While enjoying the many opportunities the pard system has to offer, please be aware of the following rules and regulations for park use.
We are governed by Chapter 74 of the City Brownsville Code of Ordinances, to see all rules in their entirety go to bit.ly/3HaEnZT.
• The consumption, sale, use, or possession of alcoholic beverages and illegal drugs on park premises is prohibited.
• Littering is prohibited. Use trash receptacles.
• Destroying public property is prohibited
• Control noise levels – please be respectful of others.
• Motorized vehicles prohibited off roadways and beyond parking areas.
• Improperly parked vehicles will be towed.
Camping is currently permitted via the Borrow My Gear Program. Visit the Borrow My Gear page of this guide or call (956) 551-2314 for more information.
Catch and release fishing is allowed in various resacas within city of Brownsville parks. A fishing license from the Texas Parks & Wildlife Department (TPWD) is required. For information on TPWD fishing licenses visit: tpwd.texas.gov.
• Loitering in or around park restrooms is prohibited.
• Vending and or conducting any type of business or special event is prohibited, except as allowed by permit.
• Dogs are to remain on leash at all times.
• Pet owners are required to pick up after pets.
• Disturbing legitimate or permitted facility use, activities, events, leagues, tournaments, etc. is prohibited.
• No swimming in ponds and fountains.
Personal watercrafts are permitted in several City of Brownsville Parks locations. Kayaks and camping equipment can be borrowed via Borrow My Gear Program.
Metal detecting or ground penetrating radar at park sites is not allowed. The City of Brownsville Parks and Recreation Department follow State & local law as well as terms of strict deed restrictions.
Swimming is allowed in City of Brownsville pools (Sams and Gonzalez) only during their regular operating hours and season. If you would like to rent the pool to host your own event. Please visit the aquatics pages in this guide for information (page 16).
Discover Brownsville on foot or on a bike or by paddle in our resacas or as part of the Caracara Trails. Brownsville has an extensive hike and bike trail system that includes Brownsville Historic Battlefield Trail, Paseo de la Resaca Trails, Monte Bella Trails Park, Belden Trail, Brownsville Sports Park Hike & Bike Trail.
Brownsville Tennis Center has 16 lighted courts operated by the Brownsville Tennis Association (BTA). Hours of operation are 8 a.m. to 12 p.m. and 4 to 10 p.m. daily. Court fees will apply. BTA hosts tournaments during the year and USTA leagues play at this facility. For more information, call (956) 547-8326. Oliveira Park has two 2 lighted courts open during park hours free of charge.
Pickleball is a paddle sport which combines badminton, tennis and table tennis. The sport is played on a smaller court with a net that is just lower than a tennis net & is played with a hard paddle and a whiffle ball. Pickleball is great for all ages & abilities. Your health matters! Choose outside for a better inside. You can find outdoor fitness stations at the following parks: Brownsville Sports Park, Charles M. Cabler Sr. Park, Dean Porter Park, Monte Bella Trails Park. and Riverside Park.

Shed calories and build your skills at our skate parks. Oliveira Park is long board friendly and Brownsville Sports Park skaters can enjoy a bowl for practicing aerials and tricks. Please follow

Here's the scoop! Dogs and their humans are welcome in our parks and trails as long as the pets are on a leash at all times and the owners clean up after them.
Out of courtesy to others using the parks, pet owners must take the responsibility and help keep our parks clean. Please bring a scooper and or bag when you enjoy parks with your furry friends.
Re-use your plastic shopping bags for pet waste or use bags available at parks. Pet waste stations and stands can be found throughout many of our parks. You can bring a small amount of plastic bags to restock if you see them empty. Appreciation & thanks are extended to responsible pet owners who, along with their pets respect other park users and the park system.

2. How do I become a vendor at a Parks and Recreation event?
Vendor opportunities are open to all. Registration and reservation are posted online at cob.recdesk.com (page 7). Spaces are available on a first come first serve basis. Texas sales & use tax permit is required if you are an individual, partnership, corporation or other legal entity engaged in business in Texas. For more information, please call (956) 542-8426 or visit Comptroller.Texas.gov.
3. Do I need a food permit?
Food vendors are required to obtain and present a temporary health permit. Permits are issued by the City of Brownsville Health Department. To obtain a food permit, please call (956) 542-3437.
4.Can I sell prepackaged foods?
Vendors can sell pre pacakaged food under the cottage food law. For more information about approved source items, contact the Brownsville Health Department at (956) 542-3437.
5. Can I promote my business at your event (non vendor/exhibitor)?
Yes, ask us about exhibition booth opportunities. If you want to entertain, let us know too! We are always looking for talent. Contact us at (956) 450-7011 or drop an email at Events@BrownsvilleTx.gov.
6. What does my registration include?
Your registration fee includes a 10’ x 10’ space and a unique opportunity to showcase your product, access thousands of people and the possibility to be featured on our social media.
7. What are my responsibilities as a vendor? Vendors must follow event guidelines and must commit to staying for the duration of event. Vendors must supply their own equipment and are responsible for bringing and setting up their own tent, tables, chairs, generator, lamps, extension cords, cables, etc.

One such program is Keep Brownsville Beautiful (KBB), a champion for a cleaner, greener Brownsville. KBB volunteers tackle litter prevention, beautification projects, and waste reduction initiatives, making a visible difference in their neighborhoods.
Brownsville Bike Barn beckons volunteers with a passion for two wheels. Lend a hand with repairs, bike cleanups, or even assist in the garden – all while putting yourself in line for a well-deserved reward. With just 15 hours of volunteer service, you can earn a free bike, a fantastic way to combine community service with promoting healthy transportation.
Nature lovers and green thumbs will find solace in the Brownsville Wellness Garden. This haven for native plants thrives on the dedication of volunteers who assist with planting, weeding, and overall garden maintenance. Here, you can contribute to a tranquil space that promotes well-being and fosters a connection with nature.

