Welcome to Fort Buchanan Puerto Rico! “Sentinel of the Caribbean and a recognized power support platform with power projection capability, Fort Buchanan stands as a beacon.” Fort Buchanan’s role as a Reserve Installation hosting joint forces; as the caretaker for a garrison that extends the whole length and breadth of the island; as spokesman for defense matters in the area; as support platform for operations throughout the Caribbean and Central and South América; as the Federal Support Center of the Caribbean ensure a bright future for the installation and for the Army and the Department of Defense in the region.

Brief History of Fort Buchanan Five centuries ago, on November 19, 1493, Christopher Columbus discovered Puerto Rico, the smallest of the West Indies group known as the Greater Antilles, during his second voyage to the New World. It was known by the Taino Indians as “Boriquén.” Columbus called it “San Juan Bautista” (Saint John the Baptist). The discovery of gold beads in the riverbeds gave rise to the island’s name of “Puerto Rico” (Rich Port). Near San Juan harbor they founded a walled city San Juan, the second oldest city in the New World. Puerto Rico was a point of departure for expeditions to colonize and explore America, as well as a depot for the trans-shipment of gold from the Indies for goods from Spain. Puerto Rico was meant to become a center for cultural and material trade. The United States Army and Fort Buchanan have a very rich history in Puerto Rico. It dates back to the Spanish American War, when on July 25, 1898, U.S. forces landed in Guánica, on the southern shore of the island. On October 18, 1898, the last Spanish unit left the island of Puerto Rico and the Department of Porto Rico was established. Their last Headquarters was Ballajá, which still stands in old San Juan. It was the largest structure built by Spain in the New World. Today it houses the Museum of the Américas. With the signing of the Treaty of Paris in December 1898, Spain ceded Puerto Rico to the United States and the island became an unincorporated territory of the United States. In 1903, the first Puerto Rican U.S. Army unit was formed – the “Porto Rico Regiment” – under the command of then Colonel James A. Buchanan, for whom our installation was named. “Camp Buchanan” was established in 1923. It was originally located on a 300 acre tract of land, some 6 miles south of San Juan Bay, and called Camp Miles. From 1926 to 1930, Camp Buchanan was used as a maneuver training area and range by the Regular Army, by the National Guard troops, and as a Citizen Military Training Camp and processing station. In May 1940 it was officially designated as Fort Buchanan and expanded to 1,514 acres initially, later to 4,500 acres. Permanent facilities were constructed. During World War II, Fort Buchanan housed a depot supplying the Army Antilles Department. It also processed

local troops through its replacement center. The industrial complex included pier facilities, ammunition storage areas and an extensive railroad network connecting it to the bay. Puerto Rican soldiers were deployed for World War II and Korea from our train station located where our Golf Club is now located, to our own rail-connected Army terminal by the bay. After World War II, the post was gradually reduced in size to its current 746 acres. The post continued to be used throughout the Korean War as a supply and replacement depot. The post continued to be used as an Army facility until the deactivation of the Antilles Command on December 31, 1966 Fort Buchanan came under the control of the U.S. Navy. In December 1971, Fort Buchanan returned to Army control under the Third U.S. Army. At that time it also became host to a number of tenant activities of the Reserve components, Navy, Coast Guard, Air Force and some nonmilitary federal agencies. On July 1, 1973 as a result of Army reorganization, the TUSA-PR was redesignated as U.S. Army Garrison Fort Buchanan under direct control of Headquarters Forces Command (FORSCOM). Following the Department of Defense Unified Command Plan, Fort Buchanan came under control of Southern Command (SOUTHCOM). On August 13, 1999 became the home of U.S. Army South (USARSO). On October 1, 2003, Fort Buchanan became the third Army Reserve Installation within the Installation Management Agency, South East Region (IMA-SE) with the Deputy Commanding General of the U.S.Army Reserve Command as our Senior Mission Commander. In October of 2006, IMA became the U.S. Army Installation Management Command (IMCOM). Today, Buchanan is the only Department of Defense installation in the Caribbean Basin area. It continues to support the Reserve Component and the Active Component Soldiers in Puerto Rico and U.S. Virgin Islands. A definite asset for DoD relations with Central and South America. The installation also provides support to DoD operations in the Caribbean area.

