Changing Hands Madigan proposal would remove replacement tax revenue from local municipalities By Laura Katauskas Staff Reporter

As the state of Illinois continues its scramble to lessen the budget shortfall, local dollars are now in jeopardy. Local governments, school districts, townships, and park districts stand to lose shared revenues it has received from the state annually for decades.

House Speaker Michael Madigan put a proposal on the table introducing three amendments that could divert up to $1.4 billion of revenue collected from the personal property replacement tax to cover teacher pensions. Replacement taxes are revenues collected by the state See LOCAL TAX, page 5

Bolingbrook celebrates 13th annual Cavalcade of Planes The skies above Bolingbrook will be filled with planes, skydivers, and more the weekend of June 2 and 3, during the 13th annual Cavalcade of Planes. On the ground, attendees at this family-friendly event will be able to explore aviation up close as pilots showcase their planes from general aviation and experimental aircrafts to vintage military aircrafts known as “Warbirds,” amongst others. Representatives from a variety of airplane manufacturers will showcase the current planes available and aircraft owners will also offer used airplanes for sale. Some of the airplane manufacturers who have committed include Cessna, Piper, Diamond, Cirrus, and Light-sport aircraft (LSA). “Having these planes at the Cavalcade enables people to better understand the potential for their own involvement in aviation,” said Joe DePaulo, the main organizer for the event and General Manager for the airport. The resident organization at the airport, the Illinois Aviation Museum, will be one of several organizations with exhibits that explain the history and

The museum has collected and restored several aircraft along with creating some informational displays about the history of aviation. Representatives from Cantigny Museum will be on-hand to display some of their aircraft and answer questions. For those who want to experience aviation with a bit more intensity, A&M Aviation will be offering plane and helicopter rides. Along with all that action

on the ground, attendees will enjoy a variety of activities in the air above the airport. Several military aircraft will fly over throughout the weekend. Last year, a B-2 Stealth Bomber flew over the airport, bringing loud cheers from the crowd. Electrical aggregation moving forward By Laura Katauskas Staff Reporter

Garnering cheaper electric rates is one step closer as the village of Bolingbrook continues the path to electrical aggregation. In March, voters chose to band together in what is the largest aggregate group to come together in Illinois to purchase electricity at a cheaper rate, approving a referendum to allow communities to pursue such an option. Each of the 15 communities has to complete various items before that savings will be realized, including holding two public hearings of which Bolingbrook held on both April 16 and May 8. The village has also just adopted a plan of operation and governance and is now going out for bid to solicit electrical supply. DaCott Energy has been retained by the Will County Government League to conduct the process of bidding the electricity needs of the group and analyzing the bid results.

Bolingbrook Mayor Roger Claar explained that once an alternative power company is chosen by bid, all applicable accounts would be moved. The process is automatic; residents are not required to do anything. However, individual customers will have the option to opt-out of the aggregation for whatever reason and will be given information on how to do so before any changes occur. Nearly 135,000 households stand to benefit from the passed referendum and there still remains the potential for others to come on board. According to the Will County Government League, electric aggregation allows local governments to bundle residential and small commercial retail electric accounts and seek bids for a cheaper supply of power. Currently, ComEd customers receive electricity at a price set each year by the Illinois Power Agency, a governmental body that secures electricity on the wholesale market on behalf of

ComEd. By bundling residential and small commercial accounts, municipalities can go out into the open market to seek a lower rate for electrical supply. The sole purpose of electric aggregation is to save residents money on the supply side of their electric bill. Savings may start to be seen as early as August.

Live music will be provided during the event by Scramble Unplugged. Food and beverages will be available for purchase, including a Beer Garden from 11 a.m. to 5 p.m. each day. Children will be able to get rides on the

new “Ground Bound� and a remodeled helicopter drawn towed around the grounds. Organizers and volunteers held their final planning meeting this last weekend to confirm activities, events, and logistics for the event which was attended by over 15,000 people last year. The event runs from 10 a.m. to 4 p.m. both days.Admission is $3 for adults, 18 and under pay $1, and children under the age of 5 are free. LOCAL TAX Continued from page 1 and paid to local governments to replace money that was lost by local governments when their powers to impose personal property taxes on corporations, partnerships, and other business entities were taken away. These taxes resulted when the new Illinois Constitution directed the legislature to abolish business personal property taxes and replace the revenue lost by local government units and school districts. In 1979, a law was enacted to provide for statewide taxes to replace the monies lost to local governments. The Valley View School District, which collects the most in property taxes, stands to lose the most. At almost $9.8 million, according to School Board President Steve Quigley, that would “equate to scores of staff salaries.” “I think that the State should stop shirking its financial responsibilities and should stop trying to balance its fiscal burdens on the back of local governmental entities,” said Quigley. “We have reduced spending and implemented cost

