SFC Garcia used to work for CBWTU and was Fort Buchanan’s Army Ten Miler Team coach and runner from 2008 to 2011. As a volunteer he trained the runners to represent Fort Buchanan in this race at the Pentagon, Washington, DC. He also helped the Sports & Fitness Manager coordinate try-outs, runner’s registrations and the selection of team members. Fort Buchanan has had a team participating in the Army Ten Miler since 2000, the year USARSO came to Fort Buchanan. DFMWR wishes him the best on his new assignment, and thanks him for a job well done!

retirement, respectively.
The Department of Defense has designated February 19-26, 2012 as Military Saves Week. This is part of the DoD Financial Readiness campaign, and the purpose is to encourage Soldiers and their Families to establish positive fiscal management habits through savings and financial planning. It is also a part of a larger America Saves national campaign conducted by the Consumer Federation of America (CFA). This national campaign involves more than 1,000 non-profit, government, and corporate groups encouraging individuals and Families to build personal wealth. Military Saves strategies include “The Saver Pledge,” a commitment to exercise good financial habits and encourage other Americans to do the same. Savers who enroll online receive electronic newsletters and e-Wealth Coach advice. Military Saves also invites DOD credit unions and military banks to aggressively promote auto-

Featured Book for National Black History Month
No Higher Honor: A Memoir of My Years in Washington Written by: Condoleezza Rice From one of the world’s most admired women, this is former National Security Advisor and Secretary of State Condoleezza Rice’s compelling story of eight years serving at the highest levels of government. In her position as America’s chief diplomat, Rice traveled almost continuously around the globe, seeking common ground among sometimes bitter enemies, forging agreement on divisive issues, and compiling a remarkable record of achievement. A native of Birmingham, Alabama who overcame the racism of the Civil Rights era to become a brilliant academic and expert on foreign affairs, Rice distinguished herself as an advisor to George W. Bush during the 2000 presidential campaign. Once Bush was elected, she served as his chief adviser on nationalsecurity issues – a job whose duties included harmonizing the relationship between the Secretaries of State and Defense. It was a role that deepened her bond with the President and ultimately made her one of his closest confidantes.
What Are You Reading? New at the Library With the September 11, 2001, terrorist attacks, Rice found herself at the center of the Administration’s intense efforts to keep America safe. Here, Rice describes the events of that harrowing day – and the tumultuous days after. No day was ever the same. Additionally, Rice also reveals new details of the debates that led to the war in Afghanistan and then Iraq. The eyes of the nation were once again focused on Rice in 2004 when she appeared before the 9-11 Commission to answer tough questions regarding the country’s preparedness for – and immediate response to – the 9-11 attacks. Her responses, it was generally conceded, would shape the nation’s perception of the Administration’s competence during the crisis. Rice conveys just how pressurefilled that appearance was and her surprised gratitude when, in succeeding days, she was broadly saluted for her grace and forthrightness. In 2005 Rice was entrusted with even more responsibility when she was charged with helping to shape and carry forward the President’s foreign policy as Secretary of State. As such, she proved herself a deft crafter of tactics and negotiation aimed to contain or reduce the threat posed by America’s enemies. Here, she reveals the behind-the-scenes maneuvers that kept the world’s relationships with Iran, North Korea and Libya from collapsing into chaos. She also talks about her role as a crisis manager, showing that at any hour -- and at a moment’s notice -- she was willing to bring all parties to the bargaining table anywhere in the world. No Higher Honor takes the reader into secret negotiating rooms where the fates of Israel, the Palestinian Authority, and Lebanon often hung in the balance, and it draws back the curtain on how frighteningly close all-out war loomed in clashes involving Pakistan-India and Russia-Georgia, and in East Africa.

WHAT is GLIS ?
The Army General Library Information System (GLIS), managed by the Army’s Family and MWR Command (FMWRC), provides web-based library services to family members and deployed Soldiers. Under GLIS, the Army MWR libraries become a true library system with common levels of service at each installation. GLIS is not only a catalog of materials available within the libraries, but also links to more than 13,000 full text magazines, ebooks, college guides, and career information resources. These resources include practice tests for college entrance exams, practice tests for entrance into the armed services, automotive repair manuals, and products geared to school curriculums. Military Community and Family Policy (MC&FP) recently funded many of these web-based products to augment content and promulgate enterprise-wide purchasing across the Services. Soldiers and Families can easily access these resources through Army Knowledge Online, Army OneSource, and Military OneSource. Recently FMWRC migrated more than two million records for sixty-six libraries from the Horizon Software hosted at Fort Belvoir to Millennium Software hosted at Fort Carson. The new GLIS software empowers users to write reviews, rate books, request titles, and renew materials. Registered GLIS users are able to search their library’s catalog, view their account, search across many data sources for information, ask a librarian for help locating information, download audio books to iPods and MP3 Players, and read magazines and ebooks online. The GLIS catalog also includes enhanced library catalog information to include images of book covers, book reviews, table of contents, and bestseller lists. With GLIS, deployed Soldiers have many of the same library and information services they would have through their installation library. Stop by the Post library for more exiting details. For details, visit or call the Post Library at (787) 707-3208. 3

Humans are a social specie. We need to be connected with other people. This means our happiness and success largely depend on the relationships we build with others. When building relationships on a day-to-day basis, we really only have two choices: 1. We can choose to build positive, meaningful, healthy, and productive relationships with the people we interact with. 2. Or, we can choose to build negative, empty, and destructive relationships with the people we interact with. Knowing how to maximize positive relationships and minimize negative relationships is key to living a happy, healthy and satisfying life. •Positive relationships encourage personal growth. Friends like seeing friends succeed and achieve their goals. •Positive relationships give you support during tough times Good friends provide us support during tough times. We all have our bad moments, whether it be health-related, money related, or something else.
•Positive relationships enable you to collaborate and work together. The more we get along with someone, the better we are at collaborating and working together. Human relationships thrive when individuals can combine their skills and talents, for the benefits of all. (Teamwork) •Positive relationships create feelings of pleasure and joy. One of the more obvious benefits of positive relationships is that they make life more enjoyable. •Having a positive relationship in our lives increases our sense of purpose and meaning. Sometime a friend becomes your only Family. •When we have a real, positive effect on someone else, we feel like we are making a significant difference in the world – AND WE ARE!!!!! When you create a positive connection with someone else, that person is more motivated to make positive connections with other people. Our actions and relationships, therefore, are part of a much larger chain of events that are what influence society as a whole. Provided by : FAP Educator, Carmen Teresa Rivera