As Garrison Commander, it is my pleasure to lead the great team of Soldiers, civilians, and contractors who make up our Fort Buchanan family. The Department of Defense operates the Domestic Dependent Elementary and Secondary Schools from PreK to high School. Visitors to Fort Buchanan are welcome to stay at the 75-room guest house – El Caney. The Post Exchange and Commissary complex offer the best in services and products, our Welcome Center hosts a variety of one-stop services. Army Community Service • ACS ACS assists commanders in maintaining readiness of individuals, families and communities by developing, coordinating, and delivering services, which promote self-reliance, resiliency, and stability during war and peace. Fort Buchanan’s ACS center provides a wide range of services designed to assist the Military Community to develop and sustain a high state of readiness. Army Family Action Plan (AFAP)

Information, Referral and Follow-Up (IRF) This program provides information concerning local military and civilian service agencies, provides services which can further assist in solving social, economic, medical or educational problems and provides the management and planning activity across ACS program components Includes: Intake screening, assessment, referral, crisis intervention, follow-up and outreach; strategic planning, program analysis, accreditation, budgeting and marketing; recruits, trains and utilizes volunteers to enhance and expand ACS program capability. This program represents a grass-roots efforts to solicit issues from local communities regarding ideas to improve Army standards of living to senior Army leadership, DoD and Congress. Financial Readiness Program

This program assists Soldiers and their Families to live within their means and invest for the future. Army Emergency Relief (AER) provides emergency loans and/or grants to Soldiers in crisis. Relocation Readiness Program This program provides services necessary to support Army personnel and their families as they relocate. Includes the following: Pre- and Post-move briefings, education and training, information and guidance/counseling, outreach, lending closet, sponsorship training, SITES, and ESOL, services to waiting families due to mission requirements, international spouse support and cultural adaptation. Mobilization/Deployment Readiness Program (MDRP) This program provides support to commanders of active and reserve component forces, support to soldiers and family members and support to emergency essential civilians during pre-deployment, mobilization, deployment, re-integration/reunion, repatriation, mass casualty events and natural disasters (installation contingency plan). Includes the following: entire deployment cycle briefings, FRG assistance and training, rear detachment training, family assistance center, assist casualty assistance officers, safe haven support for overseas evacuation, repatriation, homecoming events, OPREADY, training and outreach. Army Family Team Building (AFTB) This program provides Soldiers and Family members with the information, knowledge and skills needed to gain self-reliance and better utilize the community support programs provided to assist them throughout their spouse’s career. Program (EFMP)

This program provides comprehensive and coordinated community support (including housing, educational, medical, and personnel services) to families with special needs. Includes the following: oversight, advocacy, information and referral, child/family find, respite care, special needs resource coordination, EFMP Committee and support groups. Spouse Employment Program

Victim Advocacy Services

This program provides information and referral services in the areas of employment, education, training, transition, career continuity guidance and volunteer opportunities to give family members the competitive edge needed to secure employment. Includes the following: Information and referral, job search assistance, resume development and career counseling, local job market research and centralized job bank, home business opportunities, self assessment and skills building, referrals for employment

The Victim Advocacy Program provides support and assistance to each person who is a victim of domestic violence through the victim advocate. The advocate provides direct services to individual victims of spouse abuse. Victim Advocates are also available to provide services to military personnel who are victims of sexual assault.

New at Spouse Employment Readiness: • The New Career Assessment Tool

Sexual Assault is a crime that can happen to men and woman of all ages. It is intentional sexual contact, characterized by the use of force, physical threat or the abuse of authority or when the victim does not or cannot consent. Rape, non-consensual sodomy, and indecent assault are all forms of sexual assault. Family Advocacy ensures that victims of sexual assault are protected, and treated with dignity, fairness, and respect. Victim advocates are available to provide services to military personnel who are victims of sexual assault. Services include emotional support, information on personal safety, and available resources.