saving measures all over the place at VVSD to the tune of around 21 to 22 million dollars the past 4 years. Cities and villages in our area have done many different things to balance their budgets. This proposal will hurt schools, park districts, libraries, municipalities and other local units of government all to varying degrees. These entities are where most folks get the lions share of their public services, further reductions hit people at the very base levels.” Local mayors are bracing for the cuts as well. Romeoville Mayor John Noak warned that the village is at risk of losing $159,000. “We will continue to monitor this,” said Noak. “These are funds that the state has the right to give back to local governments and has been doing so for decades.This is nothing more than an attempt to pass down the burden.” Bolingbrook Mayor Roger Claar said the village would stand to lose $135,000 a year and that he has expressed his opinion to legislators that this is not a solution. “To threaten to take away these funds and use it to cover pension, makes no sense,” said Claar. At debate is whether or not this is a ploy by politicians calling attention to issues

revolving around who pays out for pensions. However, local officials agree that considering the condition the state is in, any cuts are possible. “This mess was not created overnight and a quick fix is not what is needed,” said Quigley. “It is of course feasible, desperate people will do desperate things as they say and the state of Illinois has major money issues. I hope the rank and file General Assembly members will

reject this CPPRT proposal for something far more reasonable that will not hurt kids, families and public services.” Legislators continue to grapple with funding pensions, with Madigan and Governor Pat Quinn outspoken about the State’s need

to stop paying pension costs as means to rectify the budget. No action on the proposal has been taken as of yet but is expected before the legislative session ends this month. katauskas@buglenewspapers.com

The victim states that they were supposed to meet an unknown subject to sell an iPhone 4S, the subjects looked at the phone, gave the victim an envelope with the money, the envelope only contained folded paper. The subject displayed a hand gun and left the area.

Raiders enjoy record season By Mark Gregory Sports Reporter

The Bolingbrook baseball team has already set program records, so Thursday’s 8-1 win over Naperville North in the regional opener was no surprise to anyone in the Raider dugout.

BASEBALL According to IHSA records, which date back only to 1997, this is the first time a Bolingbrook team has advanced to the regional title game. They had won two previous playoff games in 1999 and 2007, but those were play-in games to reach the regional semifinal. “These guys just gel,” Bolingbrook coach Chris Malinoski said. “We have tried to instill a philosophy and the guys buy in to it and so do the coaches. Not just at varsity level, but all the way to the freshman team. When the coaches buy into it,all the guys are on the same page the minute they come in as a freshman.” The Raiders season would come to an end with a 3-2 loss in the regional final to Neuqua Valley. In the semifinal win, Bolingbrook (18-17) posted 13 hits, four home runs, including back-to-back solo shots by Brad Elmore and Chandler Piekarski in the third inning, to seal the Raiders’ win and preserve their first winning season since 1983. “I have really been seeing the ball well all season,” Elmore said. “This was a great team, we were a good team and I had more confidence in my team I think this year. It helped me be a better hitter. With the wind today, we just had to stay on top of the ball.

My first home run, I got it up and the wind helped it. The second, I just stayed on top of the ball and hit a line drive out of here. The wind didn’t help that one.” Richard Samuel hit a two-run homer in the fourth inning to extend the lead. The Raiders would get put more on the board when Tevin Brown scored on a throwing error. Naperville North got its lone run in the bottom of the fourth, but Bolingbrook got the run back on Elmore’s second long ball of the game. Bolingbrook would score a pair of insurance runs as Scott Foltz would single in Piekarski in the sixth and Samuel would score on Sandeen double in the seventh to end the scoring. Steve Waldrop held the Huskies at bay, allowing only the one run. He did allow a few leadoff hitters to reach, but said that only made him focus more. “I knew I had to work down in the zone and I think I did that all game except, honestly, for the first batter of each inning,” Waldrop said. “When I am under pressure, it really makes me buckle down and focus more.” Despite falling in the final, Waldrop enjoyed the season. “I loved being on this team,” he said.“We were the first team over .500 since 1983 and we broke te record for wins, so it has been a great time.” Elmore, a junior who has started since his freshman year, also is happy with the team. “I have goose bumps,” he said after the win. “This has been a great year and a great team to be on. Errors costly in playoff opener By Scott Taylor Sports Reporter

When a team gives up two hits for the game, one would like their chances of winning the game.

