The week including March 8, International Women’s Day was selected in 1981, Sen. Orrin Hatch (R-Utah) and Rep. Barbara Mikulski (D-Md.) co-sponsored a joint Congressional resolution proclaiming a National Women’s History Week. In 1987, Congress expanded the celebration to a month, and March was declared Women’s History Month. DFMWR pays tribute to the generations of women whose commitment to the Army, nature and the planet have proved invaluable to society.

2011 ARMY EMERGENCY RELIEF (AER) Annual Campaign Washington, DC Headquarters Army Emergency Relief announced the start of the Annual AER Campaign which runs from March 1st, 2011, through May 15th, 2011. The theme of this year’s campaign is “Helping to make Soldiers and their Families ARMY STRONG”.

Each year the AER Annual Campaign is conducted from March 1st through May 15th.

The AER campaign at Fort Buchanan will be held from March 4th through May 14th, 2011.

The campaign objectives are: to create greater awareness Army Emergency Relief programs and benefits; and to give Soldiers the opportunity to help their fellow Soldiers.

“Raising Awareness of Army Emergency Relief benefits is a critical first step in providing Soldiers much needed access to Army Emergency Relief assistance. Our goal is to ensure that no Soldier or Family member is disadvantaged in times of financial need because they did not fully appreciate the benefits of Army Emergency Relief,”stated AER Director LTG(R) Robert Foley.

Established in response to a need for financial assistance by Soldiers and their Families during World War II, Army Emergency Relief provides emergency financial assistance in the form of no-interest loans or outright grants.

In addition, Army Emergency Relief provides scholarships to children and spouses of active

duty and retired Soldiers, financial support to surviving Families of Fallen Soldiers, and grants to widows and Wounded Warriors.

In 2010 Army Emergency Relief provided $77 million in assistance to over 66,000 Soldiers and their Families. The Command Referral Program Company Commanders and First Sergeants have the authority to approve AER loans to their Soldiers up to $1,000.

Army Emergency Relief assistance is available to Soldiers and their Families, wherever they are located and the amount of assistance is only limited by a valid need. Soldiers and their Family members requiring Army Emergency Relief assistance can contact their Chain of Command or go to their local installation AER office. AER office is located at Army Community Service, Bldg. 1019, García Street, Buchanan Heights, Fort Buchanan, PR. The Phone is 787-707-3310 / 3295 / 3804.

In addition, Soldiers and Families not near an Army installation Army Emergency Relief office can seek assistance from Army emergency Relief at an Air Force, Navy, Marine Corps or Coast Guard base from the Air Force Aid Society, Navy Marine Corps Relief Society, Coast Guard Mutual Assistance respectively or from any of the local chapters of the American Red Cross located throughout the United States.

Orchid Festival

Festival de Orquídeas Spring is here and no better way to enjoy it than with Orchids. Orchids are a type of flowering plant that is adored by everyone.

Their flowers have such varied shapes, colors and sizes that there is always something everyone falls in love with. If you want to see some real beauties, you can attend one of the local Orchid Shows while you’re on the Island.

There are number of Orchid Societies here in Puerto Rico, and they each have annual orchid shows & sales. From March 17th until March 20th, 2011, the San Juan Orchid Society

is holding their Festival de Orquídeas in Hato Rey at the Coliseto Pedrin Zorilla, the hours are 9:00 am – 6:00 pm. This year’s Festival de Orquídeas is called Colores del Amor (Colors of Love).

There will be orchid vendors from Puerto Rico, Hawaii and Brazil, orchid displays, live music, handcrafts and orchid seminars in Spanish. (Vendors do speak English).

The Grapes of Wrath (PG) Thursday, March 17th at 5:30pm Adapted by Nunnally Johnson from John Steinbeck’s classic novel, the film tells a simple story about Oklahoma farmers leaving the depression-era dustbowl for the promised land of California, but it’s the story’s emotional resonance and theme of human perseverance that makes the movie so richly and timelessly rewarding. It’s all about the humble Joad family’s cross-country trek to escape the economic devastation of their ruined farmland, beginning when Tom Joad returns from a four-year prison term to discover that his family home is empty. He’s reunited with his family just as they’re setting out for the westbound journey, and thus begins an odyssey of saddening losses and strengthening hopes. As Ma Joad is the embodiment of one of America’s greatest social tragedies and the Okie spirit of pressing forward against all odds. The Grapes of Wrath is one of the finest films ever made.