The Career Assessment Tool is a comprehensive resource to assist you in achieving greater clarity and direction for career decision making. After completing a series of assessments and exercises, the results are combined into your own customized internal career profile report.

Army’s Sexual Harassment/Assault Prevention and Response Program (SHARP)

The Department of Defense’s expanded Military Spouse Career Advancement Accounts program will provide upto $6,000 of financial assistance for military spouses who are pursuing degree programs, licenses or credentials leading to employmemt in portable career fields. Family Advocacy Program (FAP) This program is designated to prevent child and spouse abuse within military families and to protect and treat those who are victims or affected by abuse. FAP provides support to military families in managing personal and family problems. Includes the following: education and prevention, victim advocacy services, new parent support, community awareness, interpersonal skills, stress/anger management classes, parenting classes, respite care, emergency placement, services for at-risk families, referrals, personal safety education, commander guidance and information.

Respite Care

Respite Care is temporary child care for the purpose of relieving parental stress and to provide a nurturing and developmentally appropriate environment. Families may receive respite care when Soldier and/or spouse attend parenting classes or counseling. Respite care will not be used in place of foster care or abandoned children. This program provides child care relief for Families who are stressed because of a Family problem and who are participating in treatment programs.

Army Volunteers Corps • AVC This program entails recruiting, training and utilizing volunteers and volunteer managers to enhance and expand other installation program capabilities. Includes recruitment, training, supervision, management and administration of volunteers.

Volunteer Opportunities:

Volunteer opportunities are found in natural resource programs, museums, and a wide variety of programs that provide services to soldiers and their family members such as ACS, hospitals, chapels, CYS, recreation, libraries, legal offices, housing, etc. There are volunteer opportunities with numerous private organizations such as Wives Clubs, Red Cross, or Scouts. Many units perform service in the civilian and military communities such as the AdoptA-School tutoring and mentoring program. Volunteering helps the organization in expanding program capabilities. Survivor Outreach Services SOS demonstrates the Army’s commitment to Families of the Fallen. The mission of SOS is to provide enhanced services to these Families. SOS utilizes a holistic and multi-agency approach to delivering services to Survivors by providing services at the garrison and communities closest to where Families live. SOS will allow the Army to better identify the needs of others touched by the loss of a Soldier. SOS provides long term assistance and offers support to address the needs of Families who suffer the loss of a Soldier. SOS provides financial counseling and referral services. SOS coordinates with other Army programs such as the Casualty Affairs, Retirement Services and Veterans Affairs.

Fort Buchanan Bowling Center The Fort Buchanan Bowling Center’s goal is to provide guests with a first class bowling experience from start to finish. Our 18 lanes are certified to PBA standards and our Cosmic Bowling program is fantastic! We offer a variety of adult mixed leagues year round throughout the week from 1600 - 2100. We also conduct a Junior Program for children ages 6 through 21. Our snack bar Café 300 offers a variety of menu items including sandwiches, hamburgers, pizza and more.We also offer “daily specials” featuring local cuisine. You don’t have to bowl to enjoy these great offerings, Café 300 opens at 1100 so stop by for lunch!

