If you are either planning to transfer schools or are moving into the area you must contact the School Admissions Caseworker for the area you are interested in prior to submitting your application to discuss space availability and transport implications.

How are applications considered? The equal preference system will be applied and wherever possible we will meet the preference ranked first by parents. However, due to oversubscription, this is not always possible and occasionally it may mean that a parent’s second or third preference is given priority over another parent’s first preference. It may be possible to offer a place at more than one of the schools for which parents have expressed a preference. If this is the case the highest ranked school where places are available will be offered.

If it is not possible to meet any of the preferences and you live within Dorset LA, then an alternative offer will be made of your catchment/ nearest alternative school with places will be offered, taking into consideration the efficient use of resources, if transport is to be offered by the LA. Parents must ensure that all relevant information/documents are enclosed.

Can an offer of a place be withdrawn? Once the offer of a place has been made, it may be withdrawn only in limited circumstances, for example: • Where the application was fraudulent or deliberately misleading; • Where an offer has been wrongly made by someone other than the Admission Authority; • Where, following reminders from the school/LA, and appropriate warnings as to the consequences, the parent does not respond within one week of the final reminder and therefore is deemed to have declined the offer of a school place.

What is the Admission Number and how do I know how many places there are at the school? The entry number of a school is called the Published Admission Number (PAN) and is mainly decided by available accommodation, or in the case of primary schools, to meet class size limits. This is the number of children the Admissions Authority is legally obliged to admit to a year group. The Admission Numbers for schools in the pyramid/area in which you live or are interested in can be viewed on the Pyramid Lists on the School Admissions website. You should contact the School Admissions Team to find out if places are available.

My child or I are unhappy with the current school can I apply to change schools? You can make an application for alternative schools, however, we strongly advise that you talk to the current school in the first instance through your child’s tutor and/or head of year who can help you and your child with identified support and guidance. If you are not satisfied with this you should address concerns to the Head Teacher and/or Chair of Governors. You need to be able to get your child to and from the alternative school (unless entitled to free support) and you should be aware that changing schools does not always solve the issues. Once your child is removed from the roll if you change your mind you need to make a freash application and there is no guarantee that a place will be available.

What happens if I want to change my preference school/s? For the normal year of entry should any parent change any of their preferences after the relevant closing date, the new preference will be treated as a late application as explained in this booklet. You need to put your change of preference in writing to the School Admissions Team. The date the School Admissions Team is notified of the change

of preference will determine the late round in which the revised preference will be considered. If a place is offered at your new preference school, your original offer will be withdrawn and could be offered to another applicant. For in year applications you must put your changes in writing to the School Admissions Team as soon as possible.

What happens if I decline the place offered? If you decide to decline the school place offered you must advise the School Admissions Team in writing and, if your child is of legal school age, you must clarify what alternative arrangements you are making for your child’s education. The space will be rescinded and may be filled by another applicant. NB. If once you have removed your child from a school then you cannot change your mind but would need to re-apply for a place.

What options are available to me if I am not offered a place at my preferred school? If you are not offered a place at your preferred school, you can: • Appeal to an Independent Appeals Panel; • Ask to go on a waiting list; You are advised to accept any alternative place offered so that your child has a place secured. You may wish to consider naming alternative prefences. Please note that accepting a place at an alternative school will not prejudice the appeal for your preferred school. If a place cannot be offered at any of your preferred school/s and your catchment school is full the Authority will offer the next nearest school with places. Transport will not be provided to the alternative school and this will be your responsibility.

Waiting Lists and Appeals Information Waiting Lists If you are refused a school and wish your child’s name to be placed on a waiting list you will need to confirm this in writing. All schools must hold a waiting list for one term for the normal year of entry. For Voluntary Controlled and Community Schools, waiting lists will operate on a termly basis and, if you wish your child to remain on the waiting list, you should renew the request in writing to carry your child’s name forward on the waiting list for a further term. Parents are asked not to contact the School Admissions Team to enquire about their child’s position on a waiting list as it can change regularly and will only be used if a place becomes available. Should a place become available the relevant Admissions Policy will be used to allocate the place and is not allocated on a “first come, first served” basis. If you are refused a place at a Voluntary Aided or Foundation school you will need to contact the school to find out their procedure. Under the Coordinated Scheme a child can only hold one offer of a school place. Therefore, if a place is offered from a waiting list the other offer will be rescinded. If your child is already in a another Dorset school, you will have 1 month to accept the place.

Appealing for a School Place If you are unsuccessful in getting the place you wanted for your child you have the right to appeal to an Independent Appeals Panel. Normally this means that you have applied for a place at a school which is oversubscribed and: • Either you have not been offered a place because the available places have been offered to children who according to the LA’s (or in the case of Voluntary Aided or Foundation schools, the governing body’s) published criteria, have a higher priority of a place at the school than your child; • Or the class/teaching group at the school is full and there are no further places available for your child. How to Appeal You will be informed of your right to appeal in the letter advising you have been refused a school place. To appeal for a place at a Community or Voluntary Controlled school you should download the form available via the School Admissions website www.dorsetforyou.com/ schooladmissions or telephone School Admissions to be sent a form. For a Voluntary Aided or Foundation school, you should follow instructions on the letter or contact the Clerk to the Governing Body at the school. Some schools request a letter, but in most cases an application form will be supplied. An information booklet is available on the website or will be sent to you with the form. The Appeal Form should be returned to the address on the appeal from, not to the School Admissions Team. You will be told about the date, time and place of the hearing as soon as possible by the Clerk to the Appeals Panel not by the School Admissions Team. You are encouraged to attend and speak at the panel hearing, and/or you can bring a friend to help you put your case to the panel or you may prefer to put your case in writing. If your appeal is turned down, you cannot appeal again in the same academic year unless there has been a significant change in circumstances or other new material evidence becomes available which you could not reasonably have obtained or submitted at the original hearing. If you have a complaint about the way your appeal was dealt with (not the decision) and you feel you have suffered an injustice, you can complain to the Commission for Local Administration known as the Ombudsman, whose contact details are shown on (insert page number) of this booklet.