Army Community Service Transformation

Army Community Service is enhancing the way it delivers services, to make it easier and faster for Soldiers and their Family members to get the help they are seeking.

The initiative to transform ACS stems from a holistic review of Army Family programs by the Office of the Assistant Chief of Staff of Installation Management. OACSIM is responsible for the execution of the Army Family Covenant, which promises to provide Soldiers and Families a quality of life that is commensurate with the quality of their service. Through garrison focus groups and surveys, Soldiers and Family members reported they have both too much and too little information on available services, which makes it difficult for them to determine which service best meets their needs.

Under the new design, ACS will transition a number of personnel into generalist positions focused on helping Soldiers and Family members navigate services. Generalists will provide an array of baseline services, while specialists will still be available for the more complex and extended services.

“The goal is to make sure Soldiers, their Families and Civilians can find the right service, at the right time, the first time they seek assistance,” said Paulette Freese, Chief, Policy and Operations Branch, Soldier Family Readiness

Division. “ACS provides a lot of great information and services, everything from financial readiness to the Exceptional Family Member Program. We want to make sure that the first time they walk through the door, someone is to there to help. What we don’t want is for someone to have to wait or have to come in a second time before getting help.”

ACS will also introduce an upgraded tracking system that allows staff to follow up with clients more efficiently and to ensure client needs are met when service is provided.

“If a client requires more in-depth assistance, we want to make sure there is a smooth transition to the next service provider,” Freese said.

“We will maintain contact with the Soldier or Family member until their needs have been met.”

Soldier and Family members will start to see ACS services in new satellite locations as well, such as at units, garrison exchanges and commissaries, and off-post sites.

“We’re working hard to strengthen relationships with units and service providers across the installation, to make ACS services and information more readily accessible,” Freese said.

ACS has been doing a tremendous job of supporting Soldiers and Family members through an extended period of conflict, but the Installation Management Community always has to be on the lookout for ways to do better, according to Lt. Gen. Rick Lynch, Assistant Chief of Staff of Installation Management and commander of the Installation Management Command.

“The work of ACS and other quality-of-life service providers is highly visible, tangible proof that the Army is delivering on the promises of the Army Family Covenant,” Lynch said.

“It is important work, so we can never become complacent. The long-term strength of our AllVolunteer Army depends on the well-being of Soldiers and their Families. More than that, we owe it to our Soldiers and Families for their ongoing service and dedication.”

Twenty-two installations have been selected as pilot sites to assess the new service delivery design that runs until Mar. 31. The pilot phase will provide insight and best practices prior to the Army-wide rollout in April. Every Army ACS location will be operational under the new service delivery design by October.

Community Invited to Come Take Part WHAT: Guinness World Records defines the Star Jumps (Jumping Jacks) record as, “This record is for the most people Star Jumping (Jumping Jacks) simultaneously at multiple venues for two consecutive minutes.” Jumping Jacks are called Star Jumps in some countries because the arms, legs and head form a fivepointed star.

Fort Buchanan CYSS School Age Services will join Clubs from around the country during National Boys & Girls Club Week in an attempt to break this record. At the event, each participant will begin the Star Jumps at the exact same time as everyone else in the country and jump for two minutes nonstop.

WHY: This attempt to break the world record will bring attention to the importance of young people living healthy, active lifestyles and how Boys & Girls Clubs help fill this need every day.

Clubs do this through programs like Triple Play, BGCA’s proven health and wellness program that encourages kids to eat healthier, become more physically active and increase their ability to engage in healthy relationships.

Golf Course Open House On Saturday February 5th, 2011 the Golf Course Complex had its first Open House.

The Club Reaches Out! On February 26th and 27th The Community Club & Conference Center took part in on of the most influential Wedding industry events in the Island, the Caribbean Bridal Expo at the Puerto Rico Convention Center.

The Community Club showcased their Wedding Packages and catering services to the thousands of attendants in one of the most attractive booths.