The Fort Buchanan Community Club & Conference Center Serves as the central focus point for the Directorate, Family and Morale, Welfare and Recreation Program. A lunch buffet is served Tuesday through Friday and is open to the community. We offer a variety of evening entertainment including Bingo on Tuesdays and Thursdays. Thursday evenings we feature BBQ at the Patio and community folks gather to chat and enjoy BBQ menu items such as Ribs and Pinchos (Kabobs). Live entertainment is scheduled for special events. Our sports bar The Zone features large screen plasma TVs and a karaoke interactive entertainment system with surround-sound music. As a Conference Center we plan, organize and manage a variety of events such as military and civilian training workshops, courses and conferences, birthday parties (for all ages), anniversaries, weddings, receptions, ethnic recognition and celebrations. We serve the needs of Soldiers by providing three-meals a day and provide mobile catering services upon request. Wedding receptions are one of our major activities. We work closely with you to arrange that special moment; by coordinating your requirements to meet your special and unique needs, to include design, theme, initial preparation and atmosphere. Our facility is equipped with a main ballroom, seven bars and the capability for seven private rooms. Our main ballroom accommodates approximately 500 guests for social or military functions. We can accommodate four wedding receptions, DISCO entertainment, and at the same time, meet the dining needs of our Soldiers and Families. El Caney Lodge El Caney Lodge currently consists of 75 state-of-theart rooms on site and two remote villas. We offer two (2) Pet-Friendly rooms with a non-refundable fee. Our airconditioned rooms have color TV with Cable-TV service, hairdryer, coffeemaker, refrigerator, microwave oven and telephone service; the larger rooms also have a kitchenette. Iron, ironing boards, radio alarm clocks, and in room safe are in all guest rooms. Cribs and rolling beds are available upon request, free of charge. Come and enjoy visiting our facility where our courteous staff offers great customer service. We provide lowcost, short term lodging for the military personnel and their dependents, when they travel on orders; and space permitting, when they are on leave. We also serve DoD civilians on orders, and other authorized users as defined in AR 210-15. We are located about 12 miles South of downtown San Juan and the historical Old San Juan. We are located near the best malls in the metropolitan area. Fort Buchanan Golf Course Complex The Fort Buchanan Golf Course Complex’s goal is to provide players with a first class course consistent with the established standards of the United States Golf Association (USGA) and Morale, Welfare and Recreation program. Our nine-hole course with dual tees provides an 18 hole round of over 6300 yards with a rating of 72 and a slope of 128. We have everything you might need to play a round - electric carts, pull carts and rental clubs. In addition to the course, our driving range is available with nine hitting stations along with practice greens, bunkers and a five hole par three practice course. Our daily rates are based on grade / rank. Tee times are required on weekends and holidays before 1300. Please call the Pro Shop for additional information. lunch is served at our Snack Bar from 1000 to 1600 with a variety of menu offerings to choose from. (Food service is limited after 1600). Adult Intramural Sports The Sports Program offers a variety of intramural competitions such as volleyball, basketball, flag football and softball leagues. Automotive Skills Center The Automotive Skills Center is operated by automotive instructors who are experts in the field and are always eager to assist you in your needs. The facility has working bays, specialized tools, engine analyzers, wheel alignment service, air conditioning recovery/recharge service, cooling system service, tire services, welding machines, auto lifts and many other tools and equipment available for the upgrading and maintenance of your privately owned vehicle. • We are also a Certified Service Station to conduct the Puerto Rico vehicle emission inspection. • The staff will teach you ways to work on your car by instructing and supervising your work. • The Automotive Skills Center has computerized data to assist in the repairs and maintenance of the vehicle. • Some of the skills that you can learn are: installation of brake pads on any type and model car, installation of brake shoes, tune-up for most cars, tire rotation, replacement of tires, wheel balancing, tire repair, oil changing and many other related skills. • We have state-of-the-art equipment to perform almost any minor repair needed in your car. Post Library

Fort Buchanan’s Library provides the military community effective professionally directed services and adequate quantities of current, retrospective and authoritative multimedia materials in all subject fields to support morale, welfare and recreation, plus education and training programs. The Library also provides mission support to activities and installations, to complement specialized collections in other Army libraries and to stimulate the use of library resources. Picnic Areas Rental Outdoor Recreation has four Picnic Areas available for group activities at a nominal fee. The Cabaña Picnic Area is the largest facility holding approximately 250 persons. The Water Spout Aquatic Center