Infant Class Size Appeals Under Government legislation infant classes, where the majority of children will reach 5, 6 or 7 in the academic year, may not contain more than 30 children. If admitting your child would take a class over the limit of 30, thus compromising Infant Class Size legislation. If you have been refused a place for this reason your appeal would be an Infant Class Size appeal and you can only appeal against the decision if you feel that: â&#x20AC;˘ The decision to refuse was totally perverse and not one which any reasonable admission authority would havemade in the circumstances of the case, or; â&#x20AC;˘ Your child would have been offered a place if the admission arrangements had been properly implemented. Transport Information Transport Entitlement for Reception to Year 11 Pupils 1. Free transport can be provided for your child to attend their catchment or nearest appropriate school where: a.) your child is in Reception to Year 4 and lives 2 miles or more shortest available walking distance from home to school; b.) your child is in Years 5 to 11 and lives more than 3 miles shortest available walking distance from home to school. 2. Free transport can be provided for your child, if you are in receipt of the maximum level of Working Tax Credit or your child is entitled to free school meals, and; a.) your child is attending their 3 nearest appropriate schools, is in Years 7 to 11 and lives over 2 miles shortest available walking route but under six miles shortest available driven route from home to school. b.) your child is attending their catchment or nearest appropriate school, is in Years 5 to 6 and lives over 2 miles shortest available walking route from home to school. If you qualify under 1a.) or b.), the Authority will contact you automatically before your child starts school (where possible).

Denominational Transport If you have been allocated a place on religious/denominational grounds at your nearest faith school, the Authority provides free transport if: a.) - your child is in Years 7 to 11, - you are in receipt of the maximum level of Working Tax Credit or your child is entitled to free school meals and the distance between home and school is more than 2 miles shortest walking route, and, - less than 15 miles shortest driven route. b.) - your child is in Year Reception to Year 6, - you receive Income Support, Job Seekers Allowance or Employment and Support Allowance (Income based), Pension Credit, support under Section VI of the Immigration and Asylum Act 1999 or Child Tax Credit (up to the current government limit), and, - the shortest available walking distance from home to school is between 2 and 5 miles for Reception to Year 4 pupils and 3 and 5 miles for Year 5 and 6 pupils. Otherwise the Authority provides transport to enable your child to attend their nearest faith school, if allocated a place on denominational/religious grounds and you can apply to pay for a space on the transport if the distance from home to school is between: a.) 2 and 5 miles shortest walking distance for Reception to Year 4 pupils; b.) 3 and 5 miles shortest walking distance for Year 5 to Year 6 pupils; c.) 3 miles shortest walking distance and 10 miles shortest driven route for Year 7 to 11 pupils.

The charge for denominational transport may vary but the 2010/11 academic year was £240 per child and can be paid in two instalments in August and February. At the time of print, this is being reviewed. Any of the transport specified above will only be provided at the start and end of the normal school day and only with regard to the home address of the child (see page 9) To apply under any other criteria you must complete a Transport Request Form available on www.dorsetforyou.com/schooladmissions or by contacting the School Admissions Team. Once completed the form must be returned to the School Admissions Team enclosing all supporting evidence as necessary.

Other Reasons If you feel you may have other grounds for applying for transport, for example your child has a disability or medical condition, or you are in temporary accommodation (emergency), you can apply for transport and your application will be considered by the School Admissions Team. Transport may be provided over lesser distances if there is no reasonably safe route for a child to walk accompanied as necessary. Where transport is offered by the Local Authority it will be provided from a pick up/drop off point that must be no more than ¾ mile for Reception to Year 6 and 1 mile for Year 7 to 11 walk from your home. The journey will not be more than 45 minutes for children in Reception to Year 6 or 1 hour 15 minutes for Years 7-11 Parents are responsible for their child’s safety in getting to and from the pick up/ drop off points. Should you be refused transport you have the right of appeal and this will be explained to you when you are advised of the outcome of your application. All parties are responsible for ensuring that children’s behaviour on school transport meets acceptable standards and this can be achieved by all parties working together. Please note transport can only be offered by the Local Authority within the guidance of the policy and legislation. The Local Authority can only offer transport to your catchment area/ nearest school or alternative offer that the Local Authority would have made. In all cases transport will be offered whilst considering the best use of resources.

Sixth Form Transport Entitlement Sixth form students are not entitled to transport support unless, they live over 5 miles from their catchment/nearest school and their families are in receipt of Income Support, Job Seekers Allowance (income based) or Working/Child Tax Credit (up to an annually agreed maximum).