SOFTBALL However, when you commit eight errors, that makes things much harder. That was the case last Wednesday for No. 11 seed Bolingbrook (20-15) in a 9-1 loss to No. 6 seed Naperville North at the Plainfield North Regional. “Naperville North only has two hits and you have eight errors, that’s not going to win you a ball game,” Bolingbrook coach Jean Ryan-Moak said. “We were not ready to play. When you go out there and have no defense behind you, what are you to do as a pitcher? At least we came back in the seventh inning, so I give them props for that. But where was that the whole game? We are better than that.This was not Raider softball, I don’t know what it was.” A handful of errors in the third inning opened up a 3-0 lead for the Huskies to an 8-0 score. The Raiders picked it up though and got an out at the plate in the fifth to keep the slaughter rule from happening. They picked up a run in the top of the seventh on a Dani Knaak RBI single, but it was too little, too late.

“Once they started realizing what was going to happen if they didn’t step it up, they decided to step it up,” Ryan-Molk said. “It’s one of those things where it doesn’t matter what the score is, you have to have that fire in you to get tough. The intensity just wasn’t there.” Despite the rough end to the season, it was still a successful one for the Raiders, who finished 7-7 in the rugged SouthWest Suburban Conference. “I’m very satisfied with the season, just not this game,” RyanMolk said.“That is disappointing because this wasn’t how we played all year. (During the season) we had that burning desire to win. We had been scoring more runs throughout the game lately.” Bolingbrook graduates just three seniors, so the potential is even greater next year. However, the Raiders will miss those three seniors. “I have three great kids,” RyanMolk said of her seniors.“Rachel Anderson broke her finger and had surgery, which stunk for her to be out most of the year. Marisa Cinquepalmi was behind the plate for me and was a four year starter. She’s a great kid and has a great attitude. Ashley Deluca, my third baseman is a three-year starter. They have given their hearts to this team and will both play in college. I think they will all do well in their future. They will be missed.” staylor@buglenewspapers.com

Bolling threw runners out at the plate in the GLVC Tournament and NCAA Midwest Regional. “Mike was an offensive force for us and his ability to get on base, steal bases and score runs gave us a weapon that not many

teams have,” McDonough said. “I thought the thing that separated him this year was his clutch hitting with men on base as he came up with some big hits in key RBI situations.” Albano led the GLVC with 11 home runs. He finished the 2012 season hitting a team-high .354 with 42 RBI and a team-high .641 slugging percentage. Albano recorded 20 walks to bring his on-base percentage to .426. Albano was also an All-GLVC East Division

Raiders enjoy late season success By Scott Taylor Sports Reporter

A remarkable run to its first ever regional title game came to an end for Bolingbrook last Wednesday in the Plainfield East Regional final. After the No. 4 seed Raiders defeated both No. 4 Plainfield East and No. 1 Plainfield South in three sets, it was No. 3 Plainfield North which rallied to win the final two sets after losing the first.

BOYS VOLLEYBALL “The first set we came out with some good energy and fed off each other,” Bolingbrook senior middle Tevin Teamer said. “We tried to come back after the second game, but the momentum had changed and we couldn’t get back into it. They just outsmarted us and we couldn’t adept fast enough.” “Plainfield North was just really smart offensively,” Bolingbrook coach Andrea Bercot said.“They switched up their hitters and did a really good job of looking like they were doing one thing and changing it up at the last minute. That was hard for us to adjust in the second game.” Teamer was the catalyst in the first set with timely places of kills as they jumped out to a 17-12 lead. North came back and picked up a 24-23 lead, but a Teamer tip kill tied it up and the next two points went to the Raiders because of hitting errors. “I was trying to pick and choose wisely,” Teamer said. “I was trying to be consistent with what I do. If I had two blockers on me, I would try to tip it. If I didn’t I would swing.” North breezed through the second set 25-14, but the third set the Raiders kept it close for the first half of the set before North pulled away 25-15. Despite the crushing loss, it was a great run for the Raiders, one they will remember for a long time. “This is as far as we’ve ever gone, but it sucks that it ended this way,”Teamer stated.“At least we got this far. It would have been better to finish with a win.” Earlier in the year Bolingbrook fell to Plainfield North in straight sets, but this team was much