We are the only year-round aquatics center on a U.S. Army base. This facility has a pool from 0 depth to 4 feet deep with an Octopus Ride, featuring a closed 130 foot water slide and an open 125 foot water slide, lily pads, net crossing, fun umbrellas, deck and shade areas of wood trellis with lounges, picnic tables on a 15,000 square foot deck area, showers and lockers. The entrance to the main pool and the lap pool optimize accessibility via “beach” entries, allowing disable users and children to safely enter the pool without any steep drop-offs. This zero-depth entry provides confidence for both parents and young children. The 25 meter pool area allows for a four lane lap pool. At 4 feet, this is the deepest water at the facility. It is designed for a variety of activities. Professionally trained lifeguards are on duty at all times. There is annual and seasonal membership available for all military ID card holders. This facility is available for private pool parties during off duty time and for small birthday parties during operating hours. Convenient packages are available to accommodate your requirements. Our pool certified personnel is ready to assist you or provide you additional information. Our pool facilities are located nearby the Welcome Center and across the street form the Fire Department. We have a snack cafeteria and catering service for pool parties and groups.

Marketing, Advertising & Commercial Sponsorship Branch Commercial Sponsorship Commercial Sponsorship plays a vital role in DFMWR activities in Fort Buchanan. The sponsorship program is a positive partnership between the government and private sector, designed to meet your business goals while fulfilling our program needs. Potential sponsors have a wide variety of events to choose from to effectively target their demographics and showcase products and services. Sponsorship can be in the form of check, or goods and services (inkind). Sponsorship & Advertising revenues are used to support vital DFMWR programs at Army installations including childcare, fitness, recreation opportunities for Soldiers and Families, and DFMWR events including special holiday celebrations and festivals. We can also customize an advertising or sponsorship packages to achieve your company’s goals.

Paid Advertising Outdoor Banners

Banners are posted at a high visibility fence at an intersection that is the closest connection between front and back main roads of the installation. It is located beside the tennis courts, picnic areas and Banco Popular bank. The stop light there gives vehicle passengers enough time to read the messages from a reasonable distance. This fence is the only location in the installation where commercial/ private organizations are authorized to place outdoor banners. On average 6,000 vehicles per day transit the installation. Visitors entering Fort Buchanan through either of two gates use this route to visit facilities located in the opposite sides of the installation. Your banner will be visible to all our Fort Buchanan community, composed of active duty Soldiers, National Guard and Reserve components, civilian employees, retirees and Family Members of all of the above. Many clients have benefited in sales for seasonal items and services, for example, a tax services company has advertised there for consecutive years from Jan - April. Note: All banners prepared in English or in both languages (English and Spanish). They are posted on the fence for as long as you decide to; just call or visit our office to set-up the details and we will prepare a Paid Advertising Agreement per banner. All advertising needs to be paid in full in advance to our Financial Management Office, Bldg. 390, 1st floor. Advertising in the “Live & Explore” DFMWR “El Morro” garrison newspaper insert; full color, 12 page monthly publication with a circulation of 8,000 copies distributed island wide to military service facilities and points of contact. • Cost for tabloid page (13”h x 10”w) Total = $800.00 • Cost for half page (6.5”h x 10”w) Total = $500.00 • Cost for 1/4 (one fourth of page, 6.5”h x 5”w) Total = $250.00 • Classified section Total= $20.00 per month (text/35 words) The “Live & Explore” DFMWR newspaper goes via distribution mail to tenant and satellite activities (including the Federal Building), posted at the Post Office, PX/AAFES lobby, all DFMWR facilities, the Welcome Center, PR National Guard stores and all Garrison Directorates. Also postal mail is sent to various Army affiliated organizations by their request. A link to a pdf version is updated monthly in the DFMWR web page at: www.buchanan.army.mil/mwr. That has made it an effective choice for organizations that wish to reach the Federal and Military/Families market in Puerto Rico. Contact us and we will prepare a Paid Advertising Agreement per ad. You provide the art work in JPEG or PDF format, or information for classifieds in Word format. Art work is subject to approval by the Marketing Coordinator.