The Beautification Box is a trailer equipped with tools and supplies: trash pickers, trashbags, shovels, and rakes that you can borow for zero cost. Schedule the use of the trailer for beautification projects, cleanup events, or graffiti abatement.
Do your part for a cleaner coastline! Keep Brownsville Beautiful (KBB) organizes beach cleanups throughout the year, working to keep trash out of the ocean. If you're in Brownsville and looking for a way to give back, consider volunteering at their next event.
The community has options for responsible disposal. Residents can drop off tires, electronics, and other accepted recyclables at designated locations on Recycling Days with KBB. This inititative helps reduce waste going to landfills and keeps Brownsville eco-friendly.

Summer break is a prime time for teenagers to explore potential careers and develop valuable skills. Parks and Recreation departments offer fantastic work development programs that can be both educational and fun.
For teens with a passion for water safety and aquatic activities, the Junior Lifeguard program is an excellent choice. Participants (ages 13-15) gain hands-on experience in lifesaving techniques, CPR, and first aid. They learn about water rescue procedures and how to maintain a safe and enjoyable environment for patrons.
The program is not just about responsibility though; it's a chance to work on a tan, build teamwork & physical fitness.

For teens interested in broader recreation opportunities, COB PARD offers the Leaders in Training (LIT) program. LIT provides teens (ages 13-17) valuable work experience in a fun and social environment.
Participants will shadow PARD staff, they will assist with summer Rec program, Summer Sports camp, lead activities, organize games, or help with special events.
LIT participants develop leadership skills, build confidence and gain a deeper understanding of the inner workings of Parks and Recreation Department.
Teens can include these skills in their resume for future summer jobs or even full-time careers in recreation management.

Summer Rec Program parents and families looking for safe and fun activities for their children can look to their own City of Brownsville Parks and Recreation Department! COB PARD provides enrichment and exploration structured programming via Summer Rec Program, Summer Sports Camp, and Junior Rangers Adventure Program. Summer shouldn't be a season of boredom. Parks and recreation day camps offer a fun and enriching alternative, keeping kids active, engaged, and learning while school's out. From building friendships and exploring new interests to staying active and gaining confidence, these camps provide a world of benefits for young minds and bodies.
Junior Rangers Outdoor Adventure Program at Gonzalez Park (34 Tony Gonzalez Dr.) is your child's opportunity to discover nature and adventure via sports, birding, fishing, kayaking, hiking, nature and photography and more! Junior Ranger participants (children ages 7-12) will learn skills, take on challenges, participate in various activities that will give them an experience that they will never forget. Each Session is $40 per participant. Program runs Monday-Friday 7:30 a.m. to 4 p.m. Breakfast and lunch provided by Bright Nutrition.
Summer Sports Day Camp at Oliveira Park (104 El Paso Rd.) will be a summer favorite for the young athlete and or sports fan in your home!

In order to ensure good sportsmanship, fair play and mutual respect among players, coaches, officials and spectators, COB PARD has established an Athletics Code of Conduct for players, coaches and parents.
Our leagues depend on volunteer coaches to provide teams with leadership and guidance. Please consider registering as a coach by completing the necessary paperwork (volunteer application and background check).
Boxing Club (ages 11 and over)
Boxing Club is open to youth and adults. Train year-round (Mon-Fri) at the Downtown Recreation Center ( DRC, 1338 E. 8th St.). Get in shape, learn self-defense, and build confidence. USA Boxing registration required ($85 annual fee). Register anytime!
Little Dribblers (ages 3-4)
A 5-week program that features 3 weeks of exciting games and 2 weeks of skill-building drills. Games are played at the Downtown Rec Center (DRC) on Tuesdays and Thursdays Registration fee is $35 per player.
TAAF Summer Track (ages 5-18)
Whether you're a seasoned runner or just starting out, we have a place for you. 11 week season, practices are offered Monday-Thursday at Hanna High School, with a flexible training option. Train alongside our experienced coaches or develop your skills independently with personalized workout plans.
Looking for a program that teaches valuable life lessons alongside athletic skills? Our Youth Volleyball leagues foster teamwork, sportsmanship, and a positive attitude - all thanks to our amazing volunteer coaches! Through practices and games, your child will develop basic volleyball skills while learning the importance of fair play and respect.
Want to help your child become a well-rounded individual? Basketball isn't just about shooting hoops - it improves coordination, academic performance, and overall well-being. Our age-specific leagues offer a safe and exciting environment for kids of all skill levels to develop their game. We focus on fair play, positive competition, and a strong sense of community, encouraging family involvement and creating lasting memories.

WHAT IS BORROW MY GEAR?
Borrow My Gear program is camping equipment lending library. It works just like a book library; but instead of books, we loan camping equipment and gear to community members.
WHO CAN BORROW GEAR?

IS THERE A FEE TO BORROW?
Borrowing is FREE. There is however a monetary refundable deposit of $250.
Anyone can borrow the gear. Contact COB PARD, call (956) 275-3502. Find out what gear is available and dates to borrow the gear.
Once registered and booked. Pick up your gear and head on to your destination. You will need to bring food.
Pack it up and bring it back to us. Make sure it is clean and complete when you return the gear. Epuipment must be returned in the same manner it was borrowed.
BPARD will sanitize all equipment with an Ozone Machine between uses to take extra precautions against all communicable diseases and viruses.