better than it was early in the season. “Starting off the season, we didn’t have a foundation like a starting lineup,” Teamer said. “Midway through the season we got a starting lineup and got used to it. We adapted very

well.” “The key was teamwork,” Bercot said of the late season run. “They all knew that they couldn’t do anything without each other. There was a commitment to each other and they wanted to improve. There

was some good old fashioned hard work.” One thing is for sure in Bolingbrook. The bar has been raised in Bolingbrook for boys volleyball, and the best may be yet to come. “This group has definitely set

Want to shape up workplace? Change your approach Q. I am so tired of unappreciative bosses, difficult coworkers and demanding customers. I work hard to communicate effectively and be helpful. Can’t other people be bothered to learn to behave decently in the workplace? A. No, as you have observed not everyone is interested in dealing well with people. Unless some alien craft hits the planet with a harmony beam, you will have to deal with people who annoy you for the rest of your career. Many of my clients have spent years at work bemoaning the fact that other people aren’t more like them, rather than learning to deal with this reality. Venting about our feelings is an important part of change. Equally important is our ability to adapt rapidly to the reality in which we find ourselves. Sometimes venting can become an end goal in itself rather than part of the process of change. We rant about what we don’t like about people at work,

feel better, and then go back to our job with no plan to cope better with our circumstances. Instead, imagine that your frustration is like gasoline for your car.Use the energy to brainstorm ways you can change your behavior, language and response to take better care of yourself. If you can use your anger well, you’ll be amazed at the creativity you’ll discover to practice better selfdefense. Be willing to try anything other than what you’ve already been doing. Sometimes we resist a new approach because we suspect it might fail or we might look foolish. Keep in mind you are already constantly miserable; how much worse can it be to have one new idea not work? Be willing as well to keep trying new strategies and technique until you find one

that works. You’ll discover that desperation will definitely fuel your motivation to think innovatively. Be careful that you don’t restrict yourself by believing that “your personality” is just stuck being nice. Interpersonal skills are just that: learned behavior. No one is born with a “personality” that has advanced people skills. People either learn these techniques or get consistently run over by people at work who behave badly. As you try new approaches, be patient and do not become disillusioned when you find how many of your ideas don’t work. When we attempt to change our communication styles, we often have to hit a brick wall.We will often keep trying different versions of our usual style until we get really mad. Then we have a breakthrough idea we’ve never considered. Realize that you aren’t just changing your communication style; you are also in some profound ways changing yourself. When we stop

defending ourselves, needing to be right or requiring the approval of others, we are fundamentally shifting how we operate. You may have days when you resent having to be the one who makes the effort to step out of the line of fire of others’ bad behavior. You will be the one doing the hard work. You’ll also be free from the control of others for the rest of your career (and life)!

One of our competitors just made me a generous written offer to increase both my salary and position. Should I jump ship? A. Mobile application, online map inform ComEd costumers With summer storms an obvious threat, ComEd is making a proactive move to keep its customers informed with a new interactive system. If you have a smartphone, the information can be found at your fingertips. In a move to improve communications with its customers, ComEd is rolling out a new online outage map and mobile application. In addition, ComEd is now offering a mobile application for iPhone and Android devices.

The new mobile application enables customers to: • Report outage/check status • View account summary • Manage payments • Report a meter reading • Find a location for in-person payment To download the free application, customers should visit https://www.comed.com/ app or search “ComEd” in their smartphone’s application store. “These new features are just two of many improvements ComEd

has made in recent months as part of our focus on delivering greater value to our customers through enhanced customer service,” said Terence R. Donnelly, executive vice president and chief operations officer, ComEd. In addition, an interactive outage map is now available on ComEd.com.The color-coded map allows customers to easily find information on the location and size of outages and get estimated power restoration times. Using the online map,customers

can report outages and view all outages in the ComEd service territory. Color-coded icons indicate the number of customers affected by each incident. Information is updated every 30 minutes.
